I'm the chair of this committee. I'm joined by Chair Mansfield and Mrs. Griffiths. Thank you all for being here. We have a full house today. [00:00:15] I wonder if it's the sanitary easement that has brought us together, or it could be the recovery school and the transition center. Appreciate you all being here. We'll start off with public comment. Do we have any public comment for today? no seeing none we'll move on to the approval of the meeting minutes do I have a motion to approve the June 17th 2025 Finance and Operation Committee meeting draft minutes second yeah I will motion to approve those minutes and I have a second from Mrs. Griffiths that has been properly moved and [00:00:51] seconded is there any discussion seeing none we'll go on to a vote all those in favor please say aye aye aye aye that motion will pass unanimously the meeting minutes have been approved and we'll move to our first action item for this afternoon support services watson mountain ms14 on-site sanitary easement fleetwood i'll go ahead and make the motion i move that the finance and operations committee place this item on the school board meeting consent agenda and recommend that the loudon county school board approve the grant of the sanitary sewer deed of easement to the loudon county sanitation authority loudon water at watson mountain middle school property further [00:01:30] that the chair of the school board is authorized to sign the deed of easement upon presentation do i have a second yes second second by chair mansfield um i'll now uh pass it over before we get into the discussion pass it over to mr lewis or mr trainer thank you mr streffi we don't really have a lot of information to add other than it was just a request from the neighboring property to be able to have an easement to tie into the sewer line that's there so a pretty standard operation and we don't have any concerns about it thank you very much any additional discussion [00:02:05] Seeing none, we'll go on to a vote. All those in favor, please say aye. Aye. Aye. That motion will pass unanimously. I don't see that the wording for consent agenda is in the motion, so board members, are we okay to add this to consent? Yes, thumbs up. So that item will go to consent. [00:02:37] We'll move on to the Department of Student Services naming of the LCPS Recovery School. I'll start off with a motion. I move that the Finance and Operations Committee recommends that the school board name the LCPS recovery school program the recovery inspiration strength and empowerment rise Academy do I have a second second seconded by chair Mansfield before we move it to a discussion you know it's been a while miss Richardson would you like to present thank you this item was bought [00:03:11] before the committee in June of 2025 it has been vetted by our D division Council there are no trademark issues staff have collaborated with with stakeholders and it is recommended that we name it the LCPS rise Academy rise stands for recovery inspiration strength and empowerment this process aligns with LCPS policy 6510 naming school facilities section C naming portions or [00:03:47] areas of school grounds or programs so unless otherwise directed it is staff's recommendation that this move to the full board as an information item very much all right seeing none we'll take it to a vote all those in favor please say aye hi this is for action this is this would go information yeah aye aye that [00:04:25] motion will pass unanimously. Thank you all very much for all the work that was put into this. We're very excited. We will move on to 4.03, Department of Student Services, naming of the LCPS Transition Center. I will make a motion. I move that the Finance and Operations Committee recommends that the school board name the LCPS Transition Center, the LCPS View, Transition Academy, Vocation, Independence, Employment, and Work Readiness. Do I have a second? Second. Seconded by chair Mansfield and then miss Richardson if you would like to present [00:05:02] certainly we are very excited about our up-and-coming LCPS transition center we followed the same process so this came before your committee in June of 2025 as an information item and it's back for action it has been the naming has been vetted by council there are no trademark issues again staff collaborated stakeholders and the recommended name is the LCPS view transition Academy excuse me this process aligns again with LCPS policy 6510 naming of school facilities [00:05:39] section C if there's no additional direction then it is staff's recommendation that the committee vote on action and take this to the full board for information thank you just one question on the on the namings of these centers the stakeholders who exactly is that yes so for the transition center since we're on that particular item right now the trend the transition team did a poll to all of their transition teachers and job coaches and they all had the opportunity to submit names and then they voted so it is the actual [00:06:19] transition teachers that came up with the recommendations and then for the recovery school we followed the same process and we sent it out to our student assistance specialists they all made you know naming recommendations and then that group of stakeholders voted mr. Richardson I am under the impression that SEAC also was approving of thank you miss Mansfield yes that is correct we did send send them the form link for the transition center they they got to [00:06:57] vote on the top two names that the transition team had narrowed down. That is correct. SEAC did have a vote. Any other discussion? Seeing none, we'll take it to a vote. All those in favor, please say aye. Aye. Aye. Aye. That motion will pass unanimously. Thank you very much. [00:07:24] And we will move on to our information items, 5.01, Business and Financial Services, RFP R23268, Tree Services Renewal, presented by Mr. Wohan, I believe, or was that you, Mr. Lewis? Oh, Ms. Celia, sorry. Thank you. [00:07:43] Before you this evening is the renewal of our tree service contract to run from December 1, 2025 through November 30, 2026, with no change in pricing, and this contract is in its second renewal for this contract. [00:08:03] Thank you very much. Board members, any discussion no other discussion so we'll move on to 5.02 did you want to put that on consent in your next meeting or action for members thumbs up for consent yes item will go on consent 5.02 business and financial services RFP bar two three two five zero printing graphic design mailing related services mailing and related services renewal presented by Miss Philly out this once again is an annual contract that is up for renewal and used by various offices [00:08:42] throughout Loudoun County Public Schools awarded to multiple vendors for large print jobs or mass mailing jobs as well as specialty jobs. So I know that we have you know not to this extent but when do we use the printing services that we have for our students? I know that they do some printing and things [00:09:17] like that. It's not to this extent I'm just saying but is there a... Are you talking about the print program at the academies because they do some specialty printing for us and some design work as well this is larger jobs like copy general is used by the admin building when you need a whole lot of copies of something very quickly yeah I just wanted to have that distinction thanks sorry could you remind me is this a new RFP or is this a renewal this is [00:09:50] renewal this is a renewal and this is the renewal of the entire contract correct every vendor on the contract the entire contract any other questions do we want to put this on consent so yes this item will go on consent we'll move on to five dot zero three business and financial services IFB I two six zero one zero wetland and stream mitigation credits for high school 14 presented by Miss [00:10:24] Filio thank you yes this is for HS 14 and although the contract was originally put out for wetland and stream mitigation credits we only received once one response and that was for the wetland credits the stream credits migration credits are actually on the street right now and hopefully your next Finance Committee meeting we will have a recommended award for those credits as well thank you any discussion seeing none do we want to add this to consent as [00:11:01] well didn't she say that we she had something else to bring as a separate item they would be awarded separately this is for the wetland and then the next one I bring you will be the stream mitigation credits new solicitation whole new contract okay so that item will go to consent thank you very much so we'll move on to 5.04 support services lease agreement Sicklin Creek Elementary [00:11:37] School believe it's presented by Miss Tate good afternoon just changing your perspective on this last item today staff is bringing you a recommended lease agreement with the County of Loudoun 432 roughly acres of the Sicklin Creek elementary school property for the purpose of constructing and operating athletic fields trails and/or other recreational uses by the County of Loudoun to benefit the public as part of our legislative approval to construct Sicklin Creek Elementary in 2006 on an open space conservation lot with the [00:12:16] Red Cedar rezoning part of the approval process excuse me indicated that the county would have the right to use the remaining property for the recreational uses we are our legislative approval allowed us to build the school on the conservation light lot but it limited that we could not expand beyond our roughly 48 acres so we're bringing forward a lease agreement both division council and county staff have reviewed the lease agreement have no issue with the item not only have we provided you the lease but we've also provided you a [00:12:53] illustrative so that you can identify our 48 acres along with the remaining 132 and if you have any questions happy to answer them we would like to move this forward for action at your next meeting thank you discussion seeing none would you would we like to put this for consent that item will move forward with consent thank you thank you mistake that concludes all of [00:13:32] our action and information items move on to new business is there any new business. Seeing no new business, I'll now adjourn the September 2nd meeting of the Finance and Operations Committee.
