[00:04:57] Thank you. Good evening. I actually thought the music might help what I had to say. You know, it's more appealing. You do have a folder tonight. Included within it is tonight's meeting agenda. [00:05:13] We have a copy of the presentation. We have maps of the four plans, including the enrollment capacity tables and associated rationale. [00:05:29] We have the plan tracking chart so that you could see if the attendance zones were in effect today, the number of resident students who would be reassigned to the respective schools. We've included a copy of last Wednesday's message that, with the help of communications, sent out to all 18 elementary school families and community staff and families so that they were aware this was the final briefing and then just for [00:06:02] posterity or otherwise we've actually provided you copies of all the Q&A from the public as well as school board members to date as of this morning wow what what help turning it on thank you so tonight we are at the final briefing [00:06:39] before the board is scheduled to take action next Tuesday evening to adopt any elementary school attendance zone changes for the Ashburn Dulles North area. At the December 16 meeting, the board may entertain a motion for adoption or modification of any of the four plans currently under active consideration. [00:06:59] Any effort of a board member to bring forth a plan that is not part of the four that we're looking at would require suspension of the rules and a requisite two-thirds vote of members present to do so. However, a motion for any of the four plans can be brought forth with motions subsequent to follow to amend the plan can be taken up for action and adopted by a simple majority vote. [00:07:28] The meeting will be televised live on Comcast and Verizon as well as streamed live from the LCPS web page. We have four plans that have moved forward under active consideration by the board, and I'm going to briefly go through those. [00:07:46] Staff Plan R11 involves the movement of 11 planning zones. It includes a portion of the lands down, so that's DN01, DN01.2, DN01.6, as well as the Potomac Farm Smith Circle planning zone, DN02. [00:08:03] All four of those planning zones are being recommended to move from Stewart Weller to Seldon's Landing with this plan. The plan also reassigns two planning zones, DN 05.3 and DN 17.2 from Ashburn Village from the Ashburn Village community. So they're being recommended to move from Dominion Trail Elementary School to Stewart Weller Elementary. A portion of the Broadlands community planning zones DN 44.4 and 44.5 are being recommended to move from Hillside to Mill Run. [00:08:38] Two planning zones that encompass the Loudon Parkway Center, DN 48.1 and DN 49, are being recommended to move from Moorfield Station to Discovery Elementary School. [00:15:21] Okay, so Ms. Tate, I was wondering, since I'm the one who put up R11, staff plan R11, is there any way that I can take it off? Yes, you may, or you... [00:15:38] I mean, I can take a board, I can take a temperature check, if that would make people feel better. Or you can just not support it when it comes on Tuesdays, in case there are others that do like it or want to modify it in some way. Okay. [00:15:53] Sorry. All right. No, that's fine. Okay, any other questions? Yes, Mrs. Griffiths. And I think we have a work session after the public comment, just so you know. [00:16:12] Oh, thank you. Thank you, Madam Chair. I just wanted to point out, I did get some information. me I did have a lot of chats with community members and I happen to know there are developments going up in my area of Ashburn but it's been pointed out to me that a lot of this rezoning is very premature given that housing developments are going up everywhere and it was brought up to me that maybe we [00:16:47] should wait a year to rezone and see the projections we get see the enrollment we get a year from now there are current developments currently going up in evergreen mill heartland ryan road which are going to add even more students but again you know with the drop of enrollment and the project not sure of the projections my question is can we wait a year [00:17:17] and push off rezoning for these areas thank you thank you mrs griffith so um back in june we established this plan to do the five-year review that's required by policy and so we've got that mapped out to do that uh there will always be developments going on just about anywhere in the county and so from a staff perspective we do recommend to move forward um and and thank you [00:17:49] for mentioning that we review every five years um i i just think with the overwhelming amount of developments may be waiting because we're not going to be able to develop soon anymore so that's why I bring it up and I I appreciate that we revisit every three to five years some of these zones but with all of the developments going up this is just going to happen again after they're up we're going to have to go through rezoning again so I was just wondering if it was possible and i understand that we revisit five years but i just wanted to make that [00:18:29] point that it it's looking awfully premature thank you um thank you mrs griffiths um also i think what we had decided as a board from that policy was to start this process correct and it would be in many different how many parts are we going to do this we started it last year we have this Then we have one more for secondary, and then what's the plan to help refresh memories? [00:18:59] So based on the calendar that the board reviewed at your retreat in June, we're anticipating elementary attendance zone review for the Eastern Loudoun schools next fall. Next spring of 27 would be countywide secondary school attendance zones. [00:19:17] And then in the fall of 27, the fall of 28, we would potentially look at Central Loudoun, Western Loudoun, and Dulles South elementary schools. We have not determined which order at this point, but that has been the plan that we've sketched out based on policy. [00:19:40] So there's like, what, five parts to this? Yes, ma'am. okay so we're starting the process now it takes it'll take a couple years to get through all of the the all of these and then each one has five years from there from when we started so i i think we stick with the process is probably what we had put in place i think is probably the best and not postponing anything yes miss shirnoff thank you madam chair and um miss griffiths i understand where you're coming from in terms of development and things like that but I just I really wholeheartedly disagree and I know it got all these eyes on me [00:20:17] and you know we've had lots of tough and nuanced conversations over the last few weeks but I think we're in a really unique place here in Loudoun County right now and I think sort of for such a time as this we sort of I feel that we need to be responsive to what we're seeing with the data and for a long time we were growing so fast we couldn't keep up and for the very first time I feel like we're actually taking a breath and we're actually in a place where enrollment is flatlining or declining and we are sort of able I don't I think I've said it already I don't know who said it it's not my line but taking like an etch-a-sketch and we can sort of like shake it out was it you [00:20:56] Mr. Lewis it was yeah I love that analogy and I know it's hard and each one of these things I think is going to be short-term pain for long-term gain but we have I believe we have to look and cast a vision now for the whole LCPS, the whole division, and look out and make some really hard decisions so that we don't have to keep doing this year after year. And yes, it's one of the first ones and it's going to be tough. And I know we have a new high school discussion, so that's still growth on the horizon. But again, going back to this is helping us from opening a new elementary [00:21:33] school, potentially saving millions and millions of dollars. I just think from a leadership fiscal responsibility standpoint and where we're at with what we're seeing in the data that this is the exact right time to be having these conversations albeit they are hard and I would add to it Ms. [00:21:49] Chernoff that uh it had a we had a history of like doing it from the back end like we were already in trouble by the time we were looking at boundaries and this is a way to try and get up uh in front of it and I think that's really important when we're talking about fiscal responsibility board members I is there are there any more questions we do not have a work session I am sorry that I said that so if you have any questions or any thoughts right now now is the time yes miss dr. Rashid thank you chair I concur with mrs. Griffiths if anything could be delayed as much as possible I [00:22:29] understand what part of the process but my district especially has undergone lots of redistricting like I said before I know I'm repeating myself but like the heartland community many of the communities out when in my end or my neck of the woods have to constantly deal with redistricting and I wish it could be done all in one shot I understand the vision but I must say I do agree with mrs. Griffiths thank you any other discussion yes go ahead and sure thank you madam chair I was gonna save this for the work session but since [00:23:04] there isn't one I guess we'll just roll with it now I just want it I know dr. Rasheed and miss Griffiths had put on the record last time that they would support 533 with an amendment to take DN 36.4 out of that plan and keep those walkers I believe at Madison stress their walkers correct miss Tate yes yes um thank you I just want to go on the record and say that for various other reasons mainly including addressing what would become an issue at Cedar Lane not addressing hillside at all which to me is a focal point of this data set and [00:23:39] also the more filled station issues I will not be supporting plan 533 but I there are nuances of it that I am still open to and considering one thing I did talk to miss Mansfield about potentially and I do have a very big concern numbers are important to me especially anything in the hundred range so I understand Sanders Corner has the dual and the dual language immersion so many [00:24:10] acronyms so we had talked about could we kind of morph off of 280 and include DN 29 moving from Sanders Corner to Cedar Lane and then correcting the Cedar Lane issue with another I think it was RS 17 that moves DN 16 to Newton Lee from Cedar Lane so that is a possible amendment that we're exploring to kind of give some breathing room there to the dual immersion language immersion program as it appears that it is staying there and I think that that I don't [00:24:48] with a 107 percent is troublesome to me and that gets it down to 92 percent I believe so that is a move that a possible amendment that I will be posting and board docs to go on um for consideration and then the last piece uh that i'm still considering is the dn well there's two more dn 05.3 in light of learning about the title one numbers i am concerned that my plan 280 now puts ashburn more at a higher capacity than dominion trail would be [00:25:26] if they stayed if you use that 638 as a baseline number for capacity and I don't want to move one problem and create another and so that has come to light this week through some conversations and I appreciate the research that's been done so I am considering pulling back on that as well and I would be very interested I know there seems to be some talk about walk zones and moving walk zones and while my plan 280 moves both the Willowsford grant and DN 36.8 I am comfortable with moving both because of that long-term vision I talked about [00:26:06] because I think we have to get to a place where Madison's Trust also feels some relief and the Willowsford grant community is absolutely right in their paperwork here that if you only move them and not the walk zone you're still at 100% capacity. And that's a fair data point. It's a very concentrated area, DN 36.8. I don't love the idea of moving a walk zone either. It's not a priority for me usually, but I just don't see a way around getting the numbers we need out of Madison's Trust. So I'm curious if walk zones [00:26:42] are a hard line for people, if that's something they don't want to consider. I'm open to that. I just don't know how we're going to get Madison's Trust the relief if we don't move DN 36.8 right now with the options we have on the table. So that's a little bit of what's circulating in my head. [00:26:58] Thank you. Yes, Dr. Deans. Well, I think that what I said in the past, in the last session, the goal is not to build a new elementary school. [00:27:26] So therefore, I think that the staff has looked at the numbers and the movement with greater specificity than we can look at it from a map. [00:27:43] I mean, the staff is actually driven in these areas. So it is my belief that we should at least accept a recommendation from the staff who has put in all of these hours to make their recommendations so that listening to one community or one group of a community would not influence the overall plan. [00:28:11] So that's my statement of concern. Thank you, Dr. Deans. Yes, Mrs. Griffiths. Thank you, Madam Chair. I just want to say everybody on this school board represents a constituency, and we talk to our communities. [00:28:29] Sometimes we talk to communities that are not our communities, And we try and come up with solutions. As far as 533, I am going the route of 533 with an amendment to remove Sanders Corner. [00:28:46] And my reason for that is, yes, Sanders Corner does have a dual immersion program. However, I'm asking to revisit. They're under capacity now. I'm asking to revisit in three years whether or not we're over capacity at that point. [00:29:06] I know you have projections, I guess into, and you can correct me if I'm wrong, into 2030 that we're over projected for Sanders Corner. If Sanders Corner stays in I would think Ms. Chernoff's plan, it would have to be explained to the zoned residents of Sanders Corner why they are being moved, why zoned students are being moved to Cedar Lane. [00:29:38] When they are zoned and we have 78 people, 78 students, excuse me, that are not zoned coming into Sanders for the dual immersion program. My amendment is going to keep the dual immersion program there because they are under capacity at this time and then we can revisit it in three years and see if the projections were correct and were over capacity. [00:30:04] So I will be voting with the 533 plan and I believe Dr. Rasheed has two amendments and my amendment will be to remove DN 29 from that plan. Thank you. [00:30:21] - I just would like to ask the board members who are making amendments to please get them ahead of time. I know you guys will. also what that will do to the numbers that would be really super helpful so we can be more efficient because I feel like that's next Tuesday is going to be a lot of discussion and and things like that okay any more discussion here at [00:30:53] this point yes dr. she thank you chair again I support plan 533 with the amendment of not moving 36.4 keeping dominion trail as is and keeping will willowsford grant at Madison's trust I just want to make sure everybody understands or just is just has heightened more heightened awareness that Brambleton is is mature Arcola continues to grow and I I think that Elaine Thompson it's best that Elaine Thompson supports that growth so I just [00:31:30] want to make sure that everybody just kind of keeps that in mind. Thank you. Thank you, Dr. Rashid. Any other discussion before we move on to public comment? Okay, I am seeing no more discussion. Thank you, Ms. Tate. Thank you, Mr. Lewis. Appreciate you as always, and thank you to your team who worked so hard. All right, we'll move on to the public hearing part of this process [00:32:00] and my understanding and again if there is a um salwa abdella if you would please go to the back of the um boardroom at the media box that would be really appreciated who is that also if the person who requested that interpreter if um you could also meet at the back please uh by the media [00:32:36] box where those three chairs are that would be really helpful thank you it looks like miss Sahlgren is over there. She can help facilitate. Okay, start with my script. Thank you for engaging with the school board through the public comment process. The school board welcomes comments from Loudoun County residents and believes that strong community engagement and outreach are important components of a successful school system. I just want to remind everybody that in accordance with policy 2520E, If there is someone who is being assisted by an interpreter, they will be allotted two minutes for their comments. [00:36:21] One minute for the speaker and one minute for the translator. I just wanted to let everybody know because it appears that we may have one or two. Okay. We look forward to hearing your comments, and we'll start with virtual public comment, starting with Anirud Ravikumar and followed by Ravi Balaram. [00:36:48] Hey, can you guys hear me? Yes, go ahead. Hi, thank you for having me tonight. My name is Anirudh. I live in DN 3698. I have a first grader who walks to Madison's Trust. I'm urging you to support the staff plan R17 and use it from 383. [00:37:07] I know it goes against board member Rashida, what she was saying. Our kids have safe tunnels, sidewalks, paths that are built that can walk to MTE. The point also of having this policy, 6530 on proximity, stability, and minimizing transportation also supports this. [00:37:26] I also want to highlight that you are making a conscious decision by moving the walkers into bus riders, by cutting our kids' sleep time. This increases the kids' time to take the bus, diminishes their cognitive and functional responses, and reduction in sleep, which will affect their test scores and literacy scores as well. [00:37:45] So please follow your own policies to protect our established walk zone. and keep the walkers walking by supporting Plan R17 and User Plan 383. Thank you. Thank you. Ravi Balaram, followed by Christy Jimenez. Hello, Ravi Balaram. [00:38:07] I previously served as the Vice President for the Brambleton Communities Association. We have 7,000 homes and 28,000 people in the community of Brambleton, with the developer approved to build another 1,000 homes in the area. [00:38:24] Dr. Rashid and Ms. Griffith's comments about potentially delaying this, I think, has a lot of validity and should definitely be considered, as this community is still growing while slightly mature. I also align myself with the previous speaker's comments and keeping walk zones as walk zones in accordance with your policy 6530. [00:38:47] Our child is in zone 36.4 and walks without having to cross a single road to Madison Trust. There are tunnels and there are safe areas with 18 miles of trails in Brambleton and tunnels, reducing burdens on buses and car traffic. [00:39:04] Thank you. Thank you. Christy Jimenez, followed by Karen Vaidya. Can you hear me? You can hear me. Can you hear me? Yeah. Okay. Hi, my name is Christy Jimenez. I have a first grader at Madison's Trust and another one who will attend in a couple years. [00:39:22] We live in DN36.8, and I'm here in support of Staff Plan R17. Our community is full of families that walk to and from school because we can. You can see us on the path from MTE that leads directly into our community, a path that for the most part was created for this very reason. [00:39:41] My son is a proud Mighty Macaw. We love the staff, educators, and programs the school provides. We are so grateful to live so close to Madison's Trust and hoping to continue to go there. I encourage you to vote for Staff Plan R17 as it is the only plan that maintains a walking district citing policy 6530 page 5 letter c number 2 letter d encourage reasonable walking zones to foster healthier lifestyles promote a cleaner environment and reduce transportation costs [00:40:10] please vote r17 thank you thank you uh karen avidia followed by pratik malang do we have [00:40:55] anybody virtual uh karan karen by vadia we do she's just not unmuting okay she says she can't [00:41:30] unmute karen please try to unmute again hi can you hear me there you go sorry i was having some [00:42:22] system issues so um i live in the d36.8 uh right across the medicine trust and um as the previous you know the feedback that the team has provided I firmly believe that it's going to really impact the students cognitive and also not just the cognitive but also their their curriculum and the progress that they make as you know we have been walking to to the school for the last four to five years and this really has created a good society and a good behavior and also good community [00:42:58] presence in where we live. So I strongly support, you know, the walking zone, and I really appreciate for considering that. Thank you. Prateek Malang, followed by Lauren Colloran. [00:43:30] Hey, this is Prateek. Are you able to hear me? Go ahead. We can hear you. Good evening, board members. This is Prateek Malang. As a parent with two child who are in DN36.8, I'll ask you to support staff plan R17 and 5-3-B amendment. [00:43:52] This will be very helpful for our kids since they are Walker and it will avoid unnecessary transportations. Thank you. Thank you. The next one, Lauren Colloran followed by Chelsea Augustine. [00:44:11] Hello, I'm Lauren Colloran. I have three children at Madison Trust. I strongly support plan 533, R11 and plan 280 only with an amendment to keep the wills for grant at Madison Trust. I have concerns over the current proposals that rezone our children to Elaine Thompson. [00:44:31] This change would place our neighborhood in a non-contiguous zone, effectively creating a lone island. We would be the furthest neighborhood assigned to Elaine Thompson, with no other surrounding neighborhoods attending that school. Our placement at Elaine Thompson would look visually off on a map. If Elaine Thompson ever faces capacity issues in the future due to extensive development in Arcola. I'm certain our children will be the first to be reassigned to another school. As a mom of two kindergartners at Madison Trust, the most concerning scenario for my family [00:45:08] would be being rezoned to Elaine Thompson next year, only to be rezoned again in two to three years by new board members. Thank you. Chelsea Augustine, followed by Pete Holmes. [00:45:44] We don't have a caller by that name pete holmes followed by sadaf malik or malik hello my name is pete holmes i have three children at medicines trust and i support plan 533 r11 and play and plan 280 only with an amendment to keep the willis for grant children at medicines trust if rezoning medicines trust is to reduce capacity the most effective and least disruptive choice is to move the walk zone dn 36.8 to legacy these homes there are nearly equal distant to both schools and they would still be in their contiguous zone, have a safe bus route, and this would significantly [00:46:22] reduce the MTE car line congestion. What is not needed is to move the Willis Ford grant to ETE. The grant is only 185 students, and ETE will fill over time as developments continue to grow. Mandating extra movements now repeats past mistakes like the 2023 shift of Heartland to Elaine Thompson. The least disruptive and most sustainable solution is to support stable enrollment at Madison's Trust and reduce the traffic issues on North Star Boulevard and Creighton Road is to zone DN 36.8 to Legacy and keep Willisford Grant at MTE. I urge you to support Plan 533, Plan 533 amended and R11, and Plan 280 if amended to keep Willisford Grant and [00:46:56] Medicine's Trust. It just makes sense. Thank you. Thank you. Sadaf Malik, followed by Anya Patel. All right. Thank you very much. Hi, my name is Sadaf Malik. I have a child at Medicine Trust. [00:47:12] I strongly support Plan 533, R11, and Plan 280 only with an amendment, and that is to keep the Willowsford Grant community at Madison Trust. Please support a rezoning solution that safeguards families, preserves established community ties, and addresses capacity challenges while impacting the fewest amount of families. [00:47:32] Moving the grant creates long-term issues, such as by keeping the walk zone, the capacity issue at MTE will not be resolved. If you keep the grant, it does resolve the issue for at least the next six years. It does create a non-continuous zone. [00:47:48] We are going to be the only community that will be completely cut from its peers. Plus, this violates LCPS policy 6530. Lastly, the cluster alignment. Brambleton kids will get moved to Legacy. [00:48:03] We'll still be in their cluster alignment since they'll end up at some of the same middle schools with MT. Thank you. Anya Patel, followed by Meera Patel. [00:48:26] Can you hear us? Yes. Okay, go ahead, Aina. Hi, my name is Aina, and I'm in fifth grade at Madison's Trust, and I live in Willisford Grant. I've gone to Madison's Trust since first grade, and it's my home. [00:48:42] I have one brother in third grade here, and my youngest brother starts first grade next year. We love our teachers, our friends, and everything about our school. If you move Willisford Grant to Elaine Thompson, my brothers would have to wake up really early to ride a bus to school that is much farther away than Madison's Chest. [00:48:59] I'm almost done with elementary school, but I don't want to see my brothers have to sit on a longer bus ride if it's not necessary and wake up even earlier than they already are. Please don't take Madison's Chest away from my little brothers. Please support the grant to remain as mighty macaws. [00:49:14] Thank you. Thank you. Meera Patel followed by Vinye Kumar Puttaya. Hi, I'm a PTA member and a room parent for my two children at Madison's Trust. [00:49:38] I strongly support plans 533, R11, and plan 280 only with an amendment to keep the Willisburg Grant children at Madison's Trust. Here's what's wrong with moving our neighborhood's 189 children out of Madison's Trust. First, it creates the only non-contiguous elementary island in Ashburn and Dulles North, which is a direct violation of policy 6530. Second, it breaks our cluster alignment and splits students into going to four different middle schools. Finally, it's unnecessary. [00:50:06] Moving walk zone DN 36.8 alone fixes capacity and car line pressure, the latter being exactly what Principal Stewart has asked for. If part of one LCPS's mission is to place students at the center of our work why are my children having to pay the price for filling empty classrooms at elaine thompson i support plans 533 r11 and plan 280 only with the amendment as they are the smart targeted fix to keep madison's trust below capacity thank you thank you vinye kumar putaiya and then [00:50:39] we will move on to our in-person speakers hello are you able to hear me yes keep on going you can [00:50:58] My name is Vinay Kumar. As a parent with one child and reside in DN 36. 8, I ask you to support staff plan R17 and 383. Update from 533. It's still included in the Dominic Trail, but now moves Willowfort to the legacy. [00:51:20] This plan keeps the walker zone DN 36.8 and 36.4 aligned with the policy 6530 and helps reduce bus use and traffic. More than 300 parents have signed the petition to keep the walker zone for a medicine trust. [00:51:37] Moving students to a legacy or a Creighton means move buses, increases the extra expenses to the LCPS, And then earlier start time at 7.30 a.m. instead of 8 a.m., that's a big change for all the kids. [00:51:55] So plan 383. Thank you. We'll move to in-person speakers. Casey Linat, followed by Taylor Linat. Sorry, Linat. [00:52:21] Is there a Casey? Okay, moving on to Taylor Linat. Okay, we'll move on to Bamshi Reddy, followed by Ryan Corcoran. [00:52:45] Come on up to the podium. This is Wamsi. I'm from Bellgrave Gardens from DN 36.8. [00:53:03] I have two kids. One is going to the fourth grade and one is going to the second grade. And they enjoy walking. And as per the policy, we strongly should encourage policy 6530, encourage kids to walk. [00:53:19] And they enjoy walking. And then they've been going through for over the years and they've built strong relationships with the teachers and keeping them in the walking zone, please consider it to make sure they have a genuinely looking forward to be in the Madison Trust. [00:53:42] Thank you. Thank you. Ryan Corcoran, followed by Lynn Alexander. Good evening. My name is Ryan Corcoran, and I'm a resident of Zone 36.8. [00:54:01] And I have two elementary-aged children that attend Madison's Trust. I appreciate, once again, the opportunity to speak. And once again, I'm here to ask you to support Staff Plan R17, as it is the only plan that keeps intact the walking zone. [00:54:16] I hope the community's additional outreach tonight demonstrates how important the walk zone is to our community. A year wait, though, as you said earlier, could bring clarity on the Watson Mountain and Brambleton Middle School districting, which could inform the neighborhoods of the elementary feeder zones. [00:54:34] But wrapping up with that thought, many of us chose the downtown Brambleton community specifically for its walkability and having Madison's Trust in our backyard. We hope to continue to walk next year. Thank you. Thank you. Lynn Alexander, followed by Ruth Baraj Shetty. [00:54:56] Hi, I'm Lynn Alexander, and I have one child at Madison's Trust. I strongly support Plans 533, R11, and 280 only with an amendment to keep Willisford Grant at Madison's Trust. Two years ago, Elaine Thompson went over capacity to under capacity when Heartland was rezoned. Plan 280 repeats that mistake. [00:55:13] We can't predict Loudon's growth, but we can choose not to shuffle our kids based on imperfect projections. Please don't repeat the overcorrection by the previous board two years ago. Madison's Trust also has a walk zone that's basically a car line. Every day, 350 cars line Creighton Road with up to 50 kids tardy. [00:55:28] Late kids disrupt the teachers and kids who are on time. Faculty direct traffic instead of teaching. Willisford kids take the bus and are not part of this car line. Rezoning us also violates policy 6530, leaving us on a non-contiguous island, the only one in all of Ashburn and Dulles North. This is disrupted for our kids with IEPs who rely on cluster alignments and their peers. [00:55:48] Please don't see our kids as placeholders to fill Elaine Thompson. I support plans 533, R11, and 280 only with the amendment. Thank you so much for your time. Thank you. Prithviraj Shady, followed by Tara Greenwald. [00:56:11] Good evening, everybody. Thank you so much for giving us this opportunity. I live in DN 36.8, have two kids, one in kindergarten and the second grade. One of the push that we really want to go for is have an ability for our kids to continue to be in the walk zone. [00:56:29] We'll be right across Madison Trust that gives us an opportunity with the tunnels that is already built for us to safely pass through. Adding buses for these kids is just gonna add two more things, less sleep, and then also add more traffic which is impacting the rest of the group as well. [00:56:45] So we would request the Willowsford Grant to be moved to a different school, either it could be Legacy or Elaine Thompson. Obviously, the car lane will not come just further from Madison Trust, thank you. - Thank you, Tara Greenwald followed by Richard Stokes. [00:57:05] - Hi, my name is Tara Greenwald. I'm from Willowsford Grant and I have a first grader and kindergartner at Madison Struts, both on IEPs. We urge you to support Plan 533 R11 and Plan 280 only with an amendment to keep the Willowsford grandchildren at Madison's Trust. [00:57:22] I know one goal is to increase enrollment at Elaine Thompson, but taking our kids away from Madison's Trust will make us the only non-contiguous school zone in Ashburn and Dulles North, an island separated by Henrietta Lacks zone. Meanwhile, policy 6530 specifically says to promote contiguous zones whenever possible. [00:57:43] It would also disrupt cluster alignment and stability for our kids. Their friendships may split four ways at middle school. This hurts special ed kids like my own the most. Please don't make our kids the island to solve Elaine Thompson's problem. Move the fewest kids and do not overcorrect. [00:58:00] Support a plan that keeps the grant at Madison's. Thank you. Thank you. Richard Stokes followed by Tracy Evans. My name is Richard Stokes and I'm a Willisford granddad with two kids on IEPs at Madison's Trust in K and First. [00:58:18] Please support Plan 533 and 280 only with an amendment to keep Grant at Madison's Trust. Two years ago, the previous LCPS board rezoned Hotland kids away from Elaine Thompson based on projected overcrowding, but they overcorrected, and now there are calls to move our kids to Elaine because it's being underutilized. [00:58:36] Please don't repeat that mistake. Projections can't be perfect. Don't overcorrect. Please also review cluster alignment if our kids move to Elaine. Elementary friendships will be split between four clusters at the middle school transition. This disruption falls hardest on special ed students like my own. [00:58:55] And by the way, the Willisfood Village is five miles away from our home. Please review the community planning zone list provided by LCPS staff. We are separate, and we don't want to be merged. So if you must make a change, choose a plan that moves fewer kids, keeps our special ed kids together, and avoids another of a correction. [00:59:14] Thank you. Tracy Evans, followed by Sarah Cabrises. Hi, I am a Madison's Trust parent, a PTA member, and a room parent for the past five years. [00:59:32] I strongly support Plans 533 and 280 only with the amendment to keep the grant at Madison's Trust. I wish we could all stay at Madison's Trust, but the entire point of this rezoning process is to reduce capacity and create a better balance across all schools. [00:59:48] It's also here to disrupt the least amount of students, faculty, and staff in the process for the foreseeable future. The simple fact is that in order to get Madison's Trust below 100% capacity for the next six years, a walk zone must be moved. However, moving the grant in addition to the walk zone is an unnecessary overcorrection. [01:00:06] In fact, it would take Madison's Trust utilization rate from 113% down into the 70s for the next six years. Why would we want to significantly reduce staff and leave room at a school that has continually been performing at the top of the county, especially when the development around MTE has virtually come to an end? [01:00:25] Ms. Chernoff, Dr. Rasheed, members of the board, I respectfully ask you to approve 280 with the amendment. Thank you. Thank you. Sarah Cabrises, followed by Brandy White. Hi. [01:00:41] I have two daughters at Madison's Trust, and I'm a PTA member. I strongly support Plan 533-R11 and Plan 280 only with an amendment to keep Willows for Grant at Madison's Trust. I know it's a tough pill to swallow, but the numbers show that the only way to get Madison's Trust below 100% capacity in all years is to move the densely populated walk zone. [01:01:01] Once you do that, moving the Willows for Grant is unnecessary. So this is what I'm proposing. Please amend Plan 280 to keep the Willows for Grant at Madison's Trust and revisit our neighborhood in a few years. These few years will give time for planned and potential Arcola developments to be built and started. [01:01:17] It will also show you that our neighborhood elementary numbers will decline over time as half of our current students are in fourth and fifth grade. Rush decisions lead to bad outcomes. Don't send us to Elaine Thompson just to fill empty classrooms. I am begging you to prioritize the number of students impacted instead. [01:01:36] I support Plan 533, R11, and Plan 280 only and with the amendment. Thank you. Thank you. Brandy White, followed by Mark Tremakis. No, Brandy White. [01:01:58] Mark Tremakis, followed by Michelle Stone. Good evening. I'm a father of three who watches the families of DN 36.8 walk, bike, and build communities together every single day on our way to Madison's Trust. [01:02:17] Our neighborhood is directly adjacent to the school, exactly the kind of placement that Policy 6530 calls for when setting boundaries. The policy specifically highlights the importance of proximity and encourages walking as a way to support healthier lifestyles, reduce environmental impact, and lower transportation costs. DN 36.8 fulfills every one of those goals. [01:02:35] We're a true walking community with safe, established routes that families have relied on for years. These walking patterns strengthen friendships, build independence in our kids, and reduce the number of cars and buses on the road each morning. By contrast, Willowsford is not adjacent to Madison's Trust and depend entirely on bus and car transportation. [01:02:50] Swapping out an adjacent walkable neighborhood for communities that require vehicle transportation runs directly against the principles of 6530. It increases transportation costs, adds traffic and emissions, and takes away a system that works perfectly. As a neighbor who cares deeply about the integrity of our community and the policy guiding these decisions, I ask you to keep DN 36.8 at Madison's Trust. [01:03:08] Keep walkers walking and riders riding. Thank you. Thank you. Michelle Stone followed by Jamie Woolert. Hi, I'm Michelle Stone, a parent of a third grader as well as an alumna at Madison's Trust and I have been a room mom for six years. [01:03:26] I strongly support Plans 533, R11, and Plan 280 only with an amendment to keep bullets for grant at Madison's Trust. We may disagree about rezoning, but one thing that we should all agree on is choosing the least disruptive plan for students while keeping capacity below 100%. The only way to do this is to keep the grant at MTE and move zone DN 36.8 to legacy. [01:03:47] The plans I referenced do all of this and also move less kids at MTE, alleviate congestion from a massive car line, and support policy 6530. Today, half of our kids in the grant are fourth and fifth graders. Next fall, we will only have 185 students compared to 238 in DN 36.8. [01:04:04] This natural attrition will lead to steady enrollment. Please consider the impact of the 2023 rezoning that left a formerly overcrowded Elaine Thompson as an underutilized school. I urge you not to do the same with Madison's Trust. Thank you. Thank you. Jamie Woolert, followed by Kay Hogan. [01:04:22] I have three kids at Madison's Trust. I'm a member of the PTA. I strongly support Plans 533, R11, and 280, but only with an amendment to keep Bullisford Grant. I'm Madison Stress. I'm a forensic accountant by trade, and I think the numbers are compelling. [01:04:40] Our neighborhood has matured. The grant is contributing fewer elementary school kids each year. This year, 48 kids are in fifth grade. Only 12 are in kindergarten. That means there are four times as many fifth graders as kindergartners. Half of all grant students are currently in fourth and fifth grade. [01:04:58] Next year's forecast implies our kindergarten class will jump up fourfold from 12 to 44 students. Forecasting can be challenging, but I don't understand this dramatic projected trend reversal. Moving the grant would have a marginal impact on Madison's trust going forward. [01:05:16] Be patient and let this demographic change play out. Please do not move the Willisford grant. The juice is not worth the squeeze, and the squeeze would be painful. Thank you. Thank you. Kay Hogan, followed by Brendan Alexander. [01:05:33] Hi, my name is Kay Hogan. I have two children at Madison Trust, and I support Plan 533, R11, and Plan 280 with the amendment to keep the grant at Madison Trust. I simply ask the board to support Dr. Rasheed's amendment to Plan 280 and keep Willowsford the grant at Madison Trust. [01:05:54] Moving the grant to Elaine Thompson makes the creation of the only non-contiguous elementary school creation of all of Ashburn and Dulles North. It's the only one, an island in itself. Do not make the grant this outlier. It's unnecessary. I know Elaine Thompson feels empty and there's room and I'm glad it's like that because the surrounding areas around Elaine Thompson are very underdeveloped. There's room to grow. I'll let Elaine Thompson be the school for that residential growth coming. It just makes sense. I please urge you to make that [01:06:27] amendment to plan 280. Thank you. Thank you. Brendan Alexander followed by Ramachari. Hi, I'm Brendan. I have one child at Madison's Trust. I strongly support Plans 533, R11, and 280, only with an amendment to keep Willowsford Grant at Madison's Trust. [01:06:48] You may have heard there were plans to build a school in the Grant about 10 years ago. None of your constituents present tonight lived here in 2015. We had no input on that decision. We wish we could have. We would have loved to have a school nearby. Now, a goal of Policy 6530 is to, quote, keep students close to their schools. [01:07:04] Moving Willowsford Grant to Elaine Thompson would give our students one of the district's longest commutes, about 6.5 miles. The likely bus route would take my son close enough to Madison's Trust to see the infamously long car line, then drive 3.5 miles in the opposite direction to Elaine Thompson. That violates the spirit of 6530. [01:07:22] Moreover, moving Willowsford Grant creates the only non-contiguous zone in Ashburn and Dulles North, an anomalous island that again goes against the policy 6530. I support Plans 533, R11, and 280 only with the amendment to avoid these problems while still solving the capacity issue. [01:07:38] Thank you. Thank you. Ramachari, followed by Brian Collarin. Good evening. My name is Ramachari, and I'm a proud parent of a first grader at Madison Trust. [01:07:53] I strongly support Plan 533, R11, and Plan 280 only with an amendment to keep the Willowsford Grant at Madison's Trust. In the last two years, our son has had zero tardies, largely due to approximately to the school and the timing of our bus pickup. [01:08:10] Under the proposed change, 189 students from Madison's Trust would be shifted to Elaine Thompson, which is six miles from our community versus 2.6 miles to Madison's Trust. With a 7.30 a.m. start, our youngest learners would be boarding the bus at 6.40 a.m. [01:08:27] This schedule isn't developmentally appropriate and will force parents to drive children to preserve needed rest. This will also result in more traffic and congestion at Elaine Thompson, more tardies and disruptive school routines, less sleep and reduced readiness to learn for our youngest students. [01:08:47] Please support Plan 533, R11, and Plan 280 only with the amendment. Thank you. Thank you and happy holidays. Thank you. um okay uh brian collarin followed by rachel dash good evening my name is brian collarin and i'm a parent of three students at madison's trust i strongly support plans r11 533 and plan 280 only with the amendment to keep the grant at madison's trust i want to remind you that in order to solve madison's trust capacity issues you must move the densely populated walk zone this is the only move [01:09:26] that will get Madison's Trust below 100% in all years. If you choose to move the grant as part of R-17, it will not solve the capacity issues. R-17 results in Madison's Trust being above 100% in five of the six years. Plan 280 proposes moving both the walk zone and the grant, leaving Madison's Trust at 75%. [01:09:46] This is an overcorrection. Brambleton is mature, but Arcola is developing. I strongly urge the board to keep the grant at Madison's Trust to preserve the extra capacity at Elaine Thompson in the area that will need it. In conclusion, I support plans R11, 533, and amended 280. [01:10:04] Thank you. Thank you. Rachel Dash, followed by Brittany Johnson. Good evening. My name is Rachel Dash. I have a current second grader at Madison's Trust Elementary, and my older children, now 13 and 16, also attended MTES. [01:10:22] I'm here tonight to strongly support plan, excuse me, 533, R11, and plan 280 only with an amendment that keeps the Willersford grant at the Madison's Trust. Moving the grant to Elaine Thompson would disrupt what is becoming a stable cluster alignment. Thompson would split children across three different zones, Stone Hill, Gum Springs, and Watson Mountain. [01:10:41] That fragmentation isn't good for families, for students, or long-term planning. My own 7th grader is already living with the consequences of the current cluster split between Watson Mountain and Brambleton Middle School. He will not attend the same high school as our neighbors who are just one year older. At a crucial stage of social development, he separated from friends and entire peer groups based solely on a single age difference. [01:11:03] So we're dealing with this already. And I'm asking you please not to allow that to happen to my second grader. Please let her finish at a school she loves and allow her to move to middle school with a classmate she's grown up with. Thank you. Thank you. Brittany Johnson, followed by Sarah Blackwood. [01:11:21] Good evening. I am a PTA member and room parent for my two children at Madison's Trust. I strongly support Plan 533, R11, and Plan 280 only with an amendment to keep the Willowsford Grant children at Madison's Trust. [01:11:37] Displacing our children is unnecessary because the grant's elementary school age population is already declining. For example, there are 48 fifth graders and only 12 kindergartners. Moving the decreasing number of grant students will not solve Madison's Trust's capacity issue. [01:11:52] The only long-term solution that reduces capacity below 100% is rezoning a higher enrollment walk zone please do not uproot our children to backfill under enrollment at elaine thompson let the new residential growth fill that void that was anticipated in planning's projections and let and led to the rezoning of heartland two years ago boundary decisions should preserve cluster alignment not divided by sending our children to elaine thompson i support plan 533 r11 and plan 280 only with the amendment thank you thank you sarah blackwood followed by andrea [01:12:28] friday i have a first and third grader at madison's trust and i live in the grant my kids are upset about the possibility moving to elaine thompson and they said they aren't going to school next year this stress is weighing on me and i know the empty classrooms in elaine thompson are weighing on you but none of you were on the school board in 2023 when heartland was moved from elaine thompson to hovater and henrietta lax now the school has empty classrooms because of an overcorrection that had unintended consequences, and that same mistake is going to be repeated [01:13:06] if you move us to Elaine Thompson. Leadership is about learning from past mistakes, so I'm asking you to hold off from moving us there, see about the growth in Arcola, and then reevaluate. Before you all vote, I want each of you to go to Madison's Trust in the morning and in the afternoon and look at these out-of-control car lines and I want you to talk to Principal Stewart about it. None of these walkers actually walk. Thank you. So Andrea Friday followed by Brian Wollert. Hello my name is [01:13:45] Andrea Friday. I have one child at Madison's Trust. I strongly support plan R11-533 and plan 280 only with an amendment to keep those for grant children at Madison's Trust. My second grade son has thrived at MTE. The teachers and staff are very supportive of him and his IEP goals which I truly believe is he loves going to school at the november 24th board meeting madam chair raised a concern about special education programs being pushed into hallways when schools do not have appropriate rooms at madison's trust we are fortunate to have dedicated resource rooms in my son's case his iep includes an accommodation for movement breaks so he walks the halls with his case manager and may [01:14:21] occasionally do brief individual or small group work there as a strategy to help him stay on task not because there's no classroom space available these plans will continue to keep mte below 100 capacity for all planning years again i support plan r11 533 and plan 280 only with the amendment thank you for your commitment to ensure our children continue a positive and uninterrupted educational experience thank you brian waller followed by shanaz beg good evening my name is brian wooler and i'm the proud father of three children at madison's trust i strongly support plan 533, R11, and plan 280 only with the amendment to keep the Willisford Grant students [01:15:00] at Madison's Trust. Tonight I want to highlight a fixable problem at Madison's Trust, the daily drop-off and pickup lines. According to MTE, there are over 300 cars daily in the car line, which extends to and blocks public streets. Due to congestion, 30 to 50 students are tardy each day. MTE faculty must manage the car line, making it nearly impossible to start on time. [01:15:19] Principal Stewart frequently emails the parents pleading for walkers to walk. However, these calls have been unheeded. Unfortunately a walk zone does not mean what it used to and based on the data we are seeing further walk zone walkers being driven leading to congestion tardies and expending teaching resources. Moving sorry a mix of bussers and walkers is ideal for Madison Trust community. Today is my birthday and I'm here spending it with you all and my friends in community in red and ask you to support plan 533 R11 and 280 only with the amendment. Thank you. [01:15:47] No clapping I know stop no clapping no clapping. You have a birthday in common with somebody else are up here. I'm just going to tell you. Okay, next is Shanaz Beg followed by Zeal Zomani. My name is Shanaz Beg. I have my son William Pedawi at Madison Trust. Thank you for this opportunity for us to talk. While it's easy to mass [01:16:25] relocate student into other elementary school based on their neighborhood and other zoning measure. I also think that the effect of the relocation on the children's mental health and academic well-being should be evaluated. I believe that the grade level of the student is an important factor to take into consideration. Students who are going into higher grades have attended this school for many years and in this time period they have grown accustomed to the school environment, the teachers and staff, [01:17:03] whom they have developed meaningful connection with and consider close friends. This sudden change would impact the children's mental health and place unnecessary stress on them. Thank you. Time is up. Thanks. [01:17:22] Zeal Samani, followed by Andreas Pilajews. Good evening, LCPS board members. My name is Zeal Samani, and I'm a PTA member, room parent, and a mom of third grader going to Madison's Trust. [01:17:45] I'm a resident of 36.8, and I'm asking you to support the staff lands R-17 and the amendment of R-533, where the Willowsford kids are rezoned to legacy. For our family, maintaining their walking zone has been critical in keeping him independent. [01:18:07] Walking every day to school has built his confidence, has made him responsible, and has fostered independence in him from an early age. More than 300 parents have signed a petition to keep the walking zones intact. In fact, taking away walking zones will not solve the capacity issues because it will add more cars, it would add more buses, and it would make the North Star Boulevard, which is accident-prone, more accident-prone. [01:18:34] So please protect what is working, which is keeping our children... Thank you for your comment. The minute is over. Thank you. Andreas Pelladevs, followed by Nimesh Patel. Hi, I'm a parent of a third grader at DM 36.8 who walks daily. [01:18:56] Plan R17 is the only option that aligns with LCPS Safe Routes to School Program. Loudoun County reinforced this design by building a pedestrian tunnel so children would never have to cross any major roads on their way to school. From our front door, it takes eight minutes to walk and three minutes to ride our bikes to the school, entirely within the neighborhood. [01:19:18] If our children are reassigned to Legacy Elementary under another plan, that safety disappears immediately. Walking would require crossing Belmont Ridge Road. As all of you know, Lavin County in 2023 safety study confirms this road has documented pedestrian safety deficiency, serious crash history, danger spots around Creighton Road and Legacy Park Drive. [01:19:39] The recommended safety upgrades are not scheduled until 2040. Beyond that, LCPS already has bus driver shortage. Why add additional expenses when you don't need to? Plan R-17 preserves what already works. It protects safety, honors existing infrastructure. [01:19:55] Thank you. Thank you. Nimesh Patel, followed by Hima Yerathi. Good evening, LCPS board members. My name is Nimesh Patel. I am the PTA board member for the MTS, and I am the room parents for the MTS. [01:20:13] As a parent of one child, residents for DN 36.8, I ask you to report R-17 and R-53 amendment with the Willows 4 move to the legacy, because Willows 4, they are not moving to the Ellen Thompson. [01:20:30] So that is the way because this plan will help us to the workers and policy 6530 to reduce the traffic. And that will help also to the children that are moving to the legacy because legacy starts at 7.30 a.m. instead of 8.00 a.m. [01:20:52] This is the big change for all kids and that also we are supporting workers right now. but that increase the bus traffic and expense to the LCPS. Thank you for concerning us as R17 and 533 with the amendment. [01:21:08] Thank you. Hema Yarathi, followed by Kelly Johnson. Good evening, LCPS board members. My name is Hema Yarathi. [01:21:24] I'm the president of the Madison Trust Elementary PTA. We have parents of both the communities representing their own cases. I'm here to kind of draw your attention to the emotional impact on the school rezoning, especially for the teachers, that's the point which none of us have considered. [01:21:41] Rezoning will inevitably scatter experienced teachers across different schools and in some cases force them to leave the communities they have served for years. These educators are more than instructors, they are mentors, role models and anchors of stability. Losing them from the established classrooms will fracture the continuity of that children those are still in the classrooms. [01:22:03] I would support Ms. Griffin's suggestion to consider moving this rezoning by few years as both these communities, if you look at it, they have got younger families with young children. Over the next few years, the elementary school numbers will decline, but I would like to warn all the school board members that this issue will again resurface when these kids will graduate to middle school, and we will be again at one such meeting with new school board members. [01:22:28] Thank you. Kelly Johnson followed by Monsi Bawa. Good evening. My name is Kelly Johnson and I'm a resident of the downtown Brambleton community DN 36.8. My son attends Madison Trust Elementary School and will be impacted by this decision. I encourage you to vote for staff plan R-17 as it is the only plan that maintains a walking district. The Brambleton community was built and planned for with tunnels [01:23:02] that go under major roadways why would we use taxpayer dollars to pay for more buses drivers and traffics on our roads plan r17 takes into consideration all the relevant factors of policy 6530 and keeps our community walking together reduces taxpayer dollars by being used for buses and more traffic on our roads thank you i hope we can count on your support for r17 thank you Mansi Bawa followed by Justin Kellogg good evening members of the school board my name is Mansi Bawa and I'm here speaking as a concerned PTA [01:23:41] member and a room parent I'm here advocating for the well-being of our students and I'm here to share concerns about the zoning regardless or irrespective or agnostic of bus and Walker it's more about the emotional impact to our little mighty macaws moving school zones especially for those that are in third, fourth, and fifth grade that have been continuing to come to the same school for the last few years creates disruption to friendships. It increases stress for these little ones and introduces loss or lack of familiarity as there's new changes to their zones and [01:24:17] environments. I also support the suggestion made by Ms. Griffins that if we were to delay this by a couple of years, it may reduce those impacts and those emotional impacts to our little ones as those school zones get shifted again with new developments coming. [01:24:35] Thank you. Thank you. Justin Kellogg, followed by Kara Schuller. Good evening, I'm Justin Kellogg. I have two kids at Madison's Trust, and my third will be starting kindergarten there next year. [01:24:51] I strongly support Plans 533, R11, and Plan 280, only with an amendment that keeps Willowsford Grant at Madison's Trust. Our family is deeply involved at MTE. My wife has been a room mother for both classes for three years, and we've worked closely with our deans, counselors, and teachers to implement 504 plans for our girls. [01:25:08] The staff know our children, understand their needs, and give them the consistency and care that help them succeed. I'd like to reiterate the rezoning to ETE would be a major disruption to schedules with the farthest area considered ours being six miles away. So the earlier start time isn't a small shift for bus riders. [01:25:24] And lastly, I'd like for you to consider your decision today has real repercussions outside of school hours, impacts how families juggle work, commutes, and child care after kids leave their classrooms. Our provider does not pick up at ETE and rezoning means fractured relationships for our children, not to mention the financial burden of finding a new provider. [01:25:43] Please vote 533, R11, and 280 only with the amended version for the grant to stay at Madison's Trust. Kara Shuler followed by Jane Kennedy. Good evening. I have three children at Madison's Trust and I'm a PTA member. [01:26:01] I strongly support Plan 533, R11, and 280 only with an amendment to keep the Willisford Grant students at Madison's Trust. Proposing to move the grant to Elaine Thompson's aims to fill classrooms and align us with the Grange, but shifting 185 students does not reduce enrollment and disrupts more families than necessary. [01:26:18] Relief requires rezoning a larger area, and Elaine Thompson's enrollment will rise as developments build out. Moving the grant risks over correction similar to what happened in 2023 when Heartland was rezoned. Empty classrooms can be used for district professional development, as Watson Mountain did last year, without any additional and unnecessary disruption. [01:26:36] The Grant and the Grange are not a walkable neighborhood, so neighborhood unity doesn't reflect reality. This move does not address capacity or car line congestion and would create a non-contiguous zone for the Grant students. Our priority should be to minimize movement and avoid unnecessary disruption. Keeping Willisford Grant at Madison's Trust is the sensible long-term solution. [01:26:54] I support Plan 533, R11, and 280 only with the amendment. Thank you. Thank you. Jane Kennedy, followed by Carolina Serrano. Good evening. I am Jane Kennedy, the family liaison at Dominion Trail. [01:27:18] This is the second time I'm speaking to you guys. There have been times when our school has had more than 700 students. That was surviving. Crowded classrooms and stretched resources. Today we are nowhere close to that. We are not at capacity and projections show we'll remain within the county's 80 to 90% utilization goal. [01:27:40] But our mission is not simply to fill seats. We strive to meet the needs of every student and to go beyond academics, supporting their social, emotional, and personal growth. Removing fewer than 60 students from this environment disrupts far more than numbers. [01:27:55] It disrupts the relationships and support systems that help them grow as whole people. Education is more than capacity. It's community. And I spoke to you last time about the programs that we already have in place at Dominion Trail. Let's keep these Huskies where they belong. please support plan 533 or 280 with amendments. Thank you. Thank you. Carolina Serrano followed by Rocky Gupta. [01:28:32] No, Carolina. Rocky Gupta followed by Rossello Caballero-Gill. Hi, this is Rocky Gupta. I'm a parent of two kids. As a parent of two kids and resident of DN 36.8, ask you to support plan R17 and 383, which not only keeps them in the working zone, but I strongly believe that it's a very stressful situation for the kids as well. As a younger kids, it takes time to build [01:29:10] that relationship with the school, the teachers, and since that relationship and trust is already built and established now, after two, three years moving the kids to the new schools and starting from the zero, it's a huge impact on the kids' emotions. So please allow the current students at medicine trust elementary school to continue their education with their friends there and apply rezoning only to the new students thank you thank you rocio caballero gill followed by genre john [01:29:41] sandra figueroa good evening i'm dr rocio paula caballero gill zone 19 6 mother of 2l cps students thank you for engaging with families impacted by the rezoning process i do not envy you your task to balance resources is huge. As you process information, I'd like to highlight LCPS confirmation of Dominion Trail's updated capacity. As such, your reports should show Plans 11, 17 and 280 makes Stewart-Weller and Ashburn Elementary have a utilization of 92 and 94 percent respectively. [01:30:19] Plan 533 aka Dominion Trails Remains Together results in utilization of 84 percent. A vote to break apart Dominion Trail is a vote to transfer students and transfer an issue from one school to another because as you may know all schools I mentioned already have students learning in the hallway so how about keep the minute trail together take 84% utilization on paper and let's continue working to bridge gaps and equitably make the best of our utilization not only on paper thank you Sandra Figueroa and we're gonna be bringing on a translator so we her [01:30:59] accordance with policy 2520 e the next speaker is being assisted by an interpreter, and we'll be allotted two minutes for their comments, one for the speaker, and one for the translator. Okay. Thank you. Thank you. I'm one of the mothers of children in the District 17.1, and we're very concerned about these proposed changes and how it might affect particularly the health and mental well-being of the students that are affected in these zones. I think that my concern is that by solving one of these problems, we could just be creating another problem and then have to do this whole process [01:32:30] all over again. I'm just concerned about the impact that this may have on the academic performance of the students and who's maybe not a capacity to withstand these changes might be jeopardized. So yeah, we are very concerned about this and how it would affect the students. The parents of this 17.1 district, we have always tried to embody the spirit of the Husky organization and reflect those values. [01:33:01] And so we would like to have different options provided. And we're skeptical for that reason. To keep it together. Yeah, to give, I'm sorry? To keep everybody together. [01:33:17] Yeah, we want to keep the school together. We want to keep everybody. Thank you. Wesley Spano, followed by Canty Naranisetti. Hi. I have two kids at Madison's Trust. I strongly support plans 533, R11, and 280 only with an amendment to keep the grant kids at MTE. I have a unique perspective. I lived in the MTE walk zone in Brambleton for many years before moving to the grant. Even though we were in the walk zone, [01:33:56] we drove our kids 90% of the time. Our jobs simply didn't allow for a 20-minute walk each way twice a day. We weren't alone. The daily car line is consistently long. I'd like to quote a November email from Principal Stewart. As the weather gets colder, we've noticed that the car line is getting longer. We have 235 students ride the bus each day, which helps, but we still have about 800 students living in the walk zone. Don't make our NTE staff manage traffic. Moving the walk zone will [01:34:31] actually help alleviate car line issues and get kids to school. Thank you. Let's see, Kanthi Naranisseti followed by Hadi Warantono. Good evening board members. [01:34:50] I have a first trader at Madison's Trust. I strongly support plan 533, R11, and 280 only with an amendment to keep Willowsford grandchildren at Madison's Trust. These are the only smart rezoning options that use existing capacity efficiently without unnecessary disruptions. [01:35:08] Objectively moving our neighbourhood does not solve overcrowding. Under plan R17, MTE remains over 100% capacity for five of the next six years. We are a diminishing population at the grant and we only have 12 kindergartners this year. The only viable way with minimum disruptions to bring MTE below 100% is to move the densely populated zone DN36.8. [01:35:31] Moving that zone is required to solve both capacity and also the massive 350 car line crisis that currently causes 50 tardies daily. Removing bus students like Grant takes away a critical pressure wall for the traffic. Further, moving us creates a non-contiguous island zone, a direct violation of policy 6530. [01:35:51] Thank you. Thank you. Hadi Warantono, followed by Kristen Wursell. Good evening. My name is Hadi Warantono. [01:36:07] I'm a resident of DN 36.8, and this part of Brambleton was intentionally designed and built as a walkable and connected so that our children can experience that on a daily basis, walking to school without ever crossing a major road. [01:36:23] Rezoning will take away more than convenience. It fundamentally changed a core part of our neighborhood functions, turning a simple walking route into a bus route. It adds time, stress, and unnecessary process. So for us and many families who live in this area, Plan R17 isn't just a preference. [01:36:42] It's the only plan right now that preserves the walkability and community-centered design that our kids have been grown up with. So I would like to encourage all of you to vote for R17. Thank you. Thank you. Kristen Morsell, followed by Melanie Ross. [01:37:02] Good evening. My name is Kristen Morsell. I live in Zone DN 36.8. I have a second grader at Madison's Trust, and I support Staff Plan R17. [01:37:18] R-17 is the only plan that preserves walk zones for Madison's Trust. Walking has built a sense of community and has been integral to our children's school experience. Our walkers use tunnels to walk safely. If we get rezoned, four full buses would be required to transport our 240 students. [01:37:39] Our zone is high-density housing. Buses would struggle to navigate our streets, and we are surrounded by busy roads. I urge the school board to consider the challenges of identifying safe bus stops for 240 students, their parents, and also younger siblings who must also go to drop off and pick up, and to prioritize attendance zones based on reasonable walking distances by supporting staff plan R17. [01:38:07] Thank you. Thank you. Melanie Ross, followed by Blossom Martin. Good evening school board members. My name is Dr. Melanie Ross from DN05.3 and I have a second grader and fifth grader at Dominion Trail. Throughout this process a lot has been learned and the information that was first presented has significantly changed. We now know that Dominion Trail will no longer hold the Title I designation and the school's base capacity has been updated to 638. Losing the Title I status Dominion Trail will fall within the county's [01:38:45] target utilization range for 80 to 90 percent for the next six years. Shifting any zone away from dominion trail to stewart weller or ashburn elementary would raise these schools utilization levels to 92 percent or higher for over the next four years how is this more educationally beneficial than leaving them at their current school which according to the corrected data now falls within the county's target range keep us together huskies forever thank you thank you blossom martin followed [01:39:16] by Leah Allen. Thank you very much. Leah Allen followed by Megan Brandon. Hi I'm Leah Allen and as a teacher at Dominion Trail I want to offer that my students have never lacked an appropriate space to record videos, edit podcasts, engage in discussion, ask for help, take a break, or to [01:39:52] learn. In fact spaces never felt like a concern for me because as a staff we collaborate daily to create shared learning spaces to meet the needs of each and every student throughout their learning journey. I grew up in Norfolk. I know firsthand which students lose out when schools do not have the resources that they deserve, and it drives my practice as a teacher. Removing our students is not the solution. We don't have the resources built into the newer schools, but we are a pack. We have our community, and we should be discussing investing in our community, [01:40:31] updating our facilities to catch up with these newer schools because you've heard it our community is strong and our pack is strong huskies thrive in a pack so thank you megan brandon followed by raman oboroy good evening members of the board i'm megan brandon a third grade teacher at dominion trail i stand before you today not only as a teacher but as someone who sees firsthand the [01:41:07] impact every decisions on our students lives as we now know we will not be title one next year and are unlikely to become Title I again. With that change, our base capacity has increased and projections show we will operate within the county's utilization goal of 80 to 90%. That means we are not at capacity now. [01:41:24] The proposed adjustment affects fewer than 60 children, so I ask, what is the benefit? Why remove 60 kids from their community, their safe place, and the school that they know and love? These are not just numbers on a chart. They are children who thrive because of the relationships they've built here, relationships with teachers who know their strengths, their struggles, and their stories. [01:41:44] Disrupting that for a marginal shift in enrollment undermines the stability and trust we work so hard to provide. I urge you to weigh the human cost against the minimal numerical gain. Let's keep these huskies where they belong. Thank you. Thank you. Raman Oberoi, followed by Art Chang. [01:42:03] Good evening, everyone and LCPS board members. My name is Raman Oberoi. I'm a parent of one kid of third grade. I'm a resident of 36.8, which is a walking zone directly across the Medicine Trust. Me and my daughter typically walks down or bike every day to school. [01:42:20] As you guys have heard from other parents as well, walking down from our home to Legacy is not, first of all, visible by distance. And even if you try to bike, it's not safe because of the so many streets that we have to cross. So I'll urge you guys to keep our walking zones in walking area only so that it's easy for our kids to walk or bike to the school. [01:42:41] Other thing is that my daughter has been there since kindergarten and she has a lot of friends there, all of her friends and community people that she, teachers and everything are going to be changed. And for just two years, it doesn't make sense. So other thing I would like to consider is if you guys want to keep the current students in the medicine trust and maybe future students can go to the next one, that'll be great. [01:43:05] Thank you. Thank you. Art Chang, followed by Helena Welsh. Good evening, board members. My name is Arturo Chang, and I'm a resident of Zone DN01.6. We are the Lansdowne area that is currently zoned for Stuart Wheeler. [01:43:24] I'm here to speak on behalf of myself and many residents of the community that urge you to take action to rezone those back to Selden's Landing, a school that is less than a half mile away and that is proper for our community. I also want to highlight that the board has much power to take action at any time. I know a lot of the discussion has been whether to delay the vote or not delay the vote but policy 6530 certainly grants the the board the 30 to initiate a rezoning any year that it deems that it deems fit and so you know for us it's important that we go back to that our community is reunified and we look forward to working with you on this action [01:44:02] thank you thank you helena welch followed by megan alishan hello my name is helena welch and i'm a parent of a second grader at dominion trail i strongly support plan 533 i ask that you you see our children not just as data points, but as the heart of a vibrant, nurturing community. [01:44:31] They are learning their lessons in a safe, loving, and supportive environment. Removing them from this stable setting would be detrimental to their development. The facts and community support are overwhelming. First, over 200 signatures on a petition is a clear mandate for the people you serve. Do not split Dominion Trail. Second, our base capacity has increased to 638, placing us within the 80% to 90% capacity range for the next six years. [01:44:58] Third, with declining enrollment, increased base capacity, and the loss of Title I status, there is simply no valid reason to split us up. Moving our children to another school only to face similar challenges solves nothing. Please respect the data, the parents, and the needs for our children. Keep us together, Huskies forever. [01:45:15] Thank you. - Thank you. Megan Aloshan, followed by Bridget Finch. [01:45:30] - Good evening, my name is Megan Aloshan, parent of two LCPS students. My youngest is a second grader at Dominion Trail. My family has been a part of this community since 2019, and I'm a former PTA president and active current member. I'm addressing one justification being used to split Dominion Trail, Tier 2 instruction happening in hallways. [01:45:46] This cannot be used as a valid rationale. Ashburn Elementary, Stuart Weller, and in fact, most LCPS schools use hallways as Tier 2 support. It is a system-wide practice. Moving DTS students would only increase the burden on Ashburn and Stuart Weller and continue the very practice being cited as a concern. This cannot be used as a reason to re-zone sections of Dominion Trail to other schools. [01:46:05] Also, as we previously mentioned, Dominion Trail will lose Title I status next year and our base capacity will increase back to pre-Title I capacity 638, which places us exactly within LCPS's ideal utilization range at 84%. Any reassignment pushes Stuart Weller and Ashburn Elementary to 92% plus, well outside of LCPS's goal utilization range. [01:46:25] Making these changes using incorrect data is harmful and will only cause more problems in the future. urge you to adopt plan 533. Thank you. Bridget Finch followed by Sarah Boyd. Good evening. My name is Bridget Finch and I'm the mom of a child with an IEP and I'm here at Dominion Trail and I'm also the PTA president. You've heard the data. We are not adversaries. We are partners. Partners in providing the best education for our children. The numbers you see and the knowledge you have [01:47:02] are one part, but the children we know and the experiences we live are another. I am also a military spouse, I wouldn't wish moving on anyone, especially children. Because a child's school isn't just walls. It's the richness of the interaction within those walls. Every school here demonstrates that richness. There's the success stories that you as good partners have helped provide. Now is the time to demonstrate the power of that partnership. Because we, your partners, are not going anywhere. We are here with you in your closed meeting. And we urge you [01:47:39] as good partners. Support 533 with amendments for our sibling schools and keep Dominion Trail together. Thank you Sarah Boyd followed by Jacqueline Porter. Hi my name is Sarah Boyd and I have a different issue than what you've heard here tonight. I'm a mom of a kindergartner at Hillside Elementary School. I live in DN 30.2. It's the Hillside section of Broadlands. The entirety of Broadlands right now is zoned for Hillside and Mill Run. Your proposal in Plan 280 takes 32 [01:48:18] children out of Broadlands and puts them at Waxpool Elementary. The rest of Waxpool Elementary is across Belmont Ridge Road other than these 32 children. So my ask, you know, the houses behind my house in this section all go to Hillside. My kid rides the bus with the kids at Hillside and other kids who would continue to go to Hillside, my ask is that you amend, if you decide to go with Plan 280, you amend it to keep 30.2 in Hillside Elementary School. [01:48:58] Thank you. And Jacqueline Porter. Hi, my name is Jacqueline Porter, and I live off Rainsboro Drive. [01:49:15] That's DN05.1. I actually had a speech written tonight, but I think I have to forego it as... Certain constituents from Madison Trust have said that R-17 is favorable for them for walking and various reasons. [01:49:32] The exact reasons they want R-17 are the exact reasons not to do it. It creates those same issues for Rainsboro Drive. You're cutting Rainsboro Drive in half. I walk to Ashburn Elementary with my children. You're doubling my distance to go to Stuart Weller. [01:49:48] you're creating my children to cross two dangerous intersections designated as that by the county itself you are actually splitting a small neighborhood road in half my neighbors will go to ashburn i will go to stewart weller we live on rainsboro this makes no sense please reject r17 thank you and with that thank you all for coming out today and for providing your public [01:50:21] comment um board members before we go on to the closed session i want to take a temperature check to see if you guys would be willing to allow dr spence whose birthday is today to go down to his his family to have some cake and he can designate mr dr bergen to be his designee yes [01:50:52] is that a is that a unanimous yes yes okay happy birthday dr spence and dr bergen you are now Superintendent designee for the night.
