Welcome to our October the 8th, 2024 Board of Supervisors meeting. We welcome you to our meeting. Reverend Cooper is en route, and so he should be with us momentarily. [00:07:26] Our other colleague, Ms. Misty Roundtree, formerly Misty Whitehead, will not be with us tonight. She is currently on her honeymoon, and she was married approximately 10 days ago. [00:07:49] So we told her that we'd hold it down for her until she returns, so she'll be with us at our next public meeting, but we'll be back in town, I'm sure, in the next several days. And so the manager, myself, my colleagues have been in contact with her, and so she knows what's happening in the county and at 3CHOP. [00:08:11] For those of you who are giving public comments tonight, they'll be given from the lectern in the back. For everyone who's watching the live stream of tonight's meeting on the county website, you can participate remotely in the public hearings and public comment portion of the meeting. [00:08:29] Simply go to the Board of Supervisors webpage at henrico.us forward slash supervisors. Click on Guidance for the Board of Supervisors meeting. Scroll down and click on WebEx event. and there a moderator will let you know when it is your turn to speak. [00:08:49] I want to ask that you stand and join us as we recite the Pledge of Allegiance and have our prayer of invocation. Join me real quick for a word of prayer. [00:09:20] Dear God, we ask that you bless our meeting tonight, bless these individuals that you have allowed, and through the citizens' vote, to be in these positions to make decisions for the good of our county. [00:09:37] We pray that our business will be pleasing in your sight. This is our prayer in your name. Amen. Mr. Mantra. Chairman, we have a request for approval of the September 24th, 2024, both regular and special meeting minute notes. [00:10:03] All right. Is that a motion? So moved, sir. Second. All right, motion made by Mr. Smith, second by Mr. Rogish. All in favor, say aye. All right. Any opposed? Thank you. Manager's comments, Mr. Manager. Mr. Chairman, I do have one brief comment. I'm going to ask our fire chief, Jackson Baynard, a lot of news regarding weather, hurricanes that have impacted North, South Carolina, Florida. [00:10:28] With one on the way, we do have some folks that have been deployed to a number of areas throughout the southeast. So, Chief Bannert, if you would provide the update, please. Yes, sir. Thank you, Mr. Manager, Mr. Chairman, members of the board. We've had numerous members of the fire department, emergency management, as well as the police department. [00:10:49] I've deployed all over, really, the East Coast since 925 Wednesday. Our first group was part of FEMA Task Force 2, which is based out of Virginia Beach. We had eight members deployed with that. They arrived in Tallahassee, did a bunch of work in Florida, and then they were transferred up to Mitchell County, North Carolina, sort of that Asheville area, where today, talking to Mark Kumashat, they've completed one of the assignments, which was searching a 40-mile stretch of a river in western North Carolina [00:11:24] for various things and reporting that back to the incident support team. From that, a couple days ago, we got a request as an agency to support a 10-day extension, which is unusual in the FEMA-USAR world for these teams because of the potential impact from the next hurricane that's expected to hit Florida. [00:11:46] As an agency, we supported that, as well as numerous other agencies, part of the task force. And they'll be likely leaving sometime tomorrow morning to head down to Florida-Georgia area where they'll be staged as additional resource. We also do have two other members of a mission-ready water package out of Virginia Task Force. [00:12:04] It's a 16-person team, two Henrico fire members on that one, and they are already in Orlando, Florida as of this afternoon prepared to begin water rescue operations as soon as they get the green light from any type of impact. In addition, the hurricane, we had Central Virginia incident management team members deployed down to Grayson County, Virginia, so extreme southwest Virginia. [00:12:33] They worked with local town managers and government officials to really try to bring some order, some chaos initially there. Food, water, electricity, everything was an issue for those folks there, damage assessments. Since then, they've returned after about an eight-day deployment for them. [00:12:51] We had Ralph Christian from HPD was over at the state EOC supporting operations there. Back home, too, we had Trevor Holmes, one of the police officers, took the lead as Central Virginia Incident Management Team Program Manager while one of the Chesterfield Program Managers was out for a swift water deployment. [00:13:10] He helped really coordinate all of the incident management team response efforts across the state. In addition, we've recently deployed as of Monday Doug Pine from an incident management team member down to partner up with FDNY's incident management team, then they're operating really in Asheville, North Carolina. [00:13:30] The FDNY team will be there for approximately 30 days, and as of a few minutes ago for this meeting, they just requested Doug Pine to stay until the 18th of the month. We just worked on approving that right now. So a lot of folks from police, fire, and emergency management are all coming together to provide support across the East Coast. [00:13:51] I'm happy to answer any questions. Questions, colleagues? Chief, thanks for what you're doing. and let your team know that we appreciate it. Yes, sir. Thank you, Mr. Chairman. No other comments this evening, Mr. Chairman. [00:14:10] Comments from our colleagues. No comments. We don't have any news media with us tonight in person. I'm sure they are watching. So thank you for covering in Ryko County. [00:14:26] Mr. Manchin. Thank you, Ms. Mantra. Next, Mr. Chair, 291-24 is an ordinance for vacation a portion of right-of-way. This is York Manor subdivision in the Verona District. Thank you once again, Mr. Manager, Mr. Chair, honorable members of the board. [00:28:57] This ordinance would vacate a portion of an unimproved right-of-way south of South Street and east of a reserve lot in York Manor Subdivision. The vacation is requested by 401 South LLC, the owner of the reserve lot. The right-of-way is not necessary for public transit. [00:29:13] The real property has processed its request of vacation through the Department of Planning, Public Works, and Public Utilities flat objection. The director of real property recommends approval of the board paper. County manager concurs. I'll be happy to answer any of your questions. [00:29:31] All right. Questions, colleagues? This is a public hearing. Anyone here to speak to this particular ordinance? All right. Is there anyone on WebEx? There's no one to speak to this item. All right. So move the ordinance. Second. All right. [00:29:46] Motion by myself. Second by Mr. Rogus. All in favor say aye. Aye. Aye. Any opposed? Thank you. Mr. Manchin. Next, Mr. Chair, 292-24 is an ordinance that would amend the code of the county for specifically to restrict truck traffic on portions of Old Washington Highway, which is in the Brooklyn District. [00:30:09] Mr. Hughes. Thank you, Mr. Manager, Chair, members of the board. Good evening. This ordinance amend section 22-126 of the county code to prohibit trucks, pickup or panel trucks and tractor trucks and trailers having a registered gross weight in excess of 7,500 pounds from using Old Washington Highway from Greenwood Road to the Hanover County line. [00:30:33] This route has been determined unsuitable for large truck traffic due to narrow road widths. Additionally, the road was determined to have viable alternative routes between major truck generators. The Director of Public Works recommends approval of the board paper and the county manager concurs. So happy to have any questions on this. Questions from Mr. Hughes. [00:30:52] This is a public hearing. Is there anyone here to speak to this particular ordinance? Seeing none, is there anyone on WebEx? There's no one to speak to this item. Thank you. Is there a motion? Mr. Hughes, thank you. One quick question. I'm sorry, Mr. Chair. [00:31:07] Mr. Hughes, this will be signed on the Greenwood side, and it will be signed at the Henrico line. Can you explain how the road doesn't end in Henrico, it ends in Hanover, and how it will be signed on the Hanover side? Yeah, I can explain that. So the restriction, I guess, legally will only apply in Henrico, but we have been working with Hanover County and VDOT in advance. [00:31:27] So before you would actually turn down Old Washington, there will be signs letting them know that there's a truck restriction. And is there a difference in truck GPS and regular person GPS? [00:31:45] Technically, yes. So truck dispatchers do use a truck network. However, sometimes the truck drivers, we found, are using actual GPS. So, yeah, there is a difference. Sometimes they do use regular Google Maps. Your phone doesn't know if you're in a car or a truck. [00:32:02] But this would allow enforcement, right? Yes. Thank you. I appreciate the quick work on this, Mr. Hughes. Please thank your team. [00:32:09] Mr. Chair move the ordinance. All right motion made by Mr. Smith second by Reverend Cooper all in favor say aye. Aye. Any opposed? Thank you. Mr. Manager. Next Mr. Chair his public comments. This is a time where individuals may address the board of supervisors on any item which is not on the agenda. The board does ask that you begin your comments from the lectern in the back and limit them to a five minute time period. I do have two individuals that have signed up. The first is Mr. George Rosenberger. Mr. Rosenberger. [00:32:42] As indicated, my name is George Rosenberger. I reside in the Tuckahoe District. I worked for approximately 40 years as an attorney in local government in another state. [00:33:04] I'm here to thank you for your service, for the supervisors, the administrators, the people that work in Henrico County. And why I was prompted to do this is for an article that appeared in the Times-Dispatch about a month ago. And somebody was questioning whether or not it was appropriate to refer to doing things the Henrico way. [00:33:25] I've lived in the Tuckahoe District for 11 years now, and when I went to graduate school, I lived on Patterson Avenue, and I really didn't know anything about local government at that time. But having worked in local government for 40 years and having sat here for approximately half an hour and listening to what this county has to deal with and what you all have to do And the way in which it gets done is the Henrico way. [00:33:52] And I just feel very blessed to live here. About less than a year ago, there was a significant water main break on Gaskins. And it required traffic to be directed. And it inconvenienced me by about two miles. [00:34:08] And I was questioning why the road had to be closed in the direction that I was traveling. It didn't seem like it should have impacted the road. So I contacted my representative, Mr. Rogish, and within less than 24 hours, probably about 12 hours, I received a detailed email from somebody in public works, probably the director of public works, explaining the entire process and what had occurred and why it had occurred. [00:34:38] That kind of service doesn't happen without great oversight and supervision. And I want to compliment you for the people you hire and the way you run this county. like I said I've only lived here for 11 years I don't know the experience of the person that questioned the phrase the Henrico way but I want to thank you all particularly the elected representatives because when you stand for election you risk your reputation and then when you get elected to serve you give up so much you sacrifice hours and hours and hours dealing with the details as an attorney that worked in local government I have some [00:35:17] understanding of the process particularly zoning processes and the smooth way in which the board is handling things just in the little time that i've seen here i know what happens in the background all the work that has to be done by the public employees and choosing those employees and motivating them and keeping everything organized uh particularly your administrator i don't know how one human being can can do this henrico county is a huge complex place and there are many many [00:35:49] issues that have to be resolved and i just want to thank you all for serving thank you thank you sir uh i also have mr richard wolf mr wolf are you here my name is richard wolf i live at 8907 Wattenington Road, which is in Tuckahoe District. I want to thank you all for the opportunity to address the full board about my concerns with community blight caused by commercial businesses [00:36:27] using our public land for advertising their businesses. This community blight is litter, but not the kind that is just tossed out, carelessly tossed out of the car window. This is litter that is purposely placed on public land by our businesses, and sometimes by businesses that don't even have a license here in the county. [00:36:52] I'm sure y'all drive by these violations every day. They're so obvious, we just take them for granted. But other communities of our size, like Virginia Beach, like Roanoke, Chesterfield County, they don't seem to tolerate these kind of violations. [00:37:15] We have county codes in place to stop this litter, but our county administration does too little, too late to enforce those codes. I wanted to give you some examples of the codes that are being violated. [00:37:31] I hope you all have a handout of what I have. I can't make it -- I realize that I can't make it in five minutes, so I'm going to have to skip through some of this. [00:37:46] But I did want to touch on the different type of violations that we have that go across the entire county, all five districts. One of the most blatant was early this year when a used car dealer opened shop in Tuckahoe on Broad Street. [00:38:10] You can see the first picture here of Broad Street. That's a disgrace that we don't have sidewalks along Broad Street there. That's on the bus stop side of Broad Street. But to have a business, 12 large sale banners on public land, right where the pedestrian walkway should be, it's just intolerable. [00:38:37] But also intolerable, in my mind, was the slow response that the county did in trying to bring this business into compliance. In fact, the business closed before it was in total compliance. [00:38:54] The next three slides have to do with just some other examples of tire stores, of fast food restaurants, and then finally of developers that violate our county codes by installing their signs on public land. [00:39:20] And developers do that consistently on weekends. In January, there were 67 of these large signs that are on wood posts that were littering our streets from Broad Street over to Patterson. [00:39:40] I think that can be enforced. If you'll turn the pages, you'll come to my list of common code violations for business signs. These are straightforward. [00:39:56] They're not all that complicated, and I just listed some here. I don't have time to go through them line by line, of course. But it's very clear that all of the examples that I've had up to this point were all in violation of these codes. [00:40:18] I'm concerned that the codes aren't being forced, but they also need to be enforced timely. And that means when they're not enforced timely, you can see by the next slides where, over time, a sale banner that looks fine at first falls over. [00:40:48] Banners that look okay at first fall over. The other factor on time is that the longer they're up, the copycats come along. You have a banner that's up on a nice corner on Broad Street with high visibility. [00:41:05] Along comes a second banner, then along comes a third banner, and that was the purpose of these. Okay, I've met with the county administrators on this. I've sent them emails. I've met with them three times. [00:41:23] I've also met with my county supervisor. The thing that I hear from all these sources is two things that I want to highlight here. One is keep in mind Henrico is a business-friendly county, and then also we don't have the bandwidth to deal with this. [00:41:49] Let me address the business-friendly county. I'm business-friendly as well. I want to live in a county that has businesses. But what is business-friendly? It means to me to have codes that promote the overall community good and then also codes that are uniformly and consistently enforced. [00:42:12] Otherwise, if they're not enforced, then you have situations that I show on the next slide of a mattress company. They have four locations on Broad. [00:42:28] There are at least six others on Broad Street. You let someplace like this company that any time during the week, and especially on weekends, you're going to find two of the four of their locations in violation. [00:42:46] That's not fair to their competition. Mr. Wolfe, I'm sorry, just if you could, you're just over six, six and a half minutes. I'm sorry, I did not. You are, you are about a minute and a half over. [00:43:03] We'll give you another minute to wrap it up, if you don't mind. Okay. All right. Okay, the last thing is bandwidth. They, the department says they need to hire more people. They have vacancies. They've been saying that for a year. They'll be saying that two years from now. [00:43:19] I feel that we could have 15 additional people involved in this if we engage the Cape Henrico Beautiful Committee. [00:43:36] They are responsible people that you've all appointed to this committee. Part of their reason for existence is litter and environment, but these people could be the eyes and ears of the committee. [00:43:53] And I've suggested this to my county supervisor, and I feel that they can be involved in making sure that the codes don't just continually, we just don't have this type of litter in the future. [00:44:21] And by the way, I have put in a request to my county supervisor in three emails to be on the committee, but I have not heard back up the final on that. Um, if, since the issue goes across county, uh, across district lines, if the three seats that, uh, are now filled, if those members are, uh, able and willing to continue, maybe [00:44:51] you could consider a, um, committee seat, uh, for, um, the large, um, for, um, uh, for the overall committee. [00:45:08] Okay. Um, any questions? Thank you, Mr. Wolfe. I think the input's been received. Are there any other speakers that wish to address the board this evening? Is there anyone on WebEx that wishes? [00:45:28] Yep, come on up. There's no one. Yes, yeah, come on up. Yes, sir. I'm sorry, I didn't see you. Well, first off, Mr. Fatoglis, I'd like to thank you for taking care of a problem for me about a decade ago. [00:45:52] I have congestive heart failure, and the railroads were parking trains across the road between my house and the hospital. And you took care of that, apparently. [00:46:08] It stopped happening. I couldn't even find a number to call the railroad to ask them to please, you know, do something. But you took care of it, and I thank you for that. But since then, I've been trying to get a hold of you on the matter. And in about a year and a half's time so far, I have not been able to break through your wall of assistant managers and whatnot. [00:46:41] I am having a serious problem with the Department of Revitalization. I have tried to get some kind of criteria explained to me in detail about how I can comply with the county code in these matters. [00:47:16] And so far, at least three times the county has come in and destroyed my lawn and my mother's wildlife garden that she had for decades before she died. [00:47:35] And I have tried to speak with so many different people about this, and I get nowhere. They don't want to listen to me. [00:47:53] I get lied to by some of them. It's incredible. The agents claim that they're doing what they are doing with a summons. [00:48:11] I asked to see the summons. The agent said he'd left it on his desk back at the office. So three times I have yet to see a summons. They show up with a lawn service with mowers. [00:48:31] It's like an army of people just roaming all over my property with weed whackers and mowers. And the regulation calls for grass to be no longer than 12 inches. [00:48:51] Well, they mow it down to carpet height. My yard becomes a putting green. I think that they should mow it to 11 3⁄4 inches, which is what the code allows. [00:49:09] The grass is rarely that tall. You need some time. Your time is going, so just keep time. [00:49:24] All right. I have tried to contact the county to find out which grasses they allow over 12 inches and which grasses they do not allow over 12 inches, and they won't tell me. [00:49:41] I have liriope, for instance, monkey grass. It's a decorative grass on my lawn. They mow it down, like I say, to carpet height. I have other grasses. [00:49:57] They tell me that ornamental grasses are fine. I can show you ornamental grasses all over county property, or what they call ornamental grasses, And they won't tell me what varieties of those grasses are legal in Henrico and which aren't. [00:50:17] And I consider that to be against the Constitution. It's unconstitutionally vague. It allows for discrimination. And they also cannot define for me what a weed is. They're calling every wildflower on my property a weed. [00:50:39] and i'll bet you right now you couldn't find a dandelion on my property not one dandelion i don't really have weeds i pull them up i poison them my neighbors have weeds they don't seem to care about those it's only mine i think they're discriminating against me i don't know if it's because of my age and they can they can bully me around or what but i guarantee you i'm not being [00:51:14] treated fairly i've got another neighbor who has tires in their yard full of mosquitoes they do nothing sir let me um you see the gentleman with the yellow tie and the blue terrell will you give him your name and number um i'm being given some a little bit of conflicting information but i'd like to call you tomorrow if possible okay have that conversation i think there's a little bit misunderstanding i think there's a lot of misunderstanding you know what is allowed what's [00:51:50] not but let's let's talk because i think this can all be easily resolved or not depending on what's happening on that property but just like i did 10 years ago i'd be more than happy to sit down with you and talk to you i'm sorry you've had difficulty getting through um but you know this is uh i think Well, Terrell, if you would get this gentleman's name and number, that's okay with you. [00:52:16] I would like for you to know that I manage a butterfly sanctuary on that property. Okay. I raise plants that are the sole food of an endangered species, and I've got photographs of them inside my house where I have protected the caterpillars until they build chrysalises, turn into butterflies, and I release them. [00:52:39] And nobody in the county seems to care about that. Well, let's see what we can do, okay? If you would just begin by giving Mr. Hughes your name and number, and I will call you tomorrow and see what we can do about the butterflies. Okay. I would certainly appreciate it. [00:52:55] All righty. Is there anyone else that wishes to address the Board of Supervisors this evening? Anyone on WebEx? There's no one to speak on WebEx. Okay. Mr. Chair, as we move into the general agenda, just a reminder, the Board did approve the first item, 293-24, So we would move on, and actually, the next four items, Mr. Newby sent you a letter regarding these introduction of ordinances that either came out of the board retreat [00:53:30] or the last one is a required compliance with state code. So the first one is an introduction of ordinance 294-24. This would, Mr. Romanello, you want to come forward? [00:53:47] This is the Technology Zone Establishment Incentive of the Code of the County of Henrico. And Anthony provided information to you at the retreat regarding, you know, what this does. But in summary, just a repeat for folks that may be here. [00:54:04] Thank you, Mr. Manager. Good evening, Mr. Chairman, members of the board. Two years ago, the County Board of Supervisors adopted the Technology Zone for the greater Innsbruck area. This has helped us in revitalizing and bringing in new corporate services tenants into the county. [00:54:23] Because of the success of that and because of the changing nature of work and in trying to maintain the quality of our office stock, we recommended to the board at the retreat that the technology zone be expanded to include all business, all office buildings in the county. [00:54:39] The threshold remains the same million-dollar investment and at least 10 new jobs. So the Department of Finance has an office classification, and with the approval of this ordinance, this would apply to all offices in the county and help us continue to serve our corporate services sector. [00:54:58] I'd be happy to answer any questions. Questions for Mr. Romanello? None. So this is 294-24. Are we going to just run down? Was that just about 294-24, or this is about the next couple? [00:55:16] This is 294-24, so if you would try to mention it. Okay. All right. So is there a motion? All right. Motion made by Mr. Reverend Cooper, seconded by Mr. Rogish. All in favor say aye. Aye. Any opposed? Thank you, Anthony. [00:55:33] 295-24 is an introduction of ordinance. This would amend and reordain section 20-81. This is for the partial exemption of rehabilitated, renovated. This is all commercial and industrial structures. Sheila, this was discussed at the retreat. [00:55:51] want to provide just an overview for anyone that may be here for the first time yes sir thank you mr manager and good evening mr chairman members of the board this item would expand the current commercial tax rehabilitation credit program that provides real estate credits on rehabilitated or replaced commercial buildings with this ordinance we are applying that same concept to office Buildings that exceeds 60,000 square feet or larger for a 15-year period rather than the current seven These buildings in conjunction with the ordinance you just heard if that one is approved [00:56:27] then buildings of 15 years or older would qualify for this program as Provided that their assessed value increases by 37 30 percent the executive director of the economic development authority and myself recommend approval and the county manager concurs all right thank you is there a motion to accept the introduction of the ordinance so moved sir second all right motion made by mr smith second by mr rogers all in favor [00:57:03] say aye aye any opposed motion passes thank you miss minor uh 296-24 also an introduction of This would add Article 7 to the county code This also came out of the retreat to weigh building permit fees and other local fees for affordable housing Developments. Mr. Leba. Thank you. Mr. Manager. Mr. Chair members of the board This board paper establishes a program to incentivize the development of affordable housing Qualified affordable housing developments will be eligible to receive waivers of fees for building permits and planning fees and planning applications [00:57:39] To qualify among other criteria the development must consist of single-family detached homes or attached dwellings that serve households with incomes between 60% and 120% of the area median income and also provide continued affordability beyond the initial purchaser as the manager mentioned This program was this was discussed during your Board retreat and the directors of finance and myself recommend approval of the board paper and the county manager concurs with that I'm happy to answer any questions you all may have. [00:58:08] All right. Any questions for Mr. Lebo? None. All right. Is that a motion? You know what? I do have a question for you. What is the average? [00:58:28] So I saw this speculatory piece about us spending $250,000 per home with the land grant and then waiving fees and permits. [00:58:50] No, so we've received two applications to date through the trust fund program where those applications were requesting about 80,000 per lot plus but another twelve to fifteen thousand dollars in fees Which would be water connection and sewer connection fees as well as it's planning and building permits. Okay, nowhere near 250 that I'm aware. All right. So I just I'm glad you said that mr. Libo again. So first of all, let me so this is good. Thank you First of all, there's no one developer who is building the lots for their affordable homes [00:59:28] These are these are these are Developers who have to apply. Yes, they're not hand-picked. We We didn't go out and promise a certain amount of money to a particular group if a developer is developing a project and And they want to build affordable homes there, then they apply for the money, correct? [00:59:55] That's the way it works. Absolutely correct, sir. There's a scoring system in place, so they have to compete with other projects based on a number of factors. Okay. So you're absolutely correct. So it could be XYZ development group. As long as they have five years' experience and have built and sold at least 30 homes, any developer or builder could apply. [01:00:16] All right. And so this is on the record. Yes, sir. I mean, we're saying this right now at a public meeting. You've had two applications that come in, and so you said about $80,000 for the land, pretty much. And let's say on the high end, $20,000 for the fees and permits. [01:00:37] So you're talking about $100,000? Yeah. Possibly. That's what we're seeing in the applications. Okay. All right. So $100,000 into $60 million is quite a few lots. Trying to do $150 a year. Yeah. Yes, sir. [01:00:52] Okay. So it's just so many, you know, just so much misinformation out there. And just, you know, thankful that we can just get the real answers. Anybody else have any other questions? All right. So move the ordinance. All right. [01:01:08] Motion made by myself. Second by Reverend Kupal. In favor, say aye. Aye. Any opposed? Thank you. Mr. Manager. Next, Mr. Chair. Also an introduction of ordinance. This ordinance would comply with state changes in state law regarding short-term rental registries. [01:01:24] Mr. Newby. Yes, sir, Mr. Chair, members of the board, Mr. Manager, this is the last state law change to come before you this year. This new state law requires the operator of each short-term rental who is a lessee or sub-lessee, in other words, someone who's renting a house and then using it as an Airbnb. They will now be required to provide an attestation that the property owner has granted permission for the property to be used as a short-term rental, i.e. an Airbnb. [01:01:49] We're bringing this forward now because it'll come forward at the same time as a zoning ordinance change that Mr. Emerson discussed at the retreat. be happy to answer any questions. All right. Any questions, colleagues? Hearing no questions, is there a motion? So moved, sir. Second. All right. Motion made by Mr. Smith, second by Mr. [01:02:11] Rogan. Shall all in favor say aye? Aye. Any opposed? Thank you. Mr. Manager. Next, Mr. Chair, 298-24 is the resolution. This is an authorization for acceptance of Virginia Department of Health grant. Mr. Chan. Thank you, Mr. Manager. Mr. Chairman, members of the board, good evening. [01:02:30] This is an authorization for the county manager to an ex to accept a grant from the Virginia Department of Health to reimburse the county $750,000 for a lead service line replacement project Which includes building a lead service line inventory throughout the county This project will help complete removal of the public and/or private portions of [01:02:55] lead service water lines. The grant of $750,000 will reimburse a portion of the cost of both building the inventory system and the subsequent replacement work. The grant is available through VDH's Drinking Water State Revolving Fund Program. Funding is provided under the Bipartisan Infrastructure Law. With that, I'll be happy to answer any questions that you may have. [01:03:24] Thank you, Bentley. Are there any questions? Can I get a motion? Assembly resolution. All right, second. Motion made by myself, second. I mean, motion made by Mr. Rogan, second by myself. All in favor say aye. [01:03:42] Aye. Any opposed? Thank you. Next, Mr. Chair, 299-24 is a resolution for acceptance of roads both in the Tuckahoe and Three Chop districts. Mr. Hughes. [01:03:57] Mr. Manager, this board paper would accept Tuckahoe Club Court, Bacova Club Court, and Woodson Hills Court into the county road system for maintenance. The Director of Public Works recommends approval of the board paper. Any questions for Mr. Hughes? [01:04:14] Sure. All right. I'm hearing there's some tension about this resolution. I think we need a roll call vote on this one. Ms. Plotka, can you lead us on a roll call? I'm just messing with you. [01:04:34] Thank you. Thank you. Thank you for being here with us tonight. I just want to make sure you were prepared. Tanya is not here tonight. We thank you for somebody putting me up to whether or not you were ready for a roll call. [01:04:51] Were you ready? She was ready. You were ready? Okay. All right. Yeah. Since you're ready, go ahead. Take us to the roll call vote. Perfect. You got to have a no vote in order to do a roll call. All right. [01:05:06] Yeah. I'll oppose. On behalf of my colleague from Three Chopped and myself, I'll move the resolution. Second. All in favor, all in favor. Aye. Any opposed? [01:05:22] I'll oppose. Yeah, I'll oppose. So now we do a roll call. Yeah, I just hope Misty don't get back and say what in the same year happened while I was gone. Go ahead, give us that roll call. Mr. Chairman? [01:05:42] Oh, oh, I changed my vote, yes. Yeah, but keep going. Yes, I'll vote for it. Aye. Yes. [01:06:04] All right. So motion passes. Yeah, motion passes 4-0. Thank you. Thank you for stepping in and doing that. Any more business tonight, Mr. Magic? Not tonight, Mr. Chairman. Colleagues, anything? No, sir. All right. Meet me adjourned. They put me up today. ---------------------------------------------------------------------- Coraggio Consulting · aguyonx.com
