And for everyone who is watching on live stream for tonight's meeting, you can participate remotely in the public comment portion of the meeting by going to the Board of Supervisors webpage at henrico.gov backslash supervisors. [00:09:51] scroll down to the click the Webex event and our moderator will help you out again I want to welcome everybody to our meeting here this evening we'll begin as we always do with our pledge of allegiance and if you would please rise if you're able and remain standing for invocation tonight brought to us by chaplain Bobby Meade with the Enrico County Police Division. Father God we thank [00:10:29] you for this day as we come together Lord just gathered I would thank you for our board of surprises Lord thank you for their wisdom and discernment as they lead our county thank you for what they have done for us in this past year already. And, Lord, I just pray over this meeting that it would be a time of peace. And, Lord, looking back over this past weekend, I thank you for the lives that were laid down, those who paid the ultimate sacrifice so we could have a great price of freedom that was paid by their blood, Lord. [00:10:54] I thank you for that. And, Lord, I thank you for what you do for us, your great provision. I pray over this time tonight. And we pray. I will accept a motion for approval of our minutes from our May 13th meeting. [00:11:28] Second. Motion made by Mr. Cooper, seconded by Ms. Roundtree. Those in favor say aye. Aye. Any opposed? Most curious, Mr. Mayor. Mr. Chair, members of the board, I have three comments this evening. I'd like to first begin with our director of public utilities, Mr. Bentley Chan, who is going to provide the board with an update. [00:11:49] It has been a bit of a trying day, if you will, regarding water in our region. But before Bentley begins, I do want to publicly commend the mayor of the city of Richmond for the increased communication that we have had during this situation. [00:12:08] And I know, Bentley, you have talked to their utilities director many, many times today. The mayor has been constant as far as communication. So I didn't want to let this moment go by without recognizing that fact. Bentley? Thank you, Mr. Manager. [00:12:24] Mr. Chair, members of the board, good evening again. As the manager said, we have been in constant communication with our partners at the City of Richmond as well as with our regional partners in the area, Hanover and Chesterfield. [00:12:43] And so very early this morning, our staff-to-staff communication at the city had communicated to us that they had to shut down their plant because of some blinding of their filters. [00:12:59] And so this caused a drop in both flow and pressure, which was followed up by a call by their director to us at around 4 a.m. [00:13:15] And so our staff moved very quickly to make sure that the emergency operations planning that we did after the January event was ready and we were ready to execute it. We had kept all of our tanks, all of our reserves at a fill or like a highly filled or an overfill level. [00:13:38] And we were ready to go out and close all of the valves along the county city border to isolate Hemrico from the city's system and any impacts from this water event. [00:13:54] And so early this morning, like kind of later than that call, but early this morning, we were able to do that isolation. And currently, we are being served by our own water that is produced at 3CHOP, as well as everything that we have in our reserve system in the eastern part of the county. [00:14:17] and I'm happy to report that we have only drawn down one of our, I think, five or six tanks in the eastern part of Henrico. We've only drawn that one down, and we still have most of our reserves in place. [00:14:34] The city of Richmond is making their way to recovery, and they're passing the evening demand, And hopefully, as those demands lessen, they can perform more recovery efforts and continue to fill their reservoir. [00:14:52] And hopefully, by tomorrow morning, they will be back at normal production, at which point we can start to look at how to bring their feed back into our system. But I will say that at this time, residents of Hemrico should not see any change in water flow or pressure in the system. [00:15:18] But we do ask that you be mindful of what's going on and conserve when you can. Thanks, Mr. Chen. Any questions for Mellie? Thank you, Bentley. [00:15:36] So for the second item, I'm going to ask Brandon Hinton to come forward. The Board of Supervisors is aware, but for those members in the audience that may have not heard the news last week, it was reported that our esteemed Brandon Hinton will be assisting the city of Richmond over the next 90 days with their financial and administrative functions, and he will serve as an interim deputy city administrator. [00:16:06] The mayor reached out in a time of need, and like any good neighbor, we responded with aid, which in this case is our superstar, Brandon Hinton. He is recognized as one of the most knowledgeable and experienced deputies in his field, so this is just another demonstration of his talent. [00:16:27] With this temporary assignment, Brandon brings a wealth, and I know you hate this, Brandon brings a wealth of municipal experience and expertise, plus a tireless work ethic and caring, a generous heart to Mayor Avula's team. [00:16:45] I have no doubt that the city, Brandon, and our entire region will benefit from enhancing the many ways that we work together. His portfolio has been delegated amongst the county manager's office staff, and our work will continue without interruption. [00:17:02] But during this time, we, all of the agency heads, will continue to support Brandon at this time with making sure that we continue to check in. Your portfolio, your seat is not going anywhere. No one is allowed in your office. [00:17:18] So I want to thank you, Brandon, for stepping up and proudly representing Henrico. Thank you. Thank you, Mr. Manager. Thank you, Mr. Chair and members of the board. [00:17:34] I'm overly excited about this opportunity. I got a phone call last week that was suggesting, and I thought the manager was out of his mind a little bit, a little mistaken. But I'm incredibly humbled to be asked. I'm hoping I could be of help to the city. [00:17:50] i can tell you that my 22 year career i've been away from the county for maybe two weeks and that includes the birth of all five kids so uh this is a little different for me for sure but i love what i do every day i love the people i do it with they all know that and being asked to do this has only exacerbated those thoughts along the way so i appreciate my badge work this morning when i got to work it was a concern one but i really do appreciate the opportunity and i hope i can be a little bit of help. Thank you, Brandon. Thanks, Brandon. So for this last item, I'm going to ask [00:18:26] Dennis Bickmeyer to come up. He didn't know I was going to do this, but our county is excited as today we announced that we have issued a request for interest solicitation for an arena anchored mixed-use development on property that once served as headquarters for the retail chain Best Products. This is along Interstates 95 and 295 and East Parham Road, formerly known as Green City. This new opportunity has been dubbed Best Products Reimagined. We would expect another name coming forward from a successful development team. Our region is underserved [00:19:03] in terms of entertainment venues of the desired scale. This prime site offers so the time is right for proven, competent, and a capitalized partner to execute this vision. I will tell you that the anticipated construction will generate possibly 8,000 jobs and $1.4 billion of economic impact at Buildout. [00:19:32] The master developers, arena operators, and others are being asked, they're being given until Monday, July 28th, to formally respond with submissions of a statement of interest in the development. But I'll stop, Dennis, because you, Carrie Tritina, Andrew Newby, and others have been very busy with this RFI over the past several weeks. [00:19:54] Anything you'd like to add for the board as we go into this? Thank you, Mr. Manager, Mr. Chair, members of the board. Yeah, actually, it's been an exciting day for us. I know the water took precedent, but we certainly did our share of media interviews today as well. [00:20:10] But I think the partners that you mentioned, you know, Cary, the county attorney's office, the EDA, everyone pulling together to put this RFI together, 360-some pages of material went out today to the development community. We're excited to see what we get back over the next 60 days. [00:20:29] And I really think it's going to be a fun process for all of us. It'll be the second time that this RFI has been put into place. The first time was a little over maybe a year and a half ago with the Glover Park project. And the result is our partnership with Prep Baseball Report and that development that hopefully we'll be cutting the ribbon on in one year. [00:20:49] But again, I think this process puts us on a track to get this job done. And I think we've opened up a lot of creativity for the development community to come back with some ideas on this arena anchor district. [00:21:05] So I think you called it transformative or transformational, I should say, in your comment in the release today, and we really feel that way, and I think the excitement around the community is certainly there. Thank you, Dennis. Mr. Chair, I have no other comments this evening. [00:21:23] Thank you, sir. Any comments from my colleagues? Seeing none, I have just one. I'd like to welcome and introduce a guest here this evening as we recognize Asian American Native Hawaiian Pacific Islander Heritage Month and Jewish American Heritage Month. [00:21:40] But before I introduce our guest here tonight, I'd like to make note that as May celebrates Asian American Native Hawaiian Pacific Islander Heritage Month and Jewish American Heritage Month, We recognize the contributions of individuals from Henrico County elected officials and employees to community members and businesses that are integral to the way we govern, the way we live, the way we work, and quite certainly the way we play in our county. [00:22:05] People often share with myself, with my colleagues, and others how much they love the county of Henrico. Every day I see the intentional efforts of service delivery and relationship development that are implemented to ensure that everyone can thrive within our county. [00:22:22] Additionally, as a part of the ongoing celebration of AAPI and Jewish Heritage, programming, events, and information are available for everyone. Please visit Henrico.gov to learn more from Henrico County Public Library, Recreation and Parks, and Multicultural Community Engagement Offices. To bring remarks, again, on behalf of the Asian American Native Hawaiian Pacific Islander Heritage Month communities, I'd like to invite 2025 My Henrico Academy participant, and it's great to see you again, sir, Koi Tran. Thank you, sir. [00:22:53] Thank you, Mr. Chairman. Good evening, Mr. Manager, members of the board, guests, and attendees. I'm Khoi Tran of Vietnamese American, and I'm also a proud Henrico resident since 1999 and a participant in the current Henrico Academy program. [00:23:17] I'm happy to know that all the participants of that program here and online as well, like my friend Niru there. He's from Nepal. It's an honor for community members like us to be here to witness Henrico County's inclusive leadership in the recognition of the AANHPI heritage. [00:23:44] For that, I'd love to express our deep appreciation. You know that when you recognize others for their heritage, culture, language, you make them feel welcomed, respected, and most importantly, bring out more of the good in them for us all. [00:24:03] So, once again, thank you for the special recognition of our AANHPI heritage. Thank you. Thanks, Corey. Thank you, sir. [00:24:19] All right, seeing no other comments, there are no members of the media in the room. If you're dialed in online, thank you for covering tonight's meeting. Mr. Mayor. Mr. Chair, members of the board, we move into public hearing items. Next several items, Curtis Anthony is going to take us through Agenda Item 125-25 as a resolution for signatory authority. [00:24:42] This is for quick claim of portions of existing utility easements at Distillers Lane and Brewery, if I could speak, Lane in the Brooklyn District. Mr. Anthony. Thank you, Mr. Manager, Mr. Chair, honorable members of the board, ladies and gentlemen. [00:24:59] This board paper would authorize the chair to execute a quick claim deed releasing any interest the county may have in portions of an existing utility easement in the Wright Haven Square apartments in the Libby Mill Midtown section of the county. The owner of the apartments encumbered by the utility easements area has requested this action. [00:25:18] The county does not need the easements, and there is no county facilities in that area. The Real Property Division has processed this request through the Deputy County Manager for Community Operations, Departments of Planning and Public Utilities, without objection, and the Director of Real Property recommends approval of the board paper. [00:25:36] I'll be happy to answer any questions. Thank you, Mr. Anthony. Any questions for Curtis? I see none. This is a public hearing. Does anyone in the room wish to speak to this case? Anyone on Webex? I want to speak to this item. Thank you, ma'am. Curtis, thanks for sending this out in advance. [00:25:54] I took a peek at it, and I appreciate the work on it. I will offer a motion on the resolution. A motion made by myself to approve, seconded by Mr. Cooper. Those in favor say aye. Any opposed? Resolution carries. Mr. Manager. Next, Mr. Chair, moving to the Fairfield District, 126-25 is a resolution. [00:26:11] This is conveyance of a portion of Telegraph Road in the Fairfield District. Mr. Anthony. Thank you once again, Mr. Manager. Mr. Chair, honorable members of the board, ladies and gentlemen, this would authorize the conveyance of an abandonment of a portion of Telegraph Road to H.H. Hunt, Edgewood, Brook, LLC, and the Virginia Association of Realtors. [00:26:30] The abandoned portion of the Telegraph Road is not necessary for public travel and was abandoned at a public hearing on December 17, 2024. H.H. Hunt, Edgewood, LLC, and the Virginia Association of Realtors have requested that the county convey the abandoned portion of Telegraph Road to facilitate the development of their adjoining properties. [00:26:49] The directors of public works and real property recommend approval of the board paper. The county manager concurs. I'll be happy to address any questions. Thank you, sir. Any questions for Curtis? This is a public hearing. Does anyone in the room wish to speak to this case? Seeing none, anyone on Webex? [00:27:05] There's no one to speak to this. Aye. Thank you, ma'am. Mr. Cooper. Motion made by Mr. Cooper, seconded by Mr. Nelson. Those in favor say aye. Any post. Motion carries, Mr. Manager. Next, Mr. Chair, continuing within the Fairfield District, 127-25 is a resolution for signatory authority. [00:27:25] This is a quick claim of a portion of an existing sewer easement at 2426 Bryan Park Avenue, which is in the Fairfield District. Mr. Anthony. Again, Mr. Manager, Mr. Chair, Honorable Members of the Board, ladies and gentlemen, this would authorize the Chair to execute a quick claim deed releasing any interest the county may have in a portion of the sewer easement on the property at the corner of Bryan Parkway and Stone Lee Road. [00:27:48] Daniel and Nicole Affey, the owners of the property, covered by the reported utility easement, has requested this action. The county does not need the easement, and there are no county facilities in the area to be quit claimed. The Real Property Division has processed this request to the Departments of Planning and Public Utilities without objection. [00:28:06] The director of Real Property recommends approval of the board paper. I'll be happy to address any questions. Thank you, sir. Any questions for Mr. Anthony? Seeing none. This is a public hearing. Anyone in the room wish to speak to this case? Anyone on WebEx? Anyone on WebEx, ma'am? Do we still have you in the control room? Is there anyone on WebEx to speak to this case? There's nobody on WebEx. No, sir. There's no one to speak to this item. [00:28:46] All right, thank you. Mr. Cooper. So moved. Motion made by Mr. Cooper, seconded by Mr. Nelson. Those in favor say aye. Aye. Any post. Motion carries. Mr. Manager. Next, Mr. Chair, 128-25, still within the Fairfield District resolution, declaration of surplus property, signatory authority, conveyance, 1510, 1512, and 1514 Francis Road. Mr. Anthony. [00:29:10] Thank you, sir. Mr. Manager, Mr. Chair, Honorable Members of the Board, this would declare three properties on Francis Road in the Greenwood Heights subdivision a surplus to the needs of the county and authorize the sell of the properties to Sutton Development Company, LLC. The Real Property Division has processed its request through the Departments of Planning, Public Utilities, and Public Works without objection. [00:29:30] The Director of Real Property recommends approval of the board paper. The County Manager concurs. Thank you, sir. Any questions for Curtis? Seeing none, this is a public hearing. Anyone in the room wish to speak to this case? Anyone on Webex? [00:29:46] There's no one to speak to this item. All right, thank you, ma'am, Mr. Cooper. So moved. Motion made by Mr. Cooper, seconded by Mr. Nelson. Again, anyone opposed to the resolution? All those in favor, sir? Aye. Any opposed? Thank you very much, Mr. Manager. Next, Mr. Chair, within the Tuckahoe District, 129-25 is an ordinance. [00:30:05] Vacation of building line. This is Farmington 1317 Elon Road. Mr. Anthony. Mr. Manager, Mr. Chair, honorable members, ladies and gentlemen, This would vacate a 40-foot building line on the front of Lot 9, Block K, Section B in the Farmington Subdivision in Tuckahoe District, also known as 1317 Elon Road. [00:30:27] The homeowner wishes to build a front porch, and these improvements would encroach on the existing building line. The Real Property Division processed the requested vacation through the Departments of Planning, Public Works, and Public Utilities without objection. The Director of Real Property recommends the proof of the board paper. [00:30:43] The County Manager concurs. Is there any questions? Thank you, sir. Any questions for Mr. Anthony? Public hearing, anyone in the room wish to speak to this case? Anyone on WebEx? There's no one to speak to this item. Thank you, ma'am. Mr. Rogish. I so move the ordinance. [00:30:59] Motion made by Mr. Rogish, seconded by Ms. Roundtree. Those in favor say aye. Aye. Any opposed? Motion carries. Mr. Manager, public comments? Next, Mr. Chair, you would move into public comments. We have a few folks who have preregistered, so we'll go in order. I want to remind folks, while I have you, all the comments from tonight will be made at the lectern in the rear of the room. [00:31:23] And if we have anybody online, we'll get to those as soon as we finish the ones in the room. Speakers will address their comments to the board and begin by stating your name and address. Discussions between speakers and members of the audience are not allowed. Anybody who's brought printed documents, just please share it with the deputy and the clerk in front of us. [00:31:41] Welcome you here this evening. The first speaker that is registered, pre-registered, is Ms. Kimball. Leslie Kimball, are you here? Thank you ma'am. Good to see you. Good evening. Thank you for allowing me to speak. My name is Leslie Kimball. I'm a resident of Henrico County. I would like to read from an article in RVA Magazine that's dated May 14th, 2025. I had sent it. Hopefully you have access to it. And then express a concern, ask a question of the board. I'm just going to read a couple of paragraphs. [00:32:20] In September 2023, Zachary Allum was convicted of eight felonies related to his activities inside the Capitol on January 6. He was sentenced to eight years in prison and three years of supervised release. However, in January 2025, Allum was released after receiving a pardon from Donald Trump. [00:32:40] In his sentencing memorandum, prosecutors stated that Allum intentionally placed himself in front of the mob as they attempted to breach the Speaker's lobby doors. I'm going to F you up. Allum yelled at officers, he didn't say F, he said something else, before shattering multiple windows with his fist. [00:32:58] He was arrested later that month after his mother helped the FBI identify him. A few weeks after Allum's release, J-6ers Joss Macias and Ray Chambers announced that they were establishing a group home for formerly incarcerated J-6ers in Richmond's Northside neighborhood. [00:33:17] Zachary Allen was identified as one of the residents in their safe haven program by Adam Villareal, who has since moved out of the area. Villareal stated that he left the Richmond facility due to unstable and unsafe conditions. [00:33:33] Villareal had been wanted by the FBI for his actions on January 6th, but was never charged. Villareal said that Allen wandered 100 miles away, was picked up by police in Washington, D.C., and placed in a hospital in April 2025. On May 9th, Allen was arrested in Henrico County for burglary and destruction of property related to a May 8th incident in Verina. [00:33:57] The charges include entering a house at night, a Class III felony that carries a penalty of 5 to 20 years in prison. The location of the alleged burglary is approximately 7 miles from the J. Sixer group house. Another J. Sixer who claimed residence at the group home is Thomas Tatum, a former Mississippi resident who was charged for his alleged involvement in the January 6 attack, an arrest that was even celebrated by some online. Tatum referred to the house as a time bomb. According to Tatum, the house was an unregulated, unsafe environment filled with active substance abusers [00:34:36] and untreated trauma victims. He also alleged that he was violently assaulted by Allen before leaving the residence. And RVA Magazine reached out to Henrico County Commonwealth Attorney's Office and the On Your Six Foundation, but they did not respond. So I'm here to express my concern about the presence of this group home, hoping that at some point the public will be made aware of the location of the group home, and hoping that the board or the Henrico police will let [00:35:13] the public know what might be planned in order to help keep the community safe. Thank you. Thank you, ma'am. The next speaker that has registered this evening is Stephen Cowan. [00:35:30] Is it Cowan? Sorry, Stephen. Stephen Cowan. Thank you for having me. My name is Stephen Cowan. I'm actually a resident of the city of Richmond, but I work in the neighborhood, in the community of Verina. [00:35:52] And I'm here to really address some things that we are really passionate about. So I work in Verina and have been a part of that community for several years now. And I've connected with many other leaders like Commander Harvey and with the Verona American Legion Post 233. [00:36:13] And we are just trying to help, you know, invigorate the community, really change what we're doing there. And one of the things we're going to do first is focus on the veteran community. So what we'd like to do is have a job fair specifically directed towards veterans in the Henrico and Greater Richmond area. [00:36:32] There's a big need out there to find some employment for these guys and women and really help them. And so what we're going to do and what we need from you guys, particularly Mr. Nelson, if possible, is presence there, some awareness and some media. [00:36:48] Really kind of bring this home and something that we can repeat over and over again and even grow into just the greater Verina, not just specifically veterans. But we want to focus on the veterans first. And the second, sometime this fall, we would really like to have a fair in the Verona community as well. [00:37:07] Something, we have the Dory Park Farmer's Market, but, you know, there's a lot of different things that we can do to help bring awareness, bring the community together, and really do something powerful. And so, again, we ask help from you guys with connections to be there and support us, supporting our communities that we live and work in. [00:37:27] I think that one of the biggest things that I want to work with specifically is the school systems. We want to bring the schools together, the churches, all of the nonprofit organizations in the area, as well as the businesses in the area to make sure that it's a revitalized community, continuing to grow, grow in the right way. [00:37:46] Obviously, I know Veranda is a very specific community about how we are growing. They're very hesitant to have large corporations move in and become busier and busier. But we want to bring that hometown of Verona back and really connect everybody. [00:38:04] So looking for help from you guys, support, and really need your passion. We've connected with the HR manager of Henrico County. We're connecting with the school supervisors as well. Thank you. Yeah, one more thing is, you know, again, I'm doing this as a city of Richmond resident. [00:38:24] But live and work in the Verona area. And coming from a large city, I grew up in Atlanta, but I've been here in the Richmond area for 14 years. I actually lived in Henrico for about nine of them. And so, you know, this is a great city to live in and really excited to see that. [00:38:43] Hey, thank you, Sean. Can I just, thanks to you. Can I share one thing? Sure. I'm going to give you my card information. It's glad to see you're excited about Verona. I want to connect. There's a lot already going on. [00:38:59] so I can do whatever I can to help. I already offered that previously. So once you guys get rolling and you either want my presence there or want to pick my brain, let me know. Verona is huge. [00:39:17] It's half of the county and landmass. The district itself is rural, suburban, urban, Highland Springs, Sandstown. So even when you're talking about Verona, it's hard to pigeonhole any one part of it because it's so diverse. But I'm willing to do whatever I can to help out you guys with your endeavors to reach out to you. [00:39:39] Thank you, sir. The next speaker signing up tonight is Andrea Worland. Is Ms. Worland here? Is Ms. Worland on WebEx? Not, sir. [00:39:56] All right. Do you have anybody while we're with you? Do you have anybody signed up on WebEx to speak? There's no one to speak on WebEx. All right. Thank you, ma'am. Is there anyone else in the room that wishes to speak during public comments tonight? All right. Thank you all. Seeing none, Mr. Manager, move into the general agenda. Mr. Chair, we would move into the general agenda. [00:40:13] Agenda item 130-25 is a resolution. This is for signatory authority for the Neighborhood Resource Center, Incorporated. This is a memorandum of agreement for tenant support at Glenwood Farms. Ms. Callahan. [00:40:29] Thank you, Mr. Manager, Mr. Chair, members of the board. I have Breanne Amherst with me. As you all have heard, we are great partners and we see the work of NRC as an extension of the work that we do here in the county. [00:40:45] So this board paper authorizes a memorandum of agreement for tenant support at Glenwood Farms with the Neighborhood Resource Center, NRC. Under this agreement, NRC will support residents of Glenwood Farms during the redevelopment of that community from the charitable donations raised for that purpose. [00:41:05] The deputy county manager for community affair recommends approval of this board paper and the county manager concurs. Thank you, ma'am. Any questions? Any questions? Thank you all very much. Seeing no questions, is there a motion? So moved. [00:41:20] Thank you. Motion made by Mr. Cooper. Seconded by Mr. Nelson. Those in favor say aye. Any opposed? Resolution carries, Mr. Mayor. Thank you. Thank you both. Next, 131-25 is a resolution. This is for approving the issuance of revenue bonds by the Economic Development Authority of Henrico for the benefit of GWF Senior LLC and GWF Family LLC. [00:41:44] Mr. Romanello. Thank you, Mr. Manager. Mr. Chair and members of the board, good evening. This board paper approves the issuance of bonds in an amount of $61 million and change by the EDA for the benefit of the Glenwood Farms community. These proceeds will be used to finance a portion of the redevelopment of Glenwood Farms, including multifamily residential housing for seniors and multifamily residential housing for families, consisting of six buildings and approximately 240 units or about 390 units between the two. [00:42:16] The Economic Development Authority serves as a conduit for the bonds. Approval of this board paper and issuance of the bonds does not create a financial obligation of the county or the authority. The EDA met on May 15th and recommends your approval, and the county manager concurs. [00:42:33] I should mention also this is the first time in the county's history that we'll be doing housing development bonds, and we would anticipate that there will be some to come in the future. Happy to answer any questions. Thank you, sir. Any questions for Anthony? I see no. [00:42:48] Is there a motion? Second. Motion made by Mr. Roundtree. Seconded by Mr. Rogus. Those in favor say aye. Aye. Any post. Resolution carries. Thank you for your work on that, Anthony. Next, 132-25 is a resolution for amendment to the annual fiscal plan. [00:43:05] This is a May appropriation of school bonus funding. Mr. Crawford. Thank you, Mr. Manager. Good evening, Mr. Chairman, members of the board. If approved, this resolution would amend the fiscal year 2024-2025 budget by nearly $5.3 million to allocate state funding for bonuses for full-time school employees. [00:43:33] The amount of the bonuses would come to about $700 per full-time employee. There is no local funding within this appropriation. And with that, as an overview, I'll be happy to answer any questions. Thank you, sir. Any questions for Justin? [00:43:51] All right. Seeing none, is there a motion? Motion made by Mr. Cooper, seconded by Mr. Nelson. Those in favor, say aye. Aye. Any opposed? Resolution carries. Thank you. Mr. Mayor. Next, Mr. Chair. Agenda item 133-25. This is an introduction of resolution for receipt for request of amendments to the fiscal 25 annual fiscal plan. Mr. Crawford. Thank you again Mr. Manager and as a overview this is this introduction if approved would authorize the advertisement of these amendments in the [00:44:29] appropriate publications. The total of the proposed amendments is just over 48 million dollars 17 and a half million of that is in the general fund. The majority of that is for public safety overtime and hourly salary costs in the special revenue fund the requested amendments total 4.3 million 3.8 million dollars is within the children's service [00:45:00] for the Children's Services Act program and then in capital projects fund total requested there is 25.9 million 15.7 million of that is state funding for public works projects, the bulk of that for transportation. However, there is a portion of that total that will go towards stream restoration projects. I would also note that there is $3.3 [00:45:31] million in total for improvements to Glover Park. I believe this is the portion for the PBR baseball fields. And then there are also a couple federal grants, one of which was actually deferred From the February amendment, about $300,000 for electric vehicles, and then $3,850,000 for electric school buses. [00:45:57] We have, or the county has received assurances that those funds will be coming to the county, hence them being recommended as a budget amendment. With that, I'll be happy to answer any questions the board has. [00:46:12] Thanks, Justin. Any questions for Justin on the introduction of the resolution? Electric bus funds are coming from where? You said you got an assurance. Yes, sir. So they are through a EPA rebate grant program. [00:46:30] They'll actually go to a third party as long as once we start the purchase process. I believe they're supposed to be arriving this week is what I've been told. Thank you. [00:46:46] Yes, sir. Any other questions? All right, is there a motion? So moved. Second. Motion made by Mr. Rogus, seconded by Mr. Nelson. Those in favor say aye. Aye. Any opposed? Motion carries the introduction of the resolution carries. [00:47:01] Next, Mr. Chair, 134-25 is a resolution. This is an award of contract for WRF solids handling complex roof replacement project. This is in the Verona District. Mr. Chan. Thank you, Mr. Manager, Mr. Chair, members of the board. [00:47:18] This is a fixed-price contract for $731,055 to Custom Roofing Incorporated, trading as J. King DeShazo III Incorporated for the Water Reclamation Facility Solids Handling Complex Roof Replacement Project, consisting of the replacement of approximately 22,000 square feet of roofing, drains, and flashing to restore roof condition. [00:47:50] Work on the project is anticipated to begin in June and be completed by September. With that, I'll be happy to answer any questions that you may have. Thanks, Bentley. Any questions for Bentley? So moved by the loose. Motion made by Mr. Nelson, seconded by Mr. Cooper. [00:48:06] Those in favor, say aye. Aye. Any post? Resolution carries. Just measure. Next, Mr. Chair, 135-25 is a resolution for the contract. This is for the Hidden Creek Stream Restoration Project. This is in the Fairfield District. Mr. Hughes. Thank you, Chair, members of the board. [00:48:22] Good evening. This board paper would award a unit price contract for $838,000 to KBS Earthworks, incorporated for construction of the Hidden Creek Park Stream Restoration Project. The project includes installation of in-stream structures, floodplain grading, seeding, and planning along 1,400 linear feet of an unnamed tributary of Stoney Run. [00:48:46] The work is anticipated to begin in July and completed within 300 calendar days. We received three bids, and based upon a review of those bids, KBS Earthworks is the lowest responsive and responsible bidder. Funding to support the contract is available within the project budget. [00:49:01] the directors of public works and the purchasing recommend approval of the board paper and the county manager concurs so i'll add this is uh the price came in under our estimate and we actually uh have a state grant to cover 50 percent of the construction so this one happy to answer any questions for mr use seeing none thank you made by mr cooper second mr roguers those in favor say any post motion carries mr manager next mr chair 136-25 is a resolution that would authorize and [00:49:40] adopt the Arrive Alive Henrico Safety Action Plan and apply for and accept funding from the Safe Streets and Roads for All grant program. Mr. Hughes. This board paper would authorize adoption of the Arrive Alive Henrico Safety Action Plan and authorize the Director of Public Works to apply for Safe Streets for All or SS4A implementation grant funding. It further authorizes the county manager to sign any agreements necessary to secure the funding. [00:50:08] The county is committed to improving roadway safety and reducing fatalities and serious injuries on its transportation network. On December 3rd of 2024, the board committed to exceeding the Virginia Strategic Highway Safety Plan by setting a target of reducing roadway fatalities and serious injuries by 50 percent by 2035. [00:50:27] The Arrive Alive Henrico Safety Action Plan serves as a framework for collaboration and supports eligibility for federal funding under the U.S. Department of Transportation, Safe Streets and Roads for All Implementation Grant Program. The county must adopt the Arrive Alive Henrico Safety Action Plan to be eligible to apply for SS-4A Implementation Grant funding. [00:50:50] The SS-4A Implementation Grant will fund up to 80% of the estimated cost of future projects awarded. The county would then have to fund any remaining 20%, so the max award is $25 million, so the max match would be $5 million. [00:51:08] The Director of Public Works recommends approval of the board paper, the county manager concurs and then as a quick reminder the uh the safety plan that we just did it cost about four hundred thousand dollars that was federally funded be to answer any other thank you sir any questions for us are there a motion so moved motion made by mr nelson seconded by mr cooper those in favor say aye any post motion carries mr manager uh no other business this evening mr chair any closing comments from my colleagues just offer before we close folks it's [00:51:42] graduation week it is upon us starting tomorrow at 10 30 with hermitage i believe well this county will graduate 4,000, Mr. Cooper, plus or minus, in the Henrico Sports and Event Center. So to those of you in the room with a graduate or someone in your family, to those dialing online or anyone following this county on social media, we wish you the very best for your graduation week and a safe and happy week. And wish you and your graduate the very best. Ms. Raucher. Just don't want to discount those who graduated last week from AVR as well as the virtual academy as well. [00:52:16] That's right. AVR last week. And also, we were there for the ACE Certificate of Completion, where hundreds, I would say, Mr. Cooper, help me out, 600-plus kids, young men and women, received their Certificate of Completion.
