I'm calling to order the Finance and Operations Committee meeting for today, June 16th. I am joined by Ms. Riccardi. My name is Dena Griffiths. I do want to mention at the beginning of our meeting, this is probably our last meeting together, Mr. Lewis. [00:00:28] So thank you for everything you've done, and also Nancy as well. So thank you so much for everything you've done. And I could still reach out to you, like, you know, whenever I want, right, and say, hey, where's the CIP money for this and where's the CIP money for that? [00:00:47] Yes, ma'am, and I'll have people get back to you. And you'll call me back or text me? Absolutely, yep. Okay, all right. Well, thank you so much for everything you have done over the years. I really appreciate the both of you. [00:01:04] Let me move on to, I guess, public comment. Do we? Nope. No public comment today. Okay. So I guess we can move on to the minutes then. I was just checking to see if John came in. May I have a motion to approve the minutes from June 2nd? [00:01:26] So moved. I'll second it. It has been moved and seconded and the minutes from June 2nd have been approved. All those in favor say aye. Aye. Aye. Thank you. Consent agenda. Can I get a motion to approve the consent agenda. I move that we approve the six items on our consent agenda. And I will [00:01:59] second that. So it has been moved by Ms. Riccardi and seconded by myself. All those in favor say aye. Aye. Aye. And then action items today, I believe we have one. Business and financial, and this one's coming back to us. Business and financial services renewal of the, oops, i lost it for a second here sorry about that renewal of the rfp to r r23259 agency nursing [00:02:31] and special education student services may i may i have a motion to approve 5.1 i move that the finance and operations committee placed this item on the school board consent agenda and recommends that the laden county school board renews rfp number r235 i'm sorry r23259 agency nursing and special education student services effective july 1st 2026 through june 30th 2027 to the vendors identified in the awarded vendor list 2026 2027 thank you and i second that so it has been moved [00:03:11] and seconded. Ms. Fiddley Law, did you want to discuss it any further? Because we did bring this back from our last meeting, and I think there were a lot of questions. There wasn't as much information as there is now. There were a lot of questions on the contract. The questions I had were, how many people did we end up hiring? And as far as the, you know, the contracts concerned how many people could we hire with the contract and that sort of thing so if you can give more details on that I'd appreciate it excuse me good evening and thank you I do not [00:03:50] have anything to add but I do have miss Richardson here available to answer any questions you might have regarding this agreement is there any discussion mr. you're good okay I think that as far as this nursing contract goes I think the questions really stem from what we're getting out of it, what we're getting out of this contract as far as, you know, LPNs, nurses that are at our schools and working with our special needs students. And if you could give, and I appreciate you being here today to give more detail because we were trying to get a more of an understanding [00:04:30] on what all these agencies do within the contract. So I appreciate that. Thank you. I'm Donna Nahiske. I work for Student Health Services. I am the coordinator. Yep. We currently have 20 contracted nurses that work for Loudoun County Public Schools. [00:04:49] Four of them are part-time. The majority of these nurses fill the one-to-one private duty nurse role. This is a licensed nurse that would come in and actually take care of the student one-to-one to meet their medical needs while they're attending school. [00:05:12] So not really for long periods of time, or it's just a one-day thing? All day. The nurses do ride the bus with the students, and they're with them in the classroom all day. I think where I got confused is because we have teachers that do work with the students all day. [00:05:34] Is this in addition? Yes, it is. This is in addition, so you have the teacher or TA or the person that works with the special ed student plus the nurses. Yes, because some of our students have high complex medical concerns or conditions. [00:05:50] They also require a licensed professional to be caring for these students to meet their medical needs. Some of our students who do have one-to-one nurses with us also have nurses at home, but because of their insurance, their insurance has cut back and may only give them 12 hours, which the parents then opt to use those hours at home. [00:06:17] And then they need us to support their students' medical needs while they're at school. Thank you. And Ms. Richardson, is there anything that you wanted to add? Thank you, Mrs. Griffiths. We appreciate the opportunity to be here. Just really would like to highlight the fact that since about the 23-24 school year, we have worked with Mrs. Willoughby and Mrs. Filial on securing more contracted vendors as the needs of our student populations have truly changed. [00:06:47] The RFP that is before you is not just for skilled nurses, but it is also in support of other positions to serve students with disabilities, and that ranges from teachers to occupational therapists to physical therapists and registered behavior technicians. [00:07:05] We are finding that it is more and more challenging. our division is not immune to the teacher shortage and the professional shortage, and we truly appreciate and value the relationships that we have with our vendors and the partnership with business and financial services as well as HRTD. Thank you, Ms. Richardson. I did want to, I'm glad you're here today so you can go through this more for the people of Latin County in case they were questioning what this nursing contract was about because I wasn't real sure so [00:07:44] I appreciate you being here today and answering some of those questions and how it's a much-needed contract did you miss Riccardi thank you it's always good to have conversations and it just sparks more questions so are the the individuals that are providing these services are they all registered nurses are some of them LPNs and if they're LPNs who's overseeing their their work? So there's there are registered nurses and their LPNs depending on the complexity of the student. There are school nurses [00:08:22] in the school building who are registered nurses who oversee the the care that is provided. Also The Student Health Services works very closely, I myself, in hiring of those individuals, meeting with the school-based team, with the nursing staff at the school, with the parents to ensure that we hire the person who has the skills to take care of those students. [00:08:49] And then there's continuous check-ins with the school-based team to making sure that those nurses are meeting the students' health care needs. Great. So it's the RN of the school that's providing the oversight to LPNs when they're used. [00:09:04] Okay, great. Perfect. Thank you. I don't have any other questions. I really just wanted more clarification on the contract, the agency contract itself, and what it does and how it helps our students and how it's very much needed. [00:09:23] And as far as hiring these nurses and having them available, are we finding that it is successful? It has been working out for all our students that I guess we provide nurses to. Are we having a lot of turnover with nurses? [00:09:42] My issue with special ed is a lot of our students do not like change. So they get used to somebody being there in addition to their advocate. And then they're not there, and it can be very upsetting to the students. [00:09:57] So I'm just curious to get your thoughts on that. Are we having, through these agencies, are we having the same nurses working with our students, or is there turnover and there's a new one each week? [00:10:13] I'm just trying to understand. No. The majority of our students have had the same nurse with them, maybe going on two or three years. One-to-one nursing is not for every nurse, so sometimes when I onboard a nurse, this may not be a good fit for them. [00:10:32] Most of the nurses absolutely love working one-to-one with their student and being outside of a hospital setting and being in a school setting. I really appreciate that. We're joined by Mr. Pepper, and I'm curious to know if he'll have any questions on this nursing contract. [00:10:56] Do you, Mr. Pepper? Madam Chair, I do not. Thank you for that. Oh, you do not. Oh, okay, great. I'm sorry. I just came in from graduation, but I appreciate it. The only reason why I want to, I absolutely want to make sure because we had it last time and I wanted to make sure we're fully in understanding of the contracts. [00:11:11] Okay, so with that, are we okay to send it to consent? Yep. All those in favor, say aye. Aye. Aye. Okay, so we'll go ahead and do that. And thank you so much for clarifying for us. I think we needed to take a better look at that. [00:11:29] So thank you. We will continue on to our information items, starting with 6.01 support services, adjustment to grant of sanitary sewer and treatment facility easements to Loudoun County Sanitation Authority, Loudoun Water at Luckett's Elementary School. [00:11:48] Thank you. Thank you, and good afternoon. So as you may know, LCPS previously constructed and operated a wastewater treatment plant at the Luckett Elementary School property. This facility was subsequently transferred to Loudon Water to take full ownership in operations. [00:12:07] To facilitate this, the deed and easements were created and approved by the school board on May 20th of 2025. Loudon Water identified some discrepancies and is seeking some minor changes to the boundary lines. LCPS has reviewed and recommends approval of the revised deed and easements. [00:12:26] Thank you very much, Mr. Pasquarelli. Are there any questions? No. I think that we could probably, let me see, have this on consent if everybody is okay with that. All right. [00:12:42] We'll send this over to consent. Thank you, Mr. Pasquarelli. I think that's it. Oh, my goodness. All right. It's a short meeting. Well, do we have new business? No? No. Okay. [00:12:57] Again, thank you, Mr. Lewis, for being here. I don't know if we should be screaming into the microphones that we'll miss you, but thank you so much to you and Nancy for all the work you've done. And this was your last Finance and Operations Committee meeting. [00:13:16] Yes, and thank you for those kind words. And I have one more school board meeting on Tuesday. Oh, that's right. You have one more. Okay. All right. Well, anyway, this was the last Finance and Ops Committee. So thank you so much for everything. And best of luck to you. I'm adjourning. [00:13:35] Thank you. ---------------------------------------------------------------------- Coraggio Consulting ยท aguyonx.com
