[00:02:11] as a reminder to all members of the public if you want to address the board this evening and the boardroom is so packed we need you to sign up to speak on matters that have been advertised for this public hearing due to the broadcast delay if you'd like to speak if you're not in the boardroom and you wish to address the board on item one which is the only item that we [00:02:50] have, it's on the consolidated agenda, please see the number that's scrolling across your screen at this time. If you have signed up to speak, you'll be allowed at two and a half minutes. If you're in the board when we ask, your name is called. Please come to the podium closest to you. [00:03:25] Kaylee Mellon, if there's anybody virtual, I'll ask her to let me know. As a reminder, item two, amendments to the Chapter 1020 of the Codified Ordinance of Loudoun County. The naming of streets was advertised and then deferred, and we will take that up at our future meeting. [00:03:45] Pursuant to Virginia Code Section 2.2-3708-3 and the Board of Supervisors' Rules of Order, Supervisor Brixman requested to participate in this meeting by electronic communication. A physical quorum of the Board of Supervisors is present in the boardroom, and the board has made arrangements for the voice of Supervisor Brixman to be heard by all persons in the boardroom. [00:04:05] She made this request within the required time frame, and the county attorney deemed that the request means to qualification to participate remotely. The Board will record Mr. Briggsman to participate in this remotely from her home in Loudoun County for personal reasons. [00:04:22] Okay, the Board will hear the following item for a consolidated hearing. As a reminder, this item is being consolidated because there's no outstanding issues. Staff has recommended approval. The applicant has waived their presentation time, and no public speakers register in advance for this item. [00:04:41] It is item number one, the federal fiscal year 2025 to 2026 annual action plan for the Community Development Brock Grant and Home Investment Program Partnership is a countywide item, so I will be making the motion. There is not, Chair Randall. There is not. Seeing none, I will close the consolidated agenda, and I will make this motion. [00:05:13] I move the Board of Supervisors to approve the motion 2B for the approval of the annual action plan that's provided in the April 9, 2025 public hearing action item number one, staff report. Motion is made and seconded by Supervisor Bricksman. [00:05:31] Discussion on the motion. The only discussion I will have is I did create the item. I appreciate it, and I want to really thank the staff, especially Mr. Govan, who has been lifting pretty heavy, and we've been seeing Mr. Govan a lot lately. [00:05:49] We really appreciate all the work you've done. Ms. Umstead. Thank you, Madam Chair. Just one question for staff, and I think you're prepared for it. My understanding is we do not yet have these funds in the bank and that we are alerting the potential recipients or applicants that if we do not receive these funds, we cannot disperse them. I don't, Madam Chair, except I think it was probably Supervisor Glass who seconded the motion, not me. Oh, yes. Thank you. you miss do you have anything else no um mr saints uh thank you madam chair do we mr govan sorry do we um miss i'm start with her questions that brought up a very you know obviously concern that we need to be tracking and following do we know when we'll have an update or information regarding [00:06:55] when the funds will be received or if received and or the timeline so once we have the board item go through the approval process um we're due to report our results to hud by may so um i'm guessing based on prior year um that may be a few months from there um but we'll we'll be performing regular updates to our program manager thank you anything else anything else anybody else all right i made the motion supervisor glass seconded um all the people who say aye aye aye [00:07:32] Opposed?
