This is the Finance and Operations Committee for January 20th, 2026. I would like to call this meeting to order. I have Ms. Riccardi and Mr. Pepper here with me today. And do we have public comment? Thank you. We'll hear from Kristen Lloyd. [00:00:22] The topic is Stuart Willer. Thank you. There we go. Hi, I'm Kristen Lloyd. I've seen you guys probably a couple times at the public board meetings on Tuesday evenings. Thank you, Mr. [00:00:44] Pepper for reaching out to me last week. I'm here to bring up again the issue of the Stuart Weller 7.30 a.m. bell schedule. I'm raising this with the Finance and Operations Committee as you have worked with the Transportation Division over the last few years. The 7.30 a.m. bell schedule is frankly unacceptable. We are not in a silo. It's repeatedly been brought up in public comments individually to board members. Board members have challenged the Transportation Division for creative solutions, but ultimately nothing has been done. From our perspective, there are [00:01:20] always excuses. It's time-consuming. It's expensive. Questions are dodged. The Transportation Division has said it's normalized, which is simply false. Public comments and survey responses presented at the November 12, 2024 meeting show high levels of dissatisfaction. Why is this not priority. The transportation division has hired contractors to help. Still no solution. From my point of view, find new contractors. Find new staff. Find someone who will put in the effort [00:01:58] to find a solution for the thousands of students and families impacted every day. Now is the time. New boundaries mean new opportunity to rearrange routes. This cannot be punted or ignored any longer. Our children's well-being is being neglected. While policy 1040 is specifically regarding discrimination, we feel it applies here. The school board has a commitment to education equity to look intentionally, comprehensively, and systematically at barriers and resource allocations which may be creating disparate experiences regarding access and opportunity. We feel our [00:02:37] children are being treated as such. They deserve the opportunity for more rest and a less rushed beginning to the day, the opportunity to be more engaged in their learning. If the transportation division truly cannot find a solution to any school having a 7.30 a.m. start, then they need to find a solution to alleviate the burden they have continually imposed on the 7.30 a.m. students, specifically Stuart Weller. Create a rotation, change the bell schedule. Thank you. Thank you, [00:03:11] Ms. Lloyd. Next speaker, Kevin Lloyd. Thank you. I wanted to piggyback on my lovely wife's sentiments here. Thanks for the opportunity to talk to you all. Same topic. In the themes that we have, the central themes are unfairness, large majority unsatisfied, and no acknowledgement of this in a lack of effort to remedy. So I took a screenshot of the bar chart of the 730 schools, [00:03:44] and we have 60% are unsatisfied. So I know in my job, we take surveys. That would stand out and we would put energy into making that better so what's what's being done about that so that's one question i feel like the school board gets it you know we we saw the meeting a couple years ago like they wanted to get solutions they saw it wasn't fair so we we just see it as continuously and knowingly subjecting the same subset of families to the most difficult [00:04:20] start time not fair from what we can see the transportation hasn't done anything to address weller satisfaction from what we can see they don't want to be bothered and instead to paint a picture that everything's okay you know if the true sentiments were known and acknowledged that would mean that they would need to act but you know we're holding tight to the status quo I mean we're four years in you know the earlier there was a comment that hey there's nothing we can do [00:04:57] And then when pushed, 10 schools in Leesburg got their start time pushed out. So the response was, there's nothing we can do. But then when you were motivated, then, oh, okay, we found a solution for 10 schools. We want relief, too. [00:05:16] So what does it take to get transportation motivated, make adjustments? We're four years in. We adjusted when this was originally rolled out. You know, another school can adjust to it, too, for fairness, right? We all want to be fair. Thanks. [00:05:31] Thank you both for coming today. If I may now go off to our minutes, our meeting minutes, just take note, because only one current member intended the prior meeting. [00:05:48] The minutes cannot be formally approved today. The chair may acknowledge them as accurate and received, and they will be noted as such on the record. So I will go ahead and let you know that they are accurate and received. Thank you. And then from there, we go on to information items, starting with 4.01, Business and Financial Services, RFP, R24254, American Sign Language Interpreter Services, Renewal. Thank you. [00:06:24] Good evening. My name is Andrea Filial. I'm the Director of Procurement and Risk Management for Loudoun County Public Schools. and happy to be here this evening to present to you, as per policy 4370, contracts which we have solicited and awarded in excess of $250,000. [00:06:40] What I will be presenting to you this evening is four renewals of current contracts and one new contract that we do on an annual basis. These contracts are brought before you for review with an option for either moving to consent or action at your next financing committee meeting. [00:06:58] and then subsequently as consent at the school board meeting. The first one that I'm going to present to you this evening is our American Sign Language Services. These services are solicited and provided for staff, parents, students, and other hard-of-hearing public who needs assistance with sign language. [00:07:18] In that, the value of this contract is $270,000. I bring it before you this evening to award to our five returning vendors who have no increase in their cost and our contracts generally have four renewal options with one optional renewal with the exception of architects and engineers and civil engineering which only offer three years total. So one contract, two one-year renewals. So I'm bringing this before you this evening to extend this contract to the five vendors identified in the attachment for the period effective March 1, 2026 through February 28th, 2027. [00:07:58] And you as a committee have an option to move this onto your consent agenda or as an action item at your next meeting. And I'm happy to take any questions you might have. Thank you very much. Board members, do you have any questions on this contract? [00:08:16] How, just, I'm curious, how do we decide which, because I noticed there's a, there's different certification levels. How do we decide who, because they're different prices, who is providing these services? As far as choosing from these five vendors, there's a number of factors. The level of service that we need based on the certification, the time of day, the availability of someone from that company. Because as you can imagine, they don't only work for LCPS, they provide these services to others. Can they do evening hours? Can they do during the day? Are they willing to travel to Western Loudoun? Are they more centrally, know to Eastern Loudoun therefore we provide a variety of options of vendors [00:08:56] that we can work with and schedule these services with on an as-needed basis are there any other questions board members sure mr. Cardi thank you I just had a quick question about so this is a renewal of a contract yes ma'am this is a renewal this is the second of four renewal options for this contract so this would be entering year three okay so in years one and two did we fully utilize the budget the full budget or was it we fully utilize this whole budget yes that's where the estimate comes from is based on previous year's spend helps us determine what will be the [00:09:34] potential spend for this year therefore bringing it before you since it exceeds 250,000 dollars great thank you you're welcome and if I may I do remember this contract last year and as far as my questions on it. I've never, except for one meeting at the academies, I've never experienced an ASL translator or sign language person there. Where are these people going? You're mentioning that the whole budget is being utilized. I have not seen any. And here's a question for you. [00:10:13] I've never seen them at the board meetings. Did we consider having them at board meetings? I've never seen the ASL people. Regarding the board meetings, I could add closed captioning is an option as well for the sign language because we do have closed caption for our meetings. [00:10:29] These are actually interpreters that go into our schools. They do IEP meetings. They do meetings that they work in the classroom with our hard of hearing and staff. They might attend an employee information session on benefits if we need to provide a reasonable accommodation for whether it be for a parent in a meeting or like, for example, a benefits-type meeting. [00:10:55] Thank you very much. Board members, do we want to put this on consent or action? Consent, thumbs up. Okay. We'll go ahead and put this on consent, and we'll move to the next item, 4.02, Business and Financial Services, RFP, R24253, Benefits Consulting and Actuarial Services Renewal. [00:11:19] Thank you. Thank you. This once again is the second of four renewal options for this contract, so we'd be starting year three. This is a contract with Aon Consulting Incorporated. This is the vendor who helps us with our benefits consulting services. What they primarily do is, for example, when we recently put out for Medicare Advantage and Pharmacy, they helped us develop that solicitation. [00:11:43] They helped us through the evaluation process. They helped us work with the vendors on contracts because their specialty is benefits so they are able to help us and bring a whole other market to the table as we issue our solicitations their basic work is the estimated value of this award is 346 thousand dollars which these are funded through our self-insurance funds for health insurance because that's primarily where their focus is is those self-insurance fund benefits they also helped us with our workers comp which is also self-insured we awarded a new contract to the same vendor but we awarded a contract this past year and they helped us with that one and [00:12:23] that is what the renewal is that is brought before you this evening. Thank you very much considering that we are going to be going through that I'm sure soon. Does anybody and either board member have any comments? Yes Ms. Riccardi. Thank you I'm pretty familiar with Aon they're a great company so thank you for that. Just what other work are we doing with them? Was it just these two things or or do we have other work that we do with them? [00:12:51] There's a variety of things we do with them. They work and also help us with some of our financial calculations, projections for health insurance costs. Ms. Willoughby may want to ask if there's anything you'd like to add regarding how we use Aon. Thank you. [00:13:07] I would just say everything that Ms. Villioss said, but it's all centered around our benefits and just help bringing that additional level of expertise to the table, and they are their great partner. If there are no other questions, this is a question for consent or action. [00:13:28] Consent? Okay. This item will go on consent as well. We will move on to 4.03, Business and Financial Services, IFB 123321, HVAC filters for ongoing needs renewal. [00:13:45] Thank you. Thank you. This is our contract for our HVAC filters. Just like it is, this is for our air conditioning filters. And the estimated value of this contract is $780,000 to be awarded. [00:14:01] And this is the third of four renewal options. So this is now in year four for this particular contract. And we are recommending award to Air Cleaning Technologies, who can provide all of the filters, the various filters that are in your attachment, that go into our schools and buildings. [00:14:19] So you'll see there is, let's see, there's 374 different air filters that we use for our air conditioning systems here at Loudoun County Public Schools. And once again, you have the option to either put this on consent at your next meeting or as action at your next meeting. [00:14:40] And I'm happy to answer any questions you might have. Board members, do you have any questions? Yes, Mr. Pepper. Just curious, what does the replacement cycle look like for an air filter? Because I know at home, I change them every three months like I'm supposed to. Are you talking yearly or? [00:14:57] Sir Don Traynor, I'm the executive director of facilities. Our filters are changed every four months. So we do them three times a year. And they're MERV 13 filters. Okay, and then the reflection of these 374 filter types is priced per, but we're purchasing obviously more than one of each filter type. [00:15:17] Is that correct? For example, a high school is a tractor trailer load of filters. And so they're delivered to the school, and then we put them in, and that's pretty standard. I mean, we're talking truckloads and truckloads and truckloads of filters. Thank you. Are there any other questions? [00:15:35] Then I guess this is also consent or action. Okay. This one is consent as well. Wow, you guys are doing well. Okay. We'll move on to 4.04, Business and Financial Services, RFP R23251, Building Commissioning Services Renewal. [00:15:55] Okay. Once again, we have a renewal, and this is the last renewal for this. There is an optional renewal. No, this is the last one because it's for three years. So this will go out to bid next year as a new contract. This is for building commissioning services to get a list of qualified firms, and these are available on an as-needed basis. [00:16:18] They are funded primarily from the CIP. The estimated value of this contract is $1 million. am happy to report this year we had no rate increase last year we did a three percent increase this year we were able to negotiate no increase in the rate for these services and you will see the list of vendors provided here and on the attachment as far as how how their rates have adjusted since the original contract to today and once again you have the option for action item or consent item at your February 3rd finance committee meeting thank you very [00:16:53] much board members any questions then we'll move on to consent or action but we'll just do consent for that thumbs up you good okay we'll move that to consent as well we are now moving on to 4.05 business and financial services IFB one two I two six five zero six secondary music instruments and furniture for ongoing needs thank you this is an invitation for bid that we put out basically lowest price prevails as long as their most responsive, responsible [00:17:30] vendor providing us what we need. You're going to notice in this contract this year we have a 6% increase in instrument costs. It is not unheard of with instruments that we see an increase. Many of these instruments travel long distance before they get here and these are your bigger instruments, your tubas, your trombones, your more high dollar instruments that are purchased by our our music program through their operating budget. The estimated value of this contract is $450,000. [00:18:01] We actually notified 329 vendors that this solicitation was out there. We got 10 bids. Now, I want to add a caveat. 10 bids is good for Lowndon County with a very spread schools. You know, some want to do Eastern, some don't want to travel Western. So you'll find that our vendor responses varies because they do deliver these instruments directly to the school for whom they are ordered so we have before you the item and the vendor that was awarded each line [00:18:30] item this contract is actually valid from march 1st 2026 through february 28th 2027 thank you any questions more members yes mr corney thank you is there a preference given to more local vendors or what's the the um i'm familiar with with um sweetwater but i know they're like in the the Midwest. In Virginia, we are not able to give preference to local vendors. So if a local vendor were to bid, they would be put into that pool with the other vendors. It's the vendors who bid. [00:19:08] And in this case, we have 10 vendors who bid. One of the things as far as with vendors, all of them shipping must be included in their price. So there is no additional charge for shipping if they're shipping from California or Pennsylvania. The rates are the same. I have a question. I think last year Mr. Pearson was here to answer questions. Um, I was curious to know, uh, the advertising in all the schools to make sure, uh, students that really need the instruments know they can [00:19:41] get these instruments. Um, also, um, I had an issue with my son where he, his, uh, saxophone wasn't working. So we had to, um, there's a rental fee as well. So you got, you are charging rental fees to the students if they're stuck and their instrument doesn't work and they need a spare? Is that what you're doing as far as bringing all the instruments into the different schools as extras? I'm just trying to understand the program, like what exactly you're doing. [00:20:15] These are the instruments that are provided by the school. So for example, tuba. They're going to provide a tuba so the kid doesn't need to carry a student, doesn't need to carry a tuba back and forth from home. Now a family has the option to also purchase a tuba, and In addition, yes, there are replacement instruments kept on hand at the school when the student's instrument is down. [00:20:34] The other thing about these instruments is these instruments are collected on an annual basis and serviced and maintained through another contract we have. So we can brush off that presentation and information that we had last year and bring that back to committee regarding that question. [00:20:53] Yes, I'm very interested in the instruments that go to all the schools because I didn't know at the time that we were doing this program. So I'm very interested in hearing about how it's advertised, how students are able to get the instruments, rental fees. [00:21:12] I'm very interested in all that information because I would like to make sure every student has the opportunity to play an instrument if they can't afford to or they're not able to, for whatever reason, they're not able to get an instrument. So you can provide some more information on that. [00:21:29] Yes, and that's what this program is about. Mr. Pearson does an amazing job ensuring that all the students and all the schools have access to all the instruments they need. You'll notice this says secondary music. This is primarily your marching band, your concert band, a lot of like the drum sets, things like that. [00:21:45] You'll see various items listed in here. We also have one for elementary music and percussion. We have another one for keyboards and accessories. So we have various agreements, and yes, we can polish off that information and bring it back to the committee. Thank you very much. Board members, did you have any other questions? [00:22:04] Did you want consent for that one too? Okay. So we're going to move on to, that was 4.05. We're going to move on to 4.06. Just give me a second here. support services, approval of capital improvement fund transfer to the Waterford Elementary School renovation in addition, the Valley Service Center Woodgrove bus parking lot, and the Banneker Elementary School renovation in addition projects. Thank you. Thank you, Ms. Griffiths. I'll start with a couple comments and turn to Mr. Pasquarelli to talk through the details, but one of the things [00:22:43] I wanted to just mention to committee members, and I know we have a couple of new ones, is the capital budget is managed differently than the operating budget and the projects can run over the fiscal year so you get funded in that project funding lasts until that project is either spent out or is utilized in other ways and you'll see in the item where the county has a policy that allows us to move project money from one to the other and so that's what we're doing this and we do this every year once at least at least one time and sometimes a couple times to work through those details. Once it comes from you, it goes to the school board, then it goes over to the board of supervisors who have to prove the same thing. And so just want to give a little bit of that [00:23:23] background and all that. Mr. Pasquarelli talk you through the details of the project. Hi, good afternoon. I'm Joe Pasquarelli, the director of construction. So as Mr. Lewis mentioned, this request is for reallocation of existing funding between approved capital improvement projects. We have projects now which are completed and have remaining funding within their budgets, as well as ongoing project where cost savings has been recognized and staff is recommending moving some of that funding to best serve our students. So I'll start with Waterford. So with Waterford, we're currently in the design process. So through that design process, a couple of things have [00:24:02] happened. There was identification through coordination with our stakeholders for some additional square footage needed for the addition. And secondly, the addition now includes additional renovation scope I'm sorry the renovation scope has has increased which provides efficiency and execution of doing all this work at one time instead of doing work at different times so less disruption to staff and students as well as some cost efficiency so the scope of the renovation will include it's a full renovation it would include a completely new HVAC system all new LED lighting new furniture a new unified communication [00:24:41] system a new fire sprinkler system electrical system upgrades all new kitchen equipment and new serving lines in the cafeteria so this is really a consolidation of various projects which have otherwise would have been done at a later date and by doing well at one time it creates less disruption and reduces overall cost of the project thank you board members did you have any further questions mr. Carty thank you I'm so again being new can you just give me a [00:25:17] little bit more so was this actually in the um the cap last fiscal year or is this a new yeah this isn't approved see all these projects um they're on this item are approved cip projects okay and is this the first time it's coming to fno uh it's it's come to it's been through the the whole process to be approved as a cip project um this is first time it's coming for this particular item for this particular issue okay if i could add a particular project in the capital budget the estimate which is sometimes done four to five to six years earlier [00:25:55] than the work is done as you as the board approves those projects along so we're estimating and guessing at what the scope is going to be and when we get there what mr. Pasquarelli described as once we got into the design process we realized we needed to do other things there are other things too that may be offset in other projects there may be HVAC replacement equipment and replacement in the cap and you'll see there the unified communication system is funded somewhere else so those things will then be combined and then we have to move those monies to to do that so the estimates can be a long time ago and so I don't know the exact years but at least two or three years ago these projects were approved in the CIP by the previous board [00:26:33] and so this is just an ask for the additional monies correct and we have those in yes you know some of the projects you end up having increased scope and then you have a funding shortfall and other projects you estimate for worst case condition and that's the situation here with the Potomac or the Parkview High School project we expected that to be higher we had a really great bid for that project we had several bidders come in and that always puts the pressure down and so you know you never know what the price of these things are going to be so when we estimated that we estimated high and so that allows us to have that funding to be moved to the projects that [00:27:08] have the the more the shortfall of the budgets yeah um fortunately or Unfortunately, my husband is in construction, so I get the idea. So not on this scale, of course, but got it. Okay, so basically this is just the gap between what we estimated and what we need to pay for for the full project. [00:27:27] Exactly, and the policy that was done in 2016 by the board of supervisors has been fantastic for us to manage these huge projects where in the past we would have had to send money back to the county and then reallocate it back. In this case, we do are able to shift it with their approval because it has to go for them to approve as well. [00:27:44] It's just a much easier process than what it used to be, and makes it a lot better for us to be able to keep projects moving and not have a delay in trying to secure the additional funding. Thank you. Yes, Mr. Pepper. Thank you, Ms. Griffiths. [00:28:00] So these numbers, I'm looking at the data chart, Mr. Lewis. Those numbers for Banneker, Waterford, and Valley Service Center, are those estimates, or is that actual cost that we know now because of the additions we have to do? Yeah, so there's varying degrees of estimates and real costs in there. [00:28:16] So, through the course of a project, as Mr. Lewis mentioned, at the beginning of the project, there's going to be more estimated costs, and as we proceed through design, so a project like Waterford is estimates at this point. We don't have any hard numbers yet from contractors, which is the biggest part of the cost. [00:28:35] A project like Banneker, those are all hard numbers at this point, meaning because we are currently in construction of that project, so it depends on what phase the project is. I just wanted to add, and Mr. Lewis, you and I have gone back and forth over the CIP. [00:28:56] Waterford and Banneker, I mean, they're fairly old schools, correct? They're older schools. Do you know the years by any chance? Banneker was built originally in 1941, and I believe Waterford was 1967. Okay. Late 60s, somewhere there for Waterford. [00:29:15] That's good to know. So I'm going to guess that, yes, we need to approve this today. But it might be for a separate discussion, but the CIP, as you know, I've wanted to case-by-case basis move stuff up. [00:29:33] Not necessarily if it's an old school, but if anybody has an issue, I would like to go on a case-by-case basis to take a look at the issue and see if it's something we should take care of right away. And I'm not real sure how we can, with the CIP, if we can discuss how that could be done, because I had mentioned some schools that needed some renovations that were actually, these schools looks like are same age or a little bit older, but schools that we do have operating that are from the 60s tend to have more issues. [00:30:10] But sometimes I feel like they're on the back burner or they're pushed further out, and I know that through the CIP you go through stages or years when you're going to approach doing renovations. I would like to take a better look at case-by-case basis, and I've brought this up before, and maybe that's something we can discuss, but it seems to me here this does need to be done right away. [00:30:38] so i'm going to ask uh my fellow board members if they would like uh consent or action how do you feel you want action okay and the only reason why i suggest that is this is a really large amount of money and i think that it would make sense for us just to make sure we've got plenty of feedback before we do it sure um so it looks like it's going to be going to action but i i do want to stress again these schools um you know waterford is around 1967 and banneker 1941 is it yeah okay [00:31:17] so um it sounds to me like they might need the renovations um so just by their age but we would like to take a look at this a little bit further so we will send that one to action um if i may madam chair is there any additional information you want us to bring back for action sorry um so I would just say that just being able to explain what you just did I think to the full board would be good I mean it's a really large chunk of money so and we're moving it around too I mean I guess one of my questions is if I am reading this correctly is we've got about 6.7 million at [00:31:57] least on here that we've saved in the part view replacement one of my questions is how do we save that kind of money that's a pretty big chunk of money but maybe it was in the bidding process because there were it was competitively bid so we got a really good rate for that which is great I don't necessarily have any issues with it. [00:32:16] I just think that, honestly, for the board's sake, I think it would be good just to have the conversations. This is what we're doing with the extra. Okay. If I could clarify then, Mrs. Griffin, you were talking about bringing back for action for this committee. But I think, Mrs. McCarty, you were talking about the full board. [00:32:34] Oh, okay. So I guess we'd bring it back as action here, take a look at the documents again, and then bring it back for action here, and not the full board. That's my bad. [00:32:55] Thank you for the clarification. So, no, we can take it to consent to the board for discussion. It doesn't go to the consent. It wouldn't be consent because consent, everybody would probably just vote consent. Information item or action, we would have the discussion for. [00:33:12] Right, that's what I'm saying. So, action to the full board. Action to the full board. Okay. And with that being said, Ms. Riccardi pointed out that we had a savings of $6.7 million. I do want to point out again for schools like Guilford, they're hoping if that's the case, maybe they can have some renovations. [00:33:35] Maybe we'll have some money for them to renovate their school as well. Yeah, so that is certainly something we're prepared to have that conversation with the capital budget, with the full board as we move forward. We are currently talking right now about having a work session with the board to get priorities again. [00:33:53] Now we have new members of the board. We'll get new members. This particular action, the other schools you mentioned wouldn't be suitable for that because these are moving to already approved capital budget projects. So for us to move money into another project would have to be an approved project in the CIP, which you could certainly have that conversation this fall. [00:34:13] I think we'll have that conversation, and thank you, Mr. Lewis. And I think we're good on that one. We're just going to bring that to the board as action and have a discussion. And then we'll move on to... [00:34:28] Ms. Griffiths, I think that we actually have to have a vote on that one. It's not just consent because we take it to action. I think we just have to procedurally have to have a vote to take it to the full board. Oh, okay. There we go. Vote to take it to the full board? Okay, there we go. All right. Thank you, Mr. Pepper. [00:34:45] Now we're moving on to 4.07, support services easements for Route 15 widening at Tuscarora High School, Stewart's Smarts Mill Middle School, and Richard and Mildred Loving Elementary School. Thank you. Thank you, Mrs. Griffiths. [00:35:03] So I'll talk a little bit about easements because we will see quite a few of these in this committee. So we get easements quite often requests, in this case, is from the county. Sometimes it will be from Dominion Energy or another utility provider. So the process we go through when we get these is our in-house civil team will review them and make sure that what they're proposing does not negatively impact any of the use of our site. [00:35:30] We look for conflicts with existing utilities and that kind of thing. And then secondly, we review the deed language with our division council and make sure that language in there is acceptable to us. So this particular easement is a request from the county. They're widening the road on Route 15 north of here. [00:35:47] So it impacts the area in front of Tuscarora, Smart Mills, and then Rich and Love and Mildred Elementary. So this work, we've reviewed it and do not believe there's any impact to our schools. We actually see a benefit from this work. So we recommend approval of the easement for the county. [00:36:07] Board members, did you have any questions? So regarding this, the 4.07, would you like it to go to consent or action consent? [00:36:27] Okay. We're going to go to consent with that. Thank you. And now we move on to new business. Is there any new business that you can think of today? Okay. I guess we will now adjourn. Thank you very much for being here. ---------------------------------------------------------------------- Coraggio Consulting ยท aguyonx.com
