[00:00:00] Good afternoon I'd like to call this meeting of the Student Behavior and Accountability Committee to order. I am Carrie LaBelle the chair and here with me are Linda Deans and Sumaira Rashid do we have any public comment no public comment we'll move on to the minutes has everyone had an opportunity to go over the minutes from our last meeting in November good is there a motion to approve

[00:00:36] the meeting I make I make a motion to approve the minutes thank you second I second thank you Dr. Dean there's a motion to approve the minutes from the last meeting as written all those and properly seconded all those in favor say aye aye opposed seeing no opposition the motion passes today we have just one action item and that is reviewing policy 8220 student disciplinary

[00:01:11] consequences do we have any comments that we'd like to make about that yes I'm sorry thank you thank you chair thank you chair my only concern was to ensure that SEAC any type of recommendations from you know of anyone like from MSAC

[00:01:34] and in SEAC be incorporated into this thank you so we had posted for you and for the public the clean version of the policy and the redlined version of the policy and after reviewing some of the public comment and the committee comment

[00:02:08] this morning I drafted some amendments for your consideration and so you also have that I provided you this afternoon what looks like a clean copy with just three changes in it that is for your consideration if you wish to make one or more of those amendments based on the feedback is there a desire among us to amend this policy with one of the three recommendations here.

[00:02:48] Rasheed. Thank you chair. I just want to make sure that it is like the amendments are added in and we want to make sure that it's not in regulation we want it in policy just to confirm. Yes.

[00:03:04] Just for the record chair if this were to be in policy what just for the record what section or what area would it be so that SEAC and other entities know where to look that up. It would be.

[00:03:21] excuse me it would be in section L I believe it starts on line 158 further when a suspension and/or expulsion is being contemplated a student's IEP plan section 504 plan and/or functional behavior assessment behavioral intervention plan shall be reviewed to ensure all accommodations and necessary support services are in place and being implemented with fidelity if necessary the student's IEP team section 504 team or other team shall convene to make necessary changes to those plans.

[00:03:58] So those that it that would be the wording of the portion that we're amending adding. And sure if I may the other two listed amendments on the top will also be in policy just for the record. Okay.

[00:04:16] Yeah. Yes. So what these amendments do is there are amendments to the policy. So we have the policy that went out for public view. In reviewing the comment that came back I took some of that feedback and anticipated that you may wish to make some of those amendments and it is amending the policy.

Okay so do we want to amend lines I believe it's 45 in 46 to read the superintendent or superintendent's designee finds aggravating circumstances which in the Virginia Department of Education VDOE superintendents memo number 291-18 are defined to meet that and then add all of the VDOE superintendents memo to the list of cross-references

[00:05:24] on page 5 and the other one that we haven't read yet concerns line 68 and 69 we would like to remove line 68 starting in 68 and terminating on line 69 in accordance with the applicable school board policy those words are unnecessary as this is a school board policy are those

[00:05:50] uh amendments that we wish to make is going down thank you chair um yes uh i i i don't know if that's a motion for well we need to make a motion to accept the three amendments that we just spoke about yes i agree with what you just said i'm in accordance with that along with the section for second portion of that item number two as well there's a motion on the floor is there a second

[00:06:27] Second all in favor of adding these amendments to the clean copy of policy 8220 say aye aye all opposed seeing no opposition the motion passes are there any new information items that we wish to bring forward before we get there if I could just for my own clarification as I understand it the motion is to make

[00:07:08] three of the changes as written as written yes okay thank you great is there any more in there are there any information items to bring up no no all right any new business here's my microphone I have no business thank you

Dean I had indicated that there might be benefit to have the a presentation about the alternative education program given as an information item to the full board i think that you and i are always over there visiting yeah i'm not sure that all the members of the board are and it's it's what is the word audience is very different it is i

[00:08:14] mean you can feel the structure you can feel the the the risk kindness the respect that is that is given and received and I just think that a presentation to the full board would be beneficial it's been in existence now almost two years and the full board everybody has not been over there some people have but if you if you don't if you go and stay just a few minutes you don't get the

[00:08:50] I went and stayed a whole day and it's totally different it is and it's what it needs to be I'm not saying it's different. Here, we can share. We've done this before. I had no new business, but my only business was for Dr. Deans because it's her last time here, and just to thank her for everything.

[00:09:16] Thank you, Dr. Deans, for all that you do. I think as a committee, we all are very thankful for you and your input and all the work you've done. And now going back to your suggestion. So if I come as a public speaker, it'll be okay, right?

[00:09:34] Will you bring chocolate? will you bring chocolate is the big question no I you know your input has been invaluable over these past two years and we really do appreciate you and I know Dana and Jasmine even with the short time she's been here would agree with me and obviously Dr. Rasheed and I really value your time your effort and your person yes and I would add to that first that I did bring it to

[00:10:09] the attention of Ray Mitchell and the executive principal of our alternative programs that you were interested in having a presentation to the full board so they're aware of that. I guess there is a process that has to occur for that to happen.

[00:10:26] But also we have really enjoyed working with you. It has been such an honor and such a pleasure to have someone with your expertise and somebody who's so willing to share that expertise not only in these public sessions but also in those meetings with our family and our kids.

[00:10:50] And I know that when you speak to families and kids it comes from the heart and I know that they can tell that that's where it is coming from and I know that they can also tell that those words are spoken by a career educator. And so we want to thank you for everything you've done as part of this committee and of course as part of the larger board.

[00:11:12] So we have some flowers for you and a little card. Again Jasmine gets the credit. She has excellent taste.

[00:12:55] We still have to adjourn. I'm sorry. Ms. Scanlon. One thing you made the amendment passed the amendments for those three sections but I don't believe there was an amendment to send this to the full board for its consideration.

Is there a motion to send this policy to the full board for consideration so moved is there a second seconded the motion has been made and seconded all those in favor say aye aye aye opposed seeing no opposition the motion will go forward to the full board on December 16th thank you also having no more business before us I am going to adjourn the meeting at 4:20.
