Mr. Chair, members of the board, for those of you in attendance, those of you that are watching online, it gives me great pleasure to welcome everyone tonight to the swearing-in ceremony for Douglas W. Clevert, Jr. as the 12th Chief of the Henrico County Division of Fire. [00:05:55] I'm going to ask Doug, his wife Christina, and his son Doug III to come up. And we do have Chief Judge Brondell Herman of the Henrico Circuit Court that is going to administer an oath. [00:06:10] But before she does, I'd like to introduce Doug to you all as a community. I know the family members that have come from far and wide to see him. This is a very proud moment, not just for you, but also for our county. [00:06:28] Chief Clevert officially began his service as chief on June 13th, succeeding Jackson Baynard, who recently was appointed deputy county manager for public safety. It is, obviously, it is amazing to see so many people here, and if the fire marshal is here, if he would just step out. [00:06:49] His wife, Christina, and son Doug, who I introduced, his dad, Doug also to his friends and numerous fire personnel in attendance as we chart a new course of leadership for Henrico Fire. [00:07:06] I have personally known Chief Klavert for the last six years. He arrived in Henrico in 2020 as Assistant Fire Chief for Training and Professional Development. He was promoted to Deputy Chief of Community Risk Reduction in 2023 and was named Deputy Chief of Operations in 2025. [00:07:29] Chief Klavert was born and raised in Henrico and is a product of our county school system. He was part of the first class of students to complete their entire K-12 journey from Gaten Elementary after the school opened in 1988. [00:07:47] He's a proud graduate of Godwin High School. He went on to earn his bachelor's and master's degrees in fire administration and executive leadership from Liberty University. He also holds an associate degree in fire science technology from Reynolds Community College. [00:08:05] Chief Kluvert is a graduate of the Fire Service Executive Development Institute, a program of the International Association of Fire Chiefs. This program develops the next generation of national and international fire service leaders. He has served in key roles for the Henrico Incident Management Team and the Central Virginia All-Hazards Management Team. [00:08:29] Prior to his arrival, and I want to thank our regional partners that are here, Chief Kluvert served 15 years with the Richmond Fire Department. All told, he has more than 21 years of experience in municipal fire service. Chief Clevert remains resolute in his commitment to delivering exceptional service to the residents of our county. [00:08:51] I know we're eager to support him in his new role and the positive impact his leadership will bring to our community. So ladies and gentlemen, I would ask that we give our new chief a round of applause and we're going to do it after the oath as well. [00:09:08] are you ready use your left hand on the bible raise your right hand and repeat after me as the [00:10:03] fire chief for the county of henrico as the fire chief of the county of henrico i state your name i douglas w clover jr swear that i will support the constitution of the united states swear that i will support the constitution of the united states and the constitution of the commonwealth of virginia and the constitution of the commonwealth of virginia i do solemnly swear i do solemnly swear to protect the lives and property to protect the lives and property of the residents of henrico county of the residents of henrico county i will i will without reservation or purpose of evasion [00:10:38] without reservation or purpose of evasion fulfill my duties fulfill my duties in an accountable in an accountable competent competent and innovative manner an innovative manner i will hold in high regard i will hold in high regard the diversity within the organization and community the diversity within the organization and community i will continue to uphold i will continue to uphold the public and organizational trust the public and organizational trust by committing myself by committing myself to the highest ethical and moral codes to the highest ethical and moral code i will remain loyal to my commitment i will remain loyal to my commitment [00:11:16] and my community and my community i will support i will support understand understand and meet the needs, and meet the needs, of the Division of Fire, of the Division of Fire, and the community, and the community, in a compassionate manner, and a compassionate manner, I swear to faithfully and impartially, I swear to faithfully and impartially, discharge and perform, discharge and perform, all the duties, all the duties, incumbent upon me, incumbent upon me, based on the principles of freedom, based on the principles of freedom, equality, equality, justice, justice, and humanity for all people, and humanity for all people, to [00:11:52] the best of my ability. To the best of my ability. So help me God. So help me God. There's been one amendment by Mr. Vitolkis. That's okay. No, I know. Mr. Vitolkis has amended the oath and it says [00:12:08] for the next 20 years. All right. So help me God. All right. Congratulations. To the county manager, [00:12:53] honored board members, and distinguished guests, community partners, and dedicated members of can rank a division of fire. This is not about a title. It's not about a badge, a rank, a position. Today is about responsibility, trust, and the sacred commitment we make to serve our people. [00:13:12] Before I go any further, I want to give honor to God and his guidance and strength. I also want to express my deepest gratitude to my wife, Christina, my son, Doug, and all my family for their continued support. Their love, encouragement, and belief in me have made this moment possible, and I am profoundly grateful. As I take this oath, I do this with a clear understanding that authentic leadership demands more of us, more humility, more courage, more accountability, and more heart. [00:13:44] Throughout my career, I've learned that true leadership is rooted in emotional intelligence, servant leadership, and transformational leadership. These principles will guide every decision I make as your fire chief. Authenticity means recognizing our shortcomings, Admitting when we're wrong and having the courage to make corrections, it means listening before speaking, seeking understanding before judgment, and placing the needs of others before your own. [00:14:12] In the fire service, credibility is not built by having all the answers. It's built through transparency, consistency, and values-driven action. It is earned when firefighters know their leader will do the right thing, especially when it's difficult, unpopular, or unseen. [00:14:28] As your chief, I will always strive to say, I don't know, but I find out. I got this wrong and I'm going to fix it. The mission, the organization, and the people come before my personal interests. Leadership is not about being liked, it's about being trusted. [00:14:44] And trust is the foundation upon which every great fire department is built. As I begin this journey, my commitment is simple and unwavering. We will continue to focus on our community and our people. We will honor our traditions, strengthen our culture, and build a future that reflects the excellent this department is known for. [00:15:04] Thank you for your trust, your service, and your belief in what we can achieve together. Thank you. [00:15:36] Two-minute recess so we can clear the room with his family and friends. [00:15:57] Thank you all for coming. [00:16:14] Mr. Manchin. [00:17:16] Mr. Chair, members of the board, as you begin your agenda, your first item is Agenda Item 134-26. This is a resolution expressing appreciation to Kay Alferio for her outstanding service and leadership as president of the Cultural Arts Center, Glenn Allen. [00:17:35] Chair, you need a motion to approve the resolution. So moved. Aye. And our chair, Mr. Roscoe D. Cooper, is going to present this resolution to Kay Alferio. [00:20:27] And be it further resolved that this resolution shall be spread among the minutes of this meeting in a copy publicly presented to Ms. Ferriero for her enduring contribution to the arts and extend our sincere gratitude for her commitment to fostering creativity, connection, and cultural enrichment. [00:20:45] Signed, Roscoe D. Cooper Chair, Board of Supervisors, Tanya N. Brackett, Clerk, June 2326. Can we give her a hand? I almost feel speechless. [00:21:12] I do. It's really interesting. I realized tonight that 18 years ago I stood at the same podium as our new board was being sworn in, and I was just coming on as executive director and president of the Cultural Arts Center. And from that day forward, this has always seemed like a family to me. It seemed like home every time I walk in here. And it really does amaze me, the job that you guys do and I really I'm I'm humbled and almost a little overcome by all the words but I can assure you it is not just me I could not do this by myself and so I would like to recognize we have [00:21:50] some of our senior staff members here tonight so I'd like for them to stand these wonderful leaders we never would be able to do what we do they have the same drive compassion commitment to our to our mission and to our goals and also we have our board with we have some of our board members here Some are who are being sworn in just tonight and coming in as new board members, but who have already become active in the board. [00:22:20] So I'd like to also recognize our board members. These people between the board and the staff, this is why I know that in leaving and retiring and going off to ride my horse, that the center will continue and it will continue to flourish because of the strong leadership that is in place. [00:22:43] And so I really want to thank all these people. I would also be remiss if I didn't thank my very understanding family for the hours that I spent. After work and on weekends and all kinds of things, plus all the time that they spent volunteering at the center as well. And, of course, without you guys, county leadership has never ceased to amaze me. [00:23:03] You guys work on so many big, big issues. You have so much responsibility, and yet you always take the time to make sure that you serve all your constituents, big organizations as well as small organizations, and that definitely does not go unnoticed. [00:23:19] So my sincere thanks to all of you. You've all been so active. I know, Reverend Cooper, you told me from the beginning that you had our back, anything we needed, that you were there for us. Mr. Rogish, Ms. Roundtree, or Whitehead, sorry. Oops, wrong one. [00:23:37] Roundtree, Whitehead, see, change names and I get all confused. But you guys have been, you have been so important to our efforts at the James River Juvenile Detention Center. I know you have artwork hanging in your hall, on your walls, And also, it has made such a difference when you guys have shown up at events that they have. [00:23:57] I had one student come up to me and say, when they realized that you guys were county supervisors, and he was completely overcome, he said, why are they here? I said, they're here because of you, because we want to recognize what you've done. And they were completely overwhelmed. They couldn't believe that you would take the time to come out and do that. [00:24:13] So I thank you for that. And Reverend Nelson, it wouldn't have happened without you and that one day in your office when I came down and told you about this dream that we had to work at James River and you were the first one to step on the bandwagon and you really made it happen. And Mr. Batokas, I don't even know what to say. You are an inspiration. [00:24:35] I look to you whenever I want to know how to lead or how to lead through a difficult time or a good time. I look to your leadership. Whether times are good or times are bad, you always seem to have just the right thing to say and to encourage the people who work with you. [00:24:51] So everybody at the county is awesome. I know that, you know, John Zanino serves as an ex-officio member of our board, is just a wonderful, wonderful partner. Monica Smith-Callaghan, when COVID was hitting and we wanted to know what we could do, and I called Monica and said, we want to do something. [00:25:10] And we started a learning hub, and that was with Monica helping us get funding and a grant. She knew of some money that was available for a grant, so it was all done so well. And Mr. Schmidt, we've worked together for 26 years now before either one of us came and started working with the county, and you have always been. [00:25:31] So you've been such an important part of what we've done. And even to the fact, I remember that when you came into office the first time, I knew you were a sports guy, and I remember saying to you, we have art. You're going to be supportive of art too, right? [00:25:47] And you said something I'll never forget. You said, I'm here to serve all of Henrico County, all the interests of Henrico County. And you guys have all done that so beautifully. We couldn't do what we do without you. And I just want to thank you for all of that. So this has truly been, the 18 years have been the most important years of my life that I've ever spent in a job. [00:26:07] And it's because of you. It's because we make a difference. And I really appreciate it. And I'm actually thanking you and not asking for money. [00:26:17] But I do. Sincere, sincere thank you for everything that you've done. Thank you. Mr. Manager. Mr. Chair members of the board as normal [00:44:57] I have a slight brief slide deck for you all as this doubles as a public hearing required by HUD So I'll wait for Fred to pull that up. [00:45:18] So as the manager indicated, this board paper authorizes a submission of the 2026-27 Annual Action Plan. It approves the 2026-27 federal funds budget, and it also authorizes the county manager to execute agreements with HUD and sub-recipients. [00:45:39] Our total budget that we're recommending for approval is a little under $3 million, and I'll just highlight some of the programs that you're pretty familiar with. We're recommending BeFunded, our homeowner repair and rehab programs that helps folks stay in their homes and stably housed, our Connect program, and our commercial assistance program that is connected to our Enterprise Zone program that you're aware of. [00:46:03] In addition to that, we're recommending continuing to fund down payment and closing cost assistance for lower-income and moderate-income buyers, supporting an affordable housing development, Carter Woods 4, as well as the capitalization or continued capitalization of the scale-up program that's the revolving loan fund for small businesses. [00:46:24] Last but not least, we're also recommending continuing to support the financial family crisis fund that helps people who fall on hard times, hoping those individuals stay stably housed. We're looking at recommending funding for improvements to Safe Harbor, one of the homes that they have, as well as the repair at the Home Again family and the family shelter located in the city. [00:46:50] With that, I'm happy to answer any questions you all may have. Thank you so much, Mr. Lebo. Colleagues, are there any questions, Mr. Lebo? This is a public hearing. If there's anyone here who would like to speak to this, please do so. [00:47:05] Listen to the back of the mic. Good evening. My name is Mary Mopay. I'm the Interim Executive Director at Safe Harbor, and I want to begin by thanking you all for your continued support and for standing with survivors of sexual and domestic violence. [00:47:26] One of the items you have before you tonight with the CDBJUMP funding is a privacy fence for one of our shelters that we are going to be able to purchase next month, again, with previous funding from you all. It's a home that we've rented for 12 years and one that is an essential part of our program. The transitional house provides long-term, safe, and stable housing for families rebuilding their lives after experiencing unimaginable trauma. [00:47:53] While living there, residents receive counseling, case management, and other supportive services to help them heal, regain their independence, and create a new future for themselves and for their children. Healing from violence is a long and difficult journey. For many survivors, this home is the first place where they've been able to sleep without fear, where their children can laugh and play again, and where they can begin to feel safe. The backyard has the potential to be a place of peace and healing, a place where children can run freely and where parents can sit, breathe, and simply enjoy being together as a family. [00:48:32] But today, that space is completely open and exposed to passing cars and foot traffic. Anyone driving or walking by can see who's in the yard. For survivors who have lived with fear, control, and threats, being visible like this can feel unsafe. [00:48:48] Some continue to worry that their abuser may find them. Others struggle simply with being seen after experiencing trauma. A privacy fence is much more than creating a boundary around a yard. It's about restoring a sense of security and dignity. It's about giving children a safe place to play without fear and giving their parent the peace of mind that comes from knowing they can relax in their own backyard. [00:49:11] Most importantly, it's about creating an environment where survivors can truly begin to heal. Safety is the foundation of recovery, and this fence will provide both physical protection and emotional security that our families need to rebuild their lives. Thank you for considering this request and for your unwavering commitment to survivors. [00:49:30] Thank you. Thank you so much for those comments and for the work that you all do. Anyone else present would like to speak to this item? Is there anyone on WebEx? There's no one to speak to this item. Thank you so much. That being said, this public hearing is closed. [00:49:50] It's been moved by Reverend Smith. Mr. Smith. Seconded by Reverend Nelson, all those who say aye. Those opposed, the ayes have it. The funding is approved. Resilience is approved. Next, Mr. Chair, 148-26 is a resolution for signatory authority. [00:50:09] This board paper, I'm sorry, it's a quit-claim portion of an existing utility easement, 5801 Bremo Road, which is in the Brooklyn District. Thank you, Mr. Manager, Mr. Chair, honorable members of the board. [00:50:26] This board paper authorizes the chair to execute a quit-claim deed, releasing any interest the county may have in a portion of utility easement on the property at St. Mary's Hospital of Richmond Incorporated at 5801 Bremo Road. The owner has requested this action to allow for future expansion of St. Mary's Hospital. [00:50:45] The county does not need the affected easement area, and there are no county facilities in the area. The Real Property Division has processed its request through the Deputy County Manager for Community Operations and the Departments of Planning and Public Utilities without objection. Thank you so much, sir. [00:51:02] I appreciate that. Colleagues, other new questions? Hearing none, this is a public hearing. Is there anybody present in this place that would like to speak to this item? Is there anyone on Webex that would like to speak to this item? [00:51:19] There's no one to speak to this item. Thank you so much. Hearing none, this public hearing is closed. Is there a motion? Thank you, sir. Second. Moved by Mr. Smith, seconded by Ms. Rogus. All in favor, say aye. Opposed, the ayes have it. The resolution is approved. Next, Mr. Chair and members of the board, 149-26 is an ordinance to amend and reordain Section 1723, titled Use Generally of the Code of the County of Henrico to Set Fees for the County Household Refuse Disposal Areas. [00:51:47] Mr. Chan. Thank you, Mr. Manager, Mr. Chair, members of the board. Good evening. This ordinance would set new fees for the use of the county's household refuse disposal areas. The fees for household waste and up to four tires would increase from $3 to $5. [00:52:03] Up to two additional tires would increase from $1 to $5 per tire. Household appliances containing chlorofluorocarbons or hydrochlorofluorocarbons would increase from $15 to $20. Access to household recycling and vegetative waste areas would continue to be free for all residents. [00:52:24] With that, I'll be happy to answer any questions that you may have. Thank you, Ms. Chen. Colleagues, any questions? Just for context, can you describe the history of fees and how long ago it's been changed relative to other localities, what they charge as well? [00:52:43] Yes, ma'am. And so our last fee change was from $2 to $3 in the, I guess, mid to late 90s. And if you were to go to other localities, it is double or close to double what it costs to come to us. [00:53:04] Thank you, Madam. Anyone else? This is a public hearing. Is there anyone at the President's Place like to speak to this item? Seeing none, is there anyone online that would like to speak to this item? There's no one to speak to this item. [00:53:19] Thank you so much. Colleagues this public hearing discloses they are in motion Going to move on. Ms. Rauntree is there second? Second. Second. All in favor say aye? Aye. Opposed? The ayes have the ordinance is approved. Next Mr. Chair, members of the board, you would move into public comments. Do you have two individuals that have signed up to speak? [00:53:39] Nicole Francis. Nicole, are you here? Are you on WebEx, Nicole? She is not, sir. Okay. And Chantel Tyler. Ms. Tyler, are you here? Are you on Webex? She is not, sir. [00:53:56] Okay. Is there anyone else that wishes to address the Board of Supervisors this evening? Good afternoon. My name is Rochelle Smith, and I live in the Fairfield District. And I have a home, a property in my community in Heckler Village. [00:54:15] We live between Laburnum and Nine Mile Road. And I have some photographs, if I could get permissions to share these. I wrote a letter about – now, why don't you pay attention to the date on the letter because it's significant to when this started and we're still going through this. [00:54:32] I wrote a letter July of 2022. This property is on the corner of Meadow Spring and Glenside Road. The hedges are so tall you can't see the front door. You can't see the side of the house. The vegetation is pulling the structure apart. [00:54:49] And I have called Henrico out several times to, you know, do something about this property. They do have sent someone out to make her cut her grass, but the hedges around the property, it's an eyesore, and the property sits on the corner. [00:55:06] It's at the corner of Meadow Springs and Glen Springs. And there's an older person that lives next door, 93 years old. She has to pay for extermination fees for mice coming into her home because of these overgrown hedges, and it's just terrible. [00:55:24] And I know like with the ordinance, hedges can be seen as ornamental or decorative, but it's nothing ornamental or decorative about that. And it's also on the corner of like a bus stop where kids have to catch the bus. So I just really wish that this house can be somebody do something because it's just a neighborhood eyesore, and we are really concerned about safety and health, rats, snakes, whatever, that can hibernate there. [00:55:56] Smith is it yes Smith thank you first of all for coming out and sharing this thank you right to your left the gentleman in the Obama brown suit okay I like it yeah he is he is the director of our community revitalization department he will personally reach out to you tomorrow and he will get all this information he will make sure the county staff comes out to the property We'll do everything we can to help you resolve these issues. [00:56:26] Okay, and the county, they have been out several times, but I don't know why the hedges are not an issue. They have made her cut a grass several times, but as you can see for the photographs, this didn't just happen yesterday. And I really appreciate everything y'all can do to assist. [00:56:43] Well, going forward, he'll be your contact, and we'll make sure we'll stay on top of it. Great. Thank you so much. You too. Have a great evening. All right. And no one on WebEx? [00:57:01] There's no one to speak on WebEx. Okay. Now, Ms. Chair, you would move into your general agenda. The first item, 150-26, is a resolution appropriation of funds for fiscal year 26-27. This board paper appropriates the budget that was approved by the board in late April. [00:57:22] Correct, Justin? Yes, sir. April 14th, to be exact, is when the board of supervisors approved the fiscal year 27 budget. So this resolution would Approve the appropriation of funds of the total 1.99 billion dollar operating budget and three hundred forty three point six million dollar capital budget it also Includes a number of reappropriation actions that are customary in the appropriation paper [00:57:59] Appropriations for ongoing capital projects the long-term disability benefit program and grant programs and donations that extend beyond June 30 2026 it also this Also included with this board paper is a project by project list of capital projects for the Henrico County Public Schools that would be that are proposed to be funded with meals tax resources, and there's a list of those attached to the resolution. [00:58:32] So with that as an overview of the appropriation paper, I'll be happy to answer any questions the board has. Thank you so much, Ms. Crawford. I'm going to go first. My colleagues and I all are aware, along with the manager, that the state budget was just adopted. [00:58:49] Is that correct? Yes, sir. And if I'm not mistaken, if we're not mistaken, there's specific language in the budget pertaining to additional funding for raises for school employees is that correct that is correct could you expound on that for us please yes sir so uh within the uh proposed budget um the governor introduced in december there was a recommended two percent uh increase for uh school employees uh so so you know standards of quality supported positions uh through the through the composite [00:59:26] index formula with the state. The budget that was agreed to yesterday by both houses of the General Assembly amends that increase to a 4%. Now, by comparison, the budget that is up for appropriation this evening includes a 3% salary increase for all employees. Based on the differentiation between the one we approved before and the one that just came out from the state. [00:59:59] Are we able to do any action tonight pertaining to that as a board? As a board? Yes, sir. Crawford, I think you can definitely express intent. Mr. Crawford, the board would have to come back with an amendment, but the board's intent can be expressed, of course, tonight. [01:00:21] I speak on behalf of my colleagues. While this evening we are appropriating the budget the Board of Supervisors adopted on April 14th. My colleagues and I have had conversations regarding market adjustments for school employees, which clearly include our wonderful teachers. [01:00:38] We are grateful to the General Assembly for passing a budget yesterday which came with a surprise funding for a 4% salary increase for state-supported school employees. These additional resources will allow the Board of Supervisors to increase raises for teachers and school staff from 3% to 4% next fiscal year. [01:01:00] The board has asked to have to bring forward this amendment, a future meeting for the board's consideration. Mr. Crawford. Duly noted, sir. Thank you. Colleagues, any other questions, comments tonight? All right. Hearing none, is there a motion? [01:01:19] It's been moved and promptly seconded. All those who say aye. Those opposed, aye's have a resolution. It's approved.
