For Treasurer, Patricia Ritchie folks, thank you for being here. Welcome everyone again to the council meeting. We're so glad to see a full house tonight. We have a pretty full agenda with lots of presentations and commendation as well. [00:02:31] And so we ask for your patience as we work through it. It's good information that everyone needs to hear and we're so glad you're all out here to here at first hand so we'll get started with council time and i'll call on vice mayor wolf first and i will pass in the interest of the good of the order thank you councilwoman theresa coates ellis thank you mayor uh just a few um announcements and reminders we do have the flags for heroes on display at the manassas museum lawn all week 100 usa flags uh that was uh presented by the Bull Run Rotary Club and it's to honor our local heroes during Veterans Week. [00:03:11] So go by and see it. It's really very nicely done. Restaurant Week is all week. Visit historicmanassas.org to get more information and visit our local restaurants throughout Historic Manassas. [00:03:27] I want to thank the community members and residents of the city that came out to the Landing Up Cannon Branch meetup where we talked about some of the possible ongoing plans that we have out there by the airport right there at the pond. [00:03:49] We, you know, stay tuned. More to come today for that. Let's see. We also have Friday, November 21st, 6 p.m. at the Manassas Community Center, the old Marsteller School. There will be a presentation about home ownership with one of our local real estate experts. [00:04:09] It's called To Dream, and that's with Forrest Odenhall, it figures he'd come up with a crazy name. But it should be really good, you know, just free to come out to the community and learn about what's going on with homes. [00:04:32] This week I did go visit the Manassas Regional Airport. They had an aviation career day. It was packed with students. I was really happy to see our Manasseh City students there learning about all the career opportunities in aviation and I'm going to thank the airport staff and the teachers and everyone that helped coordinate that we have a huge need for that so it's good to see the kids out being interested also took a tour of Dean elementary school that is being built they hope next year will be open well I [00:05:07] think it will be i think they're on target it is a really good quality building and all of council and school board and staff were out there and it was uh it was good to see not a roof one yet but just to see the construction and um the hard work of the people that are doing it chalky and that's all i have thank you um councilman smith yes thank you madam mayor uh i just want to focus on one thing tonight we have spent the week rightfully so honoring and recognizing the [00:05:45] services of our veterans and tomorrow is the actual day obviously that the government set aside and indicated that we would once again remember and observe i don't think we can do that enough given the dedication and determination and dependability and the bravery and all the sacrifices that our veterans and their families have given us so i just stop and pause in honor of them i enjoy your veterans day but do so in remembrance of the [00:06:19] services that they provide and many continue to provide because they also become first responders or active in the communities that they decide to live in so thank you Thank you, Mayor. Just two things. One is, you know, I think Veterans Day is the one holiday that almost all of us know a veteran, somebody who served, whether living or dead, or we've heard about in our families or extended families about somebody who did serve here. [00:06:56] And so I think Veterans Day is one of those days that brings us all together for that purpose and for recognition of the service that our veterans have done and given to this country, whether they're alive or they're no longer with us at this point. [00:07:14] I, along with Councilman Smith and Vice Mayor Wolfe, had the pleasure of attending a luncheon put on by the American Legion Post 114. The post is located on Prince William Street, and we attended on Saturday, and that was, I think, a very moving ceremony. [00:07:38] And we appreciate having the resolution that council passed, the mayor signed to present to the post. And there were, you could hear a lot of the stories about service from World War II, Korea, to Vietnam, and even to present day. [00:07:58] There was one gentleman there that was 101, a veteran, who was serving. Just amazing things of that sort here. Tomorrow there will be a Veterans Day ceremony at Harris Pavilion. It begins at 11 o'clock, but they're asking folks to come and arrive by 1030, so you're seated by then. [00:08:18] in that regard. So I hope you'll take the opportunity, even though it will be a little bit chillier than we're used to at this particular point. And then secondly and lastly, I wanted to mention that the vice chair of the Manassas City School Board, Jill Spall, and I will be doing our monthly neighborhood walk and talk this coming Saturday. We'll be at Long Park Avenue. We're going to be starting at 9:30, and we look forward to talking to residents along the way. [00:08:52] Keep in mind that just because we may not be walking your particular street, you are always welcome to reach out to anybody and everybody here on City Council. You have our phone numbers and our email addresses and the utility newsletter, or it's on the website, or you're welcome to get a business card from all of us to do that sort of thing. [00:09:14] so don't let an occasion pass where you don't share your thoughts because we do benefit from hearing from all of our residents throughout the year. Mayor, thank you so much. Thank you very much. Councilwoman Vasquez Luna. Good evening. [00:09:33] Thank you, Madam Mayor. First, I would like to thank each one of you for allowing me to join remotely. I'm really happy that we get to celebrate Veterans Day. We have a big population, and I not only want to say thank you to the veterans, but also to their families, as, you know, they also serve and they have to go to the struggles while the member is serving. [00:09:56] So coming from a former active-duty military family, you know, I truly understand it and I especially appreciate it. I want to call to the residents and everybody that works have come and do business in our city to join the Native American Heritage Month. [00:10:18] I invite them to visit our museum and also to join the activities that our city is doing to celebrate our Native American Heritage Month. I want to congratulate everybody that showed up to vote. [00:10:37] We didn't have the highest number in the past few years, but we are very close, so I just want to thank all the registered voters that showed up, whether it was in the 45 days or at the election day, to make a difference. [00:10:56] And congratulations to all six newly elected or re-elected officials who will be representing Manasseh City. I want to also we have in our agenda the commendation honoring the life and legacy of Mrs. Emily Jen Harris Proctor. [00:11:15] So I want to make sure that I recognize and also appreciate the family or whoever is present to receive the commendation. I also want to take a special moment of privilege to remember a dear friend of ours and someone we will be celebrating on Saturday, Cheryl Matias. [00:11:40] She gave so much to our city. She was the former commissioner at the airport and, you know, very special to many people. She will be greatly missed, but I hope many of you can join us to celebrate everything that she did for each one of us and also for our city. [00:12:00] And we'll be dismissed with a closing saying thank you to our chief, Kim. I have always had high regards for him and the work that he does because we have a unique police department. But I'm telling you, I learned so much through the Community Police Academy. [00:12:21] And I'm really hurt that I can be there to receive my certificate. I worked really hard. But I am so thankful because I learned so much, and I hope each one of you consider whether you work in Manasseh City or you are a resident, consider joining and learning. [00:12:38] Whether you love our police department or you have things that you don't agree with, I can tell you this is an eye-opening. And today, especially since we haven't had our city academy for a couple of years, I believe this is going to become something super important. [00:12:58] So I want to congratulate each one of my classmates on their first ever academy class. Congratulations to Liz Parahona and being our president. But I won't take the thunder. I just want to, you know, say how special it was, learning with you. [00:13:17] As you know, I'm very afraid of dogs. I'm sorry about that, but I have great regard for each presenter, for everybody that works to do the class, and all I can say is thank you. And, you know, just like your stickers say, you know, I have always loved the police. [00:13:36] I respect and support the police, but just always remember, you know, to back the blue. So I just want to close with that. Thank you, Madam Mayor. Thank you very much. Councilwoman Hudson. - Thank you, Madam Mayor, and thank you all for joining us this evening. It's really special when we have our annual reports 'cause we get to see so many of our volunteer committee and commission members, so thank you all for joining us this evening. [00:13:59] Most of my points have certainly already been shared, but wanna echo the importance of Veterans Day tomorrow and the multiple opportunities that we have to celebrate. Not only will there be the ceremony at 11 in the pavilion, but also REITs and flags set out throughout the day at both the cemeteries and at the Veterans Memorial at the corner of Main and Prince William Street tomorrow morning, that starts at 8:30. [00:14:23] I also want to thank everybody that was involved in a smooth and successful election. So many people from our community volunteer their whole, whole day to make sure that that goes well from start to finish. So thank you all for all of that help. [00:14:39] And then lastly, since it is Veterans Week, I wanted to give a shout out to the Freedom Museum. They'll be present at the activities tomorrow, but if you haven't taken some time to stop by the Freedom Museum and see all the different artifacts and veterans things that they have going on there, please take a second to stop by when they're open, usually on the weekends. [00:14:58] So that is it, Madam Mayor. Thank you so much. Thank you all. I think everything has been talked about. Again, congratulations to all those who ran and were successful in their runs for elected office. Veterans Day, the parade, it was really good to see everyone out and all the smiles and I think we're one of the very few communities that even do a Veterans Day parade so it's always a moment of really great pride for our community our housing advisory board met and they're off to a really good start I want to thank those members especially the appointments committee for choosing seven really great awesome people who I think are going to [00:15:36] really be great for us to get started in trying to tackle the housing attainability issue that constantly is talked about in in the in the region we are taking methodical steps to make sure that we get it right because we're not like everybody else we are smaller and we want to make sure that what we're doing works and we don't have to go back and start over so we have taken our time and making sure that we have selected some really awesome folks that are going to work really hard for us we have a housing coordinator now we have the housing advisory board now set up and they're off and running so we're very very thankful for you all that have signed up to [00:16:16] do that we had our legislative breakfast we gave senator rome and delegate moldonado a lot of homework for us so they've got some bills that they're going to bring back and put forward for some things to get done for us we have our legislative priorities on our website so if you were interested in seeing what those are you can go there to see that again we dedicated the veterans memorial bench out at Rose Hill Cemetery for those veterans that are buried there there's a bench out there now that you can go and have a moment and reflect if you wish to do so but it [00:16:53] is absolutely beautiful channel four came out today and filmed some of it and so I don't know when that will air but they were out there today to talk to us about that I want to thank and I know miss Coates Ellis had mentioned the the flags for heroes out at the museum but that was a special invitation from sharon ashurst and she caught me when we were out at the polls actually working and said she forgot to do a formal invitation but she asked that i make sure that council was informed so i wanted to make sure to tell her um thanks for putting that invitation out and it is the most beautiful presentation of flags that you will see [00:17:30] at the museum it is really beautiful out there so if you get a chance to please stop by and see that i attended did lakes gala on saturday night which was beautiful 60 years they have been in service helping people with differing abilities and intellectual disabilities and they have helped so many people in our community with employment and their life skills so we're really grateful for um did like to be in the city and congratulations to gina and rex parr their former manassas residents um long-time residents and they were honored for their work with did lake I want to take a moment to wish everyone a happy Thanksgiving we won't be meeting. [00:18:08] So enjoy your time with your family. My table will look a little different this year without my parents being around. But definitely hug each other, tell each other you love one another because you never know what's going to happen. And we have so much going on in this world right now that your families need to know that you love them, just simply saying that. [00:18:28] So we have so much to be thankful for in our beautiful city. And then I want to, at last, have some people, people, persons, come forward to talk about our Christmas parade that's coming up on the 6th of December, the 76th Manassas Christmas Parade. [00:18:49] Mark Olson and crew, Kristen, come on down. We got hats up here. I'm not going to put it on, but thank you. No way. Give me hat hair. Thank you all, Mayor, Council, City Manager, for having us here tonight. [00:19:05] This is an exciting time. It's the 79th Greater Manassas Christmas Parade. It's on December 6th. We help everybody comes out. It starts on Mathis, ends in historic downtown, starts at 10 a.m. We also have Friday night, the tree lighting on December 5th. [00:19:25] The sand will come out on the train. We'd also like to recognize the TD Bank Woman of the Year, Maria Guzman. And the man of the year is Miguel Perez. So they're well-deserved. I'd like to, these are all people we've been working on this parade since January. [00:19:47] And as soon as this one's over this year, we'll start on the next one. So it'll be the 80th year. Hope you all are there. Can't wait to see you. Thank you. Thank you all for being here. We're looking forward to it. And thank you for all the work that you do to make sure that we have a successful Santa lights, Manassas, and the Christmas parade. [00:20:04] So thank you for coming out tonight. City offices will be closed Tuesday, November 11th in observance of Veterans Day. The Manassas Police Department will continue their parent E3 series with anti-bullying awareness and prevention on Wednesday, December 3rd in the Georgetown South Community Center from 530 to 8. [00:22:07] Information is also available about other events going on in the city. And that's all I have now. Thank you, Mr. Burke. Any questions for City Manager Burke? Okay, if not, next item on our agenda is the administrative reports. This is just included for information for you all and we'll jump down to item 2, which is presentations We do not have a presentation from Manassas Business Council, you know, it's on here so And so we'll go forward with item 2.2 the annual report from the Utility Commission. Mr. Silberstein is here Welcome sir. Thank you for being here [00:22:45] Thank you and thank you mayor and to the council and actually a little extra because I've had the honor of working with liaison wolf liaison coach ellis and now with liaison osina so i've enjoyed my time on the commission so we're gonna i'm just gonna give a little overview um we'll start with do i have the clicker here so this shows the commissioners that were there at the end of june and i wanted to give a little shout out to mr jeff mccurt over here who was our chairman the last few years [00:23:23] So a little round of applause for you to let us thank you. I'll switch. After that date, there was an addition added. Besides myself becoming chair, Courtney Tolson became the vice chair, and we also added Bob Angelotti. [00:23:44] And I'm going to just, in your packets that you have, there's a lot of information, but I thought I would just take a bullet or two from each person to just show and share kind of the breadth and depth that you have on the commission. Myself, I've been in semiconductors for 40 years. [00:24:02] I've been involved in utilities most of my career. Courtney Tolson has been involved in utility engineering and actually very unique activities where his company actually does a lot of the geospace, identifying of where different infrastructure is. [00:24:19] So he brings a lot to the commission in terms of his ability to share that kind of information. Bob Angelotti, who's been, you know, with UOSA and was executive director and, you know, a background in environmental engineering, so brings a lot of water and wastewater depth. [00:24:37] Bob Fox, a professional civil engineer, project manager. He also serves on the board of zoning, the chairman of the local board of building code appeals, code appeals. So really a lot of information and information relative to any projects we have. [00:24:57] Charles Lemon, 30 years in construction and civil, and we deal with a lot of the projects and supporting those projects that are needed for infrastructure upgrades. Richard Meyer, an attorney who's been in FERC and rural electric cooperatives, currently on the board of UOSA, so again, good depth. [00:25:22] Andrew Smith, right here, has been involved in different types of software development for electronic or electric vehicles and best systems and really brings a forward-looking perspective on our electrical systems. [00:25:40] So who are we? So we're responsible to you to advise on what is the bid relative to the major infrastructures in the city, water, wastewater, and power. [00:26:00] And we're here to provide that advice, and we work closely with the staff. And I guess I should also thank Tarek Alley, Jeff Small, and Anna Davis, who are here, who kind of helped lead that staff effort with us. [00:26:16] And it's a collaborative effort of understanding what's happening operationally and then getting the information and trying to take that information and look forward and make sure we're making the right decisions and providing advice to you on what those might be, because some of them can be expensive, depending on what we're doing. [00:26:36] Just some of the infrastructure. I mean, you may say we're a small city, but boy, do we have a lot of things. We use a lot of power. We have a lot of cables. And just due to age, we need to be always looking out of what are we doing? [00:26:56] Are we making sure we're not letting things age beyond their useful life? But you can see hundreds of miles of underground cables with projects to bring them underground. Many transformers, distribution stations, and those are really kind of the core items. [00:27:12] And certainly the citizens of the city know when there's a blip here every so often. So we are very focused on making sure that reliability in collaboration with the team we are looking at. If we go ahead for water, we've got Lake Manassas, the water treatment plant. [00:27:31] The water treatment plant, you know, is an older plant. It was built in the 60s. And there's constant effort and very forward-looking efforts to make sure that regardless of its age, it's reliable and capable of growing as needed. [00:27:50] And as you probably know, there's the major, major project, which is finishing, which is replacing that 24-inch line from the plant to the 36-inch line in a lot more capacity and reliability. And then we are serviced by UOSA, and we deliver all that sewage water and wastewater from the Micron facility through all these hundreds of miles of sewer lines and again making sure those stations, those pipes, those systems meet the capacity and potential growth of the city. Last year one of the keys that we [00:28:27] do is in collaboration with staff is to make sure that the capital upgrades are in concert with what the reliability and end-of-life needs are and we made those recommendations for the CIP plan this we added the least cast turbine in March of 25 to maintain the peak load generation the adoption of the comprehensive cost of service analysis and utilities which is key that our rates support the needs of our future and making sure that's balanced with the needs and citizens of the city there was a special analysis done on the [00:29:06] electrical distribution study, a longer range plan that allows us to look at, again, planning what the future replacement or growth is needed there. And we're really trying to reestablish a very firm financial review process and how our construction projects look and that we get a very easy way to see what's happening and make sure everything's on track. A look ahead, one of the areas that we have been looking at power-wise are the voltage regulators and there's a multi-year initiatives to upgrade them in our power system, an internal water audit to make sure that [00:29:44] there is not loss in areas we don't expect, if there's leaky pipes or something, and to make sure we're doing that effectively, an updated look at our capacity and maintenance plan, developing a good predictive forecasting so that, again, we're looking 4, 5, 10, 15 years out and that we know that the capacity is there or know early enough to make good decisions and then looking at a better way to look at how we look at reliability and the analysis of that reliability so with that um are there any questions thank you very much for that report [00:30:20] and council members any questions mr osina yes mr silverstein d come on come on down go back not so much a question as i i get to meet with these folks on a monthly basis in fact we're having our next meeting on Thursday here, but I do want to say that leadership that I observe under Jeff McWirk and now with Steve leading the commission has been very impressive. I think the council is well served by the folks that are on there. I do hope you take the time to read [00:30:58] their biographies because I do think this is a commission that really the average person such as myself could not walk in and do the kind of work that these folks are doing here, and it takes the kind of background that there is with our commission members along the way, and we're very blessed that so many of the folks have this interest in our city and serve that way, and we're well served by our utility heads that are here with electric and water and financing and billing and [00:31:33] everything like that, because without them and their leadership, we would not be doing a very good job here so Steve I hope you'll convey that to the Commission on Thursday I will thank you thank you any other questions or comments yeah okay thank you so much for being here okay next on the agenda we have item 1.3 is the annual report from our economic development Authority and Carmela Patrick is here to help us with that good evening ma'am good evening greetings and thank you for the opportunity to provide the 2025 year-end review for the [00:32:08] City of Manassas Economic Development Authority. At the EDA annual meeting in January, Denise Harover was elected chair, Larry Naylor vice chair, Scott Hepburn treasurer, and Andrea Morrissey as secretary. We would like to take the opportunity to thank Mr. Scott Hepburn and Mr. Mark Olson for their time and commitment to the EDA over the last eight years. We would also like to welcome Mr. Paul Flood to the EDA team and our council liaison is Councilman Smith. We also support the Mason Small Business Development Center, so the EDA is an annual sponsor for SBDC. The counseling services provided by Mason SBDC senior business counselor George Siragusa, also known as Coach S, have helped over 46 clients and over 13 industries. Year over year, Coach S is making a real impact in assisting the [00:34:40] business owners. [00:37:38] I think we're good. Oh, yeah, that's good. I don't believe there's anyone here to actually receive this proclamation, but as we do proclamations and commendations, I always like to come down front so that way everybody can hear it and it can be received. [00:38:04] So the proclamation reads, Whereas Native American Heritage Month originated as Native American Awareness Week in 1976 and was expanded by Congress in 1990 to designate November as National American Indian Heritage Month, offering an opportunity for all Americans to recognize and celebrate the histories, cultures, and traditions of Native and Indigenous peoples. [00:38:30] And whereas the land that is now the city of Manassas was once home to the Doeg, Manahoic, and other Algonquian-speaking peoples, who were the first caretakers of this region, leaving a legacy of stewardship and deep connection to the environment that continues to inspire our community today. [00:38:48] And whereas Native Americans have made enduring contributions to every aspect of our nation's development, including military service, the arts, sciences, education, business, and public service, strengthening the civic and cultural foundation of the United States. [00:39:05] And whereas while we honor these accomplishments, we must also acknowledge the historical injustices, broken treaties, and inequities that Native American communities have endured and reaffirm our shared commitment to advancing understanding equity and respect for tribal sovereignty. [00:39:24] And whereas Native American Heritage Month serves as an important reminder of the resilience, dignity, and ongoing cultural vitality of Native American peoples, encouraging all residents to learn from their histories, honor their traditions, and celebrate their continued influence on our shared American story. [00:39:43] Now, therefore, I am Michelle Davis Younger, mayor of the city of Manassas, Virginia, and on behalf of the Manassas City Council, hereby proclaim November 2025 is Native American Heritage Month in the city of Manassas and encourage all residents, community organizations, schools, faith groups, and businesses to observe this month through programs and activities that honor and celebrate the history, culture, and contributions of Native Americans to our city, the Commonwealth of Virginia, and the United States. [00:40:13] Thank you very much for that. Item 2.6 is the commendation honoring the life and legacy of Mrs. Emily Jane Harris Proctor. Those members of that family can come on down now. [00:40:29] We have, I'm sorry, girl. Okay. Oh, Ms. Bonarice is here as well. Mr. Smith is going to have the honor of reading this commendation for you. You can just stand right here. Ms. Proctor was well-known in NAACP, of which Mr. Smith was a past president and vice president. [00:40:51] I believe she was treasurer up until her passing and very instrumental in establishing the NAACP here in Manassas. Ms. Bonneries, it's so good to see you. How are you? Good. Here you go, sir. Thank you. [00:41:12] I will step aside just for a second. The reason I went to get Ms. Bonneries, well, there are reasons, but the main reason tonight is because she stood beside Emily Proctor and propped me up, the two of them, when we were reestablished in the chapter and we were running the chapter for about seven or eight years. [00:41:38] And so I'm honored that you're here tonight, that we can remember our dear friend and quite effective, efficient, and just a wonderful person, Emily Proctor. The proclamation, commendation. [00:41:57] Whereas the city of Manassas recognizes and honors the lives of citizens whose service, leadership, and dedication have strengthened our community and enriched the lives of others. And whereas Mrs. Emily Jane Harris Proctor was born on June 17, 1948 to the late Lawrence Harris and Julia Williams Harris, and after decades of living in the city of Manassas, was called home to be with the Lord on September 6, 2025, after a long illness. [00:42:37] And whereas Mrs. Proctor was educated in Washington, D.C., graduating from Margaret Mary Washington Vocational High School, then continued her education at Washington Saturday College to earn her degree in business administration and began her professional career with the United States Department of Agriculture, where she served with distinction for 40 years. [00:43:06] And whereas, through hard work, skill, and leadership, Mrs. Proctor rose through the ranks to become a supervisory management analyst, earning numerous awards and recognitions for her exemplary public service, professionalism, and commitment to excellence. [00:43:27] And whereas, beyond her outstanding federal career, Mrs. Proctor was a pillow of civic engagement and social justice in Manassas and Prince William County, dedicating over 20 years of faithful service as treasurer of the Prince William branch of the NAACP. [00:43:51] And whereas in this role, Mrs. Proctor ensured the financial integrity and sustainability of the branch, supporting its mission to advance civil rights, economic opportunity, and equality for all residents. [00:44:10] And whereas her quiet strength, compassion, and steadfast integrity inspired countless others, leaving a legacy of community empowerment and service that will continue to impact future generations. [00:44:32] And whereas the Manassas City Council wishes to recognize and celebrate Mrs. Proctor's lifetime of service, her leadership within the Prince William NAACP, and her enduring contributions to justice, equality, and the betterment of our community. [00:44:54] Now, therefore, Michelle Davis, mayor of the city of Manassas, Virginia, and on behalf of the Manassas City Council, does hereby commend Mrs. Emily Jane Harris Proctor and honor her life and legacy with deepest gratitude for her decades of service to her country, her community, and to the cause of civil rights, while extending heartfelt condolences to her family, friends, and the members of the Prince William NAACP [00:45:34] and joining them in celebrating a life well-lived in service to others. I'd like to thank you all for this accommodation. [00:45:57] These people here, my daughter and my husband, just know that her legacy will live on, And we are here to stay, and we're here to continue our fight for justice for everyone. Thank you. [00:46:14] Thank you all for that. [00:46:56] Next is item, on the agenda is item 2.6 of Community Police Academy Recognition. And Chief Keene is going to come forward and help us with that. After we do the recognition, we have a 10-minute recess. I think you have refreshments or something out in the hallway or in the conference room. [00:47:14] So thank you for being here. That would be great. Thank you, Mayor. I'm just going to take a few moments before I turn it over to staff. The Community Police Academy was a vision of mine for a number of years. We just couldn't get there. You know, between being on Fairview Avenue, the space didn't allow for it. [00:47:34] We moved into the new building, which we wanted to showcase. I transitioned over to the interim city manager. But really, that opportunity gave me a new vision of the police department of things we needed to do, different things we needed to put out on the forefront and one of those things was more community engagement so we can build more trust with our community and build new relationships so with taking that vision you got to have good people behind you there's two people i want to recognize tonight they're going to be involved first is sergeant anna brown sitting here to my right at that point she was a [00:48:12] master police officer had not been promoted to sergeant she knew what my vision was she took on the heavy lift this is a lot of work a lot of planning of researching putting the lesson plans together putting schedules together making sure we encompassed everything that we wanted to stuff in to those six weeks so anna thank you for doing the heavy lift and staying involved the next one is mpo now sergeant moeller she's somewhere she's in the back she picked it up again promoted once we had that vision and carried this through and [00:48:51] finally to our participants for stepping up to the plate being part of this whether you've had a positive experience with police in the past a negative experience or hopefully no experience with the police in the past this opportunity gave you a chance to see what we do hopefully build some relationships for the next generation coming in and more importantly being an advocate for your police for your police department their police department sometimes bad things happen but [00:49:26] hopefully it gives them the confidence so now they can be our advocates in the community slow down we trust our police department give them an opportunity to explain what really occurred So thank you to them for taking six weeks out of their lives that's missed dinner, missed times with their family, so they can now spend it with our family. [00:49:51] And now you're part of the family. You can't get out. You're always going to be called upon. It's the inaugural class. We are going to lean on them for the experiences, call on them, and get them to help us as we see this through in the future. [00:50:08] With that, I'm talking too much. I'm going to turn it over to Sergeant Longer for her to come up and go through it. And then they have a short presentation and some certificates. Thank you. Good evening. How are you? Thank you, Chief, and good evening, Counsel. I'm here just to introduce a little bit about what we went through for the past six weeks. [00:50:28] So we're excited to congratulate our graduates of the first ever Community Police Academy. Each participant showed up each day with enthusiasm and a positive attitude, which is truly all we can hope for when we host programs like this. Over the last six weeks, they explored many facets of our department. [00:50:44] They received personal demonstrations and hands-on experience with our officers and learned about our hiring process, community services, dispatch, animal control, traffic services, and investigative services. They also got a close-up look at our civil disturbance unit, emergency services unit, canine teams, defensive tactics, and more. [00:51:03] These experiences offered a deeper understanding of the opportunities, responsibilities, and trainings involved in law enforcement. They challenged their own decision making and reactions through our Virtra system, testing their responses to various scenarios and observing how they would react to those situations. [00:51:22] They also got to test and see how that thought process would change after the six weeks with us to see if their reactions changed in any way to really get that understanding. And of course, many will not forget the mock police pursuit, which caused some minor motion sickness, but a lifetime of memories, hopefully. [00:51:38] And I hope each of you enjoyed your time with us and yet you can continue to support our department and continue coming to events I had a wonderful time getting to know each and every one of you And I'd like to share a short video that we put together just a little taste of what they got to go through Thank you. Thank you [00:51:59] And so now we have certificates for each of our participants and sergeant Brown will be calling the names for us [00:53:29] Good evening, everybody. I just want to say thank you to Chief for trusting me with your vision. It was so much fun. I had so much fun with them. They are wild people. I'm sorry if I butcher your name, but I'm going to try my best. [00:53:47] All right. You guys ready to graduate? Me too. All right. Justania Barahona. Ray Brady. Wilson Chavez Ramos. [00:54:09] He's not here, but we need to say his name. He's dangerous. yeah all right yeah carrie clark patricia gaspat julian greenaway he was unable to attend [00:54:48] steve healy michelle hudson stephen kent bedrick knox jeffrey mcquirt joseph ortiz he could not [00:55:54] make it denise parks saw me looking at elisa passero limone reddington watch out for her [00:56:32] everybody. Kristen Stakely, but not least, she's virtual still, right? Sonia Vasquez-Luna. [00:56:51] Congratulations, everybody. I think it's now appropriate if we take a short recess. I think Liz is going to say a few words first as the president though, right? We're going to let them [00:57:14] have a seat and let Liz take the mic then. Thank you. Thank you all. Thank you, Madam Mayor, council members, Sonia Vasquez-Luna remotely, and our residents present and our community [00:57:51] virtually watching us. I want to take a moment to thank our class. Congratulations to everybody. Thank you, thank you. I want to thank God for allowing me to have the platform to be here in front of you today. Thank you to our instructors, Sergeant Muller, Sergeant Brown, and Officer Rodriguez, and all our presenters that were with us at the Police Academy. Thank you to Chief Keene for your visionary equality leadership. [00:58:24] Thank you for having diversity, transparency, and commitment. And what a teamwork. So proud of you and your team. That moves us forward to item four on the agenda, public hearing. [01:02:39] We have a signup sheet. I don't know if anyone has signed up or not in front of the dais if you wish to speak during the public hearing. The public hearing sheet is separate from the public comment sheet. go over the procedures for public hearings i will read the newspaper ad certification for public hearings and staff will present the issue for consideration and the council then has the opportunity to ask questions and i will open the public hearing for public comment we will make sure not to miss anyone who wishes to speak regarding a public hearing item and then the public hearing will be either closed or continue to next council meeting which requires a motion to vote so with that i'll read the newspaper certification announcement which says as the [01:03:17] mayor i certify that newspaper advertisements for the public hearings listed on tonight's agenda were published in conformance with the requirements of general law and sydney city ordinances as the mayor i further certify that an affidavit of publication is before me which is signed by an authorized representative of the prince william times newspaper which states that the advertisements appeared on the required dates and we have miss who's going to present first i'm so sorry i haven't moved down so we have the item 4.1 is the public hearing for ordinance oh oh 2026-367 conveyance [01:03:56] conveyance of property at the landing at cannon branch mr small is here to help us with that so i appreciated all the veterans day comments and we'll remind everybody that 250 years ago today in Tun Tavern, Philadelphia, the United States Marine Corps was born. [01:04:16] So happy birthday to all my fellow Leathernecks and Devil Dogs. With that having been said, we are here this evening to conduct a public hearing on the sale of property that is a portion of the property under contract to Buchanan Partners at the Lannia Cannon Branch, but also further includes a small piece of about 20,000 square feet of what is the former DMV building, then customer service center, which has been cleared surplus. The purpose of the sales to facilitate the development and construction of a Hilton [01:04:51] Home 2 suite, in addition to the public hearing advertisement and the contract and the press releases, all of them, which have been publicly available for a year. We held a community meeting at the Landing Accounting Branch last week, which I believe Councilwoman Ellis mentioned, And laid this project, among others, out to the community as well. [01:05:11] So I stand here tonight to answer any questions you might have. I believe the report and the documents are pretty comprehensive and self-explanatory. Thank you, Mr. Small. Any questions from council members on this item? Okay. If not, the public hearing is now open. [01:05:27] We don't have anyone signed up for this item, but if there's anyone here present and wishes to make a comment on this item, they may do so at this time. No one present, I'll entertain a motion to. [01:05:43] Madam Mayor, move to close the public hearing. I'm scheduled for a vote later this evening. Second, okay. We have the motion by Vice Mayor Wolfe, seconded by Councilwoman Hudson, to close the public hearing on this item. Any discussion? [01:05:59] Hearing and seeing none, Mr. Smith, please call the roll. Yes. Yes. Council Member Smith? Yes. Council Member Osina? Yes. Council Member Vasquez-Lona? [01:06:15] Yes. The motion carries. Okay, thank you so much for that. That moves us forward to the second public hearing, item 4.2, is the public hearing from Manassas City Public Schools Alternative Education Program at 8700 Centerville Road, SUP. [01:06:30] Good evening. Good evening. Thank you, Madam Mayor. Good evening, Councilmembers. So before you tonight, we have Special Use Permit 2026-0001 for the Manassas City Public Schools Alternative Education Program, known as Manassas Pathways. So the property is located at 8700 Centerville Road. [01:06:49] It is for the educational facility, primary or secondary. The property is 3.22 acres in size. It is zoned B4, general commercial, and is designated in the Mathis character area along two corridors in the comprehensive plan. So surrounding land uses, you get a lot of everything here. [01:07:08] We have the city-owned Liberia House and Park. We have offices, retail, a self-storage facility, motor vehicle uses. And across the city and Prince William County border, we have an assisted living facility. So again, before you is the used educational facility, primary or secondary, the applicant wishes to operate an alternative education program in the existing building. [01:07:29] Space would include classrooms, offices, and a common area lunchroom. Proposed are six classrooms, three for high school students, one for middle school students, one for intermediate middle school students, and one for intermediate school students. Students would be escorted from the first floor to the third floor, which is where the program area is, and it would be badge restricted. [01:07:49] Currently, a limited number of students needing non-traditional learning do attend the independent school in partnership with Prince William County. So before you, is the layout of the property with the existing office building there and the parking. This is their bus route plan, so the buses would come in and off of Mathis Avenue, drop them at the side-facing Mathis Avenue, and then the students would be escorted to the third floor from there. [01:08:15] Here is a general layout of what the program area would appear as. so staff's analysis finds that the proposed use does not have a significant impact on surrounding uses and any impacts can be addressed through the conditions of approval again this use is classified as an institutional use in the comprehensive plan and as such as appropriate use in the map as character area a TIA was not required as the traffic generation was below the minimal threshold there is ample parking on site for both the existing uses in the building and to accommodate the eight parking spaces required for the educational use conditions placed on the special use permit would include [01:08:54] limiting it to educational facility primary or secondary that it be in substantial performance with the special use permit plan that the applicant improve the accessible routes through the parking lot to access the building condition number four will address the installation of bicycle racks condition number five and six are for noise and lighting and then condition seven is requiring the compliance with federal state and local laws so the applicants proposal with the proposed mitigating conditions does sufficiently mitigate negative land use impacts on the existing patterns of development planning Commission did hold their public hearing on November 5th and I do apologize we don't have any of that documentation for you tonight since it was just last week [01:09:34] but they did recommend approval for a four to zero votes staff also recommends approval of their requested special use permit as conditioned the school board is requesting that action be taken tonight on the special use permit to maintain their construction schedule and be able to open the facility in January we do have a representative from the school board here to answer any questions and with that I stand ready for any questions also thank you so much council members any questions mr. Osina I do have a question or two for school [01:10:08] representative okay so and if you could put it on the floor plan there yeah good evening so so first of all if this is after the public hearing and this is approved and my understanding is you want to open in January January's 31 days so when are you looking in January if all went well would it open the beginning of January would it open at the end of January would it open on when [01:10:45] school started for everybody what that is leadership's plan when the students return from winter break this program would be started okay and you read the pit and and looking at at the floor plan so I understand that this is what is it access what's the right term again access risk that control control what does that mean it's a it's a it's an electronic strike on the door that you could use a car to to gain entry to go in yes but they could somebody could leave with no problem yeah there will be there will be emergency panic hardware [01:11:20] the door but if you put there's also security there's going to be a security officer stationed in the interior okay so so on the far left where i'm assuming are the elevators correct is that where would the the security guard be okay all right and i'll let you get back to the microphone [01:11:58] so so residents can hear you that's all um and then my other question was in the lower right of this i see a student dining i see a kitchen and serving line so what is what is plan there uh they're they're planning to serve food and then have a place for the students to eat okay uh so it's going to be like a mini cafeteria i take it all right so there'll actually be food preparation that takes place there yes sir okay um but uh the idea is not to have all the students eat there at the same time meaning not having high school students and middle school students and [01:12:39] elementary intermediate or you know students there at the same time necessarily right without without speaking directly to the program that's pretty much how we do it everywhere else there's different lunch shifts um to accommodate all the different students so it's a smaller space i'm assuming there's going to be a few different shifts okay very good uh and the school school board occupies the fourth floor correct yes that's their executive offices and things of that sort and department And what's on the second and first floors? [01:13:11] So on the second floor, primarily, it's our curriculum and instruction department. On the third floor, we have the human resources department, our technology department, and, of course, the fourth floor. On one side, it's the data side of the house, so procurement, the data side, conference rooms. [01:13:32] And then on the far left, you have finance and then the superintendent's area. All right, and then the first floor is where Apple Credit Union is and other offices? That's correct. Apple Credit Union is to the left, and the Monastity Public Schools is occupying the right side, and that's where the receptionist will be to check anybody in. [01:13:51] Okay, very good. Thank you, Mayor. Thank you. Any other questions or comments? Okay. So the public hearing, thank you so much for that. Public hearing is now open. We do not have anyone signed up, but if there's anyone present who wishes to address this item The public hearing, please come forward at this time. If not, I'll entertain a motion. [01:14:13] Madam Mayor, move to close the public hearing and schedule for a vote later this evening. Second. We have the motion by Vice Mayor Will, seconded by Councilman Smith to close the public hearing and vote later this evening on this item. Any discussion?
