And please remain standing as our invocation is given by Bobby Mead, chaplain within Ryker County Police Division. Good to see you, Bobby. [00:02:33] Father God, we thank you for this time as we gather as a county, Lord. We thank you for the leadership you have appointed, those who you're bringing in, Lord, the fine job that has happened in this past year and the things that are coming ahead. [00:02:54] God, I thank you for the leadership you have placed here this time that we have today to gather. Lord, I just pray your protection for those who are out right now, our emergency service responders. And Lord, it's the spirit of peace and of unity happening in Henrico as this year begins. In your name we pray. Amen. [00:03:12] Colleagues, I'll accept a motion on our minutes from December 16th meeting. [00:03:40] A motion by Ms. Roundtree, seconded by Mr. Rogish to approve the minutes. Those in favor say aye. Any opposed? Motion carries. Mr. Matter. Mr. Chair, members of the board, those in attendance, I have one comment this evening. [00:03:57] And I'm going to ask Ms. Carrie Tretino to come forward to the podium. I'm going to tell you all ahead of time that it's not very often I'm going to try to make this announcement and maintain my poise, but I may likely fail. [00:04:21] You know, in this work that we're honored to do as public servants, Every now and again, we run into someone in life who we can see as special or wired to do exceptional things in life. [00:04:39] Someone whose motivation is not within the I, but within the we. And in this case, someone who cares deeply about our community, our Henrico, its success in serving our residents, its fiscal abilities, and our brand. [00:04:58] Someone who is a natural born leader, someone who has proved her value to our county at a young age, and someone who is going to do exceptional work for this county for many years. [00:05:17] Someone who is a giver without reservations. Carrie Morgan Tritina started work with our county as an intern in June of 2011. I had the privilege of offering her that internship, and since that time, she has traversed the county's ranks from intern to budget analyst to a senior management specialist to a division director in fire administration to chief of staff, and now to deputy county manager and chief of staff. [00:05:52] Now she is moving on to be the county's director of economic development. She has had a meteoric rise to the top of this county's government because of her talent and work ethic. [00:06:08] In October of 2019, Kerry was appointed as the county's first TRUE, and I triple underscore TRUE, chief of staff, working directly with the county manager and ultimately being the only person on staff who could speak for him on a 24/7 basis. [00:06:27] The deputy county managers and I have a very close relationship with Carrie that has been forged through difficult times where creativity requires us to do something that has many times never been done by a local government. [00:06:45] She currently leads the Best Products Reimagined project to attract a major mixed-use development with an arena serving the region. Her efforts also have covered extensive agreements for development, redevelopment, infrastructure, and transportation, as well as purchase and incentive agreements for projects that include, [00:07:10] And I'm going to take a minute here because she has done quite a lot for this county that include Virginia Center Commons, Regency, Enrico Plaza, Striker Park, Scott Farm, Glenwood Farms, Prep Baseball Report, Glover Park, the Frank J. Thornton YMCA Aquatic Center, Lewis Ginner Botanical Garden, and Rockets Landing. [00:07:35] Among her other accomplishments, Carrie has led Henrico's efforts to expand with the expansion of Nova Aquatics at Regency to bolster sports tourism. She guided an effort called Nourish Henrico, a short-term initiative that helped many county restaurants actually stay in business during the COVID-19 pandemic. [00:08:00] In conjunction with our fire chief, she led our county's efforts to provide more than 160,000 shots of the COVID-19 vaccine to first responders, school personnel, and ultimately the public before that vaccine was widely available at pharmacies and doctor's offices. [00:08:23] We did this at the Raceway with Dennis Bickmeyer. She negotiated the county's purchase of the historic 2,095-acre Varina Farms property along the James River. She established Enrico's Environmental Action Resource Team, or HART, which is Advancing Public-Private Sector Solutions for Sustainability. [00:08:45] She navigated with our team a complex process to establish the Commonwealth's first local affordable housing trust fund that is being funded with data center revenues, something that is being looked at nationally from a policy perspective. [00:09:02] She led policy reviews across county departments and worked closely with the Board of Supervisors to implement major projects and initiatives. These, with the incredible guidance of our finance director, led to our county securing a fourth triple AAA bond rating, both for our general obligation bonds and then our water and sewer revenue bonds. [00:09:26] She served as acting county manager during the county manager's absence. And for seven months, in 2022 and 2023, She served as the Director of Recreation and Parks and Chief of Staff. [00:09:44] This is Carrie's last board meeting as our Chief of Staff. And I know the board wishes to express gratitude to Carrie for a job well done and her mom and dad are here tonight. For me, I simply want to say unequivocally that you have served our county and this county manager with distinction and your service is not over. [00:10:09] Go do remarkable things at our EDA, but remember, don't go far because you have far to go. Ladies and gentlemen, Carrie Tritina. I wish I had some tissues, too. [00:10:44] Thank you so much. I'm speechless, but thank God I wrote a speech. Just one thing I've learned working for the county manager and the board of supervisors is always be prepared. My journey in public service started at Jared Tucker High School when I decided that I was going to be a firefighter. [00:11:08] 16-year-old Carrie's wildest dreams could not have pictured this moment in time. There are too many people to thank that I need to thank for what has led me here today and all the incredible things that the manager said. [00:11:24] And I do just want to say I was one person of an incredible team that made all of those things and everything else happened henrico is truly unique there have been so many mentors and supervisors over the years that have taken a chance and believed in me and i am forever for great grateful for that first off i want to thank the henrico economic development authority board of directors for this opportunity to serve and grow henrico's economy for all several members are here today um and i just want to say we're going to do incredible and transformational things just like we did at 4301 East Perum, we're going to bring it over to 4300 and keep it going. Thank you to [00:12:03] this board of supervisors and the previous boards that I have served. Your passion and dedication for meeting the needs of our residents and businesses and families is energizing and I am internally grateful that I was able to be part of making your collective vision a reality because we've changed not only the lives of people here today but future generations. To my fellow deputy County managers and executive staff, it's been a wild ride, particularly 2025, and I am so proud of all that we have accomplished together. The professionalism and creativity that each of you [00:12:40] bring to this team elevates our organization above the rest. Of course, I must thank my family, specifically my parents and my fiance. For those who do not know, my mother, Mary Lee, raise your hand, raise your hand, has a long tenure of service for Henrico County and the Commonwealth of Virginia. So my colleagues have now started to refer to her as the superior Tritina, which I think my father and I have to concur with. Yeah. But my parents have demonstrated [00:13:15] true unconditional love through acts of support and guidance, even when my dreams of being a firefighter seemed physically impossible and the scope of responsibility of being a chief of staff seemed daunting. No matter how crazy my dreams are you all are always there right by my side and I'm forever grateful. My fiancee Laura who could not be here because children's lives do not stop no matter what you're doing. She is perfection. Every part of my life is better because of her. And though starting my new position is incredibly exciting, the highlight of [00:13:53] 2026 will be marrying the love of my life. So I'm thankful that Destiny brought her to me. Finally, my deepest gratitude is to a non-blood family member who is from Greece. 15 years ago, I was looking for an internship, and the superior Tritina had the smart idea of me reaching out to my respective board of supervisor member at the time, who was Dick Glover. May he rest in peace. [00:14:28] Mr. Glover gave me the number of the director of finance at that time. Little did I know I was speaking to the future county manager. I probably would have said a lot of different things than what I said, but that first internship also would lead me to the most fulfilling career I could ever imagine. Mr. Manager, I am forever grateful for your unwavering trust and mentorship. [00:14:57] Thank you for supporting my desire of applying to be the next executive director, even though it meant I could possibly be leaving your office. No words can ever represent what you have done for me, and thank you from the bottom of my heart. A little less than half, 44% to be exact, of my life, I have worked for Henrico, and 100% of my life, Henrico has been home. [00:15:26] Now, as I transition to Henrico EDA, I begin a new chapter serving the community who made me the woman I am today, and I devote 100% of myself to growing Henrico's economy for all and generations to come. Thank you. [00:15:41] I am truly honored, and I just want to say this is not goodbye. This is see you soon. Thank you very much. [00:16:24] Something like that. [00:16:40] yeah whatever you needed yeah and then just keep on thank you so much thank you sir thank you all [00:17:56] chair i have no other comments this evening thank you sir any comments from my colleagues tonight uh i'll make a comment um and i'll just one piggyback off of um reverend nelson carrie i expressed this to you personally as well but um i was chagrined to learn you would be leaving us because I long ago started making you my first person to contact in place of John. [00:18:31] And, you know, I give the example all the time that Carrie is the one that as I'm, you know, scrambling, leaving court, heading to a community meeting, and I'm like, oh my gosh, I need some quick stats about this meeting that I'm about to go to. And I would shoot it to Carrie, and Carrie would immediately respond on everything, the topic. [00:18:47] And I was chagrined that you would be leaving me. How dare you do that? But as a woman, seeing another woman rise to everything that you continue to rise to, I would never, ever, ever stand in the way of that. [00:19:09] And in fact, always want to support you in doing that because I also quickly saw what John was talking about when he was able to pick out that meteoric rise quality that you have. So very proud of you. I still will, you know, give you a hard time every time I see you because you can't be my go-to quite the way that you have been. [00:19:31] But I still have your number on speed dial, so I will continue to use it. So thank you. But what I was going to say outside of that before Reverend Nelson made his comments, I was like, oh, okay, we can do this. We can say follow-up things. But I am, I love, this is my third first meeting of the year thus far. [00:19:49] And I don't know, it grows on me because this crowd that we see at this particular meeting, and I know it's because we've got a long line of appointments, but the way that this meeting every year draws out John Q. Public, and you're not here to yell at us, you're not here to tell us that you think we're doing something bad, but you are here to actively participate in your local government and to support your loved ones and friends that are here to actively participate in your local government. [00:20:15] And it is my hope and desire that we don't reserve this just for the first meeting of every year when we're doing appointments. Y'all know where we are now, right? I know that's kind of hard sometimes to find this particular building. But you know where we are, and we're here on the second and fourth Tuesdays of every month. [00:20:30] And, you know, we have a good time when we're in here. We all kind of like each other a little bit. So please do not make this the last time that you come. It helps keep us motivated going, and we would love to continue to find ways for John Q. Public, Jane Q. Public, all of you guys to be active, interactive participants in your local government. [00:20:53] So thank you for being here. Thank you, ma'am. Any other comments from my colleagues? [00:21:29] That's from my colleagues. All right, seeing none, before we move on, I do want to recognize Ms. Hardy from the Henrico Citizen in Atlanta. [00:21:45] Thank you for being here tonight. Appreciate your continued coverage. Mr. Manager. So this is the first meeting of 2026. Happy New Year, everyone. The first item on the agenda, 1-26, is the resolution for the election of chair. For this item, I'm going to ask our county attorney, Andrew Newby, to conduct the election for chair for the Board of Supervisors for calendar year 2026. Mr. Newby? [00:22:10] Thank you, Mr. Manager. Members of the board, it is my pleasure and privilege to conduct the election of the chair of the Board of Supervisors for calendar year 2026, and thereafter until his or her successor is elected and qualified. Are there any nominations at this time? [00:22:29] Mr. Chair, I nominate from the Fairfield District my friend, Reverend Roscoe Cooper, as chair. Are there any further nominations for chair? Bearing none, I declare the nominations closed. [00:22:45] I will now call for a motion on Resolution 1-26, nominating Reverend Cooper as chair. Is there a second? All in favor say aye. All opposed, no. The resolution passes. Congratulations, Mr. Chair. [00:23:01] To my colleagues on the board, I'm deeply humbled and honored and profoundly grateful for the trust and confidence that you have placed in me by electing me as chair of the Enrico County Board of Supervisors for 2026. [00:24:13] It is an immense honor and responsibility that I do not take lightly. I look forward to working closely with each of you as we navigate the challenges and opportunities that lie ahead. Together, we will continue to build upon the strong foundation that has been laid by our predecessors and worked tirelessly to serve the best interests of Henrico County. [00:24:35] I firmly believe that we stand on the shoulders of giants. Mr. Schmidt, under your leadership last year, we navigated a water crisis, became the first county in the country with the quadruple AAA bond ratings for both its GO and public utility bonds, adopted a budget that included the largest comprehensive tax rate reduction in nearly 40 years, All while providing region-leading salary increases to our incredible staff and, as always, fully funding our school system and held numerous ribbon cuttings and groundbreakings on new infrastructure. [00:25:09] I can only hope 2026 will be as fruitful. Thank you, Mr. Smith, for all you've done and continue to do for Henrico County. Can we give Mr. Smith a hand, please? As the first person in the history of Henrico County to be elected both chairman of the school board and the board of supervisors, It should come as no surprise that continued investment in our school system is amongst my top priorities for the coming year. [00:25:40] Working along with my colleagues on the school board and the best superintendent of Virginia, Dr. Amy Castro, and Enrico will maintain its position as the paid leader for outstanding teachers, while also funding necessary maintenance and school infrastructure projects. Construction will begin later this year on a new elementary school in the Fairfield District, and we will open brand new Jackson Davis and Long End elementary schools in the fall. [00:26:02] In late 2026, Henrico County will have the first K-12 public school project in the world to be certified as a living building challenge facility. In 2026, we will continue our efforts to make home ownership in Henrico not just attainable, but also affordable. [00:26:20] 271 homes have now been approved through the Affordable Housing Trust Fund, with more coming in 2026. 58 employees have qualified for down payment assistance. Families that otherwise could not afford a home are now establishing roots in Herico County. And living in Herico County will become even safer. [00:26:39] Pedestrian safety has never been of great importance for myself and my colleagues. 23 miles of sidewalks, 18 miles of shared use paths, and trail projects are fully funded in the various phases of completion as I speak. On the economic development front, first quarter 2026 will also bring us finally an announcement of the team that will bring home The Arena-anchored Best Products Reimagined Project, none other than the Fairfield Magisterial District. [00:27:06] I'm filled with both excitement and humility, and a sense of duty as we embark on this journey together, continuing our collective efforts to make Enrico County an even better place to live, work, play, visit, and raise your family. Thank you, colleagues, again for your confidence in me. At this time, I would like to invite our outgoing chairman, Mr. Schmidt, to elect him to receive a gift from us as colleagues. [00:27:26] Just to have a few brief words, Mr. Cooper, thank you. [00:27:49] Mr. Chair, that's going to certainly, I'm looking forward to serving with you under your leadership this year. Folks, serving on the Board of Supervisors is a privilege. I don't have to tell my colleagues that. They already know it. Now serving in my eighth year, I have the privilege and the additional honor to serve as chair twice. And what stands out to me on both those occasions is the different perspective I think you naturally have to have and that you get from that chair spot. And how I'll explain that is for me both times, it occurred to me that it brought the lens of the county as a whole to bear. You have to work on projects. You have to look at the county as a whole and make sure that you're not only supporting your district, which we are [00:28:28] humbly representing, but also with the county as a whole to make sure that you're supporting your colleagues the same. And it brought forward to me that perspective each time I was able to serve in that seat. For 2025, as you heard Mr. Gooper say, a few of the things that we saw that were countywide successes last year, and the list goes on, but I've picked just a couple. The fourth triple a bond rating not only for our geo bonds but again in our utilities public safety strides with some of the largest fire recruiting classes we've seen the lowest homicide rate in henrico county since 1965 the opening of south station historical long long lasting improvements that [00:29:05] we're making in our water distribution the transit pipe from east to west so we can serve all corners of this county with the best tasting water in the country and then you know and as far and breaking ground on the game-changing detox and recovery center that we'll see have long-lasting effect. [00:29:21] These are the things that have county impact not only in the district that we serve, but across all. And as you heard from our chair, the future is bright for Henrico. And now is the time to celebrate our accomplishments, but also to look forward and see what we can and will do for our residents, our businesses, and our visitors in the year to come. [00:29:36] I'm excited about it. The time is now to continue to move Henrico forward. I'd like to thank my colleagues on the board for their trust this past year, And certainly call attention to my friend who, again, I'm glad you mentioned that, Mr. Cooper, the first ever to be elected chair to both boards. Thank you, Mr. Manager, and to every staff member who moves this county forward every day. [00:29:52] Thank you. Thank you, Mr. Schmidt. [00:30:11] Colleagues, we will now conduct the election of the vice chair of the Board of Supervisors for calendar year 2026. And thereafter, until his or her successor is elected and qualified. Are there any nominations? Is there a second to the nomination? [00:30:28] Second. Are there any further nominations? Hearing none, I declare the nominations closed. I now call for a motion on Resolution 2-26, nominating Ms. Misty Roundtree as Vice Chair. So moved. [00:30:45] It's been moved and properly second. All those in favor say aye. Aye. Those opposed. The resolution passes. Congratulations, Madam Vice Chair, Ms. Misty Roundtree. One more time, a little slower. [00:31:26] Next, Mr. Chair, members of the board, we move on to Agenda Item 3-26, which is a resolution for the establishment of dates, times, and location of regular meetings of the Board of Supervisors for 2026. [00:32:01] Mr. Newby is going to cover this item. Thank you, Mr. Manager, Mr. Chair, members of the Board. This Board paper establishes the regular meeting schedule for 2026. Except for July, November, and December, the Board will meet, as it customarily does, on the second and fourth Tuesdays of every month. [00:32:20] In July, the board will only meet once and only on the fourth Tuesday of the month, whereas in November, the board will meet only on the second Tuesday of the month. In December, we change it up one final time, and the board will meet on the first and third Tuesday of the month. All regular meetings will be at 6 p.m. with one exception. [00:32:37] The second board meeting in March, on March 24, 2026, will begin at 5 p.m. to accommodate the public hearing on the FY27 budget. In addition, this board paper provides that if the chair finds and declares that weather or other conditions, or such that it is hazardous for board members and the public to attend a regular meeting, that meeting will be postponed by operation of law for a period of one week to the same time on the following Tuesday. [00:33:05] Board members and news media in that case will be notified as promptly as possible, and notice of the postponement will be posted on the front door of this room, the board meeting room. That is an overview, Mr. Chair, of the resolution establishing dates. Thank you so much, Mr. Newby. Mr. Manchin? [00:33:24] Mr. Chair, you want to see if there's a motion to approve that item? So moved. Second. Moved by Reverend Nelson, seconded by Mr. Rogus. All of them, please say aye. Aye. Those opposed? Ayes have it. The resolution is passed. Next, Mr. Chair, members of the board, I'm going to ask Mr. Newby to cover agenda item 4-26. [00:33:44] Thank you, sir. Mr. Chair, members of the board, a much shorter overview here. This board paper approves an electronic participation policy for the Board of Supervisors in conformance with state law. This is an act we must do each year. There are no changes from the prior year. I'd be happy to answer any questions. Colleagues and questions? [00:33:59] If not, is it a motion to accept the resolution? Second. Second. By Ms. Roundtree. Second by Ms. Rokers. All in favor say aye. Aye. Resolution approved. Next, Mr. Chair, members of the board, agenda item 5-26 is a resolution. This is for appointment of members to the Henrico County Planning Commission. [00:34:16] This board paper would appoint the following individuals to that body for a one-year term that would expire December 31, 2026, And they are, from the Brooklyn District, Christopher S. Phelps. From the Fairfield District, Jerron and Dandridge. From the Three Chop District, Bob Shippey. [00:34:33] From the Tuckahoe District, Brian Winterhoff. From the Verina District, William M. Mackey, Jr. And the member of the Board of Supervisors is Daniel J. Schmidt. Mr. Chair. Thank you, Mr. Manager. Any questions, colleagues? If not, is it a motion to approve the resolution? So moved. [00:34:49] Seconded by Mr. Rogus. Seconded by Reverend Nelson. All those in favor say aye. Aye. Ayes have it. Resolution is approved. And if those individuals would come forward to receive your oaths. [00:35:09] So for those in attendance, the rest of the agenda is going to mimic what you just saw [00:37:01] with the appointment of various individuals to various bodies. So the next paper, Mr. Chair, is Agenda Item 6-26, which is a resolution member to the Plan RVA Commission. This board paper would appoint the chair of the Henrico County Planning Commission to that body for a term coincident with his term on the Henrico County Planning Commission. [00:37:25] Mr. Chair? Members, is there any questions? Is there a motion to accept the resolution? They're moved by Mr. Rogan, second by Reverend Nelson and all those favorites. Aye. Resolution is approved. Mr. Dandridge? This is the time on the agenda where individuals may address the board on any item which is not on the agenda, which is not material because there is no item on the agenda other than appointees. [01:15:58] we do have one individual that has signed up and that is jennifer lieberman a few weeks ago bringing light to numerous issues that i find vastly important but i was accused of just parroting what gray mantra says on instagram i find it not just abhorrent but outright egregious that one would impose the view that i don't have the ability to do my own research before i write any of these speeches gray is great but i've written enough of these speeches on environment [01:16:37] land use, and zoning laws to show that I don't need her reels as a reference point to put my thoughts into a tangible format. A thought without words is a vacuum of despair, predicated on the whelms of hope that is never heard. But I digress, that is not why I'm here today. As we exist, we have to look at the economic times that we are in, whether it be the economic problems caused by tariffs or higher layoffs that have somewhat stagnated in companies trying to replace workers with AI, even though it has spectacularly failed, has forced the onus onto the current workforce [01:17:15] rather than making things right and bringing back the old employees. Some see the economy not as opportune as they would like. Like I've said before, we are currently in an economic bubble with AI being at the helm. [01:17:31] We have already learned that AI will not be what the wealthiest want it to be. So we have to ask, what will happen when it pops? Likely speaking, the government bails them out. But in the meantime, the exorbitant amount of growth that you have imposed through your votes will backfire. [01:17:49] Companies that you've given tax breaks to come here will weigh down their hiring practices and cut jobs that are not as lucrative so that they can maintain their budgets. People will lose their houses as banks claw back the overzealous amounts that they've loaned to people, as you all have said no to government intervention in creating housing, sustainable housing that is actually connected to the existing community. [01:18:18] You all have said yes to industrial interventions rather than communicating with people to see what is necessary for the community to grow in a healthy way. When we look at some of the economic bubbles over the past 100 years, whether it be after the Great Depression hit the average American's wallets, the economic hardship in the 1970s, or the Great Recession of 2009, one thing goes up, the rate of suicide. [01:18:48] When we look at the data, suicide rates go up the more economically deprived a person is, whether it be due to something losing a drastic amount of economic value or something seemingly insurmountable happens, there is a higher risk of harm. [01:19:05] You look at, say, Las Vegas, there is a higher rate than more someone gambles and loses. You look at the rate of mass shootings in America, the biggest conglomerate is the head of household killing themselves and their family as they are unable to tolerate the economic precarity that they face. I remember around a decade ago when my neighbor lost his house, his wife to an illness, and his business as the greedy landlord refused to renew his lease. [01:19:35] They found his vehicle, but I don't think they ever found his body. There are correlations between economic issues and anxiety and depression. If you look at the rate of psychiatric hospitalizations, There are more people that are on Medicaid or who are uninsured than there are on employer or ACA-based insurance. [01:19:56] If you look at what happens in these hospitals, you eat, sleep, possibly interact with a staff member or someone else there, go to one of the few groups that doesn't solve or help solve the reason why you are here in the first place, and you get a couple minutes with a provider where they don't account for everything and just give you a medication because the for-profit system disallows enough time for them to know what led you to be admitted. [01:20:25] There is a correlation with the economic totem pole, I mean the lower rungs of the economic totem pole and the amount of psychiatric pills a person is taking because it's easier to quell the voice of the lower class. [01:20:42] right but as i did with this flag i am asking that you desecrate this board with a fervent desire of unambiguous altruism coinciding with an exposition of desolate scarcity thank you board of supervisors this evening anyone on webex oh yes yes sir if you would go to the back [01:21:15] certainly my name is teddy tim and i would like to speak out against the fact that a few days ago my owner tried to a few days ago my owner tried to sign me up for kindergarten they rejected me because i'm a teddy bear hey my name is jeremy shields this is uh my son teddy tim and i tried to sign him up a few days ago um for school however he was rejected because he was a teddy [01:21:52] bear um and respectfully of course uh discrimination is illegal and i would very much uh like to see my son be able to be enrolled in school thank you is there anyone else that wishes to address the Board of Supervisors.
