[00:07:37] For everyone who is watching the live stream of tonight's meeting on the county website, you can participate remotely in the public comment portion of the meeting. Go to Board of Supervisors webpage, henrico.gov, backslash supervisors, click on Guidance for the Board of Supervisors meeting, and scroll down and click on WebEx event. [00:07:59] A moderator will let you know when it's your turn to speak. And we all thank you in advance. We will begin this evening's board meeting with the Pledge of Allegiance, followed by the invocation tonight given by our very own county manager, Mr. John Vitokis. [00:08:18] Might we stand for our Pledge of Allegiance? [00:08:19] For this day, blessings of family and friends, neighbors and co-workers, teachers and firefighters, police officers, and utility crews. [00:09:01] We thank you for everyone who has been called to serve others. We thank you for the work they do each day to make our lives better. We especially thank you for your presence with us here tonight. We seek your grace and your guidance as we consider matters that will affect the lives of the people of Henrico County. [00:09:21] We thank you for this Board of Supervisors and their willingness to serve. Help them bear both the burden and the hope of leadership. We ask for your continued blessings on Henrico County tonight, tomorrow, and in the days to come. [00:09:37] Amen. Amen. Thank you so much, Mr. Manager. I'm going to call a motion to approve the regular and special meeting minutes from Tuesday, February 10th, 2026. [00:09:57] Meaning, is there a motion? To move. The move by Ms. Rogan, seconded by Ms. Rauchel. Motion is approved. Mr. Manager, do you have any comments this evening? I do, Mr. Chair. Members of the board, I have one comment this evening. And I'm going to ask our Public Utilities Director, Bentley Chan, and our Department of Public Works Director, Terrell Hughes, to come forward for this item. [00:10:25] And who do we have from? Gilberto is here from Public Works, if you would come forward, please. So I want to recognize the fact that the Virgil R. Hazlett Reservoir at Cobbs Creek is the winner of the 2026 American Public Works Association Mid-Atlantic Chapters Project of the Year Award. [00:10:47] And this is for the category of environment projects of more than $75 million. For the students that are here from Glenallen, the reservoir at Cobbs Creek is in Cumberland County, 52 miles away. [00:11:03] It is the largest reservoir in the Commonwealth of Virginia and will serve our water needs for many, many years to come. And the pipeline is essentially the James River. The APWA Public Works Project of the Year Award celebrates excellence in the management, administration, and implementation of public works projects by recognizing the alliance between the managing agency, the consultant, architect, engineer, and the contractor who works together to complete public works projects. [00:11:35] While this is a public utilities project, it was nominated for the award, and this just shows some of the spirit of cooperation that we have in the county. by our Director of Public Works, Mr. Terrell Hughes, highlighting the continued partnership between the two community operations departments. [00:11:54] The Virgil R. Hazlitt Reservoir at Cobbs Creek is the county's 1,100-acre. So it's 52 miles away. It's an 1,100-acre reservoir. It holds 14.8 billion gallons of water. [00:12:12] Mr. Chan, congratulations to you and the Department of Public Utilities for doing something that we thought years ago was simply a dream. And you've taken the board, you've taken a number of individuals to it. Anything you'd like to say, sir? [00:12:28] Just thank you, and thank you to Public Works for nominating us, so fingers crossed, for the National Award. And for context, in its first year of operation, we released 900 million gallons back into the James River last November to December to help with drought mitigation. [00:12:53] And so we'll discuss this more at budget presentations. But thank you. Chair, I have none of the comments this evening. Thank you so much, Mr. Manager. Are there any comments from my colleagues? [00:13:14] Seeing none, Mr. Manager. Mr. Chair, you have two presentations before you this evening. 53-26 is a resolution that commends the Glen Allen High School Girls Cross Country Team. This resolution extends its heartfelt congratulations to the Glen Allen Girls Cross Country Team on winning, drumroll please, the Class 5 Girls Cross Country State Championship. [00:19:12] And whereas the team has three, is that total three championships, Coach Hoy, is that right? In five years, with six appearances in the title match in eight years. Incredible. And whereas the Jaguars also won the 2025 Region 5C Championships, defeating Granby High School, marking the fifth regional championship title in program history. [00:19:32] And whereas Jake Oneskonic was named the Regional Player of the Year and Metro Player of the Year and ended his career with four program records, including most kills in a career at 807 and most aces in a career with 177. And then there's also $2 million for the Henrico Tomorrow Office Renovation Program. With that as a quick overview, I'll be happy to answer any questions the board has on any of the items requested. [00:24:17] Thank you so much, sir. Colleagues, do you have any questions? If not, is there a motion to pass a resolution? Since this is a public hearing, if anyone's present and the audience would like to speak to this item, you can. [00:24:37] Is there anyone on Webex? Thank you so much, Madam. Seeing as no one has spoken to it, is there a motion to approve the resolution? So moved. Second. The move by Mr. Schmidt, second by Mr. Reverend Nelson. Excuse me. All those ladies say aye. Ayes have it. Resolution is approved. Board Agenda Item 56-26 is a resolution authorizing the county manager to submit an amended Henrico County FY25-30 consolidated plan and FY25 through 26 annual action plan and execute contracts for both CDBG and home activities. [00:25:15] Mr. Lebo. Thank you, Mr. Manager, Mr. Chair, members of the board. This board paper, as the county manager indicated, would authorize the county manager to submit an amended 2025-2030 consolidated plan and a fiscal year 25-26 annual action plan to HUD. [00:25:34] It also authorizes the county manager to execute contracts to implement fiscal year 25-26 home and CDBG activities. Essentially, this amendment would add an additional $266,615 in CDBG funds and $33,385 in home funds. [00:25:54] And essentially, it would allow us to fund one of our nonprofit organizations to provide enhanced rehab supports to seniors and people with disabilities who own homes in the community and also help us recapitalize our Bridging Virginia Small Business Revolving Loan Fund. [00:26:14] With that, the Director of Community Revitalization recommends approval of the board paper, and the county manager concurs. I'm happy to answer any questions you all may have. Ms. Lebo, before we answer or ask the questions, can you just real quickly say what CDBG means? Community Development Block Grant and Home Investment Partnership Program. [00:26:30] Thank you so much, sir. Thank you. Seeing how this is a public hearing, is anyone present that would like to speak to this item? Is there anyone on WebEx? Colleagues, any questions? Seeing as none, is there a motion? [00:26:47] To move. Moved by Ms. Roundtree. Is there a second? Seconded by Mr. Rogish. All of those who say aye? Aye. Resolution approves. Thank you so much. Next, Mr. Chair, members of the board, 57-26 is a resolution. This is for signatory authority, exchange of real property, 7705 Impala Drive and 7200 Galaxy Drive. The director of real property recommends approval of this board paper. The county manager concurs. I'll be happy to address any questions. Thank you so much, Mr. Anthony. [00:27:45] Yes, sir. Since how this is a public hearing, is there anyone present to like to speak to this item? Is there anyone on WebEx? Thank you so much, colleagues. Any questions, Ms. Anthony? No questions, Mr. Chair. Just a quick thank you on behalf of myself to the county staff who have worked on this, to our friends with the Islamic Center. Thank you once again, Mr. Manager, Mr. Chair, Honorable Members of the Board. This would authorize condemnation proceedings for the property that is needed for the construction of the Fall Line Trail Longdale Phase Project. The county needs to acquire permanent trail easements and additional easements on the property owned by Abernathy Construction Company. [00:29:06] Based on an independent appraisal, the county made an offer of $6,264 for the required property interest, but the parties have not been able to reach agreement. The director of public works and real property recommended proof of the board paper. The county manager concurs. I'll be happy to address any questions. [00:29:22] Thank you again, Mr. Anthony. This is a public hearing. Is there anyone here that would like to speak to this item? Seeing none, is there anyone on Webex? Thank you, colleagues. Any questions, comments? [00:30:40] Is anyone on the line that would like to speak to this item? Thank you, Ms. Roundtree. Is there a second? Second. Seconded by Reverend Nelson. All those in favor say aye. Ayes have it. The resolution is approved. Next, Mr. Chair. Members of comments, his public comments, we do have one individual that has signed up to speak, Lieutenant Colonel Douglas Clark. [00:31:04] And come forward, Lieutenant Colonel, if you would, to the podium in the back, and he'll be followed by Ms. Jennifer Lieberman. I apologize, Doug, if you would come to the front, that mic is not working, so just come on up to this place. [00:31:34] Deputy Branch, can you turn that mic off, please? Thank you, sir. Deputy's got... Is this working? [00:31:50] It is. Okay. Deputy's got some handouts for you. All right. Until you get your handouts. [00:32:11] You can proceed, Mr. Clark. Okay. My name is Lieutenant Colonel Douglas Clark. I reside at 5005 Castle Point Court in Glen Island, Virginia. I've been a resident here for 36 years. [00:32:28] My military career is primary combat arms, but I've had four combat tours to the Middle East and two to Afghanistan. My last job was providing logistical support for the entire Middle East and Afghanistan. Like Mr. Vitoukas, who I've known for about 25 years, he used to be in the budget office and did such a fantastic job. [00:32:49] Now he's county manager. We both know how to add, and so what I'm going to be talking to you tonight about is the FY2027 Henrico County budget. I'll be focused on the Registrar's Office funding request. I will then offer you an alternative funding request that will accomplish all the tasks and mission requirements which the current proposals are to fund. [00:33:13] However, this alternative budget proposal that I have will save Enrico County citizens, the taxpayers, funding this approximately half a million dollars annually. 2027 budget request by the Registrar's Office and Mark Coakley. [00:33:28] Mark Coakley has submitted a request for $600,000 in new electronic voting system equipment and supporting software and contracts for the FY2027 budget. This is in addition to the $1.1 million spent in 2025 on these same systems. [00:33:47] I've provided in the packet given to you prior to this brief a copy of documents supporting what I've just stated. You can see the equipment, software, and contracts from ES&S adding up to the cost stated. The behind my statements that I've given you a copy of and attached to it are emails received by me by Clint Curtis. [00:34:10] He's a registrar in Shasta County, California. He has provided the information that I have provided in this packet, which is the second handout, which is a summary of exactly how you can hand count, hand paper count your elections for approximately $46,500 per precinct. [00:34:30] You've got 93 precincts, so you can add up the cost, I mean, $500 per precinct, excuse me. 93 precincts adds up to $46,500. Secondly, I've included a copy of the FY 2027 request by the Registrar's Office for another $600,000 and what it entails. [00:34:56] And the last brochure that I've included is the 2025 budget that shows you the $1.1 million that was spent on these voting systems. And if you have two elections in a year, instead of $46,500, it would cost you about $100,000, which would still save you half a million dollars. [00:35:18] So if you add up $1.1 million for 2025, $600,000 for next year, we're averaging about half a million dollars in expenses on these elections every year, which is unnecessary. In spite of recent political grandstanding in Richmond, the Virginia Constitution guarantees the right of every county to hand paper count. [00:35:36] in article 2 section 3 and your attorney who's very competent I've talked to him many times good man he can verify this for you in elections by the people voting shall be by ballot is exactly what it says a quote in elections by the people voting shall be by ballot or by machines for receiving recording and counting votes cast in your packet I've also provided you a copy of emails I received from Clint Curtis along with his phone number and his email address so these are things [00:36:07] that he's actually done and expenses he's actually incurred. And the $46,000 I'm talking to you about allows also for video recording of everything so that there's no compromise, there's no question that it's all in the up and up. So I have also another subject matter expert, Mark Cook, who's coming to Virginia in April, who would love to brief you on the hand counting method. Page of [00:36:43] term. In conclusion, I'm requesting a decision by the Enrico Board of Supervisors to not approve the $600,000 additional spending by the Registrar's Office and save Enrico taxpayers a half million dollars by requiring a hand count of the official paper ballot to be documented by video for all precinct counts and aggregate vote totals to be verified countywide. If you're not going to save the taxpayers half a million dollars, I'm requesting an explanation of why not. I'm available and you'd like to discuss these to save in RICO town taxpayers in the coming week. I'm going to call [00:37:18] and ask for an appointment with the county manager and my representative in Brooklyn to talk about this matter and see if you have any further questions. And Mr. Valtoukas, sorry, it's been a while, you've dealt with the budget for a long time. So you can take the information that I've given you, verify the accuracy. And even if I'm off by 100%, it would still save a half a million dollars. And then you can advise the board whether my material is accurate or not. Talk to Clint [00:37:55] Curtis, who's an actual registrar and actually has done this. So if you don't have any further questions, that's the end of my brief. Thank you very much. Chair, Ms. Jennifer Lieberman. Hi, my name is Jennifer Lieberman. I did not expect to have a reason to give another speech given last session, but at least one of you says something that piques my interest, that forces my hand to come up with something. [00:38:28] Perhaps it is blissful ignorance on my part, but I suppose that I am unaware of how the labor movement has formed over the 20th century, as I've never attended any classes regarding the movement, and I've never participated in a collective movement, but I digress. [00:38:45] When we look at the day-to-day activity of Henrico County, we have a pretty bustling area with tens of millions of dollars' worth of transactions conducted every single day. When we look at a large portion of the economic activity, it is either restaurants or retail. [00:39:02] And generally speaking, people in both sectors make under $40,000 a year, retail being around 20,000 people and restaurants being around 7,000 people. I'm not all that interested in rehashing any of the previous speeches that I've given, But to summarize, that equals to just 15 percent of the workforce. [00:39:25] Currently about 8 percent of the population in Henrico County is disabled. I don't try to generalize anything, but living on disability or having one can be a debilitating experience. Trying to navigate the workforce while being disabled is even harder. [00:39:43] Even though there are laws against it, being in a right-to-work state means that you can get fired for any reason, which essentially allows a person to be relieved from their duties if their problems inconvenience the employer without them facing any consequences. They can just document very minute things until they have enough of a case to get rid of you and you have no recourse. Or like myself, you have cognitive functioning issues where it makes it harder to just find something or advocate for yourself. With being represented and backed, you are able to feel [00:40:17] okay if you really mess up because they won't let the company fire you or like many obviously know it can mean that you're able to make more money to function and even have a pillow to thaw on if a catastrophe or even a fracture happens and what happens when you make more money you're more likely to put it back into the community through either buying things or receiving different services or even allowing yourself to experience new things do you all know the reason why people aren't in a union in most of the country it is due to the fear of losing their job if they were to [00:40:55] try to start a new chapter not because they don't want to be in one sure some don't want to be in one but many would if the collective identity was more pervasive in our society anyway i hope that none of you would be in favor of being like the 40th president turncoat is there anyone else that wishes to address the board this evening anyone on webex mr chair members of board seeing no one um you would move into your general agenda you begin with the first item which is agenda item [00:41:35] 60-26 this is a resolution for signatory authority this is a construction change order for the strawberry hill pumping station specifically screw pump replacement this project is in the fairfield district mr chan thank you mr manager mr chair members of the board on november 12 2024 the board of supervisors approved a construction contract with waco in the amount of one million four hundred eighty nine thousand five hundred fifty dollars for improvements to the strawberry hill pumping station screw pump number two. This board paper authorizes the county manager to [00:42:13] execute a change order for the project in the amount of $464,040.75 due to unforeseen conditions that require the payment of tariffs on imported equipment, additional repairs to the concrete structure, and equipment enhancements to complete the project. The project is still on track to be completed by October of this year. With that I'll be happy to answer any questions that you may have. Thank you so much Ms. Chan. Colleagues, is there any questions? Seeing none, I so move. I've been moved by myself, seconded by Mr. Schmidt. [00:42:50] All in favor, is it aye? Aye. Resolution is approved. Next Mr. Chair, members of Board 61-26 is a resolution in this case for award of contract the Colonial Court Area Water Rehabilitation Project. This is in the Verona District. Mr. Chan. Thank you again. This is an award of a fixed price contract for $2,061,153 to central site and utilities for the Colonial Court Area Water Rehabilitation Project, consisting of installation of approximately 1,325 linear feet of water mains, installation of water meters and service [00:43:29] lines, and abandonment of the existing three-inch water mains in alleys within the Colonial Court area work on the project is anticipated begin in april and be completed within 360 calendar days with that i'll be happy to answer any questions that you may have thank you mr chan colleagues are there any questions so moved and moved by reverend nelson is there a second second by mr roguish all in favor say aye those opposed the ayes have it the resolution is approved next mr chair members of board is agenda item 62-26 this is a resolution for award of contract [00:44:06] This is the Leasefield Farm Drive extension project in the Three Chop District. Mr. DeLeon. Thank you, sir. Good evening, Mr. Manager, Mr. Chair, members of the board. This board paper would award a unit price contract in the amount of $8,679,474 to J.R. [00:44:26] Caskey Incorporated for the Leasefield Farm Drive extension project in the Three Chop District. The project includes approximately 800 linear feet of roadway extension along Leasefield Farm Drive and 500 linear feet of extension for Road B. The scope also includes construction of a single lane roundabout at the intersection of Leesfield Farm Drive and Road B, and also construction of a sidewalk along the south side.
