Committed to excellence, he has been instrumental in improving public safety measures and preventing crime from occurring across the region. On a local level, Sheriff Hines has exercised sound judgment, implementing innovative concepts to benefit the county's law [00:47:47] enforcement endeavors, focused on exceptional service to the public's good. He has built and strengthened the community partnerships, worked with faith-based non-profit and corporate organizations, all at the same time by striving to inspire confidence and respecting amongst the citizens, and aiming for the position to Hanover County Sheriff's Office as a model of excellence. Congratulations, Colonel David Hines, on 40 years of service. [00:48:16] We have another big one. Thomas R. Waddy Sr. is celebrating 45 years of service. Tom Waddy serves as a Judicial Administrative Division, first in full-time capacity, retiring as a lieutenant. [00:48:45] He returned in 2013 as a part-time court service aide. He volunteers to help others and translates his 45 years of experience into a leadership role that helps achieve the goals and objectives of Court Services Unit. recognition we're all extremely proud of you thank you very much mr chair i'll leave on that note that's a good one thank you sir well thank you mr bedesky for your comments any other comments seeing none we will move on to agenda item five presentation of proclamation honoring firefighter jerome stout on his retirement supervisor dibble [01:16:36] south and the magisterial district thank you mr chair we started the day recognizing long-term employees and we're in celebration mode and we're going to continue to be in celebration mode with this next presentation although it's a little bittersweet because it's a retirement but i would [01:17:06] now I'd like to invite Jerome Stout and your family and chief come down. Righty, let me tell [01:17:43] you about this fine gentleman. Jerome Stout began his career in Hanover County as a volunteer in Rockville at station number nine in 1994 and he served in that capacity until he was employed by Hanover County Fire EMS in August of 2002. In 2006, Jerome Stout became one of the four RSI paramedics for Hanover Fire EMS. In my quick course on acronyms, the RSI is a very technical [01:18:19] type of qualification that relates to giving life support actions and using apparatus. So, Very, very prestigious. Firefighter Stout was assigned one of the original QRV medics in 2009. [01:18:38] QRV, quick response vehicles. That means he's in a speedy car. He gets there first because he knows how to help people. So in 2006, he was assigned one of the original QVR medics in 2009 when the program was initiated, so he started with that program. In 2016, Jerome was named Career ALS, Advanced Life Support Provider of the Year. This award demonstrates the caring and compassion [01:19:11] that truly was Jerome every day with every single interaction. In 2016, Jerome was recognized with his crew as engine company of the year. Again, very prestigious. Over his 22 year career, Jerome was assigned to Rockville number nine, East Hanover number 14, Dyswell number four, Farrington number 11, Chickahominy number 10, Ashland number one, Montpelier number eight, and Henry number six. [01:19:46] Jerome Stout retires with having personally trained over 100 new ALS and BLS providers, advanced life support and basic life support. Think of the lives he's touched. [01:20:05] This is the largest impact to date within Hannover Fire EMS, and he was the longest RSI paramedic with Hannover Fire EMS. Jerome Stout could not have done all of these things without the love and support of his wife Barbara. Jerome retired April 1, 2025. The legacy he leaves behind is one of genuine happiness and always looking at the bright side. The Hanover County Board of Supervisors on behalf of the [01:20:39] citizens wishes to express its appreciation and congratulate Jerome Stout for his 22 years of outstanding service to Hanover County. Furthermore, the board joins with his co-workers and friends in extending its best wishes to him for a long, healthy [01:21:00] and happy retirement. Congratulations, Mr. Stubb. I was talking to the fellas in Fire EMS earlier and it is obvious to me this not just a fine gentleman that lives in beautiful Rockville in the amazing South Anna District. He's just a good guy. And he's a guy that, you know, such a positive attitude. And just think of him as a [01:21:39] mentor. I was so glad that we shared his knowledge in so many of our houses. But think also about, as a lifesaver, the actual lives that this man has saved. So it's just, it's glad. It's an honor to stand here with him. And it really is bittersweet because we have here one of the best the best that we have in handover fire ems congratulations sir i just i couldn't have done [01:22:16] all this without you guys okay thank you mrs dibble and congratulations mr jerome stout next [01:25:17] on the agenda agenda item six is citizens time i do have two cards citizens time is an opportunity for members of the public to present comments to the board these cards are available in the back of the room you are not required to fill out a card however it does make it easy for our clerk to get the spelling of your name correct it gives us contact information in case we need to follow up with you after your comments speakers who wish to address the board are requested to follow these guidelines each speaker each speaker is asked to state your name and the magisterial district in [01:25:54] which you live speakers will have up to five minutes to address the board the time will be kept by mr. Davis speakers are asked to address their comments to the board not the audience the board does not permit the use of slideshows the board requests the audience refrain refrain from interrupting speakers and the board appreciates the public input and cooperation during citizen citizen's time first on the list is miss Peggy lavender please for the record state [01:26:26] your name in the district in which you live you have up to five minutes I have Two issues. First, I'm still concerned about the job posting for the library board director. [01:26:51] It's going along in the process. I haven't been advised if that morality clauses have been removed from the job posting. And I was curious, thinking about it, what questions would be asked of the candidates that would determine their morality and that's kind of an example to show how problematic it is to have such a thing in a job posting so I still would like that to be reviewed if it hasn't been as far as I know they're still in the process of reviewing applicants maybe I [01:27:31] don't know if it's closed or not but that's my first issue the second issue is the pay increase for the school board it's pretty shocking increase and I was wondering if total compensation was considered when those numbers were compared with other counties as far as my information goes the school board representatives are also given health insurance and I was wondering if that was factored into the [01:28:07] total compensation package for the school board seats and I do believe they're due an increase but such a large one in such a short over short period it's interesting and a little jarring a little hard to take as a taxpayer and And also, because they are appointed, there's a little whiff of quid pro quo that people [01:28:42] are being given a job, and the job now pays 100% or 200% more than it did before. So I just ask you to tread lightly to consider the whole package and the optics when you are looking at the increases for the school board. [01:29:01] That's it. Thank you very much. Thank you for your comments. Next, Pat Jordan, please come forward. State your name in the district in which you live. You will have up to five minutes. Good afternoon. My name is Patricia Hunter Jordan, and I am in the Coal Harbor District. [01:29:21] I first would like to thank all of you who thought it worthy to attend the celebration for those students who graduated as the first to integrate the schools here in Hanover County. it made them really happy that all of you thought enough of them to come out and and i want to just say thank you thank you for that i did get a response mr stoneman was unable to attend and things happen like that we didn't have the dates early either so i can understand that but we want [01:29:58] I thank all of you, including Mr. Padeski, who attended that evening for us. They are thrilled, and that is what I think we ought to be about, the recognition and making sure that all of our citizens feel that they mean something to this county. [01:30:18] And second, I'd like to again address the issue of the pay raise for our school board. I think it is an enormous amount for anyone to double your salary. [01:30:34] And that is specifically what we were told yesterday is what you were recommending, an $8,000 salary going to $17,000 in one instance. [01:30:49] That's a lot. And we also think that they are, as Ms. Lavender said, being compensated in other ways for a part-time position. I don't think any of us in here could get that type of pay increase in a part-time position. [01:31:10] For me, the other part of it is we have so many needs in our schools that the school board says they can't finance, but we have money to pay them double their salaries. [01:31:26] For instance, the schools came and said they needed more math tutors for our kids. And Mr. May said, I wish I had the money to give you. Well, if we've got money to double their salaries, I think we ought to have money to make sure our kids are getting all that they need to be the best they can be in Hanover County. [01:31:55] And so I would also request that you look at that. I have no objection to a pay raise, but I believe that this amount of a pay raise, when we have other needs in our schools, mental health counselors, when we have math tutors that are needed, it is just beyond the pale to think that we would double anyone's salary at this time in our country, when we don't know what monies we're going to be getting elsewhere. [01:32:28] I thank you for your time. And thank you for your comments. Is there anyone else who would like to address the board during citizen's time? Seeing none, we will now close citizen's time. Next on the agenda, agenda item 7, consent agenda, Mr. Davis. [01:32:53] Thank you, Mr. Chairman. Mr. Chairman, I move to approve the amended consent agenda with the addition of item 7B4. Second. There is a motion and a second. Any discussion? Seeing none, call for the vote. [01:33:08] All in favor of approving the consent agenda, please indicate by saying aye. Aye. Any opposed? Consent agenda approved next on the agenda agenda item 8 presentation fiscal year 2025 third quarter financial reports is Lauren know finance director finance management services Welcome, man. Thank you very much My name is Lauren. I'm the finance division director and this afternoon [01:33:46] I will be presenting the third quarter fiscal year 25 financial report We're looking at the county's general fund the Department of Public Utilities and the school board operating fund for the nine months ending march 31st 2025 and a projection for the year ending june 30th 2025 and we did review this report at the finance committee meeting on april the 16th so we'll begin with the general fund operating revenues through march 31st totaled 250.5 million [01:34:21] it's approximately 67 of appropriated revenues the total year revenues are projected to be approximately 382 million or 8.2 million higher than the appropriated budget we're projecting positive budget variances in several categories general property taxes are estimated to be 3 million higher than the current year's budget the variance is a mix of real property personal property taxes in addition to other tax types like machinery and tools tax and merchants capital other local taxes are projected to be 500 000 above budget due to recordation taxes [01:35:00] revenues from use of money and property are projected to be 3.1 million above budget due to investment income charges for services is projected to be 1.8 million higher than budget due to receipts from fire ems billings and revenue from the commonwealth and federal revenue is expected to be lower than budget by one hundred and twenty five thousand and four hundred and forty thousand dollars respectively due to timing of federal instinct grants year-to-date expenditures and transfers totaled two hundred and eighty three point three million or seventy one point three [01:35:36] percent of the appropriated budget total year expenditures and transfers are projected to be approximately three hundred and eighty six point nine million this is ten point five million or two point seven percent less than the appropriated budget the estimated budget variance reflects personnel savings of about 1.5 million county operating expenditure savings of about 5.8 million and a return from the school board of 3.2 million revenues collected above budget along with personnel and operating savings and the [01:36:14] return from the school board bring the projected general fund operating balance to approximately 8 to 18.8 million dollars this projected operating balance is primarily planned for use in the fiscal year 26 county and school budgets and the five-year capital plans. Next we'll look at the Department of Public Utilities. Total projected revenues are $37.2 million, which is approximately $1.2 million above budget. Charges for services and investment income are projected to be higher than budget, while capacity fees are expected to be consistent [01:36:50] budget projected operating expenses for the year are 29.3 million or approximately 700 000 lower than the appropriate budget public utilities anticipates personnel savings of approximately 585 000 and operating expenses are projected to be 110 000 below budget finally we'll take a look at the school division operating fund revenues for the school division are projected to be 246.6 million or two point eight percent below the appropriate appropriated budget this includes [01:37:26] the general fund return of three point two million non-categorical state aid is projected to be seven hundred and sixty thousand below budget categorical state aid is projected to be 1.5 million over but lower than budget excuse me and federal revenue is expected to be one point million one point zero million below budget these variances are primarily driven by the timing of state and federal grants and any unused amounts may be re-appropriated for use in fiscal 26. expenditures are projected to [01:38:00] total 248.8 million which is 2.8 percent below budget school personnel savings are estimated to be approximately 2.9 million and operating savings are estimated to be 4.1 million at this point in the year the school division anticipates a projected return to the government to the excuse me the county's general fund um of about 3.2 million dollars which would be used used in the fiscal year 26 school budget all right that concludes my presentation of the fiscal year 25 [01:38:36] third quarter financial report i'm happy to answer any questions you might have any questions for ms Snell from board members. Mr. Chairman. Mr. Davis. Snell, thank you. I know right now we're looking at a number of different things, seeing what's going on in D.C. and where they're at. [01:38:56] I think the general consensus, and that could change from day to day, is that the first proposal, maybe coming out of the White House, is not going to have a lot of traction as it is. The president's proposed budget, what he's got some folks looking at, and I believe that's maybe accurate, but we have to prepare for that. [01:39:14] Seems like the idea is we may come back after August recess, they'll talk, maybe we get a little something here before, but I don't think we're anticipating that, and I think that's we, all localities, or even states. So with that, come back after August recess, we may run ourselves into a CR or two during September. [01:39:39] So I guess more than a question, one, are you prepared for that and you're staying on top of that? Number two is watching these grants, because some of the grants come in instead of a 10-1 fund, they end up being a 1-1 fund, or they could be eliminated, or they could be modified. So looking at that, I know we've got some return to 3.2 on personnel, plan on using that over, but we might need to be rather conservative in watching what we're going to do, particularly as we come into the federal 10-1 and see Dr. Brown shaking his head, right? [01:40:13] And not a ton of things that we have operationally are funded by grant funding, but those that are are 100%, right, if you're dependent on the grant. So I just kind of wanted to let you know I think the board's thinking about that maybe personally or collectively, corporately. [01:40:30] I know I am every day, but I wouldn't think is that same thought through some of the financial circles is that this first swipe coming out from President Trump, what he'd like to see, what the House and the Senate are talking about, that I don't think this first one gets moved. So we need to be prepared that we could be in the CR mode again, which we've lived in for a while, but these could be a little bit more austere. Thought, and then I want to hear everything you have to say. Thank you. Right. We are keeping a close eye on that. We don't expect [01:41:05] any significant impact in fiscal 25, but going forward, we need to keep an eye on it. We do have some resources the government Finance Offers Association puts out some information that we're following to keep an eye on that and the schools are also working with the Virginia Department of Education just stay up-to-date on any information that's coming from them we do have a lot of our federal money in the general fund is for human services programs and programs like Hanover - and [01:41:38] We haven't we haven't received any notifications of some significant impacts to those particular grants But again, we are continuing to monitor and and internally, you know plan for what we might need to do Should any of those grant funds and GFOA has good people looking at things I just wanted to for the record, Mr. Chairman. It's in the first time. We've looked at federal money delays I mean here in Virginia, that's a coin toss every year whether states gonna pass a budget, right? [01:42:11] So I mean we're kind of used to it. We're we're experts in that. So I think as long as we maintain things are steady operationally where none of our deliverables are going to be impacted to our constituents and services are going to be fine and essential services of government are going to be able to be maintained. [01:42:28] But these are the things we have to work through because quite frankly, there's nobody nobody after us to work on the budget. buck truly does stop here right and last thing is the buck always generates you there is no federal money or state money without it being the citizens money first so when they talk about the federal money that we get there's no federal money this isn't for humus and all this is just me on my soapbox there's no federal money there's no state money it's citizen money and you know we've managed very well and as noted by our third quarter financial report so I appreciate all your efforts miss no I know y'all got a few challenges over there and y'all maintaining them very well you're doing great so thank you thank [01:43:08] you any other questions from board members thank you for your presentation ma'am thank you next on the agenda is agenda item 9 is closed session mr. [01:43:25] Davis thank you mr. chairman mr. chairman I move that this board of supervisors take this meeting into closed session pursuant to the following authority and that is Virginia code section 2.2 - 3 7 1 1 a 1 performance review for county administrator as well as a county attorney second there is a motion and a second any discussion all in favor of entering into closed session please [01:43:48] indicate by saying aye aye any opposed we are in closed session time it's 5:51 [01:47:41] Board of Supervisors is back in session mr.
