We'll go ahead with item 1.01 remote participation. I've been notified that Chair Mansfield would like to remotely participate in tonight's school board meeting.

[00:00:40] No, not yet, but my husband should be getting home soon. Thank you. I will now entertain a motion to allow Chair Mansfield to participate in this special school board meeting remotely.

[00:01:02] Yes, Chair. I move that Chair Mansfield be allowed to participate remotely in the meeting. Thank you. Do I have a second? [00:01:39] move on to our closed session Ms. Chandler do you have a motion indeed I do thank you Vice Chair Streffy I move that the Loudoun County School Board recess this public meeting and enter into a closed meeting pursuant to section 2.2 - 3712 of the Code of Virginia for the following discussion and consideration of the performance of a specific public employee as authorized by section 2.2 - 37 11 a 1 of the code of virginia discussion and consideration of the performance and disciplining

[00:02:15] of a specific public employee as authorized by section 2.2-37 11 a 1 of the code of virginia ms chandler has made a motion do i have a second second seconded by ms labelle is there any discussion yes ms chernoff thank you vice chair streffi i would like to propose an amendment to the motion to go into close specifically there were two different items listed in the motion and i And I would like to move that there be a separate motion to go into close for each of those items.

[00:02:47] Simply put, I'm moving that the board amend the current motion to go into close only for the discussion and consideration of the performance of the specific employee as authorized by Section 2.2-3711A1 of the Code of Virginia at this time. Thank you.

[00:04:04] any matter and anything in this matter enclosed based on personal reasons however i am planning to participate in the discussion for the second item that was listed in the base motion what i was specifically proposing is that the board amended i think we've gone through this part right yeah we're good so that's the reason thank you is there any other discussion seeing none we'll We'll now vote.

Ms. Chandler do you have a motion yes Vice Chair Estreffy I move that the closed meeting be adjourned and that the Loudoun County School Board reconvene its public meeting and that the minutes of the public meeting reflect that no formal action was taken in the closed meeting do we have a second seconded by Ms. Donahue is there any discussion seeing no discussion

[02:10:33] all those in favor raise your hands and say aye aye and we have one abstention and that is Ms. Chernoff so myself, Armin Estrefi, Dr. Deans, Ms. Chandler, Ms. Donahue, Dr. Rasheed, and Ms. LaBelle support the motion, and Ms. Chernoff abstains.

Thank you very much, Ms. LaBelle. appreciate that um okay uh miss chandler do you have another motion yes i move that the following resolution certifying the closed meeting be adopted and reflected in the minutes of this public meeting resolution number 18-2425 whereas the loudon county school board has convened a closed meeting on this date pursuant to the affirmative recorded vote and in accordance with the provisions of the Virginia Freedom of Information Act, and whereas Section 2.2-3712-D

[02:11:56] of the Code of Virginia requires a certification by the school board that such closed meeting was conducted in conformity with Virginia law. Now, therefore, be it resolved that the Loudoun County School Board hereby certifies that, to the best of each member's knowledge, only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the closed meeting to which the certification applies and only such public business matters as were identified in the motion convening the closed meeting were heard, discussed, and considered by the Loudoun County School Board.

[02:12:32] - Thank you, Ms. Chandler. Motion has been made. Do I have a second? - Second. - Seconded by Ms. Donahue. That motion has been properly moved and seconded. I'd like to also just add a further point of order the previous motion that um mrs griffiths was also absent for the vote if the clerk can just kind of record that as well um so that now that the second motion has been um properly moved and seconded is there any discussion seeing none all those in favor of the motion please raise your

[02:13:08] hands and say aye aye please note that um all those abstaining aye miss chernoff has abstained for the vote. Ms. LaBelle, Dr. Rasheed, Ms. Donohue, Ms. Chandler, Dr. Deans, and myself all support the vote. And Mrs. Griffiths and Chair Mansfield are absent for the vote.

I move that the Loudoun County School Board recess this public meeting and enter into a closed meeting pursuant to Section 2.2-3712 of the Code of Virginia for the following discussion and consideration of the performance and disciplining of a specific public employee as authorized by section 2.2-37, 11A1 of the Code of Virginia.

Resolution 18-24-25, whereas the Loudoun County School Board has convened a closed meeting on this date pursuant to an affirmative recorded vote in accordance with the provisions of the Virginia Freedom of Information Act and whereas section 2.2-3712 sub D of the Code of Virginia requires a certification by the school board that such closed meeting was conducted in conformity with Virginia law.

[02:50:08] Now therefore be it resolved that the Loudoun County School Board hereby certifies to the best of each member's knowledge only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the closed meeting to which the certification applies and only such public business matters as were identified in the motion convening the closed meeting were heard discussed or considered by the Loudoun County School Board thank you miss Donahue is there a second seconded by Miss Chandler that motion has been properly moved and seconded is there any discussion seeing none all those in favor please raise your

I move that the Loudoun County School Board affirm the hearing officer's report and recommendation dated December 5th, 2024, and does hereby dismiss and terminate employee 02121224 from employment with Loudoun County Public Schools effective immediately.
