[00:13:26] Mr. Chair, we have a request for approval of minutes from both the regular and special meetings of December 3rd, 2024. Is there a motion? Motion made by Ms. Roundtree, seconded by Reverend Cooper. [00:13:42] All in favor say aye. Any opposed? Thank you, Mr. Manchin. Mr. Chair, members of the board, members of the audience, I have three comments this evening. I want to begin with a note of sadness, but also a profound sense of admiration and appreciation that I'd like to take a moment tonight to remember the life of Mr. Elvin R. Cosby Jr., who was Henrico County's longest-serving employee. [00:14:11] So Mr. Cosby passed away recently. He was 96. And I would direct everyone's attention to the screens for a slideshow of his remarkable career with the county. Mr. Cosby retired from the Department of Public Works in 2019, more than 73 years after he began his service with the county [00:14:41] in April of 1946. Mr. Cosby grew up in Henrico, and according to HR, which I find a little bit difficult to believe, he was 18 when he first joined the county. He had to cut short his studies at Virginia Randolph School to help his parents support their large family. Mr. Cosby rose through the ranks in public works, holding positions as laborer, truck driver, equipment operator, labor foreman, and ultimately his maintenance supervisor. He also lent his skills and experienced [00:15:20] other county initiatives, such as advising Henrico's early efforts to promote a racially diverse workforce. Mr. Cosby, and you've got to listen to this part, served under nine different public works directors. Our current director, Terrell Hughes, is the only director he didn't work for. And he served under six of Henrico County's eight county managers. But Mr. Cosby's story is about much more than his incredible longevity, as impressive as it is. He was driven [00:15:59] by his faith, by a relentless work ethic, and by a big-hearted sense of service, both for his fellow employees and for the residents of the county. He was a dedicated supervisor, mentor, and friend to his colleagues in public works and indeed all of us at the county. Along the way, he helped build the foundation for our workforce's guiding philosophy of customer service. In 2015, [00:16:30] the county established the Elvin Art Cosby Award to recognize our long-tenured employees for their outstanding service and contributions. This is given out twice a year. In 2018, hundreds were in attendance when we dedicated Elvin Cosby Way in honor of his 72nd year as a county employee. His imprint and his influence will always be part of what we do here at Henrico County. A celebration [00:17:05] of life service is planned for 11 a.m. Friday at St. Peter's Baptist Church on Mountain Road. Our thoughts are with his wife, Lottie, their children, and all of their family and friends at this time. Mr. Chair, members of the board, in honor of Mr. Cosby's enduring legacy in service to our county, the Henrico County flag at all county buildings and schools will be lowered to half-staff on Thursday, December 19th, and Friday, December 20th. [00:17:38] My second comment, I'm going to ask Shelby Johnson to come forward with Karitha Jennings. So this is another recognition, if you will, for our county employees that comes from others. [00:18:05] So I'd like to recognize Shelby Johnson, the Director of Community Corrections. And so there is the Virginia Community Crime Justice Association supports and advocates for local probation and pretrial services agencies across the state of Virginia. [00:18:23] And there was an annual conference that was held November 20th through the 22nd in Richmond, and our two employees were the recipients of two awards this year, and they are significant. Tritha, you were recognized for meritorious, if I could say it, service for pretrial services. [00:18:48] And Shelby, you were given the Outstanding Service Award for VJCCA Leadership, or VCCJA Leadership. Quite a few acronyms in this line of business. So Ms. Jennings has 16 years of service, and Ms. Johnson has 26 years of service with our county. [00:19:07] You know, we talk about Alvin Cosby, and we talk about all of the things that our employees are doing in each and every area. I think we can point to just stars that make it happen. Shelby and Karitha, I want to thank you both for your efforts. [00:19:24] Mr. Chair, may we recognize these individuals with a round of applause. Mr. Chair, Mr. Manager, members of the board, when you choose a career in public service, you choose to help others and you serve others. [00:19:47] And then when your colleagues present you with an award for leadership and meritorious service, it validates what you've decided to do. The icing on the cake is that we get to do it for the best county in the Commonwealth of Virginia and rank up. [00:20:04] Thank you. For my final comment, Mr. Chair, members of the board, I'd like to ask our Christmas mother, Ms. Linda Melton, to come forward and all of the folks that are associated with the Christmas mother program. [00:20:22] I think now would be the appropriate time to don our Christmas hats. [00:20:38] So it is a pleasure to be here this evening to make a brief presentation to the 2024 Christmas Mother. [00:21:01] First, we'd like to take an effort or a moment to thank all of our coordinators for all of their hard work. So much effort throughout the county. This year, you all collected 1,173 new books, 236 blankets, 526 articles of clothing, 36 bikes and helmets, 614 toys, and more than 1,766 miscellaneous items like food, toiletries, and more. [00:21:30] We'd also like to thank Jamie Massey and his general services team of Renee Douglas, Margaret Pearson, Marjorie Sykes, Jerome Nicholson, Medhat, William Dondi Sanders, and Noor Ramadan for their assistance in making sure all of our donations were loaded up and delivered to the Christmas Mother Warehouse for distribution. [00:21:54] Lastly, many agencies raised funds for the campaign throughout bake sales, silent auctions, baked potato bars, barbecue, chili, burger cook-offs, and more. And it gives us great pleasure on behalf of our employees. [00:22:10] You've got a check to present, too, and talk about the rest of the effort. Well, first off, I'd like the record to be shown that Tanya has all of you wearing the hats, not me. so just just remember that that you know but we're a team yeah um but we do thank you for everything for all of your support um that you guys uh that all of you gave this year for our campaign and like the manager just said we couldn't have done it without our county employees and by far they have surpassed not only with the items that were donated and so forth but we're here [00:22:46] tonight to present this check for 19 313.42 to our christmas mother mr supervisor no mr chairman and the supervisors thank you ever so much we served about 4 700 people this year 2500 of those [00:23:17] were children and 833 were seniors and disabled adults and then the balance is just other people in the household for those of you who were able to visit the warehouse i'm sure you saw a lot of moving parts we could not do it without the help of about 500 volunteers we could not do it without contributions and i want to sincerely thank every county employee for all of their time their [00:23:55] talents and their treasures we could not do it without you and i am so grateful thank you These ladies, they make it seamless. [00:24:14] Thank you so much. Chairman, I have no other comments this evening. Are there any Board of Supervisors comments? [00:24:30] Mr. Chair, I have a comment, and I would ask for Ms. Venus Polk to please approach the podium. As Ms. Polk arrives, I want to state that it is my – oh, we're taking the hats off. [00:24:45] Okay. It is my distinct pleasure to recognize Ms. Polk as she is retiring after 43 years of dedicated service to the county. So when Ms. Polk was joining the county, I was starting kindergarten and I have to think pretty lax child labor laws back then I understand miss Polk has worked spent her entire career working at Henrico mental health and developmental services developmental day services and most [00:25:24] recently with Hermitage enterprises working as a program supervisor in the life enrichment program for those listening if you have not been to Hermitage Enterprises aren't familiar. It's just, it's, you got to go. You got to learn what is done there. You're having a rough day, you know, just go be around people that exude love and cheer and resilience. And, you know, visiting there filled my heart with joy. And it's not just because of the folks that are served there, but the folks like you who work there and magnify that effort. [00:26:00] Venus has also supervised group employment sites and Cypress Enterprises and was involved in four NACO awards for Hermitage Enterprises, and that's NACO with an N, so National Association of Counties, not just VACO awards, national awards, four of them for Hermitage Enterprises while Ms. Polk has been there. [00:26:21] Ms. Polk has enjoyed a robust family life during her tenure in Henrico County, marrying in August of 1983, two children in July, well, separately, July of 89 and August of 1992, and then a host of grandchildren also joining the family as well. [00:26:40] And so we are so glad that you've been able to grow your family during your time with Henrico County. Venus noted top highlights of her career, and I'm going to read these verbatim so I don't mess them up. getting caught up on record keeping that is that is truly a skill for some that i lack venus has always been strong on knowing the regulations and helping her team meet those requirements planning the annual holiday party this did this for over 20 years and that's not an easy thing to do involving individuals and always making it a priority and i know that that [00:27:17] brought a lot of joy to folks celebrating supporting staff to grow on the job several staff Venus supervised went on to supervisory roles, Beth and Kara notably, or case manager positions, or moved on to other departments in the county, Sherry and Julian Parr, to name a couple that have done so. [00:27:39] Working at Enterprise Parkway for two years, Venus moved the LEP program there and then back to Hermitage Enterprises. Venus championed community activities amongst, and made that a priority for Hermitage Enterprises. Venus was the supervisor in charge when we received the first NACO award for expanding into community activities. [00:27:59] And as you can imagine, with this population, that really cannot be overstated how important community involvement is for folks that maybe don't feel accepted by community members all the time. Starting the Meals on Wheels volunteer project, and that has been a 25-year-long program, Venus started the original newsletter, the Monthly Messenger, which continues today. [00:28:23] as the quarterly connection for family members and stakeholders. Venus has been a CPR instructor for 30 years, only stopping a few years ago. Venus worked on the development of paper forms and was the go-to person in the county for ensuring forms conform to regulations. [00:28:42] Venus sounds like a stickler. A bit of a stickler. And Venus was a hands-on and has been a hands-on supervisor, Loving the individuals and the staff, helping create many of the new initiatives, and helping the program grow for many years over many different levels. [00:29:01] She also started the STEP program and got a NACO for that. I'll read a quote here that's from Shirley, asking about some of the impact that Venus had on her, and these were Shirley's words. I can't really put into words her influence on me. [00:29:19] She was a mentor to me as I entered a very different culture at Hermitage Enterprises back in the early 1990s. She has persevered through tough times and has always come out on the end with a smile in her heart. So please join me. I certainly would hope that Venus has a few words, but can we engage in a [00:29:37] round of applause for Venus? Members of the Board of Supervisors, Mr. Batokas. I have been fortunate, actually, to serve the people who come to Hermitage Enterprises for the last 40 years. [00:30:12] i have been involved in many projects which wow thank you i have worked with many uh with many great staff though you know i appreciate the people who have come this evening as you have been an integral part of my success on the throughout my career i really thank you so much for coming to me of course the heart of hermitage enterprises are the people who come every every day miss roundtree is right it's uplifting to be there generally speaking it's a [00:30:43] great place to be. We celebrate their enthusiasm for having a place to come and learn as well as make friends. I have so many memories of the time spent with the people who attend the program and the growth that can occur when they are encouraged to pursue their dreams. And it's really been remarkable to have those relationships and those memories. I know that leaving my life's work behind will be a huge transition and i truly appreciate this recognition today thank you again [00:31:22] so much for inviting me here tonight it's been a great career i really have loved it thank you thank you other comments colleagues all right i don't think we have any news media with us tonight but if you are watching online we appreciate your coverage mr manager chair members of the board We move into public hearing items. [00:31:55] You have six items on the agenda this evening. We begin with Agenda Item 366-24, which is a resolution for amendments to the fiscal year 24-25 annual fiscal plan for the month of December. Mr. Crawford. Thank you, Mr. Manager. Good evening, Mr. Chair, members of the board. [00:32:12] These amendments were introduced at the December 3rd board meeting and have been duly advertised in the Richmond Times Dispatch, as well as the Henrico Citizen and the Richmond Free Press. If approved, the budget would be amended by $31 million in total. [00:32:30] Of that, $26 million is being allocated to the capital budget with nearly $23 million of that being state funding for public works projects, the bulk of which is the $17.8 million allocation for the Broad Street Pedestrian Improvements Project. [00:32:51] There are a number of amendments requested on the operating side, totaling $5.1 million. $2.7 million of that total is for mental health and developmental services. And again, nearly half of that is one item, state funding for the St. Joseph's Crisis Receiving Center. [00:33:11] There's also a million dollars for the Economic Development Authority's Office Rehabilitation Program, and then 10 positions for the Department of Social Services. Any opposed? Motion passed. Thank you. Mr. Nigel. Next, Mr. Chair. We move into public comments. We do have four individuals that have signed up to address the board this evening. I would ask those individuals to begin your comments from the lectern at the back, that you limit those to a five-minute time period. Board asks that you begin those comments by stating your name and address for the record. And so first person that has signed up is Justin Russom. Mr. Russom, are you [00:41:21] here in person are you on webex sir he is not sir all right second person that is signed up is miss sarah ramsey miss ramsey are you here yes ma'am my name is sarah ramsey i want to encourage this board to stop outsourcing your brains to the so-called authority and start thinking for [00:41:54] yourself a common mantra that i keep hearing is how you believe in water fluoridation because the EPA, AAP, ADA, CDC, and HHS believe in water fluoridation. These agencies are not to be trusted with our health. The American Academy of Pediatrics believes that little boys can become little girls. AAP recommends little boys should cut off their penises. This is not an authority that you should be outsourcing your thinking to. [00:42:29] The American Dental Association used to recommend that dentists work amalgam in their bare hands, which contains mercury. This contributed to extremely high rates of suicide in dentists. [00:42:46] The EPA were the bad guys in the recent case on water fluoridation, so why anyone would look to the EPA for health guidance on fluoride is beyond me. CDC and HHS told people to run out and get experimental COVID shots that causes high rates of myocarditis, pericarditis, strokes, nervous system disorders, and death. I don't know a single person that would blindly trust these agencies anymore. Air government authorities [00:43:22] told my father that cigarettes were healthy. He died of lung cancer. Does water fluoridation make your teeth harder? Yes, but at what cost? The adverse events of water fluoridation include sleep apnea, damage to the pineal gland, it screws with your sleep cycle, premature menarche and adolescent girls, negative impacts on the thyroid gland, skeletal fluorosis, and reduced IQ, [00:43:56] just to name a few. Smoking gives you energy, but can cause lung cancer. COVID shots might reduce COVID symptoms, but can cause heart attacks, stroke, and death. And fluoride in drinking water hardens your teeth but reduces your iq i believe that where there is risk there must be choice and i hope you will too for it is you henrico board of supervisors that has the power [00:44:27] to get rid of this neurotoxin called fluoride out of the drinking water not hhs not epa not the virginia health department it is the board of supervisors that has the power to get rid of fluoride out of her drinking water. Please reconsider water fluoridation in Henrico. [00:44:46] Thank you. Mr. Chair, we have DeLacy Taylor. Ms. Taylor, are you here in person? Are you on WebEx, ma'am? She's not, sir. All right. And finally, we have Mr. Richard Fuller. Mr. Fuller? [00:45:10] Yes, sir. If you give it to the sheriff, please. Thank you. Thank you. My name is Richard Fuller. [00:45:39] I'd like to recognize the manager, chair, vice chair, and distinguished board members. I reside at 4101 Autumn Glen Court in Ryko County in Fairfield District. I've been living there about 23 years. [00:45:56] The reason why I'm visiting you all tonight is last Thursday, when I went into the Easton and Ryko branch to pay my personal property taxes, I also had an opportunity to talk about my water bill. What's interesting about my bill is I've been living in this residence for 23 years, and I received the bill for $250. [00:46:19] That was the first red flag. Second red flag was when I went in to speak to someone at the Eastern Henrico office, I thought I could have it resolved there. The teller said to me, he said, well, this is about as far as you can go. [00:46:34] I'll give you a phone number you can call. And when you call a number, you've got to select a prompt. You get put on hold. somebody's supposed to call you back. That never happens. So if you look at my bill, the December bill, somehow, the June bill, all my graphs, the graphs indicate how much water usage. If you look at your bill every two months, if you look at my August bill, I believe it shows the usage of each month. Somehow when I got my December bill, my September graph disappeared. I gave you all copies so you can take a look at the bill. [00:47:11] I asked the gentleman, how does the December bill, somehow the September graph doesn't show up on the bill. He said to me, that was very interesting. And I may want to share that with you all. So when I look at my bill for the months in succession, there's a graph showing usage for July, August. [00:47:36] But when I get my December bill, the bill for $250, as the clerk is looking at it at this point, somehow my September graph disappears. off the bill. So the gentleman says to me that I owe 250, $250. I may very well owe 250. My question is, how do I know that's accurate? How do I know what the usage is? Gentleman said to me that the reading was inaccurate. It was the... Mr. Fuller? Yes. I think I can help you. [00:48:13] So, we have Bentley Chan, who's the director of our utilities department. Yes. If you all, he will do everything to verify, and if it's wrong, we will fix it, okay? So, why don't you all have a chat, but I'm glad you came to the board meeting. [00:48:34] You really didn't need to come to the board meeting to fix a water bill. Oh, okay. But we will absolutely take care of it if it's wrong, okay? All right. Thank you. Yep. All right. Is there anyone else in person that wishes to address the board under public comments? [00:48:52] Is there anyone on WebEx? Yes, sir. I have one individual. Okay. Mr. Christopher M. All right. Christopher M., if you would state your name and address for the record for us, and then go ahead and start your comments. [00:49:14] I have to unmute, sir. All right. Are you there, sir? He's not unmuting, Mr. Manager. [00:49:36] All right. Sounds like we got him. Are you there, sir? Mr. Chair, I'd suggest you go. Mr. M., are you there? Yeah, can you hear me okay? Yes, yes. [00:49:52] Yep, you're on the floor. Go ahead and speak. Okay. So, I didn't really plan on speaking tonight. It just occurred to me that you'd maybe have a meeting soon, so I apologize if my remarks are a bit disorganized, but it shouldn't take me too long to hone in here. I did stop by, I believe. [00:50:09] My name's Christopher Momquist. I live here in the county on Edgefield Street. But I do believe I stopped by last September 26th of last year and discussed some of this. I'll just kind of recap and get to the point here. This really all originates from a Facebook post I made or some comments I made on the Henrico County Police Facebook page in 2014. [00:50:32] And, you know, I was slightly critical of someone, and that resulted in my remarks being removed, and I was banned, and I've been banned from it since then. There wasn't clear established law. the time regarding that matter. But since then, there have been several federal cases which say that I can't be banned from this Facebook page. And I've made over 400 comments to that extent on the Henrico County Police Facebook page using an alternate account, and it's never been addressed. I've reported this to dozens of officers in person. I've spoken to people with internal affairs over the years. Like I said, I mentioned it to you guys a year ago. Nothing [00:51:11] really got done. And so it's kind of festered. And, you know, there have been other issues here in Henrico County, too. You know, there were two hit-and-run accidents that were perfectly documented by my dash cam. But despite even going as far as sitting down with eternal affairs at one point, you guys never charged them with a crime. I don't know why. They committed one. I've had people on the Internet send me my name and address threatening me. And your officers, when I reported that to them, they laughed at me. I've had other people threatened me. And when I went down to your magistrate, they didn't want to do anything to help. So it's kind of festered for a long time. And, you know, unfortunately, I just pretty socially [00:51:51] isolated because of what's been going on here in Henrico County. And I spent a lot of time playing games. And, you know, sometimes you meet people in these games and you talk about your life. And I made the mistake of mentioning how I came here in person then September 26 and mentioned this stuff to you. So that enabled those people to get my name and address since, you know, you didn't do anything when I showed up in person before and told you this was going on. So those people then got really upset at me over a silly video game and they went and put my name and address on the internet with a bunch of lies designed to hurt me. And they also went ahead and impersonated [00:52:28] me in another capacity. And, you know, I felt very threatened and unsafe last February 6th or so when this occurred so after kind of stewing on it for a week and walking about 10 miles downtown one night i came back and i couldn't still i figured let me call the police at 4 a.m so i called and asked to speak to a supervisor because you know before when i emailed you guys about something else he told me i could call and ask for a supervisor so when this guy told me that uh i couldn't have one i said hey look it's a violation of my rights if you don't give me one and he just essentially said [00:53:06] i don't have rights so yeah i got upset and i yelled at this guy and i called 911 instead so maybe i could talk to someone who would get me to a supervisor and i was unsuccessful they eventually told me no one was available so i hung up and thought it was over with went to sleep or tried to until there was a knock at my door and the police showed up i even told them to not come out not send anyone out it wasn't an emergency or anything just wanted to talk to a supervisor they told me one wasn't available i thought it was over and now the police are out here so i just started going on about what's been going on in Henrico County how my rights have been violated and it's a violation of federal law and it's not just me guessing anymore I've read the federal [00:53:44] court decisions with my own eyeballs I can adequately comprehend written language and I just checked right before I started speaking right now at this very moment my constitutional rights are being violated here in Henrico County and so this got dragged into court somehow because I was arrested for trying to report these people putting my information on the internet for trying to hurt me because for some reason, nobody can ever really listen to what I'm saying. And so for some reason, I was found guilty at the general district court level. I appealed to circuit court. And just today, actually, again, for some reason, no one heard what was said. And just because I got upset at [00:54:23] being told that I didn't have constitutional rights after I've endured being denied them for more than 10 years now, I was charged with the non-convicted of the crime and I've appealed again, except, well, there was also a standing state appellate court decision, which says that I didn't commit a crime and that none of the criteria necessary for establishing the commission of a crime were met. So your judge today appears to even not really respect free speech here in Henrico County, just like you guys did when I showed up here a year ago and told you all this before. So I don't know what to do at this point. These people have been harassing me in subsequent [00:55:02] months because they found out about this and now they're celebrating the fact that they've gotten me arrested for trying to report them for putting my information on the internet to try to have me killed imagine if that happened to your kids do you think your kids need to be charged with the crime for trying to report that they're a victim of one i bet you care if it were them i don't know if you'll care if it's me but they're saying they're untouchable they gloat about how much money they have and this is all because i had to show up here a year ago and i had to do that because no one listened to me any other time I said anything. [00:55:34] So I'm just curious how long in America here it's going to take for someone to finally acknowledge that this is happening to me, that I'm the victim, and it's all wrong. And please don't ask anyone else out here again. Like last time I complained about you muttering my street name under your breath when I first appeared. [00:55:50] You sent the police out when I complained about that. I don't know why you didn't send them out when I complained about my rights having been violated for more than 10 years. Sir, thank you. We have a five-minute limit. We've let you go over for about a minute. um and uh we are we're going to connect you with well county manager is going to have somebody reach out to you and connect you and um yeah that's all i can say right now we'll we'll have somebody reach out and uh speak to you victoria you have the telephone number i don't but i can [00:56:29] get it sir all right if you can get the telephone number that'd be great all right is there anyone else on webex that uh wishes to address the board this evening yes miss uh de lacy taylor is now on Webex. Okay. Ms. Taylor. Good evening, Board of Supervisors, and thank you for the opportunity to speak. Can you hear me? Yes. Okay, great. It is with honor and respect that I bring forth a matter to you that not only involved risks to my personal safety, physical, and psychological safety, but [00:57:08] also the issue possibly has elements of corruption, fraud, waste, and abuse. On November 30, 2024, my purse, along with all of its contents, was stolen. I hadn't recognized it was stolen until much later when I suspected it was originally stolen. By the time I arrived home, I focused on trying to backtrack where it might have been stolen in Richmond and focused on monitoring and closing my bank accounts and securing new identification documents. On December 5th, I checked my email [00:57:43] and see that I had missed an email that was received on December 2nd from the hotel that I stayed in. They were letting me know that they had found my bag in my room, and I was alarmed because I distinctly remember leaving the hotel with my bag on my arm. I was extremely suspicious about the email because I had come to the conclusion that my bag might have been stolen by someone who was affiliated with a mail in a pickup truck who distracted me long enough with questions about the hotel as I was leaving the hotel to get into my car. I called the hotel to [00:58:19] make arrangements to pick up my bag. I was told to call back the next day because my bag was in a safe. I called the hotel back in on December 6th, and then I was told to wait until the housekeeping manager gets in with the keys to open the safe to determine if it was my bag. I left my phone number for them to call me back. Of course, they didn't call me back. I called back later and was put on hold for an extended period of time while the hotel manager looked into the status of my bag. [00:58:49] I was then told to call back again because they still needed to find the keys to the safe. I felt that they were giving me the runarounds while I was trying to locate and retrieve my bag. At that point, I had already taken measures to replace my banking cards, identification, but I still had several other personal items in the bag that I wanted to retrieve. [00:59:09] On December 13th at 6.51 p.m., my doorbell rings and I received a banging on my door from an Henrico County police officer. Because I was working at my computer, it was after dark, and I wasn't expecting any visitors or anyone to come banging on my door at that time. I ignored it, but I checked my video cameras afterwards to see who it might have been. When I saw I was a police officer, I checked my other cameras and saw that there was a police vehicle parked in front of my mailbox. [00:59:42] In seeing this, I became extremely concerned and wondered what this was all about. Since the officer had already left by then, I felt it was safe for me to go back and check my door to see if there was a business card that was left behind for me to contact him. I opened my door and a piece of paper with handwriting on it stating for me to contact Henrico County, Virginia regarding my purse that was left behind at the hotel. I became extremely suspicious being that it was already three weeks after I had originally noticed that my bag was missing and two weeks since I had began [01:00:19] getting the runarounds from the hotel. I took a moment to process this, and a half an hour or so later, I decided to call the number that was written on the paper. When I called the number, I spoke to Officer Marshall, who described the contents of my bag. I expanded upon the list with other items that I remembered that was in the bag. She confirmed that it was indeed the same bag that we were talking about. She stated that it was put into evidence locker. [01:00:48] She said that she must check to see if she is authorized to release my bag back to me, and that since she has my number, she will call me back on Monday, December 16th, which was yesterday. Once she receives the authorization to return my bag back to me, she will give me a call back. I accepted her answer and looked forward to her call after the weekend. On December 15th, which is this past Sunday, I receive a call around 6 p.m. from the exact same number that I called on Friday to speak with Officer Marshall. I said hello and didn't receive a response. I said [01:01:26] it again and I listened. I could overhear her speaking with a little boy whose last name was Samadi, I believe. It sounded as if he was lost or went missing on Stone Metal Drive in Laurel, Virginia. I felt as if she might have intended to call me but was distracted by this lost or missing child. I listened for about five minutes and the phone hung up. I didn't get a call back about my bag. After receiving that call, I processed the details about my missing bag and began wondering why an officer would travel over 100 miles away or more than two hours in rush hour [01:02:05] traffic to bring me a note about my missing bag and not bring my missing bag along with him. I began to not only feel less safe than I did beforehand, especially now that the police were involved, but also felt as if there might be some type of corruption, fraud, abuse, or misuse of authority at play here. I began wondering if making long-distance in-person trips instead of phone calls were standard protocol, and I looked to see if there was anything online that provided this information, which is how I stumbled upon the fact that this Board of Supervisors meeting [01:02:41] was taking place. So, I wanted to make a public comment and put this issue before you so that you could investigate and I can make my formal and public complaint. I also understand that a compliance report, an annual comprehensive financial report, was just released. And if corruption, fraud, abuse, or misuse of authority is at play here, I implore you to thoroughly and judiciously investigate as to why it was not discovered and revealed prior to those public and official documents being released. I am not a resident of Henrico County, Virginia. I'm happy to answer any questions. You all may have Any questions for mr. Lebo mr. Chair? Yes to miss label two to two questions [01:06:15] What was the data points that were used to determine that the floor was too low and we should increase? That's the first question. So we started to see that employees were just above that limit. So we started to see a significant number of employees that were not eligible. [01:06:32] So since then, we estimate about 55 employees at a minimum have become eligible for the program with this minor change. So the second question is, because I assumed that that would be the answer, Those who at this current level or limit were not eligible We reach out to them to allow them to reapply since now they will be eligible. She ended up getting married a few months ago, and we have been tasked, tasked, to call her by her married name. [01:08:06] And anybody that did not do it had to give $50 to the Christmas mother.
