AS A REMINDER, THESE ITEMS ARE BEING CONSOLIDATED BECAUSE THERE IS NO OUTSTANDING ISSUES, STAFF HAS RECOMMENDED APPROVAL, THE APPLICANT HAS WAIVED THEIR PRESENTATION TIME, AND THERE ARE NO PUBLIC SPEAKERS IN ADVANCE TO SPEAK ON THIS ITEM. [00:17:28] ITEM 1, REVISED HOUSING CHOICE VOUCHER PROGRAM, ADMINISTRATIVE PLAN, AND STREAMLINE ANNUAL PUBLIC Caring Agency. That is a county-wide issue. I will be making that motion. Item 2, which is the one that Ms. Letourneau was talking about, is the BD Cord 2026-0007, Ordinance of Parcel Vacation for Landscape Buffering Easement at 43269 Wembley Lane. That is at the Dulles District. So, is there anyone on the public or online, who are in the room [00:18:03] or online who wish to speak on any hearing -- I'm sorry, on either item, which is items one and two, on the consolidated agenda. Seeing none, I will close the consolidated hearing meeting and I will call -- I will ask that all board members please refer to your consolidated hearing sheet that is at your dais, and I will make the first motion. [00:18:26] This is the motion on the revised housing voucher program and streamlined annual public housing agency plan. I move the Board of Supervisors approve Motion 2B for the adoption of the Revised Housing Choice Voucher Program Administrative Plan and Streamlined Annual Public Housing Agency Plan as provided in the March 11, 2026 Public Hearing Number 1 Staff Report. [00:18:53] Motions May and seconded by Supervisor Glass. Ms. O'Turner, do you have any discussion on that motion? No? Does anyone have discussion on this motion except to say thank you to our Housing Department who are always so phenomenal. I do not have the discussion either. [00:19:10] All in paper, please say aye. Aye. Any opposed? That motion will pass. 7-0-2 with Supervisor Sains and Kirshner being off the dais. Item 2 is the item in the Dulles District. I will go to Mr. Letourneau for that item. [00:19:37] I think you're on mute because all of a sudden can't hear you anymore. Your lips. You should know. You might be on mute, but you are on camera. all the faces we can hear you now we can hear you now all right let me try again okay um i move the board of supervisors approve motion to be for the approval of the ordinance of partial vacation as provided in the march 11 2026 public hearing item two staff report um uh he doesn't have to [00:20:14] suspend the rules because we're a consolidated agenda correct so he doesn't have to so i will second that motion i will second that motion do you have discussion on the item uh just that we've been working with this resident for quite a long time this is this is a very simple should be a simple thing in which they're trying to add a a deck i believe it is to the backyard and they ran into some older it's a screened in porch and patio um they ran into some older buffer easement areas [00:20:47] that were recorded in 1998 that were kind of not fully understood there's no reason why this resident shouldn't be able to add the patio and deck and it took them a very long time to get through the process and now actually this is being brought as a staff item instead of a resident application which would have taken them even longer but the bottom line is it would just appreciate moving us along tonight so we can get these folks on their way with their project in in time for the spring and summer wonderful thank you anybody else want to speak on this item anything else you want to say mr letourneau all right great all in favor please say aye [00:21:27] any opposed that motion will pass 702 as well thank you so much and our last motion i mean our last item is item three um and this item we will have um staff come to the table uh this is the little river district so i will ask supervisor to crony um how much of a um how much of a presentation would you like on this item uh i don't i don't need a staff presentation so i don't know [00:22:03] if anybody else does would anyone else like the presentation um if you want to do some kind of just very cursory what this is about and what the planning commission's recommendation was and why give me give me give me a give me a three minute that'd be great sure good evening my name is christian malinado with the department of planning and zoning this application is proposing a kennel with a specs and minor special exception in the ar2 zoning district close to clark county with a reduced buffer width along the northern property line from 20 to 5 feet and a setback from 100 to 5. the planning commission did vote 9-0 to send it to the board of supervisors to be on the [00:22:42] consolidated agenda. The only note from staff was an issue for consideration pertaining to the location of the kennel on the site in relation to the other residential properties and surrounding agricultural operations. The planning commission and staff have determined that as proposed and conditioned, the proposal is consistent with plan policy. Can you do me a [00:23:08] favor and put up the map while we have this discussion? There you go. That's the map I'm talking about right there. Thank you. And this is in Mr. Crony's district. So Mr. Crony, I will to you first for questions for staff hold on just a second the applicants here correct yeah yes would you like to come to the table you i'd like you to come to the table [00:23:45] how are you doing good we might there might there may be questions for you all and if you want to say anything before we get to there you have that opportunity as well thanks for being here yeah thank you all right i'm sorry mr cranny do you have any questions for staff i don't really have have any questions, but I do want to, I guess one question I do have is the conditions that you raised. I think most of them have been met by the applicant, correct? That's correct. Okay. Thank [00:24:15] you. Mr. Latourne, do you have any questions? No. My only question is, so, oh, I'm sorry, and I looked right at him, too. Thank you. I literally looked right at it. You have a question, it's a turner i do i do we're having an issue with another dog kennel granted it's not in a it's in a residential neighborhood it's not it's not remote but it's only 25 dogs and we're getting complaints all the time about that kennel so it just raised my eyebrows that we're talking about [00:24:52] a kennel for 50 dogs and we're reducing setback down to five feet is there any more context to that i'm not going to oppose it i'm just curious as to the application isn't offering boarding or daycare services that is the major difference between both it's not one it is not offering boarding or daycare services as opposed to i believe the other ones are so there's no overnight that's correct oh only of the dogs that live on site right right the operations are different but so there it's only for daycare for the dogs not for this application okay it's not boarding and it's not offering daycare so what are they doing this is a breeding operation got it thank you very [00:25:32] much um so looking at the map what's the what's the total acreage for the entire site 99.15 acres pretty it's a pretty big although long pretty big piece of property and the and the and the youth site we're talking about it's you can see it on the map i i don't maybe i'm missing something but are there homes close to this site that people are what am i missing because i don't know why [00:26:08] anyone would have an issue with on the parcels next to the site there's no homes next to the the the structures on this site not even close that's an accurate statement i have pulled up a map with the nearest buildings in relation to the site staff would also note that the kennel operation is separate from the residential home on site so this is has its own two two buildings and outdoor areas yeah i mean like not close at all not not even close okay um thank you hi how are you [00:26:45] um you all have if you'd like to say anything talk to us about anything want to know anything you have 10 minutes you don't have to use 10 minutes you can you can you don't have to use okay look at your whoa you don't have to use 10 minutes but if there's anything you'd like to tell us or like us to know or like us to consider before we ask you questions if you'd like to [00:27:12] you have 10 minutes okay turn your mic on turn your mic on okay i said we had a presentation we gave it the planning commission that we're prepared to provide if you would like to see does staff have their presentation do you have their presentation okay what we're going to do is we're going to pull your presentation up and if you want to let us know anything on about your presentation you you you all the next two minutes is yours okay let's do the presentation starting [00:27:48] okay go ahead well um so you're on sorry there you go good evening good evening and thank you for your time we are roger and azito rudy owners of shiraz farm lp in upperville roger and i have been married for 40 years and have raised our three daughters on our farm for the past 26 years We are here this evening to discuss approval of our special exception application. [00:28:16] I wanted to thank you in advance for your time and efforts. Based on the staff report and the recommendation of the Planning Commission, we will comply with all requirements listed by them. Chiron's Farm is a family-run agricultural operation on a 99-acre AR2 property. [00:28:36] We've operated here responsibly and quietly for many years, focusing on breeding and training German Shepherd dogs for service work, therapy, and stable family companionship. Our commitment to this breed began as a family experience, not a business decision. [00:28:56] I was raised with German Shepherds. They were my constant companions and our children's constant companions. When our six-month-old daughter became sick with pneumococcal meningitis and as a result became deaf. As she grew, we felt she needed help to become more confident and aware in this hearing world. We purchased a puppy from a police officer that lived near us. Our daughter was profoundly deaf, and our German Shepherd became her ears in this world. That bond helped her communicate, connect, and gain confidence. Seeing that transformation shaped how we view these dogs as true partners that changed our lives. [00:29:36] That experience guides how we breed and raise our dogs today. We work with the highest quality West German show lines because they're consistently produced the health structure, temperament, and sound nerves needed for service and therapy work. [00:29:54] Our dogs are raised with daily human interaction, socialization, and thoughtful care from the start. We have lived on our farm for 26 years, And for many of those years, we started a breeding program to raise GS puppies to help other people like they helped our daughter. [00:30:12] At the same time, Roger and I both have had professional careers of our own. We have operated in Loudoun County for many years and have passed regular and unannounced inspections by Loudoun County Animal Services, the USDA, and the American Kennel Club. [00:30:27] We remain fully compliant with all applicable regulations, and we encourage our adoptive families to stay in contact with us creating long-term trust and accountability we're requesting approval to continue our breeding program on our farm and to train the dogs we breed and raise we're also requesting a special exception to modify the setback along the north side of the property no land disturbance is required now or in the future for this endeavor and the use remains [00:30:57] consistent with the rural and agricultural character of the area our responsibility to our dogs is lifelong. Retired breeding dogs are either placed with approved families or remain in our care for life and we accept dogs back if a family can no longer keep them and we re-home them. Due to that policy our numbers became higher than the actual number of dogs that are in the breeding and service dog training program. This commitment directly affected our on-site numbers. All dogs [00:31:35] are housed indoors in existing kennel buildings with multiple layers of secure dog safe fencing. Puppies and whoopie mothers are kept separately in the nursery. All areas are climate controlled, clean, and continuously supervised with daily enrichment, training, and supervised outdoor play. [00:31:55] Care is provided by staff from 6 a.m. to 6 p.m. with continuous oversight by family members who live on the property. Dogs follow structured daily routines that include training, enrichment, and supervised outdoor time. Cleaning and care occur throughout the day and dogs are brought back indoors promptly after exercise. The property is a 99-acre AR2 parcel and the kennel occupies only a small defined area on the north side. The surrounding environment is quiet and agricultural. [00:32:29] the kennel is more than 1300 feet from the public road and about half a mile from the nearest single family home dogs are housed indoors in sound attenuated buildings outdoor time is supervised and limited and daily enrichment and training help keep dogs calm fulfilled and quiet there's a minimum 15 foot natural tree line along the north property line and we've added more than 30 evergreen trees along the north side kennel area combined with distance these measures effectively [00:33:06] mitigate visual and sound impacts all client interactions are by appointment only traffic is limited to approximately 10 to 15 work-related trips per week or fewer similar to neighboring properties there are no boarding drop-offs or doggy daycare services provided kennel areas are cleaned and disinfected multiple times daily. Waste is bagged and removed regularly with no on-site disposal. Cleaning is done through spot cleaning rather than washdowns, preventing runoffs. [00:33:46] Waste is picked up in our commercial trash containers by Waste Management Weekly. Surrounding uses include farms, livestock, animal husbandry, and equestrian properties. The kennel use aligns with these agricultural practices. [00:34:04] Conservation areas are preserved, the tree growth is expanded annually, and wildlife habitat is supported. No expansion of the kennel is proposed. This year we planted 60 trees and well over 150 over the past few years. [00:34:23] Shiraz Farm is a family operation built on long-term responsibility, both to our dogs and to the land we care for. We are careful stewards of this property, and our farm is designed to preserve the rural character of the land without disturbance or expansion. [00:34:41] Our goal is simple: to continue providing a needed service to the community while protecting the quiet, rural nature of Upperville and Loudoun County. We thank you for your time and attention. That was very helpful. Thank you so much. I appreciate it. [00:34:56] Mr. Crane, again, this is your district. I'll go -- you want to keep in mind, because you might get questions. That's okay. I'll go to you first for questions. Yeah, thank you so much, Roger and Azita, right? Yes. I got it right, okay. I appreciated the time you took the other day on the phone. [00:35:15] You have not received any opposition from neighbors. In fact, you've received letters of support, correct? Yes. That is correct. Wonderful. And you plan to have about 50 dogs, right, in total? [00:35:33] Right now we have 42 dogs in the kennel, about 15 of them are over six years old, and we care for them, some of them are 12 years old, we care for them until the last day, we have the responsibility to these dogs and we will not, you know. [00:35:50] Yeah, well thank you, I appreciate that. We will do what's necessary to take care of them for the rest of their lives. Yeah, thank you. If they're not adopted. And thank you for doing the presentation. I think that gave a nice overview of what you do, especially for the dogs. [00:36:06] And what kind of service, you said most of them are service dogs, right? Well, when we raise litter of puppies, there is one or two of them that might be capable of being a service dog at any point. [00:36:23] So, we do choose the right ones after selecting the service dog candidates. The rest of them will be adopted to families that have needs for a companion or emotional support, but the ones that we keep as possible service dog will get trained and we hope that will be placed with someone that can help them live a fulfilled life. [00:36:56] Okay, great. Well thank you so much. I appreciate the presentation. Thank you. Mr. Letourneau, do you have any questions? Is he still with us? You still on, Mr. Letourneau? Okay, I'm going to go right past you now, just because I think you may have got past your item. [00:37:19] Do you think he's still on? No? He's right there. He may be accidentally muted again, so I'm going to go to Ms. Bricksman now. Ms. Bricksman. Thank you, and actually I'm really glad that this was taken off consent so that I could learn your story. [00:37:42] Maybe Supervisor Letourneau lives farther away from you than I do, but not likely. I'm in the very northeast corner of the county, almost the Fairfax County line, so I don't often get to learn about our rural businesses. So thank you for sharing your story. Your dogs are adorable. [00:37:58] Thank you. How many dogs would you say you breed and then, like, sell or adopt out every year? Well, it is a different number every year. I would say 50 to 100. [00:38:15] Wow. Okay. And then these are puppies or adults that we adopt. Not dogs bred, she means. Huh? She's asking how many dogs are bred a year. Oh, how many dogs are bred? We thought you said puppies. You're talking about puppies. [00:38:32] Yes. Yeah, about maybe one litter a month, if you want to average it. Okay. Or maybe less. Okay, and how many are in a litter? Sometimes two, sometimes eight, sometimes six. [00:38:47] Unfortunately or fortunately, German shepherds are not like labs and poodles. don't have 15 big letters they are maybe two yeah six okay and then of the 52 that you that you expect to have on the property uh continuously what how how would you categorize them like how many are the ones that you're taking care of to the end of life how many are the ones that you breed how many have been returned that may get adopted out again we have um as i said 15 of them [00:39:22] right now that are over six years old, we are either getting them adopted or we keep them for the rest of their lives. Wow. That's our responsibility. We can't let them, you know, suffer. It is our responsibility. They have come to this world and we are going to take the responsibility for the last day that they are healthy and happy. And then after those 15, what are the others? Well, the other ones, we have some young ones that we have selected as possible therapy dogs or service dogs that we keep and raise and train and, you know, basically [00:40:01] hope to have them as possible psychiatric service dogs, mostly emotional support dogs, hearing dogs. That's where my daughter comes into play, hearing dogs. It's very close to our heart. [00:40:17] And, um, the, the rest, some of them are, um, basically, um, the breeding dogs. Breeding dogs. Okay. The breeding dogs. And we normally breed dogs between two to five. It's a three, two to five years old. [00:40:33] Yes. And then those three years after those, we hope to find them a great home because they are so well-trained and so well-tempered that it is easy to, um, get them adopted. My, my, my mom has, my mom has a Corgi like that. [00:40:48] But unfortunately, I'm out of time now, so. Thank you. Thank you. Mr. Turner, Vice Chair Turner. Thank you, Madam Chair. I move that the Board of Supervisors allocate $10 million out of the fiscal 27 budget for the purposes of this wonderful family and their dog operation. [00:41:06] Can I get a second? Maybe not, but anything else? You show me loving pictures of how much you care for your dogs on a slideshow, and I'll vote yes on anything you ask for. You're doing wonderful work, especially I'm really impressed with the wraparound that if the dog suddenly is out of a home, you take the dog back. [00:41:26] It's just wonderful. It was very great. It was very great. Thank you very much. Mr. Vice Chair Turner is a puddle over here. I'm going to try to actually ask him questions, but he is a puddle. [00:41:43] You went past it pretty quickly, but it's a really important discussion. and that is the discussion of how you collect the dog's waste because we're having lots of discussions right now about groundwater and what gets into the ground and that type of thing. [00:42:00] So I'm going to ask you just a little bit to discuss that because I hear what you say and I trust you, but almost just for the record, I want you to discuss how waste is disposed of because it's really important it doesn't get in any waterway or get into the groundwater. [00:42:17] That's the first thing. My second question would be, after a dog is born, how long might that dog stay with you before it gets adopted out? And so I guess I'm kind of asking, if you have 50 dogs that are breeding, that you're using for breeding, will you ever have a time that you have a lot more dogs on site because you have litters that are not yet ready to be weaned and sent out to their lives? [00:42:46] And so are there times that you have more than 50 dogs? I want to answer your second question first. Most of our dogs leave our property between 8 to 12 weeks. So they are not going to stay more than that. [00:43:03] And we don't have 50 dogs that are breeding. No, there are 42 dogs in the kennel. And as I said, a lot of them are elderly. And they are the ones that we have to care for, that are returned from the people. [00:43:21] We have a program that we don't want our dogs to end up in a shelter. We don't allow it if we are able to. All right. So how many dogs are actually breeding? We have 10 to 15 dogs that are actual breeding dogs. [00:43:38] Okay. All right. All right. Thank you. Thank you. Thank you for that. You did say that, and I appreciate that clarification, so thank you. and talk to me a little bit about about the disposal of waste because again you know the groundwater discussing discussion and making sure that this doesn't get into any of the waterways is really important yeah um well the way we clean the kennels prevents that from ever happening because we don't use what a lot of old kennels they would wash it down with water hoses and [00:44:09] run it down drains we don't ever do that we spot clean and then put shavings down to sop up the water and clean it up and bag it tie it up and then that's gone goes in the dumpster so you so you so you put shavings down over the waste and then clean that up well yes okay clean the waste where there's with some shavings okay and then put the disinfectant down with a little bit of bucket water okay clean that put some more shavings pick up the water put that in the bag tie it up [00:44:47] so it's never runs outside you've never had one one complaint from a from a neighbor no okay wonderful all right thank you very much we do have one speaker on this item um if it's anybody is anybody um virtually before i go to our one speaker is anybody virtually hello andy is there anybody virtually okay all right the one speaker in this item is mr sam wong mr wong you can come to the podium closest to you you have uh two minutes um come to the closest this is the last subject on [00:45:25] our agenda and this is what you signed up what i'm sorry what were you okay then let's go we're going to go in and finish this subject and then i'll come back and find out what i might have might have might have missed and so my apologies if if i missed something that you were here for All right, so then we've heard from the staff, heard from the applicant, Mr. Crony, and there's nobody else speaking. [00:45:52] Mr. Crony, would you like to make a motion? Yes, I move that the Board of Supervisors suspend the rules. You don't need to suspend the rules. Well, yeah, you do. I am going to do that. I second. Thank you, Chair Randall. Okay, so do we take a vote on that? [00:46:08] Well, yeah. Do you want to discuss suspension? No. Okay, anyone want to discuss suspension? Ms. Laterno, can you hear me? I can Madam Chair. Okay. Okay. This is a vote suspension of the rules. All in favor say aye. Aye. Aye. Any opposed? That motion passed 7-0-2. Mr. Crony. Okay. And then I move that the Board of Supervisors approve Leji 2023-0091, Shiraz Farm. Did I say that right? Shiraz? Close enough. [00:46:40] Farm, LLP spec 2023-0026 and spec 2025-0122, subject to the conditions of approval dated February 12th, 2026, and based on the findings for approval provided as attachments one and two to the March 11th, 2026 Board of Supervisors Public Hearing Staff Report. [00:47:04] Second. Discussion on the motion. Mr. Crony. Yeah so I just want to thank the applicants. Approval of the kennel special exception is consistent with the policies of the 2019 general plan for the rural policy area which allows certain non-agricultural commercial uses when they remain compatible with the scale and rural character of the surrounding area. This kennel occupies a 99 acre parcel so it is a big parcel [00:47:34] and nearby homes are approximately 880 feet to the south and 2,390 feet to the north and there is dense mature vegetation providing that natural buffering so I'm glad you showed those pictures you've done all the additional mitigation measures that staff asked for including more planting of trees. And you are not doing boarding or daycare services, so it provides just minimal impacts with the roadway and does not require transportation improvements. And you also received [00:48:14] a unanimous approval from the Planning Commission. So I thank you for coming out and for, you know, listening um to some of the concerns and taking um taking them into consideration and making changes to your application i think you do great work um you know the german shepherds look really happy at your farm and um i i'm glad to have you in the little river district so thank you you're welcome um i would i would i would echo everything my colleague said i do you know so [00:48:50] often we do have to ask those questions about the water and the hygiene and all that type of stuff for obvious reasons and the fact that you are good stewards not just of your pets but of our environment because that affects everybody impacts everybody is something that I really really appreciate it's it it looks to be a beautiful operation it's a beautiful farm your dogs are lovely and I you know thank you so much for for breeding dogs and training dogs to help people who may not always have the ability to verbalize when they want to, [00:49:25] to offer comfort and care and support and companionship and all those things. And Ms. Frickson is right, your daughter's story is so important for us to know the backstory to that. I can think of a lot of breeders that I would love to send to you all to learn from and to talk to because you all seem to be doing it very, very correctly. [00:49:49] So thanks so much. All right, Supervisors, Supervisor Tacroni made the motion. Oh, I'm sorry, Mr. Letourneau, you have anything you want to add? I apologize. Nothing, Madam Chair, thank you. I second the motion. All in favor, please say aye. Aye. Any opposed? [00:50:05] That motion will pass, 7-0-2. Thank you all for coming in. You guys, you're good. You can, you're fine. Mr. Wong did I miss something because by our rules of order public speaking could only be on things that are on the public agenda so did I miss calling on you to speak on a public agenda item? [00:50:34] I believe there was a special exception on data center debates. Not tonight. Not tonight. I'm not even sure what you're speaking of, to be quite honest. [00:50:50] I don't believe that's, you know, what I will do is this. I have your email. If you hold up close, I will make sure I get your number. I will check the next agenda. If there is something on the next agenda, I'll let you know. I can't think of anything. [00:51:07] I can't think of anything that you might be speaking of, but I will check and then give you a call if there is. How does that sound? Okay, so just hold on. Mr. Proboff, you're running to the podium. [00:51:24] Tell me what we're missing, sir. Good evening, Madam Chair and board members, if I may. It is possible that this gentleman is speaking about the Concord application that is coming to you on March 17th. I don't know. [00:51:39] That may be it. I'll come down and find out. I'll come down after we adjourn. Okay, just hold tight. Hold tight. I'll be down there. Anything else? All right. If not, we will see everybody tomorrow night for our fourth straight night on the dais. [00:52:01] We are adjourned. ---------------------------------------------------------------------- Coraggio Consulting ยท aguyonx.com
