Our next agenda item is public comment. There are no public comment speakers on the agenda today. No one has signed up so we will move to approval of the minutes from September 10th. Could I get a motion please? I move to approve the minutes from the September 11th, 2023 Legislative and Policy Committee meeting of the Latin County School Board I [00:00:35] will second that motion all those in favor please raise your hand that motion will carry to zero with mr. Beatty absent we will move on to our action items item 4.01 is revision of policy 2010 legal status authority powers and duties this item is coming back to us after being presented at the September [00:01:12] 11th meeting it was sent out for community input and staff will you please present dr. Ellis are you taking this one if you could please present any feedback or other updates on the item please thank you yes this policy was posted for advisory and community feedback from the 14th to the 24th of September the chart of feedback is posted in board docs there was no feedback on this policy and so staff is not recommending any changes thank you [00:01:49] are there any questions or comments from the committee in that case could I please get a motion mr. Sorokin thank you madam chair I move that revised policy 2010 legal status authority powers and duties be forwarded to the full school board for consideration at their next regularly scheduled meeting I will second that motion all those in favor raise your hand and say hi hi that will also pass unanimously with board members [00:02:26] present and mr. Beatty absent for the vote the next action item is revision of policy 2160 conflicts of interest and disclosures of economic interest this draft policy was also an information item on September 11 2023 was sent back for feedback from the community and our advisory groups and I will also turn this one over to dr. Ellis thank you this policy was posted for advisory committee and community feedback also from the 14th to the 24th of September [00:03:00] there was one comment that we that we discussed as staff and with legal and it says that a section should be added about disclosures or following disclosures to state how accuracy is validated staff determined that this comment is actually covered in section J on page 13 line 5 8 starting on line 5 89 of the policy so we are not recommending changes at this time thank [00:03:34] you dr. Ellis and thank you for looking at the public comment that came back on that and specifically addressing it are there any questions or comments from the committee okay seeing none could I please ask for a motion on this policy mr. Sorotkin thank you madam chair I move that revised policy 2160 conflict of interests and disclosures of economic interests be forwarded to the full school board for consideration at their next regularly scheduled meeting second [00:04:07] all those in favor please raise your hand and say aye aye that policy will passed to the school board for consideration with the unanimous vote of the committee with mr. Beatty absent for that vote as well we will move on to revision of policy 3210 powers and duties of the superintendent this draft policy was an information item on September 11 2023 was set out for community and advisory committee feedback are there any comments that [00:04:45] you'd like to present dr. Ellis there were a couple of comments that were received from staff one was referencing lines 9 10 and 14 the request was to revert back to his her or he he/she pronouns instead of they for consistency with other policy revisions we did not change that so we are still using they in replace in place of his her so no changes with that regard there was also [00:05:22] a comment about lack of specificity with regard to ensuring the school division follows laws and regulations as well as a comment about adding a section regarding delegation of authority at this time we staff thinks that the specificity excuse me is addressed in other policies in the policy manual in general and we are not recommending changes to this policy either any questions or comments from the committee mr. Strachan thank you madam chair dr. [00:06:00] Ellis could you could you overview where if anywhere delegation of authority is covered as far I I'm imagining there must be somewhere that describes what powers or duties can be delegated versus those that can't perhaps I'm just wondering if staff had that discussion or if that if it's necessary to cover [00:06:20] that anywhere I might ask mr. Allen to help me with that take your time thank [00:07:19] you for the question I'm gonna take a couple minutes just to confirm to point that out if you want to kind of table this for the time being yes we'll just table this and come back to item 4.03 momentarily we'll just move on to item 4.04 which is adoption of the 2024 legislative program well actually mr. [00:07:44] Allen that that's gonna probably take a few minutes is that all right yes okay that's fine we'll go on to that and the LMP committee reviewed with the legislative consultants disposition of former items and positions and developed several new items in our positions to add to the program this year a redlined draft legislative program was sent back to staff for some suggested edits and is attached in board docs and tonight we're going to adopt that program in dr. [00:08:24] Smith's absence dr. Ellis would you like to highlight some of the changes that are coming back to us please yes thank you so to start we have provide we have provided headings for categories so you'll see for example on line 18 the first set of priorities are LC Loudoun County School Board priorities to support students on line 90 section 2 is Loudoun County School Board priorities to [00:08:55] support teachers on line 165 section 3 Loudoun County School Board education funding priorities and I believe that is it so just just help with organization and then you'll notice a couple of highlighted changes as well so for several of the priorities we have included specific actions that may be included to help provide some more specifics related to each priority so for example for priority a there are specific recommendations that specific [00:09:33] action steps may include starting on line 36 again just as an example calculating the LCI using a three-year average or directing video we to work with school division staff and experts as needed to develop new special education staffing needs estimates so you'll see those also beginning on line 93 for the commitments to the teaching profession the we had the wrong year on 95 so we've updated that we've removed a paragraph the last sentence excuse me [00:10:09] and we've provided some specific actions that might be included additionally moving down to item B addressing the teacher and substitute shortage we've added specific actions that could be included moving on to section 3 item a the cost of competing funding we've added a specific action that could be included there and I believe that is a summary of the changes that we have for [00:10:47] you this evening thank you and there there are two other sections I think the way that the enumeration stopped it but there aren't any highlighted changes there and the titles continued the way that you explained and I think adding the specific actions is going to be extremely helpful especially for for new legislators who have no background in the realm of education to to be able to see what's needed but also what action would address that is very helpful so thank you for that the only thing that I noticed is the title says LCSB and I [00:11:24] think the first time that the Loudoun County School Board is references line six so we might just want to put LCSB in parentheses there just for notation Are there any other questions or concerns from the committee mr. Strachan? Thank you madam chair I do have one proposed amendment, but I'll wait until we make the base motion first Okay, but no other questions or concerns. Okay Do you want to just go ahead and explain your amendment? We may just make the motion with your changes incorporated Sure, so I would we discussed it last time, but I would still propose to [00:12:02] Remove the supports dual enrollment item just because I went back and looked and I couldn't identify proposed bill over the course of our term that would have made dual enrollment courses less accessible whether it would have passed or not so at this point we keep we keep adding in more items than we remove from the legislative agenda and this seems like something that just doesn't need to be there because we we might as well just have separate items for all of the things that we support and we don't generally do that so at this point I'm I feel pretty comfortable the dual enrollment is safe and that we don't need an item on the agenda to to [00:12:39] protect it I I think that your rationale is sound I think I'm not gonna support making the amendment only because I would like the entire board to have the opportunity to weigh in on that for the reasons that we discussed last time I I still hear concern from secondary education institutions and NOVA and others that there's concern around this topic it may be unfounded I'm not really sure and again with with large percentage of the General Assembly [00:13:17] turning over it might be good to have it for one more year but I think I would like to just allow the whole board to and the and the staff may be at a full board meeting to chime in on that so anything else mr. Sorokin anything else from staff would you like to make the motion yes thank you madam chair I move that the 2024 legislative program be forwarded to the full school board for consideration as amended by the committee at their next regularly scheduled meeting second all those in favor please raise your hand and say aye aye that [00:13:55] will pass unanimously board members present with mr. Beatty absent for the vote and we have no information items this evening so mr. Allen if you are in in a place where we could go back to policy 3120 we could take that up or if you want to have some more time outside of the meeting we can just bring it back next time thank you miss Rieser I'm prepared to speak on this generally Mr. [00:14:27] Sorokin your question about the designation or delegation of authority each policy and regulation does indicate specifically where the superintendent has delegated or has power or authority to delegate to a designee we could add language to this policy 3122 and just kind of generally indicate that where policy and regulations provide herein this superintendent has the authority [00:15:01] to delegate the powers accordingly generally 8205 or rather 1035 does delegate to the superintendent the responsibility of day-to-day operations of LCPS so again the policies do generally provide guidance here and clarity where this delegation of authority exists but we can certainly provide brief language and 3120 to address this concern mr. Allen do you [00:15:37] feel that language needs to be added or would it be just repeating what you're saying is in other policies already yeah the latter mysteries are okay mr. [00:15:53] Sorokin any questions okay would you like to make the motion thank you madam chair I move that revised policy 3120 powers and duties of the superintendent be forwarded to the full school board for consideration at their next regularly scheduled meaning second that motion all those in favor please raise your hand say aye aye that motion will pass unanimously with board members present mr. Beatty absent for the vote next we will move on to items 6.0 well actually I'm sorry item 5.0 is new business is there any new business so [00:16:32] I'll just take a moment I see some people in the audience who might be interested in knowing we are where we are on collective bargaining my expectation is that are at our next regularly scheduled or currently scheduled LMP meeting which I believe is the 9th of November Thursday the 9th of November I expect an information item with with a proposed resolution to be discussed and for that to subsequently come back for action and then go to the [00:17:08] full board for information and action so there will be an opportunity for public comment and time to review what the committee has worked on drafting okay with that we'll move on to item 6.0 which is the close meeting I move that the Legislative and Policy Committee recess this public meeting and enter into a closed meeting pursuant to Section 2.2-3712 of the Code of Virginia for the following purpose: consultation with staff and legal counsel employed or retained by public body regarding specific legal matter matters requiring the provision of legal advice by such counsel as authorized by section [00:17:45] 2.2-3711 of the Code of Virginia, specifically legal requirements and procedures regarding collective bargaining by employees of the Loudoun County School Board second all those in favor of the motion please say aye aye aye that motion will pass 2-0 with mr. Beatty absent for the vote [00:18:06] thank you so we have to take a moment to come out a closed session from the LMP [01:36:04] meeting thank you madam chair I move that the closed meeting be adjourned that the legislative and policy committee reconvene its public meeting and the minutes of the public meeting reflect that no formal action was taken in the closed meeting. I further move that the following resolution certifying the closed meeting be adopted and reflected in the minutes of this public meeting. [01:36:27] Resolution number 7-23-24, whereas the Legislative and Policy Committee has convened a closed meeting on this date pursuant to an affirmative recorded vote and in accordance with the provisions of the Virginia Freedom of Information Act and whereas section 2.2-3712D of the Code of Virginia requires a certification by the Legislative and Policy Committee of the Loudoun County School Board that such closed meeting was conducted in conformity with Virginia law now therefore be it resolved that the Legislative and Policy Committee hereby certifies that to the best of each member's knowledge only public business matters lawfully exempted from open meeting requirements by Virginia law [01:37:04] were discussed in the closing meeting to which the certification applies and only such public business matters as were identified in the motion convening the closed meeting were heard discussed or considered by the Legislative and Policy Committee of the Latin County School Board I will second that motion any discussion okay seeing none all those in favor please raise your hand to say aye aye that motion will pass to zero with mr. Beatty absent for the vote and that will bring our LMP meeting to a close we are adjourned ---------------------------------------------------------------------- Coraggio Consulting ยท aguyonx.com
