Good evening, staff, and good evening, Loudoun. I'd like to call to order the September 9th Loudoun County Board of Supervisors public hearing. [00:19:30] This room has a hearing loop. If you need hearing assistance, please switch your hearing aid to the telecom mode. If you need a headset, we have those available as well. Please see the clerk to my left to request one. Would everyone please join me in the Pledge of Allegiance? I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. [00:20:00] Okay. When your time has expired, please yield the floor to the next speaker. [00:21:01] If you are providing your comments via phone, I'm going to ask that you set your own stopwatch. And that is because when you get to one minute and 30 seconds, I'm not going to stop you to tell you you only have 30 seconds because it kind of throws people off but when you get to two minutes I will stop you then so if you can set your own stopwatch that would be really really helpful. When taking public input for items I will first ask if there's anyone in the boardroom wishing to speak and then I will go to the moderator and ask if there are any speakers online. Please note that there is a slight delay between the broadcast and the boardroom. Our moderator this evening is Andy. Andy can you hear me? [00:21:38] Yes, Madam Chair. Wonderful. So I think we should all take a really long time with these items, because, you know. [00:26:59] All right. Item 3A. I move the Board of Supervisors to approve Motion 2B for the adoption of the proposed revision to the Housing Choice Voucher Program Administrative Plan and streamline annual Public Housing Agency Plan and approve execution of the 50077-SL and 5077-ST-HCP-HP-SEL HB, as provided in the September 9th, 2026 Public Hearing Action, the 3A Staff Report. [00:27:32] Motion is made and seconded by Vice Chair Turner. Discussion on the motion, sometimes, and I say this all the time, sometimes something gets put on consolidated because at the moment there are no issues, but that does not mean that we haven't worked on that issue for a very long time. Both staff and members of the public have worked on these issues for a very long time. And so, just before we vote on this, and I'm sure it will pass, I just want to thank everyone who has worked on this item, the housing department and all members of the public who has worked on this item [00:28:09] for such a long time. That's it Madam Chair. All right anybody else on this item? [00:29:46] People say aye. Aye. Any opposed? That motion will pass 8-0-1. Item 3. It's a Little River District, and please listen closely, colleagues, to this motion, as it may not have been the motion you first saw in the package. [00:33:05] Okay, I move that the Board of Supervisors approve Motion 1 to forward the special exceptions to the October 20, 2026 Board of Supervisors Business Meeting for Action as provided in the September 9, 2026 Public Hearing Item No. 3H Staff Report. [00:33:23] I will second that discussion on that. Yeah, so this is a, I do support this special exception. It's to add an outdoor storage to an improved panel wiring shop use and also to reduce the required number of parking spaces. [00:33:41] But there is an opportunity for collaboration between Parks and Rec and Dominion to help meet the goals of Loudon's trails and waterways system. A trail easement would help provide these missing connections, and I hope to have a follow-up conversation with Dominion to explore the recreational opportunity. [00:34:03] And when Ms. Kroni brought this to me today, and we talked about it, I say that I fully support your efforts, and I appreciate that you're sending it to the second meeting in October. Yep, thank you. Anybody else? All in favor, please say aye. Aye. Any opposed? [00:34:19] That motion will pass 801. Catoctin District is item 3I. Yes, Madam Chair, I move, thank you, I move the Board of Supervisors approve motion 2B for the approval of the minor special exception as provided in the September 9th, 2022 public hearing item number 3I, staff report. [00:34:35] Second. Motion is made and seconded by Supervisor Glass. Discussion on that motion? Madam Chair, other than to say anything we can do for the Waterford Elementary School renovations is well needed, so thank you very much. Yep, I agree. Anybody else? All in favor, please say aye. [00:34:52] Aye. Did I get all the ayes? Any opposed? That motion will pass 801. Item 3J, it's the ZOAM 2026-0003. I move the Board of Supervisors approve motion 2B for the approval of the Zoning Ordinance Amendment as provided in the September 9, 2026 Public Hearing Item 3J Staff Report. [00:35:15] Second. Motion made and seconded by Vice Chair Turner. I have no discussion on that. Does anybody else? Seeing none, all in favor please say aye. Aye. Any opposed? That motion will pass 801. And then Mr. Letourneau. Thank you, Madam Chair. [00:35:31] I move the Board of Supervisors approve motion 2B for the approval of amendments to Chapter 480.11 of the codified ordinances of Loudoun County as provided in the September 9, 2026 public hearing item 3K staff report. The motion is made second by Supervisor Sainz. [00:35:47] Discussion on the motion? Yeah, just briefly, this is an ordinance change to allow the Metro Transit Police Department to enforce parking restrictions on WMATA property. Because they are an active law enforcement agency operating in Loudoun County, we still need to permit them by ordinance to do that. [00:36:03] Although this is a countywide item, their primary interest is actually on their rail yard site, which is in the Dulles District. It's actually really for their own employees who occasionally are not parking where they need to for safety reasons. They take that very seriously on that site. [00:36:18] They have pretty strict regulations, and so they want to be able to enforce, make sure their fire lanes are clear and things like that. So that is really what the impetus of bringing this forward was. I don't know if I want to support something. The Dallas airport people are going to be getting tickets, but okay. [00:36:35] No, no. Metro, internal Metro employees who are parking. Where they should not be parking. Where they should not be parking. Okay. All right. All right. All in favor, please. Oh, that was a motion made by Supervisor LeTerno, seconded by Supervisor Sainz. All in favor, please say aye. [00:36:51] Aye. Any opposed? That motion will pass 801. And then finally, to Catoctin District. Thank you, Madam Chair. I move the Board of Supervisors approve motion 2B to approve the zoning concept plan amendment provided in the September 9th, 2026 public hearing item number 3M, staff report. [00:37:08] Second. Second. I'm sorry, second. Any discussion on the motion? No, Madam Chair. Mr. Romeo, any discussion on the motion? You're good? Okay, fine. Just checking. All in favor, please say aye. Aye. All in favor, please say aye. Aye. Any opposed? That motion will pass 702 with Ms. Bricksman and Mr. Sains being off the dais. [00:37:33] All right, we're going to go to the item that we do have an action on. It is LEGIE 2024-0008, Dunlap South Community Park, special exception 2024-0007, special exception 2026-0034. [00:37:50] It's in the Little River District. Would staff please come to the table? [00:38:02] So there are enough people in this room and enough interest in this. We are going to do the presentation. Is that okay with you? [00:38:18] Okay, I think we do want to have the presentation. There's a lot of interest in this item and a lot of speakers for this item. So we are ready when you are. Okay, thank you. Good evening. My name is Christian Malvinato with the Department of Planning and Zoning here to present the application for Dulles South Community Park. [00:38:38] Please forgive me a moment. This is not the correct presentation. All right, thank you. The application is proposing special exceptions to permit the regional park in the Transdential Residential 3, Upper Broad Run, and Upper Folley Zoning District and to increase the maximum permitted color temperature rating of proposed field lighting. The proposal includes a variety of recreational amenities including lighted rectangular athletic fields and cricket fields, [00:39:13] a street hockey rink, playground, and a shared use path, and a combined natural surface and asphalt trail system pinnock pavilions will also be provided one outfitted with concessions and restroom the application further proposes to increase the maximum permitted color temperature of all outdoor field lighting from 3000 kelvin to 5700 kelvin resulting in cooler toned lighting staff notes lighting levels exceeding zero foot candles a measure of light reaching a surface are limited to the southwest corner of the subject property and do not extend on nearby [00:39:50] residential dwellings. The subject site contains an approved commission permit from 2017 which permitted the development of the existing schools on site. The 34.43 acre portion of the original 151 acre parcel highlighted in yellow was designated for park related use with active recreational amenities including lighted athletic fields. The 2019 general plan envisions development in the transition large-lot neighborhood place type to contain expansive open space and publicly accessible recreational opportunities. [00:40:26] The 2019 general plan further supports the co-location of public facilities, including schools and parks, to serve communities more effectively and encourages the signing of public facilities that can accommodate future expansions, specifically for recreational use. Staff has recommended conditions pertaining to stormwater management and environmental mitigation, including the conversation of conservation of trees, trimming of invasive species. [00:40:51] just pause me just pause for one second okay so listen what's going on for whatever reason um our [00:42:06] audio and streaming is down right now so unless you're in this room is back up okay well never mind and i'm really sorry for pausing you and you may go on sure thank you the good news is look how fast we fixed that okay geez we're sorry about that no worries thank you for pausing me staff recommends conditions pertaining to storm water management and environmental mitigation [00:42:44] including the conservation of trees treatment of invasive species and supplemental plannings additionally staff has recommended conditions for field lighting to be limited in height and to be powered off when the lighted recreational amenities are not in use the applicant has committed to further providing bicycle racks in the vicinity of on-site amenities, the service parking lot, and trails. Further, the applicant has committed to the installation of electrical vehicle charging infrastructure to accommodate two future EV charging stations that will serve up to four EVs once the proposal has been identified on the county's EV charging stations [00:43:18] for county facilities phasing plan. Staff supports board approval subject to the conditions as the As the proposal is consistent with county policies, DTCI transportation is on the line. Staff is happy to answer any questions. [00:43:34] - Thank you very much. This is in the Little River District, so Mr. Crony, I will go to you first. - Thank you, Chair Randall, and thank you staff for that presentation. The lighting, the cooler toned field lighting, is that dark sky compliant? [00:43:51] - That's correct. The 5700 Kelvin is the maximum permitted in the dark sky standards. Okay. So, um, I think there's 12, right? 12, uh, poles. Okay. And they're all, they'll all be dark sky compliant. Um, is the, uh, how far away is, sorry, is the field lighting from, uh, the, the nearest residential dwelling? Do you know, do you have the distance? I didn't see that in our presentation. I do have a graphic. I pulled it up on the screen of all the nearest residential dwellings in relation to the property boundary of the property and I believe it is if you just [00:44:28] indulge me one moment please 205 feet which would be points four and five. Okay okay and that is that with the lighting or is that closer to other amenities in the park do you know? Excuse me that's 0.7 and that would be the building to the property line so it would only be I believe five or 10 additional feet from the property line to the field line. Okay then I see some of them are quite a distance but we are doing additional tree buffering correct? There are 16 that's correct [00:45:03] 16 supplemental evergreen trees in that specific area where six and seven are. Okay and then the hours for the lighting I know you mentioned 11 o'clock is the latest did you contemplate during the week having different hours like maybe having 10 being the latest during the week? During the review process we did coordinate with parks programming to understand what time would be the earliest that the lights could be shut off otherwise that is in the zoning ordinance being 11 p.m. so it's aligned with parks programming okay but they'll be they'll be shut off when [00:45:41] they're not used correct that's correct so there won't be lights on all night until 11 okay and then the playground um is that accessible do you know if that's a inclusive playground that's being contemplated. I will defer to the applicant. Oh, well, we're going to go. We're not there yet, but yeah, we'll get there. Okay. And the, I do want to talk about the cricket pitch as well, like if it's for adults or if the youth can use the cricket pitch too. I'll defer the program to the applicant. Okay. Thank you for those answers. Mr. Turner. Thank you, Madam Chair. [00:46:16] This question may be for the applicant, but I'm going to ask it now and just kind of get it out there. I received a really, really, one of the best emails from a constituent I've ever received. in fact, he's a county constituent, I don't think he's my constituent, Mr. Akhil Bhamadapati, and he wrote a very fact-based, well-reasoned, cogent argument that this cricket field should be youth dedicated, because cricket youth in the county have no fields. The adults take up all the fields before the youth can get onto the fields, and he suggested that we dedicate these fields to [00:46:54] youth cricket which i thought was a pretty interesting idea and a compelling argument as a fallback position if we can't dedicate the field to youth cricket can we at least let youth teams have right of first refusal so that they take priority over other applicants to use the cricket fields i will also defer that to the applicant okay thank you in terms of programming yes thank you well and i i have heard i'm sorry madam chair i want to mention that mr abominapati is 13 years old and in Bramilton Middle School. I think he's here today. I heard that myself and [00:47:29] and so what I learned is the cricket pitches, youth or adult, are the same size. There's no difference in the pitch itself. The issue is that the adults are hogging the fields and so I don't know that that is an issue for us to solve. That may be an issue for the cricket world to solve And I would say to the adults in the cricket world, stop hawking the fields, to be quite honest. [00:47:56] I don't know that any government should say to—I mean, I think that I hear the issue and I understand, but come on, give a kids a field. I just don't even understand that. So this may be a question for the applicant. [00:48:14] So are these—oh, wait, go to page four, please. Four. are these basketball courts? Those are the, I believe, multiple purpose. They're soccer, field hockey, and lacrosse. I will defer to the applicant on programming for that as well. [00:48:36] Okay, the soccer, field hockey, and lacrosse. Can this be configured any differently? Because, okay, so down here where you have the supplemental plantings right there, if that wasn't there, and you moved one of these, one of these, if you move one of these fields down over here, move the plantings, could we fit another cricket pitch in there so that we have more than one cricket pitch? My understanding is those two rectangular fields will already be converted into a cricket pitch if parks programming would, they would allow that already. There's a cricket [00:49:11] pitch in between both fields. If you point, that is the cricket pitch, I believe is what it's called, not being a cricket expert. Okay, I guess I'll wait till we ask. But it's convertible, that's my understanding. So it's convertible, okay. The two fields can be converted into one together why wouldn't it just make sense to to move one of these and just make a cricket pitch because because the moment well i ask because the moment you convert it you've lost them both right you've lost them both when you converted to the cricket pitch instead of just making another cricket pitch and and moving one of these to somewhere else that because now you still have [00:49:48] the multi-use field at least one multi-use field at all times but if you if that's convertible you lose, you completely lose the multi-use fields at all. So it makes more sense to put a multi-use field down here and put another cricket pitch up there. But okay, okay. I will defer to the applicant. Okay, that's fine. Hi, how y'all doing? Well, as always, like anybody else, you have 10 [00:50:18] minutes and you can stay in your seats or go to the desk or wherever you want to do it. Good evening. My name is Jack Story with DuBerry, the applicant's representative. The applicant is DTCI and their partner, PRCS. [00:50:38] And with me tonight, we have members of the design team who can also answer some questions if you have any that are particularly related to traffic. [00:50:56] Okay, so we're going to put this time back on because we're going to put you back in 10 minutes. The TV broadcast is working. The streaming is down, but the TV broadcast and audio is working, so we still do meet the guidelines for a public hearing, a public meeting, but we're also working on trying to get all of the platforms back up and working, but it is working on television. [00:51:24] I'm sorry, you want to start over? Jack Storey with DuBerry. I'm the applicant's representative, and I will just quickly go through this so that we don't run out of time. So, this application is for a park in the Dulles planning area. [00:51:41] It's currently in the CIP plan that's already funded, and as you heard earlier, the commission permit was approved for the park with lighted athletic fields in 2017. This particular application is for the use, and it seems a little bit odd, but the use that most closely defines what we're proposing here is a regional park use, even though this is a community park that we're planning. [00:52:03] there's also the new special exception to increase that color temperature of the lights to the maximum permitted under dark skies and is already currently installed in over 200 fields throughout the county. This project again did start back in 2017 when the commission permit was approved and then it moved into the master planning phase in 2022 and there was a public meeting in October of 2023 to present several different options for the park with different field configurations and solicit feedback from the community based on those options and the the feedback we received one option was refined [00:52:39] and the legislative application was process was started in 2024 in september supervisor to cronies town hall the final plans were presented there and additional feedback was received and the plan was continued to be refined through the legislative process and then we had a planning commission public hearing in April and again in July of this year. So the project is located southwest of the Braddock Road. That intersection you see the top of the screen and then directly behind Light Ridge High School. Adjacent uses are the school complex to the east. On the west is a vacant HOA parcel [00:53:18] that's in between us and the Willowsford Development. To the north is a vacant HOA parcel and then to the south is a large lot residential property. It's a 34-acre parcel owned by the County. The majority of it is open field. The little area in the north is forested. And there's a stream on the school property with some of the floodplain and risker associated with that that comes on to the eastern half of the project. And there's current access to the school through Hovatter Drive, which runs down the right-hand side of the screen there. And then we would extend that into the site to provide access to the park. You've heard about the program. It's two large rectangular fields. There were some discussion about that. They are multi-purpose fields, so [00:53:56] it's not just soccer there's other field sports that can be played on there or different soccer configurations for depending on the youth programs it can be turned sideways so that's kind of why those fields are in that arrangement as well as the cricket in between so depending on what users are requesting uh access to these fields they're configured differently and it can accommodate a lot there is a large cricket field that we talked about that's down to the the bottom of the screen And that is a full-size cricket, dedicated cricket pitch. [00:54:27] There are batting cages associated with that. And then there's a street hockey rink adjacent to it, as well as some of the passive uses, which are playground, picnic, two picnic pavilions, and then trails through that forested area. We also have tree save, reforestation, and pollinator habitat on here. [00:54:44] There's public restroom facilities, concession facilities, bike racks, shaded bleachers, the field lighting, and then support facilities for PRCS to maintain this park and other parks in the area. The parking lot accommodates approximately 206 vehicles. And as I mentioned, Hove Outer Drive would be extended into the site as well as the eight-foot shared-use path that runs along existing Hove Outer Drive. [00:55:07] The lighting was something that was discussed. We are proposing full cutoff fixtures with shielding. And then the optics of the lights are customizable, meaning they can be directed to a particular spot on the field to precisely aim that light. The hours of operation are consistent with the zoning ordinance And as was already mentioned, they would only be used during scheduled activities. [00:55:28] So if the field is reserved for a certain time and they're there, the lights are on. When they're done, the lights go off. Again, the pole heights are designed so that the lights could be aimed down on the field and also reduce the number of poles rather than have multiple poles going down the sides of the field to provide that even light. [00:55:46] These poles are high enough to aim them down and reduce the stray light that runs off of the field. And since there was so much discussion about the lighting, DTCI held a demonstration at Hanson Park where these exact same lights, the same system was installed. And this photo here is of similar configuration with the same lighting system at Hanson Park that was recently taken. [00:56:09] A couple of other elements that we worked through during the PC work session that were resolved and are on the screen. And they ended up with a letter of support from the HOA, as well as an endorsement from LCPS, who's here. [00:56:26] And I have enough time that I think they can come up and speak after I'm done. And, again, with approval of this application, this will provide a much-needed park in the Dulles South area. And the applicant has agreed to quite a few commitments you see here to further the sustainable and environmental goals of the county. [00:56:43] With that, I'd like to turn it over to Mr. Jefferson Miller from LCPS. Good evening. Good evening chair and members of the board. I'm Jefferson Miller. I'm a planner with LCPS. I just want to start off by saying LCPS is in full support of the park project. We've been meeting with the design team here since April of 2025 to coordinate on project details as well as to address any concerns. It's my understanding that there's been some members of the board have reached out to the principals, specifically the principal of the high school recently, to discuss any concerns that he may have. And so staff met and I met with him this [00:57:20] morning to talk about those concerns and rightfully so. He's concerned in that there's a large construction project happening next to a high school. There's a student population with a number of brand new drivers and so we've worked as a team to try to mitigate all of those concerns and so LCPS has held a site visit with staff as well as we identified a number of things that we proposed to include with the construction project and so those are we like else or we would like the county to consider Hovetter drive as the construction access point for the project so no construction traffic going through the site down collaboration. [00:57:57] Staff has agreed to that as far as I understand. We've also asked for a delivery window restriction so the window would restrict times to be after all the openings of the schools and before the dismissal of the schools and that would help alleviate conflicts on the road of Hovetter Drive as well as Light Ridge Farm Road. We've established this idea to be roughly between 9 30 and 2 p.m. We've also identified a number of blackout dates where construction would be held off. We've requested things like graduation as well as at the high school next year they'll be hosting the state semifinals and so that would be a consideration to have a blackout date on those [00:58:36] dates. We've also worked with staff to identify multiple locations that construction signage should be placed on the school property and the schools are in full support of locating those signs on our property to help direct traffic down Lightridge Farm Road to Hovatter Drive. [00:58:52] Other considerations that we've requested is the assistance of a flagging person or a designated person to work along Hovatter Drive to help with the bus arrival and dismissal. So there's multiple entrances on Hovatter Drive that are the bus loops, as well as the entrance to the park. [00:59:08] We'd ask that they'd maybe start with the elementary schools closer to Light Ridge Farm Road and work their way down as needed as part of those arrivals and dismissals. Other efforts that LCPS is going to take under after construction of the park would be the looking at feasibility of installing speed tables on Hovatter Drive. [00:59:27] There are some speed tables that are part of Ray's crosswalks on Collaboration Drive. So we'd look at the possibility of doing that. And in 2028, I'm sure you're well aware, Thornton Summit High School will be opening and that can potentially provide some relief in terms of traffic. [00:59:43] And with that, I would yield the rest of my time back to Jack and the team. Thank you. I think that's it for us, and we'd be happy to answer any questions. You want to quickly go in and answer the question about whether you can program these for youth sports? Do you have youth sports first? [01:00:01] Jeremy Payne with PRCS is here with us tonight, and we'll ask him to address that. Okay. Thank you. Good evening, Chair Randall. In answer to your question, yes, we can program the site with youth sports. One of the challenges that we've had with youth cricket in particular is that there is no organized affiliated league for youth cricket. [01:00:24] That is something that we are working with the cricket community to develop, but at this point in time there is no organized youth cricket. That it meets the standards for affiliation with the county, so that is 95% residents. That is one of the challenges with youth cricket in the area, generally in the northern Virginia area as well as the general D.C. area. [01:00:45] You get a lot of players from a lot of different counties, and so they've had difficulty putting together a league that meets those requirements. Got it. Okay. Okay, that's a good answer. All right, thank you. Supervisors, if you have questions for the applicant, please put your light on. I'll go to Mr. Croney first. [01:01:00] Mr. Croney. Yeah, thank you, Chair Randall. So I was asking about the playground. Bring your thing a little closer. Yeah, and whether it is inclusive, whether we're going to be doing an inclusive playground. I know Play for All is going to be doing a swing, I believe, for the park. [01:01:19] So I just wanted to understand if it was going to be an inclusive park similar to Bless Park. It is an inclusive park. The entire surface will be ADA compliant, so all of the equipment will be accessible. There are certain pieces that are specifically designed for accessibility. [01:01:35] So there are some that are more accessible, I'd say, than others, but the entire park is ADA accessible. Okay, great. Thank you for that. And then did I hear that the two cricket fields would be regulation size, right? So I'm considering that one an overlay cricket field. [01:01:52] I think that is because, you know, we have a big demand for cricket. That one would not be regulation size. It would allow cricket practice and cricket play, but it's not the same size as the full-size cricket field as far as the outfield goes. Okay, so just the one is regulation size. [01:02:11] Correct. The one that's there. Okay, but it would allow for cricket play, maybe youth cricket? I think any cricket player could use it. It's just the outfield is not quite as large as a full regulation size field. Yeah, same size. Okay. And then I'm glad that Loudoun County Public Schools got up and spoke about traffic and about construction. [01:02:32] Would the speed tables on Hobad or Drive be something you consider after the park is in place? Okay, in case there's speeding and traffic issues, correct? Okay. And I tend to agree with you that once Thornton Summit is opened, that will alleviate some of the overcrowding and potentially the learning cottages, correct? Like, they may not be needed in the back of the school, because I know they're near Hovatter, the learning cottages. [01:03:03] Okay. And then my last question is about the 209 spaces. I know you mentioned that they're needed, right for um in case both are used both facilities are used correct you need the 209 spaces what we have discussed with prcs is each field receives x number of parking spaces based on their programming so that because the games are staggered by 15 minutes allows the outgoing team to still be parked while the incoming team is arriving at the facility and that is what drove [01:03:39] our number for parking here at this site okay so i we did notice that there was like a way to get to additional parking at the school i don't know if we could look at like a trail that if people have to park at the school um i don't know if you looked at that i guess there's like a road bed that maybe could be continued there there is current access um towards the top of the screen you see where the parking lot is there's an existing footbridge over the stream and that is anticipated to remain so that access is there today the school uses that where the cursor is [01:04:16] all right thank you mr linterno yeah yeah just a brief question and i know this group isn't necessarily going to be the one that can answer it but do we have a timeline for construction so construction is generally going to start next summer and we're still evaluating the construction duration based on the constraints that LCPS has requested but we're anticipating for it to be anywhere from 18 to 24 months. So about a year and a half to two years yes starting next summer [01:04:49] so the earliest this will come online is probably about three years from from now okay um which you know one of the reasons I bring that up is because any discussion about programming this is wildly premature since we have to build it first and that's as we just heard going to take about three years but we'll see kind of where the maturity is on the youth cricket organizations and things like that at that point because i know that prcs having had many many discussions about cricket field allocation as they know through my office and me has has been interested in that and would like to [01:05:27] do that so and i think you know the county has really taken the lead in setting up the adult cricket leagues that we do have and allocated to those based on, you know, the fact that they have enough players that meet our requirements. But I just wanted to kind of get it out there what the timeline is. [01:05:44] Thank you. So can LTPS come back up? Do you mind? I'm honestly not trying to be difficult. I honest, with respect, I did hear what the plan was. [01:06:03] I did not hear, I guess, for lack of a better way to say it, I mean, I understand what you've programmed, I understand you guys have already done the design, but I actually do think that if you configure the two multipurpose fields to be a cricket field, it wouldn't be a regulation cricket field, and you lose both multipurpose fields, right? [01:06:28] Just a point of clarity, did you mean LCPS or PRCS for the question? I'm sorry, PRCS, I'm sorry. You're fantastic. Jeremy, come back up here. Somebody with the N's and S. Thank you very much. [01:06:46] Did you see my question, though? I do. I understand your question. One of the things that we're trying to do is maximize and meet as many of the needs that we have in the county. So it's not just cricket that has an unmet need there. The number of lit rectangles within the county, particularly in this area, is not where it needs to be to meet all the requests that we have. [01:07:07] And so this allows us the greatest amount of flexibility to meet the needs of multiple users at one time. So this is also not uncommon for us. This is the same setup that we have at Bowlin Park and at Hanson. Let me ask you one other question. First of all, thank you for that. That does make sense. [01:07:22] Thank you for that. One other question. So I understand that youth cricket, there's not a league for that yet. I believe you said that you could program it for youth primarily or cap priority. [01:07:39] How would you do that if there is no league for youth cricket? One of the things that we're continuing to do is try and work with the cricket community to try and build a grassroots movement to have a youth league built. But until that happens, they probably wouldn't have priority. [01:07:56] No, they would not. Typically, that is through our allocation process. It does need to be an affiliated league. And we're not at the point where PRCS does not run any youth leagues, youth sports. Sure, sure, sure. How many cricket leagues are there for adults? [01:08:12] Well, ours is the primary one that we allocate for. Outside of our league, we only have rental usage for. So you're allocating for adults because they have a league? Correct. That is run by PRCS. Okay. But if the adults in the league wanted to give up some cricket field time to the youth, they could? [01:08:31] Yes. Okay. All right. thank you very much appreciate it all right we have speakers on this item and do if we have any more that you want to bring to me could you bring those to me right now i will call your names in the order that i receive them i ask them when you come to the podium closest to you you have two minutes when your time is up but you yield the podium to the next speaker i'd appreciate it i will call your names in advance so that you know you're up next if i mispronounce your name i sincerely sincerely apologize when you come up if you would pronounce it correctly for me i'd [01:09:06] appreciate it we're going to start with mukul paul followed by um shurya paul good evening sir good evening good evening hello can you hear me we can hear you fine good evening madam chair and members of the board uh my name is mokul paul and i'm a proud resident of louden county in the little river district uh i'm here tonight to strongly support uh the proposed athletic [01:09:39] development behind Light Ridge Hills High School, especially the dedicated cricket field. Cricket is no longer an emerging curiosity in the United States. It is the fastest growing team sport in the country over the next decade, especially with cricket debuting at the 2028 Los Angeles Olympic Games. [01:10:02] The U.S. is projected to become one of the most lucrative and rapidly expanding cricket markets in the world. Yet, right now, our infrastructure fails to match this reality. Almost every cricket field in Northern Virginia is tied up with adult leagues. [01:10:20] Our county offers a lot of fields at Bowlen Park, Hanson Park, but all for adults mostly. For the youth, it's only slated for long weekends, which does not give youth weekly access to those facilities. [01:10:37] We live in the wealthiest county in the world. Yet every weekend, parents like me are forced to park our cars, pack our cars, drive two hours to Maryland and or Richmond just for our kids to play cricket. [01:10:54] I know you asked like if there are any leagues here for youth cricket, the reason why there are none is because all the grounds are being used by adult leagues. So the youth league cannot be started here. All the youth leagues are in Maryland or we have to go to Richmond or then if there is long weekends, sometimes the games are here. [01:11:13] But then we have to go to Atlanta, we have to go to New Jersey because there are more fields dedicated to youth cricket. You know, my 11-year-old son, he plays cricket. He loves cricket. And, you know, this Saturday, we are going to drive to Richmond to play cricket in his league. [01:11:32] So your time is up, but I actually, just give me a sec. Because this feels a little bit like a chicken and egg issue. I mean, it feels like the parents of the youth, if they wanted to, could give the youth some time on the fields. [01:11:50] Even without a league, they could do that. And you said that the reason the kids don't have the fields, because they don't have a league, who starts the league? I mean, parents can start the league, or LCCL itself can have the league, which is dedicated to youth. [01:12:13] As per my understanding, LCCL League is starting another division for adults, and not start giving the grants dedicated to youth. Okay. Does your son want to speak? Yes. Ready, sir. Young man, ready when you are. [01:12:30] And you're going to be followed by, I'm going to spell your name, K-H-U-S-H-I-G-U-D-E-P-U. Will you pronounce your name when you come up? You will be next. Be ready for your young man. Good evening, Chair, and members of the board's supervisors. [01:12:47] My name is Sharia Paul, and I'm 11 years old. I live in the Little River District, and I play cricket for the BRSS Cricket Academy. More than anything, I love the sport of cricket. Across the United States, thousands of kids like me are falling in love with this game every single day. [01:13:08] Youth cricket is growing faster than ever before, and we have big dreams. My biggest dream in life is to one day wear the USA jersey, play for the USA national cricket team, and represent our country on the global stage. To reach that goal, I need to work hard and practice. [01:13:26] But right now, that is really tough. When I finish my homework on weekdays and want to go out and bowl or bat, there are no local grounds for us to use. They are almost always booked by adult leagues. On weekends, instead of resting or practicing, my family spends hours and hours stuck in traffic on the highway driving all the way to Maryland or Richmond, just so our team can play a match. [01:13:54] By Sunday night, I'm exhausted. If we had a home ground right here behind Light Ridge, I could spend the time travel by studying, finishing my homework, and spending time with my family. Please help me and all the other kids who dream of representing our country by voting yes for this cricket field. [01:14:17] And make sure it is dedicated to youth cricket. Every time I pick up my bat, I promise to give my best. Tonight, I hope you will give your best to Loudoun's kids, too. Thank you. Young man, that was absolutely excellent. [01:14:32] Great job. Thank you. Actually, don't allow clapping, but he was really amazing. You can jazz hands if you want to, but you were really amazing. Thank you very much. Next speaker, please. And you're going to be followed by, I'm going to get a misspeller because I don't want to mispronounce your name, K-A-U-S-H-A-L-K-A-N-S-A-R-A, so I think it's Kanshara, after the speaker, yes. [01:14:57] She is next, yes. And they're both cousins. They're both cousins. Hello, how are you? Hi, I'm good, how are you? Good evening, members of the Board of Supervisors. My name is Kushi Kadapu, and I'm 12 years old. I live in the Little River District. [01:15:14] Cricket is my favorite sport. I'm here tonight to speak on item 3L. Right now, playing the sports I love the most means sitting in my car. My parents drive me 30 minutes to an hour, half each way, just to reach a practice or a match. [01:15:29] I do my homework in the backseat with books on my lap. When we stay closer to home, we squeeze onto baseball fields and soccer fields that were never meant for cricket. There's no real pitch, and the ball bounces in strange directions, which means that there's more chance for injury. [01:15:47] A dedicated cricket ground at Lightridge would change that. It would give us back all those hours in the car, and it would give us a real pitch so we can build our skills the right way and host real matches here at home. And it would give the kids in Little River one more place to be outside on the team together. [01:16:04] Cricket is growing fast here, and there are a lot of kids like me who just want somewhere local to play. On behalf of every young cricketer in Little River, I'm asking you to please vote yes on item 3L. Thank you for listening to us tonight. Thank you, and again, so impressive. [01:16:20] Thank you very much. Sir, you are next, and you will be followed by, I think it's Nishka Ramaniyei. Good evening. Good evening. Thank you, Madam Chair and Board of Supervisors. Thank you for the opportunity to speak here. [01:16:38] I want to highlight a few facts here. This case wants to practice right now in the evening. There is no field available. We have Hanson Park 13, which is dedicated, Hanson Park 18 and 19, There are adult leagues going on right now. [01:16:54] They won't be able to practice. So to your point, whether we have a league, there is an adult league run by PRCS. There is no league for youth run by PRCS, but there is a youth cricket league. We have 105 teams in total. We have over 2,500 almost kids, out of which few of them travel to North Carolina and Atlanta every weekend because they have better fields out there. [01:17:18] For cricket, they need a specific field, specific grass cut. We travel to Maryland, but there is a regulation. They have to keep the tall grass. It's not ideal for cricket. So if you want to develop the cricket in the county, we have four major academies in Loudoun County itself. [01:17:36] Out of DMV area, maximum cricket academies with maximum number of kids are in Loudoun County. And yet, we don't have Youth Cricket League. That's not fact, actually. There is a youth league and the largest one. There is a DC hub, which is supported by USA Cricket, which creates a pathway for U.S. youth cricketers to reach at the national level. [01:17:58] But where we are lacking is the slots available to get those grounds. In fact, I requested a ground for this weekend, and there is none available. We requested for the youth cricket, there is none available this weekend. Why? Because there is an adult league going on. So the priority by PRC has set is the adult cricket league. [01:18:16] And adult cricket league, yes, there is a demand there. There are 70 teams out there from the adult. but that's a recreational. We need grounds for youth. We need grounds to, for these kids to play cricket here in Loudoun County and develop their game every day. [01:18:33] They need to practice hours if they want to go at higher level. - All right, thank you, sir. - Thank you. - Thank you, thank you. I think it's Nishka, S-R-A-M-I-N-E-R-I, and then you'll be followed by Sadat Bhatia. [01:18:51] Good evening. Good evening, Madam Chair and board members. My name is Nishka Ramanini, and I'm 13 years old. I live in Aldi and part of the Little River District. I've been playing cricket for the past four years, and it has become a big part of my life. One day, my goal is to represent the USA women's team. [01:19:09] Normally, to play a cricket game, I would have to travel one to two hours to Maryland because all the local fields are used by adults. I'm asking the cricket board to build these fields so that traveling to a cricket game isn't a road trip, but instead a short drive. i also think that these fields would be beneficial not only for everyone who plays cricket but also for people who don't play so they have more exposure for to the game please vote yes for the fields thank you for your time thank you good job um uh sadit it's s-i-d-t-h-a-n-t [01:19:42] and then you'll be followed by um benoit and i we we know who you are sir good evening ready when you are young man. Good evening members of the board. My name is Saddam Bhatia and I am 14 years old. I would like to briefly speak about the importance of utilizing cricket grounds for youth players. Currently most youth cricket games are played in Maryland which can create several challenges for young players and their families. Many of the cricket grounds in Maryland are not are also not as well maintained as they should be and are often very makeshift. Traveling to [01:20:18] Maryland can take about an hour each way, meaning players can spend two or more hours traveling for a single game. This extra travel time can be tiring, especially when players have already spent several hours on the field. The time spent traveling could instead be used for schoolwork, studying, relaxing, or spending time with family. Having high quality cricket grounds in Virginia would make it much easier for local youth players to attend games and practices. It would also allow players to spend more time actually playing and improving their cricket skills instead of spending hours of a weekend in a car. A local facility could provide young players with a safe and well-maintained [01:20:58] environment to practice and compete. Thank you. Good job. These kids are so impressive. Vinod, hi, how are you? It's good to see you. You're going to be followed by a remote speaker, Viral Patel. Good evening, sir. Good evening. Members of the board, my name is Vinod Motwani and I live in Ashburn in the Little River District. [01:21:21] Chair Randall, thank you for your reply to my question on the Kojo Namri show last week and Supervisor Tekroni, thank you for giving me the opportunity to serve on the pros board. Loudoun County has a total of six cricket fields that are actively being used, three at Hanson Park, two at Bowlin and one at Mickey Gordon. [01:21:38] All these fields are being used by the Loudoun County Adult League. A total of 98 teams registered for the Fall League, but the county can accommodate only 70. so 28 teams, which is about 800 players, were left disappointed. A big thank you to PRCS for organizing and running the adult league. [01:21:55] Many of us work in IT and spend a significant portion of our time sitting at a desk. Regular physical activity and opportunities like the cricket league can play an important role in helping us stay fit and maintain a healthy lifestyle. This is particularly meaningful for the South Asian community, which faces a higher risk of heart disease. [01:22:14] The more players we can get into our cricket fields, the more opportunities we create for people to stay active, healthy, and out of emergency rooms. I do have answers to all your questions, Chair Randall, about the youth league, about why adults are playing, why we need more fields. But obviously, I can't do it in the next 44 seconds. [01:22:33] So, you know, again, I'm more than happy to work on this as part of the pros board, more than happy to set up some time to talk about these things. But youth cricket is very important, and to me especially, because I don't know if you remember, but my son has spoken here back in 2016, and my daughter spoke as well. [01:22:50] His main thing was he wanted to play on Loudoun County fields. He does play on those fields now, but because he's an adult and he plays on my team, but he did not get a chance to play on these fields as a kid. Again, like the other stories you've heard, he also had to travel to North Carolina, Maryland, and all these places. [01:23:09] So, like I said, I'm more than happy to answer any questions at any point. You know, I'm available. Supervisor Tecroni has my number, and I can come by and talk to you. I have your number, and I will be giving your call. Thank you very much. Thank you. Thank you for all that you've done for this. You've been talking about this for a long time. Patel, Patel, he's on a remote call, followed by Paula Kinoir. [01:23:30] Good evening, Chair Randolph and members of the board. My name is Viral Patel. I am the Executive Secretary of Washington Cricket League. And I have been a Loudoun County resident since 2010. Washington Cricket League, or WCL for short, is one of the oldest leagues in the U.S. [01:23:53] and the largest hardball cricket league in the DMV area. We have over 2,000 active players, and more than 400 of them are Loudoun County residents. I'm here on behalf of a large and growing cricket community in the Loudoun County to speak about an issue that has been a long-standing frustration for our community. [01:24:17] Many of these residents are homeowners, parents, students, and taxpayers. When they want to play competitive hardball cricket, they often have to drive to Maryland, Prince William, or Fairfax County. And sometimes that is more than an hour each way. [01:24:34] We appreciate that the county supports softball cricket, softball or tennis ball cricket, but there is still no permanent county facility for competitive leather ball cricket. And I understand the concerns from the surrounding community about traffic, parking, light, noise, etc. [01:24:53] Those are legitimate concerns, and we want to be part of the solution. WCL is a structured league. We manage our own schedule, code of conduct. We have certified umpires, and we are fully prepared to work with the county on parking and other operational needs. [01:25:13] I also reached out to county officials by email regarding this issue and appreciate the prompt response I received from Supervisor Letourneau and his willingness to connect us with Director Torpy. We look forward to that conversation. [01:25:29] What I'm asking today is simple. Please work with us to find a fair way for hardball cricket to use county facilities. both existing fields where it makes sense. Thank you. Your time is up. Thank you so much. Thank you. [01:25:46] Paula Kunwar, followed by Dinesh Shana Mulya. Hello. My name is Paula Kunwar, and I'm a resident here in Aldi in the Little River District. [01:26:02] I am the mother of a 12-year-old autistic daughter and a 13-year-old son who loves to run. I want to support the proposal for the Cricket Club because I am very supportive of Special Olympics. This is going to open up more opportunities for many of our Asian families and young adults that want to open up their world into cricket within the Special Olympics. [01:26:26] I would also like to add that we don't have a running track for our youth in Loudoun County, and a safe running event and a place would also be great. As a mom of a rising teenager that loves playgrounds, I would also like to propose that this playground be accessible to everybody, including our teenagers and older youth that like to access playgrounds such as our autistic community and those that are sensory and verbally challenged. [01:26:59] I thank you all for your time, and I appreciate what you do. Thank you. Thank you, ma'am. Thank you so much. Nish, come on up young man, and you'll be followed by Akhil Bhumadipati, I think that is. [01:27:17] Good evening. Good evening. Good evening, Chair and Board of Directors. My name is Denise Charnamulu. I'm a fifth grade student at Legacy Elementary and an academy player at BRSS. I want to emphasize the need for more youth cricket fields in Loudoun County. [01:27:35] i know we already have some youth cricket fields in loudon county but it's simply not enough for all the young players and teams in our area there are many cricket academies in loudon county and one academy can have many teams such as u11 u13 u15 and even older teams with seven academy stationed in loudon county and hundreds of youth players you can imagine how many kids need places to practice and play. Because there aren't enough fields in Loudoun County, many teams [01:28:10] have to travel to Maryland just to play league games. Parents have to spend more money on gas and tolls, and everyone has to be stuck in a car dealing with traffic and sometimes even accidents. But if Loudoun County built a couple more youth cricket fields, more games could be played here. This would save families time and money and reduce the amount of driving. [01:28:39] It could also reduce fuel use and carbon emissions. As cricket is becoming more popular, I think Loudoun County should be prepared for more players and teams in the future. As you know, the United States is now competing in the world stage cricket with countries like England, Canada, India, and more. [01:29:09] Loudoun County should help young players develop their skills so they can one day represent our country. Thank you for your time and consideration. You did a great job. He started with three minutes, and he got that down to two right when he was sitting down there, back there. [01:29:27] So you did a really good job. Thank you so much. Thank you. Good job. Two more speakers. Akhil Bhamadapati and Satish Bhamadapati. Good evening. Good evening, respected members of the board. My name is Akhil Bhamadapati and I am 13 years old and I'm an eighth grader living in Bramalton and I'm a competitive youth cricketer dreaming of representing the United States of USA under 19 national team. My brothers and I have played competitive cricket for over five years. [01:30:02] my oldest brother anish earned a selection to represent the east coast the east zone at the usa under 19 regionals in both 2024 and 2025 but without dedicated local facilities and allowed him to train he spent critical development hours sitting on highways instead of practicing on proper pitch a disadvantage of that ultimately cost him a spot on the final usa national squad Right now, that same barrier stands in my way, not just sports, but school. [01:30:34] Because adult leagues occupy almost all local weekend field time, our youth teams travel one to two hours each way to Bowie, Waldorf, Columbia, and Richmond, just to play a standard match. Leaving at 6.30 a.m. for a 3.5-hour round trip, both Saturday and Sunday, Steals the high-yield study hours we need to prepare for high school, finish honors assignments, and get proper sleep. [01:31:04] In Loudoun County, youth baseball and soccer players don't have to sacrifice their academies or cross state lines just to finish a field. The country reserves age-appropriate spaces specifically for them. You can solve this right now by designating the two upcoming grounds at Light Ridge Park exclusively for youth cricket. [01:31:29] Our families live here, go to school here, and pay taxes here. Please give our 500 student-athletes the home field advantage we deserve right here in Loudoun County. Thank you. And then we have one more, one last, and that is Satish Bama Dupati. [01:31:48] Good evening, sir. Good evening. My name is Satish Bhavdipati, and I live in Brambleton, Little River District. Tonight, I'm speaking for over 500 families facing the basic issue of recreational equity. [01:32:08] More importantly, they've already spoken about the need for youth cricket, but the families that have been spending hours and hours on the road, that's pretty much taking up all the stolen academic time and family time. [01:32:25] And with rigorous coursework upcoming in high school, it's just going to be way more helpful for them to play locally. And obviously, it's gonna help them with their study blocks and project completions and restoration sleep needed for Monday morning classrooms. [01:32:44] Eliminating this commute directly protects their academic performance and graduation readiness. uh thanks for supporting on the two upcoming fields at uh lightridge park um would like to see that exclusivity to uh youth cricket please um i mean give our finite student athletes a home field in their own county itself and thanks so much thank you sir thank you i appreciate it i'm going to go to mr crony for a motion thank you chair randall so i move that the board of supervisors [01:33:17] forward legy 2024 0008 dallas south community parks spec 2024 0017 and spec 2026 0034 to the october 20th 2026 board of supervisors business meeting for action second okay i'll give that to mr letourneau um motion made and seconded um discussion on the motion mr crony okay well i definitely plan to support this application and i want to thank all the cricket players who came out [01:33:52] tonight the youth and the adults when i did a town hall in september of 20 2024 i heard about the need for cricket fields for both and i'm hoping we can work together on getting a league for the youth and getting more fields for the youth i want to let everybody know that we recently the board recently made a motion to start looking for land south of route 50 for the last regional park in [01:34:27] our county so we have hansen park but we're looking for the last large park like hansen 200 acres plus and that might help us get more fields for the youth so i hear you so this is while this is helping meet the demand um you know having a larger another larger regional park will help uh meet it even more so i i really appreciate that you came out and were and told us about the need for more fields and i want to thank uh mr motwani for um serving on the parks and rec board [01:35:04] and really pushing this agenda item forward. I also want to thank staff and everyone in working with Willowsford to balance the interests of nearby residents and other stakeholders like Loudoun County Public Schools. [01:35:24] I'm glad to hear that you support this park and that we can work together and coordinate together during construction and after construction and then also we did get a letter from Willowsford saying that they really appreciated the opportunity to go out and see the lights at Hanson and how they were dark sky compliant and how you know they they were they reduced the glare on neighborhoods so that the quality of life of residents wouldn't be impacted and Willowsford also appreciates the buffering of additional evergreen trees so they they appreciate [01:36:03] that as well so I'm glad that everybody worked together and I do want to say I'd love to do a cricket town hall sometime this year to talk more about the needs and perhaps chair Randall you could join me on that cricket town hall yeah and that way we can really come up with a solution to help the community because I hear you. I hear you that, you know, we're not doing enough regarding youth fields and the allocation of fields, and we're not even meeting, it sounds like, 28 teams for the adults aren't [01:36:38] being served. So I want to help the community and do as much as I can, because I agree this is a fabulous recreational opportunity. Thank you. Mr. Letourneau? Thank you. Well, it's an exciting day, actually to be here. So this genesis of this project goes way back to when this was the Blue Ridge District and I was involved with land acquisition for the LCPS facility and we acquired this parcel of land that had a lot more room in it than we knew that LCPS would need and the school board at the time the [01:37:16] board's custom was to dedicate the entire parcel that we were purchasing to LCPS. And I'm sure the county minister remembers this. The board at the time said, wait a minute, no. We know we have a need for park land in this area. Cricket was emerging at that time, but across the board we had a need for more park space. And so we actually kept a portion of the parcel and then dedicated the part to LCPS that they needed. And so here we are today now finally developing this part of that project that originally was part of the acquisition for [01:37:56] Light Ridge, because the county was able to keep this and now make it a park. We desperately need cricket fields. We can discuss exactly how they're going to be allocated down the road when we get to that point, but the argument is only in favor of building cricket fields, and we also need other types of park facilities. [01:38:18] I was frustrated when the board decided to convert Mickey Gordon because I knew we would be losing lacrosse fields and I knew this was going to be years. And at the time, the board said, "Well, this park is coming, we'll have it as cricket." Well, you heard the timeline, three years, we're going to have to wait. [01:38:36] So I think that was a mistake because we could have continued to use that as cricket as an interim solution until we had enough cricket fields online, even though that location is not ideal. But we made that decision. we are today which only increases the pressure to find other places and so I do absolutely agree with Supervisor Crony about the need for another larger park here and where we have ideas on what we're working on there but they are going to be years away so hopefully we can accelerate this as much as possible and get good use out of this facility and I am excited to get to this date where we're seeing the work that goes in a lot of these [01:39:13] projects when you're on these boards take a long time from start to finish but it's good to see us moving forward. So, first of all, thank you for everybody that came out. And to the young people, you all, you did an excellent job in speaking, and I do appreciate it. But no, I will be giving you a call, because there's some things I don't understand that I'm going to call someone so I can understand them better. [01:39:35] I didn't quite understand when you were talking about the different types of balls, and not every ball worked on every cricket field. I didn't know that, and so I do want to understand that better. I want to understand what is different in youth cricket than adult cricket. I understand that it's the same field, but there's also other differences. [01:39:54] And I want to make sure that I know what I know. I'm happy to, in fact, looking forward to joining Mr. Crony in her town hall. I certainly, I mean, you know, you don't become an adult and then can just automatically play the sport well. [01:40:10] You play the sport well because all that you do when you're younger, you know, like maybe I was going to say LeBron James, but LeBron James probably came out of the room playing basketball. But besides somebody like LeBron James, you usually have to – you need to practice. And if you're going to – if any one of these kids is going to meet any of the goals you represent in the USA, which is an amazing goal, they do need to start practicing right now. [01:40:33] I still am not quite sure why the adults cannot gift more time to the young people with the fields. I get that there's a league, and I get all that, but I still think that there's got to be something that can be worked through. [01:40:49] But in the end, please know that for some of you who spoke, Mr. Patel, I'm going to call you all, and I'll come out, I'll walk the field. I do want to understand it better, but I hear you, and we want to get this done for the adults and for the kids. [01:41:09] And so we'll be talking probably not this week, but probably sometime early next week I'll give you a ring. So thank you, everybody, for coming out, and thank you, everybody, for speaking. Mr. Crony, do you have a closing? No, just that I look forward to voting for this and working with the community on more cricket fields. [01:41:28] All right. Mr. Crony made the motion, seconded by Mr. Letourneau. All people say aye? Aye. Any opposed? That motion will pass 8-0-1. I think that's it, and I think there's still a football game going on that people can still make goodness all right and we are adjourned thank you very much ---------------------------------------------------------------------- Coraggio Consulting · aguyonx.com
