Timestamps are [HH:MM:SS] into the meeting video. ---------------------------------------------------------------------- [00:01:08] It is now 6 o'clock, and I will call the April 2nd Hanover County Board of Supervisors meeting to order. As is customary, we will begin with an invocation led by Mr. Davis and the Pledge of Allegiance led by Supervisor Floyd, Mr. Davis. [00:01:26] Let us pray. Almighty God, we come to you humbly and just ask your blessings upon this meeting and those who are here to speak. We ask that our ears would be open, Lord, and that we would be inclined towards their will. Lord, as always, we'd be inclined towards your will. As policymakers, Lord, we're drawn to your word. [00:01:43] When you say, when pride comes, then comes shame. But with the humble is wisdom, and we again pray for wisdom. Lord, we know that all wisdom comes through you. Again, as your word says, the fear of the Lord is the instruction of wisdom, and before honor is humility. So we just ask, Lord, that we humbly serve the people here of this county. [00:02:02] Lord, that we would lean not on our own understanding, for as you tell us, every way of man is right in his own eyes, but the Lord weighs the hearts. So, Lord, we know there are a lot of things going on in this country right now, and there's folks who are upset, and there are folks who are concerned. [00:02:19] But, Lord, we just ask for those who are called by your name, as you tell us, if my people, who are called by my name, will humble themselves and pray and seek my face and turn from their wicked ways, and I will hear from heaven and will forgive their sin and heal their land. And we go to your scripture, Lord, because, again, you tell us, All scripture is given by inspiration of God, and it is profitable for doctrine, for reproof, for correction, for instruction in righteousness, that the man of God may be complete, thoroughly equipped for every good work. [00:02:51] So Lord, we just ask that you continue to be with those who are in need, and that we return to you and ask in intercessory prayer that you would help them in all that they have desires for, and all that they have need for in their own personal lives. We continue to pray, Lord, for those who respond first to our needs and ask that you bless them and their duties. [00:03:12] And Lord, bless their families and their support systems as they're away. We thank you, Lord, for all that you do. And again, we turn to your word and we give thanks to God who gives us victory through our Lord Jesus Christ. It's in his name we pray. Amen. Amen. Please rise for the Pledge of Allegiance. [00:03:31] I pledge allegiance to the flag of the United States of America and to the republic for which it stands, Thank you, Mr. Davis, and thank you, Supervisor Floyd. [00:03:59] Next on the agenda, consideration of amendments to the agenda. Are there any amendments? Seeing none, we will move on to our comment period. I would like to begin comment period today by recognizing our Parks and Rec director, Mr. Aaron Reed Miller. [00:04:21] He was recently recognized for an award by RVA Champion. Actually, the award, he was recognized by Visit Richmond VA as an RVA Champion. [00:04:37] Aaron played a key role in bringing the VRPS, which is the Virginia Recreation and Park Society Annual Conference Back to Richmond in 2026. Hanover is proud to collaborate on regional tourism efforts that showcase everything our community and the greater Richmond region have to offer. [00:04:59] Thank you, Aaron, for your leadership. We certainly appreciate all the good work that he does on our Parks and Recs Committee also. Next, I'd like to make just a brief reminder on the school board process. [00:05:15] We will be receiving nominations on April the 9th at 6 p.m. right here in our county administration boardroom. For citizens to be considered for the Cold Harbor District and the South Anna District, their name must be placed into nomination at the public hearing on April the 9th. [00:05:39] Any other board members have any other comments? Mr. Deputy County Administrator Jay Brown. Thank you, Mr. Chair. I have a few brief comments. first want to start off by talking about broadband at next week's meeting april 9th board meeting there will be another quarterly broadband update there's been significant progress over the past three months and we are excited to share the good news with you next week if you have any questions before then please reach out to our deputy county administrator mr todd kilduff who oversees the [00:06:13] broadband project he will also present on this topic at next week's meeting fire station 17 ribbon cutting please mark your calendars for the fire station 17 ribbon cutting which will be held on april 24th at 3 p.m this new critical fire station for hanover's fire and ems department is near completion and we are very excited to open this new facility for laurel meadows community and beyond thank you to our capital projects teams for finishing another successful project for the board of supervisors and for all county citizens henry clay elementary school mr todd killed up again our deputy county administrator sent out an email to the board members last week [00:06:51] regarding the henry clay elementary school repurposing project the email provided a new website specific to the project that shows all feedback received to date as well as a timeline of events this website is also available online for all citizens to view the next step in the process is to bring this information to the community development committee at their may 20th 10 a.m meeting upstairs in the board conference room we welcome everyone to join us next tuesday april 8th for hanover county spirit of volunteerism award ceremony it's a a night where we honor the outstanding contributions of volunteers who make a meaningful impact in our [00:07:27] community. Brett replaces Jim Taylor, [00:08:38] who accepted a position with Westmoreland County. We are excited about Brett joining our team and know that he will be a tremendous asset. Brett will start on July 1st. And Mr. Chair, that concludes all of my comments. Thank you, Dr. Brown. I would also like to point out I have received a message from supervisor Pritchard she is on her way and will be here soon any other comments from any other board members seeing none we will now close comment time next on the agenda at citizens time this is not for the public hearing on the budget this is citizens time is there anyone here in attendance who would like to address the board at citizens time [00:09:17] please raise your hand I see one okay sir just a minute citizens time is an opportunity for members of the public to present comments and information to the board regarding any matter within the scope of the board's authority that is not on today's agenda for a public hearing so that means no budget that's a public hearing there are cards available in the back of the room you're not required to fill out a card however it makes it easier for our clerk to get the spelling of your name correct and it gives us your contact information in [00:09:53] case we need to follow up with you after your comments speakers who wish to address the board are requested to follow these guidelines. Each speaker is asked to give your name and magisterial district in which you live. Speakers will have up to five minutes to address the board. Time will be kept by the vice chair, Mr. Davis. The speakers are asked to address their comments to the board and not to the audience. Okay, sir, please approach. Please state your name, [00:10:23] the magisterial district in which you live, and you will have up to five minutes. Sir, do you prefer to sit sit or would you like to take the podium okay please state your name and the district you said was beaver Douglas M. Hurst I'm in Jeff Stoneman's district and I'm retired [00:10:58] major United States Marine Corps retired I purchased a Ford Escape brand new in 2019 when I got it that gave me four pieces of county personal property an old 2007 Ford Explorer and two trailers one of which i built myself and the county required me to get a van to get it licensed that the new car cost twenty two thousand two hundred sixteen dollars and over the years since [00:11:31] then county has charged me 341 419 441 492 478 and finally this year it dropped down to 391 40 which is still $20 more than I paid when the vehicle was new. [00:11:52] The vehicle now, according to J.D. Power, KBB, and Edmund, is worth $11,240. I would like anybody on this board to justify my payment of $391.40 for a five-year-old vehicle and three other pieces of personal, probably even older than that, when they depreciate it by 50%. [00:12:19] anybody are you listening to what i'm saying i can hear you are you looking at your phone i'm actually sir looking at the sheet that you sent in the upper left hand corner i've got a circle okay i'm absolutely listening to you all right anybody justify that kind of tax on depreciated equipment i can dialogue with you don't live in my district though but i'll wait for you to finish your comments well my next comment it does have to do with real estate but not the real estate being proposed right now. [00:12:58] Can I talk about that? You can, sir. All right. I bought my house for $217,000. I think it was appraised at that time for about $220,000. And over that time, the records on the website only go back to 2020. [00:13:16] But from 2020 to now, that appreciation is $104,000 and total of $141,000 from the time that I bought it. I get the feeling that this board assumes that I have $141,000 that I've been spending wildly on vacations and things like that. [00:13:37] But the facts are, I don't have a single penny of that appreciation as long as I own the home. And it's now appraised at $361,000. And the taxes I've paid on it, again, I can only go back to 2020, year over year. [00:13:56] From 2020 to 2021, 4.35%. The next year, 8.8%. The next year, 11.9%, and most recently, 10.42%. Now, when Hanover County purchases goods and services, they don't pay that kind of money. [00:14:17] They pay maybe the consumer price index increases, which is really what should be happening to real estate. I couldn't qualify for a $361,000 home. Do you understand that? I couldn't qualify for it. [00:14:34] But you're charging me as though I've somehow magically made $141,000. It's ridiculous. And you never talk about giving any of it back. I see on the thing that you're going to charge the same like $0.81 again per $100 assessed value. [00:14:54] and that assessed value is going to be going up again this year and you're going to get another huge windfall from taxpayers who are paying ridiculous prices at the grocery store. All the renters have had the rents raised because their landlords are having to pay these things. [00:15:11] You've got to give something back to these people. I don't know, maybe it's so rich over on the east side of Hanover that they can afford it. But out in Montpelier, we don't have that kind of people. With Beaver Dam, we don't have that kind of people. [00:15:30] All right, my time's just about expired. Listen, this is not right, and you should be looking at yourselves and doing something about it. Okay, thank you for your comments, sir. [00:15:45] Is there anyone else who wishes to address the board at citizen's time? Okay, seeing no one else, we will now close citizen's time. Next on the agenda is a public hearing. Fiscal year 2026 proposed budget, five-year capital improvements program, five-year general fund financial plan, proposed 2025 tax rates, and related ordinance changes. [00:16:14] Welcome Ms. Shelley Wright, Budget Director, Finance and Management Services. Thank you, ma'am. Thank you, Mr. Chairman. You already stated my name and title for the record, so I will move on. [00:16:32] So tonight, the board will be holding two public hearings. The detailed information for each of these hearings has been published online and in the newspaper. The first one will be on the items listed, including the budget, tax rate, and ordinances. The second public hearing will be on the proposed 2025 real property tax rate. This will be to receive comment on maintaining the rate at 81 cents. Given the growth in assessments, a tax rate of 79 cents would generate the same amount of revenue as the current year. The additional two cents is proposed to fund the [00:17:08] growth in county obligations including salaries and operating costs. With regard to the first public hearing there is no change recommended to any of the property tax rates. The total all funds budget was advertised at 781.9 million dollars and is currently expected to be 782.2 million with the proposed reserve for revenue amendment that I presented to you on March the 26th that meeting other amendments may be identified prior to presenting the board with final amendments [00:17:44] next week but currently this is the only one that i am prepared to bring forward this slide serves to show a very high level overview of the capital improvements program there is 165.6 million dollars budgeted in the first year and another 521.8 million dollars planned for the remaining four the largest project planned at the airport is 10.6 million dollars for the east side parallel taxiway, which is slated to begin design in FY29. The county CIP highlights include [00:18:17] roadway improvements, public safety building, a replacement fire station, and $11 million of park improvements. Public utilities has planned major facility improvements at our Totopotami wastewater treatment plant. And finally, we plan to replace two elementary schools and expand the capacity at the Hanover Center for Trades and Technology. And I'll remind the board that all this information is obviously high level in summary as we have gone over this in more detail at prior meetings and that concludes my prepared presentation uh when it's the board's pleasure the first public [00:18:55] hearing would be on the topic shown here followed immediately by the second public hearing as i stated earlier on the real property tax rate i'll be happy to take any questions if needed mr chairman thank you ma'am any questions at this time for shelley wright seeing none we will now open the public hearing public hearing number one budget tax rates and ordinances open for comment on all of the topics that i'm getting ready to read 2025 property tax rates and fees [00:19:31] fiscal year 26 all funds budget fiscal year 26 through fiscal year 30 capital improvements program fiscal year 26 through fiscal year 30 five-year plan ordinance to increase water and sewer fees ordinance to increase solid waste disposal fees ordinance to increase erosion and settlement control fees is there anyone here who would who wishes to speak and support on any of these items [00:20:04] mr nelson was first i think i saw two other hands mr nelson i'll state your name the magisterial district in which you live you will have up to five minutes sir thank you good evening chairman hersberg members of the board my name is bob nelson i reside in the ashland district and for just your information i have a half million dollar assessment on an eighth of an acre in the suburban service area eight million dollars should be included in the budget for an eight classroom addition to cool spring elementary school this will reduce the need to redistrict 237 students [00:20:39] 28 percent of the k-5 enrollment and take care of all 154 students from giles here are the fiscal facts for giles property assessments are estimated at 243 million annual property taxes of 2 million giles has also paid 2.6 million in road cash proffers and an estimated 5.8 million in sewer water capacity fees annual property taxes taxes for giles is significantly greater than wegman's 1.3 million. Wegmans received 2.3 million in county tax rebates. Giles gets no tax rebates. [00:21:20] Economic development is subsidized. Residential development is questioned. Go figure. Redistricting denies 154 kids access to a school they can literally see from their subdivision. The county's message to Giles, thanks for all your money, but the education of your children at a neighborhood school is not important, not our priority. The school division ignored the impact of new development on Cool Spring for years. The problem was well known by 2021, but nothing was proposed [00:21:55] until 2023. An addition for Cool Spring should have been built already. The board has never denied a residential rezoning in the Atlee Station Road corridor. With redistricting, Giles families will watch as children from new developments take their place at the neighborhood school. Contempt for county government replaces trust. Over 11,000 residents live off Attlee Road and Attlee Station Road and should be in one district. Instead, citizens are jurymandered [00:22:31] into two districts with bizarre shapes. Redistricting adds to that. Slicing and dicing the Cool Spring attendance zone. Subdivision is pitted against subdivision. Replacement schools are funded at $40 to $50 million per school. The Trade Center gets a $9 million addition. [00:22:55] Cool Springs gets the back of the hand. Cool Spring has all the safety and security concerns of a campus-style school, plus a unique one. Less than 50 feet from Honey Meadows Road, Outdoor classes are routinely held in front of its main entrance. [00:23:15] Take off the blinders. Don't pretend Cool Spring is only about redistricting and other elementary schools are only about replacement. Stop treating the subdivisions off Attlee and Attlee Station roads as suburban cash cows. [00:23:33] Don't divide us. Don't ignore us. Fund an addition to Cool Spring Elementary School on April 9th. Thank you. have supporting information related to my comments on giles contributions to the county in terms of its revenues thank you very much thank you for your comments sir next mary butler eggleston please state your name the district in which you live you will have up to five minutes good evening chairman herzberg members of the board i'm mary butler eggleston a resident of south and a magisterial district an at-large member and the current chair of the hanover county community [00:24:11] services board before offering comments on behalf of the csb board i'd like to take a moment to acknowledge my chair vice chair carol mcdade as well as our executive director ivy sager this evening on behalf of the community services board i'm here tonight to voice our support for the proposed budget presented by our county administrator before being appointed to the csb i was unfamiliar with the agency and the vital complex work that it accomplishes i know i'm not alone in this as i find many in hanover do not fully know of the important work of the csb in our community as it relates to mental health developmental disability and substance use [00:24:49] services briefly a few highlights last year hanover csb served more than 2300 individuals within our core program areas this includes nearly 500 of our friends and neighbors who needed emergency services provided by our 24-hour day seven day a week crisis team i know many are aware of the role CSB staff play in responding to those experiencing a psychiatric crisis. [00:25:14] And I know many of you have heard frustrating stories about the system and the process of ensuring an individual who needs it receives the necessary acute psychiatric care. The crisis system is changing rapidly, however. We applaud the availability of 988 and look forward to the positive outcomes that will result from our implementation of the MARCUS Alert. [00:25:34] I have engaged in the community stakeholder meetings for this project, and I'm happy to report that the coordination between all sectors involved in this programming which has many many moving parts has been nothing short of remarkable whether through crisis intervention 988 naloxone distribution and education or the many other programs our csb coordinates the reality is lives are being saved every day in this county on a personal note before my engagement with this agency i was able because excuse me pardon me because of my engagement with this agency I was able to share life-saving information with a friend last summer. [00:26:10] I stand here before you and can say without a shadow of a doubt, Jacob would not be here today without the CSB. The work is vital. In my own life, it saved my best friend. I'll never be able to find the words of gratitude great enough for that. But Jacob's story is just one of many. [00:26:28] Funny to look back and think when I'd never even heard of the CSB. I never had to avail myself of its services, but no one does until they do. The work our staff give to supporting the mission of the CSB is tireless. It's been inspiring and humbling to witness all the CSB manages to accomplish day in and day out to coordinate services for those in need within our community, and it's an honor to stand here before you today in service to such an agency. [00:26:53] Thank you for allowing me the privilege to do so. As you consider the FY26 budget, I acknowledge what we all know to be true, especially now, that the challenges in our community are many. The County Administrator's dedication to this work is especially noteworthy. As Chair, I'd be remiss not to acknowledge Mr. Badesky's engagement alongside other staff as we continue to work together to be there for our community. [00:27:15] We appreciate the County Administrator's commitment to ongoing investments in Human Services because we also know that Hanover residents are personally impacted by growing mental health needs, lack of resources including housing, transportation, and private providers to support individuals and families with developmental disabilities and far too many deaths by suicide or overdose. [00:27:36] On behalf of the Hanover County CSB Board, please accept my deep appreciation for your funding support for the Hanover CSB and the vital services and programs it provides our communities in Hanover County. Thank you so much for your time. Thank you, Mary Butler-Eggleston, for your very kind words and your comments. [00:27:55] I'd also like to mention that we do have an at-large appointment for the Community Services Board that is available. It's an at-large appointment for someone who lives in Hanover County, must be a CSB user. [00:28:14] So if you know of anyone who would be interested in serving in that role, please feel free to reach out to me and also your Magisterial District board member. So thank you very much. Okay, next. Approach, sir. [00:28:31] Please state your name, your Magisterial District, and you will have up to five minutes. Thank you for being with us. Mr. Herzberg, I'm John. Soswick. I live outside the county. I'm the representative for Hanover Professional Educators, the local advisor. Our president, Brennan Neal, could not be here tonight, so he asked me to deliver this presentation if it's okay. It is, sir. Thank you. Mr. Herzberg, members of the board, [00:29:06] our association, Hanover Professional Educators, surveyed our members back in January and voted to endorse the school board's proposed FY26 budget. HPE represents professional teachers and other school board employees, including many who have faithfully served Hanover County Public Schools for decades. Our members appreciate the hard work that was put into the spending plan, as well as the collaboration that took place between Dr. Penninghoff and County Administrator Mr. Badesky. [00:29:35] Our members support the 3% salary increase for all employees, as well as the average 6.8% raise for teachers, the $4.5 million to lift the teacher salary scale, and the $1.4 million to cover increased health care costs. These are all critical and much needed expenditures. Recently, the General Assembly and Governor appropriated a $1,000 bonus for teachers and other school personnel. We request that these funds be added to all school board employees' salaries. HPE also asked that if any additional money becomes available, the following groups receive targeted [00:30:13] salary enhancements, administrative support staff, instructional assistants, and teachers with more 35 years experience these three job families do work that is critical to the success of our students and the overall functioning of our school division again our association believes the school board's proposed budget represents an improvement for hanover county public schools it rewards hard working employees and enhances the quality of our citizens the quality our citizens have come to expect from our school division therefore we ask you to approve its proposed spending plan with the noted additions and to continue this forward momentum into future budget cycles [00:30:51] and i gave mr brown a copy of my comments so if you'll kindly distribute them those i'd appreciate it thank you so much really appreciate and appreciate all you do thank you sir for your comments is there anyone else who wishes to speak in support okay seeing none is there anyone here who wishes to speak in opposition any other comments at all for the public hearing for the tax rate and ordinance okay seeing none we will now close public hearing number one [00:31:28] any comments from board members before we proceed seeing none public hearing proposed 2025 real property tax rate ms shelley wright budget division director finance and management services thank you yes sir thank you so this is uh just a another recap of the information that i um spoke of earlier when i was up here we have what has been advertised that we would maintain our 81 cent tax rate the equalized rate would be 79 cents or two cent or 2.5 percent reduction which would that's [00:32:06] what it would take to generate the same amount of revenue with no increases and the total assessment increase is 3.1 percent this is the same information that was published in the newspaper and that's all i have sir any questions from board members or comments thank you very much for your presentation man okay this is on the agenda for a public hearing we will now open the public hearing [00:32:41] is there anyone here who wishes to speak in support of the 2025 real property tax rate seeing none is there anyone here who wishes to speak in opposition of the 2025 real property [00:32:58] tax rate. Seeing none, we will now close the public hearing. Didn't see you. I was looking around to see if anyone else is going to raise their hand. We will now, the public hearing is still open, even though I said closed. Thank you. Miles Diamond, South Anna District. I tried to convince the major to stay, but he was so flustered that he stalked out. I am also a retired Marine in my hometown in Texas, where I [00:33:36] grew up I served twice on that city council I served on the board of directors of the Chamber of Commerce I understand municipal budgets and tax assessments but I got to tell you the majority of folks out there the citizens out there if you talk to them they don't feel like they're getting their [00:34:10] money's worth from the county in what we're asking of them, they would, and when I've spoken to folks about it, they say that the county should decrease bloated government, decrease programs, and cut tax rates. I looked at the budget. I looked at the staffing document for the county. I think you could cut 20% across the board today, realistically. You [00:34:47] could. You should take, you know, what's happening in Washington as an example. You should reduce the size of government, eliminate unnecessary programs, and cut the tax rate. There are folks out there who, frankly, they have a hard time out there in the western end of the county getting by. [00:35:16] I'm talking about one-car families. I'm talking about folks who live in humble housing. And you know what? They're putting food on the table for children. [00:35:34] They have a greater call, a greater right to the money they make than the folks in this building to build yet another big brick palace to hire more people to pad the size of government. [00:35:50] And the only thing that folks feel like they're getting from the county is fleeced. Thank you Thank you for your comment, sir. Is there anyone else who would like to speak in opposition? [00:36:06] Okay, seeing none we will now close the public hearing will now open the floor for comments from board members So anyone any board member who wishes to make comments? I will make a few brief comments i do understand that the board of supervisors should be sensitive to our taxpayers we exist to [00:36:42] serve our taxpayers our taxpayers but i have to say i believe number one we have the best public school system in the region by far number one i also believe we have the best law enforcement in the region and we have assigned deputies to all of our public schools makes us very unique makes us a safe community. I also believe we have the best fire and EMS in the region. We recently constructed a new fire station. Why do we do that? To protect our citizens. That's why. We also added [00:37:21] over 20 additional fire and EMS personnel. Why do we do that? To protect our citizens. And I'd like to point out that Hanover County is one of 52 or 54 localities in the entire United States that has a triple triple a bond rating that's something to be proud of and earlier i recognized our parks and recs director for an award that he received i believe we have great parks and facilities [00:37:54] can it be better yes do we need more absolutely i've already spoken to it so that concludes my comments anyone else okay mr chairman i will have comments uh at the next meeting as we vote on the budget okay sir thank you very much okay let's see next on the agendas announcements any announcements from board members Supervisor Pritchard Thank You mr. [00:38:22] chair I would just like to let everyone know that at five o'clock on Friday evening the Ashland art opening begins it will go on all weekend long at the Arts and Activity Center and we invite everyone to come enjoy downtown Ashland and look at some art created by folks who live in Ashland thank you for that anyone else okay seeing none we will next go to adjournment 2:00 p.m. Wednesday april the 9th 2025 that is for our regular board of supervisors meeting a public hearing will be [00:39:01] held at 6 p.m for the purposes of receiving nominations for two school board appointments both meetings will be held here in the boardroom of the county administration building 7516 county complex road here in hanover those two school board appointments one will be for cold harbor and one will be for the South Anna District.
