I'm calling to order the meeting of the Finance and Operations Committee. I have Ms. Riccardi here with me. My name is Dena Griffiths, and I have Ms. Riccardi and Mr. Pepper here with me. We will move on to public comment, but I'm not sure. Do we have public comment? No? Okay. [00:00:18] So no public comment for today. We will move on to the minutes. May I have a motion to approve the minutes of May 19, 2026, Finance and Operations Committee? I move the minutes of the May 19, 2026 Finance and Operations Committee. [00:00:35] Second. Thank you. That was moved by Mr. Pepper and seconded by Ms. Ricordi. It has been moved. And all those in favor, say aye. Aye. Aye. Okay. So now we'll move on to the consent agenda. May I have a motion to approve the consent agenda? [00:00:53] I'm so moved. Second. Thank you, Ms. Ricordi, and thank you, Mr. Pepper. It has been moved and seconded to approve the consent agenda. All those in favor, say aye. Aye. Aye. Now we will move on to the action items. [00:01:09] Item number 5.01, Business and Financial Services, Loudoun County School Board to request financing for approved CIP projects not to exceed $91,160,000 for school purposes. May I have a motion to approve 501? [00:01:27] Madam Chair, I move. That the Finance and Operations Committee place item 5.01, Loudoun County School Board request financing for approved CIP projects not to exceed $91,160,000 for school purposes. [00:01:44] Place this item on the school board consent agenda and recommend that the Loudoun County School Board approve the attached resolution requesting funding for school purposes. Do I have a second? Thank you. [00:02:02] Thank you. Moved by Mr. Pepper and seconded by Ms. Riccardi. The item is being presented by Susan Gabbany, Executive Director of Financial Services. If you can go through it one more time. Thank you. There is nothing new to add. [00:02:25] Okay. I had a question then before we go ahead. Oh, did you have a question first, Mr. Accordy? Oh, okay. Go ahead, Mr. Accordy. So this was actually being recommended to go to consent for the board. [00:02:41] but i'd actually like to see this actually just go um where would i like this to go i think i would like this to go no well to action info or action to the board instead uh maybe action would be good um uh madam chair can i ask a question about that i'm sure mr pepper believe we discussed last time that the reason we wanted this to go to consent was because of the timeline is that correct miss willoughby yes i was just confirming that some level of approval needs to occur on the either consent or action at the school board meeting next week to meet the timeline for the [00:03:18] county. Okay, great. Is it feasible then to put this on action, go directly to action with the full board? Is that something we can do? Yeah, I'm definitely good with that. I just, I feel like the dollar amount of this is so significant that this is something that the board really does need to have a little bit of conversation or at least allow the public to have some comment period at the main board meeting so action's fine with me thank you uh thank you board members um i just wanted to mention and i know we had this on the agenda last week um the amount obviously 91 uh [00:03:54] million 160 um the breakdown is 72 000 we went through this so it might seem repetitive i'm sorry Did I say $1,000 again? $72,150,000 for capital renewal and alterations, and $19,010,000 for VIEW Transition Academy. [00:04:17] Can you please just, it is going to be for action, and I think we really need to review it as far as individual projects. Would you be able to break it down for individual projects? And I may have asked you that last week. [00:04:33] Thank you. Thank you, Mr. Griffiths. So it technically is broken down as individual projects in the capital renewal and alterations. That is done as one project in the CIP. And so these are all projects that are pulled out of our capital budget that the board approved back in November and December. [00:04:53] And so those are projects that are done as a single project. And so they are, and they're funded separately so that, or they're funded as a group, so there's some flexibility in there as we have different size projects grouped in that. So that's why in their capital budget we have the CAP, the Capital Asset Preservation Plan, and the capital renewal and alterations that are done as single projects funded as one group, if that helps. [00:05:17] So there is no other breakdown for that. I mean, we can share. We can certainly bring the capital budget and share. We can give a breakdown of what is in the CIP for that. But I will also share that those numbers won't match these numbers exactly because the county does not sell bonds for the total amount of each project. [00:05:33] So they decide how each project is going to be funded. Some of them may be done in cash, some of them in general obligation bond. And so that's why you may see a difference in that. And I think that was my other question. I think we did talk about this the last meeting. The breakdown of the projects for the bond referendum. [00:05:52] And I think you might have said there won't be a breakdown. Is that normally done for bond? I'm just curious. So the county does the bond language, and so I don't know that we've received that yet. They usually send that over to us as a draft for what's going to be on the bond each year. [00:06:09] And so we don't know exactly how that's going to be worded. But generally speaking, they do categorize them and they group them together in different ways. And that's based on how their financial folks have decided they're going to go through the bond process. And we're kind of separate from the bond process over here. [00:06:27] It looks like Mrs. Willoughby might help me a little bit with that. I was just going to add, it may be helpful. Since Lonnie County Public Schools does not have the authority to issue debt, the county does that on our behalf. And so once the school board approves the CIP and the cap budget, then the county has the responsibility in terms of funding that. [00:06:48] And so as Mr. Lewis was describing, they may come up with a mix and match of how much of cash, how much of bonds, as well as perhaps other financing sources that they may have available to them. They will, typically in the bond language that does end up on the ballot in the fall, there usually is some level of specificity depending on what projects they do choose to mix and match. [00:07:11] This is brought to the school board because since they do all of that on behalf of the schools, there's co-language that basically wants to make sure that the school board endorses and supports the actions of the county. Thank you. As long as we're clear on that for transparency, for anybody that's listening. [00:07:31] Is there any more discussion? No more discussion. So I believe we decided that it will go to action. I don't know. I think we need to take a vote on that. So all those in favor, say aye. Aye. Aye. Thank you. We will move on to 5.02, Business and Financial Services Revision of 4310, Purchase Authority. [00:07:54] May I have a motion to approve 5.02? I move that the Finance and Operations Committee recommend the Loudoun County School Board adopt the revised policy 4310, Purchasing Authority. Thank you, Mr. Pepper. [00:08:10] Do I have a second? Second. Thank you, Mr. Cardi. It has been moved and seconded. This item is being presented by Andrea Fillaw, Director of Procurement and Risk Management. Thank you. The only change since the last time this was presented to you is we did receive comments from the Equity Committee and we did based on their comment add a cross-reference to policy 2160 which is the conflict of interest policy other than that no other changes have been made since the last time this was presented any discussion mr. Carty well [00:08:47] first I just want to thank you guys so I went back through and found my notes from the end of January which does seem like a million years ago to be honest with you as as meetings and school board things go and I just want to thank you guys again for all the work that you've done on this policy I think we were talking about policy number 4340 I think was what was up back in January and you guys have done a really great job of taking some of those recommendations and really enhancing them and adding them here to 4310 I just want to make sure too that I think last meeting we talked about that there were a couple of [00:09:20] cross-references on lines 70 where deep three is should be c3 I believe and in line 94 where section D should actually be section C so I think we just need to align that and then line 104 section d should be section c i believe that is correct thank you and we'll ensure that is changed other than that um thank you again for all of your work on this is really great and i think it really captured by the way the the accountability piece that we were really looking for as far as um multiple purchases and and thresholds and just having a little bit [00:09:58] more accountability in the process so thank you any other discussion no okay so with no discussion We'll proceed to a vote. Do we want to have this go to action to the school board? Madam Chair, I think we should send this as an information item to the school board. [00:10:18] Okay. It'll go over as an information item. Do we need, I don't believe we need to vote on that. It'll just go as information, correct? Well, it's action item. We do have to vote on it. Okay. Well, all those in favor, say aye. Aye. Aye. Thank you. We'll move on to item 5.03, business and financial services of policy 4370, school board contract approval. [00:10:40] May I have a motion to approve 5.03. Madam Chair, I move that the Finance and Operations Committee recommend the Loudoun County School Board adopt the revised policy 4370, school board contract approval. Second. [00:10:58] Thank you. 5.03, policy 4370 has been moved by Mr. Pepper and seconded by Ms. Riccardi. If we could just have the short presentation by Ms. Falaw, Director of Procurement and Risk Management. [00:11:14] thank you thank you on this one we did receive several comments from MSAC and what we did here is we incorporated some additional cross references to another section of the Virginia Public Procurement Act on line 73 and on line 75 we cross reference some additional LCPS policies to address those questions as well as on lines 15 through 16 line 23 and line 35 we confirmed that we are looking at annual contract amounts since we appropriate the budget annually we look at contracts annually so that is what we did there we just added the [00:11:54] words annually for a single contract to the dollar amount sections in addition I wanted to just briefly share that I did check into surrounding jurisdictions Prince William and Fairfax regarding their signature authority and in Prince William it depends on what you're purchasing and the type of contract but for example cooperative contracts the supervisor procurement is authorized to sign those with no fiscal limit sole source the supervisor procurement has a limit up to five hundred thousand for sole source then they come to the school [00:12:29] board the list does go on and then Fairfax has a similar list based on goods versus non professional services versus professional services in many instances the school board becomes involved based on a particular dollar amount for example goods that are bought with sole source the approval comes from the school board but the signature on the contract is procurement inter governmental which would be like for example us and George Mason University for example that approval above 200 is with the school board and signed off by [00:13:06] the superintendent or designee or procurement services they each have two really good charts explaining how they break those out as far as the signature authority and the last item that I did want to address is in the policy I want to make sure that it's clear when we're looking at the policy line six is really about procurement thresholds it's talking about procurement thresholds these are thresholds of the 250 which by policy if we award the contract it comes to you as the Finance and Operations Committee so these are related to procurement thresholds legal is exempt from the Virginia Public [00:13:43] Procurement Act so these things do not apply for legal and then when you get over to section C you're specifically talking about the contracts resulting documents whether it be from those solicitations or other types of contracts that we review and approve that is what is being referenced in section C so I did want to provide clarity on that as well thank you very much yes Mr. Riccardi so thank you for that so so when we're talking about division councils as division council now directly reports to the school board [00:14:21] is there now budget additional budget oversight that the school board now will be responsible for with regards to division council expenditures so I mean I guess my question is in the process of us reorganizing that and I guess it would also apply, by the way, too, to the OAG office, since that's also a direct report to the school board. Are we now, in procurement processes, now responsible for that as well? [00:14:52] No, because I think that still falls under the operations. And so what the school board does have the authority over is still the very high-level oversight of the division. The areas that you have identified, the authority within our systems and in terms of our policies related to procurement and other accounting responsibilities would fall on the division council Mr. Allen as well as Mr. Woods as the the the top account manager for those areas as if [00:15:26] they as if they were departments any additional oversight again I'm trying to think about how what we have prescribed in policy but when I think about the school board it's really that higher level and not necessarily I think what I'm hearing you just describe is like an approval of perhaps mr. Allen's mileage reimbursements that would not be set up in our system okay so we're responsible for their like I guess being notified of their vacation and things like that but we're not and we're [00:16:04] responsible for the school divisions budget in general but not to their specific budget line items that would probably be a good Probably look for a follow-up question offline. I can do some research in terms of how other jurisdictions manage when there's that dotted line of a segment of the division that reports directly to the school board versus the superintendent. [00:16:31] And I can get back to you on that. Yeah, I think this is just, I mean, and again, I don't know because I know this is, the reorganization is just now kind of, I guess, done. But, yeah, that will be really helpful to kind of understand where our responsibilities are as a school board and where that falls. Thank you. [00:16:48] Any other discussion? I just wanted to mention one thing. When we take feedback from outside committees, it seems to me you're just implementing. I know this is an action item, and it came before us before, but, you know, when it came as an information item, are we basically just saying just implement everything that's suggested as feedback? [00:17:14] No. Actually, I have some additional notes and clarity I can provide for you, but what we do is we address each question, determine if the question is operational in nature, is policy, or is explained and maybe just be a concern with terminology. We do look at each one and not all of them are just simply incorporated into the policy. Thank you. I just wanted to clarify that. Is there any other discussion? No? Okay. So as far as this policy, I think I will [00:17:49] ask for a vote for it to go as information to the school board all those in favor say aye aye aye thank you now we move on to our information items we will now go to 6.01 business and financial services award rfp 26213 elevators wheelchair wheelchair lifts and dumb waiters preventative maintenance and repairs this item is being presented by miss andrea phila director procurement risk management. [00:18:20] Thank you. Thank you. We did issue an RFP looking for a new vendor or vendors to provide preventive maintenance on our equipment, as well as any needed repairs, as well as the annual inspections. [00:18:36] In issuing that solicitation, six proposals were received, and the two highest scoring vendors were invited to negotiation. The initial term of this contract is from July 1, 2026 to June 30, 2027, with four one-year optional renewals. [00:18:53] Following negotiation, procurement, a lot of county public schools is recommending award of this RFP to Quality Elevator Company and Rise Elevator Services. What we will do is we will work to divide and conquer the county. Once again, the size of the county makes it very challenging to get just one vendor that can service all of that equipment on a regular basis. [00:19:16] So we worked out a plan with both vendors to divide up the county and provide the necessary services identified in this contract. Thank you, Ms. Fallah. Any discussion? No. Okay. [00:19:32] So with no discussion, I'm wondering if you're comfortable with consent agenda? I am. Yes? Okay. So we will go ahead and put that on the consent agenda for the next meeting. Thank you. Item 6.02, Business and Financial Services, RFP, R26032, Lease Purchase, Financing of Vehicles and Equipment. [00:19:56] This item is also being presented by Ms. Fallaw, Director of Procurement and Risk Management. Thank you. This is the lease purchase for the financing, the $10 million, which is part of your budget, the $10 million. For $7.2 million of it is for technology equipment, and $2.8 million is for our transportation department. [00:20:17] Based on the interest rates presented, we are once again recommending award to TD Equipment Finance, who came in with an interest rate of 3.85%, compared to our interest rate from FY26, which was 3.61%. Once again, we are recommending that the lease purchase be awarded to TD Equipment Finance. [00:20:40] Thank you. Any discussion? There was not a full document on board docs, but I see you did put some information in here on the interest rates. Was there a document you could have uploaded? There's no additional information to share. [00:20:57] There was information that should have been provided in your executive back end, but there was really no additional information here other than the interest rates of the three companies. Okay. Thank you. I'm going to ask committee members, do you feel comfortable putting it on the consent agenda? [00:21:19] Yes. Yes? Yes, yes. Okay, thank you. We'll move that on to consent agenda. Now we're going to move on to 6.03, Business and Financial Services Award, RFP, R26207, Integrated Pest Management. This item is also being presented by Ms. Falaw, Director of Procurement, Risk Management. [00:21:38] Thank you. This contract is to provide the integrated pest management program for some of our schools located in Loudoun County. This includes the pest management work as well as termite control. We received four proposals and the two highest scoring vendors were invited to the negotiation. [00:21:56] Following negotiations, the committee recommended we award to Resource Pest Incorporated. The initial term of this contract is from July 1, 2026 to June 30, 2027. The $700,000 estimate is based on the fact that we are moving away from Home Paramount that we've had. [00:22:15] So part of the requirement is Home Paramount will be coming and getting all their termite-based stations and taking them away, and we have to replace them all with new ones because we had the warranty with Home Paramount. So therefore, we will be getting new termite-based stations under this contract that is effective July 1, 2026, through June 30, 2027, with four one-year optional renewals. [00:22:39] Thank you, Ms. Fallah. Any questions? Oh, Mr. Carty. [00:23:05] Thank you. So can you just explain a little bit why are we changing vendors? The contract had no additional renewals and also Home Paramount didn't respond this time either. Fair enough. Makes it easy. Okay, thank you. Okay, thank you. Thank you so much for the presentation. Committee members, do we feel comfortable putting it on the consent agenda for the next meeting? Yes? Okay. Thank you. Yes. Okay, so now we're going to move on to 6.04, Business and Financial Services Renewal of RFP R23267 Groceries. [00:23:21] This item is being presented by Ms. Andrea Philaw, Director of Procurement and Risk Management. Thank you so much. This particular contract is to provide the groceries for our school nutrition program at an estimated value of $12.5 million. This is our renewal with Cisco to provide the services they have been providing during the past year. [00:23:42] with the contract being effective from August 1, 2026 through July 31, 2027. We did see an averaging of price increase of 3%, which does align with the current Consumer Price Index for food. So we are right in line there with those increases, and we're recommending the renewal of this contract with Cisco. [00:24:03] Thank you, Ms. Vila. Any questions? And once again, I'll ask that we can move this on to consent. All in agreement? Yes. Thank you so much. We will move on to 6.05, Business and Financial Services Renewal of RFP, R23259, Agency Nursing and Special Education Student Services. [00:24:25] This item is being presented again by Ms. Palau, Director of Procurement and Risk Management. Thank you. Thank you. This is a renewal of the agency nursing services on this contract. Attached is the awarded vendor list. These are the programs that provide one-to-one nursing care for our most fragile students. [00:24:45] We have renewed with them, and this is bringing it forward for you at an estimated cost of $1.5 million. The special education student services are now being handled by the company Sunburst, who is helping with the placement of individuals in positions hard-to-fill special ed positions, behavioral assistance, and other positions, and we are working directly with them to provide the special education component. [00:25:11] They also onboard those individuals, confirm the passing of the background checks, in compliance with our requirements. So we are bringing before you this evening just the agency nursing portion of this contract to be awarded from July 1, 2026 through June 30th, 2027. [00:25:27] These services are provided year-round to the students if they attend the extended school year program. These services are provided during the summer as well. Thank you, Ms. Fallaw. Any questions? Yes, Mr. Pepper. Thank you. Thank you, Ms. Fallaw. So I just want to get clarification and ask a question. [00:25:45] This is a subset of a contract with a company called Sunburst, is that correct? It is not a subset. What we ended up doing two years ago, or last year, is we entered into an agreement with Sunburst to handle the special education student services portion of this contract. [00:26:03] Okay. We're only renewing the agency nursing services of this contract. So these five technically could be a subset of the original group that was awarded, but that was taken over by Sunburst. Okay, so this has nothing to do with Sunburst at all? [00:26:23] Sunburst is through a cooperative. Okay, I'm just trying to wrap my head around. Yes, they are not under this RFP. They were procured through a cooperative to provide placement services and work directly with our special education team and HRTD to place these individuals in our schools. [00:26:43] Okay, so who would they be placing in the schools? Who does Sunburst place in the schools? They place, there's a long list on here. The contract will be renewed only for additional services such as speech, language, pathology, music therapists, special education teachers, school social workers, counselors, vision teachers, psychological evaluation services, et cetera, are contracted through Sunburst. [00:27:03] But this is the nursing? This is agency nursing for one-on-one nursing care for our most fragile students with special equipment, special needs, and they are assigned to those students at that student's school. okay i'm struggling to wrap my head around this um so um i i feel like i feel like i'm in a red thing where it's like explain to me like i'm five um this rfp started out as both services okay because of the demand and because of the background checks and all the work sunburst [00:27:39] was contracted to take the special education portion okay by title the rfp is still called agency nursing and special education student services that's the name of the original contract but really it's just agency nursing it's just okay there's a section within the rfp that spells out what they do as far as the agency nursing question then my question is and i know that we do a lot of our rfps based on price and services provided have we evaluated these companies in i mean because [00:28:15] these companies are dealing with our most medically fragile students. I personally believe, and I don't want to speak for anyone else on the committee, but I think when we evaluate a contract like this, it may be more than just what's the best price. This was an RFP. Price is not the determining factor. With the RFP, if they meet the requirements, turn in all their paperwork, meet all the qualifications, pass the background checks, they are approved as part of this RFP. [00:28:44] Have we used these companies before? Yes, these companies have been with us, and some of them have been with the students for a number of years. Okay, that's what I want to know. I appreciate the clarification. This is kind of a thorny one, so I appreciate going through that. It's been very interesting. In my history, we've separated them. [00:29:00] We've put them back together. We've only done, yes, but no, thank you for the questions, but that's why that's called the title it is. Thank you very much. Any other discussion? Yeah, I agree, and just my thoughts were, I mean, You list different companies here, but the actual contract for the $1.5 million, this is just all the companies separate that they work with. [00:29:31] I'm sorry, go ahead. The RFP is the contract. There is a section in the RFP that was provided in your backup that lists the requirements. Yeah, I didn't see that. It would have been the original RFP, and then what we're doing this year is just a standard renewal letter that says, If you agree to all the terms and conditions as specified, an RFP number, Ms. Green just went blank. [00:29:54] And how many have been provided? How many nurses and that sort of thing have been provided? I can get you that number. Okay, that's sort of what I'm looking for. What are we contracting for? How many have been provided through the contract? This is for RNs and LPNs. [00:30:11] Okay. That is the only two positions that are part of these services assigned to specific students with specific needs. So when you say that, it's RNs and LPNs, that's a little bit different than a school nurse. Yes, yes, it is. Okay, and maybe that's why, Mr. Pepper, were you questioning that as well? [00:30:28] Oh, you were not, okay. No, these are not school nurses. These are LPNs and RNs, specialty skills. Specialties, okay, got it. a trach feeding to you know any number of things that our special um most fragile students may need got it got it thank you so much um and i um oh you had a question mr carter go ahead um so i guess one of my questions is in the evaluation process of these renewals um i i feel i'm going to go down the path similar to this because i i want to make sure that these that everybody's performing not just to the T, but I really want exceptional performance for this contract. [00:31:08] So have we received any feedback or do we on a regular basis receive any feedback from, you know, SBAC or SEAC or any of the, any, I should be SEAC. Yeah, SEAC. That would be a question for the special ed team who was unable to be here this evening. [00:31:27] But these are the companies we've been renewing with on a regular basis, which we would not renew with them if they were not providing valuable service. They also develop a strong relationship with that particular student and their family, which in turn lends itself the family can say something to special ed. [00:31:46] But also every year we vet every nurse assigned, updated license, updated resume, qualifications. And these companies, I can tell you in my working with them, They take this very seriously as well. They know the seriousness of what is to be done here. [00:32:03] I have received no complaints or concerns. I have received, let's get them renewed. Let's get this one, this one, this one, and it's been repetitive. Yeah, and from a contractual perspective, I would expect that they exceed expectations. But at the end of the day, I want to know that we have the right people in the right seats and that are doing the right work. [00:32:25] And so I really want to make sure that at some point in time in these kind of highly sensitive contract renewals that we have assurances from the families that these people are doing what, you know, not only what they're supposed to, but we feel really good about the work that they're doing. And I'm sure they are, but I also don't want to sit here and get, you know, have people come and say, I can't believe you guys renewed this contract. [00:32:46] We're having X, Y, and Z problems with these vendors. Not only does special education lead this, but so does student health services. They are directly involved, and a member of their team interacts with these people on a regular basis and oversees this program. So it's a shared responsibility between student health services who oversees the nursing. [00:33:06] Special education pays for the services for the special ed student, special needs student. And so I think one of the things I think I'm going to do, and again we're having PMC next, is that I think I want to do some kind of feedback loop before these contracts are renewed so that we're getting feedback from the groups that we need to hear from to make sure that we feel good about the renewal and that we don't have any performance issues. [00:33:29] Not that you all don't, but it's one thing to get some of these contracts wrong and we can course correct, but these have direct highly sensitive student impact. And so I just want to make sure we're really getting it right. [00:33:45] And I'm not suggesting we're not. I just, for me personally, to sign off on a renewal with these children in mind, I want to make sure that we're doing everything we can for our families to make sure that we've got the highest quality services we can provide. And if I may, when this comes back at the next meeting, we can really make sure that we have some staff from student services, because I think it would have been really helpful if we could have had someone here to help address their expertise and what they do look at. [00:34:13] I think they would be able to answer more directly the questions that you're asking and how they do get that feedback. And as Ms. Bilyaw said, you know, it is a very collaborative effort in the procurement to absolutely make sure that we're not just, you know, rubber stamping, you know, contracts. [00:34:32] So we will make sure at the next meeting that we have at least one or two people from student services to help address your questions. Yeah, thank you. I didn't mean to put you guys on the spot on that, but it's one thing to, you know, get a contract for lettuce incorrect, and we can fix that. But it's a whole other thing when we're dealing with our students and our children, making sure that we're good on that. [00:34:51] So getting the feedback on that would be great. I did want to share with you also, you know, I've talked a lot about cooperatives. We have a lot of surrounding jurisdictions that are using this contract of ours to get individuals to do their one-on-one nursing care. So other jurisdictions have been emailing, have you renewed this yet? [00:35:08] We're waiting to get to work with Bright Star or Roe Health. So other jurisdictions are using these services off of this contract as well. That's really good feedback. Thank you for letting us know. Yes, I appreciate the discussion. And when you're dealing with an outside agency, they're not LCPS employees, so we can't hire them or fire them. [00:35:30] It's through the agency. So I agree with Ms. Riccardi that we need to make sure that they're doing an outstanding job. And thank you so much for your feedback. So as far as this item goes, we discussed action for the next meeting. [00:35:46] Yes. And all those in favor, say aye. Aye. Thank you. Aye. Thank you. Item 6.06, Business and Financial Services, RFP-22283, Property and Casualty Insurance Program. This is also being presented by Ms. Villal, Director of Procurement Risk Management. [00:36:04] Thank you. And Ms. Villal promises this is her last one. All right. Renewal of... Oh, no, wrong one. I clicked on it. Okay. This is the Property and Casualty, as Ms. Griffith shared. [00:36:20] In the property and casualty, this is a renewal with VACORP, the Virginia Association of Counties Risk Pool that we have been with. This is the fourth renewal option for this contract. The current contract expires on June 30, 2026. We did see a modest 2.3% overall increase in the annual premium compared to the previous year. [00:36:43] And I did provide as an attachment the comparison of the premiums from last year to this year. We are recommending renewal of this contract with VACorp, effective July 1, 2026 through June 2027. Thank you. [00:36:59] Any discussion? No? Okay. So we can go ahead and have this as information. Oh, I'm sorry. We can put it on consent if you guys are okay with that. That's fine. That's fine? Okay. Consent. Thank you so much. We will now move on to 6.07, support services, authorization of school board chair to sign easement documents for Elaine E. Thompson Elementary School related to Arcola quarters for the enslaved. This item is being presented by Mr. Pascarelli, Director of Construction. [00:37:30] Thank you. Thank you. So this is a blanket easement request for Elaine Thompson Elementary School for that site. So Loudoun County has a project for historic interpretive park on the site adjacent to this school. In order to build this, they'll need a number of easements on our school property so this item is to request approval to allow the chair to sign these easements as they are completed and approved by the LCPS engineering team as well as division council office we typically will seek this type of blanket approval when we expect multiple easements on a single [00:38:08] school site this will allow us to streamline the process as well as assist the county with maintaining their schedule thank you are there any questions for members no um i do have a question i was just curious to know um how much is the total project um my understanding is in the past we've had uh private donations for this or is that maybe you can correct me thank you yes ma'am so this is a county project so it's not costing the school anything uh what we're doing is giving them permission to provide utilities through or from [00:38:44] our property to their property and so if they do any excavation or anything whether they would be responsible to repair it back the way it was so there's no cost to us at all well thank you so much and is everybody okay with did you have a question Mr. Pepper yeah this is really probably a question I don't have any major issue with the easement at all because I think that this is a obviously necessary thing do we know how this project is going to impact traffic around Elaine Thompson Elementary that's a good question so one of the things that we do as part of our approval process is we make sure that the contractors who are working for the county will follow our guidelines as far as when they can be on site, when they can't be on site. [00:39:24] So that's a big part of what we do to make sure the traffic's not interrupted and the work's not done during times that may interfere with any school activities whatsoever. Thank you very much. I appreciate that. Thank you. Any other discussion? If not, are we okay for consent? Yes. Yes. Okay. [00:39:43] Well, it'll go to consent. Thank you so much. And with that, I will ask if there is new business, No new business. And with that, I guess we will adjourn. Oh, oh, you put your hand. Oh, okay. We'll adjourn for today. Thank you so much. ---------------------------------------------------------------------- Coraggio Consulting ยท aguyonx.com
