I'm Harris Medvey. I'll be chairing in this committee meeting in Mr. Morris's Traveling, and I'm joined by, this is the starting of the August meeting, and I have this moment, so I'm joined by Mr. Sirotkin. [00:00:32] I've also been notified that Ms. Corbo would like to participate remotely in tonight's Finance and Operations Committee meeting. Ms. Corbo, please state your location and whether this is a medical or personal matter. And if anyone present with you at this location. [00:00:49] - Thank you. Under school board policy and ADA law, I'm asking for remote participation due to an ongoing medical disability and medical condition. - For that, I'll entertain a motion for Ms. Korbo's request to participate remotely be granted. [00:01:10] Without the lack of any motion, this motion, I guess there's no motion. So we'll, I guess, Ms. Korbo, Your participation is, I guess, not, there's been no motion for that. I'll move to the next item on the agenda, public comment. [00:01:26] I've been notified that we have one person, speaker tonight, Ms. Brose. I guess we'll give you three minutes today, tonight. Thank you. I'll probably be less than three minutes. [00:01:43] Thank you, Mr. Chairman and members of the committee. I'm coming to you today. My daughter's going to be a senior at Dominion. I'm not from Virginia. I have been here for over 30 years, but I am from Louisiana, where athletics is core to the identification of school. [00:02:06] And this past year, I volunteered several times for the soccer team to do concessions, and I had to do the ticket table. And what got me was some kids came in in a group, and two kids didn't have enough money to pay the $7 to go see their friends play basketball. [00:02:24] And they just quickly stepped back and said, y'all go ahead, we'll sit here. But when there was no one else around, of course, I let them go because that broke my heart. And I told the principal, I went and had a meeting with him, and I said, John, this can't happen. He said, Penny, that's the rules. [00:02:40] We have to charge everyone $7. Well, everything y'all are doing on the school board, equity, mental health, inclusion, I'm Native American. I understand that. But we cut them out of core events where they can go support their friends and be with their friends. [00:03:02] 25% of your student body, more than 25% since last October, that was the latest data they could give me, qualifies for free and reduced lunch. What got me started with this is during a school board meeting, a gentleman sat here in front of the regular school board and said, when y'all were considering extending free meals post-COVID, said if kids are driving Teslas to school, They don't need free meals. [00:03:31] So if we're trying to make the kids feel part of something, you as a finance committee, if you could consider what is the critical necessity of those admissions into these sports events. Because I can tell you right now, there's not very many people in the stands. [00:03:48] I've been to various schools, wherever my daughter plays, football games. They're not present. They're not full. In the South, the stands are full. Kids don't pay. They show their student ID. Go to the universities, go to JMU, go to Virginia Tech or UVA. [00:04:06] You show your student ID, and you get in a football game, and it doesn't cost you $7. So all I'm asking you all to do is to consider that. Of course, my solution would be to just punch their IDs, record their IDs when they come in for the two teams playing, not writ large, but at least for the two teams playing, and let the kids participate. [00:04:32] And I will just say, if you look at some of your differences, 91% kids in Parkview are free and reduced lunch, 44.9% at Dominion, 37.8% at Tuscarora, 32.8% at Heritage. [00:04:49] That's just one end of it. The other side, the lowest is still 10%. I have seven seconds. I will shut up, but you get my point. So that's all I'm asking, is if y'all consider something like that. And I will be quiet. [00:05:04] Thank y'all for your time. - Well, thank you for your comment, Ms. Morris. Okay, we can move on to the next item on the agenda, number three, meeting minutes, draft. So I'll make the motion since Mr. Morris is absent. [00:05:20] I move that this committee approve the draft meeting minutes from June 20th, 2023. - Second. - Seconded. I don't have any questions, comments, any comments. All those in favor, raise your hand and say aye. Aye. All those abstaining, okay, abstain. [00:05:38] So this motion will pass one, 01, with Mrs. Sorokin abstaining and Ms. Korbo absent for this vote. Next item, we can move to item number 401, I guess this is the action item from approving the RFP R23267 Groceries, Ms. Willoughby? [00:06:08] Thank you, Mr. Mahatavid. This item is being brought to you as an action item due to time constraints. We need to get this contract awarded in order to have groceries for the start of the school year. As you may recall, we originally did an RFP for groceries and received no responses. [00:06:27] We once again put the RFP out, and the contract recommendation award is to Cisco, who was the only responding vendor to our grocery solicitation. The price increase over last year is within the current consumer price index for food-related items. [00:06:46] The annual spend on this contract is $15 million. The first term will be six months for the fall orders, and then we will bring it back to you again to add in the spring orders. Due to timing, we originally only got the pricing for the fall items. [00:07:05] Thank you. Any questions? So this is, we didn't go through the, I'm just trying to remember my memory. So it didn't go through information item because of time constraints. It's just coming back as an action item. Yes, sir. We need to have our first delivery two weeks from this Saturday. So due to the summer recess, oh, yes, due to the summer recess, we had to move this to action to get it awarded. [00:07:28] It'll go on, it's scheduled to go on consent if approved here for the next school board meeting on Tuesday. Okay, I think we had that. Okay, fair enough. I don't have any more questions. I'll make the motion. I move that the Finance and Operations Committee recommend the Loudoun County School Board award RFP R23267 groceries to Cisco USA 3 LLC doing business ask Cisco Virginia LLC effective from the date of award through January 31, 2024. [00:07:59] Second. Any further questions? All those in favor, raise your hand and say aye. Aye. The motion will pass 2-0 with Ms. Corbo absent. Moving to the next action item, we have, I think this one did come through, the FI23 budget transfer request for utilities. [00:08:26] Ms. Lewis or Ms. I'll actually take this item. So this is a budget transfer request for fiscal 23. So fiscal 23 ended June 30th. But as we are closing out the fiscal year, we have identified where we need to make a budget adjustment that exceeds the $250,000 threshold that per policy we need to bring to school board for action. [00:08:55] There were, there's in the board docs, there's a description that there was some issues with Dominion Energy as well as making sure that we had everything accounted for in terms of the billing. And so long story short, we need to move $600,000 between accounts to cover the total water and electric utility for FY23. This also is coming straight as action because we are trying to close the fiscal year in books and we need to make sure [00:09:29] we get things aligned. So if this is approved here, this would also go as a, as either action or consent at the next school board meeting as well. Board members, any questions? Mr. Suratkin. [00:09:47] Thank you, Mr. Chair. Does this have, I assume this means that the, this line item on construction services is under running by at least $600,000. Does this have any, is the work that we're putting off in order to free this up or was that line item just under running no sir there's there's there's um this is fy 23 so all that work is done so it's it's good for our on our part but if you're asking it so there's there's no under running if that's what you mean in the budget well i'm asking if we're taking six hundred thousand dollars from the construction services [00:10:23] budget i'm just does that mean that we were we were under running in that budget line item by that amount or more um yes sir so it um trying to make sure i use the right term so there is there is room for that we had contingency in that we have projects that um that you know there were funding for and so that's what we're taking out of so there is room for that okay thank you anything else okay i'll make the motion i move to the finance and operation committee recommended the lounge county school board approve the budget transfer request of six hundred thousand dollars [00:11:02] to accrue for incurred FY 23 utility costs. - Second. - Second. All those in favor, raise your hand, say aye. - Aye. - This motion will pass 2-0 with Ms. Corvo absent. [00:11:17] Moving to the third item on the action item on the agenda, contract award for RFP 23-518, architecture engineering services for the Parkview Replacement High School. - Thank you, Mr. Meheve. [00:11:33] So we're pleased to bring you tonight the recommendation for the award of contract for the design services for Parkview High School. The award is being recommended to GWWO Architects. And so this is the first time we have worked with this architectural firm, but they were very impressive in the interview process. [00:11:51] If you know that this project is not standard for us and so this company has extensive experience in this type of work and we're pleased to be able to work with them and look forward to that. So that's our recommendation for the evening. We're happy to have any questions you may ask. [00:12:12] And so, Mr. Lewis, before I open it up, so this is also coming as a straight as an action item, or did we, I don't think we reviewed this one in the information item. Yes, that is correct. So we, the process was, went through our normal process for that, and generally in our past, we've always brought those straight through as action. [00:12:38] So is there some urgency to this process that it has to go through as an action right now? I wouldn't describe it as urgency as with any project we have. There's a lot of work to do, and so we prefer to get it moving forward, but if you want us to bring it back the next time, we'd be happy to do that. [00:13:00] I don't remember any questions. Mrs. Surratton. Thank you, Mr. Chair. So you mentioned this is the first time we've used this architectural firm, but they have experience in doing this type of renovation or rebuild project. [00:13:21] Is that one of the reasons why they were selected, even though we've never used them in the past? Yes, sir. So our selection process is a qualification-based process through the Procurement Act. And so they compete on a couple different levels. [00:13:38] They put a proposal in. Those are all scored. Then they come in. Then they have a presentation, and those are scored as well. So the selection committee did the process through the fair evaluation of both their combined proposal and their team. [00:13:54] And so they were selected as the number one team that was presented. And so part of that scoring does reflect the fact that they have experience in this type of work, if that helps you get there. And Ms. Willoughby did remind me that we do only have one meeting in August. [00:14:11] So to delay that would be another 30 days off of the thing. I wasn't thinking about that. So we can't come back in two weeks. We'd be into September for action. And so that is why Mr. Pasquarelli is helping me remember that too as one of the reasons we brought it straight as action. - And Mr. Lewis, what does GWW Architects stand, I mean, what does it stand for? [00:14:34] I mean, are they just an acronym they go by? Like, what is? - I believe that's their actual official name. It may have at one point had initials for owners of the company, but we're not really sure that is their official name. [00:14:57] - All right, I'll make the motion. I moved to the Finance and Operations Committee to recommend that the Loudoun County School Board approve the contract award for RFP 23518, Architecture Engineering Services for the Parkview Replacement High School in the amount of $9,870,770 to GWWO architects, and authorizes the chair of the school board to sign the contract documents upon presentation. [00:15:24] - Second. - Any further questions? No. All those in favor, raise your hand, say aye. Aye. The motion will pass to zero with Ms. Corbo absent. [00:15:45] We'll move to item 404, request to name the Algonquin Elementary School Gymnasium Basketball Code to Joe Tarango Code, School Board Policy 6510. - Thank you, I can introduce this as, this was brought as an information item in the June 20th meeting of the Finance and Operations Committee. [00:16:12] There was discussion about naming areas of a building after an active staff member, and Mr. Mehidbeed asked us to go back and look into that. And since we have been, had the policy implemented and been bringing it to committee and school board, we could not find one that we have actually shepherded through the process of an active staff member. [00:16:35] So there's none that we know of to date. - Thank you for bringing it forward. Thank you for that research. Board members, any questions, comments on that? [00:16:54] Mrs. Sorak. - Thank you, Mr. Chair. So it's, he's, is he retiring this year or is he, he's retiring as baseball coach, but he's going to continue to be a teacher at the school, or I just want to understand. Yes, he has retired as a coach. He is a continuing teacher at Algonquian, and this was the wishes of the fifth grade exiting, graduating fifth grade class to do this. [00:17:19] This was kind of their project. So it's not contradictory to the policy, as that's not stated in policy, active staff or retired or anything other. It's not a qualifying point. So we brought it forward, but I did do that extra research as asked. [00:17:38] Okay, and I do remember that being an active point of discussion the last time the board modified the naming policy where it was kept where the person that's being named after has to be deceased when it's for an entire building or campus, but for portions of buildings or portions of campuses, it could be a living individual or even someone who's still employed. So it seems like it is consistent with policy, but something that we've not done before, or at least not in recent years under this version of the policy, thank you. [00:18:14] - So I'll speak, I think, I have a, I'm still struggling with this, maybe last time. I think we also have an information item coming up for naming Ed Broaden as well. So I think it's not like somebody has to be deceased to name something, but I do find concerning, you know, again, what precedents we're setting up for other teachers to be in this thing too. [00:18:40] So tonight, I don't think I can be able to support this. I'll probably wanna visit Algonquin Elementary, maybe meet the principal and at least for my personal, because it's going to come back to finance and, I mean, again, it could very well go to the full board if a board member wants to bring it up, but in my, given where I am right now, I won't be able to support it to push it up to the full board tonight. I would like to have one more pass at it to meet with the Algonquin principal up there at the elementary and then maybe we can bring it back as an action item at the next finance and operation committee meeting. That would be my ask. That's okay. [00:19:19] I don't think we need to make a motion for that. Yeah, if that's okay, we can just bring it next time. Yes, sir. And just to add, I have briefed the principal so he will be prepared for that conversation. I guess we'll move to the next set of items, the information items, the 501 HS14 concept site plan design update, I guess, Mr. Lewis or Mr. [00:19:47] Thank you, Mr. Meheve. So, in keeping with our practice to bring future planning projects to the committee, we wanted to bring tonight to share with you the campus of what's now the campus of Watson Mountain Middle School, but we're also planning for an elementary school and a high school on the campus as well. [00:20:14] And you can see my cursor up here. This is Evergreen Mill Road going north to south. Ryan Road comes from that intersection and goes east towards Bramilton. and Red Hill Road which is paved at this point but then turns into a dirt road is going to the west and so our entrance for main entrance for now will be coming off of Red Hill Road follow this road up and this road is under construction now and as I mentioned this is Watson Mountain under construction there. The HS14 design process is beginning and it's planned to open in the fall [00:20:52] 2028 on the same campus and you'll see that building is depicted here now these are these are schematics and just you know draft concepts not the exact shape of the building so the the high school would be placed here there is a what we're calling the loop road that comes all the way around the campus and heads down back out to what will be a signalized intersection and evergreen mill road you can also see all the baseball softball practice field here's a practice field in the stadium as well and these green fields over here are actually associated with [00:21:27] the middle school the plan also includes a future and the the commission permit that we have filed for and get approval to build the high school also includes a future elementary school that is unnamed and undesignated at this point but we will be making sure that we get approvals for that so when the time comes it'll save us another six or eight months on the approval process for the the elementary school. So this is the essentially the campus layout. This is what we're sharing with our application. And we wanted to provide that to the committee just for awareness. And [00:22:03] we'll also be providing that in an update to the board, the full board this week as well. Thank you, Mr. Levinson. Board member, any questions? Mr. Sorokin. Thank you, Mr. Chair. Two questions. First, that, so I know the middle school is fall 2024. [00:22:21] The high school is fall 2028 or 29? 28. 28. And then the elementary school is, that's further out, right? That's somewhere in the 2030s? It hasn't been designated yet. So in the CIP, it's not labeled. Okay. So that's just going to be empty space for now? [00:22:37] Yes, sir. Okay. And then the dirt road I keep hearing about, by the time that fall 2024, when Watson Mountain opens, is that dirt road still going to be there? [00:22:53] Will it have been paved at that point? And will, I mean, what portion of the traffic, if any, will have to utilize that gravel road? So it will be paved to a point just beyond our entrance right here. And so there is some paving on now, but we have traffic improvements that we're working on to add turn lanes to this intersection and to improve that for the turning of both buses. [00:23:16] And we're adding a turn lane in and out for that, for our buses to come in and out. What I did not mention earlier is there is currently, this is where the construction entrance is, and we are the ultimate plan to have all three campuses. We'll have a right in and right out there as well. [00:23:33] We've actually applied for the county to allow us to build that sooner, better than later, and then we would have two entrances. So right now the plan for the fall of 2028 is to, or 2024, I'm sorry, for the middle school, for all that entrance to come off of Red Hill Road. [00:23:51] So that is there. We do believe the traffic will manage it. We do also believe that with the way the road is configured, that we'll have plenty of space on the campus for stacking of cars so that we won't be backing cars up on there. No promises to that, but we think we have quite a bit of length of road there to help accommodate all of our on-site traffic. [00:24:10] But that portion to the north is going to be the only entrance and exit to that campus? If we don't get this other right in, right out approved, We're trying to get that approved and be able to add that to the construction of Watson Mountain and have it open as well. So we're working on that right now and hope to be able to do that. [00:24:28] But otherwise, it is the only one. Okay, so you're requesting, the hope is to have two entrances, the fallback plan is to just have the one? Yes, sir. Okay. And I'll also add that the process is underway, but the first traffic report that came back for the high school project is likely we will be embarking on an improvement project. [00:24:52] for Evergreen Mill Road itself and so that'll be a pretty extensive project that will include all those entrances along there is that just to open up a second entrance or is that also what's involved in that improvement making Evergreen Mill Road two-lane divided highway okay project okay thank you so mr. Lewis I guess I had the same sort of when I was looking at the map but thanks for bringing it up so even if even if you have a second entrance coming in it'll still be a bottleneck where they both are meeting up for the middle middle i guess middle [00:25:28] high school is still going to go through that intersection there i don't know if you can see the map there not sure i'm understanding your question so if you look at that entrance on the red hill road coming inside to the middle school right right here's red hill and the entrance coming in so that's the the only way for for the middle school and the high school to come in at the moment today? So there's only the middle school will be open in the fall of 2024. So that's all that will be there at that time. This entrance down here, the second entrance, which will be another signalized entrance, will be open before the high school opens. So it'll be open either at [00:26:05] the same time or before. So there'll be a full loop road in there. And those will be, we're planning for those to be public roads. So there'll be VDOT maintained roads that would be essentially just another county road. Sure. But coming in, I think even if you take the Red Hill, I mean the road right now for middle school and that's at 2028 we still i mean again this this could be available for many of the i guess the cars to come in but the majority of the intersection traffic will still be coming from that particular red hill road where you see that or the second one for evergreen mail road let's say you get permission for that the boat the traffic is going [00:26:42] to converge back into that whatever the lane that you have right now if you can point i can't point did but so for the middle school that's correct but when the high school opens yeah we will have the right in right out and the secondary fully signalized intersection so with full improvements there so before the high school opens and that traffic becomes we'll be required to have all those route improvements done plus the two-lane divided highway forever green mills so you think that that's there won't be any any traffic issues coming into what both middle and high school are to come inside that one one lane up there i mean i wish i could point it but i think maybe i'm so [00:27:21] you're talking about right no no yeah right there so that entrance and then the other entrance from evergreen miller road they're going to intersect both at that point right no the other one the one that you're going to seek approval for yeah the construction what are you going to seek approval for that right correct yes sir so that would be another entrance to the middle in the high school as well um yes sir but i want to make sure where i'm understanding but in the fall of 2024 between 2024 and 2028 it will only be the middle school so the high school won't open until 28 and they will have a full another entrance and so all that traffic won't be coming through red hill will be [00:27:58] coming off of the other other road yeah now the site plan is for 2028 i mean this is the site plan is not for 2024 right so okay so i just want to make sure the planning that i had you know again how many how many students are we planning for hs14 like 2000 2000 and so thousand for the middle school and then potentially the elementary too so right anyway just throwing it out there that you know we had the discussion that traffic and how do you manage the buses and and all the cars coming in there's no other alternative besides these three entrances into that correct okay [00:28:34] all right thank you anything else mr lewis no all right i guess we'll move on to the next item on the agenda it's a grant of easement 503 grant of easement to dominion energy at loudon valley High School. Mr. Lewis? 502? Sorry, my bad. Thank you, Mr. Sorokin. 502. Contract award for IFB 23516, [00:29:03] Valley Service Center, Traffic Signal, and Intersection Modification. Yes, sir. So this is one I know, Mr. Sorokin, you have a keen interest in. This is the traffic signal across from Harmony Middle School and Kenneth Culbert Elementary School. And unfortunately, we put the project out the bid, you'll see other items down in the agenda, we have some easements together for that traffic signal. But unfortunately, the only bid we received was considered non-responsive and we had to reject all bids. So right now, we're just letting the board know that. Our plan was to [00:29:41] try to get that done as quickly as possible. I know that industry-wide, some of the supply chain issues are clearing up, but light pole bases and the structure for traffic signals is not one of them and we're still figuring that those are a year out and so we're trying to get this project going online and this is a pretty significant setback with the bidders and so we actually end up having subcontractors bid and not a general contractor and then they did not have a qualification so we are forced to reject all the bids for that and Mr. Pasquarelli and Mr. Traynor and I are [00:30:17] working on a plan to get this project back online but for right now we have to pause that and reject the bids. Thank you, Mr. Chair. So is there some change in approach that's being considered, or is the plan just put this out for bid again? [00:30:37] So likely we'll put it back out the bid. We might look at other delivery methods where we can do that, where it's a selection base on qualifications where we can try, like a construction manager or something with that effect, which again would require us to come back to the board to get approval for that. And the other option is that we would do some personal phone calls and try to get interest in contractors, make sure there was awareness of that and make sure contractors just were not aware instead of just didn't choose to bid. [00:31:08] Right now, there's a lot of transportation projects, a lot of the traffic folks. This is a very specialized type of contract, and so there's not many different firms that do that. And so we're not really hopeful that we're going to find interest, but we're going to try to drum up some of that interest in the project. [00:31:23] Well, we saw this earlier tonight, too, completely unrelated on the, I think it was the groceries bid, where no one bid the first time we put it out to bid. So I'm not normally on this committee anymore, but I do think it might merit further discussion and committee on how are we getting the word out there for these things. [00:31:46] And like you mentioned, personal phone calls, but just making sure that all of the qualified bidders or likely bidders that we would want to bid on it are aware of it and have every opportunity to respond. It's a small sample size. I'm basing it off of the two things I've heard tonight, but I think it could be something the committee wants to look into. [00:32:05] I'll just add quickly that that's easier to do when we're doing a qualification-based contract, but when we're doing a design bid build, we have to be very careful from a procurement standpoint to call and give personal invitations to people to bid, and so we just have to be really careful with that, and that is some of the challenges to the bid process, and that's one of the reasons we look at alternative delivery methods. [00:32:29] And we'll have those conversations, but a point well taken. We need to get the word out. And, you know, right now with some of the workload in the industry, there's a lot of work out there, and contractors just aren't bidding, and they don't have to, and so it's a challenge. [00:32:47] Any further comments, questions? Okay. We did touch a little bit about from a different contract perspective, I think, But I think we do need to have a full sort of agenda discussion on what you just talked about and how we're getting the word out, et cetera. [00:33:03] So thank you for your feedback. Okay. Anything else, Mr. Lewis, on this? No, sir. Okay. All right. I think we can move on to the next item on the agenda, 503, grant of easement to Dominion Energy at Loudoun Valley High School. [00:33:19] Mr. Lewis, I'll pass it on to you again. Yes, sir. So we are bringing forward to you a request for an easement from Dominion Energy to put some streetlights along Maple Avenue next to the campus. We have worked with the engineers that are working through that, looked at our trees to make sure we're not damaged in the trees, the existing sidewalk and those things. [00:33:39] And so we are comfortable with the recommendation. They're actually going to bore that, which instead of digging a ditch and putting it in, they're going to bore it, which will put less damage to our existing vegetation. And so we are in support of it and recommended approval here. And does this, would you plan to bring it as an action item next time, or there's no action required for this? [00:34:03] No, sir. It would require, all easements require the approval, so we'll bring that back as action. Yes, sir. Thank you. Any comments, questions? No? All right. I don't really have any questions, comments on this, so thank you. [00:34:18] We'll move on to the next item. 504, grant of deed of easement and vacation to town of Leesburg at Catoctin Elementary. Mr. Lewis. Yes, sir. So during the construction of the addition and renovations at Catoctin Elementary School, we had to move some of the stormwater management facilities. [00:34:40] And so we're just vacating the old easement and putting an easement around the new structures. And so it's a pretty simple process. We relocated the infrastructure on the campus, and now we're just matching that with the easement. Any questions, comments? No. [00:34:59] Thank you for bringing that up. We move on to the next item. again I'll pass it on to you 505 grant of easement to Verizon Virginia LLC at Valley Service Center mr. Lewis so this is in conjunction with the item we just talked about with rejecting the bids and so in order to put the light poles in we had to take some of the overhead utilities and put them on the ground and so this was establishing those easements for that those will still be useful and we'll still do that as we move forward the project and so we had just planned to bring them with the the item to bid but So we'll continue with this. [00:35:38] Our recommendation is to continue with putting the easements in, and then we'll follow up with the project as soon as we can get a better plan. Thank you, Mr. Lovett. So this is in connection with the 503 or the 504? The Valley Service Center bid, I have to admit, I have an old agenda that's got old numbers on it, so 502. [00:36:08] 502, okay. Yes. Okay, any questions, comments? Thank you, Mr. Lovett. Yes, sir. We'll move to 506, grant of deed easements to Commonwealth of Virginia, Virginia Department of Transportation at Valley Service Center at Harmony Middle School and this is similar to the one we just talked about for the exact same reason and associate with the the signal project thank you mr. Lewis so I'm trying to understand connecting the the 502 to this so that was the 502 was [00:36:43] that we didn't get you get a bid but that was not qualified and so rejected the bid but these two easements we're doing to help support make sure that was in conjunction to awarding the 502, let's say you did get the right contractor, do you still have to go through this easement process for supporting that? [00:37:03] Yes, so as we design the intersection that is currently just an unsignalized intersection, improvements have to be made to the intersection configuration and all the things that have to do with that, plus make room for the signal equipment. So there's the signal pole and there's usually a control cabinet, those types of things. [00:37:21] So all those things were done as part of the design. these easements reflect that design, and our intention is to definitely put the signal in, and we've got a setback with the getting that in, but we still need to put these in, so we're allowed to put the signal in. - Thank you. [00:37:37] - Yes, sir. - Any further comments, questions on that? - No. - All right, thank you. And we'll move to a 507. Request to name the Broadbent High School softball field to Ed Steel softball field. [00:37:53] I guess I'll pass it on to Mr. Thank you. - Thank you, Chair. Mr. David Spage, the principal of Broad Run High School, has submitted a request that is supported by school board member Tiffany Polifco, the Broad Run High School leadership team and faculty, the Broad Run High School parent-teacher student organization and the Broad Run High School Athletic Booster Club for the Broad Run High School softball field currently unnamed to be formally named the Ed Steele softball field. [00:38:22] Staff have reviewed the information with respect to policy 6510 and are in support of the action to name the Broad Run High School softball field after Mr. Steele, therefore named the Ed Steele softball field for a period of 10 years. Mr. Steele retired from teaching in 2014 and coaching in 2022 and passed away this February of this year, 2023. [00:38:50] - Thank you. Board members, any questions, comments on this? I don't have any questions, comments on this. I do plan to look forward to supporting this. And as we bring the action item to the next F&O meeting, I guess. [00:39:06] Thank you. Yes, sir. Thank you. That wraps up all the information items. Do we have any new business tonight? With no new business, we can adjourn this meeting. Thank you, everyone. [00:39:22] Good night. ---------------------------------------------------------------------- Coraggio Consulting ยท aguyonx.com
