[00:09:52] God, we thank you for blessing us with this day. It's a gift that you've given, and for that we are grateful. We thank you for each person present who have the responsibility of governing and advancing the purpose of our county. I ask that as we sit high, that we always look low. [00:10:12] We represent our constituents, but we walk with them. Be with us as we make decisions, determinations, and discernment about direction that we need to go in. And for that, we give you thanks in advance. In your name we do pray. Amen. Thank you, Mr. Mayor. [00:10:37] Chairman, we have a request for approval of minutes from the October 8th, 2024, both regular and special meetings. So moved, sir. Motion made by Mr. Smith. Second by Reverend Cooper. [00:10:54] All in favor say aye. Aye. Opposed? Mr. Chairman, I'd like to ask Barbara Weidman and Alex Hamby to come forward. So for those of you that are in attendance and maybe watching online, this is a note for our public library, another recognition, if you will. [00:11:18] So Henrico County Public Library was honored to be recognized recently with the Virginia Public Library Gold Standards of Excellence Award. And a plaque was presented at the Virginia Library Association Conference. [00:11:36] Barbara and Alex were both there. You know, it seems like you're up here or in work session frequently, whether it's, you know, with a new library design or what you're doing. In children's sections, it has been picked up by many other library systems. [00:11:55] I just want to say thank you once again for, you know, your thought, your vision, and the way you are incorporating libraries into our communities to do so many things that libraries didn't do just a number of years ago. So mr. Chairman members of board Alex and Barbara, thank you. Mr. Manager of mr. Chair members of the board We are very grateful for the support that we receive from the board the county and the public our libraries are very strong This was a new award developed by the Virginia Public Library Directors Association And as was mentioned we received it last week at our state library conference [00:12:34] It is standards that have been established for libraries across the state of Virginia And we are very pleased that we did receive the highest level gold this year So thank you very much and thank you for the ongoing support. That's why we can do what we do Callahan for also attending in Norfolk our our state conference to accept the word on our behalf We really appreciate her attendance. Thank you, Monica [00:13:05] Chairman I have two other comments and these involve tenured employees and service for our county. I'm going to ask Marianne Sildano to come forward. So Marianne and John Zanino, if you could join her. Marianne is a county planner with the Division of Recreation and Parks. [00:13:30] She works in the history section where her days are filled with the review of any request that goes to the Planning Commission. Her reviews include site visits, assessments, and reports on the impact of commercial development, demolition, or rezoning as they relate to historical and archaeological resources, battlefield, earthwork sites, parks, or cemetery sites. [00:13:56] She began her career with recreation and parks in 1978 as a recreation instructor. She was promoted to recreation field supervisor in the after-school program, formerly offered by the division at the end of that program she became a technology support specialist within the divisions research and development team in that role she assisted with the publication of several history books as well as heading up a cemetery inventory for the county due to specialized [00:14:29] planning skills due to the specialized skills involved she was eventually reclassified as a county planner additionally contributions include program assistance research requests and writing articles on neighborhood histories for the history newsletter mr chairman members of board uh staff and attendance maryann's contribution over the last 45 years have varied have been varied and vast her dedication to the organization as well as [00:15:04] the ownership that she takes with each project have defined a unique and essential position that only she has held her thorough research and documentation skills continue to be a valuable resource of information for internal and external customers alike maryann will also be recognized by having her name on the county manager's plaque that recognizes 45 plus years of service that we have in the administration building maryann thank you for your service incredible 45-year record [00:15:41] First, I'd like to accept this as a tribute to my late mother, and also to the county management, to the directors that I've seen through the Division of Recreation and Parks of the Year, as well as our current director, for giving me the opportunity to have so many career opportunities that I've had coming through the county system. [00:16:18] And it's been a joy for me to be able to work with the county and with all the county employees that I have met through the years. So thank you very much. Thank you. I'd like to personally thank Mary Ann for all the work. [00:16:43] She often keeps me on task with the rezoning and the comments of our department. She's known to send me some reminders saying, hey, we need to get that out. So I know she's done many things for the department and have you as long as you want to stay. [00:17:01] Now, Mr. Chairman, members of the board, you will have on your calendars during November a recognition for a number of retirees that have retired between August and the end of January 2025. [00:17:24] We'll do that recognition at the Sports and Events Center, and it'll be an afternoon with families and loved ones that are invited. And we do have a number of high-ranking county officials that have already announced their retirement. [00:17:44] I'd like to ask Lee Tyson to come forward. We recognize Greg Revels later this year, and we have Kim Johnson from police that is being recognized later on the agenda. But Lee, affectionately, I've been calling him recently Lee Jay. [00:18:06] He told me the story about his dad and you know a nickname that he had for Lee Growing up, but he will retire this winter after 22 years of service to our county And Lee has been our director of community development permit center for 17 years And prior to that he served five years as a planner in our comprehensive zoning department He also served for 10 years as the planning director for New Kent County and had been a planner there prior to that. [00:18:42] At that time, his boss was the New Kent County Administrator, who I do not see in the—there he is—who was our own planning director, Joe Emerson. So, small world. Lee received his Bachelor of Arts and Master of Urban and Regional Planning degrees from VCU. [00:19:02] During the last 15 years, he's also been an adjunct faculty member in the Wilder School of Government and Public Affairs, teaching introductory planning and urban public policy. He's a certified planner through the American Planning Association. He attended the University of Virginia Senior Executive Institute in 2014. [00:19:22] I think you were the first ones, one of the first ones after yours truly went through. So thank you for doing that. But on the personal side, Lee and his wife, Susan, intend to spend more time with family and enjoying retirement. I know you hate this, but I'm going to keep reading it. [00:19:39] His daughter, Lily, is just beginning her first year teaching in the Nashville, Tennessee area. Who have you been speaking to? Megan and Nicholas live in the Richmond area. We do our homework. So, Mr. Chairman, seriously, this gentleman was one of the first agency heads as a new county manager that I really felt comfortable with. [00:20:04] He has done everything to support Enrico County over the years. And I can't tell you how many county administrators and other localities have come through and looked at the permit center to see what Lee and his staff have done and how they continue to do it. [00:20:20] So, Mr. Tyson, what was your assertion? We don't accept this resignation. You're going to have to talk to my wife about that. Make a motion to reject this resignation. Reverend Nelson, members of the board and Mr. Manager, thank you so much for all the support that you have given our little agency that could. [00:20:40] We are 16 people, and I did some back of the envelope figuring today. And since I became the director, we have answered 264,000 inquiries from the public about what they can do with their property what the conditions are for their building and have issued almost 75,000 permits and we did it every day to the best of our ability i cannot stand here and tell you that we never messed up and got something wrong but we tried and we've tried our [00:21:18] best uh john was referencing the senior executive institute and one of the speakers there said you there was a part of the athenian code where your object as a citizen was to leave a place better than you found it so while i accept this recognition the lion's share of it goes to my staff they are the ones that work for you and do the job so to the extent that this is for me i appreciate it i [00:21:51] also appreciate it thank you on their behalf hey lee lee thank you very much will you come on up i [00:22:05] I think the, let's, let's, yeah, before, before Lee comes up, I do, um, I permit center, center for the past, I know past decade, you know, I've been here for a little over a decade, um, is the envy of the region and seriously, it's, you know, your law, I mean, your retiring is going to be a loss for us and thank you for training up your folk, being a professional, um, and doing the things that make us look good. [00:22:38] It is the permit center that we are often recognized for. And so we say thank you. Thank you very much. I appreciate that, sir. And Lee and Mary Ann, if you would both come up, I think the board would like to say thank you just personally. [00:23:50] Was that it, Mr. Mitchell? Yes, sir. All right, colleagues, are there any comments? I do, Mr. Chair. I'll be brief. I just want a couple really quick ones. One, I want to publicly thank a few of our local elementary schools. [00:24:06] I've received an invite from Springfield Elementary and Glen Allen Elementary's fifth grade in the last week. I want to thank the manager and Deputy Chief Clevert and Chief Bainer, Chief English, and Executive Officer Burnett for joining me. And Stewie has made an appointment, made an appearance at both. [00:24:23] Folks, in the last three or four days, we met with 110 fifth graders in each school, more than 200. These kids knew more about Henrico County government than a lot of folks in the public do. And I want to specifically state to the public who is listening today and the folks in our schools to continue to do that. [00:24:45] Like the involvement of our police and our fire and our sheriff's department, you know, and the environmental discussions that we had with fifth graders as they learned government is super, super important. They were knowledgeable, they were engaged, and it was pretty awesome. I will say they topped every meeting that I had this week, those two. [00:25:03] So I want to thank them and encourage our schools to continue to invite us to those opportunities. And two, and I'm sorry if any of my colleagues were going to mention this, but today we held a press conference with regard to pedestrian safety in this county. And specifically in these fifth-grade meetings, we referenced Halloween next week. [00:25:21] And I just want to make a point, ask our public relations folks to do so. I want to thank the county for these woe vests that we've been giving out. hundreds and thousands of them dropped off at schools and kids if you're listening please wear these things next wednesday because you will be out in the dark enjoying halloween um but i would love for us to continue the push for pedestrian safety with these woe vests and the messaging so mr manager mr chair thank you thank you so i just wanted to um one say it's great to be back i i [00:25:54] missed y'all a little bit. I did watch the meeting afterwards and noticed my presence. It was felt, I could tell. But thank you for holding down the fort, especially because I did have a couple of three-chopped cases. So thank you to my colleagues. And also specifically wanted to thank, I don't know if it's PR or who in the county, but I say this with all sincerity, I recognize that my decision to get married and change my last name caused extra work for people. And I was just astonished that [00:26:30] the names and all of the emails and all of the information had been changed before I even had started saying Roundtree in my own head to get used to it. So just the efficiency of staff continues to blow my mind. And that was just personal to me on that. I see it all the time. But just in relation to me deciding to do something crazy and get married and the work that that caused. [00:26:55] I'm just very grateful to any Henrico staff person that had that extra work thrust upon them. I will try to make the marriage last because of that effort. And then lastly, I just wanted to say that I got to witness our fine Henrico fire department this morning, quite by happenstance. [00:27:16] I actually was at the hospital or at Parham Doctors for an appointment and stepped out to the car and there was a fire. There was a blaze, a big, a big fire. It appeared to be very big. Once I got closer, it was a large dumpster, a literal dumpster fire. [00:27:34] And I texted, I took a picture of it and I texted Chief Baynard and said, hey, do you guys know about this? And he immediately responded. within five minutes there the first trucks were arriving on scene and just within I think four minutes because I took pictures after that it was under control and it really was just as a spectator incredible to watch the the efficiency the speed the professionalism they just got on that thing like it was a four alarm blaze and you know all jokes aside it was right in front of an apartment complex and a vehicle parking lot and there were a number of vehicles [00:28:11] right there beside it so it was very impressive to watch so kudos to your folks that are folks that came out so quickly and did such a great job it was very reassuring to know that it was handled so quickly so i just wanted to give that shout out to hfd thank you mr chair all right anybody else so i had a couple of things first of all i want to um recognize i don't know if we said anything but um commonwealth attorney shannon taylor lost her father a couple of weeks ago and they did lay him [00:28:45] to rest on saturday so i did want to go on record letting her and her family know that we have been praying for praying for her family thinking about them during this time um and know that county leadership is um is here if you need it in some way also yesterday uh i had two community meetings And, um, and we also had a ribbon cutting, um, uh, Reverend Cooper and myself, uh, county managers, some, some of our staff were out at the Henrico sports and entertainment center, [00:29:24] um, for the expansion, um, of GRTC, uh, transportation transit. And yesterday we announced that we're adding 36 more, um, bus stops and, um, covering another fifteen and a half miles of coverage in Henrico County so that's a good thing so we're excited about that and you know having two community meetings one at 10:30 one is 6:30 and I have six different department heads well five [00:30:02] different department heads and then we had GRTC there it's just a reminder of how talented our County leadership team is and you know how how good the departments are run and the people that work in them it's just a reminder yesterday listening to all the good stuff that's happening with public works and public utilities and wrecking parks the registrar's office and who am I [00:30:32] forget early voting police and police yes so thank you early voting has been we have tomorrow to be 13 days left and so I just want to shout out our registrar's office I think Mark Coakley reported on yesterday that almost 40 percent of the voters in Henrico County have voted early as of yesterday um we had uh almost 44,000 um as of sunday almost 44,000 ballots cast [00:31:10] all right and almost 31,000 of those are in person and so we have two early voting locations the western government center the eastern government center and as of yesterday the library for the next two weeks we're monday through saturday and up through november the second so if you have not voted yet and you choose to vote early and henrico can do so any day but sunday over the next two weeks final um announcement and all of my colleagues haven't heard this so [00:31:45] um i have a challenge um my colleague ms roundtree um mentioned her name change and um we're going to be serious about making sure we don't mess that up because if we do i'm challenging my colleague for every time you call her Misty Whitehead and not Misty Roundtree and staff. This is staff. The county manager just mentioned staff so this is, this includes all of you. A $50 donation to the Henrico Christmas Mother. [00:32:19] So either, look we gonna, we gonna, we gonna, Misty didn't ask for this you know so instead of the Board of Supervisors is not going to sell Brunswick stew or But we are going to challenge you to get her name right and if you don't I want you to hold each other accountable All right, so if you if Barbara is in the hallway and torrents you walk past and you hear her say whitehead you call her out You send me a note and we're gonna make sure that we hold her accountable. We're gonna dock paychecks for that $50 [00:32:57] Mr. Chair, I just want to know where that energy was when people call me other names You know, hey, that was a, so we'll do that too. If they're in the back hall, you're bad. Right, right. [00:33:14] All right, so there, thank you. There is no, and we're just playing, guys, but, you know, it's all about him, right? It's the season, tis the season. We're doing a lot of looking out for our families through the Enrico Christmas mother. So, you know, I'm joking, but I'm serious about my colleagues. [00:33:34] We can't hold you accountable, but we'll hold ourselves accountable. There is no news media here, I don't think. If you're watching online, we appreciate you for covering Henrico County. Mr. Manager, presentations. Mr. Chairman, we do have one presentation this evening. [00:33:50] That's Agenda Item 300-24. This is a resolution expressing appreciation to Kimberly L. Johnson, and I request a motion to approve this resolution before the chairman presents this resolution to Lieutenant Colonel Kimberly Johnson. [00:34:07] Still a motion. All right, motion made by Ms. Roundtree, seconded by Reverend Cooper. All in favor, say aye. Aye. Opposed, thank you. And, Kim, if she's joined by her husband, Rob, her parents, and her three children, if you all would all come forward to the podium, and our executive chief, Ken Burnett, is here. [00:34:27] Ken, if you would also come forward. It's all about family. [00:34:53] Resolution of the Board of Supervisors of Henrico County expressed an appreciation to Kimberly L. Johnson, And whereas, Kim L. L. Johnson has enjoyed a successful and distinguished career within Michael County and retired on October 1, 2024. [00:35:22] And whereas, Ms. Johnson began working for the Division of Fire in 1995 as the county's first female emergency management coordinator. And whereas, Ms. Johnson coordinated disaster response and relief efforts in the county through several major storms, including the blizzard of 1996, Hurricane Fran in 1996, and two back-to-back significant winter storms in January 1999. [00:35:51] And whereas Ms. Johnson transferred to the police division and became a police officer in 1999. And whereas Ms. Johnson has served in many roles throughout the police division in patrol operations, community service, organized crime sections, school services, training, and professional standards, and was promoted through the ranks to Deputy Chief. [00:36:14] And whereas Ms. Johnson has served on many county boards and committees, including the Local Emergency Planning Committee, the Enrico County Public School Strategic Planning Committee, the Hotel Motel Task Force, the Addiction Task Force, and the Youth Violence Prevention Committee. [00:36:30] And whereas Ms. Johnson was instrumental in developing standards for school resource officers in Henrico County and statewide as an advisor to the Virginia Department of Criminal Justice Services. And whereas Ms. Johnson has worked passionately on the development of the county's Marcus Alert Plan and the safe, timely, and effective provision of critical services to those experiencing mental health crises. [00:36:57] And whereas Ms. Johnson has dedicated her career in upholding the guiding principle of the Enrico County Police Division to treat everyone with respect, compassion, and dignity. And whereas Ms. Johnson is well respected by her colleagues and members of the community, and she has unfailingly demonstrated the core values of honor, professionalism, commitment, compassion, and accountability while representing the county. Now, therefore, be it resolved that the Board of Supervisors of Enrico County, Virginia, hereby expresses its heartfelt appreciation [00:37:35] to Kimberly L. Johnson for extraordinary service, unparalleled commitment, and invaluable contributions and offers her very best wishes in retirement and future endeavors. Be it further resolved that this resolution shall be spread amongst the minutes of this meeting in a copy publicly presented to Ms. Johnson as a token of the board's deepest gratitude. [00:38:02] Signed by myself, chair, Tonya in bracket, clerk, October 22nd, 2024. I'm going to take a point of personal privilege. I don't usually do this. [00:38:18] I just read the resolutions and move to the side. You are what's right about public service. And you have quickly become one of my favorite people in our police department. [00:38:34] Whenever I had anything serious going on and I knew you were assigned to it, I knew it was going to get taken care of. done right. So I just wanted to say that we're going to miss you, enjoy retirement, but know that your work was not in vain here. I think I was going to cry, but in part pushed me over the end. So most [00:39:09] people who know me know that I am not normally short on words, but I think I can sum up everything that I want to say about a career of almost 30 years by saying that I came into this job not for the recognition. In fact, most people in public service, particularly public safety, don't do the job for the recognition or the pay even though i will say henrico's treated me well enough to be able to retire at 50 but we don't do the job for the recognition i never did the job for the [00:39:47] recognition just wanted to help people because my parents who are here with me tonight raised me to have a servant's heart i always wanted to protect those who couldn't protect themselves to help others and particularly and those who know me and know the work that i've been involved in and the things that have been most close to my heart and that I've been most passionate about. I always wanted to help the most vulnerable in our community. And I could go on all night to name [00:40:24] all of the initiatives that this county has done and is doing to touch the lives of those who are the most vulnerable in this community. I have been privileged to have been a part of so many of those efforts. I cannot tell you enough how much that has meant to me and how much the work that you're doing now and are going to do into the future is going to mean to the people in this community. [00:40:53] Touch lives every day. That's what makes it worthwhile. That's what makes the sacrifices of our families. I have two of my children, my husband, hopefully the other child at Virginia Tech is online right now listening to this. They make a lot of sacrifices for us, particularly in public safety. I hope that they know how much that has meant to me and how much giving me the time to dedicate to this community, I hope, has meant to the people who live here. [00:41:32] I hope I've planted enough seeds that others can water those, and they will continue to grow and flower in the future. Thank you all so much. [00:41:44] Mr. Manager, public hearing items. Directors of Real Property and Recreation and Parks recommend a proof of the court paper the county manager concurs all right thank you any questions colleagues all right this is a public hearing is the only one here to speak to this resolution anyone on webex there's no one to speak to this item all right i make a motion that we approve this resolution second all right motion has been made by myself second by mr roguish all in favor say aye any opposed thank [00:50:57] you mr manager mr chair uh we move into public comments for members of the audience this is a time on the agenda where you may address the Board of Supervisors on any item which is not on the agenda. We do have two individuals that have signed up to speak. [00:51:14] The Board does ask that you begin your comments by stating your name and address for the record, and you limit those comments to a five-minute time period. First signed up is Mr. Douglas Clark. Mr. Clark, are you here? If you would go to that podium right in the back. [00:51:31] Yep, Mr. Clark. [00:52:27] Okay, thank you very much. My name is Lieutenant Colonel Douglas Clark. I live at 5005 Castle Point Court in Glen Allen. I've lived in this county for 35 years, retired two years ago from the military with 21 years good service, been on four combat tours. [00:52:49] Last mission I had was serving at a two-star headquarters doing logistics for the entire Middle East. So that's a little bit of my background and who I am. I'm talking to you today about some issues that I thought you should be aware of, covering three specific topics of concern. [00:53:06] One is the voter rolls. Two is the electronic voting systems. Three is some misleading statements made by our registrar in the Times-Dispatch recently in the October 9th publication. First subject, voter rolls. [00:53:23] Please find attached that I've given you a summary of the challenge submitted to Henrico County Registrar's Office Friday, October 11th. The grassroots team of patriots in Virginia purchased at a cost of over $24,000 the voter registration history data, as well as specialized software, to query and analyze from the state of Virginia electronic databases. The databases were analyzed and over half a million discrepancies were found in Virginia, and specifically in Harko County, which you're most interested in, [00:53:59] would be 14,187. The data presented in this challenge report comes from official certified voter registration data obtained from the Virginia Department of Elections elect. Pursuant to Virginia Code 24.2-429, three qualified voters of Enrico County submitted a notarized affidavit challenging 2,700 of the 14,187 discrepancies in the voter registration's IDs due to incorrect or incomplete registration information on Friday, October 11th. [00:54:34] By law, a registrar must respond to this notice and request for immediate investigation and removal prior to November 5th, the election. Thousands more invalid IDs meeting the same criteria will be challenged this week. [00:54:51] Absent immediate corrective action to meet the legal requirements of federal law of the coming election cannot be legally certified because the election will be inaccurate and unverifiable and a violation of the citizen's fundamental civil right to vote in free and fair elections. [00:55:08] The invalid names and IDs must be investigated and removed immediately. Again, failure to remove invalid voter IDs is a knowing violation of federal and state election law listed in the documents provided to you. No more than one in 125,000 ballots in error are allowed by law, and that's in what you've received. I've noted all the laws, and your attorney, which I've spoken to before, is a good man. He can tell you it's correct. Data presented suggests in Ricoh County and the state of Virginia far exceed the error limits and is a physical [00:55:43] impossibility to certify the election under these conditions unless corrected prior to the certification process. Election officials have the duty and responsibility of sworn oath to investigate and remove these invalid names and IDs from voter rolls. Item number two, electronic voting systems. The Help America Vote Act, HAVA, which is attached, states that all elections must be accurate and secure and that electronic voter registration computer databases updated regularly. [00:56:13] The electronic voting systems manufacturers who contract with Henrico County will not allow inspection of the hardware or software. Henrico County is denied access to the motherboards and the database log files, which would allow verification there are no internal or external modems or internet connections. Access is denied to the software and source code used to tabulate and report vote totals contained in the networked election night reporting computers. This is a [00:56:48] violation of federal infrastructure security protocols, testing, as well as HAVA election law requiring all elections to be open and transparent. Election officials who move forward with inaccurate and unverifiable vote counts based on the electronic voting systems that we are denied access to without a valid vote count is a violation of the federal election laws. [00:57:12] Third and final note, Times Dispatch article. Henrico Director of Elections, Mark Coakley, errantly commented on the article published by the Times-Dispatch dated October 9, along with two handouts that I've given you highlighting the Henrico Precinct turnout history. [00:57:29] These are the ones where you see Henrico County and you have colors on each one of the precincts. You've got that in your handout. The article addressed Elon Musk's post on X about Henrico, responding to information from Seth Keschel's analysis of irregularities in the 2020 election in Henrico County. [00:57:48] Seth Keschel is well-known nationwide for the accuracy of his statistical analysis. Must tweet regarding Keschel's 10 voting precincts in our county, reportedly yielding over 100%, exceeding 100% of the eligible voters, which is statistically impossible. [00:58:07] And 90% exceeded in more than 10 other counties. And the average in any election is about 75% participation. The newspaper and Coakley questioned these impossibly high turnouts, but they did not back up the substance of their question with any factual evidence in support of the claims. [00:58:27] Where is the evidence that Keschel's numbers are incorrect? The onus of supporting the facts is on Coakley to prove them wrong. Coakley is quoted by the reporter, Anne Bryson, as saying, and I quote, No one is coming in here questioning the voting machines we've had since 2015 or the counting of the ballots. [00:58:50] On the contrary, Coakley is in direct possession of dozens of emails this year, along with his responses. Our records prove that Mr. Coakley is misrepresenting the facts when the Henrico citizens have documented evidence, including dates, times, and correspondence about the numerous concerns that were presented to him over the last year, two years, three years. [00:59:17] Me personally as well. The citizens provided evidence to Mr. Coakley, such as videos and documentation showing that the voting machines are not secure, and we have a serious breach in security in our vote. Why is Mr. Coakley quoted as saying something that is clearly not true? [00:59:35] How can we trust the elections in Henrico when the newspaper is quoting our registrar telling them there are no concerns presented to him regarding the voting machines on our vote when I have mounds of evidence showing this is clearly not the case? We can provide you with all the emails, the links to video presentations showing how our voting systems are compromised, which have been shared with our registrar and the Henrico Board of Elections. [01:00:03] Included are links of three of these such videos. I actually included four, and that's in your printout right there. So you can type that into your computer and watch it. Mr. Clark. Yes, ma'am. I apologize. Sir. So you're at eight minutes. Okay. Got it. My very last right here. [01:00:19] Perfect. Almost done. Thank you very much. I appreciate it. I never present a problem to a general without giving him solutions because he's going to say, okay, Colonel, what are we going to do about it? So this is what I recommend and I would ask you to please look into. Number one, registrar must not certify the 2024 federal elections due to excessively high numbers of invalid voters on the rolls because there is no way the numbers can be verified and qualified. [01:00:45] election officials must correct for or remove invalid names and IDs on the Henrico County voter rolls prior to certification. Two, Henrico board can do something. I'm asking for you to look into this and mandate a hand count of the official paper ballot. That is the only way to guarantee that nothing is being done nefarious inside these voting computers that we are denied access to and document by cctv video for all precinct counts and aggregate vote totals to be [01:01:20] verified countywide or at a minimum all precincts who vote tally exceeds 85 percent of its registered voters so if you have a precinct that votes more than 85 percent which is way above average maybe you can target that if you don't want to do the entire county and that's the end of my presentation I really appreciate your time. Thank you. Thank you, sir. All right, Mr. Chair. Next, I have Linda Steenrod. [01:01:47] First of all, I would like to thank you all for the opportunity to speak publicly. I have two topics that I would like to address briefly. The first is about the sidewalks. [01:02:04] I want to say that I appreciate and thank you for all of the work that has been done on sidewalks in the county. and it's been a great improvement i'm going to refer specifically to the most recent project that i'm aware of there might be one more recent but at the light in front of the main entrance to the high school there is now a sidewalk on the median section on staples mill road and that's [01:02:36] wonderful because it makes crossing Staples Mill a much safer proposition. The problem is I can't use that sidewalk because when I get to the other side of the street where I live, there's a section of unsidewalked area. So if I cross there at the light, I have no sidewalk to walk on and would only be able to walk in the road or in the gully so i'm hoping because i presented this concern to [01:03:10] you last year and i was told you're working on it and you certainly have been that but i'm hoping that maybe that little section of missing sidewalk is on the project list for the upcoming future my second topic is one that after i give you a little personal information you probably are already well aware of as i've seen witness of tonight about two months ago my husband had to be taken to the hospital by ambulance and he was in the hospital for several days came home was home [01:03:49] for several days and then had to go back to the hospital in the ambulance i am here tonight to tell you what i'm sure you already know and that is that the enrico fire and rescue are exceptional they are effective efficient fast and very knowledgeable but equally as important they are compassionate and caring thank you thank you mr dean ron thank you mr chair if i may [01:04:26] um ma'am right next to you on your left is a gentleman that can answer that sidewalk question for you. And he's awesome. And, and he is incredibly awesome. And he will tell you that that sidewalk, uh, will be, will be matched and completed. Uh, it's a project on a state road and that awesome individual is running uphill into the wind to get it done. Thank you, man. All right. Is there anyone else that wishes to address the board of supervisors [01:05:00] this evening in person? Anyone on WebEx? There's no one to speak on WebEx. All right. Mr. Chair, seeing no one, you would move into the general agenda. The first item is 307-24, which is a resolution for award of contracts, architectural interior design, and engineering services. [01:05:22] Mr. Massey. Thank you, Mr. Manager, Mr. Chair, members of the board.
