[01:57:03] Outstanding job, young lady. That was very well done. We usually have a hard time hearing those, but we didn't tonight. That's wonderful. Confidence. So I would like to just take a moment and acknowledge that for at least the first time I think in my four years on this board, I believe we have every principal or a representative from every principal's office in our school district here tonight. [01:57:30] So rather than me trying to go down and embarrass myself by calling everybody that name, would all the principals please just stand so that we could, and all the coaches in the back of y'all just squat down, I'm just messing with you, but all the principals please stand so we can acknowledge and thank y'all for what you're doing. It's quite an honor to have them here. [01:57:50] And with that, I believe, Mr. Whitley, the show is yours now. Yes. Oh, I'm sorry. I need a motion to approve the minutes. It's under the fold up here. I'm going to have to do something different on my paper up here. Mr. Chair, I'd like to make a motion to approve the minutes of all of our recently held meetings. This was showcased during the pandemic when Wayne quickly researched and implemented a streaming solution for board meetings and the virtual learning environment. [02:18:35] Wayne, thank you for coming early and staying late to ensure that our technology was always top of the line and ready to go for our school board meetings. Kevin, you in our corner always gave us confidence that we could face and overcome any technology glitch that came our way. [02:18:52] We wish you the absolute very best in your retirement, but know this, you will be sorely missed. Congratulations, Wayne. [02:19:00] Martin, you want to acknowledge that you're on with us, please? [02:19:48] Yes, sir. I am here. Thank you. We're glad you're with us. [02:21:51] The other one is members of the Hanover County Public Schools Class of 2025 celebrated their upcoming graduation during special senior walks held at their former elementary and middle schools. That's pretty cool. The nostalgia field walks reconnected students with their former teachers and allow the soon-to-be graduates to inspire their younger peers. [02:22:13] Third thing, which was really pretty exciting over the last month, is that the Virginia Secretary of Agriculture and Forestry, Matthew Lohr, and Chief Deputy Secretary, Beth Green, visited Beaverdam Elementary School last month. The visit was part of Agriculture Literacy Week. [02:22:32] Probably the most exciting news in here for two principals that are back here standing beside each other is that during spring break, the parking lots of both Patrick Henry High School and Mechanicsville High School were completely repaved due to the excellent leadership of dr penny cuff and her staff we identified the greatest needs and were able to execute as funds are available we will work to upgrade parking lots at other schools in the near future on behalf of the school board i am proud to share that we will host two ceremonies later this month to recognize and celebrate those [02:23:11] who integrated our high schools on march 14th at 5 p.m we will hold a special ceremony at patrick Henry High School to unveil a plaque recognizing those individuals. And on April 21st, also at 5 p.m., we will gather at Mechanicsville High School to do the same thing. These plaques and ceremonies are the result of our school board's efforts to honor these trailblazers, some of whom we had the pleasure of meeting at a work session last fall. We are greatly looking forward to these special ceremonies and the installation of these plaques, which will memorialize their bravery and allow our [02:23:48] community to rightfully recognize their contributions to Hanover County. Thank you. And my last remark tonight, I am also proud to share that the Hanover County Public Schools Administrative Offices in Ashland are now officially known as the Hanover County Public Schools Central Office John M. Gandy Building. We unanimously approved the name of the building earlier this school year to more accurately reflect the primary purpose of the building and its legacy in our community. [02:24:23] The Hanover County Public Schools administrative offices were previously known as the school board office. While some of our meetings are held in the building, it is primarily home of our division's administration. The move also celebrates the legacy of the building. The John M. Gandy School was a consolidated school for black students from elementary through high school in Hanover County. [02:24:44] The new signage installed on the front of the building and along Berkeley Street in Ashland reflects the updated names. we are extremely excited about this thank you for giving us the opportunity to make this announcement and with that unless we're any other board member announcements i do think now we are ready uh to move into the action item and with that miss welch i will turn it over to you for a nomination please thank you i'm excited to make this motion um i move to appoint dr lisa penny cuff as superintendent [02:25:17] of hanover county public schools with a start date of october 16th 2025 april i mean april april 16th 2025 i don't know where i got october thank you thank you is there a second second we have we have a motion and a second is there any discussion all those in favor say aye aye all opposed uh madam clerk will you call the roll please mr coleman yes mr eikenberry yes miss lynn [02:25:52] no mr martin yes mr seifert yes miss welsh yes mr may yes motion carries six one thank you very much and with that ladies and gentlemen please join me in officially welcoming dr lisa pennycuff [02:26:09] as the next superintendent of hanover county public schools while she's walking back to get [02:26:49] her flowers i would just say that on behalf of the school board we're greatly excited to have dr pennycuff continue her leadership in our school division announced advancing our long-standing tradition of excellence. Since her appointment as our interim superintendent last summer, Dr. Pennycuff has exhibited a spirit of collaboration, professionalism, and, most importantly, a deep commitment to the success of our students, faculty, and staff. Her leadership and dedication to our schools has helped to foster a learning environment where our students continue to thrive, from the successful implementation of the Virginia Literacy Act and our updated mobile device policy [02:27:24] to leading a budget process that will not only result in substantive salary increases for our teachers and support staff, but also expand opportunities for students in the trades. We are truly thankful for her work already here in Hanover County Public Schools. [02:27:40] Dr. Pennycuff has quickly become a vital member of Team Hanover. Speaking of Team Hanover, on behalf of the board, we would like to thank our teachers, staff, families, students, community members, and others who participated in this process. Your engagement assisted us in ensuring that our next superintendent of schools is aligned with the priorities of this community, and we thank you for that. [02:28:02] I would also like to thank our partners at HYA for their assistance throughout this selection process. Working together, we conducted a transparent search process that included robust opportunities for community engagement, ensuring that our community's voices were heard in this important decision. [02:28:20] As a school board, we are focused on supporting our students and staff, and we look forward to continuing to work with Dr. Pennycuff to further strengthen our commitment to excellence. And for that, we are very proud. I would also like to take this opportunity to recognize and acknowledge Dr. Pennycuff's Mr. Pennycuff, her husband, Richard, who's with us tonight. [02:28:41] Richard, thank you for being here. And before I turn it over to her, I do want to acknowledge two announcements that were made today. Ms. Rhonda Voorhees and Ms. Carolyn Harris both announced that they will be retiring at the end of this school year. [02:29:02] And I know that they're both in the building, and so we want to thank you for your dedicated service to the county, and we wish you well in your retired life. So thank you very much, Ms. Voorhees and Ms. Harris. At this time, I invite Dr. Penny Cuff to share a few words as our new superintendent. [02:29:40] Dr. Penny Cuff. Thank you. Thank you, Mr. Chairman, and thank you to our school board members for this great honor. I am humbled, and it is my privilege to serve as the next superintendent of Hanover County Public Schools. Since my appointment in July, I have had the pleasure of working alongside our dedicated team of teachers, support staff, division leaders, families, community members, and each of you, our school board, with the shared goal, the success of every student. [02:30:11] That has been my focus for more than 30 years in public education and will remain our goals as we collaborate as Team Hanover. I am deeply grateful for the school board's confidence and support and for the entire Hanover County Public Schools community for your trust and for your partnership. [02:30:31] I am eager to continue to work alongside of you to enhance the opportunities that are available for our students, to deepen the connection between our schools and the community, and to support the amazing work that takes place in our schools every day. [02:30:48] Thank you again for this opportunity. I am truly honored to continue to lead Hanover County Public Schools. Thank you. Thank you, Dr. Penicup, and welcome to Hanover County. and with that uh i will go for look for an approval of our consent agenda items mr chair i'd like to make a motion to approve our consent agenda as presented thank you is there a second second we have a motion and a second is there any discussion all those in favor say aye aye all opposed the [02:31:26] motion carries okay hold on one second because i've got one piece there it is that's what i was looking for um i couldn't find this one and it had been hidden here so on behalf of the school board i'd like to take a moment to share a few words about our boundary adjustment process last school year as we explored solutions is this the right one i don't know that's just the right one is there another statement i'll keep looking uh we understand to recognize her in the beginning the green scenario this is about granny scenario hold on one second there's probably another [02:32:03] statement up here somewhere is there another one is that the right one it's the one no there's one more there another one chris you think that's the right one just let me look at my paperwork that i've moved over so that i don't mess this up there we go and there we go okay there it is is that right one justin i'll keep reading it okay good last school year as we explored solutions to the significant increase in the enrollment at cool spring elementary school we recognized that [02:32:43] a boundary adjustment process was both overdue and necessary now approximately a year later i am proud of the work this board has done to ensure that our school buildings support the current and future needs of our school community. I am also proud of our community. We understood and recognized from the beginning of this process that there is a significant interest in this important work. [02:33:03] Please know that your input and partnership throughout this process has been valued and we appreciate your collective feedback, insight, and civility. The green scenario keeps neighborhoods together, minimizes impact to the extent possible, and allows us to serve our students in facilities that are used more effectively and efficiently while we have made our decision with regard to the adjustments we recognize that important work lies ahead as you may know we voted last month to delay implementation of the initial boundary modifications until the fall of the 26-27 school [02:33:39] year this means that our current boundaries will remain unchanged for the 25-26 school year This allows for your preparation for both our families and staff. We recognize that the implementation of these adjustments is crucial to the success of this process. [02:33:58] As you heard earlier tonight, School Division Administration has created a draft implementation framework that prioritizes flexibility for our families. We will consider the plan further at our next month meeting. In the meantime, I would also once again like to thank our community for your thoughtful engagement, support, and trust. [02:34:16] thank you and now with that we'll move on to instructional highlights and parent resource center we got lots of people going to come up for this mr may school board members superintendent pennycuff i am excited to bring to you today the instructional highlight which is our parent teacher resource center katie wilde is going to do the vast majority of the presentation but i do believe that she has some fans in the crowd that she might acknowledge as we go through this is [02:34:53] sort of one of the gems that not everybody in our community should know, but when you think of a resource center, many people think of, "Okay, that's a place where I can go and I can get information," but that's not the model that Katie has embraced. She is an active resource center. [02:35:10] She provides push out. She provides programming. Yes, people can come in and browse the collection, but it's so much more than that. It's such a valuable resource for our community, and so I'm very happy to introduce her tonight for her very first presentation in front of the board good evening I want to thank the school board members dr. Penny cuff and the senior staff for inviting me to share with you this evening sorry lost my voice there for a second my name is Katie Wildey and I'm the coordinator for [02:35:47] the parent-teacher Resource Center here in Hanover the PTRC was established by the special education department to be a source of information training and support for families staff and the community our main function is to connect people with information and resources that facilitate and strengthen collaborative partnerships in order to create successful outcomes and inclusion for all of our students in hanover county public schools three main activities of the parent teacher resource center are the weekly newsletter which is distributed through parent square every friday morning this newsletter includes information about [02:36:26] community events and activities for students with disabilities and their families links to online resources and workshops that provide information on a variety of topics relevant to special education and any information that's happening in hanover county public schools for students and their families you can scan the qr code that's on the screen to subscribe to the newsletter i also organize and publicize training events and workshops on a variety of topics throughout the year. Some of the workshops we've provided this year are turning 18 in Virginia, an introduction [02:37:00] to augmentative and alternative communication, and developmental disabilities waivers. We also coordinated a fall safety fair event for families of AAC users and invited the fire department, the sheriff's department, and other community resources to attend. Students were able to request items to decorate pumpkins and order kona ice using their aac devices and core boards we also support the special education advisory committee or seac through consultation and by providing requested materials and resources the ptrc is located in the newly renovated family engagement [02:37:40] welcome center beside ashland elementary school we have a beautiful space with a resource library and space for meeting with families and staff i provide consultation to families in person via email and on the phone when they have questions about the special education process or how to access resources for their students the t and the ptrc was added in the last two years to include the work the ptrc does to support staff in the county i've provided support and professional learning for instructional assistance and also support staff in some of the intensive support programs I work with staff to organize and publicize workshops and family [02:38:19] training opportunities the Hanover PTRC has a history of working both at the community and state level to support family engagement efforts we've been able to participate and healthy Hanover meetings which are facilitated by the Chickahominy Health District to learn about the community health improvement plan and their work group initiatives at the beginning of every school year I I share information with local community preschools about the resources available through the PTRC and provide them with information on how families can get support if they have concerns about their child's development. [02:38:55] Those contacts have led to community preschool trainings led by our talented early childhood special education team designed to provide community providers with tools and resources for supporting students with various learning needs in their environments. I've also worked with our preschool team organize child find events in our community this year i provided a resource table at an event held by our hanover county community services board and the hanover council of pta's resource event i meet monthly with a team of prc coordinators in region one and co-plan regional events to share information and resources with all of the families in our region i serve as a member of the family [02:39:34] engagement network under the virginia department of education and assist with both the transition subcommittee and the connect for success conference planning team the transition subcommittee's work is focused on raising family awareness of the importance of planning early for post-secondary transition and the connect for success conference brings together professionals from all over the state who work with families to provide networking opportunities and resources to take back to our districts other activities include various projects and marketing of what we're doing at the ptrc so creating flyers for resources and events maintaining the ptr website [02:40:12] and facebook page i also plan and organize the annual next steps transition conference and resource fair this event is designed to share information with families of students of all ages that will help them to plan for their next step in the special education journey whether they are preschoolers preparing for kindergarten or high schoolers preparing for post-secondary transition in order to highlight some of what families can expect at different stages we've created some informational videos including welcome to kindergarten special education edition welcome to hanover preschool and a video showcasing our secondary students and various [02:40:51] cooperative work experiences in the county we have a short segment of one of those videos to share with you because these students are much cuter than i am lots of fun pictures of our [02:41:29] preschool kids in action lots of information for families about how students can apply for our Hanover preschool and what happens if during that application process we do a screening and there's a discovery that possibly there might be a concern with a child's development or a delay and what the process is after that so how we make a referral how we do some testing for special education and follow up with an individualized education program so you can you can stop just lots of cute lots of cute action happen in there and then [02:42:07] the last slides in the presentation are highlights from this year's next steps transition conference and resource fair this year we added a keynote speaker Eli Barnum and his mother who shared about Eli's journey through special education in hanover and how he is preparing for life after high school ray's coffee was at the event showcasing some of our hanover baristas who work in various coffee cart enterprises in the county we had over 20 resources from hanover and the state who hosted informational tables at the event and we also had 13 conference sessions targeted to specific age groups that families could choose [02:42:46] to attend. We are looking forward to adding a student track to this event next year and including the newly organized I'm Determined Center team at James Madison University to share resources and support students in developing self-determination and independent skills at the event. [02:43:04] So I thank you again for your invitation to share with you this evening. I hope this has given you just a glimpse of the work that the special education team does to support our students with disabilities and their family and i'm very glad that some of that team is here with me tonight it is a privilege to serve in the ptrc here in hanover and i thank you for the opportunity thank you do we have any questions no questions at all we'll invite you [02:43:32] back to speak more often okay with that we'll go into information and discussion and uh we will professor plum with the uh there you go all right all right i have two items for the board this evening both um well one was covered in the work session and the other one we just ran out of time so i will linger here a little bit so mr chair board members dr penny cuff we have an update for [02:44:05] you for dual enrollment the one pager it's really a two pager but you know front and back we are are giving you an update on how we are responding to some General Assembly legislation that passed previous. [02:44:20] And so when you see the first page here at the top, you can see what our current offerings are for dual enrollment. And that's English 111 and 112 in all four of our comprehensive schools. And then our Advanced College Academy, and you've seen presentations about this before, but that is our program where students either attend Every other day at Patrick Henry or at Mechanicsville, our students from Hanover High School go over to Patrick Henry and our students from Atlee attend at Mechanicsville High School. [02:44:51] And it is a program that allows them to earn their associate's degree while they are working on their high school diploma as well. It's a very rigorous, very robust program. It is a 60 credit program. We're looking for the middle ground at this point. [02:45:08] And so the legislation that you can see that passed and is now part of what school divisions need to be working on, is to provide additional opportunities. More than one course, not quite 60 credits. So what falls in between that? [02:45:24] And so we have two pathways that have been identified by the state that we are looking at. And so if you would go ahead and turn to the second page, you can see some of the recommendations that we're making to go ahead and augment where we are currently. [02:45:40] And so we're looking at a passport program, which is 15 total credits, and a uniform certificate of general studies, which has more credits than that. It gets students about halfway done with an associate's degree. Students do not have to do this as a full commitment to one or the other. [02:46:00] So there's going to be some a la carte approaches to this. And so what we're really looking at is how are we going to build this. We know what some of our challenges might be, but we are very, very committed to this being an option for our students. [02:46:16] The legislation that came forward includes a funding mechanism so that this expansion of dual enrollment will not be at cost to our families or any family in the Commonwealth of Virginia. That piece, though, is still being digested. [02:46:34] where the money is going to come from, how that's going to be interactive between the community college. In our case, that's Reynolds Community College and the school division. Currently, our students who are taking English 111 and 112 pay tuition for those credits. Our students who are in an ACA pay a flat fee for each year that they are in the program. And so we have two different models right now. This will bring forth a third model, but we are hopeful that those pieces are going to fall into place fairly quickly and that we will be able to start offering some of [02:47:11] this expansion as early as next fall. So where we're looking is where we already have some teacher capacity. So we already have some teachers primarily at Mechanicsville and at Patrick Henry who can teach classes outside of English and still have the endorsements necessary and the credentials necessary for teaching a class through Reynolds Reynolds has some very rigorous standards that they require for their teachers and so we need to make sure that we are providing teachers who meet those standards or we're growing teachers who will meet those standards very quickly and so we [02:47:47] are working on that and so what we have done is identified some of the classes that are already part of our ACA that can overlap with a passport and can overlap with the other program so that we can capitalize on the expertise that we already have and so our rollout on this particular expansion is really going to be dependent upon the funding model unfortunately we are in April our principals are eager to finish working on their staffing with human resources and with figuring out our students course requests for next year so we have [02:48:22] not included this expansion as options that students can select yet if the funding model comes along quickly we will reopen the course request so that students can take advantage of this if they would like but at this point until we have that funding in place we are not able to do that so if we get to the beginning of May and we still do not have the funding model in place we will postpone the expansion for another year we are still having robust requests in all four of our schools for our dual enrollment English English 111 and 112 [02:48:57] And we are fully starting a new cohort of rising ninth graders in our two ACA sites for next year. So I am happy to answer any questions. Any questions? Wow, it's like we covered that in the work session. [02:49:13] That was excellent. All righty. How about some math updates? All right. I am woefully not going to do this the same justice that our team who presented at the work session. So you had the opportunity as a school board to engage with Dr. Fisher, Amy Jones, Ian Schenck, and Sherry Lysett this afternoon for almost a full hour to really talk about how math and math instruction is moving forward in Hanover. [02:49:41] And so just like you received an update on literacy, we are now bringing you an update on math. I will not linger on every slide, but if I breeze through a slide that you would like us to come back and talk about, please just stop me. Otherwise, I'm going to give the high-level, not-our version of the presentation. [02:50:00] All right, so what we're looking for is a tie-in with what the state is asking us and what we know as a county through our comprehensive plan is essential for student success. And so our connection to the plan is goal one, objective one, making sure that we have targeted instruction that moves students forward, that we are embedding opportunities for our students to gain the mathematical skills that they need, and making sure that our teachers have what they need to provide that type of instruction. [02:50:31] We like to brag about our math scores. We do it every year, and we should. When you take a look at the metro area, you can see that for the past three years, it's longer than the past three years, but we've provided three years worth of data. We are completely outpacing the region. That is because of our teachers. It is because of our math coaches. [02:50:54] It is because of our administrators in the building who keep an eye on our math instruction. And it is because of our central office staff who have such a passion for mathematics instruction that it's contagious. And so we wanted to start with this because we know that there's there's conversations in the United States right now about math overall. And we want to highlight for you that in Hanover, we are seeing quite a bit of success. And we are using that success to get more success. When we look at how the pandemic impacted the scores in Hanover, [02:51:29] you can see that while we were at 89% pass rate in 2019, we took a year off when we did not test during the entry point of the pandemic, and then we have steadily seen incremental growth in our scores so that we are very close to where we were in 2018. As Mr. Schenck shared this afternoon, we're not where we want to be. I think a board member said, when will we get back to pre-pandemic? And he, what's our goal? And he said, well, our goal is now. And I think the urgency [02:52:05] continues to be there for our staff in the buildings and in central office to make sure that we are moving forward. They shared today much of the instructional strategy. They shared today some of the data that you will see the progress that we are making. Some of the things that they really wanted the board and the community to understand is that the changes that we saw from the state in the rigor of the standards of learning are things that we were already a little bit ahead of the game. And so we've been working on some of these practices and some of these [02:52:41] preparations for several years leading up to that because we know that that is the best way to teach mathematics. These are the belief statements of our math department. They lingered here for a few moments because this is where their passion is. I am going to make sure that I touch bullet number one and then just because I really like the language in bullet number four I'm going there as well. So students are empowered to do mathematics. It's not just about knowing how to solve an equation. It's not just about knowing your math facts. It's about being able to apply skills to [02:53:20] mathematical problems and world problems in a way that is logical and deep and interdisciplinary. And so that is something that they hold very near and dear to when they are creating the materials that our teachers will use in the classroom. [02:53:38] They do not believe that there are math people and non-math people. And I think that that mindset permeates throughout the division. The fourth, and I just love that they believe that there is a beauty of mathematics. And I agree with them. I love the patterns of math, even though I was an English teacher. [02:53:55] And so I really do believe that this is the approach that our teachers are taking. If you have heard our teacher of the year speak, she is a math teacher. and the passion with which she speaks about math instruction and teaching also provides this same idea of the vision and the beliefs of our department. The essential teacher actions have been in place here in Hanover for quite a while. You can see that it's not just about getting kids to memorize something or the rote approach to mathematics. There's some really deep opportunities [02:54:29] for students to become mathematicians and take those skills into whatever area they choose after graduation. When we look at the changes in the standards of learning, I think you've heard us say multiple times this year, but wait, the rigor went up, the standards changed. We also changed ELA standards at the same time. And so there was a lot of heavy lifting this year. We do that not to make excuses, but to provide a landscape for us understanding that the rigor did change, the tests are going to be different. We are responding to that and are very confident in [02:55:08] our response, but we may see what's called an implementation dip as we come out of the testing this spring, and we'll be ready to respond to that as well. One of the new standards that permeates all of the Virginia SOLs is the data cycle, which I think is highly important when we think about how our students need to interact with information mathematically and in the world and so really having that idea of how do we pose questions collect data organize it analyze it that skill set is now what starts the year in all of our sol classes in math and that is new to the virginia [02:55:47] standards our team puts together curriculum resources so that our teachers don't have to do the heavy lifting they are so finely curated the materials that are provided one of the issues that we have consistently had is although we do have textbooks parents can request a textbook to come home with their student with the new state standards we do not yet have state approved materials from which to choose we are very very fortunate that we are a division that has the [02:56:22] resources capacity and expertise to curate really excellent teaching materials for our teachers to use and for our students to have and so this is just a smattering if you will of some of the ways that our coaches and our buildings and our division level push through information to our teachers so that they can be ready to engage in mathematical teaching for their students all the way through K through 12. [02:56:52] We have made sure that we have an effort of supporting teachers through this change. It is a change process, we have been very deliberate, and we will continue to grow. So as we reflect on this year, where we find gaps, we will fill them. We will find new ways, new resources, where our teachers say that they still need assistance. [02:57:13] This math workshop structure is what is primarily used in our elementary grades, and it's very important to recognize that we're not asking students to sit still, work problems, stare at a board, and spout out facts. [02:57:28] There is so much more to the math workshop block in elementary school. And then that continues into our middle school and into our high school programming as well. These are just some slides that show the way and the approach that we have to teaching mathematics. [02:57:46] Earlier, one of the board members did ask our team, what about technology? How is technology part of our mathematics instruction? And I was very pleased to hear our folks talk about how it has to be intentional. It has to be about building efficiency into the model. [02:58:03] That it's not technology for technology's sake. It has to be the best tool to teach that particular piece of the mathematics curriculum. And then our data from the spring check-in. And we are transparent. [02:58:19] We want to make sure that, while we love the graphs at the beginning, We're also willing to show you where we're still working. And I think that that's important. When you look at this data, this is based upon house-made data points assessments that we have been using this year. [02:58:37] We have not yet seen what the end of course test is going to look like in the new standards. So we've been making our own. And to be honest, we've been making them more rigorous than we think they need to be. Because we want to challenge our students. We want to make sure that they are prepared for the tests. [02:58:53] but we wanna make sure that they have the skill set in place to go to the next level of math. And so when you look at some of these data points, you're like, ooh, that's a little bit lower than I would've liked to see. There's a lot of conversation that's going on around the data points. [02:59:09] For example, when you look at fifth and math five, six, we have to be careful about making sure that we know who the test takers are in each of these columns. Because once we get into upper elementary and then all through middle school, we have students who are attacking math at different points in their life. [02:59:29] So the on-ramp to Algebra I might be different for different students. Some students are ready for Algebra earlier, some a little bit later. We start an acceleration or a compacted math process officially in that Math 5/6. And so we have some of our fifth graders preparing for the sixth grade state SOL, and some of our fifth graders preparing for the fifth grade SOL. [02:59:52] You see some of those differences down in the bottom. And then also when you get over here to the page where we're looking at Algebra Extended and Algebra 1, again, the Algebra Extended are going to be our eighth graders or our seventh graders who are taking both Math 8 and Algebra 1 together in a compacted class. [03:00:11] And our Algebra 1, those are our students in high school who are engaging in that study at that point. And so that's why you're seeing some different statistics, different data points in those. The assessments are the same. Another thing to note is that while on the first slide, these are cumulative test points. [03:00:34] On the second slide, they are not. So when you see geometry go from 70% to 35%, it's not that cumulatively our students have lost ground, it's that the unit in the check-in number two is really hard. [03:00:50] It's more rigorous, we have more work to do, we need to cycle back and make sure we're providing a second dip of that instruction and scaffolding for the rest of the year and so i would be happy to answer questions or call upon dr sherry beth fisher to help me if i get stumped i'm sure we'll have lots of detailed questions for you now about math so anybody on the board mr seifert i appreciate the number showing 49 percent not proficient etc is that they haven't been introduced the material yet so not surprising that they're not proficient [03:01:23] yet or that's it's it is so when we look at the standards mr. Schenk explained during the work session that there was no crosswalk year and so some of this material is absolutely brand new to our students we didn't have the opportunity to take a year and go from the old standards to the new standards and so some of the foundational pieces were we're having to pick up along the way and so where we're seeing challenges we're making a note of that and we're coming back and reteaching that. Thank you. Any more questions? Miss Welsh, here we go. So I just have [03:02:00] one question. Okay. So you talked about the textbooks and how we have them, but not necessarily that have been published for this new curriculum. Correct. So it's every seven years we adopt new curriculum, correct? That used to be the case because the state's rollout on the SOLs for the different subjects was paced in a way that a seven-year plan made sense it no longer does this is the first time that I can remember in my career when there was a change in both ELA and math standards in the same year now we're going to go into science standards and then we're jumping into history stand [03:02:39] I'm sorry I think that's the other way around but so like we're rapid fire right now and that's understandable when the work slowed for quite a while as we were in 2020 and in 2021 and so our state is working on catching up in that and so then we have to be responsive to that so it's really no longer a seven year process necessarily okay so we when this when they catch up the publishers catch up we will adopt textbooks we will certainly put a team together and start looking at we still need resources for science resources for social studies because those are also changing and then resources for math what [03:03:18] do want to assure you is that the resources that we have curated are excellent and so we want to make sure that we don't adopt something that isn't as excellent as what we have put together okay thank you thank you anybody else you're sitting on the button there i was waiting on you all right i just sorry chairman i just go ahead great presentation miss greif i've ended in the spirit of not comparing one two but so my question is yes if a shared math specialist leaves one school at 11 a.m and is driving 12 miles per hour just kidding thank you i might need some um some [03:03:57] manipulatives to come up with the right answer there so so so the so the public knows we had over an hour of work session math today from uh three very talented math professionals uh and uh it was it was quite intense um so it was uh very interesting um as we have this conversation because we are uh this is we're very concerned about it and we'd like to figure out a way to get more math coaches out there for all of our schools to be able to have them because it appears to be that the the data shows that the coaches are helping and are working and so mr chair who is coach ike [03:04:34] uh i just have to mr coleman i appreciate that uh beginning of that problem because dr fisher was starting to write it down so i just want to let you know see i told you all right any other questions okay thank you uh miss greif and uh policy revision that's why you were standing up down there i was trying to figure that out i either stand up too early or too late so trying to find the right balance what you have in front of you is a proposed revised policy for 5-2.2 [03:05:10] this involves our hiring processes this is a change from vsba and also just makes a lot of sense instead of just having it be a problem when an applicant puts false information or misleading information on their packet this also includes the omission of pertinent information as being also grounds to dismiss someone from the process so um i again this is for first read you don't need to do anything with it i will bring it back at the next meeting and ask you to adopt it okay [03:05:47] thank you any questions good none at all miss stone before you get up i do want to i want to make one clarifying comment now that please note that during the approval of the agenda this afternoon we amended the agenda to remove the consideration of the boundary adjustment recommendation from tonight's meeting we instead plan to take action on the recommendation the green scenario at our may business meeting as you know we have held robust community engagement opportunities throughout this process from mgt's three community meetings and online surveys to [03:06:22] public comment at our school board meetings to our ongoing online input form which as of today we've received over 375 responses we have greatly appreciated your collective feedback insight and civility we have understood and recognized from the beginning of this process that there is significant interest in this important work. Please know that your input and partnership throughout this process has been and will continue to be valued. While we have offered extensive opportunities for your engagement, a procedural requirement in state code stipulates that we hold a designated public hearing for certain boundary adjustments. Accordingly, [03:07:02] please be advised that we will hold a designated public hearing on the green scenario at our May 13th business meeting which will be held at 7 p.m here at the hanover county government building administration building again our public hearing will be held at 7 p.m on may 13th here at the hanover county government administration business building and with that now miss stone you're on good evening mr may school board members dr penny cuff congratulations and so tonight we're going to talk about the boundary adjustment implementation plan we covered a lot of [03:07:39] this during the work session so this is more of an abbreviated approach but to get started what we do know are three guiding principles that we heard from our community was to ensure that we prioritize neighborhood schools minimize impact and then maximize the capacity versus utilization to ensure that we had the correct Mitch mix there so we were asked to go back and to go back as staff and come back to you and provide some options in regards to implementation and what we have here are three potential options first option one is no waivers [03:08:19] adjustments all take effect with the 2026-27 school year and then for the Giles farm subdivision with the 2027-28 school year our another option is option two to have a waiver process for the 2026-27 the year of implementation for 12th graders 8th grade and 5th grade this would allow all of those students to finish out in that building that's their last year in a particular building they could remain in their current school and then to also consider a [03:08:54] waiver process for the next school year for incoming kindergartners sixth grade in ninth grade so that they could begin at the newly zoned school as opposed to being in a new in a school for one year to only then move over to the newly zoned school or option three which is maximum flexibility and choice via a waiver process and we're going to explore more the waiver process option three gave opportunities for waivers for up to the next seven years but it created quite a bit of work and as we will explore in the waiver process in [03:09:33] some cases there is not necessarily capacity available to approve waivers so in regards to the waiver process all decisions would be based upon available capacity for schools that have capacity less than 90% we would not only look at building capacity but also the specific grade level waivers would not be would not be granted if they required changes in the staffing level in a particular school or would negatively impact the pupils pupil teacher ratio for our goal [03:10:12] across the county so based upon our enrollment projections today and with the green plan we do not anticipate that we could grant any waivers for Cool Spring Elementary or Battlefield Park Elementary those schools are as I will share with you will will continue to be at 90% or greater with the first year of implementation of the green plan if a waiver is granted the parent transportation the parent would have to provide transportation for back and forth to school and then also for any after-school care and waivers would be [03:10:51] process in the order received so first first received first processed but both options two and three include a waiver for starting next school year for kindergarten and that would be to allow kindergarteners they would enroll in their current zone school but they would be allowed to request a waiver for the to attend the newly zoned school as again as opposed to attending one school for one year and then transferring to a new one parent transportation would be [03:11:27] required and we have started to look at some potential deadlines in order to make this work for the next school year so information would be shared after the neck immediately after the next board meeting likely parents would have a June 6th deadline to request a waiver and then we would respond by July 25th in regards to whether or not we could grant that waiver and then in the subsequent year the year of the implementation those students would stay within the waiver school should they choose that or they would move to the new zone school [03:12:02] if they stayed in the existing zone school and that that waiver process we're proposing for both options two and three also for options two and three was is to consider something similar for grades six and ninth again they would attend their current zone school but they could request a waiver to start at the newly zoned school next year as opposed to waiting to the year of implementation all the same rules apply parents must provide the transportation and it has the same deadlines in regards to making application for a [03:12:38] waiver and then our response so regards in regards to next steps tonight we are during the work session we heard that there was the desire of the board for us to look at option two with some modifications bring those back to the next board meeting we also heard that generally there's consensus to consider again as part of option two allowing students to start early in their new zone schools next year's next year early and then move to their to their new [03:13:17] zone schools all remaining students sorry it's getting late for me I did better at the work session and so we received that consensus tonight and at May 13th in addition to a public hearing on the green scenario we expect a boundary adjustment vote and then we will also bring back a more refined implementation plan where we develop out that option too and I would be happy to take any questions are there any questions for miss stone tonight again we spent well over an [03:13:54] hour on this during the work session today too and a lot of detail and we appreciate it and we will uh give you some time to work on it and hopefully we can vote on that at our may meeting as we did with the adjustment to the agenda and thank you miss stone and with that we will now uh close our information and discussion section and move into our public comment and with that let me read my a little public comment statements the school board conducts the public comment segment of its [03:14:31] meetings to receive information from the general public on matters related to hanover county public schools per board policy the total time allotted for public comments shall not exceed 60 minutes speakers addressing the school board are requested to follow these guidelines as each speaker is recognized by the chairperson or in this case the vice chair the speaker is asked to clearly state the speaker's name magisterial district and subject of the speaker's remarks speakers are are asked to address their comments to the board and not to the audience. The board requests that the audience refrain from responding to the speaker's comments with applause or any other audible expressions of approval or disapproval. The time allotted to each speaker shall be three [03:15:09] minutes. Each speaker's elapsed time will appear on the screen. Speakers will also receive notification from the vice chair when their time has expired. Although the board does not permit the use of slideshows or other projected materials during this segment, speakers are invited to provide printed copies of such materials to the board the board expresses its appreciation for the public's input and cooperation during this segment of the meeting and with that coach ike i'll turn it over to you thank you mr chair our first speaker is robert nelson and our second speaker is rachel [03:15:41] and alan keller evening chairman may and board school board members my name is bob nelson i reside in the ashland district my comments tonight concern redistricting under virginia code the school board is required to obtain public comment at public hearing on certain proposed actions not less than seven days after reasonable notice to the public in newspaper of general circulation. [03:16:09] The public hearing shall be held at the same time and place as the meeting of the school board at which the proposed action is taken. The proposed actions include redistricting of school boundaries if certain conditions are met. The redistricting here removes 237 pupils from Cool Spring, 212 from Washington Henry, 177 from Rural Point, and 85 from Mechanicsville. The green plan affects 15 percent or more of the average daily membership for four schools. The range is 16 percent to 58.7 percent. The conditions of the required public notice and public comment at a public hearing [03:16:48] have been met for not one but four schools. Last year the board was informed of the Virginia code requirements yet there is no evidence that a public notice has been published in a newspaper of general circulation for a public hearing on the affected schools of the green plan. [03:17:06] In fact, the final boundary recommendation report is dated April 2nd, so it was impossible to publish it in a newspaper and comply with the minimum seven-day prior notice requirement. [03:17:23] No lawful hearing can or will take place today, and no decisions can be made. Virginia Code Section 22.1-79, Powers and Duties, has been comprehensively violated to date. [03:17:39] As I understand Chairman May's statement, no decisions will be made today. That is not only desirable, it is absolutely necessary and required for an issue of this importance. It is refreshing that you recognized your duties and responsibilities under Virginia Code. [03:18:01] Thank you. I'm sorry. Rachel and Alan Keller. Is Chris Peebles here? Okay, thank you. Good evening. [03:18:23] My name is Rachel Keller. This is my husband, Alan Keller. Our son, Seth Keller, is a 2022 graduate of Hanover High School and a proud member of the state championship baseball team. Hey, before you go into which district are you from? I'm sorry, I didn't hear that. I'm sorry, we are in the Mechanicsville district. [03:18:40] Thank you, I'm sorry, I didn't mean to interrupt you. I was just trying to get it. We are here tonight in support of Hanover Baseball and to speak about the recent investigations into their program. And frankly, we feel it has been mishandled. In my own family's experience and hearing the experiences of the current families and coaches, you have all fallen short of your duty to use deliberative judgment to fulfill public trust. Instead, you have relied solely on one individual's recommendations despite their conflict of interest with the Hanover baseball program. [03:19:14] Mr. Eikenberry, Dr. Pennecoff, you've broken your word to us. After your apologies, you promised no one would ever have to go through the deliberate deception that found our son ineligible to play baseball in 2021, which was contrary to the evidence and quickly overturned by the VHSL. Yet here we are again with players, families, teachers, and coaches who have had their school year turned upside down due to mishandled investigations, which you refuse to acknowledge. [03:19:50] As the Richmond Times-Dispatch has reported, you even celebrated in a text the resignation of long-serving coaches. In total, this group has coached, has lived, graduated, and served this community far longer than I suspect any of you have. [03:20:07] But what bothered us most was Mr. May's response after our most recent email to the board. Instead of showing any regret for the situation, you ruffled your own feathers for how quickly you replaced the coaches and chastise them for quitting on the kids. [03:20:25] As an educator myself, I have experienced this do-it-for-the-kids mentality, and frankly, it's exhausting and frustrating to us. We are not punching bags. We must protect ourselves from relentless abuse. [03:20:43] Finally, your position here is a responsibility, not a privilege. It is not for your own personal gain. Rather, it is for serving your constituents. You have been charged with a position that requires trust and sacrifice, and sometimes that means stepping up in difficult times and taking responsibility when things go wrong. [03:21:06] 30 seconds. Player-written statements have been altered, coach experiences have been ignored, and evidence has been dismissed. You have perpetuated a leadership at Hanover High School that leads with fear and intimidation. [03:21:22] Now there is a culture where teachers, coaches, players, students, and parents live in silence due to the fear of retribution. True leaders have courage and lead by example. Which of you is going to step up and lead? The people you serve deserve your humility and your integrity. [03:21:41] Thank you, Ms. Keller. Chris Peebles, followed by Amanda Cronenberg. It's Ms. Cronenberg here. One second, Mr. Peebles. Kristen Hulte, you're on deck. Thank you, Mr. Peebles. [03:21:57] Good evening. My name is Chris Peebles, Ashland District. I appreciated your prayer of compassion and forgiveness to start this meeting, and I want all of you to think about that as I go through what I have to say. As a former parent of a highly successful baseball player and a graduate of HHS, I want to express my sorrow in the handling of the Hanover Baseball Program 2025 season by the school administration and the school board. [03:22:23] Prior to writing this email, we have had our own personal experiences with the principal interfering with the baseball program, as well as I've done my due diligence on current accusations and allegations that surfaced late last year before I got in front of you today. I don't envy your positions in this tough world that we live in, but you chose to accept this responsibility so I don't feel sorry for you. I don't expect for you all to be the judge and jury for young men that have proven themselves anything other than good people with good families. I don't expect you to suspend a man that has dedicated many hours not only coaching but cutting grass, working on the field, [03:22:58] and years of his life to a program based on trumped-up violations, which clearly show a vendetta from a principal to a colleague. It disheartens me with the allegations of affairs, collusion, school board members blatantly stating their wish to keep kids from attending certain colleges is accepted by you, all while you pass down judgment on others. [03:23:20] There's an old saying, where there is smoke, there is fire. And there's too many people confirming many allegations and wrongdoings of this board, and you should probably look in the mirror to place judgment on oneself prior to placing judgment on them. Before going on, I would advise you to clean in your own house because someday somebody might do it for you. [03:23:37] You will most likely leave here tonight looking down upon those of us that are speaking against the decision to remove Tyler. In your mind, celebrating via text what a great job you did makes all the sense in the world. Saying go to Team Hanover seems laughable to me, but not to you, as you justify the gross mishandling of this situation. [03:23:57] You had the evidence and the reasons to manage this situation long ago, as there was a clear pattern of vendetta towards kids and coaches over the years. You will shake hands tonight saying you're happy to have a new coach at Hanover, but it seems very coincidental how quickly that happened. [03:24:14] It doesn't happen that quickly. We see through the rows. For those of you tonight that don't believe about what's going on with the principal, just ask the Kellers. They just spoke. I'm sure they'd be glad to tell you. Additionally, the accusations by one student, which did not warrant further investigation by the police department should not have been pursued any further i would ask you to release that since i only have 30 seconds i'm going to wrap it up shame on you for not taking care of this situation but more importantly shame on you for voting another kid today could not enjoy a senior year while you rewarded the child the kid that had these allegations gets to play baseball i have no real skin in the game it just depresses me that you are our role models for our children [03:24:53] in this situation best of luck to you moving forward i hope you can reconcile your decisions and last but not least if any of you weren't involved in that situation i hope you will hold your counterparts accountable thank you thank you mr peoples kristin holte followed by charlie hoag well i've already uh i was just going to move miss cronenberg to the bottom you were a little bit late and i've already called for miss holte to be on deck thank you okay miss holte and then followed by charlie hoag good evening chair vice chair school board members and administration [03:25:32] My name is Kristen Holti of the Cold Harbor District, and I'm very proud to have Steve Eikenberry as my Cold Harbor representative. Thank you for letting me speak to you tonight. I wish to congratulate Dr. Pennycuff. [03:25:51] I know she was thoroughly vetted, and she's done an exceptional job the past six months as interim superintendent, so I want to congratulate you. I also want to say how much I appreciate our appointed Hanover County School Board. [03:26:08] And I really think you should be a national example of how school boards should operate, putting the children first and listening to all community groups. Since I've been speaking to you the last four years, I know how difficult it is for you to balance all of the opinions and everything that's going on. [03:26:33] so i just want to say i appreciate everything you do because i know you have to put up with a great deal and you have to balance all opinions thank you for letting me speak to you tonight thank you miss holte charlie hoag followed by jennifer thompson i'm charlie hoag and i'm from the ashland district and i've i've spoken on this subject before but i think it bears repeating um so i'll [03:27:11] just get into it here uh never before in the history of this country have the children been forced to undergo experimental medical procedures in order to protect the adults i'm referring to vaccines and masks dr brett osborne a board certified neurosurgeon in west palm beach florida says one thing that americans must understand sars covid sars cov2 and its variants are never going away. It is here to stay because its mutation rate is high, just like influenza. It must be noted [03:27:50] that negligible clinical risks from SARS-CoV-2 infection exist for healthy children under 18. Also, the existing scientific evidences challenge the safety and efficacy of wearing face masks as preventative intervention for COVID-19. [03:28:16] The data suggests that both medical and non-medical face masks are ineffective to block human-to-human transmission of viral and infectious disease such as COVID-19, supporting against the usage of face masks. [03:28:35] Wearing face masks has been demonstrated to have substantial adverse physiological and psychological effects long-term consequences of wearing face masks can cause health deterioration developing and progression of chronic diseases and premature death even the radical chinese-run world health organization who consistently advises advised against making kids or masking kids during the height of the pandemic so let us resolve to not return to mandating vaccines or the masking [03:29:15] of children thank you thank you jennifer thompson followed by pat hunter jordan pat here one second mr thompson tina steenberg are you here okay you're next thank you miss thompson okay hello everybody good evening um as you know my name is jen thompson and i'm from the henry district um you probably suspected that i'd be back tonight and speaking before you again and At this point, I'm waiting for my seat up there, so that way it just makes things easier. [03:29:52] You know, I want to continue sharing my support for Rural Point and my home of Studley. I'm proud to be a member of the Rural Point class of 94. My daughter was part of class of 2024, and hopefully Lane, who you met and heard from last month, will be part of the class of 2028. [03:30:10] That's the three generations, all with roots in this very special school. Recently, I had a conversation with Coach Eikenberry, and he described our area as Old Studley because of its rich history and long-standing importance to Hanover County. [03:30:25] Now, some might take the term old in a negative light. I might be guilty of that as I approach my 42nd birthday this Sunday, but when I really thought about it, I realized old has many meanings. [03:30:41] In this case, I see it as a recognition of the deep root of commitment and pride we all share for the Studley community. It's a place where generations have grown, supported one another, and worked together to build something lasting. At the corner of Studley and Williamsville Road, there's a historic marker that many of you have likely passed. [03:31:01] The final line on that sign reads, The community adopted the name Studley by 1888. Even then, our identity as a united community was recognized and recorded in history. We may not all live in the same neighborhood, but we stand together as one voice in support of keeping our children at Rural Point. [03:31:23] Our petition has been signed 318 times and is a powerful reflection of the strength and unity of this community. You know the old saying, if these walls could talk? Well, the walls of Rural Point would share stories of friendships, milestones, and families who poured their hearts into the school and I want to ensure that the traditions of our old Studley family continue for generations to come. And lastly, I'll leave you with this. I want to take a relaxing drive down Polgreen Road, said no one ever. The right turn from Williamsville [03:32:00] onto Polgreen is anything but easy. It's stressful and unsafe and most importantly we shouldn't have school bus full of our precious children making that turn every school day thank seconds thank you for your time your commitment to the process and for keeping our students at roll point thanks thank you Tina Steenberg followed by Jack Dyer so she just want us to just send all the students to rule point is that what she's working I want to make sure I understood and my name is Tina Steenberg and I'm from the Ashland district and I'm gonna be really really [03:32:36] brief, so y'all should like that. I want to thank Dr. Penikoff and the school board for always putting our children and their education first. And I have two that graduated all the way through, and I felt like they got a really good education. The field of education is currently filled with programs designed to create political activists or to alter normal development. Without ability in writing, reading, and mathematics, success in the working world is difficult to achieve. [03:33:08] As a board, you have continued to focus on fostering educational development, creativity, and good citizenship. Hanover's school ratings and graduation rate reflect this. You've encouraged the development of athletic ability and musical talent as well. [03:33:25] And I just would ask that you continue on the same path. And I know it's not always easy. And continue to develop civic programs as well. Our children deserve nothing less. and thank you for giving all students an opportunity to be their best. [03:33:44] I felt mine got it, and I think most do. And congratulations, Dr. Pennecoff. - Thank you. Jack Dyer, followed by Amanda Cronenberg. Thank you. [03:34:01] - Good evening, Mr. Chair, board members, Dr. Pennecoff. I'm gonna be brief as well. I just wanted to come up and say a huge, huge thanks to this board, Dr. Pennecoff, congratulations. [03:34:18] generation or more of our hanover children are going to be able to realize as beneficiaries of this day and um as i've said before i think dr pennycuff is truly a blessing for the time that we're in right now and um the parents across hanover at our are at ease this this day because their rights have been preserved again congratulations dr pennycuff i cannot say [03:34:53] thank you enough to this board. You have performed tremendously here. Thank you and praise our Lord for the blessing that has been granted today. Thank y'all. Thank you, Mr. Dyer and Amanda Cronenberg. Thank you, ma'am. Thanks for your patience. Hi, my name is Amanda Cronenberg and I have two children and we reside in the Ashland District. I just want to applaud you for how quickly you work to find new coaches for the Hanover High School baseball team after their [03:35:29] coaching staff abruptly resigned. For those that aren't aware, the Richmond Times-Dispatch posted an article in which Chairman May is quoted as thanking the school board and central office staff for working on the weekend to ensure that Hanover High School did not go one school day without a baseball coaching staff. I'm sure the baseball team was overjoyed by your quick work. [03:35:51] What's weird though is how quickly you were on the situation. Does the school board usually get involved in the hiring of coaches? The situation wasn't exactly urgent as multiple other coaches at Hanover offered to step up and coach the team. When a teacher quits mid-year, a long-term sub is brought in and they might not have previous experience in that subject that they're going to teach. Why wouldn't the system be the same for coaching? What made you all jump into action so quickly? A student at Cold Harbor was the subject of racist bullying for months and to my knowledge only when the parents went public with the abuse that the child was enduring did the school board [03:36:30] get involved. The overcrowding at Cool Spring has been known to be an issue since at least September 2023, and the school board didn't get involved for months. And while the issue has been studied to the tune of $285,000, relief from overcrowding won't occur until the fall of 2026 at a beginning, and that's a full three years after the school board was alerted. [03:36:53] Instructional aides have been underpaid for years and have brought their concerns to the school board many times and to this day are still not paid a livable wage. Currently, there are Hanover schools that are asking for donations of tissues, menstruation supplies, food, and clothing for their students. Will the school board work as quickly to get Hanover students these items they needed and to be they need to be successful in school as quickly as you move to get a new baseball coach? [03:37:22] How quickly you work to rectify a situation directly reflects your values and priorities. When you take months or years to address certain issues but work quickly over a weekend to help a championship winning baseball team, have a coach. Your action shows which students and issues are important to you. And I would just like to add, not all parents are very excited about the appointment and we're not all as happy as everyone likes to think. I'm very reserved and I believe there were a lot of parents who also thought that this wasn't the greatest appointment and [03:37:58] believe that there's a lot of unresolved issues and that the process was a large waste of taxpayer funds to go on a search the nationwide to point the person you were always going to appoint that mr dyer picked out for you to appoint thank you thank you all righty with that we will close uh public comment time and we'll move on to our action agenda are you our action agenda tonight [03:38:36] i am hello again hello again i'm gonna actually ask you to do something with this one though oh okay good we'll be prepared to do something yeah uh so this is a revision to our school admissions policy we brought this to you at the last regular meeting to add some language that would allow some flexibility for the superintendent to consider special circumstances when granting a variance and the language has not changed since the last time you saw it i'm happy to answer any questions [03:39:09] that you have if not i would ask that you adopt this policy okay any questions of our legal legal beagle all right coach thank you mr chair like a motion to approve uh revised policy 7-2.3 uh school admissions second we have a motion and a second from miss welsh is there any discussion all those in favor say aye aye mr martin i said aye sir i'm sorry it's okay all those opposed [03:39:45] motion carries thank you next will be the uh hanover perkins loan plan i think somebody has that we'll find it we do tonight staff will review the local plan and budget for career and cte in hanover and we will ask that the approval of the plan be granted thank you dr pennycuff the the items here that are fiscally related have been vetted by the appropriate processes [03:40:20] within the division and we ask for approval thank you is there any discussion before we go into vote Is there a motion to approve the Perkins Fund as was presented? Yes, Mr. Chair, I'd like to make a motion to approve the local plan and budget for the Career and Technical Education Center. [03:40:39] Thank you. Is there a second? Second. Second by Mr. Coleman. Any discussion? All those in favor, say aye. Aye. Aye. Thank you. All opposed? Motion carries. We're on a roll. The next topic is yours. As a board, we have placed the information that has previously been discussed in work sessions, for your consideration. [03:41:05] Ms. Lynn, do you have anything you want to start? You want to start this conversation? No, I just would like a decision of any kind. A resolution, right? Yeah, that'd be great. Ms. Lynn called me and said, we've got to get this done because this is impacting some very important people, and so we want to be able to support them. [03:41:22] All right, so my memory, which is not great always, is that we were kind of waiting on VHSL to come out, and there's really not anything there in VHSL that really sways or changes our opinion about what we're doing already. And the numbers are really not there, but I want to make sure we get a โ€“ do we want to change anything or do we want to just keep the policy the way it is? [03:41:45] That's the real question. So does anybody have a feeling about this? I think we'll end up leaving the policy as it is, which will allow โ€“ that will give you your answer too, Ms. Lynn. Does that give you your answer? Coach, are you okay with that or are you still looking up something? [03:42:02] No, sir, I'm not okay. Okay. Well, I was trying to give you a chance to say something here. Give him a second. Coach is getting some more information. Oh, he's got to get his glasses, too. This is going to be a good one. I do. I just โ€“ thank you, Mr. Chair. Just some comments about our current system because I'm not exactly certain if all of our students and athletes and student athletes attend Hanover High School just for the health sciences. [03:42:34] And so when I've got data that you've supplied to me probably nearly two months ago as, Ms. Lynn, let's just get it done. I got it. I got it. Let's get it done. Let's get a vote out there for it. [03:42:49] When I see teams such as, I guess I might as well pick on, in my opinion, some of the bigger offenders, girls' softball team, over half the team is made up of three other schools, Mechanicsville, Attlee, and Patrick Henry. And then when I go to, let's see, Competition Cheer, and it's nearly over one-third is made up of, again, girls from three other high schools, not Hanover and again I can go on to I've got quite a few as Miss Greif you can probably see [03:43:25] the orange here I got right many orange areas here that are ticked off between girls JV lacrosse to JV field hockey to JV girls basketball and JV girls volleyball and they're all significantly higher than in my opinion they should be so I guess to me the the biggest problem is what it does to our Hanover high school community by not allowing our Hanover high school community to participate in their own community high school because they're getting beaten out by [03:44:03] Mechanicsville, Patrick Henry, and Attlee kids. And I don't know, I just see I have a problem with that. I believe in community schools, as Ms. Thompson was just sharing. Old Studley, yeah, I did say that. We had a nice, long Ms. Stone conversation yesterday about this, again. [03:44:23] And I don't mind giving civil conversations to civil citizens like Ms. Thompson. And I would like for it to go back to the way it used to be. I know we share a lot of students throughout the county. I got all that. [03:44:39] I know it might put a little bit more stress on our transportation, but we're down to single digits as far as numbers of drivers that we need. And I really think maybe we could, I really believe that we ought to make this a challenge, Ms. Stone, that we may make a challenge that we can have a pool of bus drivers that can send these kids back from the health science center, back to their schools, maybe even leaving five minutes early before all the bus corral leaves, and they can beat the traffic and get back to where they need to be in those community schools. [03:45:10] I'd like to make that a challenge because I really think it's important that we get back to going back to your neighborhood, school and competing for your neighborhood school that you've grown up with from k through eight and then all of a sudden you go to another school and now you're learning i know you're not learning because of all the travel ball and travel leagues that are going on around i know you know all know each other i mean it was a great thing to seeing our hanover high school long and triple jump state champion sitting beside our atley high school dash champion and national champion in the 60 hurdles [03:45:48] and and that was a wonderful thing watching them sitting side by side today so track and field swimming that's a they're they're kind of like that those they those sports kind of attract each other as far as camaraderie and sportsmanship but i would i don't know i this is i guess the end of of my discussion and if anyone wants to either support me or uh disagree with me mr chair you got your option i went i pulled it up i have it which is what you did but i pulled it up and um you know we're in the fall of 24 it was uh 90 of the participants in hanover high school athletics [03:46:27] were zoned hanover high school the way i read that am i reading that right well you're not the same thing i am it's okay it says geographically zoned hhs and then geographically zoned hhs hssc and so the two of those numbers added together were 90 over almost 91 yes we did update the numbers for 2024 2025 and that i believe is the last sheet in your packet let me see if i can get down to it yeah it's not all those pretty little fancy numbers like that so i can try to figure it out percentages although i'm good at math they're still they're still there i just got to turn my [03:47:05] my head you do yeah let me see if I can let me see if I can hit yeah it's it's straight now on the screen for you and I know you probably think these glasses are going to allow me to read that aren't don't you scroll just a little bit there we go so if you're looking at this particular school year it's 11.62 percent of the athletes are from who attend our students who did not attend Oak Knoll as middle school students and who won the state basketball championship this year at Lee at Lee that's right so are we I guess I'm just trying to understand do we have a problem that we're [03:47:44] trying to fix are we I'm just trying to understand um do we have our current policy is when a student goes to the health sciences they are a considered a Hanover high school student is that correct that is correct and they begin attending there in the ninth grade and so when you take a look at that chart right go down a little bit it's one I like that's the one flip that for me please thank you yes if you're looking at this we have our current practice option a and option B right that were presented to the board and so currently our current [03:48:22] practice is that students belong to Hanover High School from the beginning of their ninth grade option a allowed for the opportunity for students who remain enrolled with their geographically zoned school but it's not an option it would be a everyone so everyone who came from bell creek from chickahominy or from liberty would need to go back to their high schools where they're zoned even if they [03:48:55] are attending classes full-time at hanover and then option b was the parent choice student choice so what do you think board we need to kind of make a decision here what do you think I support Vice Chairman Eikenberry's position. I feel we've heard from the community a little bit, and I think there might be a perception that the program is being taken advantage of. [03:49:18] Now, are we going to spend the time to vet that? I mean, the numbers are the numbers. I'm looking at them, and I see them, and unless we can drill down on those numbers, I think about what opportunity could be missed by a student at a respective school at Hanover. [03:49:38] Who's getting left out because they're not getting that opportunity to compete? So I fully support Vice Chair Aikenberry's position. Okay. Ms. Wilt, do you have an opinion? [03:49:56] Mr. Martin, do you have an opinion? Yes, sir. I support option B if we're going to make any change. I think that we are trying to solve a problem that doesn't exist, number one. Number two, if there is a problem, I think we ought to opt to give people choice. [03:50:16] And that's why I support B if we're going to make a change that allows athletes that may have come up, for example, at Mechanicsville Little League playing Little League baseball with with kids at Mechanicsville Little League that want to stay at Mechanicsville High School to play baseball, but they could still attend the health and health sciences center and then return back to Mechanicsville High School. [03:50:41] so they play baseball with those colleagues, those classmates, but I don't like the idea of forcing the issue. I don't believe that that's a real problem, and I think there's unintended consequences that will deter people from potentially applying for the health sciences program if we make this change. So I think it's either, in my opinion, it's a no change or it's an option B. Thank you. Mr. Seifert, anything? I'll agree with that also, and it was mentioned having buses take the kids back, but from what I've seen with kids in numerous sports in Hanover [03:51:21] schools, we can't get the kids to their sports on time, so how we would dedicate buses to be taking them back to their home schools, I think, is too big a challenge. Okay. Ms. Lynn, you wanted the action item. Here we go. You got an opinion? I do. I just think it should be left as is, especially because there are barriers in place that would prevent kids participating, simply because their parents don't have the ability to have them participate. [03:51:55] Okay, good. I'll come back to you. Okay, Ms. Welch, let me get her a vote, Steve, and then I'll come to you. Ms. Welch, you want me to let Coach Ike talk, and then you deal? Okay, Coach Ike. Well, I'd just like to respond to some comments that were just made by some of my colleagues, such as a problem that doesn't exist because i'm looking at the data sheet and these numbers don't lie i'm looking at 22 23 and then i'm also looking at 23 and 24 and during the 23 24 that one-fourth [03:52:30] of our competition cheerleaders were from three other high schools and then our girls cross country team was one-fifth of our team was from three other high schools and our girls gymnastics team was just under one-third from our other three high schools. [03:52:47] Our JV softball team was one in four from our other three high schools. Our girls varsity softball team was nearly 60% from our other three high schools. Our boys varsity wrestling was nearly one-third from other three high schools. [03:53:06] So as far as a problem doesn't existing, then I can go to 24, 25, and our competition chair is still one in five. So I'm seeing the trends. I'm a trend person, and I'm a root person. I've said that now for four years. [03:53:23] And if you don't see a problem that doesn't exist, I'm sorry. Choices, to me, is not as effective as it should be. And as far as unintended consequences, I think it will be actually the contrary because it will diagnose the kids that actually want to be there for health sciences versus the ones that are there to load up these sports teams. [03:53:49] And I've seen it, I've heard it from coaches all over the county for almost 20 years. And those coaches are, you look at some of the coaches in our county and they've been here forever. And if they're still saying it, that must mean they truly do believe it and they've seen it and they've obviously had to compete against it. [03:54:11] So that's my final, I think, comment. Okay, Ms. Welsh, I need you to say something now, please. I'm going to. I just have a question. It's a clarifying question. This would not start next year, right? [03:54:28] That is the board's decision. That we talked about, and I believe Mrs. Greif had hoped that it would happen not the fall of 25, but the fall of 26 if a change was made, because the students have already enrolled at the Health Sciences Center based on the current way things are run. [03:54:50] Okay, I thought we had talked about that. Okay, thank you. So I know we've had a math presentation tonight, but I don't see four votes to do anything. Am I right? I mean, I see two, two, two, and not voted. [03:55:06] But I don't see anybody going above. I don't see us getting to four. So that means we need to leave it like it is for now until we can get a consensus for something else. Is that, am I, please don't let me, I'm just I'm kind of speaking candidly that's what I see is I don't see a majority anywhere Mr. Martin do you see it differently no sir so I think we'll leave it like it is for now we can always address this anytime if we need to make a change thank you for staff's clarification we're going to go ahead and move forward with any tryouts that need to happen for please the fall [03:55:46] so that Ms. Lynn doesn't call me anymore about that thank you and and you can go into kindergarten enrollment too while you're at it that's the other ones I love to get phone calls about these days okay what else you got for us I think that I have the can the item for Hanover preschool initiative selection criteria I'll defer to Ms. Welsh if she'd like to bring any comments but it did go through it it did go through the appropriate channels to come to you for approval and miss Greif we have the special ed oh did I miss that one uh-huh that also went through the appropriate processes to get [03:56:21] to you yeah it's easy to miss them like at the bottom of the page or the top of page especially on a fold but that's just me commiserating are you prepared for that ms welsh either one of those so sped part b is handled through seac and so it has gone through that advisory board and is is brought to you are you ready to make a motion on that ms lynn can you move to approve the approve the sped part b application for federal funds [03:56:57] you even so move we have a motion is there a second second we have a motion and a second is there any discussion all those in favor say aye aye all opposed motion carries now we'll go to consideration of hanover preschool pki and that did go through the appropriate council and was voted to bring to you and so we are asking for approval so i moved to approve the 2526 hanover preschool initiative selection criteria thank you we have a motion is there a second second mr coleman [03:57:33] and miss lynn both your your choice any discussion all those in favor say aye aye all opposed motion carries and the spring clubs new spring clubs extracurricular activities yes so that is coming from your principals uh through central office for vetting we are now bringing lists to you twice a year so that students don't have to wait over a year to begin with a club that there is sufficient interest.
