[00:21:10] Good afternoon. I'd like to call to order the January 6, 2026 annual school board organizational meeting. Ladies and gentlemen, we're calling the meeting to order. [00:21:30] Thank you. We'll move to the second, first item on the agenda, the attendance. I'll just note for the clerk that all board members are present in person. With that, we'll move on to 3.01. [00:21:46] Per policy 2210, the division superintendent acting as chair will request nominations for chair as we move to election of school board chair. No seconds for nominations is required, and the floor will remain open for nominations until there are no more additional nominations. [00:22:02] Per policy, the division superintendent will take a roll call vote starting with the first nomination and proceeding through each one as needed. until one nominee receives a majority vote additional rounds of nominations may be required in order for one nominee to secure a majority vote to be appointed once a chair has been elected i will happily turn the meeting over to the newly elected chair who will continue with the process of filling the remaining positions using the same process through which a chair was chosen at this time i'll open the floor for nominations for chair dr spence i'd like to make a nomination [00:22:38] i'm sorry i was saying i would like to make a nomination sure i think i saw mr uh svensson with his hand up and then we'll come to you and that's fine mr svensson uh thanks dr spence um i nominate miss april chandler to serve as chair with the latin county school board okay fantastic and miss ricardi thank you dr spence i would like to nominate miss lauren schernoff of leesburg for chair of the board are we able to make comments at this time we we don't uh have any [00:23:17] comments at this time we will just begin a vote afterwards and i think i can check with mr allen about whether or not before we take the vote we open up for discussion thank you dr spence um i can't recall um if discussions permitted or not but um i would defer to you as the acting chair as to all right your discretion thank you so what we'll do is let me go ahead and get the nominations taken and then once we do that I'll be first before we begin the vote as we would normally [00:23:52] do we'll have a discussion before the vote thank you all right any other nominations okay seeing none I will close the floor for nominations and we will take a roll call vote for each nominee until one nominee receives a majority vote before beginning with the roll call votes is there any discussion? Ms. Riccardi. Thank you Dr. Spence. I'm really excited to be working with the new board and our new colleagues and I'm really proud to be able to nominate my friend Lauren Chernoff for Leesburg chair for the chair of the school board. As Governor-elect Spanberger [00:24:29] has recently stated she's looking forward to our school boards acting in a non-partisan manner and focusing on our students, teachers, staff, and families and I look forward to supporting those efforts. This viewpoint closely aligns with one of my core promises on the campaign trail which was to keep the board nonpartisan and to point out clearly when we stray from that. [00:24:50] And many of us pledged during that time the very concept when we campaigned. And tonight, we'll find out whether or not this is simply lip service. This very first act as a board sets the tone for the year. Are we going to be partisan again? Are we going to be brave enough to set down politics and do what's in the best interest of our students, our staff, our teachers, and this very board? [00:25:11] We have a very clear distinction between candidates. And Mrs. Chernoff has walked every hallway in our 100 schools, checked in regularly with principals, teachers, and administrators. People who actually run our classrooms know and love her. That's what real credibility is. She doesn't attend political rallies and doesn't seek political endorsements and just keeps her head down and focused on our students. In fact, she's so well received in her community that she ran unopposed, which is exactly what Loudoun residents want right now. Mrs. Chernoff is hands down the most prepared school [00:25:46] board member on this dais. Every single person here knows that. All we need to simply do is look at her voting record to know that the numbers don't lie. She's only voted with the majority 55% of the time, keeping her votes very even keeled. And as a former LCPS educator and one who's passionate about being nonpartisan, Mrs. Chernoff avoids political events and protests and political entanglements and just focuses exclusively on what's best for our students and our families. This is exactly what we need as a leader, and it's exactly what Loudon wants [00:26:21] from its school board. And again, this is me just calling it like I see it, but I'm keeping that promise now by nominating Mrs. Chernoff of Leesburg for the school board chair. Thank you. Thank you, Ms. Riccardi. Is there any additional discussion? Okay, seeing none, we're going to move on to a roll call vote. Again, a reminder, this is for each nominee until one nominee receives a majority vote we will do this proceeding in alphabetical order by district name when your name is called please state your vote we'll begin with our first nomination miss chandler and we'll [00:26:57] start with the algonkian district proceeding in alphabetical order mrs chandler how do you vote i wait i'm sorry that was um just to clarify i was first right yes ma'am thank you yeah again we're doing alphabetical order by district name so Ms. Chandler you voted aye. Thank you, Vice Chair Donohue. Is there a second? Thank you, Ms. LaBelle. Is there any discussion? Mr. Pepper. [00:43:35] The only question I have is on the school board meeting schedule, 2026. Right now, it has the January 27th, 2026 meeting as noted that it's canceled due to the Capitol Conference for BSBA. I'm curious as to our thoughts as to whether we would like to remove that canceled, just as a board. [00:43:58] Thank you, Mr. Pepper. Ms. Riccardi. I'd like to make a motion to move that meeting to the 28th instead because there is well I'll do that and then I'll do the discussion second the motion has been probably moved in second I will now open the floor for discussion Mr. Cardi the thought is that with the budget meeting that's happening the previous Thursday if we cancel that Tuesday meeting That's going to be a whole week before we get any more budget information back [00:44:34] So that would be one concern I had so I'm hopeful hopeful that we'll have additional budget conversations at that meeting on the 28th In addition, we have an awful lot of items that have been moved from the previous board to the current board And we've got a big agenda. So I'm sure between the budget and those agenda items We have quite a bit that we need to get through so I'd like to recommend the 28th. Thank you. Mr. Cardi Is there any further discussion miss Donahue? Thank you, madam chair [00:45:07] I do I echo Ms. Riccardi's concern. I do see that we have a budget work session scheduled on Thursday the 29th, which I bring up solely for the purpose of if we think if we're focused primarily on budget related issues, if we think those can be addressed at that meeting, or if we would want to combine that with our the meeting that is currently scheduled to be canceled for the 27th since we are already scheduled to be present. [00:45:38] Mr. Pepper. I just recognize that there was a lot of information items that the previous school board did not get to at the last meeting in December, and therefore are going to be information items at our 13th meeting. I would hate to wait a whole month before we first talk about them and then vote on them, so I am in agreement that I believe we do need a second meeting at the 28th, seems a minimum. [00:46:03] Ms. LaBelle. I agree that a second meeting is necessary because, as Mr. Pepper said, we did not get to Mrs. Melinda's old one. as as mr. Pepper said we did not get to all of our work before we adjourned for the year so I think it would behoove us to go ahead and get some of the policy and other work that we have remaining before us out of the way so that we can focus clearly on the budget thank you miss LaBelle is there any further [00:46:37] discussion seeing none there is a motion on the floor made by miss Riccardi and I'm sorry could you please remind me did we take it seconded by Miss LaBelle we are I'm sorry Vice Chair Donahue thank you we will have to take a voice vote as we do not have the mechanism to do our traditional voting so I will [00:47:13] proceed in the same way that we have voted on the other items my vote is I Aye. Mrs. Griffiths? Aye. Thank you. Ms. Donahue? Aye. Thank you. Mr. Svensson? Aye. Ms. LaBelle? Aye. [00:47:29] Mr. Pepper? Aye. Ms. Chernoff? Aye. Dr. Rasheed? Aye. And Ms. Riccardi? Aye. Okay. The motion to amend the resolution passes unanimously, and we will have a meeting on January 28th. [00:47:50] With that, we will move back up to the organizational resolution. Is there any further discussion on the organizational resolution? Okay. With that, we will move on to the vote. My vote is aye. [00:48:07] Mrs. Griffiths? Aye. Thank you. Vice Chair Donahue? Aye. Mr. Spenson? Aye. Ms. LaBelle? Aye. Mr. Pepper? Aye. Ms. Chernoff? Aye. Dr. Rasheed? [00:48:22] Aye. Ms. Riccardi? Aye. Right. The motion passes unanimously with none opposed or absent for the vote. Board members, this concludes our business for this meeting. The meeting is adjourned. Thank you and be safe going home. ---------------------------------------------------------------------- Coraggio Consulting ยท aguyonx.com
