[00:11:34] We have a request for approval of minutes from the regular and special meetings of May 14th. [00:12:31] 24. Move for approval. Second. Motion made by Mr. Smith. Second by Mr. Rogan. All in favor say aye. Aye. Any opposed? Thank you. Mr. Manager. Mr. Chairman, members of the board, members of the audience, I have three comments this evening. For the first one, I'm going to ask our Deputy County Manager Monica Smith Callahan to come to the podium. This is a surprise, so I don't know what her reaction will be like. [00:13:01] Now, what I am about to tell you, Monica learned about last week. She didn't know I was going to do this tonight. I did not. So this is a time where we pause and celebrate service, if you will. [00:13:20] Monica Smith Callahan has been awarded the Marsha Memorial Award from the Virginia Local Government Managers Association. This is the highest honor that a deputy county administrator or manager in the Commonwealth of Virginia can receive. [00:13:40] The award receives a deputy or assistant manager who has demonstrated outstanding performance, particularly with a special project or during a period of unique conditions and circumstances. And I am told from the committee that reviewed this, Ben Shepard and his group allowed me to put forward an application. [00:14:06] And I am told that there was significant interest in this award statewide, but that Monica rose to the top and is going to receive this award on June 6th at Virginia Beach at 8.30 a.m. [00:14:24] There will be a number of us from staff that will join her for that recognition. Again, I hate surprises. I know as much as you do, but I wanted to let the board know in a meaningful way just how much you do and mean to us, and so the floor is yours, and thank you. [00:14:47] Well, as I said when you first informed me of this nomination and honor, that I am honored. I'm humbled for the recognition. but as for the work, I love the work. I love serving the people of this county. We are all public servants, but I get the unique opportunity of being strategic, able to think strategically at 30,000 feet about how we're going to serve the needs, the many, many diverse needs of the people of this county, but I also get to be on the ground doing the grassroots work that I love so much as [00:15:25] well. So to be honored for it is a great thing, but I would get up every day and do it like it was Tuesday. So thank you. I appreciate the honor. Mr. Chairman, members of the board, with your indulgence, I'm going to ask Rabbi Krantz to come forward. So this is a Heritage Month celebration, something our county is proud to recognize. And in this case, we are celebrating [00:16:02] our diverse community of Jewish Americans who contribute to the vibrance of our county by investing resources, ideas, ingenuity into the day-to-day operations and development that are vital to how we deliver services and serve at all levels. Specifically in May, we take time to appreciate the contributions from our Jewish community employees and members who are integral to serving, uplifting, and innovating with future generations in mind. For those of you that may be [00:16:39] interested you can go to any Henrico County Public Library or our County Recreation and Parks location in person and online as well as to the community to the county's multicultural community engagement website for cultural and heritage resources and more and recognitions that we have had in the past. As the county grows we look to our communities to share their interest for additional opportunities to have a lasting impact. I know that Rabbi Krantz of Shabbat of Virginia [00:17:18] is known to many of you, and I've asked him to come forward and bring remarks. Rabbi, thank you for being here this evening. Good evening. Thank you, Mr. Vitokis, and esteemed members of the Henrico County Board of Supervisors. On behalf of Deborah Rodman and the Jewish Community Relations Committee, as well as Chabad of Virginia's 21 Jewish centers across the Commonwealth. [00:17:44] It is with great pride and respect that I join you in acknowledging and celebrating Jewish American Heritage Month. This month is a sacred opportunity to recognize the profound contributions that Jewish Americans have made to our nation and to our beloved Enrico County. [00:18:03] Jewish Americans have significantly shaped every facet of our society, from science and medicine to arts and literature to law and civil rights. Their achievements and resilience are a testament to the enduring spirit of innovation, perseverance, and commitment to justice and equality that Judaism embodies. [00:18:22] Here in Enrico County and in Richmond at large, we are blessed with a vibrant and dynamic Jewish community. I fondly remember riding my bike as a child to Best Products, co-founded by Sidney and Francis Lewis in 1957. They revolutionized the catalog showroom industry and contributed greatly to our community's cultural and economic vitality. [00:18:47] My mom often took us shopping at Tallheimer's, the first of which was established by William and Mary Tallheimer in 1845. As a young rabbi, I bought my first suit at S&K, where Stuart Siegel served as both CEO of S&K Famous Brands and was the president of our synagogue. [00:19:05] In the realm of public service, we proudly recognize the impactful careers of individuals such as Eric Cantor, former House Majority Leader Norm Sissisky, a dedicated congressman who served Virginia's 4th District with distinction. Their leadership and commitment to public service have greatly benefited our state and our nation. [00:19:28] But the contributions of the Jewish community extend far and wide, from doctors, lawyers, and judges to mothers, teachers, and rabbis, and everyday working families. The Jewish community's story is one of service, resilience, and dedication to improving society. [00:19:45] Jewish American Heritage Month is a time to reflect on both the triumphs and trials faced by Jewish Americans. From the waves of immigration that brought Jewish families to our shores, to the periods of discrimination and anti-Semitism, and to the ongoing fight against hatred and bigotry on our college campuses today, It is vital to remember that despite ever-changing challenges, the Jewish people continue to be a vibrant, constructive part of our communities. [00:20:15] As we celebrate this month, let us reaffirm our commitment to standing against anti-Semitism in all forms of hate. Henrico County prides itself on being a community that values diversity and inclusion, and I am proud to say that I have been a Henrico rabbi for more than 33 years. [00:20:34] Let us continue to strengthen our bonds as a community and uphold these values to ensure that Jewish communities throughout Virginia feel safe, respected, and valued. Thank you. Thank you, Rabbi, once again for being here. [00:20:56] My third comment, Mr. Chairman, members of the board, I'm going to ask Kay Alferio to come forward, Kirsten Ware, if you would also come forward, Debbie Preston, And actually, anyone that's here for this cultural arts comment that I'm getting ready to make, you all come forward. [00:21:18] And I think Kirsten is going to take it from here. But the presentation this evening, earlier this spring, the Cultural Arts Center program, Opening Minds Through Art, was awarded the first place 2024 Best Practices Award by the Commonwealth Council on Aging. [00:21:38] And Opening Minds Through Art is designed to support individuals with Alzheimer's disease and other neurocognitive disorders. So I'm going to ask Kirsten to, I think you were going to recognize a number of folks had the award and had some comments. [00:21:57] So Kirsten, thank you and all for being here. And Kay, once again, congratulations. Good evening, members of the board. Mr. Vitokas, it's a pleasure to be here. My name is Debbie Preston. This is Kirsten right here, so we'll introduce everyone, but it's a pleasure to be here with Kay to present this award. [00:22:19] I serve on the advisory board for the Virginia Commonwealth Council on Aging, and I'm also the chair for the Best Practice Committee. The Commonwealth Council on Aging Best Practice Awards Committee is pleased to present the Cultural Arts Center at Glen Allen with the 2024 first place best practice award for their opening minds through art many of you know it as oma center each year the commonwealth council on aging hosts the best practice awards to acknowledge organizations whose innovative programs can be replicated across the commonwealth [00:22:52] established in 2006 the best practice award recognizes and encourages the replication of model programs, particularly those that foster aging in place, livable communities, and home and community-based services. Since 2012, Dominion Energy has provided financial support for the winning programs that truly go above and beyond in service to their communities. Last year and this year, the Council was pleased to also receive funding from AARP Virginia for the Best Practice Awards. The commitment and support of Dominion Energy and AARP Virginia for these awards allows [00:23:29] the Council to recognize organizations with financial support for their dedication and work in advancing services for Virginia's elders. Today, I am pleased to be joined by Kirsten Ware, Deputy Commissioner with the Virginia Department for Aging and Rehabilitative Services, or DARS, Division for Aging Services, also Betsy Sivillette, DARS Communication Director, and Charlotte Arbogast, DARS Senior Policy Analyst and Regulatory Coordinator. [00:23:57] This year, on behalf of the Commonwealth Council on Aging, I am pleased to share that the applicants and winning programs for the 2024 really highlighted the way local organizations and area agencies on aging have been creative and innovative in meeting the needs of older adults. [00:24:14] The Council received over 17 nominations, and the competition was extremely tough. Organizations have been creative and effective in addressing pressing issues of community engagement, social isolation, and social connectedness, and person-centered care, and much more. [00:24:31] During the review of the Cultural Arts Center at Glen Allen's submission for their Opening Minds Through Arts Center, the Best Practice Awards Committee was particularly moved by the strong evidence base for the OMA program and how the Cultural Arts Center integrated it into their program offerings. [00:24:49] So often, older adult programming focuses on needs related to food insecurity, housing, and transportation. These programs are important, and they certainly help us to live. Yet we cannot forget how valuable social connection and the arts can be to helping individuals feel part of their community. [00:25:09] These programs can help us and our loved ones feel alive and thrive. The OMA program at the Cultural Arts Center at Glen Allen is offered in eight-week sessions during which the elder artists are paired with specifically trained volunteers who assist the elder artists in cart-making projects that feature the OMA methodology and key principles. [00:25:31] The committee was excited to see that the program is open to any family dealing with dementia diagnosis, and it's free of charge to participants. The committee was impressed that the Cultural Arts Center has trained over 125 volunteers and has had 50 participants complete the program since the program started in 2022. [00:25:52] We truly can't wait to see what comes next for such an invaluable program, and we hope it will serve as a model for other regions in Virginia and beyond. Today, we celebrate the Cultural Arts Center at Glenallen for their commitment to serving older adults in the greater Richmond region. [00:26:08] It is with great honor and admiration that we present them with the 2024 Best Practice First Place Award and the accompanying $5,500 for the OMA Center, which they previously received, I hope. Spent. [00:26:25] And congratulations. Thank you very much. We found out about the award. [00:27:02] They said, you know, we'd like to do something special for a presentation, and there was no place I would have rather done it than here. This came to mind immediately because not only are we proud of the program and we wanted you to hear about it, but it's because of you. It's because of our partnership with Henrico County that we're able to offer what we do. [00:27:22] And I cannot thank you enough for all that you've done, so we wanted to celebrate with you. And I have a group of very reluctant people to take. It was like, no, you have to come up here. i'm going to ask cindy rinker to stand i i want to recognize cindy when we looked at the oma program wanted to start it um she was behind at 100 she was the first one trained she was on the ground boots on the ground and has done so much for this program and it's through cindy's efforts and the [00:28:00] efforts of some of her volunteers one of our key volunteers nancy sally is here it's through these people that we have been able to not only offer what the oma program was designed to do which was to go into facilities, memory care facilities, but we were able to create our own center and have the caregivers come along with their elders. [00:28:22] There are over 20,000 people suffering with dementia in our region. There are over 40,000 people at home taking care of them. Those are just the ones at home, not the ones in a facility. So to be able to have them come, to see the joy that the art brings them, to be able to hear the laughter that has now developed from what started out as a very sad room with the caregivers. They were concerned about so many different things. But now to hear the change that this program has made in their lives and to hear the unruly laughter that's coming from their session is just, it's remarkable. And again, I say we could not do it without [00:28:59] your partnership, also without the leadership of a really great board. We have some of our board members here also reluctant um we have nancy mcmahon who's our chairman of the board um we have angela harper carolyn pitts and wanita leatherberry with us did i get everybody there's angela way back you really are reluctant angela so i i do want to thank you and tell you that we honestly are so appreciative of um of the award but also of the partnership that we have with you [00:29:30] And I will guarantee you that as long as I'm at the center, we will always look for ways to serve Henrico in the best way we can to make you proud of us and to bring real value back to the county. So, thank you very much. Chairman, I have no other comments this evening. [00:29:52] Colleagues, do we have any comments? I have a comment, Mr. Chairman. Just wanted to take a minute, and if I could have Madeline Rose just stand for a second, please. You all will hear from her a little bit later on. She's making public comments, but I wanted to just kind of highlight some student involvement here. [00:30:11] I am a huge, as you guys know, a huge supporter of our young people, especially when they step out and they reach outside of their box and outside of their comfort zone, and they are determined to make a difference. And so Madeline contacted myself as well as some staff about some suggestions that she had for the Tucker District, or Tucker School, to improve school safety there. [00:30:32] And it was really well put together, and she had a PowerPoint presentation, and it was so thought out, and there were student survey responses in there, and just a real top-notch presentation that I was very, very impressed by. And I learned that she was going to be speaking to the board today, and so I asked her to come a little bit early so that I could meet her. [00:30:52] So this is a prime example, and I have to brag on her because she's in my district, and I'm proud of our three chopped kids. This is exactly why I have such hope for our future, the future in the county here. So thank you, Madeline, for being here. I look forward to hearing your comments in a little bit. Any other comments, colleagues? [00:31:13] All right. Thank you, Ms. Whitehead. Mr. Mitchell. Recognition of media. Lyndon Jarman from VPM is with us. Again, Lyndon has been faithfully with us over the last couple meetings. So thank you for being with us. I'm certain we have others who are watching online or will watch this meeting. [00:31:32] So thank you for covering us. Next, Mr. Chairman, I'm going to ask one of our stars in finance, rising stars, Zhang Chung Liu, to come forward. It was agenda item 165-24 is an ordinance that would allow alternative bond requirements for certain public contracts. [00:31:52] Basically, another way that the county can obtain goods and services. [00:32:10] This ordinance was originally introduced on April 23rd, and this board paper adopts alternate bonding requirements, creating the flexibility for small job order contracting projects to allow contractors to furnish performance and payment bonds equal to the dollar amount of the individual tax orders as opposed to the overall contract amount. [00:32:33] The purchasing director recommends approval of the poll paper and the county manager concurs. I'm happy to answer any questions that you may have. Colleagues, questions? Under the new threshold, businesses earning $1 million or less would not have to pay business license taxes to the county. [00:34:56] Similarly, businesses making over $1 million would be able to deduct up to a million from their earnings before calculating the amount of their business license tax. The director of finance recommends approval of the board paper and the county manager concurs. I'd be happy to answer any questions. Questions, colleagues. This is a public hearing. Okay. You can come up anyways. [00:38:45] Good evening, Manager Ratoulkas and esteemed members of the Board of Supervisors. My name is Madeline Rose, and I'm a sophomore at J.R. Tucker High School. I'm a member of the Three-Chop Magisterial District. Originally, I planned to come up here this evening and discuss some concerns that I have seen around the safety of Tucker students who walk to and from school every day. [00:39:03] Currently, there are no crosswalks anywhere near the high school, and as a part of my 8 Bohemian Geography course, we were asked to research ways to improve a piece of infrastructure in Hureko County and create a proposal to address the concern. My partner and I were focused on improving the safety of students who walk by installing crosswalks and traffic signals in the immediate vicinity of the school. [00:39:22] Last night, I emailed our concerns and proposal to Supervisor Whitehead and Mr. Terrell Hughes and asked that they be considered for implementation before the school year starts back up in the fall. Earlier today, I received responses from Mr. Michael Elander and Supervisor Whitehead detailing some plans that are already intended to address these concerns. [00:39:38] However, because these solutions won't begin being implemented until 2027 and 2028, I think there is still a need to come up with some short-term plans to protect students before the next school year begins. I want to thank the county for listening to my concerns as a student, for responding in such a timely manner, and for focusing on this much-needed safety concern. [00:39:54] Lastly, I would like to recommend that the county attempt to elicit more student engagement and input into infrastructure projects that impact us. We have many helpful perspectives to add, and actively engaging us allows students to use skills and information we learn every day in school, and provides more access to specific engagement with our community. Thank you for your time. Thank you. Thank you. Thank you. [00:40:16] Is there, and Madeline, you are a sophomore? Okay. Wow. All right. Is there anyone else that wishes to address the board this evening? In person? What about on WebEx? There's no one to speak on WebEx. [00:40:37] Okay, Mr. Chairman, with your indulgence, we would move into the general agenda. The first two items were discussed at work session. They are both budget amendments. The second one is specifically for public works. The first one are a series of general county amendments. [00:40:56] So, Mr. Crawford, if you would take us through both items, please. Yes, sir. Thank you, Mr. Manager. And good evening, Mr. Chairman, members of the board. The first introduction of amendments is just the typical June amendments minus the public works items that the manager alluded to the total of the first amendment request is 23.7 million dollars includes 14 and a half million dollars for general funded expenses this [00:41:30] includes public safety overtime particularly with our division of fire and the sheriff's office an amendment to increase the amount paid to the greater richmond convention center authority that this is the the mechanism we use to pass through the hotel motel tax which is exceeding our budgeted estimates there's also a request for additional tax relief funds due to the success of both the reap and recap programs and then funding for emergency repairs [00:42:09] within uh for uh that were undertaken by general services five and a half million dollars of the remainder of the amendment is for the department of public utilities 4.6 million dollars is for water and sewer costs and then 852 thousand dollars it will support the acquisition of additional trash trucks the public works amendment uh totals 89.9 million so the hold there yes sir mr chairman you want to see if there are any questions on this first item before [00:42:43] he dives into the second one are there any questions thank you very well the public works amendment uh totals uh 89.9 million dollars uh nearly 70 million of this total uh is coming from the central virginia transportation authorities uh regional funding um 14.4 million of this amendment is uh state funding and then an additional 5.5 million dollars is uh is coming [00:43:16] forward from the local portion uh the county receives through cbta it includes funding for eight individual projects the highlights here include funding for woodman road improvements the magellan parkway project the additional funding for the fall on trail and then fund a A request to complete the funding plan for the saddle road check. [00:43:43] So with that, as an overview of both items, I'll be happy to answer any questions the board has. All right, questions. So that was a presentation for both resolutions, correct? Yes, sir. All right, so let's get a motion for 170-24 first. [00:44:03] All right, motion made by Ms. Whitehead, seconded by Mr. Smith. All in favor, say aye. Any opposed? Thank you. Second one. All right, motion made by Reverend Cooper, seconded by Mr. Rogus. all in favor say aye any opposed thank you mr manager next mr chairman um as mr massey comes forward 172-24 is a resolution this is signatory authority for a contract amendment for jail west kitchen renovation which is in the brooklyn district mr massey thank you mr manager mr [00:44:37] chairman members of the board on october 24th 2023 the board of supervisors awarded a contract the amount of $1,469,000 to Vertexco Corporation for construction services for the Jail West kitchen renovation project. Additional construction services are needed to continue this project to lump sum fee of $381,000 has been negotiated for the additional work. And the board's approval is required because this amendment would increase the contract amount, the original contract amount for more than 15% of a total of $1,850,000.
