My name is Arben Estreffi, and I am the chair of this committee. I'm joined by Chairman Mansfield and Mrs. Griffiths. We'll go ahead and start with public comment. [00:00:17] I see we have one person for public comment. We will limit the time allotted to three minutes. And as always, we welcome public comment -- welcome and value public comment, and just reminding everyone um around the rules of respect and decorum and we'll start with uh ms crotty good afternoon um i just wanted to go over a couple of things one with the wellness policy for seac [00:00:56] um our recommendation number two um this is about the materials that would be provided the educational materials and seac wanted to add the medically aware and i just wanted to explain that we aren't asking to teach specifically on specific you know medical disabilities or something but in the idea that we are if we're doing something where we want to be culturally responsive additionally we want to make sure that we are letting students who may have an allergy or a medical condition that would necessitate that they not follow those educational materials that [00:01:35] they see themselves in that too and that we also educate other students that you know someone else's nutrition may look very different than yours so it's not to necessarily say we have to educate them specifically on diabetes or on you know any of those other many medical conditions that might change whether someone could have milk or you know a certain type of fruit or something um so just some general language that would be included probably in the same vein that the culturally responsive language would also be in there that's kind of what we're looking for there [00:02:11] and then for playgrounds I just wanted to well first of all thank the team so much um for their truly incredible and remarkable work with coming up with such a great plan that was presented last night we were all just overwhelmed and excited and very very appreciative of the work you guys have done to be responsive to our community and to collaborate with us it really it just it means so [00:02:45] much and as we look at the playground policy tonight I would just ask that we truly consider changing that language about the preschool playgrounds to just be about preschool playgrounds in general and not to specifically allow for playgrounds to just be built for our CTE programs but for any of our preschool programs and I know that that is driven by what the board decides to fund but I just don't want it to appear in our policy that we favor one group over another group that's all I have to say [00:03:21] thank you so much thank you very much I believe that concludes our public comment move on to the approval of the draft meeting minutes board members are there any changes or updates to the meeting minutes from November 19th [00:03:50] seeing none do I have a motion to approve the meeting minutes second motion to approve the meeting minutes and Miss Dina Miss Griffiths seconded all right and so we'll take it to the vote all those in favor aye aye and the meeting minutes have been approved unanimously we'll move on to the approval of the [00:04:21] consent agenda board members any changes to the consent agenda items seeing none we will go ahead and I will motion to approve the consent agenda I have a second second seconded by chair Mansfield and we will now vote all those in favor aye aye and mr. Griffiths could you you said aye all right sorry so that motion will pass unanimously the consent agenda has been approved and we'll move [00:05:01] on to our action items start with start with 5.01 business and financial services revision of policy 6120 wellness we'll go ahead and start with a motion and then we'll move it to discussion so i move that the finance and operations committee recommends the loudon county school board approve the revision of policy 6120 wellness is there a second second second in by chair mansfield and we'll open it for discussion uh does the team want to add anything to this yes yeah i just wanted [00:05:38] a brief update and so we did update the redline version that was in board docs and so on line 37 you will see where we um we incorporated cx recommendation number three and included the language there regarding the additional ingredients of the meals and this mirrors what our current practices it I also want to mention that in terms of recommendations one and two that SEAC had in their packet we are going to look at our other existing school nutrition policies and regulations to see if there may be a more appropriate fit for a possible inclusion there we still feel strongly [00:06:18] that we don't believe the wellness policy is the right spot for that information and then again as we mentioned last time that recommendation number four is something that we we could not support as it would be in violation of the Virginia code and I'll just mention for what it's worth we Miss Mills breached out to video we just to quadruple check our interpretation of the code and they confirmed what we thought that we could not make that exception thank you miss will be board members comments or questions yes chairman um I'm just wondering culturally responsive I'm just wondering if [00:06:57] that really is kind of medically aware too if we're thinking of it more generally and broadly. Could it be assumed in there? Culturally responsive, could that also encompass medically aware? I'm just wondering, more generally. I mean, I know, I see what they're talking about. What comes to my mind would be when I think of cultural, I'm also thinking of, [00:07:37] there could also be like religious dietary restrictions and, you know, some of those type of definitions. When I think of medically aware, I'm thinking of something that is more directly tied to a restriction because of a disease, perhaps, or an intolerance. [00:08:03] Ms. Griffith? Thank you, Chair Streffi. I did have a question, and maybe you can point it out for me. We had discussed for meals, I guess, over the summer, where people, you know, were required to stay and sit and eat where is it here that they can bring it home they cannot bring it home when we allowed that to occur during the pandemic it was because the usda allowed us to allowed a waiver [00:08:38] that allowed parents to pick up meals and to also offer meals outside of the normal service window since then all those waivers have been rescinded and we are back to the the traditional model which is required by the USDA. And so that's why, and we get this question often, especially during the summer, that we are, our hands are tied. We're limited to offer the meals during a very specific window. The meals must be consumed on site and they cannot be picked up and taken elsewhere. And that's in the federal code. I'm sure we could provide that [00:09:14] separately. Yeah, I'll need that code number. But also, you know, as far as my issues with this policy, I'm still not seeing requirements and mandates or codes for what we discussed for the SEL, but also the health and physical component, is that recommended and required? [00:09:37] The whole school, whole community, whole child component, recommended or required? I still need to know these answers. I don't think you should have these things in a policy if they're not mandated or required, and I'd be looking for federal code. [00:09:55] So I did provide that information on an email on November 12th where I provided the federal code, and in that same email I shared information that we have adopted our policy that meets the requirements of the federal code, also that LCPS crafted its wellness policy to also meet the recommendations that was also outlined in the Alliance for a Healthier Generations Models local school wellness policy which the USDA provided as a resource model policy and that resource [00:10:32] model policy I believe either was included in in that response or was also included in board docs the model policy identified three main components the required nutrition component the recommended health and PE component and the recommended whole school whole community whole child component and so Again, LCPS has adopted a policy that followed the model policy so that we have the requirements and the recommendations included in our policy. [00:11:03] I do have that email from the 12th, and I looked and I didn't see mandated federal codes for any of those things. You're saying recommended. And for SEL, same thing. I looked through what you sent and I didn't see it in there as well. [00:11:20] So it's not required, not mandated, and I'm not sure why you're keeping it in this policy. We're keeping it in this policy because this is something that LCPS has supported and was adopted by the prior school board. And as we bring the revision forward, it is at this school board's pleasure if they wanted to revise that policy. [00:11:41] Thank you. Any other comments or questions? Yes, Jim. I guess coming from the therapy realm of wellness, you think of mind, body, spirit, And that includes your mental health, your physical health, your environment, and all of the rest of that. [00:12:07] And we hear so much about right now about behaviors and things like that in our schools. And I can see how we would want to keep this social-emotional learning in here. I wish it had another name because I think that that name right now has some bad connotations from political things that are going on in the world right now. [00:12:37] But I think if we really look at what it is, like you have respect for yourself and others, healthy relationships, good communication skills. These are just good human things that we want and good civil discourse and all the rest of that. [00:12:53] and how we get along with each other and emotional wellness. And I think that that's something that we're working more towards than we should as a community. So I support keeping these kinds of things in here just because I think we have to look at the whole child. [00:13:14] So I understand your thoughts on this. I don't think, and I respect your thoughts about it. I just disagree. Thank you. I just made suggestions to separate, that you shouldn't have nutrition with wellness. [00:13:35] It should be separate policies, and then go from there. But you still have it in the same policy. So that's why I have an issue with it, and that's why I will not be voting for it. Thank you. Thank you. I'll just maintain kind of what I said in one of our past meetings as well, is that I would want to stick with the recommendations and the best practices and not veer off and invent our own kind of version of this in terms of what the best practices and recommendations are for a wellness policy coming out of the USDA. [00:14:09] So that's just kind of, again, repeating what my position was last time. Any other questions or comments? If I can add one more thing. I don't think it was recommended or required from the USDA. [00:14:26] I just wanted to mention that. Thank you. okay so seeing no other comments then we'll move on to vote so all those in favor aye aye all those opposed nay that motion will pass with myself and chair Mansfield approving and mrs. Griffiths opposing we'll move on to [00:15:03] action item 5.02 support services contract award for IFB 24-536 2025 roof renovation projects at Catoctin ES Little River ES Mill Run ES and Round Hill Elementary and this is I will just go ahead with the motion I move that the Finance and Operations Committee recommend the Loudoun County School Board approve the contract award of IFB 24-5364 Catoctin Elementary School [00:15:38] Roofing Renovation Project to Patuxent Roofing and Contracting in the amount of $2,456,675. Little River Elementary School Roofing Renovation Project to Simpson Unlimited in the amount of $1,754,950. [00:15:59] Mill Run Elementary School Roofing Renovation Project to Simpson Unlimited in the amount of $1,778,750. round hill elementary school roofing renovation to simpson unlimited project in the amount of one million five hundred forty five thousand five hundred fifty dollars and authorize the chair of the school board to sign the final contract documents upon presentation do i have a second seconded by mrs griffiths and we'll open it up for discussion and i see we have mr pascarelli a director of construction would you like to add anything uh no i just add that this is part of the [00:16:39] FY25 approved cap budget for these projects we had really good response on these we had five bidders for three of the projects we had four bidders for catoctin and we're recommending contract awards the lowest bidder for each project so thank you board members any questions or comments seeing no discussion um we'll move on to a vote all those in favor of the motion aye aye aye that motion will [00:17:13] passed unanimously would you guys like to send it to consent to the full board so consent to the full board yes so this item will be moved to consent to the consent agenda agenda on to the full board moving on to 5.03 support services contract award of ifb 24-535 lightridge high school in potomac falls high school modulars i'll go ahead and make the motion and then open it up [00:17:52] for discussion i move that the finance and operations committee recommend to the leon county school board to approve the contract award of ifb 24 535 lightridge high school and potomac falls high school modulars to s works construction corporation in the amount of one million nine hundred thirty five thousand nine hundred five dollars and ninety six cents and authorizes the chair of the school board to sign the final contract documents upon presentation do i have second second in by chair Mansfield is there any discussion and I'll open it [00:18:31] back up first to mr. Pasquarelli if you want to add anything here I just mentioned that we brought this here to the committee back in August of this year identifying the needs for modular classrooms at these two schools since then we've completed drawings been out to bed started permitting for these schools and we're here to seek contract approval members any discussion yes so something that I always wonder about and maybe this is a security question but [00:19:09] the modulars they're outside right and you have to go outside for them what kinds of security measures and maybe it's not appropriate for me to ask here put in place for that for during the day and going in and out of the school thank you for that question it is an important one and so we've had that discussion over the past several years and so now all of our installations of modular classrooms include the a phone system so that right at the the modular [00:19:47] entrance there's the the push button where you have to call to get in and so somebody has to come to the doors are locked all the time and then the teacher or whoever is managing that area would let anybody in and then the same thing happens when you go over to the school building so students come out of the larger classrooms go over to the school building there's another a phone system there to get you back in the building and so those are monitored and managed with the school administrations to do our very best to keep as much safety in mind as we can, possibly through the travel in and out of those classrooms. [00:20:20] Do we have extra allied services or something that would be there? We haven't in the past. I will say that they all are equipped with all the fire alarm intercom systems, so we have direct communication to the, if you want to know why it costs so much to do a modular, because we have all those systems that you have in every classroom in these modules so they can talk back and forth in emergency situations with the office as well. [00:20:41] but to date we have not put in any personnel for safety could you remind me how many modulars we're putting in at Light Ridge and then how many we're putting in at Pertubic Falls we're putting in eight at each and how many do they count how many kids do they hold modular classroom classroom would be we plan them for 23 and sometimes there would be a little more a little bit less and we're putting in the quads right so these would be four classrooms with a [00:21:18] the with a central corridor so there would be one entrance into the corridor and you can go to either of the four classrooms so there's not four individual doors for each pot so there would be two doors to get into a group of four and then a group of four yeah thank you any other discussion yes miss Griffiths thank you chair Estreffi it sounds a little bit like a fire hazard you said just one door or two doors you said yeah there's two doors to exit out always for all these so coming in and where's the other door so if you can [00:21:58] imagine there's like one hallway with a door on either end in this classrooms on either side two classrooms here two classrooms here in a corridor that goes right through the center so you could egress out either end of the building I'll also add that all of these are just like any other construction project they are permitted and reviewed by the county for code compliance the fire marshal inspections all that so they get the same level of inspections at any building that we build so we have several layers of checks and balances for to make sure we're not having fire issues or egress issues that folks can [00:22:33] get out in case of emergency and bathrooms - you have bathrooms in these modules the ones that we only are putting in restrooms in the elementary level the high school and middle school kids will go inside the building when they change classes for using the restrooms and the plan is still for these to be available for 2025 fall of 2025 yes sir and are there more modular plan for Light Ridge or is eight going to be enough y'all are laughing I [00:23:11] see it so we are aware of the of the strains of enrollment and we're working through that but we do believe this will be enough to get us through to the end of that I will say as a little precursor we're looking at a possibility of an interim measure between now and the fall of 28 when he's open or when HS 14 opens and gives the school some relief so we are watching that very closely and know that their press which is why we made it a priority to get them in this year so if we have to do more I just I have a little part palpitation thinking [00:23:45] about all those kids at Light Ridge going into one in back into the building all at once so if we could if we have to do more I think if we could look a little bit into that and I know y'all have those conversations on a regular basis also when do we look at re which is everybody's favorite thing we zoning tend to zone changes that's essentially what I was alluding to a moment ago rather than putting in more trailers that we would be looking at business [00:24:21] Tate and I having those conversations now and we will bring possible suggestions to the board in the near future I just hate continuing to get more modulars and and not like redistribute we agree at 100% And I know that we've thought about this before, but re-looking at policy to look at the zoning every five years, is that something that we could look into? [00:24:48] And maybe I should bring this to new business. Well, we are working on revisions to the policy, for one, because there's a new requirement, if you recall, about the socioeconomic information that's required or referenced in the policy now as a consideration that we cannot provide based on recent changes for that free and reduced meal information. [00:25:08] So we know we need to adjust the policy to do that. We're working on making that adjustment and bringing it to this committee, and then we can certainly have that conversation about doing a regular review of that on whatever cadence the committee would like. Thank you, Chair Streffi. [00:25:28] My issue with the modulars are they're one-time use, correct? You mentioned last time you can't move them on a trailer or anything, so you're spending all this money and they're just a one-time use. We don't put modulars in lightly. [00:25:46] take that very seriously we have on numerous occasions moved modular classrooms we've moved one group of them three times and that was a little bit too much they are which wood frame structures so they take a beating when they're picked up and put on a trailer and move but they can physically be moved they're not built on a trailer so we try to call them modular classrooms rather than trailers because they they come and sit on a masonry foundation they can be moved we just don't like to do that our goal is to do that as a last resort but when kids are coming and coming and coming and we don't have a place for them that's that's what we do and so that's usually our last resort to put that in we know [00:26:23] that HS 14 is coming online will provide some relief to that and so we would like to minimize the use of modules whenever we can but in this case we believe it's necessary and you know we've been talking a lot about libraries but we're also talking about Potomac Falls where there we don't have a relief valve for enrollment coming HS 14 is going to relieve Light Ridge but we don't have a relief valve coming for the enrollment at Potomac Falls so that's why we've been talking about you know possible changes there as well and so there's there's lots of wheels turning for the pressures on enrollment in [00:27:01] different places any other discussion questions seeing none we'll take a vote All those in favor? Aye. Aye. All those in opposition? [00:27:24] So that motion will pass with myself and Chair Mansfield in favor and Mrs. Griffiths opposed. Moving on to 5. 01 support services, revision of policy 6320, playgrounds. I believe we have two different motions here. [00:27:52] Maybe I can give you all a chance to present. So Mr. Lewis, would you like to get off? you chair straffi yes um at the conclusion of our discussion at the last finance and operations committee meeting on november 19th as well as the ongoing work regarding playgrounds through the cip process what we've done here is we have provided two potential recommendations for you all to send to the full school board and one was the original staff recommendation surrounding um the language uh with the two to five year old playgrounds around the cte program [00:28:30] but we also um through those discussions and and opportunities provided an alternative edit that would strike and it would uh it would actually um support cx first recommendation of edit and it would strike all the language after the period um where it relates to two to five age playgrounds and so what you see there and your recommendations is the first that was originally staff recommended and then an alternative recommendation that would uh take the uh [00:29:02] alternative language or the further edits forward to the full school board and those are on line number it starts on line number 40 49 49 so we would strike everything after the period after age two to five on line 49 thank you very much board members any questions or discussion yes I was wondering so okay so then it would read play groom playground equipment constructed LCPS facility should be designed to create a [00:29:39] cognitively and physically stimulating recreational place appropriate for elementary age students should we put or preschool students or should it be and I think the or is applicable because it's two separate playgrounds so it would the the playground should create a recreation on appropriate elementary school student ages 5 to 12 or preschool students age 2 to 5 we can't have one playground that accommodates both age groups if I may I follow what you're [00:30:14] saying yes from a holistic perspective you want to make sure that we're having a playground for 5 to 12 and for 2 to 5 so we need to have playgrounds that accommodate both of those not referring to the particular playground but to the the utilization so I think what you're saying is if we change that to or then we'll guarantee that we have a playground for 512 any separate one for two to five wait so I read this and is that you either have this or that and you're saying that you're reading it differently no I'm saying if we make the [00:30:54] change of a word to end it would have this and that not this or that okay yes Does that make sense, Mr. Stocks? I think you had another interpretation, and so I'm just... [00:31:11] The introductory statement in that sentence is saying, as we design and construct playgrounds, they should do this, this, and this for these age groups. [00:31:26] It's not necessarily a mandate that they are on elementary sites. That will happen through the CIP and through the playground program. This is a statement saying playground equipment constructed at LCPS facilities should be designed and created for these two, if that hand fixes it. [00:31:50] Yeah, but I think I understand what Mr. Stocks is saying. He's talking about the actual design of the equipment is either going to be one or the other. But the policy is giving us direction to put both of them in and to provide direction to put both of them in, it needs to be and. [00:32:11] We can make that change. okay so then it would be a strike at line 49 it would be a strike through the hyphen and the or and put it and okay do I need to make a motion for that or do you in order for this to go through well I'm gonna make sure I'm interpreting this right too but I think we also need to have a conversation about the [00:32:46] alternative we also have conversation about the alternative paragraph as well because they say two different things about the early childhood education plan and so you've been focused on lines 47 to 49 but we also have the 57 through 59 that has a little different message there I think it is it's just in blue [00:33:20] you're just making it more I think I think what we're looking at is we want to make sure that they have that they're creating and designing for both preschool and elementary school but Mr. Stocks could you explain what your interpretation was I just want to get the wording correct yeah my under my intent and in this language was that when we're designing playgrounds and constructing playgrounds and placing them on school property even if it's in [00:34:00] a high school for the CTE program we're doing it in accordance with this language so we would be designing them for elementary school age students 5 to 12 a playground designed through the standards and and as it and but a separate playground pad they couldn't not they could not be necessarily the same playground structure because there's not a 2 to 12 age appropriate playground so my mind with my statement and understanding is more around what [00:34:32] we are instructed and guided to do for the age appropriateness. Alternatively, you could have and four. So you could read stimulating recreational place appropriate for elementary age students ages 5 through 12 and for preschool students ages 2 through 5. So that you're clearly saying this and that, but you want to make sure that both are being accomplished. One more time. [00:35:05] So on line 49, you can, instead of the or, you're going to add and space at an F and make or. And for. [00:35:23] And for. That's it. That's it. So simple. You could, but to kind of merge both of these, I don't know if that, does that help you? Yeah, so I think, and I apologize, it didn't strike me, and then I'm now catching on to what Mr. Stocks is saying. [00:35:39] We're in section B, design and construction. So when we're doing it, these need to be done with these types of things. I think what we need to do is go up to the above paragraph and provide direction from the board to staff that we shall put in a 2-5 and a 5-12 at every school. [00:35:57] And then that would then, this down below, just falls into how we do it as opposed to what we're going to do. So right now we are just, I don't think these paragraphs give us guidance to put them in. It just tells us when we put them in, this is how we do it. And in that case, then the and would be fine. [00:36:15] Right. So I think what we need to do is go up to the introductory paragraph and add a statement that says all playgrounds shall have, or all schools, all elementary schools, shall have a 5-12 and a 2-5. And then we get into design and construction, which is what you were making. Correct. [00:36:30] So in the introduction, we need to have guidance to do this. And then when we do it, this is how we do it. In fact. So, for example, on line 30. Line 30? Yeah. So when you're saying to bring it above, would you start there with your introductory sentence? [00:36:49] I think above design and construction, we would have, you know, section A playground equipment. It says when any playground equipment is installed, but no place in this policy have we decide when and where it does go. And so that's an oversight on our part. [00:37:05] So what we need to do is put in that area, you know, it says when it is installed, once it's installed. We need to have probably a new paragraph one that says all elementary schools shall have a 5 to 12 and a 2 to 5. [00:37:21] Like a number three? I'll probably make it number one and move the other two down. Okay. What do you think? That's fine if it provides clarity because they're saying it establishes the requirements at the forefront of the policy, and then everything else will flow. [00:37:39] So you won't need to have that further down. And we can have other conversations, And I know we want to make sure this gets done, but we're not in a hurry to do it. Maybe some of this other design and construction stuff goes in regulation and we just keep the policy short to say establish the criteria or the requirements. [00:38:00] Or we can leave it there. We can all leave it all there. Okay. That's fine with us. I appreciate the change as well, like adding it at the beginning of Section A and then having the clarity and the wording later. [00:38:17] But I agree with you. know this is it has been the longest playground process I think that has ever been known to man but I so appreciate you guys really listening and being thorough and and understanding the passion it really is it's very nice and heartwarming and I'm very appreciative so we'll make that change and we appreciate the clarity in the direction from the board as we've known this is a a new process relatively new process so it's great to get clear direction and so [00:38:55] we know exactly what's required and we'll make that one change and bring it back at the next meeting and we have fences in here now yes it's in the regulations maybe I know it's being added to the regulation to correspond with current practice and as this policy matriculates I'm not a hundred percent sure if we added a sentence in policy I was scanning for that is it proper to [00:39:34] put it in policy since it's also going to be in regulation to make it more clear it's easy enough to say a fenced playground and then we have it covered so we can we can expect that to come back in the next uh meeting in action okay any other an amendment like do we [00:40:05] need to make a motion to do that or do we just bring it back um before we move on any other discussion okay seeing none um we will move on to our information items uh 6.01 business and financial services revision of policy 6140 free and reduced price meal services and i believe this presented by ms mills director of school nutrition good afternoon so we are recommending these [00:40:40] revisions as a requirement to keep in line with usda vsba and lcps practices and responsibilities this policy was most recently revised in november of 2022 and it outlines loudon county public schools commitment to providing free and reduced price meals to eligible eligible students through the national school lunch and school breakfast program so the revisions that we are recommending are important because they will clarify procedures for determining eligibility for meals [00:41:17] based on federal and state guidelines they ensure transparency and public access to the application process they require that at the start of the school year and at back to school night we are are making opportunities available to parents to apply and we are informing them about the process the eligibility process and also other federal meal benefits that are available to them we are making certain that we are not overtly identifying students on this program or treating them differently and [00:41:51] last but not least this policy keeps us confirming that we are providing after-school nourishment to students that are attending programs with enrichment in schools with greater than 50% free and reduced students. [00:42:07] Thank you very much. Board members, is there any discussion or questions? Yes, Ms. Griffiths. Thank you, Chair Streffi. Per the other policy, I had asked if you can bring the food home. [00:42:28] Do you have to sit there and eat there? You cannot bring it home. The only time you can take food off-site is when USDA makes available waivers that allow you to eat off-site or not follow the times they have standard meal service times and again the reasoning behind that is just to make sure that the child that's deserving of that food gets that food so it's really to protect the kids but yes minus waivers it's not possible [00:43:01] to take the food off-site the child needs to consume it while they're at the activity the reason why I was asking is because I had a couple parents mentioned to me that it's not always convenient for them to stay and eat they would like the student to come home and and that sort of thing so that's why I'm asking about it do you have I don't know federal code it says they can't bring it home through the USDA yes yes I'd like to see that I think you like any other questions or [00:43:40] discussion I appreciate the the clarity around the summary of the changes and where VA has codified these requirements and also appreciate that this somehow will potentially bring a lot more consistency in the way folks access these resources and information across all the schools so yeah I don't have any other questions so then in that case we'll move on to our next information item 6.02 support services revision of policy 6340 disposal of [00:44:17] surplus personal property mr. Jeffrey real quickly yes well that item will 6.01 come back as action or consent I would like to see the code I would like to you [00:44:52] know be assured that they can't bring it home that there's no mandate or code that says they can't leave the premises with the food thank you okay so we'll bring it back for action thank you so moving on to six zero two give the Florida mr. stocks thank you chairs Jeffy so this policy is an existing policy and we are doing this through our our review process for all policies and it is a recommended policy by the VSBA to have to make sure that we are properly disposing of our surplus personal property through the in [00:45:32] accordance with the Virginia Public Procurement Act and we have very minor changes that are listed through the summary there most of them are just grammatical and then I do want to note that we did combine we removed the online auction in line 22 and just added it to combine with in person or online on line 18 just for simplicity and then we've added the terms recycled or solid [00:46:04] waste on line 21 where we reference the disposal of scrap thank you very much board members any comments or discussion okay I'm wondering okay so this you know we do have theater programs and things like that do they ever get to look at this at what the stuff we have for their props and to relook at things and recycle those things into artwork or anything like that that's that's not a [00:46:43] current practice we've not been approached we can reallocate anything that is disposed of or surplus by a school in our school district and we do we review everything that comes out of the buildings and determine if it should be redeployed or if it should be either auctioned or disposed of obviously if anything is in irreparable damage and potentially dangerous we would dispose of it but we have not we have not been requested of that nor have I am I aware of us facilitating that at any point and I just don't know if they don't even know I mean when you're you know as an artist or those kinds of things it might [00:47:22] be I don't know maybe we can just hey guys look you might want to check something out I mean I don't know might be too much work but at the same time when you're making props and making all those things sometimes you spend a lot of money on things that you can just repurpose just a thought if I could piggyback on what on chair Mansfield I totally think that I think that's a [00:48:01] great idea to send an email I don't know specifically to the theater or or even the art departments and ask them if they can use this stuff you're planning to bid or get rid of or even if it's damaged they can might be able to work with it I was just telling somebody today that I wish I had my old computer because I've seen them as fish tanks so I regret throwing them I regret throwing my Mac away because I've seen it as a fish tank so I think miss man Mansfield's [00:48:36] idea is a good one. And just like with the instruments that we had at the beginning of the year, we started doing announcements, and now more kids know that they can get an instrument, whereas they might not have known before. I think we should put it out there as props and art, if they're interested, to come to a specific spot and take a look and see if there's anything they can use. Good idea, right? [00:49:03] Yeah, and I think part of, and I might need Mr. Stocks to help with this, is trying to identify the types of things we're really talking about in this policy. And I recognize, and to Mr. Estreffi's example, we don't usually have a hack of lumber laying around that we don't use. [00:49:20] And so a lot of times things that could be used for a prop are probably thrown in a dumpster and aren't really reusable. Whereas for this policy, we're talking about disposal of computers or tires or old furniture, those types of things that may not be suitable for something like that but i think it's worth a conversation and we can talk about that in house do you list them anywhere or you just say okay this is here this is the warehouse we're putting it all in and then we're going to dispose of it later we vet everything that we either auction or dispose of we vet everything that [00:49:55] comes out of the schools and anything that is current standard equipment and in usable condition we redeploy so i mean we're really talking about things that we've identified now as we potentially wouldn't necessarily want to have in the school not necessarily for a drama production or play but it's it's either obsolete it's breaking or it's just not no longer functional so we if it were usable in the school we would redeploy it elsewhere so this doesn't preclude Per se the the example you use with the drama props and stage [00:50:31] Or art this is more when we are ready to dispose of something to be in compliance with the Virginia Public Procurement Act We have to do it one of these ways For members any comments or discussion additional comments or discussion? No Would you all be okay with? [00:50:52] Moving this to the consent agenda. Yes. Yes, okay so we'll move this to consent and we'll move on to item 6.03 support services new policy 6460 buildings and ground management and maintenance and I believe this is presented by mr. Sox as well thank you chair Streffi this is a brand new policy for Long County Public Schools as recommended by the VSBA and it basically just sets in place language requiring the school district to [00:51:29] maintain our facilities and and systems major and critical building infrastructure and components in a in a safe and operational manner was there anything else that was beyond the I mean in VSBA guidance or recommendation was there anything else you all contemplated that might have been part of this a policy like this is there additional detail that we maybe chose to to leave what was that process what did that process look like so there are a couple [00:52:08] things that one that comes to mind in particular I may need mr. trainer to help me with there is a a state code that requires us to have a process in place to open and close divider divider petitions in like either in the auditorium or in classrooms because there has been a history of of students getting hurt doing that so there's a requirement so those are things we'll be putting in the regulations to it to address that and we just chose with help with division council of making the policy shorter and then we'll try to identify those types of things but a couple things like that but it's nothing [00:52:45] major and it's just one of those things that we've just never had in in policy and we just felt it was time to do that and it's also recommended by the BSBA to have a policy with with this in mind thank you I mean there's gonna be an accompanying regulation there will yes there's no other comments or discussion would you all like to put this one on consent as well so we'll see if you guys [00:53:19] want to do a thumbs up for consent so we'll move that consent as well so our last information item is six dot zero four support services the historic Douglas high school education development campus and I believe it's presented by mistake good afternoon I promise to be brief the historic Douglas high school was constructed in 1941 and served as the only african-american high school in loudon county before integration in may of 2023 we rededicated the school and the campus after a two-year [00:53:57] renovation project commemorative efforts associated with the original 1941 portion of the building helped tell the story of douglas high school to community members and visitors i am here today because the loudon county planning and zoning staff plans to bring forward denomination of three properties, the former Union Street School, the Loudoun County Government Courthouse, and the Douglas High School to the Board of Supervisors for submission to the African-American Civil Rights Network to recognize the importance of this school [00:54:32] and this project in telling the story of the Civil Rights Movement and the sacrifices that were made by people who fought against discrimination and segregation. The African-American Civil Rights Network was created in 2017 and is established within the National Park Service to recognize such properties, facilities, and programs. [00:54:55] Inclusion in the network is entirely honorary, it imposes no restrictions to LCPS for this if we wish to modify in some future point our campus or building, and so I'm just sharing this with you today. is in support of the nomination and no action is necessarily needed by you or the full board which is sharing. But I'm happy to answer questions. Thank you so much. Leave it up for any comments or discussion. No comments or discussion. Thank you very much. So this [00:55:31] doesn't require any action. So we'll move on to new business. Is there any new business for this afternoon? Seeing no new business. Mr. Streffi. Oh yes. Mr. Stocks pointed out to be on 6.02 and 6.03, the two policies, they will have to go out for public input, and so we could bring them back on the consent if there were no comments, possibly, but at this point we'll wait and see what the comments are. [00:55:57] Absolutely. Thank you for pointing that out. Okay. Well, seeing no new business, we'll now adjourn this December 3rd meeting of the Finance and Operations Committee. Thank you very much. ---------------------------------------------------------------------- Coraggio Consulting ยท aguyonx.com
