I'd like to call to order this October 15th meeting of the Finance and Operations Committee. My name is Arben Estreffi and I'm the chair of the committee. I'm joined by Chair Mansfield and Mrs. Griffiths. Welcome. [00:00:17] Just want to ask if there was any public comment today? No public comment? Seeing no public comment, we'll move on to the approval of the meeting minutes from the October 1st meeting of the Finance and Operations Committee meeting. Board members, are there any comments or revisions to the meeting minutes from the last meeting. [00:00:39] Seeing no revisions, I'll entertain a motion to approve the meeting minutes. So if you want to just-- - Oh, oh. - Sorry. [00:00:56] - I motioned to approve. Thank you, Chair Strafi. - I'll second that motion to approve the minutes from the October 1st Finance and Operations Committee. And we'll take it to a vote. All those in favor, aye. [00:01:15] - Aye. - Aye. That motion will pass unanimously. and the meeting minutes have been approved. We'll move on to the approval of the consent agenda. Board members, are there any changes to the consent agenda for today, Mrs. Griffiths? [00:01:35] - No changes, but I do recuse myself from any vote on the consent agenda today. Thank you so much. - Thank you, thank you for that. So we'll move on to vote for the approval of the consent agenda. I'll make a motion to approve the consent agenda. Do I have a second? [00:01:50] - I second. - Seconded by Chair Mansfield. We'll take it to a vote. All those in favor? - Aye. - Aye. That motion will pass with myself and Chair Mansfield in favor and Mrs. Griffiths abstaining. [00:02:08] So that motion passing the consent agenda has been approved and we will move on to our work for today which is one action item, I believe. And that is 5.01, business and financial services, revision of policy 4030, non-locally funded programs. [00:02:29] I will start with making a motion. I move that the Finance and Operations Committee recommend the school board approve staff's recommended updates to policy 4030, non-locally funded programs. Do I have a second? Second. Seconded by Chair Mansfield. [00:02:46] Is there any discussion? And Mrs. Willoughby, do you have any other context to add? No additional information. We just brought this back as an action as I believe Mrs. Griffiths wanted some additional time. [00:03:04] Board members, is there any additional discussion or comments? Yes, Mrs. Griffiths. Thank you Chair Streffi. The only thing with the school-based grants is I thought the school board would scrutinize it more, the $5,000. We would know that the $5,000 is coming in and have an idea of where it's going. Whether the principal assigns it or it goes to the superintendent, I thought we'd have more verbiage in here that discusses the school board's involvement. [00:03:39] So you're referencing the grants that go to school activity funds that are $5,000 or less. I think we had identified, or the reason why you're not seeing more specific direction related to that, is that we had established the $5,000 threshold as being an acceptable limit of risk with that lower threshold. [00:04:03] So again, these are grants that do not exceed $5,000. dollars in addition as we had shared at the last school board or committee meeting the um a little about about a third of these grants these small dollar grants are also coming through the loudon education foundation so obviously they're vetted you know through that process and then for the remaining um grants it would just be based on the additional guidance we provide to principals regarding what funds to accept to make sure that it's in line with LCPS's policies and direction. [00:04:41] And I'm trying to remember if at the last meeting we had talked about if it was this policy about possibly adding a cross-reference or I may be confusing myself with another policy. If I may, Ms. Willoughby, was there going to be a list provided where the principals can refer to as far as where these funds can go, as you just mentioned? [00:05:01] No, in terms of when they are accepting a grant, it could be for such a variety of purposes. It could be for to provide supplies at a school. It could be to provide funding for staff development appreciation day, or it could be for something more tangible. [00:05:19] Rather than trying to put limitations on the principal and allowing them to have some autonomy with their school as well as with their community, receiving the grants is why we don't have a list, per se. Sure. Thank you, Mrs. Griffiths. I'm also looking at the regulations as well, and I think there's a lot of guidance around even grants less than $5,000 around some of the protocols for the schools and the account managers in receiving those funds and how to manage that process. [00:05:58] so just just adding a little bit more context regarding that question from my side any other questions or discussion okay seeing none we'll move forward with taking a vote on this action item all those in favor aye aye aye all those opposed opposed so that motion will pass with myself and and Chair Mansfield in support, [00:06:37] and Mrs. Griffiths opposed. That being said, we'll move on to new business. Is there any new business for the committee? Seeing no business, no new business, I think we're good to adjourn this meeting, this October 15th meeting of the Finance and Operations Committee, and the time is 4:37, which might be a record. [00:07:05] All right, thank you very much, everyone. Appreciate you coming together. ---------------------------------------------------------------------- Coraggio Consulting ยท aguyonx.com
