It's a pleasure to see you all here tonight. For those of you in the room and for those of you who might be tuned in on WebEx, welcome to the December 16th meeting of the Henrico County Board of Supervisors. We'll begin this meeting, as we always do, with our Pledge of Allegiance and then an invocation offered us tonight by Ms. Misty Roundtree, who is incredibly gracious for doing that tonight with two reverends on our board. [00:01:27] Ms. Roundtree, we thank you for your invocation. But we'll start with the Pledge of Allegiance. Please remain standing for our invocation. Thank you. Let us pray. [00:01:57] Dear Lord, we thank you today for your many blessings. We thank you for all of the ways that you are with us every single day. We thank you for being here with us in spirit as we meet this evening. We recognize that as we come to a conclusion of this year that not everybody prays to you, but everybody seeks that life-affirming joy that you bring. [00:02:16] So wherever anybody is that is listening that seeks a higher power, We thank you for providing that to them. We ask that you be with us this evening. We ask for a spirit of unity and togetherness and joy. We ask that you help us as we make decisions and are guided by wisdom about the county's business. [00:02:32] Thank you again. In Jesus' name we pray. Amen. [00:02:43] Hallelujah. That was good. Colleagues, as we move on on the agenda of the approval of the minutes, I am no reverend, but Ms. Rontree, that was excellent. [00:03:03] Thank you very much. I am not one to judge, but that was superb. Thank you. I'll accept a motion on our minutes from our December 2nd, right? Second. Motion made by Mr. Cooper, seconded by Mr. Rogish. All in favor say aye. Aye. Any opposed? Motion carries, Mr. Manager. Mr. Chair, members of the board, as we begin this evening, I think Ms. Roundtree's prayer has special meaning for what I'm about to say. [00:03:29] Tonight, I'd like to take a moment to note that Hanukkah is underway worldwide. You know, this eight-day celebration began Sunday and will continue through next Monday, December the 22nd. And I and the board would like to wish a very happy Hanukkah to all Henrico residents who celebrate the Jewish Festival of Lights. [00:03:53] I also want to note that Hanukkah this year has been shattered for so many by the horrific shooting that we saw that took place Sunday in Australia. No one, no one should have to worship and celebrate their faith in a state of fear. [00:04:13] And our county rejects the violence, the hatred, and anti-Semitism that we witnessed on Sunday. And we reject it in all forms, wherever and whenever it surfaces. I want to wish our many friends in the Jewish community who have a very long history here in our county to be assured that Henrico stands in solidarity with them. [00:04:39] And we offer our continued prayers for a world that is free of hate and allows individuals to express their faith. And I appreciate your comments, Ms. Roundtree. I think they were entirely, you could not have made that transition any better for this difficult comment. [00:05:05] I do have several other comments this evening, Mr. Chair. And I want to begin with, I want to recognize our county government Christmas mother, our chair and co-chair, Ms. Tanya Brackett from the county manager's office and Rebecca Slough from Human Resources. [00:05:24] And I know Anne McGee is here. Anne, if you would come forward and there's a special presentation for our 2025 Henrico Christmas mother. [00:05:43] Oh, we're being told we have to put our hats on and not everybody up here is thrilled about this. So can I ask why I have to be the elf? [00:06:14] So I'm trying to sit. I'm glad you told them that. So I'm just going to start with the formalities here instead of, you know, Mr. Elf and all of this. So Mr. Chair, members of the board, and Mr. Manager, it's indeed our pleasure tonight to be here this evening to make a brief presentation to our 2025 Henrico Christmas mother. [00:06:33] First off, we want to thank all of our coordinators for their efforts that they put forth this year and the hard work that they did. And we had to juggle a little bit around some inclement weather there to getting everything donated to the warehouse. But this year, we collected 441 new books, 121 blankets, 951 articles of clothing that include socks, gloves and hats, 13 bikes and helmets, 556 toys, and more than 3,136 miscellaneous items that could have been food, toiletries, and a bunch more. [00:07:04] We also want to thank Jamie Massey and our general services team, Renee Douglas, Rodney Frearson, Nora Ramadan, Jerome Nicholson, Donde Sanders, Madat William, Lynette Hardy, Michelle Chambers, and Marjorie Sykes, because they were all the elves who came in here, loaded up everything. [00:07:21] We were catching people as they were bringing it, because we were taking it a day early to help the Christmas Mother Warehouse on their distribution. Lastly, many of our agencies raised quite a bit of money this year for our campaign, whether it was through bake sales, silent auctions, baked potato bars, barbecue, chili cook-offs, and more. [00:07:38] And it's Tanya's and I's great pleasure that on tonight on behalf of our Henrico County employees to present this check to our Henrico Christmas mother in the amount of $22,369.59. Thank you so much. [00:08:05] I think this is a record, and we really appreciate it because today was our last day of distribution, and we don't have the final numbers yet because of the snow delays, but we were scheduled to supply assistance to 1,622 households, and we were very busy. [00:08:29] And this is Shelley, our president. It was quite busy in the warehouse. People were really in need this year, and I have to tell you that the community in Henrico is the best. [00:08:47] People came from not only the schools, the government, individuals, private companies, neighborhoods, churches, you name it. We were just delighted with all of the very generous contributions that we got. [00:09:07] It really set a record, and people are in need. I just want to say that it's been an honor to serve as the Christmas mother. I want to thank Tanya and Rebecca for their help in coordinating. [00:09:25] I had so much fun going to so many Henrico County government events, fundraising events. I kind of ate my way through the whole county in the last month. But the amount of care and love and commitment to helping our neighbors in need was really astounding. [00:09:47] So on behalf of Henrico Christmas Mother and our guests and recipients, I want to thank everybody for the generous donation. Thank you. [00:10:11] I do have two other comments and they involve recognizing staff for efforts that they have undertaken. You know, earlier in work session, we celebrated mental health and developmental services for obtaining a national accreditation at the highest possible level. [00:10:30] They've been accredited for 25 years, but this last accreditation, they were able to hit the highest mark possible in the United States. For these next several comments, I want to bring Bentley Chan forward. Bentley, where are you? [00:10:46] So, I think the board is aware of Bentley's record with the county, all of the accomplishments that he has had, but his Department of Utilities continues to be recognized by external agencies, and in this, we have several recognitions. [00:11:06] So first, the Cobbs Creek Reservoir Project is the grand award winner for the American Council of Engineering Companies of Virginia's 2026 Virginia Engineering Excellence Award. [00:11:23] That's a lot, Bentley. And this award recognizes engineering firms for projects that demonstrate an exceptional degree of innovation, complexity, achievement, and value. Designed by Arcadis, Cobbs Creek Reservoir is the county's 1,100-acre, 14.8-billion-gallon reservoir in Cumberland County that secures the county's drinking water needs for at least the next 50 years. [00:11:50] This was a Herculean undertaking. And the Department of Public Utilities is also the recipient of two National Association of Clean Water Agencies 2026 National Environmental Awards. The first in public information and education for Keep Enrico Beautiful program, and the second in public service for the PFAS Private Well Sampling Program, an effort that is almost unmatched in the state and in the nation. [00:12:22] These wards recognize outstanding contributions to environmental protection and the clean water community. You know, Bentley, I don't know how you and your team do it. I think of January 6th and the way that we responded as a county. I think of some of the pictures that we have shared with some of the cold nights and the hundreds of water main breaks that you all responded to. [00:12:47] And personally, I just want to say thank you for how you continue to do, what you do, and I want all of our residents to recognize this young man and the Department of Public Utilities for how they do it with a round of applause that are here. [00:13:03] Thank you, Mr. Manager, Mr. Chair, members of the board. Appreciate the recognition as well as the support from you and the community. [00:13:20] Can't be done without it, and we have a great, great staff that makes it all happen, so appreciate it. Thank you. Bentley, what was the name of that award again? Which one? Oh, thanks. Touché, touché. Thank you. [00:13:37] No serious, what's the name of the war, Bentley? So one more. I'm going to ask Eric Lebo to come forward. And Ben Shepard is going to be busy continuing to put this information out for our community. [00:13:54] So this needs to be known is that Eric Lebo, the director of community revitalization, Earlier this month, our county and the Affordable Housing Trust Fund were highlighted in a December 5th article that was published by Realtor.com. [00:14:13] Senator Mark Warner made a statement about this transformational program, and it sums up the article nicely. Senator Warner said, your county is doing as innovative a project as anything I've seen, not only in Virginia, but in the country. [00:14:32] He said, people in the housing industry across the nation are looking at you. In addition to being featured in Realtor.com, our county's Affordable Housing Trust Fund program was included in a Virginia housing presentation at the Fannie Mae Housing Finance Agency Summit, highlighted at the National Council of State Housing Agencies Homeownership event and is to be featured during a panel discussion in January at the Housing Finance Agencies Conference Grounded Solutions Network. [00:15:09] The work that Community Revitalization, Partnership for Housing Affordability, the county agencies, and the program partners are doing is absolutely phenomenal. Mr. Lebo, we gave you a Herculean challenge, And you and others sat around the table with our partners and were able to do something that no other locality in our nation has done. [00:15:31] Kudos to you, sir. Thank you, Mr. Manager, Mr. Chair, members of the board. I would add that we were recently contacted by a locality in Wisconsin that's also interested in what we're doing. [00:15:49] They're willing to put us up in a hotel and fly us out there to talk about the unique work that we're doing in the county. And you all often say we have the best staff in the Commonwealth. I agree. I mean, we couldn't do it alone. I have a wonderful team in DCR with Carmen and Emily and others. [00:16:05] We have the other departments that we work with, planning, building inspections, DPU. You just talked about Bentley and his team that process the fee waivers and the water and sewer connection fee credits. But I don't think you give yourselves credit enough. I mean, we have not only the best staff in the country, we have the best leadership in the country and the county manager and the board, And we really appreciate the support. [00:16:27] So thank you all for what you do in terms of supporting us and believing that we can make a difference in the lives of our residents. So we appreciate you. Thank you. I have no other comments this evening, sir. [00:16:43] Some good ones, though, Mr. Manager. All right, moving on on the agenda. Any comments from my colleagues? Yes. One, I think it's a video. There should be some pictures. It's my pleasure tonight to celebrate the accomplishment of two athletic programs from the Verona District, the Verona Blue Devils and the Springers of Highland Springs. [00:17:13] Both teams competed for VHSL state championships on Saturday. Verona captured the Class 4 title in dominating fashion, shutting out Loudoun County 47-0 at Liberty University. [00:17:30] The Blue Devils amassed 600 yards of total offense for the game by their defense, completely stifled Loudon, allowing just 58 yards for the entire game. Quarterback, junior Caleb Weich and wide receiver, senior Damari Carter, who is headed to UVA, led the way with four touchdowns between them. [00:17:53] At the end of the game, the players and coaches represented Route 5, as they always do, by throwing up the five fingers and the crown for Eastern Henrico, as you can see in the picture. See the fives on the picture? This is Verona's second state title in the past five years. [00:18:15] So the first was 2021. Coach Marcus Lewis, a former player, has led the Blue Devils to both state championships. So congratulations to them. [00:18:31] Meanwhile, across the state at James Madison University, Highland Springs was playing Maury for the class five title. Springers fell behind early before getting their legs beneath them and battling back. They played Maury to a standstill the rest of the way but ultimately could not overcome the early deficit and fail 25-7. [00:18:55] We make no excuses, but Island Springs did have three starters who did not play this game. Running back Rodney Hicks, quarterback Antoine, Buddy Richardson were key to the Springers' effort as their state Class 5 run-ups. [00:19:15] There were some in the community who said that this season would be a rebuilding year for Highland Springs, but Coach Lauren Johnson and staff and players proved them wrong. Congratulations to the Springers. I do want to just remind folk, since this is on the record, that since 2025, the Highland Springs football team has won five state titles, 2015 through 2018 and 2022, three state run ups 2021, 2023, 2025 which means that they literally have played for the state championship [00:19:53] every year but 19, 20, and 24 so that is eight state championship games in like 11 years so really incredible and won nine regional titles so shout out to the Highland Springs football team it's important to note that coach Lewis, Marcus Lewis, and coach Lauren Johnson have had great success building football programs but they're also doing an incredible job building uh young men they're doing an outstanding job representing the school community their family and i am and i'm [00:20:27] sure my colleagues are proud of each one of them and their accomplishments mr chair that those are my comments thank you sir any other comments from my colleagues all right seeing none i did not i don't see any news media in the room just yet so if you're logged in thank you for joining us As we move on to presentations, before we do so, for the clerk's notes here, I just want to make sure that it's noted, Ms. Brackett, that I've worn this hat longer than Mr. Rogish has this evening. [00:20:57] Thank you. Thank you. Thank you all. Mr. Manager. Mr. Chair, members of the board, we have two presentation items this evening. The first is Agenda Item 307-25, a resolution expressing appreciation to Anthony J. Romanello. [00:21:18] This resolution expresses the board's heartfelt appreciation to Mr. Romanello for his extraordinary service, invaluable contributions, and unwavering commitment to the county and its residents. Mr. Chair, I believe you need a motion to approve this item. [00:21:34] Sir, we do. It's been a motion made by Mr. Cooper, seconded by Mr. Nelson. Those in favor say aye. Aye. Knee post. Motion carries. And Mr. Rogish is going to present the item, the resolution, to Mr. Romanello. Mr. Chair, I was really hoping you would still have that hat on when we did this presentation, but so noted that you took it off. [00:22:01] Mr. Romanello, thank you. Our resolution, expressing appreciation to Anthony J. Romanello. Whereas Anthony J. Romanello has served in local government since 1992, including as assistant to the city manager in Richmond, town manager in West Point, and county administrator in Stafford. [00:22:21] And whereas Mr. Romanello joined the County of Henrico in August of 2016 as Deputy County Manager for Administration. And whereas Mr. Romanello graduated from Hermitage High School and holds a Bachelor of Arts in History in American Government with a minor in Religious Studies from the University of Virginia and a Master of Public Administration from Virginia Commonwealth University. [00:22:46] And whereas Mr. Romanello is a graduate of the Harvard Kennedy School Senior Executives in State and Local Government, the University of Virginia Senior Executive Institute, and Leadership Metro Richmond. And whereas Mr. Romanello is an adjunct instructor in Virginia Polytechnical Institute's Center for Public Administration and is the author of Random Thoughts, Reflections on Public Service, Fatherhood, and Middle Age, and the children's book, The Girl Who Lived on the Third Floor. [00:23:19] And whereas Mr. Romanello has been instrumental in securing over 73 economic development projects and over 9,700 jobs for the county's economy. And whereas Mr. Romanello's community impacts include Henrico Tomorrow, Small Business Boost, Catalyst Business Academy, 2030 Strategic Plan, Website Refresh, VCU Real Estate Trends Conference, glenwood farms redevelopment dominion energy charity classic pga tournament the 2024 and 2025 [00:23:54] henrico state of the county enterprise zone amendments henrico investment program greater henrico technology zone henrico global business gateway fintech outreach campaign pop-up mentoring Program, Hotel Motel Task Force, Henrico Business Town Hall, QTS Topping Out, VCU and Christo Ray Interns, Hurricane Relief with Coca-Cola, and Legacy Program Recognition for 50-Year Companies, and whereas Mr. Romanella leaves an extraordinary legacy for Henrico County's [00:24:33] infrastructure, community, and residence. Now, therefore, be it resolved that the Board of Supervisors of Henrico County, Virginia hereby express its heartfelt appreciation to Anthony J. Romanella for his extraordinary service, invaluable contributions, and unwavering commitment to the county and its residents. [00:24:54] Be it further resolved that this resolution shall be spread among the minutes of this meeting and a copy publicly presented to Mr. Romanella as a token of the board's deepest gratitude and best wishes for his future endeavors. Signed by our chair, Mr. Daniel J. Schmidt. [00:25:11] Attested by our clerk, Ms. Tanya Brackett. Thank you so much, Mr. Romanello. Thank you, Mr. Roes, Mr. Chair, and members of the board. [00:25:35] Mr. Manager, my wife, and two of my daughters. My wife, Diane, and my daughters, Mary and Shelly Lanner, here tonight. Thank you so much for this. So my childhood dream was to play center field for the New York Yankees. [00:25:53] When I was at Hermitage and then at UVA, I realized that God had given me the body of a thinking man, and that dream wasn't going to happen. So I started local government at 21 years old. Diane and I have three grandchildren, and in two weeks, we'll have a fourth one. When I grow old, and they say, Pops, what do you remember? [00:26:18] Here's a few memories that I'm going to share with them. I'll tell them that I married my high school sweetheart, and that we have five children and two daughters-in-law. I'll tell them that I climb the rocks at Joshua Tree, and then I climb the steps all the way to the stop, to the top of the Statue of Liberty. I'll try to describe the majesty of walking through the cathedrals of Europe and standing in the midst of Niagara Falls, and my grandchildren will know that for the past 2,500 days, I was part of Team EDA, some of the finest public servants with whom I've ever had the [00:26:56] pleasure of working. Many of them are here tonight. Wendy, Ebony, Ashley, Andrew, Linda, Holly, Jason, Sharon, Devin, Lean, and Nicole, who work every day to grow Henrico's economy for all. So thank you to Team EDA, to the Board of Supervisors, to the Authority Board, all of our partners here on Team Henrico who help get things done. [00:27:21] I'm on the job for another month, and after that, I'm headed to Tampa for spring training because the dream is still alive. Merry Christmas, and God bless our county. Good to see you all. [00:27:53] Mr. Chair, we move into 308-25, which is a resolution that expresses appreciation to Robert H. Witte Jr. for his extraordinary service, unparalleled commitment, and invaluable contributions to our county and offers him best wishes in his future endeavors. [00:28:18] Mr. Chair. Thank you, sir. Before we get into the resolution reading, I do want to offer a brief comment for Bob. Fire Division, from Fire Division to Board of Zoning Appeals, to the RRTPO TAC, the Transportation Advisory Committee, Planning Commission, Bob Whitty has truly served this county and Central Virginia for decades. [00:28:39] Our community is better due to his commitment to quality and his vision during changing times. Putting out fires and finding others to help him do so was Bob's introduction to Henrico County. in 1974 he began as a firefighter was promoted to lieutenant in 1990 rose to the rank of captain in 1998 and retired from Henrico fire in 2005 certainly known for his sense of humor there are some good stories about bob during those fire years don't worry bob not going to share them here maybe just this one while serving as the captain at fire station 12 in the heart of the brooklyn [00:29:14] district bob enthusiastically encouraged the crew there to decorate at christmas perhaps it was a little too enthusiastically as the station landed itself on the tacky light tour that year causing a ton of traffic in front of station 12 and there was a tale about a helicopter bob which we won't talk about it did not happen but it's evidence that bob thinks big back in 2008 when everyone was wondering if the economy and the stock market would ever recover bob began serving this county through the board of zoning appeals otherwise known as the bza folks while people that work on the bza have never really won popularity contests their service and function to the constituency is [00:29:51] vital. These members of the BZA are appointed by the circuit court to hear appeals from administrative decisions and requests for variances from zoning ordinances. BZA members also hold the task of issuing conditional use permits and special exceptions. Certainly a difficult task, yet one Bob tackled with class. Bob wasn't deterred by those challenges of that position. He kept going. After three years on the BZA, he was appointed to the Henrico County Planning Commission in 2012. Planning Commission meetings can sometimes be filled with tension between applicants and residents as the advisory group to this board of supervisors the planning commission offers the public an opportunity to weigh in on his rezoning and provisional use [00:30:29] permits bob has served in this role with distinction with conviction and with professionalism bob's leadership in these roles has significantly impacted our community we see it in an array of major projects ranging from libby mill to willow lawn to saint mary's folks drive down by the old anthem building on staples mill and when you see the kinsale project head on over to westwood and you'll see the results of the revised zoning ordinances that bob championed there are so many projects that have bob's everlasting fingerprints on them in brooklyn for the next generation and those who now call henrico home when you put it all together the fire the bza the the transportation advisory commission the planning commission bob has served this county folks hear me on this for [00:31:08] just shy of 50 years of service now again bob say thank you for your service for your vision for your commitment it's been an honor and a privilege to work with you and on behalf of this board of Supervisors, thank you. [00:31:32] This resolution, I need a motion and a second. Second. Moved by Mr. Schmidt, second by Ms. Roundtree. All those in favor say aye. [00:31:49] Resolution passed. Thank you, sir. See that font on there? I can't read them with you. I'm going to try. Folks, this is a resolution expressing appreciation to Robert H. Witte Jr., whereas Robert H. Witte Jr. has served in Enrico County as an appointed official for over 15 years after a long and distinguished career with Enrico Division of Fire. [00:32:17] And whereas Mr. Witte served on the Board of Zoning Appeals as the Brooklyn District Representative from August 2008 until December 2011, and whereas following his term on the BZA, Mr. Witte was appointed to the Planning Commission in January of 2012 as the Brooklyn District Planning Commissioner, served as Vice Chair in 2014, Chair in 2015. [00:32:34] I think you also, there it is, Mr. Witte was reappointed to the Planning Commission in 2019, serving as Vice Chair in 2022, 2024, and Chair in 2023 and 2025. Whereas during his service, Mr. Whitty was instrumental in the following projects and developments: The Libby Mill Urban Mixed Use, Willow Lawn Urban Mixed Use, Virginia Home for Boys and Girls, Glover Park, Emerson Mill Subdivision, Laurel Park Shopping Center Redevelopment, Ainsworth Community, St. Mary's Hospital Expansion, Glen Allen Area Study, Virginia Cliff Inn, Westminster Canterbury, Bob, there wasn't enough room on the paper to keep adding those up. [00:33:09] Whereas Mr. Whitty was a key part for the creation of the Westwood Redevelopment Overlay District, which allowed for multiple significant redevelopments within that community. And whereas Mr. Witte has dedicated his career to serving the Brooklyn district community and the residents of Enrico, treating everyone with respect, compassion, and dignity. [00:33:25] Whereas Mr. Witte was well-respected and is well-respected by his colleagues, members of the community, and he has unfailingly demonstrated the core values of honor, professionalism, commitment, compassion, and accountability while representing this great county. Now, therefore, be it resolved that the Board of Supervisors of Enrico County, Virginia, hereby expresses its heartfelt appreciation for Mr. Witte for his extraordinary service, his unparalleled commitment, and the invaluable contributions, and offers you, Bob, the very best wishes in your future endeavors. [00:33:52] Be it further resolved that this resolution shall be spread among the minutes of this meeting and a copy publicly presented to Mr. Witte as a token of this board's deepest gratitude. Sir, thank you for your service. And, Bob, we wouldn't just hand you this resolution. With the help of my colleagues, with the manager, with our clerk, we went a little bit above and beyond. [00:34:10] Observe it. Six typewritten pages. [00:34:36] But for brevity, I'll just say, Mr. Manager, members of the board, I want to thank. There's too many people to thank, especially my wife and family, because they tolerated me. [00:34:53] But I had two very, very, very good supervisors that appointed me. Dick Glover, God rest his soul, got me started in all this politics. And Dan Schmidt picked me up after I got knocked down. [00:35:10] But I had that one year, and to tell you the truth, I didn't really enjoy not being part of the county because it's been part of my life for so long. I looked forward to every meeting. I looked forward to every confrontation with staff where they generally would tell me you can't do that. [00:35:34] Then I'd go to the county attorney's office, and he'd tell me you can't do that. So, but anyway, we've been very fortunate to have a great planning staff. [00:35:52] Mr. Joe Emerson has never let me down. Occasionally when we get bad things, I say, Joe, don't let me mess up. You're sitting right next to me. So they, incredible staff, even with the turnover, never went bad. [00:36:10] But once again, I just want to thank everybody that's had anything to do with it. The ones I upset, well, too bad. I did what I thought was right and did it the best I could. [00:36:26] Anyway, thank you so much. Have a safe, happy, and merry Christmas and happy and safe New Year. And good health to everybody. Thank you. Bob, before you go, we have one more gift on behalf of Kathy. [00:36:48] Kathy, thank you so much for being here tonight. And, Bob, if you wouldn't mind, I'd like to give the board an opportunity to say thank you. If you wouldn't mind coming on up and shaking our hands. Sure. Thank you. I'll follow you, Bob. I'll take care of this stuff for you. Go ahead. [00:37:22] Thank you, Bob. [00:38:20] Mr. Manager, before we move into public hearing items, I think he's next. We have already covered the recognition of the news media, but since then, I believe Mr. Hicks with CBS 6 is here. So we'll thank you for being here, and thanks for making time, sir. Mr. Manager. Mr. Chair, members of the board, with your indulgence, the first item in the general agenda is agenda item 314, 15-25. I request that we move that up ahead of the public hearing items. We do have some auditors that we'd like to have enjoy the rest of the evening. This is a resolution [00:38:54] that is the receipt of audited annual comprehensive financial report for fiscal year ended June 30, 2025, an acknowledgement of the discharge of duties and responsibilities of the audit Committee. This is the annual audit presentation. Ms. Minor, Mr. Crawley, I want to thank you for all of your efforts, especially Ms. Minor, you and your staff, in putting this exceptional report together. So if you will, the floor is yours. Thank you, Mr. Manager, and good evening, Mr. Chairman, members of the board. Those are two very tough presentations to follow, even with something as [00:39:29] riveting as the annual comprehensive financial report. But it is my pleasure tonight to present to you the completed annual comprehensive financial report for the fiscal year ended June 30 of 2025. This report was presented this afternoon by Cherry Becker to the audit committee and I want to recognize Mr. Schmidt, Reverend Cooper, and Mr. Vitokas for your representation on the audit committee. Mr. Scott Anderson and Mr. Michael Reinhart have joined us online should the board have any questions regarding the audit or the financial statements. But with your indulgence, I'd like to thank [00:40:09] Cherry Beckert, the accounting staff, particularly Mr. Brian Edwards and Mr. Charles Ramsey of the Finance Department and the Department of Public Utilities Finance staff for their hard work and dedication, often on nights and weekends as of late, to get this report completed on time. And with that, the Director of Finance recommends approval of this board paper and the County Manager concurs. [00:40:35] I'd be happy to answer any questions you may have. Thank you, ma'am. Any questions for Ms. Miner? All right, seeing none, I'll just offer Ms. Miner that Mr. Cooper and I did attend as part of the audit committee. What an incredible job, not only for the clean report, as always, but the incredible heroic work of the staff to work. [00:40:54] And that much depth and that much work, Mr. Cooper, I think we saw in the presentation today, weeks and months and weekends and evenings. So thank you, Ms. Miner, and thank you for your entire team. Is there a motion? So moved. Second. Motion made by Mr. Cooper, seconded by Mr. Nelson. [00:41:10] Those in favor say aye. Any opposed. Motion carries, Mr. Mayor. Next, Mr. Chair, members of the board, we move into public hearing items. The first item is a resolution. These are amendments to the fiscal year 25-26 annual fiscal plan for the month of December 2025. [00:41:26] Mr. Crawford. Thank you, Mr. Manager, and good evening, Mr. Chair, members of the board. These amendments were introduced at the December 2nd meeting and were duly advertised following it. If approved, $14.2 million would be added to the fiscal year 26 budget. [00:41:44] $7.6 million of that would be in the operating side, $3.4 million of which are for various social services programs, $1.3 million for a number of public safety enhancements. There would be $6.6 million added to capital projects. [00:42:03] $3.5 million of that is additional cost related to Glover Park. And then $3.1 million would be appropriated to the school bus replacement fund for an EPA grant for 10 electric school buses. [00:42:21] In addition to the amendments, there are $5.3 million of meals tax projects that are presented for the board's approval as well this evening. With that as an overview, I'll be happy to answer any questions. Thanks, Justin. Any questions for Justin? All right, seeing none, this is a public hearing. [00:42:39] Is there anyone in the room here that wishes to speak to this item? Anyone on WebEx for this item? There's no one to speak to this item. Thank you, ma'am. Is there a motion? Second. Motion made by Ms. Roundtree, seconded by Mr. Rogish. Those in favor say aye. [00:42:54] Aye. Any post. Motion carries. Next, Mr. Chair, members of the board, we move on to 310-25. This is an ordinance that has been discussed since August by the board and ultimately is coming forward. [00:43:10] I won't read the entire section, but near the end, this ordinance will delete all references to vaping stores, add recreational substances retail store as a regulated use type, and allow recreational substances retail stores by provisional use permit in the B3 and M1 districts subject to certain requirements. [00:43:34] Mr. Newby is going to do the presentation from the DEAS. So, Andrew, if I can, turn it over to you. Thank you, sir. Mr. Chair, members of the board, this board paper would amend the zoning ordinance to impose additional regulations on vaping stores and retail stores that sell recreational substances such as tobacco, kratom, cannabis, vapes, edibles, or other smoking products, accessories, and similar substances and products. [00:44:01] The amendment would define a recreational substances retail store as any establishment selling or offering recreational substances as its primary business. Those stores would be allowed only in the B1 and M3 districts and only with a provisional use permit after a public hearing. [00:44:19] Additionally, stores would not be allowed to locate within 1,000 feet of a school or 2,000 feet of a religious institution, daycare center, public park, or existing recreational substances retail store. It's important to note for the public watching that this proposed ordinance is just one piece of a much larger effort the county is making to address the problems caused by these stores in the county, particularly the harms to juveniles. [00:44:48] Over the past few months, a task force of county staff have met to tackle this challenge with representatives from the Departments of Finance, Planning, Community, Revitalization, Public Relations, Building Inspections, the Commonwealth's Attorney, the Permit Center, and the Divisions of Police and Fire, so basically everybody. [00:45:08] And these staff members have combined forces in an effort to hold these stores to the letter of the law in all respects, and that culminated recently in inspections of what we believe is every single vape store in the county for compliance with the law. [00:45:24] If the board approves the ordinance this evening, Public Relations is prepared to provide more information on the task force efforts tomorrow, as well as information for parents and community members about substances sold in these stores. the planning commission recommended approval of this ordinance after a public hearing on november 13th 2025 the director of planning and the county manager concur i'd be happy to answer any questions thank you mr newby are there any questions for mr newby on this item andrew i have a couple you know we my colleagues and i have been briefed on this item obviously is there any way you can [00:45:59] elaborate so the public understands the depth of and the breadth of the work staff has put into this on their behalf we we all i think all my colleagues have received these phone calls we've driven by these places it is on the tip of the tongues of our residents and i was hoping if you could elaborate on the effort and the depth and breadth of the staff these last few months i believe since midsummer mid and summer yes that's correct mr chair members of the board so we held a work session with the board at late august in which we heard the board loud and clear what a priority this was for our community like you we've heard from our residents as well staff assembled the task force have met twice monthly but the departments and agencies involved have been [00:46:39] working daily on this issue and dedicating significant staff to it we have the numbers to show that i won't go into the police response that's been publicly reported but looking at fire building inspections and community revitalization we're talking about hundreds of notices of violations over over 80 inspections of these stores within just the last few weeks so notice of violations hundreds from the building inspections office the community revitalization team finance yes that's right i shouldn't neglect the department of finance has been busy as well where businesses are operating without a business license they have been brought to court prosecuted [00:47:17] and orders have been entered preventing them from continuing to operate and certainly as you mentioned the the efforts of our of our division of police so thank you sir yes sir any other questions for mr newby i don't have any questions i just had a couple comments i i want to thank thank the county manager and Mr. Newby and all of the department heads that have been, well not department heads, individuals from departments that have been working on this. Supervisor Coolberry brought up that there were a couple of vape shops like in a close by vicinity somewhere across [00:47:56] the street. The crazy thing is this is like one of the few issues that like hits all of districts about the same and that's the um that's the you know we looked at the list today in a meeting that I was in I think it's over 80 something vape shops that we've accounted for so far and like 20 were in my district and I think um Supervis Cooper probably has about that same amount or a little or a little less which means that over half of the vape shops are either in [00:48:31] the central part or the western part of the county as well so these vape shops are um challenges to all of us and i know i had one in um varana that um it was a the name was similar to toys r us and um we we were pretty aggressive with that one and now i think it's shut down for for the time being and so i just want to thank everybody that's working doing an incredible job they're doing and We literally, I feel like we're really just getting started. [00:49:10] So we don't want people selling illegal substances to our young people. And I think that's important to all of us. Thank you, sir. Any other comments? I just want to echo Reverend Nelson. [00:49:26] I think we all agree that this is a public health crisis. The manager and the attorney mentioned today that we have young people that have gone to these stores, and the ID literally said 17 years old. They knew that they were 17, but yet they still sold the product because, again, they don't care about the impacts on the individuals, the community, households, our schools. [00:49:47] The intentional effort to market these products to those who are disenfranchised, those who are young, those who are vulnerable. It's our job to protect them, and we would do it at all costs. I think we've shown that with basically putting more teeth into this ordinance and using every tool in the toolbox to kind of eradicate the illegal sales and the advantage that is being taken advantage of our young people. [00:50:12] So, Mr. Manager, I applaud you because the very next day after our work session, if I'm not mistaken, you all started this work. And one thing we've shown as a board and as a team over the last two years, almost at the end of our two-year term, that if there is a problem, we are solution-focused and we're forward-thinking. [00:50:29] And I appreciate your leadership along your staff and our employees for doing so. Mr. Cooper, any other comments from my colleagues? Good. Well, this is a public hearing item. So is there anyone in the room here that wishes to speak to this ordinance? Is there anyone on WebEx to speak to this ordinance? [00:50:47] There's no one to speak to this item. All right. Seeing none, is there a motion? So moved. Second. Motion made by Mr. Cooper, seconded by both Mr. Nelson and Mr. Rogish. I think, for the clerk's point of view, I think we would all second this, so we'll give them both credit for that. Those in favor, say aye. Any opposed. [00:51:03] Motion carries. Mr. Mayor. Mr. Chair, members of the board, 311-25 is the resolution for signatory authority. This is for electric school bus fast charging stations. It will be located at 10309 Woodman Road, which is in the Fairfield District. [00:51:19] Mr. Anthony. Thank you, Mr. Manager. Mr. Chair, honorable members of the board, ladies and gentlemen, this paper would authorize the county manager, board chair, and director of real property to execute documents to enable Dominion to install 10 electric school buses, I'm sorry, electric school bus fast charging station at 10309 Woodman Road. [00:51:41] These charging stations will be used by the Henrico County School Board. Director recommends approval of the board paper. County manager concurs. I'll be happy to address any questions. Thank you, sir. Any questions on this item? Colleagues? All right, seeing none, this is also a public hearing item. [00:51:57] Is there anyone in the room who wish to speak to this resolution? Anyone on WebEx for this item? There's no one to speak to this item. All right, seeing none, Mr. Cooper. So moved. Second. Motion made by Mr. Cooper, seconded by Mr. Nelson. Those in favor say aye. Aye. Aye. Motion carries, Mr. Moody. [00:52:13] Next, Mr. Chair, members of the board, 312-25 is an ordinance for vacation of right away. This is Oakley Circle Subdivision, which is in the Fairfield District. Mr. Anthony? Thank you once again, Mr. Manager. Mr. Chair, honorable members of the board, ladies and gentlemen, this ordinance would vacate approximately 0.521 acres of right-of-way near Farver Avenue and Mountain Road. [00:52:35] Mejelisko Landscaping LLC and the county have requested this vacation in connection with the Fall Line Trail Project. No public necessity exists for the continuation of the right-of-way. The directors of Real Property recommend approve of the purpose of this board paper. [00:52:51] The county manager concurs. I'll be happy to address any questions. Thank you, sir. any questions on this item seeing none this is a public hearing anyone in the room wish to speak to this ordinance anyone on webex for this item there's no one to speak to this item thank you ma'am mr cooper so moved made by mr cooper seconded by mr nelson those in favor say aye any opposed item carries mr minor next mr chair members of board 313-25 is a resolution for signatory authority this is for a quick claim of a portion of an existing utility easement [00:53:26] at 9927 Malin Drive this is in the three chop district mr. Anthony sir thank you mr. manager mr. chair this would authorize the chair to execute a quick claim deed releasing any interest the county may have in portions of an existing utility easement located at the sheets property 9927 Malin Drive the owner of the property encumbered by the utility easement area has requested this action county does not need the easement and there are no county facilities in that area the real property division has processed this request deputy county manager for community operations the departments of planning and public [00:54:03] utilities not objection director of real property recommends approval of the board paper county manager concurs I'll be happy to address any questions thank you sir any questions on this item I see none this is a public hearing item anyone in the room wish to speak to this resolution anyone on WebEx for this item there's no one to speak to this item thank you ma'am miss roundtree Move to approve the resolution. [00:54:28] Motion made by Ms. Roundtree, seconded by Mr. Rogas. Those in favor say aye. Any opposed? Motion carries. Mr. Matter. Mr. Chair, we move into public comments. We do have several individuals that have signed up to speak this evening. The board does ask that you speak from the lectern at the back of the room and that you begin your comments by stating your name and address for the record and that you limit those comments to a five-minute time period. [00:54:54] So the first person we have signed up is Machui Angun. mr angoon if you would go to the podium and guys if you would help guide mr um angoon sorry thank you member of county supervisor chairman i am machway angoon i am from south sudan i've been [00:55:31] here in araiko county since 2006. i am a member of south sudanese community i would like to ask county if they can give us community center so we can teach our kids our culture Hey, thank you. Thank you, sir. [00:56:00] Sir, as you know, we had an opportunity to meet upstairs, and I appreciate your time not only coming to work session but here today. And I promised you that I would get you in touch with someone here tonight that would be able to communicate with you. And I asked you if you could communicate with your group of folks. And I know you mentioned over 100 folks with the Sudanese community in the area. [00:56:19] Is that correct? Yes. Let me elaborate about how we get here. We know in the Raikou County, most of our families are here. We find this place is a much better place to be, but we are struggling. [00:56:40] But culture is hard for us as you come from a third world country and come to a moral society. It's not easy. It's tough. But you need somebody to guide you so you can enjoy and get American trip away from us. [00:57:02] But we're so grateful. This is our home, and we will work with you together. and help you thank you well thank you sir i'm going to send uh one of our deputy county managers over to you to make contact as i promised so you could have a contact that could be able to assist you with some of those resources thank you thank you sir thank you monica appreciate it next mr chair members of the board uh steven salpukas steven hi there my name is steve salpukas resident [00:57:41] of lakeside 6603 woodrow terrace for over 20 years and i wanted to thank the board of visitors for the traffic calming measures that they've done on Dumbarton Road. As a motorist, I'm able to get on to Dumbarton on my way to work without passing four lanes of traffic. [00:58:04] Now it's two. I'm also there. The speed limit is 35 there, and it seems like most residents there are doing 35 and maybe passers-through are not. As a pedestrian, as a walker, I'm now able to access Bryan Park and lakeside businesses. Finally, as a cyclist, I wanted to say it's been a little cold out to be on a bike, so that's maybe why you don't see cyclists using the bike lanes now. Thank you for [00:58:39] creating a healthier, safer lifestyle for this lakeside resident. Thank you. Thank you, sir. Can I ask you a quick question? So you are a testimony to that those bike lanes and those walking paths are in fact being used. Absolutely. I appreciate that. I think there's this discussion as you know that some persons prefer them, some persons don't. I know that Mr. Spitt and I, the Hilliard Road Corridor or Lakeside, a lot of discussion, but we want to be a county that's amenable to pedestrian, bicycle, as well as automotive traffic and make sure that we all [00:59:14] can be together safely. So thank you for those comments. For sure and thank you. I will echo What Mr. Cooper said, very rarely do folks take the time to come and speak about that. We hear the other side. I think what Mr. Cooper is alluding to is we hear all the time about, I don't understand why you do that. [00:59:30] Folks, these folks are in a hurry to get somewhere, and nobody ever uses those things. And we know that that's not the case, and we know that we'll never, I don't think we'll ever be 100% able to put a bubble around the safety of our pedestrians. [00:59:46] These are steps in the right direction. So thank you for your time. walkers and people with babies. Thank you. Thank you. Next we have Barghese Matthew. Are you on on WebEx, sir? He is not, sir. Okay. All right. Those are all the speakers that have signed up. [01:00:11] Do we have anyone else that wishes to address the board this evening? Yes, ma'am, if you would come forward. It's Jennifer Lieberman. Fortunately, I cannot make it two weeks ago and you all voted on some really important issues. You all voted on the same thing that I've written thousands of thousands. But instead of voting in the same direction as you normally had, and though the same concerns were still present, you all actually listened to the concerns of the people. You all [01:00:48] also voted for something very important, which was creating a legal pathway to arrest people's animals. But will you push for the rest of people who hire people to put pesticides onto their land and their animals develop cancer due to their owners' actions? Forest Avenue recently had renovations on it, done on it, and I was quite surprised after a questionable decision on approving asphalt-based sidewalk. They also repaved a portion of perfectly fine road. The road didn't have any noticeable blemishes that caused enough issues, unlike near Rainbow and Three-Chopped, [01:01:25] where quick and cheap construction decimated a portion of road. But my question is, what are you to say to the children, go on that sidewalk and have the unfortunate chance and hit the asphalt so many times when the small amount of oil still on the ceiling causes the children to develop lymphoma. [01:01:47] You all have approved so many housing developments throughout your tenure on this board, but there hasn't been a genuine concern on school population size, congestion, and bringing more cars into the community. The possibility of more people being killed because of increased traffic flow. [01:02:05] something as simple as property taxes pretty pretty universal thing that most people don't like being overtaxed but like Jody said at the meeting and maybe regarding the park and part property taxes likely haven't done any surveys on any topic in any area that gets brought up before this northern Virginia northern Henrico has a lot of money but it is missing a lot whether it be a substantial amount of natural infrastructure because everything needs to be turned into an asphalt wasteland or like i commented the last time i was here there isn't [01:02:40] enough health infrastructure but you all said yes to a giving a huge loan to a company who overcharges underserves the community to boost their bottom line or they are even alleged to occasionally commit claims fraud where they bill you for something that your insurance says you don't owe and it takes months and threats to send it to collections before it is finally resolved but But they're better than HCA, so what other supposed choice do you have? [01:03:08] Lakeside has been such a landmark as to how things have aged and haven't really changed. Why did you all hire a nationally known firm? Did they give you something? Because anyone could have proposed all of that without someone at the end of the meetings throwing a curveball, reminding the public that all of the land was privately owned by two people. [01:03:30] What are you going to do? Presume that they aren't leaving their land to anyone when they die, or are you going to be bold and take their land through eminent domain? Looking at the east end, it is the most distinctive out of all of Henrico, given the average school status, median income, and, of course, the amount of land that has been untouched. [01:03:53] But, of course, you all seem to want to turn it into something akin to another shore pump, plus things like asphalt plants, which you've already greenlit. You all approved something last meeting that left me forward, which was a solar farm for an unused landfill. [01:04:11] Instead of that, you have done something revolutionary and create a mealworm farm that would help turn what is the former landfill into something habitable again. You could use your Quad A rating and offer financing for solar panels for individuals to generate electricity for the community or requiring businesses to have them on their buildings by a certain date in the future. [01:04:38] The cherry on top is that you are essentially saying when you have approved so many environmentally harmful things for the East End, who doesn't love a helping of asthma and cancer to complement the economic depravity that you instill through your votes? [01:04:55] It's just what Varina needs, right? With that, I am spiritually symbolizing the Texas v. Johnson decision from 1989. I'm asking you tonight that you five leave the board without representation. Thank you, ma'am. [01:05:12] Oh, thank you, Mr. Chair. I'm just not, I can't, Ms. Lieberman, you come here every board meeting, and you have the right to share your opinion. We can choose to listen, disagree quietly, and just let you keep on doing that every board meeting. [01:05:33] You weren't here last board meeting, and if you go back and look, I'm almost certain that this board probably has either denied more development cases or cases I've been withdrawn because developers knew that they weren't going to pass in the past year than have approved them. [01:05:58] So I'm almost certain that that's happened over the last two years with this particular board. You know, the asphalt plant that you speak of, which I'm certain that you learned about because of an Instagrammer who, like you, comes and speaks to our board like we are the worst human beings in the world. [01:06:27] I didn't say you did. I say that's the way you make us feel. The asphalt plant is a part of an industrial community that's already there. So, you know, the one-person push about the asphalt plant, I think you might need to dig deeper into that. [01:06:53] We're not knocking down trees to build an asphalt plant. This is, I didn't cut you off when you were speaking. I didn't. I say here and listen to you respectfully, even though I disagree with what you're saying. [01:07:09] So I'm going to respectfully ask that you do the same to me. I think that there's some more with the asphalt plant. You might want to do some research, maybe come in and talk to our planning staff so that you can get a broad side and not just go off of what one person is saying. [01:07:25] And so the same thing about development in Eastern Henrico. I can account on one hand the cases that I've approved in the last couple of years with this board. And this board is not just approving development like some boards have in the past. [01:07:50] So I just want to go on record. I know some of my colleagues are like, just be quiet, don't say nothing, let them go. I'm not built like that. So I'm sorry. Thank you. Thank you, sir. Ma'am, thank you for your comments. [01:08:05] And Mr. Nelson certainly has the right to respond. Thank you, sir. Thank you, ma'am. Is there anyone else on WebEx that wishes to address the board? There's no one to speak on WebEx. Okay. So seeing no one else present to address the board this evening, you would move into the general agenda. [01:08:25] Mr. Chair, members of the board, you covered the first item, 314-25, so you move into 315-25, which is an introduction that would change a polling place for the Sanston Precinct in the Verona District from Sanston Baptist Church to Sanston Elementary School. [01:08:41] Mr. Coakley. Thank you, Mr. Manager. Mr. Chair, members of the board, this paper introduces an ordinance to move the polling place from Sandson Precinct in the Verina District, from Sandson Baptist Church to Sandson Elementary School. Paper would have a public comment period from December 29 through February 2, and if this introduction of ordinance is approved, we would have a public hearing January 27. [01:09:10] The Electoral Board requested approval of this board paper at its meeting on November 12, and I'll be glad to answer any questions you may have. Thank you, Mr. Cook. Any questions about my colleagues? Two questions. How far the elementary school is, how far from the church? [01:09:28] I have a map of that. It is three-tenths of a mile, around the corner. We inform the citizens how? We will send out a letter and a notice, so they will get their official voter registration card, but we'll send out a notice also, and we will put signs for the next three elections at the Baptist Church to direct them to the school. [01:10:00] Okay, so have we thought about electronic text to residents, maybe using social media, maybe media relations, PR? I know media relations does send out a press release, and we can work with them. [01:10:18] Definitely put in neighborhood or all the social media aspects about the move once it's approved and the public comments have been accepted. Thank you, sir. Thank you, sir. Any other questions for Mr. Coakley? [01:10:35] All right. Seeing none. Mr. Nelson. So moved. Second. A motion made by Mr. Nelson, seconded by Mr. Cooper. Those in favor say aye. Aye. Any opposed? The introduction of the ordinance has carried. Mr. Manager. Next, Mr. Chair. 316-25 is a resolution for signatory authority. [01:10:54] This is for an amendment to a lease of Henrico Sports and Events Center for the Sports and Entertainment Authority. This is in the Fairfield District. Mr. Bickmeyer. Thank you, Mr. Manager, Mr. Chair, members of the board. This board paper authorizes the county manager to execute an amendment to the lease agreement with the Sports and Entertainment Authority for the Henrico Sports and Event Center. [01:11:17] The amendment will add neighboring property owned by the county to the lease to provide additional parking for events at the Sports and Event Center. The lease terms will otherwise continue unchanged. The executive director of the Sports and Entertainment Authority recommends approval of the board paper. The county manager concurs. [01:11:34] Thank you, sir. Any questions from Mr. Bickmeyer on this item? How many spaces is he going to add, Dennis? Uh, it's, it's, it's, the land is, we're already parking on the, on the parcels already. It's just, uh, adding it to the lease agreement with the county. Thank you. Any other questions for Dennis? [01:11:51] And I will add, we did, uh, if you look at your map, the outer lot was an additional, uh, a lot of 130 spaces over what we had, uh, the previous year. So moved. Second. Motion made by Mr. Cooper, seconded by Mr. Nelson. Those in favor say aye. [01:12:06] Aye. Any opposed? Motion carries. Mr. Mayor. Thanks, Mr. Chair. 317-25 is a resolution for signatory authority. This is for a lease for the Emergency Management and Workplace Safety and other county agencies. The lease is for a property at 4529 Carolina Avenue, which is in the Fairfield District. [01:12:26] Mr. Anthony. Thank you once again, Mr. Manager, Mr. Chair, honorable members of the board. This would authorize the county manager to execute a lease for approximately 36,000 square feet of office and warehouse space located at 4259 Carolina Avenue. [01:12:41] The lease property will be used by emergency management, workplace safety, recreation, and parks, and other county agencies. The initial term of the lease will be for approximately 61 months with an option to renew for one five-year term. [01:12:58] Monthly base rent for the first year will not exceed $28,500. Chief of Emergency Management and Workplace Safety and the Director of Real Property recommend approval of the board paper. County Manager Confirs will be happy to address any questions. thank you sir any questions on this item all right seeing none mr. Cooper so moved motion made by mr. Cooper seconded by mr. Mr. Chair, members of the board, this next item has been a lot of work by Mr. Chan and others and has been a, comes out of it January 6th, a water crisis that we had. [01:16:12] 319-25 is a resolution for award of contract. This is for Professional Engineering Services for the East End Water Transmission Main. This project traverses three of the county's five magisterial districts. Ms. Chan. Thank you again. [01:16:28] This is an award of a contract for $24,672,098 to Whitman, Reckwart, and Associates to provide professional engineering services for the installation of 70,000 linear feet of 42-inch water main to provide improved water service to the eastern portion of the county. [01:16:50] This board paper authorizes the county manager or the purchasing director as his designee to execute the contract in a form approved by the county attorney and to execute necessary amendments not to exceed 15% of the original contract amount. [01:17:06] With that, I'll be happy to answer any questions that you may have. Thank you, Bentley. Any questions for Bentley on the side? Bentley, this is the beginning stages, right? Engineering, design, I mean, this is the project, right? Yes, sir. The 42-inch main, is that what you said? What's the current transmission? It is 16. [01:17:24] That's incredible. Well, thank you for the quick movement, and I'll speak on behalf of myself, not my board and certainly allow my colleagues to chime in. Mr. Manager, the speed that this was moved with, you know, certainly I personally appreciate it. Here we are working on engineering design already for a monumental project that will have impact upon this county. [01:17:47] As I was speaking, as Mr. Cooper and I were speaking at our regional dinner and I have monumental impact for decades to a century in this county's future. So, thank you. I concur, Mr. Tim. Any other questions for Brantley on this item? [01:18:04] Is there a motion? So moved. There's been a motion by Mr. Nelson, seconded by Ms. Roundtree. Those in favor say aye. Aye. Any opposed? Motion carries, Mr. Merger. Next, Mr. Chair, 320-25 is a resolution. This is an award of contract. This is an annual contract for the construction of stream, wetland, and outfall restoration projects countywide. [01:18:26] Mr. Hughes. Mr. Manager, Chair, members, good evening. This board paper awards a unit price contracts to Summit Environmental Services and Environmental Quality Resources for construction of stream, wetland, and outfall restoration projects. The county received two bids, and based upon a review of the bid, Summit Environmental Services and Environmental Quality Resources are the lowest responsive and responsible bidders. [01:18:50] Work is anticipated to begin January 2026 on multiple projects. The cost of each project assigned under these contracts will be determined upon completion of the project by multiplying the unit quantities authorized by the county by the unit prices submitted in the contractor's bids. [01:19:07] The Director of Public Works and Purchasing recommends approval of the board paper in the county management. So moved. I had to get this motion made by Mr. Cooper. Seconded by Mr. Nelson. Those in favor say aye. Any opposed? All right. Mr. Manager, any other comments for the betterment of the whole?
