It's got confidential stuff on it. See if you find it. He's not here. [00:06:25] Welcome to the May 13th meeting of the Board of Supervisors. [00:06:48] Glad you all are here. Glad the rain is starting, hopefully, to subside. We'll begin, as we always do, in a second. We will rise, if you're able, and join us for the Pledge of Allegiance. And our invocation tonight will be brought to us by Ms. Jeanette Lee, chaplain for Henrico Police Division. [00:07:03] Good to see you, ma'am. So, again, please rise and join us if you're able. I pledge allegiance to the God of the United States of America. [00:07:26] Heavenly Father, we thank you for the blessing of today. We thank you for bringing us thus far safely on our way. [00:07:43] As we gather this evening in our Governing Bodies meeting, we ask that you would bless the agenda, provide wisdom, guidance, aid and assistance in all of the items to be discussed. [00:08:02] We also ask that you would watch over them, guide them, direct them, keep them, and their families. For leadership oftentimes is taxing, and it's not just taxing on the leader, but on all those who are close to the leader as well. [00:08:19] So we ask you, Lord God, to be with them and keep them. We thank you for this county, for all of the residents, the citizens, the employees, and all who make life in Henrico better. We ask you, Lord God, to help us to move forward in a manner that is pleasing in your sight, that we may do things that will allow our children to continue to dream dreams and to realize those dreams. [00:08:50] We thank you for keeping us healthy, happy, and whole. And it's in your holy name we pray. Amen. [00:09:17] Again, Ms. Lee, as always. [00:09:40] Again, folks, thank you again for joining us tonight to our May 13th meeting. [00:10:21] Motion made by Mr. Cooper, seconded by Mr. Rogus. Those in favor say aye. Any post? Motion passes. Mr. Mentor. Mr. Chair, I have no comments this evening. All right. Any comments from my colleagues? Yes, sir, Mr. Chairman. I do have a comment. I just want to congratulate you being the father of Steady Eddie Carter-Schmidt, who's driving Randolph-Macon College into the NCAA Division III baseball tournament. [00:10:48] Thank you very much, sir. Appreciate it. Appreciate the recognition. For those of you who are wondering what that is about, my son is a junior at Randolph-Macon, and they have advanced to the NCAA playoffs, and they start this weekend. So let's hope he can continue to hit the baseball. Can we call you Chairman Steady Eddie Jr.? [00:11:06] Steady Eddie Sr. Steady Eddie Sr. Thank you, Mr. Vice Chair. I'll pay you back for that one later. Any other comments from my colleagues? I have just one. I'd like to make a note. Chief Baynard, if you wouldn't mind, come on down. [00:11:22] I want the folks in the room here to know, I want our residents in the county to know that every day, every week in this county, certainly we celebrate our emergency medical service teams, but officially May 18th to May 24th of 2025 is Emergency Medical Service Week, so it's an appropriate time, Chief Baynard, to say thank you and to recognize the work that our emergency medical folks do here in our county, truly critical life-saving actions. [00:11:50] So folks who are tuned in, you know, obviously our EMS teams, they play a vital role in our public service, and it dramatically improves the survival and recovery rate for those who experience sudden illness or injury. The Henrico County EMS system consists, as the chief would tell you, of the Division of Fire, Lakeside Volunteer Rescue Squad, Tuckahoe Volunteer Rescue Squad, and, of course, the Division of Police. [00:12:12] These dedicated agencies, and I will also throw in there that there are plenty of times where our sheriff's division is keenly and intricately dialed in to these moments as well. So, Sheriff, please note we have our sincere thanks as a part of this team as well. [00:12:30] These dedicated agencies, each of them, have recorded nearly 48,000 responses for service during fiscal year 2024. Let that sink in for one second. 47,660-plus responses for service. The members of each of these agencies provide life-saving care to those in need in our community 24 hours a day, seven days a week, 365 days a year, weekends, nights, holidays. [00:12:55] These members are frequently exposed to a variety of hazards and dangerous situations during the performance of their duties. And this Board of Supervisors, this county, celebrates these folks, certainly the week of May 18th to 24th, as we celebrate Emergency Medical Services Week. We celebrate them each and every day, and we encourage our residents to observe not only this week with appropriate programs, ceremonies, and activities, but when you see a member of our Sheriff's Department, our Division of Police, our Division of Fire, a member of the volunteer rescue squads, please offer them a thank you. [00:13:23] Chief, thank you and your team. Thank you, Mr. Chair. It really is a public safety team that makes it happen, like you said, sir, from police, fire, sheriff's office, volunteer rescue squads, all pulled together to make it possible. And, you know, we continue to see the call volume increase, and everyone continues to meet the needs of the community. [00:13:43] So thank you, Mr. Chair. Thank you, members of the board. Thank you, Mr. Mandra. Thanks, Chief. These medical emergencies exist in every area of our public, our recreation, Our parks, our schools, certainly, Sheriff, as you would know, in the chales, they happen everywhere. And these folks are responding to these issues around the clock. [00:13:59] So thank you, Sheriff. Thank you, Chief. Thank you, Chief English, if you are listening. Any other comments from my colleagues? All right, seeing none, there's no media in the room here today, but certainly if you're tuned in, thank you. Thank you so much for being tuned in. [00:14:15] Mr. Manager. Mr. Chair, you move into presentations. The first item is Agenda Item 117-25. This is a resolution commending the Douglas Freeman High School Swim and Dive Team. This resolution will recognize Douglas Freeman High School for winning the Class 5 State Championship. [00:14:36] And Jody K. Rogish, Tuckahoe District Supervisor, will present this resolution to Steve Gromling, the head coach of the Boys and Girls Swim and Diving Coach. And all of you all, come on down here. Come on up, Freeman. Very excited about this. [00:14:53] Let's go Mavericks. Thank you, sir. Thank you, Coach. And members of the board, Mr. Manager, I would also, you mentioned the coach's names. [00:15:08] I would like to also recognize Mr. Ryan Densley. He was actually the, correct me if I'm wrong, class president of the Freeman class at one time, right? So as the Freeman family continues on, we're so much appreciative. So the resolution. [00:15:25] Mr. Rogers, I'm sorry. This is my fault. I should have caught this before you started. This is a resolution, which is really cool, by the way. But it requires a motion from yours, true Lord. Sir? So moved. Second. There's been a motion made by Mr. Rogish, seconded by Mr. Nelson. [00:15:41] Those in favor, say aye. Aye. Aye. Those opposed? Thank you, Mr. Chair. It has passed, and congratulations. Mr. Rogish. Thank you, Mr. Chair. Commending the Douglas Freeman High School Swim and Dive Team, whereas on March 4th and 5th, 2025, the Douglas Freeman High School Swim and Dive Team won the Boys and Girls Class 5 State Championship at the Hampton Aquaplex and Collegiate School Aquatic Center. [00:16:06] And whereas the Freeman Boys Team clinched their fourth VHSL State Championship title, marking a historic moment for Douglas Freeman High School. And whereas multiple Freeman Boys also claimed regional and state individual titles and earned the prestigious title of All-American by the National Interscholastic Swim Coaches Association, and whereas the Freeman boys teams defeated runner-up First Colonial 385 to 213 in a field of 28 teams, and whereas Nathan Zabota, 2023 All-Metro Swimmer of the Year, [00:16:43] led Freeman's winning 200 medley relay, setting a new state record and garnering All-American status with his teammates, Nicholas Kerger, Charlie Durson, and Henry Brooks, and whereas the boys trained and pushed themselves all season to win the title, all while maintaining an overall team GPA of 3.75, and whereas the Freeman girls team was determined to improve on their finish as runner-up in last year's state championship, and they succeeded by winning [00:17:16] championships this year, all while maintaining a team GPA of 4.16. 4.16, Mr. Chair. Whereas Allison Bischoff, Molly Sleeman, Julia Connor, and Caitlin Morrow helped lead the team to a successful season, and the Freeman girls team finished with a perfect 10-0 record. And whereas [00:17:51] Douglas Freeman produced 57 points in the boys diving event and 25 in the girls diving event and whereas this marks the first time in Freeman history that both the boys and girls teams won the state championships in the same year now therefore be it resolved that the boys supervisors of Henrico County Virginia hereby congratulates and commends team members Zach Bender Henry Brooks Charlie Durson, Jackson Holston, Caleb Un, Nicholas Kurger, Teddy Martin, Cole Nelson, [00:18:26] Caleb Stuhlmacher, Nathan Zabota, Tyler Rossi, Blaine Nelson, William Beach, Aidan Cassidy, Eli Brookshire, Henry Britt, Jack Hulbert, Ella Barron, Allison Bischoff, Karina Blanco, Julia Connor, Eliana Couchet, Lane Francis, Caitlin Morrow, Molly Sleeman, Charlotte White, Scotty Gregory, Grace Harbaugh, Ava Brown, and Elizabeth Stott. [00:19:01] Be it further resolved that the Board of Supervisors directs that copies of this resolution be prepared and publicly presented to the team's coaches and swimmers in honor of their exceptional performance. Signed by our chair, Daniel Smit, attested by Ms. Tanya Brackett, our clerk. Congratulations. [00:19:20] Would you like to say a few words? I came prepared today not to speak, but hey, why not? I'm a teacher. So I would like to thank you all for having us here tonight. [00:19:36] It is our honor to be here. And to my athletes, I can't say enough. Thank you for an amazing season. Your first year was my first year coaching at Freeman, and the memories you've given me over the past four years will last a lifetime. [00:19:53] I love you all, and I wish you all the best of luck. And I can't wait to see what you all do next year at the college you all attending. Thank you. Thank you all. And I would just like to thank the county of Henrico for, over the last two years, implementing the sport of diving. [00:20:21] The success that Freeman has had can only be made better by the sport of diving. And that was just a very important piece to our success over the last two years. [00:20:39] And so I definitely just want to note that and thank the county for for assisting with that. Yes. Right. Mr. Chair, two things. One, Freeman team, I think there were twenty nine of you, which was really great because our chair had to sign twenty nine resolutions. [00:21:13] So apologize to you, Mr. Chair. But thank you. And two, I would like to recognize one of the students. I know these kids pretty well, but Aiden Cassidy, there in the middle, he was this year the maverick man. [00:21:30] And one of the jobs that occurs, the duties that come with that job are cleaning up after the students in a high school football game. And I have a couple of videos, and we're not going to share them, Aiden, but Aiden and a friend, after a football game, after all the kids have left their litter, they go through these stands and they clean up. [00:21:54] And I just want to say that is just, that is, you know, that's really, that's Henrico. That's a great student, and you're a great kid, Aiden, so thank you. You guys have one picture? [00:22:16] Are you sure you can read that? You got this. Oh, my God. Take him out of time. You all are more important to me. I don't put my glasses on every time. Oh, no. [00:22:34] Thank you, Mr. Rogish. Mr. Manager. Next, Mr. Chair, is a proclamation for Bike Month. [00:22:51] May 2025. This proclamation recognizes May as bike month and calls the observance to the attention of county residents, and this proclamation is going to be offered by Fairfield District Supervisor Vice Chair Roscoe D. Cooper. And Alex Grundle, if you would come to the podium. Thanks, Alex. [00:23:19] Proclamation of the Board of Supervisors of Henrico County, Virginia, bike month, May 2025. Whereas bicycling is a fun form of recreation for all ages, bicycle commuting is an effective means to improve air quality, ease traffic congestion, and reduce greenhouse gas emissions. [00:23:44] And whereas bicycle commuting benefits both employees and employers through the benefits of better health and fitness and reduce commuting costs. And whereas RICO's Environmental Action Resource Team, HART, is collaborating with county departments to provide bicycle infrastructure to improve safety and comfort for cyclists. [00:24:07] And whereas the Enrico County bike plan has already shown significant progress and impact since its adoption 2021, by 2024, the county successfully expanded its bike lane network by 266 percent from nine miles to 33 miles, providing residents with safer and more connected cycling routes. [00:24:29] And whereas, Enrico County is home to an ever-evolving bicycle network, including some of the region's signature bicycle trails, such as the Capitol Trail and Fall Line Trail. And whereas, Enrico has a growing population of cyclists who are actively involved in shaping county, regional, state, and national transportation and community policies. [00:24:50] And whereas the Richmond region's bicycling history dates to the very early days of the bicycle itself and the Lakeside Wheel Club, founded in 1896, now home to Lewis Skinner Botanical Gardens in the Lakeside area of the Heracle County located in the fabulous Fairfield District. [00:25:09] you gotta put that in there that wasn't in there was one of our nation's first bicycle organizations for advocates and enthusiasts and whereas the league of american bicyclists has declared the month of may 2025 to be bike to work month and has designated the month of may as national bike month since 1956 continuing a tradition established in early years by the cycle trade association of celebrating and promoting American Bike Month in May. Now, therefore, be it proclaimed that the Board of Supervisors of Henrico County, Virginia, hereby proclaims May 2025 as Bike Month and calls [00:25:48] this exurbance to the attention of Henrico residents. Signed by Daniel J. Schmidt, Chair Board of Supervisors, Tanya N. Brackett-Clerk, May 13, 2025. Board, Mr. Manager, as you heard in the proclamation, even just a few years, Henrico has expanded our bike network considerably, and there's many more to come. In the past couple weeks, Henrik the Hart Committee has recently installed bike racks at several county facilities. You can spot our new green heart-shaped bike racks [00:26:28] here at the West End Government Center, the East End Government Center, Twin Hickory Library, Deep Run Park, Spring Park, and Dory Park, as well as a new bike fix-it station here at the West End Government Center. This past Saturday, Dory Park was host to a party zone for many of the over 1,400 participants in the Cat to Cat Vice-looking event on the Virginia Capitol Trail. [00:26:48] Tomorrow, at Libymo Library, the Hart Committee, Public Works, and Recreation and Parks will be partnering with Blue Ridge Cyclery to hold a Henbiko Bike Safety Workshop. I'll note that this event has been moved indoors due to weather. I'd like to extend a big thank you to Marcy Tindall and the Department of Recreation and Parks for all her hard work planning this event. [00:27:06] She's been instrumental in making this event happen. I'd also like to thank all of you for your support for Bike Month and all of Henbiko's biking initiatives throughout the year. Happy Bike Month. Mr. Cooper, Mr. Manager. [00:27:22] Finally, Mr. Chair, proclamation for Older Americans Month. May 2025, this proclamation recognizes May 2025 as older Americans, I want to make sure I'm tone appropriate for this, and urges every resident to recognize the contributions of our older residents, and we do have the senior member of the Board of Supervisors that is presenting this proclamation, and he will present it to Ms. Sheila Cunningham with Henrico County Recreation and Parks and Amy Streit with the Spann Center. [00:28:02] Put into the official record that this is very petty. Mr. Senior Member, do you need your glasses? Proclamation of the Board of Supervisors of Henrico County, Virginia Older Americans Month, May 2025, whereas Henrico County includes more than 60,000 residents, age 60 and over, who enrich our community with their strength, wisdom, and experience. [00:28:33] And whereas the Virginia Department for Aging and Rehabilitative Services observes Older Americans Month in May as a time to honor and acknowledge the contributions of older adults and their immense influence on every facet of our community. And whereas the 2025 theme for Older Americans Month is Flip the Script on Aging, which focuses on transforming how society perceives, talks about, and approaches aging. It encourages individuals and communities to challenge stereotypes and dispel misconceptions. [00:29:06] And whereas communities benefit when people of all ages and abilities and backgrounds are welcome, included, and supported. And whereas Henrico County recognizes the importance of creating a community that provides the services and supports the needs of older Americans to thrive and live independently for as long as possible. [00:29:28] And whereas Henrico County works to build an even better community for our older residents By providing services and programs to the Department of Recreation and Parks, the Outreach and Engagement Agency, and other county departments, and in partnership with the SPAN Center, the Capital Area Agency on Aging, by planning programs which promote independence, exploring and highlighting the positive aspects of aging, and increasing access to services that support aging in place. [00:29:59] Now, therefore, be it proclaimed that the Board of Supervisors of Enrico County, Virginia, hereby proclaims May 2025 to be Older Americans Month and urges every resident to recognize the contributions of our older residents, help to create an inclusive society, and join efforts to support older Americans' choice about how they age in their communities. [00:30:23] Signed by our Chair Daniel J. Smith, our Clerk, Tonya N. Brackett, May 13, 2025. an honor to be here with you all tonight we are so grateful for your decision to proclaim may as older americans month in henrico county the theme is mentioned of this year for older americans month is flip the script which aims to move beyond outdated stereotypes and acknowledges [00:30:58] the valuable contributions and diverse experiences of older adults your recognition highlights the invaluable contributions that older adults have made to henrico county and emphasizes their significance in our community. This proclamation helps foster a culture of inclusion and respect for all people, regardless of age. Thank you for your help in celebrating the achievements of older residents, highlighting their needs and raising awareness about issues important to them. Thank you to the Board of Supervisors for your commitment to cherishing older adults and dedication to making Henrico County a great place to live and grow old. Thank you. [00:31:37] Mr. Chair, at this point you'd move into public hearing, rezoning cases and provisional use permit first item on the agenda is from the three chop district um markel eagle with a request for a single family residential development uh miss roundtree there is a deferral on this item that has been requested to the august 12 2025 meeting is that correct yes sir [00:32:11] mr chairman i move that rez 2022 0002 markel eagle advisors llc be deferred to the august will 2025 meeting at the request of the applicant second thank you ma'am it's been a motion made in a second uh this is a public hearing is anyone in the room that wishes to speak to this deferral before the motions acted on is there anyone on webex there's no one to speak to this item all right thank you ma'am motion again made by miss roundtree seconded by mr roguish those in favor say aye aye any post motion carries mr major next also in the three chop district is [00:32:47] Shell Brothers with a request for a single-family residential development. Again, a deferral is requested on this rezoning to the June 10, 2025 meeting. Ms. Roundtree? Slow down a little this time. Any questions? Any questions for Ms. Moore? No. Is there anyone in the room that wishes to speak to the deferral request for this case? Anyone on Webex? There's no one who speaks to this item. [00:33:15] All right. Thank you. Ms. Roundtree? Mr. Chair, I move that REZ 2024-102145 Shell Brothers be deferred to the June 10, 2025 meeting at the request of the applicant. Motion made by Ms. Rauntree. Second. Second by Mr. Rogus. Those in favor say aye. Aye. Any opposed? Motion carries. [00:33:33] Next, Mr. Chair, moving to the Verina District is Harsh Thacker and Dorado Capital LLC with a conditional rezoning request where the applicant is proposing a warehouse. This was deferred on april the 8th for decision only at tonight's meeting yes sir miss moore you have anything to add i do i say we just got a request from the applicant requesting just a one month deferral into june 10th 2025 by the applicant thank you ma'am any questions for miss moore at this point [00:34:07] in time this is a public hearing is anyone in the room wishes to speak to the deferral request of this case anyone on webex there's no one to speak to this item all right mr nelson so i had And I come prepared to deny the case, or what's the proper terminology? [00:34:35] Deny the case, the word verbiage? Yes. I talked to the attorney. I don't see how they would, at this particular time, get me to see any other, to reverse it or flip my decision. [00:34:53] But to be fair, being that I did go out to the resident with Ms. Moore, resident's community with Ms. Moore, Mr. Mackey, We spent some time out with about five to ten neighbors. [00:35:11] You know, just out of fairness, I mean, we can defer it. I probably would end up at the same place in 30 days. But, I mean, I'll go along with the deferral. My issue is the buffer, it's kind of a wonky, wonky spot. [00:35:29] And so the spec building, which is one thing, because there is no, and it's more termed if I'm wrong, but there's nobody planning to be in the building if they put it up right now. Not at this time, no, sir. [00:35:45] So it would be a spec building that would be sitting there empty, and the buffer is about 50 feet, which for this type of piece is nothing, especially when you have community. You got houses all around this. [00:36:03] But I'll go ahead and do the deferral so no one can say that I was unfair. If you want to have a conversation with me in the next 30 days, we can, and we'll end up back here in 30 days. So move the deferral request, wherever that is. [00:36:18] June 10th. June 10th. I move that REZ 2024-102-751-Hardstacker-Dorado-Capital-LLC be deferred to June 10th, 2025, meeting at the request of the applicant. And the applicant will have those. [00:36:36] Well, let me just leave it alone. Yeah. I'll defer it, and I'll have my same comments again 30 days from now. And a motion made by Mr. Nelson, seconded by Mr. Cooper. Those in favor say aye. Any opposed. [00:36:52] Motion carries, Ms. Mayer. Next, Mr. Chair, from the Fairfield District is Joseph McCutcheon, where the applicant is proposing a proffer related to a recreational space to allow for development of two new single-family homes. Ms. Moore, correct me, this item has been withdrawn. [00:37:09] That's right. We received a letter to withdraw this case, so no actions required by the board. Mr. Newby? No actions needed. That's correct. All right. Thank you both. Any comments from Mr. Cooper or Realza? I'm happy that he decided to withdraw this. [00:37:26] Thank you, sir. Mr. Mayor. All right. Next, Mr. Chair, we move into the Brooklyn District with St. Mary's Hospital of Richmond with a request for a provisional use permit under Chapter 24 of the County Code that would allow a structure to exceed 110 feet and an accessory helicopter landing facility on parts of certain parcels on the east line of Brimo Road near its intersection with Monument. [00:37:57] The Planning Commission voted to recommend that the Board of Supervisors grant this request, Mr. Chair. Thank you. Thank you, sir. Ms. Moore, any presentation you have on this one? Yes, sir. Thank you. So as mentioned, St. Mary's is proposing to construct an eight-story building and to renovate and house its critical care unit. [00:38:17] The new building would be located between the existing north and south towers and face Bremo Road, and we roughly add 200,000 square feet for surgery, intensive care, and other medical space. The number of beds, however, would not increase, but it would allow patient rooms to be private rather than shared as they are now. [00:38:40] Other proposed changes include reconfiguring parking areas for better efficiency, and improvements and landscape enhancements around the loading dock and equipment yard. Also proposed is a relocation of the existing hillipad located in the surface area right here close to Paxon Street would be relocated to top of the proposed eight-story building here. [00:39:06] Nearly all aspects of what's proposed is allowed by Wright in the 03 district and can be approved administratively through a plan and development process with two exceptions, and that is to the proposed height of a portion of the building per year of 158 feet and also to allow the relocation of the hillipad. [00:39:34] So the 03 district allows building heights up to 110 feet tall and then extended heights of up to 200 feet are allowed with a provisional use permit. The proposed expansion building would be similar in height to the existing buildings here and here, which range about 100 to 110 feet, which flank it, but portions, as you see, will extend up to 158 feet to accommodate the elevator shaft. [00:40:05] So that's the first item of the request of the PUP. The second, again, is the relocation, as mentioned, of the Hillipad from here to here. And so when the Hillipad was first approved in 2010, it was done so with a conditional use permit approved by the board of zoning appeals when the zoning ordinance was updated and adopted in 2021 the body to review helipads in o3 district changed from to bza to the board of supervisors for their approval under a provisional use permit staff believes through its relocation [00:40:43] is a benefit and that it would be less intrusive than its current ground location here it would free up approximately 50 parking spaces, but more importantly, it would provide greater and quicker access of medevac patients to the hospital and the critical care units within the hospital. [00:41:06] The 2026 comprehensive plan recommends semi-public, reflecting the site's long-term use as a hospital. The proposed height would be a similar scale as the existing hospital and would accommodate a more suitable location of the helipad in terms of its impact on surrounding residential areas in the operation of the hospital. The applicant did hold three community meetings and there was no known opposition to the case other than one attendee at the Planning Commission last month who had general questions. Staff supports this request subject to the 10 conditions recommended in the staff report and as mentioned the Planning Commission recommended approval [00:41:43] at their last April 10th meeting. This concludes my presentation. I'd be happy to answer any questions you may have. Thank you ma'am. Any questions for this morning? Is there anybody in the room that wishes to speak to this case. If you would wish to speak to this case, if you could please head to the lectern in the back and please state your name and address for the record and [00:42:05] please proceed. My name is Sarah Ludley. I'm a resident on Brimo Road. We know that they've had these neighborhood meetings, although there was not necessarily that much information provided for particularly talking about the helicopter pad. St. Mary's have requested this helicopter landing facility. I would like to know whether the board has been provided any past and current [00:42:41] data regarding the use of the current helicopter landing facility and what any future projections for the anticipated use of the new helicopter landing facility and how that is going to affect the neighborhood going forward. Thank you ma'am. Noted those questions and we'll get the last out of the applicant shortly for you. Thank you very much. Ma'am. My name is Robin Johnson. I live at 5903 Keystone Drive, which is one block off of Monument. [00:43:15] And so a couple of things. Number one, I hadn't planned on making any comments, so I don't have any notes. In regard to the neighborhood meetings, I called, since I found out about this, I called everybody on either side of me. [00:43:32] They were not aware of any of this. I think there are perhaps some people in the neighborhood that knew about it. Our Neighborhood Association, I did, Livingston mentioned today that in a voicemail that he had, that they had sent notice to the Westwood Homeowners Association. [00:43:52] However, the name was the wrong person. She's no longer the representative for the association. So I don't know who knows about it. And similar to what she said, I think a lot more information is needed about the noise that's going to be coming from a helicopter pad that is effectively 8 to 10 stories high and the effect that it's going to have. [00:44:20] I would like to defer a decision on this portion of it. It is not by right. I would like to propose that this portion of it be deferred until more information can be studied of alternatives. I certainly don't want to take away from what St. Mary's is doing. [00:44:37] I think it's obviously they're trying to improve the hospital. However, the helicopter pad is a pretty big issue for those of us that live 1,000 feet away. So I would propose that we wait on making any decisions on that. [00:44:53] Thank you, ma'am. Is there anyone else in the room that wishes to speak to this case? Anyone on WebEx? There's no one to speak to this item. Thank you, ma'am. It's the applicant. You're the applicant. Please go ahead, ma'am, introduce yourself, and if you could answer those questions, and then I'll see any remarks that you have. [00:45:13] Yes, thank you. I'm Bridget Fitzpatrick. I'm the Chief Operating Officer at St. Mary's. So thank you for your questions. To answer the first question, we did present data to the Planning Commission regarding the number of helicopter landings. In 2024, it was right under 180. [00:45:29] Given the fact that we are not expanding our overall bed count, We do not expect to have a significant increase in helicopter landings at this point. Regarding the community meetings, we did have several invites went out to about 300 homeowners, both in Henrico County as well as in the city of Richmond, because we are right on the line. [00:45:51] We also have signage on our campus with numbers to the county to make individuals aware. And one of the biggest opportunities and reasons that we want to put the helipad on top of the building is for overall safety. Not only the safety of the patient who is being flown in for emergent reasons, so they can be dropped down immediately from the roof down into our emergency department, into our ORs, or into our ICU, as well as our NICU. [00:46:19] We are the highest level of NICU care in the Bon Secours system, and so we're able to do that directly. But on the ground, another obstacle that comes into play is the transport of the patient from the helicopter into the emergency department, not only pedestrian, but also traffic safety there. [00:46:38] And so those are two of the main reasons why we find it so important to put on top of the building. In addition, putting it on the roof as opposed to the ground, we're expecting it not to be as noisy because it will be higher in the air, as opposed to landing, which is its current location right behind other homes along Libby Road. [00:46:58] Thank you, ma'am. While you're here, one of the proffered conditions is number eight. It discusses the helipad approach path. Are you able to discuss that at all? Yes, so we work very closely with our pilots in LifeEVAC. Of course, with all helicopter landings, it would be determined by weather and any wind conditions because it is so important for them to land into the wind. [00:47:22] But the most common or the most recommended health path is from the southeast on to the kind of across our parking lot and then on to the landing pad there on top of the building. Thank you, ma'am. I was able to speaking to the two folks who came here to speak today. [00:47:43] I was able to not only attend the first community meeting, but I was able to have a briefing by the staff with regard of the hospital with regard to the plan. A couple things that were not mentioned that I want to share, and I want to thank the hospital for. [00:47:59] The hospitals agreed, and please correct me if I'm wrong, they've confirmed your intent to communicate regularly on the project to the point of even establishing a website with timelines when construction and when roads will be closed and when residents in the area could and should expect construction to be ongoing. [00:48:18] So thank you for that. With regard to the question about the helipad uses, thank you for asking that. Again, no more beds should equal relatively the same level of flights. As far as the noise on the helipad, that question was asked in the community meeting that I was in, and it was attended by a few members of the community and the board of a neighboring community. [00:48:39] And the noise was asked, and I believe it's been concurred that the helicopter not landing on the ground would actually assist or aid in some of the noise levels. It was a question that was brought up in addition to a few other questions with regard to construction and traffic and pedestrian accommodations around the construction area, helicopter flight path, frequency of landings, land shaping, and a few other topics. [00:49:06] So I want to thank the folks for three community meetings. They got more attended as they went. The last one was the most attended. So I appreciate them doing more than what was required there. Any other speakers in the room to this case? [00:49:23] Any questions from my colleagues? Mr. Chair, I just have a couple quick questions. Are there – I'm not sure you even asked this. Are there other helipads in Henrico County? I know there's one in Chesterfield, but are there other ones in Henrico County, Henrico Doctors? [00:49:41] And on the provisional use permit, so we're estimating three to four a week. If that were to go up, do we have a chance to go back on the provisional use permit? Maybe Mr. Newby – I'm not sure if I know the answer to that question. But once that's approved, it's three to four per week right now is what they're suggesting, 180, three to four per week. [00:50:05] Is that something that would, if that changed, could they come back to this board at all on a provisional use permit? Ms. Moore may have the details of the conditions in front of her. The board always has the opportunity to revoke or revisit a provisional use permit if a condition is violated. [00:50:25] Provisional use permits typically don't expire, but sometimes they can be set to expire. Ms. Moore may have the details of whether there's a provision or a condition that speaks to this. So the conditions aren't predicated on the number of trips that were not foreseen because the number of beds aren't increased. So it's really just more of efficiency, and if it's an emergency, you wouldn't want to cap that. [00:50:45] So as the county attorney mentioned, though, if there's problematic, they can always show how it has negative impacts, adverse impact on the community for the board to consider to revoke. Yeah, Ms. Rogus, the only three items, as you can see, is the path was discussed, the conditions of the design were to meet FAA standards, and the training, safety protocols, and equipment FAA standards. [00:51:10] But if the hospital were to come back with another 100 beds, we could revisit this. That's a great question. On the beds question, Ms. Moore. No, not really. What are they? But they would have to come to us for a provisional use on the beds? No, not necessarily. For construction, more than likely, right? [00:51:26] So, again, it's not really putting a condition on the number of trips, but really the location and allowance of a helipad. Okay. And I do feel like from a patient's safety, certainly moving it from the middle of a parking lot to the top of the roof, from a patient's safety, it clearly is more accessible. [00:51:47] I think that's better. That's all, Mr. Chair. Thank you. Thank you, Mr. Ruggish. Anything other questions? I would concur from a patient's safety support, but I also would believe what the residents heard in the community meeting, I believe landing 100 feet above me rather than on ground level would be less intrusive. [00:52:08] I also want to make it clear when Ms. Moore mentioned that this 110 feet is actually, it's by right, it's the 158 feet for the elevator shaft that I believe requires this process. Is that correct? All right, so seeing no other questions, I want to thank the folks who came out here. [00:52:27] I also want to make a note to the residents who came out here today that you both mentioned, or at least one of you mentioned, that this is a good project. As somebody said, I don't want to get in the way of Vaughn Secours trying to serve our community. I forget, ma'am, if it was Robin or if it was Sarah, But this is an improvement to community safety, to community health in our neighborhood. [00:52:44] I do want to encourage the applicant to be as communicative as possible with our residents. The one neighbor that mentioned the Westwood area, you've got monumental floral gardens right next to that as well. So there are two active community associations that I'm in all the time. So I will hear from them if and when that communication fails. [00:53:02] So I certainly want to encourage you to be, again, as communicative as possible, and as you have been, hosting three community meetings. So thank you all. We called for a public hearing, we called for comments, and on that note, I move that we approve PUP 2025-100-253, 100-253, St. Mary's Hospital of Richmond, Incorporated, with the recommended conditions that are listed within the staff report. [00:53:28] A motion made by myself, seconded by Mr. Cooper. Those in favor, say aye. Aye. Any post? Motion carries, Mr. Manager. Next, Mr. Chair. Public hearing, other items. You have agenda item 119-25 that is an ordinance. This is to amend and reordain Section 2-51, titled Reserved, of the Code of the County of Henrico to authorize bonuses for county employees, something that was discussed during the budget process. [00:53:55] Ms. George. Good evening, Mr. Manager, members, Mr. County Manager. This board paper proposes an ordinance to authorize the county manager to provide bonuses to county employees and to adopt personnel policies and procedures governing the provision of such bonuses. [00:54:13] The ordinance would be effective July 1st of 2025. The Director of Human Resources recommend approval of this board paper, and the county manager concurs. I will be happy to answer any questions. Thank you, ma'am. Any questions, my colleagues? Seeing none, this is a public hearing. [00:54:30] Anyone in the room wish to speak to this ordinance? Anyone on WebEx? There's no one to speak to this item. All right. Mr. Manager, this is an item that comes from the state, right? I mean, this is... It's a great question. A number of years ago, the county was able to... [00:54:48] we provided bonuses. And for a period of time, this administration kind of held off on that and focused more so on salary increases. The school division has done bonuses. But in conversations with the county attorney, we were advised that we were going to need to have an ordinance by the board in order to go back to that approach. [00:55:15] as we speak tonight there is no there is no plan or number that we have in mind we just like to have this tool in our toolkit that answers your question we discussed this i think it was a work session yes sir thank you thank you sir any other questions sir motion motion motion made by mr cooper second by mr nelson those in favor say aye any opposed motion carries mr manager next mr chair uh public comments we had one individual that had signed up he advised that he was not going to be able to be here this evening. Is there anyone that wishes to address the board [00:55:48] this evening in person? Anyone on WebEx? There's no one to speak on WebEx. Then, Ms. Chair, you would move into general agenda. First item is 120-25. This is a resolution for signatory authority. This is for agreements for use of home art funds. Mr. Lebo. Thank you, Mr. Manager, Mr. Chair, members of the board. This board paper authorizes the county manager to execute contracts with ACTS, Commonwealth Catholic Charities, Home Again, [00:56:24] Housing Families First, and Safe Harbor, allocating a million dollars in home ARP funds for the administration of supportive services. The Director of Community Revitalization recommends approval of the board paper, and the county manager concurs. With that, I'm happy to answer any questions you may have. Thank you, sir. Any questions for error? Seeing none, is there a motion? Motion made by Mr. Roundtree, seconded by Mr. Nelson. Those in favor say aye. Aye. Any opposed? Motion carries. [00:56:50] Next, Mr. Chair, 121-25 is the resolution for signatory authority. This is for award of contract. It's an annual contract for surface asphalt recycling. Mr. Hughes. Chair, members of the board, good evening. This board paper awards a unit price annual contract to American Asphalt Surface Recycling Incorporated for Surface Asphalt Recycling. [00:57:12] The contract consists of furnishing all labor materials, equipment, fees, and supervision necessary to provide surface asphalt recycling throughout the county of Henrico when needed as requested. Essentially, this heats up the pavement, mixes in a rejuvenating agent, places it back down for a fraction of cost of traditional pavings. [00:57:33] But based upon a review of, well, the county received one bid, there's only one provider in the region. But based upon a review of the bid, American Asphalt Recycling is the lowest responsive and responsible bidder. We've had them under contract before. This was about a 10% increase. [00:57:50] This process is about 60% cheaper than traditional. And the estimated first-year expenditures are approximately $1.5 million. It may increase or decrease depending on what we need. And the contract will be for a period of one year with the option for the county to renew for two additional one-year terms. [00:58:09] Funding to support this contract is available within the Department of Public Works budget and the Directors of Public Works purchasing recommend approval of the board paper and the county manager. Thank you, sir. Any questions for Mr. Hughes? Seeing none, is there a motion? [00:58:27] Second. Motion made by Mr. Robertson. Seconded by Mr. Nelson. Those in favor say aye. Aye. Any opposed? Motion carries, Mr. Manager. Next, Mr. Chair, 122-25 is the resolution for award of contract. This is for the Capitol Trail Lighting Project at Rockets Landing. This is in the Verona District. [00:58:44] Mr. Hughes. Mr. Manager, this board paper awards a fixed-price contract for $229,436 to Lightning Maintenance Incorporated for the Capitol Trail Lighting at Rockets Landing Project. The project consists of furnishing and installing 15 solar lights on direct berry light poles and providing two additional fixtures and poles for future maintenance. [00:59:07] Work on the project is anticipated to begin in May. and is expected to be completed within 120 calendar days county received three bids and based upon a review of those bids lightning maintenance is the lowest responsive and responsible bidder funding to support the contract is available within the project budget the director of public works and the purchasing director recommend approval of the board paper and thank you sir any questions mr hughes on this one are we paying for this again mr manchel oh mr hughes oh this is local like local cvta okay and the um in the rockets community knows that this is happening [00:59:44] uh we'll be in communication okay so we have communicated in the past but when prior to installation we'll pretty cool we've been talking about this for a while sumo so moved is that what you said yes motion made by mr nelson seconded by mr roguish those in favor say aye aye any opposed motion carries mr manager no other business mr chair any closing comments from my colleagues seeing none have a wonderful night everybody ---------------------------------------------------------------------- Coraggio Consulting · aguyonx.com
