[00:43:25] - Yes, Henrico County Public Schools, through engagement with our families and community, equip students with the knowledge and skills to be ready for life and a successful future. Thank you, Mrs. Kinsella. We'll now move on to the public forum. This is a time when citizens are invited to address the school board on any matter of concern about the school division. [00:43:49] Citizens have signed up in advance and will be given three minutes to address the school board. Speakers will be called on to speak in the order in which they signed up and may not relinquish their spot to someone else. We ask that each speaker come to the microphone and clearly state their name and school affiliation, if applicable, and the subject of their remarks before speaking. [00:44:07] After stating your name, please place the number you were given in the cart near the podium. Speakers must present their remarks to the school board, not the audience, and may provide copies of their comments to the school board clerk. The use of obscenity or defamation is strictly prohibited and will be ruled out of order. [00:44:24] To assist you in tracking your time, there is a timekeeping system displaying the elapsed time on the screen. Speakers will also receive a notice from me when the time has expired. The school board is here to hear from you today. We will not be responding to speakers' concerns or questions during the public forum. [00:44:40] However, a Henrico staff member will follow up with speakers. Stakeholders have also had the opportunity to provide written comment through an online form in advance of the meeting. These comments are shared with the school board members prior to the meeting and posted in board docs for public record. [00:44:56] Equal consideration and attention will be given to both written and in-person comments. We appreciate your attendance here this evening and for providing your input. The first speaker is speaker number one. [00:45:25] - Good evening, my name is Marlene Sherlock and our family lives in the Fairfield District. Now what? The county's proposed budget allocates 30 fewer English language learner teachers and 20 fewer exceptional ed positions. [00:45:40] And you got asked about the ratio of number positions in the classroom versus those that are not. Prior presentations emphasized the large ELL additions were necessary to bring us into or closer to compliance with state mandated ratios. So are you going to now go back to your budget and cut something else to find the funding for those positions you said were needed? [00:46:04] Or are you just going to shrug your shoulders and say, well, we're doing what we can with the funding our Board of Supervisors decided to grant us? Have you ever wondered why we have so many English language learners in the first place? [00:46:20] But I find that term a misnomer. After all, aren't we all English language learners? Don't students at every grade have to take English? English as a second or third or even fourth language is a far better label. [00:46:35] Haven't I asked before, suggested before, that given the disappointing SOL pass rates, especially at some schools, that the best, most common sense approach would be to get more teachers and instructors in the classroom? I think y'all got asked about that too. [00:46:51] Do counselors matter? Of course they do. Do we need bus drivers and custodians and school nurses? Of course we do. But somewhere along the way, I think you've lost the plot a little. While in theory it might make sense to hire a coach or teacher to teach the teacher, at the end of the day, it still comes down to the caseload or classroom size for each teacher. [00:47:16] If for nothing else, all the administrative stuff that's been piled on their plates over the years. The student and parent emails, the report for this and that, Handling IEP and 504 meetings, it's just gotten overwhelming, and I don't blame teachers, new or old, from just walking away, saying this is not what I signed up for. [00:47:40] So go back, find the money for those teachers and assistants, and maybe make some room for the administrative and legal fees you'll incur for the unions that are coming. Thank you. Thank you, Speaker number one. [00:47:58] We'll now move on to the approval of the consent items. Are there any requests from members to separate any of the items for tonight? Hearing none, is there a motion to take them as a block? [00:48:16] I move that the school board accept, adopt, approve, and or award items 8.01 through 8.39 on the consent agenda as presented. Thank you, Mr. Young. Do I have a second? Second. Thank you, Mrs. Kinsella. [00:48:33] All in favor say aye. Aye. Aye. All opposed? The ayes have it. Items 8.01 through 8.39 on the consent agenda are approved. We'll now move on to unfinished business. [00:48:48] Colleagues, do we have any unfinished business? Hearing none, we will move on to new business. Colleagues, do we have any new business? We will move on to the announcement of future meeting dates. The school board's next meeting will be a work session on Thursday, April 16th, 2026 at 3 p.m. [00:49:07] Meeting times may be adjusted as needed. This meeting is adjourned. ---------------------------------------------------------------------- Coraggio Consulting ยท aguyonx.com
