[00:13:03] So moved. A motion by Mr. Smith, second by Reverend Kubal. In favor, say aye. Aye. Any opposed? Thank you. Mr. Manager, do you have any comments? I do, Mr. Chairman, members of the board. I have three comments this evening. First one, I'm going to ask Maria Maldonado to come forward. [00:13:22] Maria, will you come forward? So this is especially with the scouts in attendance. Henrico celebrates our diverse community of Hispanic Americans who contribute to the vibrancy of the county by investing resources, ideas, and ingenuity into the day-to-day operations and community development that are vital to how we deliver services and serve at all levels. [00:13:48] Specifically, from September the 15th through October the 15th, we take time to appreciate the contributions from our Hispanic communities, employees, and members who are integral to serving, uplifting, and innovating our community with future generations in mind. [00:14:06] We invite everyone to visit our public libraries and our county recreation and parks locations in person and online, as well as the county's multicultural community engagement website for cultural resources and more. [00:14:26] As the county grows, we look to our communities to share their interests for additional opportunities to have a lasting impact. And this evening, we welcome Maria Maldonado, who works as a bilingual Spanish health worker for the Department of Health, as well as a MyAcademy ambassador to bring remarks in recognition of Hispanic Heritage Month. [00:14:52] Maria. Hello. Good evening, Mr. Chairman, board members, Mr. Manager, and distinguished guests. Good evening and recognition of Hispanic Heritage Month. It is an honor to share some comments about daily experience that we have. [00:15:09] Serving as a bilingual Spanish community health worker and my Henrico Academy ambassador and radio station partner with the community, Abukasi. My name is Maria Maldonado, as you say, and I'm a Salvadorian. [00:15:25] I arrived in Los Angeles, California when I was 15. Then, 2002, I arrived here in Jericho, where I became an American naturalized, where I have lived for at least 22 years, where my first job was serving the community and continue to do so since then. [00:15:46] I'm proud to represent our Hispanic community and share in this month so much culture and heritage for our parents and grandparents. As a first generation, I'm proud of the custom of heritage, of working hard and living the best of ourselves, the music that brings us joy, and the exquisite flavor of the food. [00:16:11] All this makes us connected from one way to another. Working for Enrico County makes me proud to be part of a bilingual community health worker, where I have the opportunity to have close relationships and acquaintances with each family who just open their doors from home. [00:16:30] They open their doors from heart. As a part of the community, we look resources of their need, whether in the programs that we have, a CARC program or diapers program, helping them make phone calls, different resources such as clinic, hospital, lawyer. Each family has different needs each day. It's a need, and we are there to help, teach, educate, and to make the difference in the community. I'm also part of Haraico Academy. The academy has [00:17:05] given me the opportunity to get to know each department of the county and learn and have more knowledge of the tool that exists for a community. Likewise, I share this knowledge with church leaders and organizations that are working with the community. [00:17:22] Manjaraico Academy has filled me with the knowledge to help other communities in different areas. As I mentioned, some is service for the school who give English classes, for which essential for our communities that are interested in learning and speak English. [00:17:42] The safety program is very important for the safety of our families, especially for children who likes to have fun and fall in winter in the park i've been part of the radio station for almost 10 years and i could say as a bilingual and family station where we share information for our community i have to honor and listen to the elders since it's difficult for them to make phone calls either because the language or because they're hearing and practice essential be patient. Our communities need to be here, and today I represent myself as their voice. [00:18:23] They are part of this nation. We are part of Jericho, and we can do better every single day. Mr. President, members of the board, directors, and Mr. Manager, thank you for your support. Thank you for giving us opportunity to celebrate the diversity of Hispanic heritage and people. We are people. We are community, and we contribute every single day. Thank you. [00:18:45] Thank you, Maria. The second comment, I'm going to ask Dennis Bickmeyer to come forward and everyone from the Sports and Entertainment Authority that is here, as well as Tom Graves from Rec and Parks. [00:19:05] So the members of the board know this, but our county was awarded a pretty prestigious award this year, and that is the new Sports and Events Center received the 2024 Attraction of the Year from the Virginia Restaurant, Lodging, and Travel Association. [00:19:31] And Dennis, you want to hold that up for the group? So this is a significant award, but what it also demonstrates is the effort that Henrico County and this group and Recreation and Parks and so many other agencies have put towards tourism and specifically sports tourism. [00:19:51] So recently, the Virginia Tourism Corporation affirmed our county's position as fifth in the state for visitor spending, amounting to nearly $1.9 billion, with a B, in 2023. [00:20:07] These figures represent the substantial economic impact of tourism, which now supports nearly 10,500 jobs in our county, with a combined payroll that exceeded last year $610 million. [00:20:25] Moreover, and for residents of the county and taxpayers, tourism generated substantial tax revenues, contributing over $81 million to our county and $45 million to the state. [00:20:40] This effort is actually helping our county keep taxes low for businesses and residents. Mr. Bigmire, I know this is the first year, Tom, Dream Team, you all have been, it seems like every evening, every weekend, one of you or many of you have been in that facility and all throughout the county. [00:21:01] So I just want to say thank you and congratulations for that award. I know you had some pretty hefty competition. Yes, sir. Thank you, Mr. Manager, for the recognition, Mr. Chair, members of the board, and on behalf of our team, Thank you all again for your support of this project and the many projects that have come before you and that will come before you as well because this team is not stopping. [00:21:27] And along with our partners at Recreation and Parks and Richmond Region Tourism, I really feel like we're redefining sports tourism here in our region. And I update the manager on this from time to time, but we are the first of our kind, the Sports and Entertainment Authority and the Commonwealth of Virginia. [00:21:44] We've received a lot of calls from other localities in Virginia. We're receiving calls now from Florida, from Texas, from Indiana. We have a group coming to visit us in a couple weeks from Texas to find out what are you doing, how are you doing it, why are you doing it. So I think it's a great honor for the county to really be leading in this effort. [00:22:05] So thank you all for that. And two of our teammates are not here tonight because they're at a conference in California where the Sports and Event Center is a finalist for a national award for Sports Venue of the Year. So fingers crossed that that one happens as well. So, again, thank you all for your support. [00:22:22] We appreciate it. And I'll add one other thing, too. Two of these guys are running out of here to go to the Life Ready Expo at Hermitage High School. [00:22:39] So there's a lot of jobs in sports in this community. So be on the lookout for those. So, Mr. Chair, I do have one other comment. With your indulgence, I'd like to take a moment to talk about an ongoing matter that is a profound concern for all of us at the county, and that is the matter of vehicle crashes in our county involving pedestrians. [00:23:16] For members of the public that may not be aware, in the 2024 calendar year, 10 pedestrians have died in Henrico after being struck by a vehicle. Last week, our community lost a 63-year-old teacher from Brooklyn Middle School after she was struck in a parking lot off West Broad Street. [00:23:40] Two weeks ago, we lost a 15-year-old student from Hermitage High School after he was struck while crossing Staples Mill Road. These losses are heartbreaking for their families and friends and also for our entire community. [00:23:57] One death is too many. At our last board meeting, Chair Nelson detailed what this county has been doing to make walking and biking safer. We've constructed 75 miles of sidewalk over the past five years. [00:24:15] We currently have 57 active pedestrian improvement projects funded at $170 million. These are under development countywide. We've installed street lights at 250 plus traffic signals that are maintained by the county. Let me say that again, maintained by the county. And we are working closely with VDOT to install lighting at signals that are maintained by the state, which do not have lights on them. [00:24:49] Tonight, you'll hear me ask the Board of Supervisors to approve an additional $1.5 million budget amendment. This will be requested that you all act by unanimous consent to add this paper. [00:25:06] This funding will be dedicated to improving lighting along specific corridors identified by our public works and public safety divisions that are identified as lighting deficient. This is what the county is doing, but we also, quite frankly, need the community's help. [00:25:27] And our residents, pedestrians, and drivers have a responsibility here as well. We've got these vests up here, and we've got them in the back. So the scouts, before you leave, they are entirely reflective, and they say, WOA, watch out ahead, Henrico. [00:25:45] But if you wear these, people can see you. So our police data indicates that close to 90% of pedestrian facilities occur at night. For pedestrians who are out after dark, please do all that you can to make yourself visible. [00:26:03] Carry a flashlight or use the app on your cell phone. Wear light-colored clothing, or even better, wear something reflective. We have given out 10,000 of these vests to county residents. And this weekend, I know that many board members are going to the Indian Festival. [00:26:22] We'll give out another $1,000 at the Indian Festival this weekend. For drivers, please watch your speed and stick to the posted speed limits. Don't engage in distracted driving regardless of the cause of the distraction. [00:26:39] And remember, it is a fact, under Virginia Code, it is illegal to hold a cell phone while you are driving. So ladies and gentlemen, be assured that Henrico County is committed to making a difference for our residents and our community. October is in fact designated as Pedestrian Safety Month, which gives us another opportunity to raise even more awareness of this issue. [00:27:04] And Ben Shepard in our Public Relations Office, if you would come forward just for a quick second, you will see a lot more information on the airwaves, in newspapers regarding this effort. but it's going to take the millions that the county is spending and will continue to spend but it also requires each and every us each and every one of us to do our part ben thank you mr manager mr chair members of the board as you heard the manager mention october is nationally recognized as pedestrian safety month and we have a story to tell here we will be taking full advantage of this opportunity to raise awareness for this important issue what you'll see is a [00:27:43] coordinated effort between our public safety, our public works, and our general government social media and newsletters as well. We're going to be taking advantage of our paid advertising agreements that we have in place with Henrico Citizen, with Radio 1 and Radio Poder. We're exploring targeted digital marketing that we can do throughout the month. We will be holding a press event on October the 8th at 10.30 a.m. And as usual, working with the media on individual stories. [00:28:08] We have one we're working on right now. We're going to continue to do that through the month. And we do have the support of other departments as well to give out as many of these reflective vests as we can they're in police stations libraries wrecking parks facilities and anywhere that people can get them we're going to make sure that they're out there so okay thank you sir sir all right thank you colleagues do we have any comments mr chairman i do i'd like to take a moment and recognize some visitors here today with the scouts and give them an opportunity to introduce [00:28:46] themselves i know the the i know the work you're doing right now on community engagement and studying government a little bit. [00:32:11] Thank you for the effort you guys continue to put forth. Thank you. Can they come up here and take a picture behind us? Sure. Should have went down there. [00:33:26] Colleagues. Mr. Chair, along the same lines, I actually have another group of students here today, so I'm going to ask the folks from Tree of Life Stories to come up. So while they are coming up, by way of background, I actually met Dr. Thackeray at Indiamela not too long ago, earlier this year, and she introduced herself and explained to me that her daughter and some of her daughter's peers were busy at work putting together a children's magazine and it is led by students for students middle schoolers mostly and in a very [00:34:06] short span of time i think april is when they started actively pursuing putting this magazine together and they had their official launch of soulster magazine in august and we've got copies here and i'm sure there are some extras we'd love for they'd love for you guys to take some copies this is a real really quality magazine and product that they put together but everything that's in here is written by kids for kids on topics that are about mental health and schools and just really feel it filling a a void in our community for young people to reach out on their [00:34:45] level and talk to their peers. The goal I think and I would love to see this in our grocery stores along with other magazines and publications that we see. So obviously the more that they can get the word out the better and that's why I asked them to come here and introduce themselves. So I'm taking a nod from what the the scouts did if you guys can each come up and say something. I know Ira probably has some prepared remarks as well. My name is Ira Thackeray and I go I go to Moody Middle School as a sixth grader. [00:35:22] - My name is Naisha Sharma. I go to Glen Ellen High as a junior. - My name is Anika Chadha, and I go to Cackley Elementary as a fifth grader. - Hi, my name is Taron Ravella, and I go to Moody Middle School as a sixth grader. [00:35:42] - Hi, my name is Rianj Gupta, and I go to Moody Middle School as a sixth grader as well. - Good evening, everyone. Thank you for giving us the chance to tell you a little bit about Tree of Life stories in Solster. [00:35:59] Thank you, Ms. Supervisor, for inviting us to come here today. So, Tree of Life Stories started with my friends and I. We always have the passion to write and create stuff, no matter what it is, especially if it's for our peers. And that led us to create Tree of Life Stories, and through Tree of Life Stories, we created Soulster, a magazine by kids and for kids. [00:36:19] And it was so fun this summer because we got to go out in the community and talk to people that might have been overshadowed but have such an important role to play, such as my bus driver. They provide so much for us in our community It was honestly so fun, and we can't wait to do more. [00:36:38] Thank you so much again, and we hope that we can make a voice for ourselves in our future. [00:37:12] Any other colleague comments? [00:38:23] We have no news media here that we know of. I'm sure you guys are watching online. Thank you for being with us. We're going to move to presentations now. We have four proclamations. I think two resolutions, Mr. Manager. [00:38:40] Yes, sir. We begin with two resolutions that express appreciation to long-term employees. These two employees represent a combined 76 years of service to our county. Agenda item 269-24 is a resolution that expresses appreciation to Henry D. Rosenbaum for his extraordinary service, unparalleled commitment, and invaluable contributions to the county and offers him his very best wishes in his retirement and future endeavors. [00:39:16] We need a motion on this resolution. All right, motion made by Mr. Smith, seconded by Ms. Whitehead. All in favor, say aye. Aye. Any opposed? All right, resolution passed. Good evening, everyone. [00:39:34] This is a privilege to present this one. This resolution of the Board of Supervisors of Enrico County expresses our appreciation to Mr. Henry D. Rosenbaum. Whereas Henry D. Rosenbaum has enjoyed a successful and distinguished 40-year career with the Henrico County Division of Fire and will retire from the county on October 1st, 2024. [00:39:53] And I cannot believe I just voted yes for that. Whereas Mr. Rosenbaum grew up in Henrico County and attended J.R. Tucker High School where he graduated in 1983. And whereas Mr. Rosenbaum began serving Henrico County as a volunteer with Lakeside Volunteer Rescue Squad as an emergency medical technician in 1981 and he earned a life member status achievement in 1990 and whereas mr rosenbaum earned his paramedic certification while attending henrico fire recruit school in 1984 graduating at the top of his class whereas mr rosenbaum has served as a [00:40:28] firefighter paramedic in firehouse one an ems instructor in the training academy lieutenant in firehouses 10 and 5 captain of fire training ems field supervisor logistics resource manager captain of firehouses 3, 22, and 17, and as operational battalion chief in the Eastern Battalion. Incredible. And whereas Mr. Rosenbaum has served on the hazardous incident team as search and rescue dive team leader and as a flight paramedic representing Henrico Fire on Med Flight 1. And whereas Mr. Rosenbaum has served as the chief fire marshal with law enforcement powers and the fire official for Henrico County since 2012. And whereas Mr. Rosenbaum [00:41:08] received the VCU Shining Night Award due to his life-saving efforts on the scene of a plane crash at Richmond International Airport in April of 2011. And whereas Mr. Rosenbaum is well-respected by his colleagues and the Henrico community for his professionalism, his experience, knowledge, integrity, his dedication, and his forethought, and he has unfailingly demonstrated patience, warmth, sincerity, and grace while representing this county. Now therefore, be it resolved by the Board of Supervisors of Henrico County, Virginia hereby expresses its heartfelt appreciation to henry d rosenbaum for his extraordinary service unparalleled commitment and invaluable [00:41:43] contributions and we offer him the very best in his retirement and his future endeavors be it further resolved that this resolution shall be spread among the minutes of this meeting in a copy publicly presented to mr rosenbaum which it is a pleasure and an honor to do as a token of this board's greatest gratitude signed by our chair mr nelson and attested to by our [00:42:01] clerk miss tanya bryan chairman board members and the manager staff and really to everybody that's here and watching. I'm honored. I'm humbled. And, you know, I look back over 40 years. It's been [00:42:34] a, it's been a, it's been a very nice ride. So, but I tell you where it all started. It started right here in Enrico County. And I was looking back through some pictures and one of the first pictures I saw of me wearing a uniform was wearing a scouts uniform. So ladies, men, you too can be up here 40 years, well, a little more than 40 years from now, but you too can have a successful career in public safety we wish you to come back here at henrico but if you choose to go somewhere else there is a great career in public safety and you're at the beginning footsteps of it right now [00:43:10] okay and to the young folks that are out there writing about things that's fantastic work so and that's where it all begins is in our young folks so we we greatly appreciate it we all started off young okay just like we tell everybody that big fire start off as a small fire so us big Big adults start off with small people. [00:43:27] So thank you so much for this. I'm not going anywhere. I'm retiring, but I'm not leaving. I'm still staying in the community. It's been my home for my whole life. And I'm very grateful to not only grow up, go to school, and now work for the county, now to refer to myself as a retiree, but I'm still going to be in the community. [00:43:49] So I want to thank all the friends that I have here tonight, the ones that were not able to make it and you know this is not about me it's about us as a team and coming together and doing a lot of great causes over the years so we've seen a lot of tragedy we've shared a lot of tears but we've we've seen a lot of success and we've made a big difference so just like the sports and entertainment center there's a lot of firsts that are happening and we've had a lot of firsts in in the career that I've had and you're going to have a lot of firsts in your career stuff so I just like to close I want to recognize the folks that I currently work with in the fire marshal's office for being here. [00:44:25] That's who makes it happen. I'm just a person that gets to speak about a lot of the good things. The fire marshal staff is doing a lot of good things from inspections, fire investigations, and code enforcement. And then lastly, I'll close with my lovely family that's here. [00:44:43] If y'all stand up, please. I got my wife, Kathy. The two tall guys that are tall and hair. People say, how did that happen? [00:45:00] I say, just let them drink out of the milk carton. whenever they want to. But Zachary, his girlfriend and newborn child of month old, Bella, cannot be here. But Zachary, thank you. Drew, to the far left there, thank you. His girlfriend, Aiden, and then my mother-in-law, Judy. So I want to say thank you all. So good pleasure. Signed, Tyrone E. Nelson Chair, Board of Supervisors, and attested to by Tanya and [00:49:15] Brackett Clerk, September 24, 2024. I've been humbled to stand here before you. When I started [00:49:53] working for the county, Mr. Bill Lavecchia was helping out a lot around here, our manager. Much has changed, and the county has grown and improved a lot since then. I will be brief, but I wanted to say thanks and to let you know how fortunate I feel to be a county employee for the past 36 years. [00:50:13] And Ricoh County has been good to me. First, my wife, Linda, and I made a wise choice to live in the county and raise our family here starting in the 1980s. So I have been pleased to have been both your constituent and your employee for all of this time. [00:50:32] I first met Mr. Vitoulkas a few years ago when he started as manager. And in a town hall meeting, I remember he shared a story with county employees about one of the county employees doing their job with an extraordinary amount of grace, dedication, and compassion. [00:50:52] Perhaps you remember that story. I had two reactions. My first reaction was, it's great to be a part of this organization. Second, I thought, Mr. Votokos needs to stop by mental health. [00:51:09] And here's some more stories about dedicated employees who go above and beyond to meet the needs of Henrico County residents. Because there's a lot of good things going on over there. [00:51:25] Happening things to alleviate the challenges and suffering and to improve the quality of life for vulnerable people who do not make headlines or have their stories told. In this age of free agency, when many colleagues with experience like mine go to the private sector, I am pleased that I chose to stay in public service here. [00:51:51] I have to say that I stayed with the county because I really wanted to be here, as it challenged and nurtured me and gave me an opportunity to help out in a small way with the overall larger mission. I cannot express how truly grateful I am that you, that we have created a place that made me both want to stay and to recognize how much I will miss working here when I leave. [00:52:18] So thank you all very much. Chairman, we have two proclamations. One is for Active Aging Week. This would declare September the 30th through October the 6th as Active Aging Week, and I'm going to ask Jody Rogish to the podium to present that proclamation and if Ashley Giles and Jaleesa Turner would come forward and anyone else that is here for that proclamation. [00:53:03] I'm excited to present this. As you know, Mr. Manager, we celebrated this past week with five of our residents who turned over 100, and actually there are 153 centenarians in Henrico County, and we were able to celebrate with them earlier this week. [00:53:21] So this is a proclamation of the Board of Supervisors of Henrico County, Virginia for the active aging week, September 30th to October 6th, and I'm talking to some of my colleagues up here. Whereas Henrico County citizens age 50 and older are integral to the history, diversity, and experience of the community, and whereas the community benefits from the numerous contributions of this population group, and whereas the International Council on Active Aging has designated September 30th through October 6th, 2024, as Active Aging Week, [00:53:57] and as a time each year to celebrate activity, volunteerism, engagement, and healthy aging among adults over the age of 50. And whereas the County of Henrico delivers services and offers programs through the Department of Recreation and Parks, the Advocate for the Aging, and the other county departments to assist older adults in remaining healthy and living independently and address opportunities for engagement, exercise, and socialization. [00:54:26] And whereas the county's advocate for the aging works to address the social determinants of health for older adults and improve the quality of life for older adults living in Enrico County. And whereas the county will offer opportunities to celebrate Active Aging Week, including social and fitness-driven activities promoting health and wellness, intergenerational activities, lifelong learning opportunities, and opportunities for older adults to share wisdom and experience with other generations. [00:54:55] Now, therefore, be it proclaimed that the Board of Supervisors of Henrico County, Virginia, hereby recognizes the week of September 30th through October 6th, 2024, as active aging week, and calls this observance to the attention of all Henrico residents. [00:55:11] Signed by our Chair Tyrone Nelson, attested by Ms. Tanya Brackett, our Clerk. Thank you. Thank you. Thank you, and thank you, Mr. Supervisor Rogish and Mr. Hinton, participating in our centenarian celebration it was a great event to honor five centenarians in our county and thank you so much chair and members of the board and mr manager for this proclamation on behalf of the new outreach and engagement office senior connections and henrico county rec and parks we thank you again for the active aging week proclamation active aging aging [00:55:50] week which is the first full week of october was established by the international council on active aging in 2003 and aims to celebrate and highlight the positive aspects of aging to celebrate active aging week there will be activities across the county our office rec and parks and senior connections have partnered to host play it forward an intergenerational day of play on tuesday october 1st at deep run rec center there seniors and youth will socialize and engage together in games and crafts we will also be promoting active aging at our inaugural active aging week walk and fitness [00:56:25] Forum at the new Henrico Sports and Events Center. This event is sponsored by Dominion Energy and VCU Health. Individuals 50 and up will participate in fitness demos, meet with vendors who focus on health and well-being, and participate in health education classes. Thank you again. Henrico County seniors are a wonderful asset to our community, and we are grateful for your support. Final proclamation this evening is for Customer Service Week, and that would be October the 7th through [00:57:01] the 11th. For this proclamation, I'd ask our Fairfield District Supervisor, Mr. Roscoe D. Cooper, to present it to Kim Schenck, Bridget Cease, and Kim Downer from our HR office. All right, just you, Kim. Whereas customer service is an ever-changing process that is a critical part of the success of any organization, especially local government, and whereas the county of RICO is continually attempting to ensure that customer service remains an integral part of our employees' [00:57:40] daily lives and whereas the county's customer service initiatives focus on communication education training and recognition and whereas the county continues to be recognized locally nationally and internationally for the quality of service it provides to all its customers and whereas each county employee and county agency needs to continue to promote excellence in customer service as evidenced through continued leadership at all levels now therefore be it proclaimed that the board of supervisors of the county of wrinkle virginia hereby recognize the week of october 7th through 11th 2024 as customer service week and salutes and thanks each and every [00:58:20] county employee for the quality of service so willingly given to both the internal and external customers of the county signed tyrone nelson chair board of supervisors uh attest by tanya bracket clerk chair members of the board and mr manager it's indeed an honor for me to accept this proclamation tonight on behalf of all county employees. I know I'm short. Let's do that this [00:58:55] way. And I want to thank you for proclaiming October 7th through the 11th as Customer Service Week in Enrico County. Providing excellent customer service to our internal and external customers is at the heart of our culture. It's manifested every day because the people who work for Enrico County are engaged and committed to creating great experiences for our customers and for each other. We heard some of those here tonight. The Department of Human Resources has a rich history of providing organization-wide programs and training to support all employees in their journey within Ryko County including new [00:59:32] employee orientation for employees beginning on day one through efforts like our capabilities model which has inclusion and customer engagement as key components. Efforts like these and others allow our employees to anticipate respond effectively, and make decisions to meet our customers' expectations. [00:59:52] At times, our employees may need to adapt a process or procedure, practice transparency in providing information or reasons behind county decisions, or find new and innovative ways to serve our customers and to increase their satisfaction and build rapport with our community. [01:00:10] As the Manager of Organizational Learning and Talent Development, which is a division of human resources, I've seen firsthand the practical ways that our employees and supervisors put customer engagement into action. I see how they lead at all levels within the organization, and I've seen the innovation and commitment to provide residents with the best experiences possible, and I see it every day. [01:00:36] It is truly one of the things that makes Wico County a leader in Central Virginia, and I'm excited to have this week for all of us to thank our employees for their service efforts. We know that the customer service experience is a key component of the county manager's vision, so a special thanks go to you, our Board of Supervisors, and our county manager for your encouragement of employees and the many initiatives that support their engagement with [01:01:05] and service of our customers and residents thank you thank you we're now moving to our public hearings rezoning cases and provisional youth use permits yes sir mr chair the first case in the tuckahoe district 271-24 is forest avenue llc with a conditional rezoning request from b3 b2 business district b3c o3c and m1 light industrial district to umu pdc urban mixed plant urban [01:01:43] mixed-use plan development district. This site contains 52.41 acres. It's located at the northwest intersection of West Broad Street and Forest Avenue, and in this case, the applicant proposes rezoning for a mixed-use development with residential uses. Mr. Emerson. Thank you, Mr. Manager, Mr. Chair, members of the board. REZ 2024-100545 is an application to rezone 52 acres in the Reynolds Crossing office park. [01:02:17] Again, as the manager noted, from B2C and B3C, O3C, and M1 to UMU PDC, and that's quite a mouthful, to allow infill development guided by a unified master plan. The proposal would add approximately 1,500 residential units, along with new commercial and office spaces. [01:02:38] The site is located at the northwest intersection of West Broad Street and Forest Avenue. It's currently designated for office and commercial concentration in the 2026 plan. The property is also part of the county's enterprise zone. This property has been a crown jewel in the county for quite a while. [01:02:58] Initial development of the site began in 1967 with the approval of the Reynolds Metals office building, and it has since expanded to include a total of four office buildings, one hotel, a restaurant, and extensive surface parking lots. Access is provided via Forest Avenue, which is currently a private four-lane road owned and maintained by the Reynolds Crossing Property Owners Association. [01:03:25] Uses surrounding the subject site include the Crestview neighborhood and Crestview Elementary to the south, in addition to other office and retail to the east and west. As required for all UMUPD requests, the applicant has submitted a master plan to illustrate and describe the project at full build-out as part of the proffered conditions. [01:03:53] This includes information about the proposed mixture of uses, internal streets and streetscape design, parameters for building mass and placement, parking, landscaping, lighting, and signage, among other elements. The conceptual build-out plan reflects how over a 15- to 20-year period, surface parking areas and select existing buildings would be replaced by a grid street pattern, nine new buildings or building groups, new outdoor and indoor amenity areas, a multi-use trail, pocket parks, and a community event plaza. [01:04:28] This is otherwise known as smart growth. Basic statistics for each building are listed in this chart and include the use, mixture, height, residential unit count, square footage, and parking statistics. [01:04:48] Based on this, the completed development would have 1,485 apartments and 56 townhomes or condos on 26 acres, 31,000 square feet of retail, 551,000 square feet of office, a 250-room hotel, and nearly 3,800 parking spaces. [01:05:10] The new buildings would range from 4 to 12 stories in height, with the tallest along Broad Street and reduced heights near the adjacent neighborhoods. To allow for flexibility and to respond to an ever-changing market during a 10-year-plus development horizon, and probably more along the lines of 15 to 20, This conversion chart provides ratios to explain how the mixture reflected on the conceptual plan could be built as a different combination of uses. [01:05:47] For instance, as stated in the yellow highlighted column, 50% of the proposed commercial office could instead be built as residential. 100% of the townhome area could be something else and so on. So it allows the mix to move back and forth as the market demands. [01:06:06] This building placement chart sets the ground-level design of each block, building envelope parameters, site coverage and setbacks, including special considerations along Forest Avenue and West Broad. [01:06:22] Below the chart are also 20 design-related notes touching on various exceptions, additions, and unique scenarios related to these requirements. So, of course, this is a very well-thought-out plan, and it has quite a bit of guidance involved. [01:06:41] The second half of the pattern book provides numerous illustrative examples and related text to describe the intended architectural character of each area, exterior building materials, public spaces, natural areas, signage, and lighting, among other aspects. [01:06:58] In addition to the development assurances I've already mentioned, the pattern book and proffered conditions also include many other commitments, such as, and of course these are a few, they're not limited to them because it is quite a development package. [01:07:14] It has a density proffer, an aggregate density residential limit of 60 units per acre. Three-bedroom residential units limited to 5% of the residential total. You have a list of quality materials to be used on exterior building facades. [01:07:33] Buffers, including a 25-foot-wide transitional buffer along the site boundaries with Interstate 64 and West Broad Street. Under tree preservation, you have preservation of existing mature tree canopy along Forest Avenue. [01:07:51] You have a provision of an open space master plan. You have limitations on hours of operation, 6 a.m. to 12 midnight, and that's similar to your current B2 standards. There's also extensive provision of sidewalks, multi-use paths, and bicycle storage facilities for residents. [01:08:12] And also, you have parking studies, a traffic impact analysis, and a memorandum of understanding between the applicant and the county regarding the planned dedication of Forest Avenue for its conversion from private to public. [01:08:28] So, yes, Forest Avenue will become a public road and aid in some of your public transit that we've worked so hard for. While the addition of residential would not be fully consistent with the 2026 plan's future land use designations, the new office and retail components would be. [01:08:47] The proposal also supports numerous goals and objectives in the plan, including the revitalization of aging commercial corridors by encouraging more efficient land uses in places of unutilized surface parking areas, An approach successfully executed in other locations throughout the county, such as Innsbruck, Westwood, Willow Lawn, and those areas. [01:09:13] In addition, quality assurances and impact mitigation measures, which meet the high expectations for UMUPD, and provide compatibility with surrounding properties. For these reasons, staff fully supports this request. The Planning Commission, after September 12, 2024 meeting, recommended approval as well. [01:09:33] If you have any questions, I'll be happy to try and answer them. Thank you, Mr. Emerson. Do we have any questions for Mr. Emerson? All right. Hearing no questions, this is a public hearing. [01:09:49] Is there anyone here to speak to this particular case? Is there anyone on WebEx? There's no one to speak to this item. Mr. Rogish. [01:10:55] Wow, I think it was a second. [01:11:21] All right, motion made by Mr. Rogish, seconded by Mr. Smith. All in favor say aye. Aye. Any opposed? Thank you. Mr. Manager. Next, Mr. Chair, in the Verona District, 272-24 is H.H. Hunt Parkside LLC with a conditional rezoning from RTHC, a residential townhouse. [01:11:40] This is all to a C-1 conservation district, parcels located at the intersection of East Williamsburg and Whiteside Road. Mr. Emerson. Thank you again, Mr. Manager, Mr. Chair, members of the board. As the manager stated, this is an application to rezone 4.03 acres of the Parkside Town's residential development from RTHC Residential Townhouse District to C1 Conservation District. [01:12:08] This property is located behind the Chickahominy YMCA and across the road from the new Taylor Park. So I'm sure all of you are familiar with the location. Proffer number five of the original case requires any floodplain areas, rezone C1 Conservation District for preservation. [01:12:26] This request would fulfill that obligation. And just an explanation, one of the reasons that this always comes after the primary case is because the engineering needs to be done on the site to fully delineate these environmental areas. [01:12:41] And we request that they come back and rezone these for their protection. Staff supports this request, and the Planning Commission recommended approval at their September 12th meeting. If you have any questions, I'll be happy to try and answer them. Questions, colleagues? [01:12:58] I have no questions. Thanks for that short summary. This is a public hearing. Is there anyone here to speak to or against this case? Oh, I'm sorry. Did I ask this last time? Was there anyone on WebEx? I did ask. [01:13:14] There's no one to speak to this item. All right. If I forget, Victoria, just jump in and say there's no one to speak to this item. All right. I move that we follow the recommendation of the Planning Commission and approve REZ 2024-101-159-HH-Hunt, Parkside, LLC. [01:13:31] Second. Moved by myself, seconded by Reverend Cooper. All in favor say aye. Aye. Any opposed? Thank you. Mr. Mantra. Next, Mr. Chair, in the Tuckahoe District, 273-24, Grand Fitness Partners, LLC, with a request for provisional use permit under Chapter 24, the county code, that would allow for extended hours of operation for a fitness facility on a parcel located at the northwest intersection of West Broad Street and Horse Bend Road. [01:13:58] Ms. Moore. Thank you, Mr. Manager. As noted, this provisional use permit would allow Planet Fitness to operate 24 hours within the Office Max and Burlington Shopping Center on West Broad Street. The site is on B2 Business District, which necessitates the approval of the provisional use permit to extend hours beyond midnight and before 6 a.m. [01:14:21] Surrounding uses within the shopping center include Aldi Burlington Office Max and a vacant out-parcel property within the shopping center, and even behind it is predominantly business district. The Planet Fitness, this would be its third location in Henrico County, and we go into a portion of where Burlington Coat Factory is now. [01:14:48] There are six recommended conditions which are found in your staff reports, which are similar, if not identical, to those approved with the Planet Fitnesses to other locations that also have 24-hour operation in Henrico. One of the conditions, most notably, is requiring a security plan to be submitted and approved by the county's police division. [01:15:12] It is not foreseen that the 24-hour operation would have any adverse impacts on the surrounding uses and would be consistent with the 2026 Conference of Plans' recommendation for commercial arterial. It would also support the goals of the Enterprise Zone to encourage and reuse improvements of commercial spaces within this portion of West Broad Street. [01:15:34] Therefore, staff supports this request, and the Planning Commission recommended approval at their September 12th meeting. This concludes my presentation. I'd be happy to answer any questions you may have. Thank you, Ms. Moore. Colleagues, are there any questions for this particular hearing item? [01:15:53] Seeing a hearing no one, there's a public hearing. Is there anyone here to speak to this item? Is there anyone on WebEx? There's no one to speak to this item. All right. Mr. Rogus. Motion made by Mr. Rogus. [01:16:22] Is there a second? A second by Mr. Smith. All in favor, say aye. Aye. Any opposed? Thank you. Ms. Mantra. Next, Mr. Chair, 274-24, Jacqueline Bell with a request for a provisional use permit under chapter 24 of the county code to allow for a private reception and event venue on part of a parcel located at the northwest intersection of wilkinson and upham drive in this case planning commission voted to recommend approval miss moore thank you again the applicant wishes to operate a venue for private events within one of the tenant spaces in chamberlain farm shopping center the [01:16:59] site is mb2c district however the proffers that govern the shopping center restrict the uses to the b1 standards and the zoning ordinance and this requires a provisional use permit for this type of use this was to ensure that the tenants would be low intensity and compatible with the surrounding residential neighborhood the applicant envisions the tenant space which is approximately 1400 square feet in size would be an extension of their her daycare business which is also located within the shopping center it would be marketing mainly for children's birthdays and family events [01:17:37] events would take place between noon and midnight only the applicant plans to employ one professional security for each event and would also apply employ one other person to help with cleanup these have been included within the second record seven recommended conditions in your staff report the 2026 comprehensive plan recommends commercial concentration for the site it is proposed that would be consistent with this designation and with the conditions it is not expected to adversely impact the surrounding neighborhood therefore staff recommends approval [01:18:14] of this request and the planning commission recommended approval at their september 12th meeting thank you again thank you again ms moore any comment i mean any questions for ms moore now this is a public hearing is anyone here to speak to this particular case anyone here to speak to this particular case is there anyone on webex there's no one to speak for this item all right All right. Thank you. Reverend Cooper. [01:18:44] Ask 2024-101-255, Jacqueline Bell, with recommend conditions, listening to staff report. Second. All right. Motion made by Reverend Cooper. Seconded by Ms. Whitehead. All in favor, say aye. Aye. Any opposed? Thank you. Ms. Manager. Next, Mr. Chairman. Public hearings, other items. [01:19:01] 275-24 is a resolution for amendments to the fiscal 24-25 annual fiscal plan for the month of September. Justin? Thank you, Mr. Manager. Good evening, Mr. Chair, members of the board. These amendments were introduced at the September 10th board meeting and were advertised in the Richmond Times Dispatch in both the September 16th and 17th editions. [01:19:25] If approved, this resolution would amend the county's budget by $38.7 million. $6.8 million reflects the reappropriation of programs continuing that were approved in FY24 that are continuing into this current fiscal year. [01:19:44] And then $31.9 million represents the total for new amendments. As a quick summary for the public, $9 million of that is within the general fund. Of that total, $7 million is for our school system. [01:20:01] There's also $1.2 million for the Division of Fire. That includes non-firefighters. There's also $400,000 within the capital component of the amendments for an ambulance. all to be housed at Firehouse 10. [01:20:17] And then there are four positions for the Commonwealth Attorney's Office as well. There's $11.7 million requested in the Special Revenue Fund. The highlights here include the annual appropriations of funding from the Department of Housing and Urban Development for our Department of Community Revitalization, Grant agreement agreement payments and sports for our economic development authority and also new [01:20:51] Sports grants for our sports and entertainment authority and then eleven point one million dollars is being requested in the capital component and along with the ambulance I mentioned earlier there is two public works projects totaling seven million dollars funded with CBTA regional funds and then the a electric charging grant for $1.8 million. With that as an overview, Mr. Chair and members of the board, I'll be happy to answer any questions the board has at this time. Thank you, sir. We appreciate it. Are there any questions about this [01:21:30] particular resolution? No questions? Okay. This is a public hearing. Is there anyone here to speak to this particular item? Is there anyone on WebEx to speak to this resolution? There's no one to speak to this item. [01:21:47] At this point, Victoria, is there anyone on WebEx for anything? No, sir, but there are 10 individuals listening. Okay. Thank you, Victoria. You're doing such a great job. Is there a motion? All right. [01:22:04] Motion moved by Ms. Whitehead, second by Reverend Cooper. All in favor, say aye. Any opposed? Thank you. Mr. Manager. This time, Mr. Chair, I'd ask the board to add an item to the agenda by unanimous consent that I refer to under manager comments. [01:22:20] I've labeled the item 286-24. The item is titled Resolution Pedestrian Safety Streetlight Initiative. The resolution would establish a new initiative to identify, install, and maintain streetlights along high-priority safety corridors and intersections of the county. [01:22:40] The resolution includes an appropriation of $1.5 million of initial funding for the program. Thank you, Mr. Manager. The chair will entertain a motion to add Resolution 268-286-24 to the agenda. Chair, I move that we add Resolution 286-24 to the agenda. [01:22:58] Second. All right. Moved by Mr. Smith. [01:23:15] And 286-24. Second. Aye. Motion made by Ms. Whitehead. Second by Reverend Cooper. Any discussion on the motion? If not, all in favor say aye. Aye. The ayes have it. Resolution 286-24 is approved. Back to the agenda, Mr. Mantra. [01:23:31] Mr. Chair, 276-24 is the resolution for signatory authority amendment to memorandum of understanding and donation of real property. This is 5,900 Nine Mile Road in the Verona District. Mr. Lebo. Thank you, Mr. Manager, Mr. Chair, members of the board. [01:23:48] This board paper authorizes the chair to execute documents necessary to donate an unimproved parcel of land owned by the county known as 5,900 Nine Mile Road to Project Homes. This paper also authorizes the county manager to execute an amendment to the existing MOU with project homes relating to an adjacent property. [01:24:08] Project homes will use the property to develop affordable homes for residents of the county. The directors of rural property and community revitalization recommend approval of the board paper, and the county manager conclude. With that, I'm happy to answer any questions you all may have. Thank you, Mr. Lebo. [01:24:24] Any questions for Mr. Lebo about this resolution? Hearing none, this is a public hearing. Is there anyone here to speak to this resolution?
