And he makes a wonderful impact and difference in our school division. Would you like to say something? - Thank you for choosing me to be it again. I can't wait to participate in all of the school board meetings, bring my thoughts, bring more of my peers' thoughts into them, and see what we can do to change our schools to become the best they can be. [00:06:14] Thank you. introduce our next student rep. So during the last board meeting, we approved Lamar Aboukari to be a student representative for the 26-27 school year. We were equally impressed with her resume as well and the many volunteer opportunities she's had in the community and in Osborne, and we're very happy to introduce her to the board and to the community, and we look forward to all the things that she's going to be able to do with Anak as well, and she's also a senior, [00:06:54] graduating senior, so this is going to be a great opportunity for both of them to put also on their resume and to impact Osborne for the better, so thank you. Hi, I'm Lamar, and I wanted to say that I'm super-duper excited to be able to represent the students of Manassas. I've grown up here for all my life. I've been going here since I was a Hayden Hawk in kindergarten, and it's an absolute honor to get to represent my peers and to help improve the school division and I wanted to say real quick if you [00:07:33] two look down and you look how we spelled your names we may not have spelled them correctly but we spelled them phonetically so we would not butcher the pronunciation so that's why they're spelled a little bit differently here so [00:07:44] okay thank you and we're very proud of both of you we can't wait to begin [00:08:29] working together mister I think we're on to finance mr. Kelly is going to present the proposed FY 2627 student fee and charges building use fees student food service fees and charges and the waiver fee policy good evening chair Spall vice chair Jones members of the board and dr. Newman tonight I'm going to present to you the fees and charges for fiscal year 2027 this will be a brief this will be a brief presentation as there aren't many changes to the [00:09:06] fees and charges for FY 27 so we'll just get right into it so as I just there are no fees or or changes to the fees or charges for fiscal year 2027 meals will continue to be provided at no cost to all students as has been the case since the pandemic fees and charges for the fiscal year for the fee and charges schedule that is approved here will be posted on our website once again once you all approve it which hopefully will be at the next board meeting and then the building use fees included in the rental chart in building use fees include rental charges and cost to pay the necessary personnel to manage those events whenever the buildings are [00:09:41] rendered there are different rates established for non-commercial versus commercial vendors and that would be more for profit and non-profit for those who are wondering what i mean by that and so before i go i do want to read our existing fee waiver guidelines which will remain in place for the fiscal year 2027. only fees approved by you all here at the board can be charged fee waivers are allowed for activities occurring during the school day including field trips for any activities that are a requirement for a class as well as a course taken for credit in the summer no students will be denied enrollment in class receive report cards or diplomas or receive [00:10:18] disciplinary action for failure to pay any fees and then there are certain fees that are not for exemption those fees are included some of those fees include damages to books or electronic devices optional activities non-resident tuition fees related to parking permits behind the wheel the behind the wheel portion of driver's education and school spirit items and as i mentioned this will be on up for action at the next meeting with that I will take the students I just wanted to point out to everyone as I always do when we discuss fees we [00:10:57] are so fortunate to be able to provide breakfast and lunch free of charge to all students and to be participating in a dinner program we're all children under the age of 18 in the city of Manassas can go to Osborne High School during the school year to receive a free dinner I think that's so important because kids can't learn if they don't need so got to point that out every time thank you anybody else on this side miss miles speaking of the dinners will we be providing I know this was we mentioned this before but during the summer what kind of meals or things are we providing our students like I know access usually [00:11:34] we do that are we doing that this year okay and it is it just lunch or how does that work is a breakfast lunch and dinner or yeah we have a dinner program for in breakfast program for any student family 18 years or younger they have to do have to part of the requirements of the program is they have to eat it on site gotcha and it's still at Osborne correct still at Osborne okay thank you anybody else if I may how much does it cost to join band [00:12:12] to join band is that not free how much does it cost to join a sport it is free how much does it cost for uniforms at Osborne High School I just wanted to make sure everybody knew we're trying to do our best to make level all playing fields and make sure everyone feels welcome and people can join what they want to join without having to worry about how much it costs I didn't mean to trick you thank you I could probably have made a longer list but it was quick so thank you very [00:12:48] much um next up is mr gefeller and he's going to talk to us about the construction of new jenny dean elementary yeah good evening chair spall vice chair jones members of the board and dr newman so this is one of my final times presenting on the construction progress of the new jenny dean elementary school and i have missed the last couple of updates and just want to say i appreciate all the well wishes for my family from the board i really felt them and my family did so thank you [00:13:22] very much in my absence so i'm pleased to present tonight an update on the construction of the new jenny dean elementary school despite significant weather impacts that we had we had a very rainy may the product remains on schedule on budget and continues to progress towards opening in august for the 26-27 school year for our students the project the project has averaged approximately 125 workers on site throughout the month. Dr. Newman and I were over there last month and they had about 200 workers on site so they are [00:14:00] pushing hard to remain on schedule for the opening in August. In terms of the exterior progress of the school, the construction team continues to the final site development activities including landscaping and tree planting. The parking lot base asphalt installation is happening as we speak. It started last month and is continuing. Grading of the outdoor play and athletic field areas and we'll see some pictures we see a picture of the if you go over Jan Dean you'll see a whale coming out of the out of the ground there and you'll see the playgrounds that are going in so it's starting to come together. The school's [00:14:37] monument sign has been completed and is ready for the installation of the digital display so where the old Jenny Dean display was out on Wellington Road you will see the the brick frame for the new digital display that will go in out out there the exterior lighting has been installed and the construction of the playground areas is underway the city has completed the water line inspections and scheduled the final review which is needed for our release of our permanent water meter in terms of the interior progress the permanent power is now operational throughout the building the administrative office suite [00:15:14] is substantially complete and ready for punch list and they've been working on that the kindergarten wing is also complete, and the plunge list has already begun with that the first week of June. The terrazzo flooring, which is beautiful flooring, and we'll see a picture of some of that flooring, continues to remain on track and on schedule to finish that up. They're currently on the second floor right now, flooring the main hallways. The classroom ceiling installation is nearing completion, and the gymnasium is, the wall system is operable, has been installed. [00:15:48] The painting of the gym in the cafetorium is also underway. So looking ahead, beginning last week, the project team began its weekly punch list process in going through the different classrooms and the building and areas that are ready to identify areas which need to be touched up or modified to make sure that we are maintaining a quality of what we expect in our final building. [00:16:16] They've been systematically working through each wing of the building to identify and addressing any remaining items the vestibule glass installation has begun if you go to the glasses now installed as you out overlook the dean park if you remember when visited there you could see out the dean park it had no they call it storefront glass that is now installed the site work and playground construction will continue throughout the summer as the project moves towards substantial completion we remain encouraged by the progress being made each month you know we can go out there and see one thing one day and go out there a few days later and it's [00:16:52] very different because they are making progress every day the facility is beginning to take and look and feel like a completed school which is exciting and the interior spaces are rapidly transitioning from construction zones to learning environments and so i just want to share a few pictures you see here is a kindergarten classroom that they just began to do the punch list item on the flooring is complete in there this was taken before the punch list happened last week and so you can see the colors that we talked about exciting to see from design to where we are now [00:17:26] is is pretty exciting here are some of the terrazzo floors if you remember back quite a while ago when i talked about the design of the floors and talked about the different elements of the learning this is in the kindergarten wing where we have our letters that are embedded into the floor and we have shapes and we have different things in different parts of the building to enhance that learning environment so this is a picture of the terrazzo floor in the kindergarten wing with the letters this is one of our bathrooms we see the design the tile you can see it's coming to completion these don't do it justice until you actually stand in there and see the [00:18:04] actual quality of the work and the design it's exciting to see the exterior here is part of the bus loop and you'll see the the exterior going up that's actually pretty much complete now since this picture was taken things happen so quickly here's the storefront that I talked about the window overlooking Dean Park if you look in the back of the picture to the lower left you'll see the poles that's where the greenhouse will be that'll be one of the final things they put in because with the site work they don't want to make sure they don't hit it with any kind of stones or rocks as they're doing the site site work and grading and [00:18:42] and here's some of the playground you can see the fence which will be going around the building but you'll see some of the the pictures of the playgrounds coming you can see you've got the whale coming out there you also see the the far left that piece of equipment is specifically for our special education students and so when we planned this we wanted to make sure i know that was one question that you had asked miss brown about that we made sure those elements were included and that's an example of an installation of a piece of equipment that will be modified for our special education students you can see here they're starting to do some grading [00:19:18] for the asphalt it's taken last friday we actually had a little bit of delay in dismissal for our dean students because they were working on putting down the base coat for asphalt and so we had to move some move some some buses up and make sure it was safe for our students so they are now in full swing with that if you go over there you'll see that they're working on that to get that in place and with that i'm happy to answer any questions any questions to my right miss seaberg thank you chair um mr gefeller have any of the historical components or references to miss jenny dean have [00:19:54] those been placed yet they are not installed but we have seen them we have we saw them actually like they came in samples of them what they're going to actual size and and what they look like came in the mail to us last week for our final approval but those will be one of the last things that go up because they're wall coverings many of them are wall coverings the plaques the plaques are that the different plaques that will go up and talk about each of the historical components are on site but they'll be one of the last things that get installed okay will it be installed by the [00:20:29] time of the ribbon cutting absolutely okay yes absolutely great anybody to my left miss presha thank you it is good to have you back thank you so maybe you don't know the answer to this question because maybe this is a building decision but what is the moving plan like when can people start moving their classroom materials yeah so we actually have been meeting about that we will start moving well first of all all of our current staff are in boxes before they left last friday muffin wilkowski is managing the project and so got boxes for all of our [00:21:09] staff and they will they're all boxed up and ready to go we have a mover that's coming in the first stage of that movement we actually had a meeting a follow-up meeting today we've been meeting regularly dr newman and i meet with the construction team every week now at the at this point but we will start placing furniture at the end of june the plan is to start on the first floor so once they do the punch list items in each of the classrooms and part of the building then they will place the furniture starting on the first floor and then moving to the second floor we have six different vendors that we were getting furniture from and then we have [00:21:46] a moving company that will come and we'll be moving the the boxes from old Dean into new Dean after all the furniture is placed that will happen at some point in July but the first the first the first space that is going to be ready for occupancy is the front offices and so the admin will be moving probably close to July 1st and then soon after each furniture stage is placed then this stuff will come over from from old Dean so and the plan then is in the budget we had built in some some funding to pay our teachers to come and get [00:22:24] unpacked and so that will take place the third week of July and so we're excited to be able to do that and thank you for supporting that support our to be ready for for students that when they arrive in August yes we did have that in our budget that but everyone's getting compensated appropriately for their time correct they need to put into this that's great and that was a very detailed answer so thank you thank you for that I also wanted to just offer a supportive anecdote for those embedded letter letters Baldwin has simple math equations on their stairs and my daughters come home being like 12 plus 12 [00:23:00] is 24 11 plus 11 is 20 and so it does seem to it does seem to work so I'm excited to see those elements and what it'll mean for our kids and our student academic success right thank you miss miles I had a question and this might have been answered already so I apologize if it has I know we're doing the ribbon-cutting in August but will we be able to get a tour before kind of midway through that or is it just gonna be at the ribbon-cutting and we'll see it then yeah so we the plan is to do tours at the ribbon-cutting okay because I don't what we don't want to do is to disrupt there's going to be a lot of stuff happening a [00:23:36] lot of moving parts furniture installation is going to be a big undertaking and we'll be working having to work around the construction team so right now the plan is to do tours that that same day and guided tours for each part of the building okay and that ribbon cutting all staff will be invited to that as well yes okay thank you so much it's actually happened it'll happen during the school day well during the during regular time at noon so staff will be there just a couple questions just being responsible to our taxpayers can you [00:24:12] remind us again how delayed the delivery date will be it is not and how much over budget will we be it is not thank you I appreciate your time we will move now to the proclamation for the June 2026 LGBTQ and pride month I urge our citizens and community members to recognize the value of and contribution contributions made by the LGBTQ and staff LGBTQ plus staff and students and [00:24:49] actively promote the principles of equality and Liberty and Miss Stevens will read the proclamation now thank you chair it's my honor and pleasure to deliver the LGBTQ LGBTQ plus proclamation for Pride month June 2026 whereas Manassas City Schools is committed to creating an inclusive safe caring and challenging learning environment viewed through an equity lens and whereas the city of Manassas recognizes the importance of equality and freedom of discrimination and whereas the Commonwealth of Virginia [00:25:25] passed the Virginia that oh excuse me the Massa City Council has adopted a Pride Month proclamation annually since 2017 and whereas the Commonwealth of Virginia passed the Virginia Values Act prohibiting discrimination in public areas against members of the LGBTQ plus community, and whereas PFLAG is the nation's largest organization dedicated to supporting, educating, and advocating for LGBTQ plus people and those who love them, whereas the human rights campaign HRC believes that the LGBTQ plus individuals must be ensured equality and embraced as full members of society and whereas the National [00:26:05] Institutes of Health NIH and the National Education Association NEA recognize that LGBTQ+ youth and teens are at increased risk of violence discrimination and have higher suicide rates and whereas the Manassas City public schools are an integral part of the greater Manassas City community and whereas the staff of Manassas City public schools are valued community members and whereas it is imperative that students and staff alike regardless of sexual orientation or gender identity be valued safe empowered and supported [00:26:40] by the peers educators and community leaders now therefore the Manassas City School Board proclaims June 2026 to be LGBTQ+ Pride Month and urges our citizens and community members to recognize the value of and the last enslaved African Americans learned of their freedom more than two years after the Emancipation Proclamation recognizing Juneteenth in our schools and community is important because it honors resilience, acknowledges a crucial part of our nation's history, and helps ensure that we all understand the ongoing journey toward equality. By teaching and recognizing this day, we foster [00:30:55] awareness, respect, and a commitment to justice within our community. Thank you. Thank you, Ms. Stevens. Ms. Seberg. Thank you, Chair. I want to revisit a topic that seems to come up often, and the timing feels especially appropriate. Some of you may know exactly what I'm referring to, while others may not. Regardless, the message is important. Social media is not the appropriate place to report concerns or seek answers about situations occurring within our schools. If you have a [00:31:34] question or a concern, please address it directly through the proper channels, starting with the school. When concerns arise, please give our teachers, counselors, administrators, and staff the courtesy and opportunity to address them firsthand. They are closest to the situation and our best position to provide accurate information, resolve issues, and support students. [00:32:01] In most cases, concerns should begin with the teacher, counselor, or principal, allowing those directly involved the opportunity to work towards a resolution. If concerns remain after that process, you are encouraged to contact the superintendent and/or the school board, and we welcome that communication. [00:32:24] Concerns brought through the appropriate channels are reviewed and investigated as necessary to determine the facts, address any findings, fulfill legal obligations, and identify appropriate next steps. At times, however, we may not be able to share specific details about a situation if you are not directly involved. [00:32:46] Federal and state laws protect the privacy of students, families, and employees, and we take those responsibilities seriously. This is not about withholding information. It is about respecting confidentiality and complying with the law. I also want to be very clear that I, personally, will not engage with anonymous social media posts containing false accusations, misinformation, personal attacks, or slanderous comments. [00:33:13] These types of posts do not help resolve concerns. Instead, they often damage trust, spread misinformation, and negatively impact our schools, our staff, and most importantly, our students. I encourage our community not to take the bait. [00:33:30] In today's world, anyone can post anything online for attention, personal agendas, or to create conflict. That may include individuals who are frustrated, misinformed, operating with incomplete information, or simply interested in creating division rather than solutions. [00:33:51] Our focus must remain on supporting students, treating one another with respect, and working together as a community. We will continue to address concerns through the appropriate channels. email is often the most effective. With professionalism, transparency, where permitted, and an unwavering commitment to doing what is best for children. [00:34:13] Additionally, when seeking general information from MCPS, it is always more productive to contact us directly rather than posting inflammatory, misleading, or speculative questions in unrelated public forums. Our staff is committed to providing accurate information, addressing concerns, and answering questions through the appropriate channels. [00:34:35] Direct communication helps ensure concerns are addressed promptly and based on facts rather than rumor, speculation, or misinformation. Thank you to the many families and community members who consistently engage with our schools respectfully and constructively. [00:34:52] Your partnership does make a difference. Thank you. - Thank you, Ms. Seberg. - Ms. Miles. - Hey, that was a pretty heavy, to follow that, but anyway, I wanna first off congratulate all our 2026 graduates. [00:35:08] You did it. You've come so far, and some who came to Manassas City Schools just learning English. Some had hurdles to jump over. Some may have thought they would never see this day. But you are officially a graduate of Manassas City Public Schools. And I want you to remember the teachers and staff who had a part in your journey, especially your family. [00:35:28] Take pride in how far you've come. Have faith in how far you can go. Michael Josephson said that. In addition to that, I want to say goodbye to all our students. I know last Friday was our last day, and staff who are moving on to other jobs and retiring. [00:35:45] I want to thank teachers and staff for their dedication this school year. I know as an educator how many hours our staff have put into pouring into our students and connecting with our families. I hope everyone has a wonderful, relaxing summer. You deserve it. That's all for me. Thank you. Thank you, Ms. Miles. [00:36:00] Dr. Jones. I want to wish all students and family a happy summer. Manassee City Public Schools is offering an academic recovery support summer school and an enrichment program from students in grades K through 12. [00:36:16] The focus of the K-8 academic program is literacy and math, and students are chosen by invitation, so make sure you know that, by invitation, and your school should have notified you if your child is participating. But in addition, Manasseh City Public Schools has enrichment offerings that includes the arts, basketball, field hockey, gifted and talented camp, cheer camp, marching band camp, so visit the website for more information. [00:36:42] And also check out programs at the Manassas Museum in Stonewall Park and Freedom Center. And definitely check out the summer reading programs at all the libraries in Manassas City and Princeton County that run from June 15th through August 16th, featuring free activities and reading challenges. [00:37:00] On Thursday, June 11th, I look forward to seeing the community come out to share your thoughts and opinions on the existing Jenny Dean Elementary School Building. As we consider the future of the existing Jenny Dean Elementary School Building, I'm reminding you of the Jenny Dean's powerful words, you do your part and I'll do mine. [00:37:18] Community involvement has always been essential to preserving our history and shaping our future. I encourage everyone to attend the community discussion on June 11th. Share your thoughts and be part of the conversation. Together we can honor the past while creating the vision for future generations. [00:37:35] You do your part and I'll do mine. This remains a timeless reminder that meaningful progress happens when everyone contributes. - Thank you, Dr. Jones. I will end the comments by saying, as we close the 25-26 school year, I want to express my sincere gratitude to our students, families, employees, and community partners for their resilience, dedication, and support throughout the year. [00:38:01] This year brought both accomplishments and challenges. Together, we navigated a serious IT security breach that tested our division's ability to respond, adapt, and continue serving students while strengthening our systems for the future. I'm grateful to our staff and leadership team for their professionalism and commitment during that difficult period. [00:38:19] Despite those challenges, our division continued to make a significant progress. The school board completed the purchase of a permanent home for our central office, providing long-term stability and stewardship of taxpayer resources. We launched a pilot alternative education program designed to better meet the needs of students who benefit from non-traditional learning environments. [00:38:38] We also continued construction on our new school, which remains on schedule and on budget, testament to careful planning, strong partnerships, and responsible oversight. Throughout the year, we remain focused on implementing our strategic plan, advocating for competitive employee compensation, strengthening family engagement, and prioritizing conversations around special education needs and student support services.
