[00:08:36] Thank you for the blessings we have through you. Amen. As always, Bob. [00:09:04] Colleagues, I'll accept the motion on our minutes from our October 14th, regular and special meetings. So moved. Motion made by Mr. Cooper, seconded by Mr. Rogish. Those in favor say aye. Aye. Any post. Motion carries. Mr. Mayor. Mr. Chair, members of the board, those in attendance do have one comment this evening, and I'm going to ask Jovan Burton, the Executive Director of Partnership for Housing Affordability and Special Projects Director Shelby Carney, to come forward for this comment. [00:09:39] Earlier today, members of the board, I shared with you an article on the $60 million Henrico County Affordable Housing Trust Fund. And these folks have been intimately involved in the execution of that effort. [00:09:58] But tonight, I want to recognize these two who are doing life-changing work to expand access to quality housing and address the ongoing challenges that are faced by families and individuals throughout our region who are struggling to find affordable homes. [00:10:16] They've been vital, partners with our county, as we have implemented that Affordable Housing Trust Fund, which to date has awarded $10.7 million in supported development of 136 affordable homes across our county since it was launched this past summer. [00:10:38] They bring a commitment to collaboration, integrity, equity, to the work they do with our county and with other communities they work with throughout the Richmond region. But I didn't call them up here to say thank you for your work with the Affordable Housing Trust Fund. [00:10:56] And, you know, the secret is out about both of you. And so, Jovan and Shelby, you've both been recently recognized by organizations in our region. Now, Chamber RVA named Jovan the Young Professional of the Year at its 2025 Icons Award Ceremony. [00:11:19] I know you both hate this. While the Virginia Housing Allowance presented Shelby its Emerging Leader Award at the Alliance's annual awards event. You know, and you all have seen throughout the year, we pull up employees and celebrate their accomplishments and recognitions with the board and with the community. [00:11:42] And the reality is, while you're not employees, you are both now part of the Henrico family. So congratulations to both of you on these much-deserved recognitions. Thank you, thank you, thank you for everything that you've done for us this past year with the Affordable Housing Trust Fund. [00:12:00] Congratulations. Mr. Chair, members of the board, I have no other comments this evening. Thank you, sir. Any comments from my colleagues? Mr. Chairman, I just want to again acknowledge the passing of our colleague from Chesterfield, Mr. Jim Holland, the longest serving supervisor on Chester's board. [00:12:24] Reverend Nelson and myself, along with others from the county, represented this board in this county at his funeral on this past Saturday. And so it was a wonderful celebration of life for a gentleman that lived a well life. And so, again, our condolences and prayers go to his family and to our Chesterfield colleagues as well. [00:12:42] Thank you, sir. Any other comments? All right. Seeing none, I want to thank Ms. Hardy with the citizen. Nice to see you, ma'am. Thanks for spending time with us again today. Mr. Manager. Mr. Chair, members of the board, you move into resignation appointment. You do have two papers. Agenda Item 265-25 is a resolution. This is for resignation of member from the Economic Development Authority Board of Directors. This board paper accepts the resignation of Samuel S. Bagley from that body. [00:16:01] This board paper authorizes the county attorney to institute and conduct condemnation proceedings in accordance with the Code of Virginia. The board paper further authorizes and directs the county manager to continue to seek voluntary acquisition of the easement. The directors of public works and real property recommend approve of the board paper. [00:16:18] The county manager concurs. I'm happy to address any questions. Thank you, sir. Any questions? How long have we been in negotiations about this? Months working with these property owners, and we were just too far apart with regard to their counteroffer. [00:16:36] They countered at $298,000. Oh, okay. And just in case anybody's tuning in and is not familiar with the condemnation process, could you just very briefly explain what the next steps are? Yes, we enter into negotiation, and unfortunately some negotiations can't reach an impasse with regard to a resolved signed document, recorded document, at which time it's turned over to the county attorney's office for the filing of a CLT. [00:17:03] At that point, once that's filed, the day after, we have the rights to access the property to build our facilities, whatever that may be. However, you go all the way up into court to resolve the issue, the open negotiation of the property owner and or their legal representation wishes to participate. [00:17:24] Any other questions? All right. Seeing none, this is a public hearing. Is there anyone in the room that wishes to speak to this resolution? [00:22:30] roguish second by mr nelson those in favor say aye any opposed motion carries mr mr chair members of the board you'd move into public comments so this is a time on tonight's agenda where the board asks you to come forward state your name and address for the record if you are speaking and that you limit your comments to a five-minute time period and i'm going to go ahead and start with jennifer lieberman miss lieberman hello my name is jennifer Lieberman, and I am here to talk on my own volition about the same thing I keep talking [00:23:09] about. Housing and the environment. Like you said, Roscoe, it is a shame that I have to keep speaking about housing, even though I don't own property. Anyways, as I think I've shown, I care a lot about what Henrico should stand for. However, I am concerned that you all act in complete lockstep with the former administration, save for investing a lot in sidewalks that go no more nowhere to appease the upper-class suburban moms that have too much time on their hands. I need to make it clear that I care a lot about sidewalks, but they need to make sense. [00:23:48] Do a lot of people use them to make get places? Probably not, as let's be honest now, no one wants to walk miles just to get one place. Anyways, in regards to the apartment and the office complex makes use building that you all approved last session, I found it egregious that you all listen to the concerns of so many people that talked all about classroom sizes and all you really implied was, who cares? Previous data indicates how many children live in these apartments. Let's not listen to what the public needs and instead bow down to the biggest real [00:24:28] estate developer in Henrico County. When you talk about hosting these small forums that are all are there to hear out the concerns of the people in the area, you don't heavily advertise these meetings, you don't consider that most people don't have the time to come even if they didn't know about it. So what does that mean? You have maybe a dozen or two people to come with concerns, but not enough to push back against the greedy developers that salivate at demolishing the very systems that are in place to help meld a healthy ecosystem, all to build $400,000 plus homes that [00:25:07] won't exist to be handed down to the grandkids of eventual owners of these homes. So I guess I need to say, I don't have an economics background, but we are at a point in our society where more and more people are living alone. The average income in Henrico County as of 2023 was $46,000, meaning around $37,000 after taxes. So if you're able to put down a 5% down payment, meaning $20,000 [00:25:40] With a 30-year fixed rate at 6%, your monthly payment for this $400,000 house that keeps being proposed will be about $2,300, $2,400. With a good credit score, home insurance will be about $125. [00:26:00] Say you use a four-wheel vehicle, likely an SUV, and don't own it. the average used car payment with a 690 credit score at a 67 month term at a 9% interest rate is $514. Insurance will run roughly around $80. I don't, I mean, sorry, $80 a month. Gas, I can't comment. I don't own a car. Okay, so I know property taxes are biannual, but divided by [00:26:34] month, I mean month by month, it would be $248. The average electricity is $180, $70 per water sewage $18 for your trash pickup internet around 70 a phone line and a payment plan for the phone $80 food two to three hundred dollars not including health insurance that equals to about four thousand dollars a month even if you double the income with a partner and pay the same for food car payment car insurance gas and phone your total bills will be over for fifty one hundred dollars meaning you will have around eleven hundred dollars for health [00:27:12] insurance and everything else. So given that we are in a crisis where more and more people are living alone, we are essentially asking people to move from places like Arlington where the average three-bedroom apartment can easily hit $60,000 a year. So that's what we've had happen in the general area. Why else are they perpetuating nonsense growth with apartment complexes in Richmond and Chesterfield? Because there are not enough regulations in place. And they also get easy tax breaks. I will end with this. The term for this [00:27:50] board is over in a bit over two years. Do you want the first Democratic majority board in Henrico County to be remembered as the board that aggressively pushed what the infamous Dixie crap David Cancelli started in Short Pump four decades ago? The idea that we can castrate environments so that we can build a hyper-individualistic, single-level society. [00:28:16] Do you want to be remembered as the board that invited people from Northern Virginia to price out the people that already live here that want something to call their own? Thank you, Ms. Lieberman. Just for the record, his name was David Cackley. [00:28:33] Okay, next is Tara Campanella. Ms. Campanella, are you here? Okay. Lieutenant Douglas Clark. Just from the back, Doug. [00:28:48] Yep. Yep. straight back there yes sir yeah what I say oh yeah lieutenant karma but I was a lieutenant many years ago I wish I was that age believe me names Douglas Lieutenant Colonel Douglas Clark live at 5005 Castle Point Court in Glen Island Virginia I want to thank the Board of Supervisors citizens of the county and for the time that you're giving me today I'm following up on [00:29:26] something we talked about last time I was here, which was two weeks ago, on October 14. It was the voter rolls and the voting systems, electronic voting systems in the county. I gave you a list of videos that I was hoping you'd had time to view. Have you had time to view those? I don't know if you have hands. Anybody's had time to view those yet? I would ask that you please view those. [00:29:55] Today, I'm going to give you the next step. I never present a problem without a solution, And so I was introduced to this individual. His name is Clint Curtis. He's a registrar in Shasta County, California. I called him last night because one of my election integrity team members gave me his contact information. I've given you a link in the paper in front of you, a video. It's only seven minutes long. He made this video to show you how you can guarantee your elections are secure with the electronic voting systems. [00:30:33] Now, Clint Curtis isn't just any registrar. On your paper, he tells you that he actually is a programmer that wrote the prototype for the source code that's used in electronic voting systems. So he knows a little bit about these things. [00:30:50] And he is very concerned that they're very easily compromised because he wrote the source code. In the video that I've given you a link to, you'll see in seven minutes how he recommends that you conduct your voting in order to avoid any possibility that the election can be rigged, changed, modified in any way. I've also included links on the second page, like I did the first time, to the election integrity videos that I've asked you to please review. You can't fix a [00:31:27] problem that you don't know exists, so I'm asking that you at least please take the time to look at the videos, and these are experts, Colonel Sean Smith, Professor Clements. He was actually flown into this state two years ago, January. I was invited to a private showing, and I met him. And his video, even though it might be a little long, two hours, it explains in terms that even a child in middle school could understand of how these systems can be compromised. And that's really all I have to say. I would like a private meeting, though, with my representative, Mr. Schmidt, [00:32:07] some point once you've had a chance to review the videos and I want to thank you again for your time and I appreciate it thank you Coleman Gillis miss Gillis are you here you would evening my name is Brenda Coleman Gillis my husband and [00:32:40] I decided the Verona district 8212 Heather Ridge Court Henrico Virginia I've been a resident in the residents there at our homes approaching 20 years and To give you an idea of what we've been struggling with pretty much the last 18 years is deed fraud, deed theft. [00:33:09] I was not at closing May 19, 2006 in Northern Virginia. My husband was there. I was here at that time. [00:33:26] Our daughter had entered fifth grade. We transferred from Northern Virginia. I was picking up our fifth grader at Springfield Park Elementary School. My husband, approximately 6.30, signed documents with who he thought at that time was a notary public. [00:33:49] Notary public, excuse me. What we have discovered since that time is that that person was not a notary public. The theft, the fraud. [00:34:07] Across the street or further down in the Hamranco County Records Room are thousands of documents that prove that I was not at the alleged closing, that prove my husband was the only one that was there who signed documents at that time, which we thought was legitimate documents. [00:34:33] It's so much that has happened the last 18 years. I'm trying to keep the cliff notes. It's all recorded. We have recorded, as I mentioned, thousands of documents. I have attempted to reach out to various public officials. [00:34:54] I can't get any justice, which is the reason that I'm here tonight. The stories are recorded. The documents are recorded. Ladies and gentlemen, I was not there. [00:35:11] My husband is a former, also elected, not elected, but previous sworn position. We have nothing, nothing to lie about. All we want is justice. There have been at least 16 foreclosure attempts on our home on an incorrect deed of trust. [00:35:40] The deed of trust that is recorded has my name digitized on the document. Like I said, I was not there. I was picking up our fifth grader. We have supporting documents recorded in reference to that as well from Springfield Park, our daughter's grades, and we also have various police reports that have been recorded in Henrico County, sworn statements. [00:36:08] We have also the documents, I'm sorry, I'm a little nervous, We have the documents that are sworn statements in various courts, not just here in Henrico County, Supreme Court of Virginia, U.S. District Court, U.S. Federal District Court, also, unfortunately, Bankruptcy Court, which has been beyond five to six years. [00:36:38] And also, at present, we have, and I have, an open Fourth Circuit Court of Appeals. Ladies and gentlemen, all we want is justice, and we don't know where else to turn right now because of the fact, it remains the fact, there are, it all started, has started in 2006 with the recorded documents that are in the records room. [00:37:05] Before you, ahead of you, before you, the only thing I submitted, because like I said, there are thousands of documents there. This apparently started even before my husband got his transfer, even before we moved down here to Henrico County. [00:37:25] Apparently started with HOA and possibly it looks like provenance were previous, were provenance, particular provenance were attached to certain sections in the HOA community, which I and my husband live. [00:37:49] That was section E and section F. Boyd, you do have copies of that. That is what I presented to you tonight. like I said the other documents are recorded in Henrico County what I'm asking you somebody needs to look at the thousands of papers the documents that are recorded in your official records room we have no reason to lie there are even paid in full statements various sworn affidavits that are [00:38:24] recorded in Henrico County records the records are tainted the records needs to be cleaned up. And the evidence is there. The deed of trust, which gives the power of sale here in Virginia for any foreclosure, the deed of trust gives that information. The deed, ladies and gentlemen, was placed in my husband's and my name, which my name is. Thank you. March 9th. And that [00:39:01] is my test that is my um information please look at the tainted documents thank you for your time thank you mr um mr chair mr manager i just i want to go on record um i thank miss um mr gillis for being with us tonight um this has been brought to my attention several times i just um i don't know what else to do with this so um mr manager at least twice i have asked our team [00:39:35] to look into this particular situation and I think at both times there were roadblocks without going into detail. I know back in 2019 is when the first time we had Henrico personnel look into this. Ms. Barshinger has offered up suggested actions which [00:40:06] our team has um has taken into advisement and based upon us looking back i think on three different cases three different occasions over the last year um assistant chief worse worse bill had um had had three different or someone had three different conversations i i have received information i don't know what else to do so um i mean unless you know you can get with chief [00:40:43] english and there's something else to do beyond what they've done you know i think the advisement has been to um get a lawyer and go you know go private um you know i i just don't want miss gillis to think that i mean there's a lot of evidence of what we've been trying to do so i just i just want to share that with my colleagues thank you sir thank you miss gillis um i have another conversation with police um but i think you are also advised that have you looked at an [00:41:20] attorney we can talk offline yes ma'am yep yep all right is there anyone else that has um that would like to speak to the board this evening all right seeing no one uh we would move into the general agenda agenda item 271-25 is a resolution for signatory authority this is an amendment to a consulting contract that we have with all terrace technology partners llc mr yob thank you mr Manager, good evening, Mr. Chair, members of the board. Ladies and gentlemen, this board paper [00:41:58] would approve a second contract amendment to Alteris Technology Partners, LLC, to provide continuing consulting services on our public safety communications system. By way of background, we had originally contracted with Alteris in 2013 to provide us with consulting services on the design of that system. On June 28th of 2016, three years later, we hired Motorola Systems for the design and installation of the county's new public safety communication system, and the [00:42:32] original contract was intended to occur over 36 months with Motorola. Motorola's completion time has slipped substantially since then. It was adjusted to 73 months, and consequently Alteris ran out of funding for continuing consulting services. [00:42:50] We approved an amendment to their contract April 14th of 2020 in the amount of $1,786,541 to continue their provision of these consulting services on the new communications system. [00:43:07] Since that time, ladies and gentlemen, the contract has continued to slip. Motorola's current projection for completion of this project is May of 2028. I'm very sorry to report that; however, we do need to have sound technical advice going forward. [00:43:29] This is a very complicated system and Alteris is an expert in it. This second contract amendment would increase the contract amount by an additional $2,031,388 as an on-call basis. So if we don't have to use it all or if Motorola somehow gets this done quicker, we would spend less, and I pray for that, with a new total adjusted contract amount for a terrace to 5560268. [00:44:01] With that, ladies and gentlemen, I would be happy to answer any questions that you may regarding this board paper. Any questions for Mr. Yob on this item? Yeah, just a couple, Steve. We have been using Alteris for a long time. [00:44:18] Yes, sir. They are actually former radio system engineers from Motorola who have formed their own company, So they know inside baseball here, and they are holding Motorola's feet to the fire with regard to the performance of this new system. [00:44:38] The last few years, our expenditures with this consultant group have been towards the full contract amount or less? They have been less because that second amendment for $1,786,000 would have actually covered Alteris projected through 2020. [00:44:58] It is now 2025, and they are pretty close to running out of that First Amendment. So that money did last for almost five years past what we had projected. So, again, you know, they're spending our money wisely, but they are experts in this realm. [00:45:18] Advocates for us. Yes, sir. That's for us with the money. Yes, sir. Mr. Manager, when did this process with this redesign start? I mean, I remember it from when I started. Oh, Lord. Mr. Schmidt, it's been many, many years, and, you know, this is the difficulty that you have. [00:45:36] A lot of times we'll bring you a contract and we'll have one bidder on it, and, you know, unless we vet that and we're sure that bidder will do a good job, we typically won't bring it forward. But in the case of these radios, police and fire radios, you basically have one game in town. [00:45:55] You had two at the time that the contract was awarded, but now it's basically one. And by the time we redo this system, I don't think police radios will even be, or fire radios, there will be another way to communicate. Yeah, that's what I was wondering with the length of this. [00:46:12] I think it's been a decade or more. Twelve years. I mean, I remember former Chief Middleton working on this. He's still working on it. He's still working on it. I'm just afraid of all this work and all these additional consultings, and they're tied to Motorola, and then just constant money. [00:46:32] I'm afraid of end-of-life material, because I'm sure that we wouldn't settle for that. But I guess my only ask would be, I personally, speaking for myself, I get the fact that we need some advocates in the industry to help us to counsel. I get that. If time permits, Mr. Manager, if you could give us an update on that, whether it's in 221s or work session. [00:46:54] I remember we had a work session on it, but I just think the new members should be caught up to speed. The debacle is not our guys' fault. I personally at Motorola just think Steve was being nice about it. [00:47:12] They just, quite frankly, haven't delivered what they said they could. I don't see their urgency to do so, and I'd like to know if they're getting paid while they're dragging their feet, which I don't know if Steve's shaking his head, which is good. but I'm also scared that our public safety officials are relying on one game in town that I use as well. [00:47:34] I mean, I get it, but I don't want our folks pinched, and I certainly don't want to keep doing this. If we could spend some time in the near future and talk through it. We'll bring you a work session, and, you know, Mr. Yab, we've got how many localities in the region that are also dependent on this? [00:47:52] All of them. It's interconnected with every large and small jurisdiction so we can all communicate interoperably. And, you know, in Henrico's case alone, we're already over $3 million assessed to Motorola at contract's end for liquidated damages. [00:48:12] Wow. See, that's the kind of facts that I'd love to be able to share, not only with our – I want to be updated on it, but with my colleagues. And I'm not saying that we're going to sit down in those meetings and forge this pathway forward, but I'd just like to be updated on the continued lack of deliverables by this group where we are, and then expenditures to this point so we can make sure. [00:48:36] I'm glad to hear that Motorola isn't getting lion's share expenditures until the product's delivered. I hope that's the case. That is true, sir. We'll bring you a work session, an update, and it could be a final regional conversation as well for the final dinner. [00:48:53] I remember that was, yeah, that's a great point. If we could bring it to our regional counterparts at the next CAO-CEO dinner, there's one more. But if we can get briefed up on it before that so we can speak intelligently in there as well. I know we're leading the region on it. The last briefing I remember was the regional partners were here. [00:49:09] We got a briefing on it, but it was years ago. Steve, sorry for all the questions, Steve. No, sir. It's understandable. This is a lot of money, and we want to spend our money wisely and protect our public safety people in doing their jobs. 100%, and at least this is on the good side from a group that I'd love to hear more about what they're doing for us, but I certainly appreciate the presentation.
