I am Carrie LaBelle, chair of the committee. Present also is Dr. Linda Deans and Dr. Sumaira Rasheed. [00:00:16] I am officially calling this meeting to order. As we have no public to comment, I'm going to make an executive decision to go on to minutes. You've been provided with the minutes of the last meeting. [00:00:33] Does anyone have any additions, corrections that they want to make? Are you okay with that, Doctor? Yes. Seeing no additions or corrections, can I have a motion to pass the minutes as submitted and a second? [00:00:52] Second. Thank you. We have approved the minutes, so now we're moving on to information items. We have policy 8550, parental notification concerning sex offenders. [00:01:11] If we could pull that out and take a look at that. all right we have the past policy which is all lined out and the new policy that's been recommended in red is there any questions discussion okay in the red line policy it says each school in the division registers with the [00:01:48] Department of State Police to receive electronic notices of the registration etc and who would be the accountable person to ensure that every principal would actually register with the state police okay it's my question and that is a very good question I can look into that for you and communicate that back that information back what I'm understanding your question to be is who actually make sure that each school is registered right and I didn't know if [00:02:28] the state police had some feedback ability for it to come back to the superintendent that XYZ school has registered and sometimes especially when principals retire and a new principal comes in you know I wonder is there a way to be sure that that school is registered I will certainly look into that for you and get that information back to the committee any other [00:03:01] questions seeing none do okay wonderful the other question is the superintendent establishes procedures regarding the use and distribution of information received from the registry the use and distribution of information how is that information kept private has that information kept I know you want your [00:03:35] community to know but but it's on a need-to-know basis versus just public release of such information so my concern is so my understanding is that what the schools provide to the parents or notices that the registry exists and how to locate the registry on the website so that parents are able to go [00:04:07] to the website independently and access that information okay so there would not be any need for a name to be released or the parent of course could identify names of individuals but would I guess there would be no way to restrict those parents from releasing that name to the public no so the the information that is on the registry is already publicly available information because it's [00:04:43] published on the website right so it is already publicly available okay because one of the things is that one of our central office administrators indicated that at one point someone had the same name as his and that was somehow circulated unnecessarily and it sort of put him in a predicament that was very uncomfortable if I may I understand that this public registry is also available [00:05:21] through the state police and the sheriff's office so it is public knowledge they can access it elsewhere we cannot keep it totally private but in terms of our students and our population our parents we do provide that information link to that list mm-hmm any other conversation about this [00:05:49] particular policy seeing none do I have a motion to move this policy to our next meeting for approval pending the answer you get to your question dr. Deans okay okay we can I need a motion then to move this to an action item at our next [00:06:26] committee meeting miss the Bell the next step would be to have it shared publicly for public comment oh okay I see we have someone else came in after we started if you have something you'd like to say we'd love to hear from you no okay seeing that there is no public comment do I have a motion to move this forward am I still on the right page here so what we'll need to do next before [00:07:02] um it's approved as a policy is if you decide that it's appropriate the next step is to take the revisions post them on the internet for public comment and also to solicit feedback from three of our advisory committees specifically the special education advisory committee the minority student Achievement Advisory Committee and the Equity Advisory Committee okay do I have [00:07:34] a motion to do those things second thank you motion made and seconded all in favor aye motion passed unanimously and so we will move this to be posted and communicated with committees we're going to move on to our second policy which is 82 70 or 82 73 that is the student's speech and expression policy it's been [00:08:12] renamed apparently students have the right to freedom of speech during non-instructional times and outside of classrooms or other areas where instruction is occurring such freedom of speech includes not only oral communications but other expressive conduct by students and such such as publications the right does not extend or include speech or other expressive conduct conduct that one advocates the commission of a crime or violation of school board policies or regulations or such speech or expressive conduct that [00:08:48] would violate the law or school board policy two is obscene pornographic or harmful to juveniles three is hate speech deframatory or cause personal humiliation to others or for leads to or is likely to lead to substantial disruption or material interference with school activities or and this part has been added an invasion of the rights of others do I have any comments or [00:09:19] questions on this policy anyone else seeing none do we want to move this forward as we did the other policy to be posted and reviewed by committee members and other committees is there a motion to do so I motion you move that second so moved all in favor I moved unanimous approved unanimously it will [00:09:57] be done all right information items concluded is there any new business no with our new business concluded is there a motion to adjourn my motion to adjourn second all in favor say aye unanimous once again thank you everyone [00:10:33] and thank you Dr. Tyler for joining us again and the meeting is now closed ---------------------------------------------------------------------- Coraggio Consulting ยท aguyonx.com
