This club has awarded 194 scholarships to local college-bound students valued at more than $117,000, supported local elementary schools with clothes, hygienic items, and continues its support of fellowship house by engaging with residents and providing craft supplies and snacks. Most recently, the club was recognized for its efforts in support of Sentira Hospital's Cancer Network Resource Center. Club members gathered to sew heart-shaped pillows and other comfort items that they donated [00:45:28] to the oncology and surgery patients at Sentira. These are but a few of the many thoughtful contributions that the Woodbridge Women's Club have made to our community. I would like to introduce Mrs. Lucy Williams, the club president, and Mrs. Williams, would you like to come make some remarks? Chair Jefferson, Supervisor Franklin, and honorable members of the board, The Woodbridge Women's Club is honored for this recognition. [00:46:02] Thank you. As president of the Woodbridge Women's Club, I stand here today with members of the club and our board members. If the board members could just stand, we won't. That's okay. [00:46:26] We'd like to express our sincere gratitude for this recognition. We are committed to helping within the community, providing much-needed services. Working together, we exchange ideas that enable us to achieve goals of doing what is best for our community. [00:46:52] I know Margaret just said about our heart-shaped pillow project, but I wanted to mention that, you know, it was out in the media all over. We were on the news, newspapers, and everywhere. So I just wanted to bring that to your attention. We take pride in the impact that we have in the community. [00:47:14] We are proud to be a valued organization in the Prince William County and honored to continue to serve our community. We thank you again for recognizing the Woodbridge Women's Club. [00:47:53] For folks watching at home, there's a picture being taken outside. [00:48:21] So quite a few Woodbridge women out there taking pictures with the chair. And Surazer Franklin, just give us a couple minutes. Thank you. [00:50:13] And just like that, half the audience is gone. [00:51:28] All right, thank you everyone for your patience. We are now going to move on to Item 5, and that is the Consent Agenda. I would like to get a motion to approve. Let me get it out. All right, we have Supervisor Angry wants to pull item. [00:51:48] What item would you like to pull? Item 5A, Madam Chair. So is this an item that you intend to? Okay. All right, so we are going to pull Item 5E. Otherwise, I'd like a motion to approve items 5A through 5D and 5F through 5I. [00:52:13] So move, Madam Chair. Second. All right. We will, any discussion on that? Madam Chair. Yes, Supervisor Bode. Just very quickly, thank you, Madam Chair. I wanted to highlight item 5F, as in Frank. [00:52:30] It's to continue on the betterments and the improvement of water facilities linked to the Old Bridge Road, Prince William Parkway interchange improvement. Just wanted to thank Rick and his team for their continued work on that. I see Paolo in the audience. I know it took us a little while to get there with that project, but I'm glad that we're moving forward and really appreciate their efforts. [00:52:48] Thank you so much, Madam Chair. Supervisor Gordy. Madam Chair, I'd also like to thank our Transportation Department, Rick and his team, for Item 5D, the smart scale funding for Route 234, basically Sudley Road, the Sudley Corridor. [00:53:06] This is an area that we are focusing on redevelopment, and this will certainly help go a long way in helping getting that started. Thank you, Madam Chair. All right, Supervisor Bailey. Thank you, Madam Chair. Just for clarity, item 5C for the community's sake, this is one of three projects that's happening in Dumfries and in the Potomac District proper, one of three projects for housing. [00:53:33] And this one is located in Dumfries, so I just wanted the public to know that. All right, I don't see anyone else, so let's move on with the vote. [00:54:03] Vote unanimous. All right, thank you. We're going to move on to item 5E. Can I get a motion? Thank you, Madam Chair. Just a question for Paula on 5E. And I apologize because this just came to me, and I didn't give you a heads up. [00:54:20] I'd be asking you just for pulling this off. So on Neopsco Mills Road and Hanco Drive, you know, before when they were doing all the construction, people would merge in that far right lane to take the Route 1. near the gas station on Hanko Drive. Well, now that it's all done, it looks like there's three arrows that go right onto, so here's what's happening. [00:54:39] The one arrow, the far right arrow, goes into Hanko Drive, into the auto shops and all the body shops, and then it's those two lanes next to that that make the right turn to go on route one, and one goes straight and the other goes left. The issue is the lines on the Hanko Drive where that one arrow goes in, You know those little flaps you put so people don't confuse the fact of the lane they're in? [00:55:03] Somehow, I would just ask if Vida could look at that. If you could go over there and look at that, it's going to cause an accident because people are still thinking they have to merge in that far right, but what they're doing is getting stuck going into Hanko Drive and can't get back out. So I'm just curious if maybe those little flaps, you know, that you see along the interstate sometimes, in like the HLV lands, if you could just look at some type of a measure you could put there so folks aren't getting in that lane because they are not intending to go into Hanko Drive. [00:55:32] They're intending to go to Route 1, and they're getting stuck in there, and they're just merging back out real quick, and it's going to cause an accident. I just want to bring that up. Madam Chairmembers, Duart, Paula Glito with the Department of Transportation. Suarez, thank you for your comment. It's something we can look at. As you know, we are wrapping up the project, so we do self-contractors. [00:55:49] We'll work with our project team to see how we can comment that. So we're looking at those plastic flex posts to see if we can use that to delineate the lanes. I'm more than happy to look at it. All right. I know, Supervisor Franklin, you want to speak, but I'd like to get things. Let's get in the habit of doing the motion and having questions and stuff when we do discussions. [00:56:05] So if I can get a motion in a second, then I'll go on to Supervisor Franklin. And I'll motion this for approval, but the issue was that I didn't think that was really ready. I just wanted to make sure that's noted for the record. It's not a question. It's really a concern for an improvement that needs to be done on that road. [00:56:21] So thank you, Madam Chair. And I'll motion that for approval. Second. All right. Thank you, guys. And then Supervisor Franklin. Sure, and thank you, Supervisor Angry for bringing that up because that's happened to me actually twice, and I don't know if I should be embarrassed by that or not, but I'm thinking I have an extra lane, and I get down there, and I'm like, man, you know, I've got to merge back over. [00:56:43] So that's one thing. And then, Paulo, I know we talked about how the construction of the road has limited some of the bigger trucks that are able to get into HANCO, And I want to make sure that that may be aside from this issue, but it is kind of related in that we need a quick fix to that. [00:57:03] Because as you know, many of the vehicles going into going basically back into that area are the bigger trucks and they're having a hard time figuring out how to get in. I know you guys are working on some easements, but I do think that this kind of goes all together and how the roads were constructed. [00:57:24] And those guys really need some type of relief sooner rather than later, because at this point, pretty much everything is done. But they're still having that issue of, you know, making sure that they're super careful with how they make those turns. So I just want to make sure that we flag that as well. [00:57:43] All right. Thank you. Anything else? Any other questions? Yeah. Anyone? All right. Let's take a vote. Vote unanimous. All right. Thank you so very much. We are now on to public comment time. [00:58:04] So we ask that when speakers come up that you state your name, your full name, and the Magisterial District or where you generally live, you have three minutes. We begin with in-person public comment time, and then after that we go into remote public comment time. [00:58:21] So the first person that we have, actually we just have one person, is Chrissy Falls. Good afternoon. My name is Chrissy Falls, and with the Gainesville District, my address is on file. [00:58:46] I'm here to present you the accomplishments of Northern Virginia Food Rescue over the past fiscal year that we have all survived. In ongoing efforts to address food insecurity in the greater Prince William area. Total weight of food rescue, over 3 million pounds. [00:59:02] This substantial amount of food has been diverted from potential waste and redirected to those in need, ensuring that many families have access to nutritious meals. What does that mean? That's broken down to 5,617 rescues. [00:59:19] Each rescue represents a coordinated effort to collect surplus foods from donors to deliver to local pantries and nonprofit organizations. By rescuing this food, we have also made a significant environmental impact, preventing millions of kilograms of CO2 emissions, which would have been generated if this food had ended up in the landfills. [00:59:40] Community involvement. We have over 102 generous donors. We've partnered with these businesses, grocery stores, restaurants, and farms who contribute their surplus food. These donors are the backbone of our rescue operations, serving over 126 nonprofit partners. [00:59:58] These nonprofits are crucial in the distribution of the rescued food directly to individuals and families facing food insecurity. Our collaboration with these organizations ensure that the food reaches who need it the most. The types of food that we rescue, all types, including fresh produce, don't forget the farmer's market, dairy, meat, and non-perishable items. [01:00:20] This diversity helps us provide balanced and nutritious options for the community. Combating food insecurity, our efforts have provided millions of pounds of food to those in need, significantly contributing to the reduction of food insecurity right here in our own county. [01:00:36] Environmental benefits. By diverting food from landfills, we've also reduced the environmental impact, showcasing the dual benefits of our program, nourishing people, and protecting our planet. The broad network of donors and nonprofits highlights the strong community engagement and the collective effort in tackling this crucial issue. Moving forward, we aim to continue expanding our reach and efficiency, enduring that no food goes to waste and everyone has access to nutrition that they need. We will continue to build and strengthen relationships within this community, fostering collaborative approach to food and security. Please come and volunteer at our website, at our [01:01:16] warehouse. Come visit. Some of you have been. Margaret put you on the spot a couple years ago. She's come and volunteered. Victor Angry, you have done quite a bit at our warehouse, and Supervisor Bailey, you've come for a visit. But I invite all of you. We sit in the Gainesville district bob has come by quite a few times when he's in the area it's always a phone call hey i'm around town but i know that many of you are on the east end that have not come over please make a visit um chaired i would love to have you come learn about us and and everything that we do [01:01:51] and how we can continue to keep this moving thank you and i accept the invitation thank you um and if anyone who's standing can take a seat all right we're going to go on to remote public comment time do we have anyone online no not at this time all right thank you so very much i don't believe did anyone else sign up um i don't think so no one else signed up all right so just gonna check real [01:02:27] quick no all right so thank you so much we're now gonna move on to item um seven those are the public hearings and this includes the consolidated land use public hearings i would like to open the public hearings do i it's been a couple weeks i forget how to run these meetings um do i i don't don't need a motion for public hearing no this all right i'd like to open the public hearings for item 7a through 7g do we have anyone signed up all right do we have anyone online yes we have [01:03:04] miss janey rhodes all right miss rhodes please proceed you have three minutes greetings my name is janey rhodes can you all hear me okay we can please proceed great thank you my name is janey rhodes uh good afternoon everyone members of the board of supervisors i'm with the law firm of Kershler here in Richmond, Virginia. We represent one of the owners that owns property that is subject to one of these potential quick takes. It's item number 7D, item number 10 on your agenda. [01:03:42] And I wanted to provide an update on behalf of our client, the owner of that property, which is Highland Park at Town Square Homeowners Association. And I'll just call that entity, the association, for purposes of this discussion. But I wanted to provide an update. [01:04:04] Our client did not, there was an offer package that was sent incorrectly to a different law firm back in October of last year. This offer, there was, then there was a follow-up letter from the agent on behalf of the county ranker sent back on December 5th that was also incorrectly sent to the wrong law firm, I'm registered agent for our client. And that law firm ultimately sent the offer package to our law firm on December 20th of 2023. We sent that offer package for consideration [01:04:42] by our client, the association, that same day. And since that time, our client has been diligent in responding to the offer made. Our client has had at least one association meeting to present the information to the association membership and has had several special board meetings. These are meetings of the board of directors of that association. Our client has also engaged an appraiser and an independent engineer for purposes of responding to the [01:05:18] offer made. And since that time, there have been several counter offers. And I believe our clients have been acting in good faith. We're in a good spot to finalize negotiations with only a few details needing to be ironed out. So I wanted to update the Board of Supervisors with these developments and to note that in light of the progress of the negotiations and given that the package was inadvertently sent to the wrong folks and which delayed at least two over two months for [01:05:58] our client to consider if the board would consider potentially deferring this matter to the next board meeting so that our client can continue to work in good faith and finalize negotiations so thank you so much for your consideration i'm sorry can i get that address again uh the address is on your materials 18 196 summit point drive and it's item 70 item number 10 thank you thank [01:06:31] you so much thank you miss rhodes and is that the only remote speaker right back to you madam chair all right so before we move on that one i am going to close um public hearings for site I'm sorry, for items 7A through 7G. [01:06:55] And I would like to, before I ask for a motion, I know we're going to need to amend 7D. So any, all right, so then I would like to get a motion. Move for approval, manager. [01:07:11] This is for 7A through 7C, and then 7E through 7G. Second. All right, any discussion? Madam Chair, could you pull 7F out of that? All right. So then we're going to need to get another motion. Hold on. Supervisor Gordy? [01:07:33] I don't need another. I don't need another. Okay. I just want to appreciate the staff for 7G, the proffer amendment to Robert Trent Jones. As you know, we have the Solheim Cup coming up this coming September. And as they were going through their current proffers, They realized that their hands were tied a little bit in the on-site temporary lodging that they were planning, which has been a tremendous success at the Ryder Cup and in other locations, and so really appreciate our planning staff working diligently to help us get this done in time so that this project can move forward. [01:08:13] So thank you very much. Madam Chair, I'd also like 7C pulled. All right, 7C pulled. Supervisor Vody. Thank you, Madam Chair. Since we just pulled 7C, but I will still speak to 7B, I appreciate the effort that staff has put into the photo monitoring enforcement program that we've been working on over the last few months. [01:08:38] I'll be supporting both 7B and 7C. Gotten a lot of great feedback from my constituents thus far. Looking forward to seeing how that data pulls out. And then in regards to the zoning tax amendment for industrial parking, wanted to say kudos to the planning department in regards to that. [01:08:54] I know I've been talking to our transportation folks and planning about industrial parking. I know that's been a global conversation we had from this dais, so I'm hoping that we can continue to move forward with that to give folks more options so we can get more of those traffic and fleet vehicles off of our roadways and our residential areas and into some of these new parking lots will be going around. [01:09:14] hopefully also putting in some flexibility to allow folks in the industrial space to share some of these new lots so we're not making it more redundant than it needs to be, but really appreciate the efforts so far. Thank you so much, Madam Chair. All right, Supervisor Bailey. Thank you, Madam Chair. I just want to make a comment on 7D, though I'm going to approve it, but I just want to let the public know that this is the extension, and continue extension of over three years of the Route 1 widening on Main Street, which is one of the projects that we started working on in 2020. [01:09:51] 2020, actually, Alex, right? 2020, we started working on that. And so this quick take piece here on 7-D is the continual progress of the widening of Route 1 down on Main Street. So thank you, Madam Chair. [01:10:07] Supervisor Weir. Thank you, Madam Chair. With respect to 7D, are we going to consider amending the motion to exclude 18196? I would honestly, because we've pulled, okay, it was 7D, 7C, and 7F, correct? [01:10:23] Yeah. Quite honestly, I'd like to amend the motion to exclude those so that we can talk about those individually. And we already did? No, we already did. We haven't pulled 7D yet. We haven't pulled 7D yet. We did. Okay. Okay. Sorry? [01:10:39] Okay. All right. Anyone else? Madam Chair, just one item to note, like Supervisor Bode, the Industrial Parking ZTA, this morning there was an article. [01:10:57] Apparently, this is not just a Prince William County problem. This is a national problem. And the federal government is looking at putting about $200 million into finding solutions for this problem. So I forwarded the article this morning to Mr. Alexander and Mr. Hugh and see if maybe there's an opportunity as this works its way through the appropriation process in D.C. [01:11:22] that there might be some options for us to be able to get some of that funding to help support this initiative. So maybe there's more to this story coming forward. But again, thanks to the planning staff for helping us work towards solutions on this. I know this is very specific to fleet vehicles, but doesn't necessarily deal with the semi-truck parking for non-fleet, which we still need to work on that. [01:11:47] But it looks like there may be some resources available to help us financially on this. Thank you, Madam Chair. All right. Seeing no one else in the queue, we are going to take a vote on 7A, B, 7E, and 7G, and then we will return to the other ones. [01:12:09] Vote unanimous. And staff, just so I'm clear, because we're going to do, do we need a separate motion for 7C, D, and E? Okay. All right, so that's what I'm going to do, and I want people, again, let's keep our comments inside of the motion. So I'd like to get a motion to move forward with 7C. [01:12:27] Move for approval. Second. All right, discussion. All right, discussion on 7C. Supervisor Weir, you pulled it. Just to vote no. [01:12:43] Okay. All right, I can live with that. So this is easy. Let's go. Let's go ahead and vote. Motion passes 7 to 1. Supervisor Weir voting nay. All right. Let's move on to 7D. I would like to get a motion. [01:13:03] Move for approval, Madam Chair. I was going to say about pulling Summit Point Drive. Oh, I'm sorry. I'm sorry. Based on what we heard in the public hearing, do you want to move forward, including Summit Point Drive? [01:13:21] Because that's what she was saying, that her client. I think staff might be able to address that question. Staff, okay. Chair Jefferson? Chair Jefferson? Yes, all right. Thank you. Madam Chair, members of the board, Paolo Belita with the Department of Transportation. [01:13:38] So the item is to authorize the condemnation and exercise quick-take powers. What that allows us for the county to move forward with the project while also moving forward negotiations and discussion. So the approval of this item with that subject property does not preclude coming to a negotiated result. So I just wanted to make that out. So it does ensure that we move forward the project. There's a lot of impact of parcels as part of this project. [01:14:02] we want to make sure we can maintain budget and timeline using quick take powers all right thank you so much for the explanation so i believe you you motion we didn't did we get a second second all right discussion let's see i have supervisor weir madam chair i mean they're only asking for a week or two um to do it i think in the interest of goodwill and working with them it's not that big a deal i would suggest amending the motion to exclude that property and push it back to a date [01:14:35] certain namely our next regular meeting for that one parcel so i just want to again clear from staff this does not preclude voting for this doesn't mean that we're going to end negotiations that is correct we have rinker with us he's a right-of-way expert i don't know if we can that'd be great sullivan if he will speak and talk about the process of quick taking how it works and how the discussion works thank you thank you madam chair members of the board my name is toy sullivan as paula mentioned i'm with rinker design associates the right-of-way [01:15:13] if you could speak up a little more the right-of-way contractor um sorry not close enough um as he pointed out this does not preclude uh negotiations as they move forward um from here would take at least 30 days we would have to send a notification to the property owners notifying them of the intent to move forward with the filing of a certificate of take and and using quick take action and negotiations would continue through that time period as well as thereafter with the ability to reach an agreement after the certificate is filed so i just again to be clear so um if they decide you know this is something we're not interested [01:15:51] in do they have the right to say you know we we we have not reached a satisfactory agreement i just want to be clear on that one the if the property owner feels that way yes um yes that they they can still make that decision all right are there any other questions for staff supervisor weir thank you madam chair i mean if as alleged this is occurred as a result of a Mailing mistake on our part. I don't think it's too much to ask or it's too much for them to ask for a little bit of additional time given the [01:16:25] Delays created by sending it to the wrong law firm. I will be honest with you. That is quite embarrassing and that's something we have to be very careful of Generally because this is a major decision for people Are there any other speakers anyone else have any other questions or anything? [01:16:47] Supervisor Vega. Thank you. I'm willing to support supervisor weir's request along with moving the majority over but I would personally feel more comfortable if we just excluded this one a property and moved along with the others again I don't think it's an unreasonable ask so I just want that because then that means our next time that we can do this would be on July to say July 16th with staff would that present any problems for for you madam chair would likely be to the September agenda just so we can meet the the mailing timeframes but it's something we can move to a later time. What impact would that have on the [01:17:24] project? I'll defer to our expert. This parcel is a sensitive to the utility relocations so it may have an impact. We were shooting to attempt to clear parcels with utility relocations by the September time frame. We would have to push at this point to the September board meeting to get this one on the agenda and then from there we again would have to send out that required notification 30 to 45 day advising the property owner of the intent to file certificate of take so it would push that filing into the november time frame all right thank you and supervisor [01:18:00] but i know you had something did you want to say something yeah i i just think um just understanding what bob is trying to propose but i i don't think it will affect one way or the other um i think we do need to it is an embarrassing moment for us as you know but i think that we can move forward and still make sure that we're respecting the owner's request as we move forward, because I know that it will, for my part, it will impact the progress of what's happening in Dumfries. [01:18:31] So I'd like to move forward with the consideration that the property owner has the right to do whatever they need to do. All right, so we're going to move forward with this vote, and if there's no further discussion. Motion passes 6 to 1. [01:18:55] Supervisor Weir voting nay. I'm sorry, Supervisor Vega voting nay, Supervisor Weir abstaining from vote. All right, thank you so very much. We are now going to move on to Item 7F, Zoning Tax Amendment. Can I get a motion? [01:19:12] So moved, Madam Chair. Second. All right, discussion. Supervisor Weir. Thank you, Madam Chair. I would just simply like to note that this is a minor change required by statutory changes seven years ago, And I'm going to vote for it because it's really a nothing burger when you look at it. [01:19:35] But I do have an issue with it taking seven years to get here. And I would hope that we don't have any similar statutorily mandated changes to our zoning ordinance or other sections of the code that take more than six months to get to us since they all become effective, generally speaking, on July 1 of the calendar year in which they're adopted by the General Assembly. [01:20:02] All right. I don't see any other speakers. Thank you. All right. Let's go ahead and take a vote. Vote unanimous. All right. Thank you so very much. We are now on to agenda item eight, county executive time. Mr. Shorter, the floor is yours. Thank you very much, Madam Chair, members of the board. I appreciate being able to provide a few remarks. I'll be quick as I can. [01:20:34] Just wanted to remind the board that we do have an open response version of the 2024 community survey available for the public. This is the first time that the county has opened that survey up as an open response to members of the public. Generally, we send it to 6,000 households and have those 6,000 households respond. But it's open to the public now, and we are looking forward to receiving back a lot of responses from the general public. If anyone's interested [01:21:10] in getting more information about the survey or have any questions, I want to provide contact information to our communications and engagement office at communications at pwc.gov or pwcgov.org or call us at 703-792-6606. I wanted to remind the board that the adopted 2025 through 2029 estimate for general revenue report has been released and sent to you. This report is critically important to us and is prepared in accordance with the county's general principles of sound [01:21:49] financial management. Ultimately, I want to thank the revenue committee for all the work that they did, the business community, and everyone else who had a role to play in contributing to the report. I also want to, Madam Chair, recognize Linda Cheeks. [01:22:07] Linda Cheeks from Prince William County was recently recognized as the 2024 Foster Parent of the Year by COG. COG recognizes foster parents for every year from 10 different local jurisdictions, and she is one from Prince William County, from Dumfries, who was recognized by COG. [01:22:31] and I just want to really lift her up and thank her for all her service to young people and all that she has done to really save lives. Absolutely. And last but certainly not least, Madam Chair, you mentioned the crowd we have today, and I just want to recognize our summer interns. [01:22:57] They have been with us now for quite a few weeks. They are rounding out their term with the county. We had over 250 applications for our summer internship program. We brought in 24 interns to serve in 23 different agencies. [01:23:16] They represent 16 different universities, colleges and universities from around the area, and they have just done phenomenal work with us. It has been really a source of pride for me, really in all of the staff, to see them working so hard and to be not just pushing paper, but really be in it with us in terms of doing great work. [01:23:39] So I want to have our interns stand up really quickly and to give them a round of applause. Thank you all. Thank you all very much. I really want to also just recognize HR generally. [01:23:57] I want to specifically recognize Riley Jordan, Veronica Marquez, and Stephanie Brown for all of their work. I want to recognize Quentin, Joe, just for the work of bringing the internship program to us and making sure that we take full advantage. [01:24:15] So thank you all very much for the great work. Madam Shit, that is all for me. I want to say a comment, then I'm going to go over to Supervisor Bailey. Before closed session, if we can get a photo with all the interns and maybe the Board of County Supervisors. [01:24:32] There are so many things that you can do as an intern, And so I'm honored that each of you chose to come here and to spend the summer with us, and I'm sure it was a rewarding experience, and we appreciate you and the work that you do. So, Supervisor Bailey, you might want to add on? [01:24:48] Yeah, I'm sure you took the words out of my mouth. When all y'all came in, it was like the room just started pumping even faster. So we are so glad to have you here, and keep up the good work in school. This is just a portion of what you need to do, so I encourage you to come back. [01:25:06] county exec says you can't come back um and then the other thing i wanted to say to miss cheeks is i'm so proud of her uh it is really um a um when madam chair knows when we are sitting in cog meeting we don't hear a lot about prince william county but we thank you for the work that you do and the love that you give we just want to send our appreciation out to you for opening up your heart to our our children in the community so that's all i wanted to say madam chair all right Thank you so very much. [01:25:40] And now we are going to go on to agenda item nine, and that is county attorney time. The floor is yours, Ms. Roble. Thank you, Madam Chair, members of the board. This afternoon in closed session, we will have a consultation with legal counsel and briefings by staff members pertaining to actual or probable litigation with the related legal advice regarding public nuisance and possible legal claims in response to the manufacture, marketing, sale, and distribution of opioids, And regarding the potential settlement with Kroger, along with certain of their related corporate entities, for their role in the distribution, manufacture, and sale of the pharmaceutical opioid products, where consultation, briefing, or discussion in an open meeting [01:26:18] would adversely affect the bargaining position, litigating posture, or negotiating strategy of the public body. We will have a personnel discussion relating to the appointment of the Director of the Department of Public Works. We will have consultation with legal counsel and briefings by staff members pertaining to the discussion or consideration of the disposition of publicly held real property, including park lands, along with the consultation with legal counsel and briefings by staff members regarding actual litigation of Frank Washington individually and as trustee of the Scott Cemetery v. International Investments, LLC, and Prince William County, Board of County Supervisors, Circuit Court Case 22-6750, along with the accompanying consultation with legal [01:26:57] counsel and briefings by staff members regarding specific legal matters requiring the provision of legal advice by such counsel pertaining to land use law where such consultation discussion or a briefing in an open meeting would adversely affect the bargaining position, negotiating strategy, or litigating posture of the public body. [01:27:14] And finally, we will have consultation with legal counsel and briefings by staff members regarding specific legal matters requiring the provision of legal advice by such counsel pertaining to public meetings and the Freedom of Information Act and land use public hearing notice requirements, where such consultation, discussion, or briefing in an open meeting would adversely affect the bargaining position and negotiating strategy or litigating posture of the public body. [01:27:38] These items are appropriate for closed session pursuant to 2.2-3711A137 and 8 of the Virginia Code. Move for approval, Madam Chair. Second. All right. I don't think there's discussion, but discussion. All right. [01:27:53] Let's vote. Vote unanimous. All right. Thank you. We're going on to Agenda Item 10 in Supervisor's Time. Before we go around the dais, we have a few people to appoint to various boards and commissions. [01:28:13] I would like to have a motion for 10A through 10N. Madam Chair, could you divide out 10N, please? Okay. All right. 10M? [01:28:29] N. All right. 10N. All right. So I will motion 10-A through 10-M. So move, Madam Chair. Second. All right. Thank you so very much. And discussion? [01:28:47] All right. Let's vote on 10-A through 10-M. Vote unanimous. All right. And I'm sorry. Yes, I see 10-N. Before we have discussion, I just want to get a motion, and then we can have all comments inside of the discussion. [01:29:06] Move for approval. Second. All right. Discussion? Supervisor Rear? Thank you, Madam Chair. I just find it curious that we're now cancelling our second or third evening land use session, given the backlog we have of land use cases. [01:29:27] So we're going to go literally more than a month prior to our recess without hearing a single land use case of any sort of magnitude or controversy, and then we're going to go on break for a month, and then we're going to get loaded up in September. [01:29:43] So I just think the board, the public, staff need to be ready for some pretty long, contentious meetings in September and October. And I would have appreciated it if we could have had a little bit of a better scheduling so that we weren't in this situation come September. [01:30:02] Thank you. And I appreciate that comment because, yes, we are canceling this. From what I understand, and maybe staff can speak to it, it's we don't have cases ready for us. And I know, I believe there was also a hiccup, you know, at Planning Commission also having to cancel one of their meetings, which, you know, creates some of this delay. [01:30:20] But, Ms. Washington, if you can address this. Good afternoon, Madam Chair, members of the board. Tanya Washington, Director of the Planning Office. Part of the situation is pretty much what you just laid out. Additionally, it's because we've been able to resolve a number of issues and bring a lot of cases as consolidated cases. [01:30:38] But we do hear the point regarding contentious cases and making sure that there are not going to be, you know, a huge number of cases in a short time period, particularly in September when the board is back from its recess. Did you have anything else to add? [01:30:57] All right. So if there's something else, let's take a vote. Motion passes unanimously. Supervisor Weir abstaining from vote. [01:31:16] All right. Thank you so very much. We are going to go into closed meeting. But before we do, again, I would love everyone to. Oh, wait. I'm sorry. supervisor's time. I'm trying to go through this a little too quickly. All right, so supervisor's time. I don't remember where I left off last meeting, so I will start at the other end with Supervisor Bailey, if you'd like to go first. I'm here. That's okay, ma'am. Thank you so much. [01:31:42] Well, good afternoon, everyone. On June 15, I had the pleasure of speaking to the National Congress of Black Women on the future of their participation and support for Prince William County, and it was absolutely exceptional. We also had, there were additional four young folk from colleges and universities that they are mentoring as well, so that was exciting. [01:32:04] On the 17th, I was glad to participate in this year's Prince William County Juneteenth celebration along with my colleagues, and we had a blast. It was a beautiful day, a little warm, but we had a really good day, so thank you for that. That was our first, right? That was our first, so thank you for that. On June 19th, thank you to the town of Dumfries for hosting a wonderful Juneteenth celebration with lots of family and fun and kids and activities and bouncies and ice cream and all that and even a petting zoo. And then we ended it with fireworks, so that was exciting. On the 21st, [01:32:38] thank you to my staff for attending the police basic recruit session, 57 graduation. Congratulations to those recruits and we look forward to seeing you on the streets. Chair Jefferson, thanks for hosting the Housing Roundtable with our special guest, Senator Warner, and I won't take your thunder with that, but it was a wonderful afternoon. Very informative, and everyone, we had a great audience of constituents there. On the 25th, thanks to Kay Wallace and her consulting team for their leadership and our strategic focus group for Potomac. My office [01:33:12] received valuable feedback during that session, and I look forward to our strong strategic plan and the plans we have for Potomac. And to the constituents, keep looking forward to giving your input to that process. [01:33:28] It's very valuable to craft and frame what the Potomac District will look like in the future. On the 28th, my chief and I was honored to attend the retirement of Sergeant Major, I think, is that correct? Master Sergeant? Sergeant Major, okay. [01:33:44] Charles H. Martin for his 20 years of dedicated service in the United States Marine Corps. and 14 exemplary years in federal service. And Mr. Martin is very much active with his lodge in the Prince William County area, and so we appreciate his support and his dedication. [01:34:05] On the 29th, I had the pleasure of being the guest speaker for the Old Dominion chapter of the Lynx Incorporated and celebrating one of our community leaders' 23 years of service to that organization. On the 30th, I had the opportunity to support and participate in a 34th pastoral anniversary for one of our legendary leaders here, Pastor Lundy, Kenny. [01:34:34] Wasn't that fun? At Ebenezer Baptist Church. And so we thank you for your service, sir. On July 2nd, which was today, we want to say fair winds to Colonel Michael Brooks. We went to his retirement today and his change of command, and he has enjoyed working with Prince William County immensely. [01:34:55] And so, sir, we're going to miss you, but we thank you for partnering with us, the military, with the community, and making it a great place to live, and for your partnership with our school system as well. Upcoming events, as you know, July 4th is coming up. I'll be the Grand Marshal with Senator Jeremy McPike for the Four Seasons Fourth of July Parade, as well as participating in the Dell City 4th of July on the 4th of July. [01:35:21] And then we will go with our new colonel at Quantico, Colonel Jenny Colcate, for her Independence Day celebration with fireworks as well. And so, Madam Chair, that's all I have. Thank you so much for the opportunity. All right. Thank you. Supervisor Weir. [01:35:38] Thank you, Madam Chair. I'm going to start off with something I wish I didn't have to do. For those that are unaware, it's with profound sadness that I have to note the passing of the Gainesville District Planning Commissioner, Dr. John Liver, while he was on vacation in Canada. [01:35:57] He was a remarkable man whose shoes I'm not going to be able to fill easily, and he's going to leave an equally large hole in our hearts, especially in the Gainesville District. I just ask everybody to keep his wife Sally and the family in their prayers as they navigate the process. [01:36:15] And with respect to John, there are no words to express the gratitude I have for the service that he provided. I've never seen anybody provide a level of service that he did at that level, and he's going to be greatly missed. [01:36:32] And my office will keep everybody up to date on funeral arrangements. Got a couple of notices to appoint. Chudy Obi to the Ag and Forrestal District and Ken Johnson to the Trails and Blueway District. And a notice to reappoint Michelle Baker to the library board. [01:36:49] The clerk has the resumes for all of those. I would ask that sometime in the next couple of months the board get updated on a directive I issued several months ago to have us provided with a list of zoning determinations made by the zoning administrator as they're done, as I believe that's a statutory requirement. [01:37:10] And then without objection, I do have a directive, direct staff to provide to every member of the board a list of all properties subject to Liz Pendant's or scheduled for tax foreclosure on an ongoing basis and as soon as possible when they are of record. [01:37:33] Thank you, Madam Chair. Thank you, Supervisor Bode. Thank you, Madam Chair. just a few different things um as supervisor bailey alluded to it we've been had a couple weeks off so there's been a lot of events who have we've all gone to um i will just highlight a couple of them supervisor bailey already mentioned the ju-teenth and me celebration that we had right here uh at the sean connaughton plaza wanted to give kudos to uh to the county exec and his staff uh for putting that on um again the county's first for a sort of employee centric one but a very important one as we highlight the diversity of our of our community [01:38:10] and the diversity of our workforce so wanted to to highlight that um also went to the housing roundtable was able to participate as one of the panelists there so wanted to uh thank chair jefferson uh senator warner and his staff and all of our great staff the plane department housing department all the folks who are tuttled with us together as we continue to grapple with housing in Prince William County. Also had the opportunity to go to the 34th anniversary service for Pastor Lundy and his congregation at Ebenezer Baptist Church. I will plant the seed today for [01:38:49] next year because next year will be his 35th. So I think a board commendation might be in order in order to honor him and all the good work that he has done in his congregation, not only the Occoquan district, but throughout the community as well. Was also able to attend the launch event for Prince William Water. I saw Ms. Washington there and some other folks as well. [01:39:11] As the service authority rebrands the Prince William Water, I think it's timely as their mission, although has not changed, has evolved over the last few years, especially over the last couple decades, and understand that they are the ones that provide sewer and water service to the majority of the county and how that in and of itself has changed and been enhanced over the years. So I wanted to thank CEO Farr and all of his staff as they continue in their mission on that. [01:39:37] Last but not least in terms of events, I wanted to commend the town of Occoquan for the Ogle Harris Way dedication. They, like the town of Dumfries and their folks, have a lot of historic neighborhoods especially those that have been sort of lost to time for a good a while that were predominantly African-American and freed slave neighborhoods and this was another one of those that was renamed and rededicated to the family that historically has lived there for generations even before Prince William County itself really existed the town was there and and these folks [01:40:14] that have owned some of the very first businesses in the county and in the town so it was great to see the town of ocaquan honor them um looking forward to our next uh few board meetings um i know next week we'll be having our strategic uh strategic planning uh events i know that this coming friday will be coffee and art with a cop at open space in the woodbridge district um we have a lot of great events coming up so please please please look out at the county county website and my district's website for details thank you madam chair thank you supervisor angry thank you madam [01:40:48] chair so happy 4th of july week because we know in the military when 4th of july start is on a thursday that's called a four-day weekend so uh many of us will probably start that either tomorrow or you'll look at thursdays being off and not even coming to work friday but let's talk about the real issue with barbecues come beer and beer dehydrates you and it's very hot outside so i was simply asked as a first responder that you drink lots of water when you're out here enjoying this holiday weekend and as i say out here enjoying this holiday weekend that you spend time at the [01:41:23] dale city 4th of july parade okay that's always a major hit it's the 54th year of it and uh it runs up and down dale boulevard for those of you who may not know as all these interns are sitting in here i would ask that you swing by and check it out it's a pretty good event we have over 100 um you know cars and floats and just uh folks out having a good time and then there's this family fun day at the end and again it's going to be very hot outside so it's going to be a lot of water around so please hydrate the other thing I would just like to update folks on is that next Monday the 8th of the 8th of July we're going to be doing a ribbon cutting for the Neopsicle Mills [01:42:00] road which that is a beautiful road I just as we sit here and talk about now the final design there's always some tweaks that's why I was mentioning those today but if you haven't been now not real you know driving um it's a little fast now because it has two lanes on it you know so people are kind of moving a lot faster unfortunately we've created a new problem but uh we're going to do that ribbon cutting on monday at 10 a.m right at freedom high school i'm sure uh supervisor frank is going to talk more about that but i hope you all can join us out there for that great day that's all madam chair thanks thank you supervisor gordy thank you madam [01:42:34] chair uh also want to wish everyone a happy independence day um as we celebrate our 248th day or birthday as a nation and um thank you for the uh health and safety warning i think that's very important especially as hot as it's supposed to be this week so thanks for that supervisor angry um i want to remind the brentsville community that on wednesday july the 10th from 7 to 8 30 p.m at patriot high school we will be having a meeting to discuss dump trucks and their impact on our community. We will be joined by representatives from Delegate Lovejoy's office, [01:43:13] VDOT from the Prince William Police Department, as well as Prince William County Transportation, as well as our Deputy County Executive, Mr. Hugh, as we try to find solutions to the challenges being imposed upon our community due to the rampant and very high-velocity deliveries by dump trucks on our community. [01:43:39] I also want to let folks know that the two additional dog park bays are now open at Rawlings Ford Park, so we have more space for our pets to get out and run, so the dog park is now fully open. And I do want to remind everyone that we are in a drought warning right now. [01:43:58] And part of that warning is that our groundwater is at emergency levels. So residents who live in communities on wells need to be very diligent in paying attention to what's going on with their wells. [01:44:14] And if you don't need to use your groundwater for things like filling up a pool, extraneous things like washing cars, please don't. because our groundwater is at emergency levels right now. In terms of some of the things we've been involved in over the past few weeks, first of all, I want to thank Captain Dudley for giving us a tour of the police facility and scenario-based training facility. [01:44:41] Used to be the elite shooting range, but now our county police own that and uses that for training not only for themselves but for other jurisdictions and agencies. I tell you, and I've already challenged Supervisor Angry, because he's going, I think, in August, to participate in some of the virtual training that is available. [01:45:02] It will absolutely make you appreciate what our police go through when they go into a home and they have to confront a situation. And it just brings it, makes it very real. So I just thank our police force. [01:45:20] I thank them for what they do every day to keep us safe. And the training that they go through to do their best to make sure they get it right when they can enter into a situation. So thank you, Captain Dudley, for that. Also, on June 18th, toured George Mason SciTech Campus to get a full understanding of what's going on on that incredible facility. [01:45:46] It's just across the street from my office. And it was amazing. There's a lot of growth there. There's a lot of exciting things happening, but one of the things you may have heard about recently is the body farm, which is part of the forensics. [01:46:03] We have a farm where we bring in cadavers, put them in a field, and evaluate them and to learn from them. And the New York, we got our first two bodies. In fact, the New York Times just wrote an article about this, and they're studying how bees interact and how they can utilize bees to help solve crimes. So some amazing work going on at the SciTech campus. Some very odd things, maybe things you wouldn't think about every day, [01:46:41] but very exciting nonetheless. And then yesterday I was honored to meet with the Gaskins family. There's been a lot of articles of late about some of the challenges related to some development impacts on some of the cemeteries. I've already been over to the Gaskins One Cemetery, visited with Iron Mountain and Mr. Patton, our county staff, to try to understand what's going on, what happened, and then still need to get over to Gaskins Two. But then there's [01:47:17] also the, uh, what was known as the colored horse track or colored horse show. Uh, that's also over there. And I'm looking, we're looking at how do we take this history and make sure it doesn't get lost to development. Um, this is, uh, this history goes back. Uh, it's a freed black community goes back to the late 1700s. Uh, incredible history that we need to make sure that we preserve and Not just preserve it, but we tell the story, and we find a way as a county to be proactive about it as opposed to just reactive. [01:47:53] So, Madam Chair, thank you for the time, and look forward to seeing what we can do to continue to tell that history in our county. Thank you. Supervisor Franklin? Yes, thank you. On June 14th, I participated in a ribbon-cutting ceremony for the Spot Restaurant in Belmont Bay, and so I just want to encourage everyone to go out, try their food, beverages. [01:48:14] wonderful, wonderful restaurant and location. On the 17th, I spoke at the county's Juneteenth celebration. So I just want to thank Mr. Shorter and his staff for hosting that and Maria Burgos for leading the effort there. On the 21st, I also participated in the roundtable discussion on housing with Chairwoman Jefferson as well as Senator Warner to discuss housing needs here in the county. And later that day, I attended the groundbreaking ceremony for the Summit School in the Occoquan District with Supervisor Bodie and a few other colleagues. [01:48:49] And upcoming Supervisor Angry has mentioned about the Neabsco Mills widening on July 8th. And so I want to thank transportation staff because I think that project is actually being delivered on time. And so I just want to thank transportation staff for kind of being in charge of that program and making sure that we kept on track. [01:49:11] Madam Chair, I also want to just point out, about a year ago, I issued a directive for the county to look at the viability of project labor agreements here in the county. And without objection, I would like for the county to kind of follow up with that on what an ordinance could look like. [01:49:30] I think there are many different ways that it can go in. I know many of us have had some conversations around this, and I would like to kind of continue that discussion with each of my colleagues. But without objection, we want at least to see what those options could look like. [01:49:47] And with that being said, also just want to address this wasn't planned, but Supervisor Gordy mentioned about the history of the county and making sure that we can tell that history and preserve that history. And I think a couple of years ago, I also had a directive with regards to doing just that and would like for county staff to also follow up on that directive because we really can maybe use that to make sure that we're telling the story of the county, particularly our minority communities within this county. [01:50:21] Thank you, Madam Chair. Thank you. Supervisor Vega? Before my time starts, I just want to ask Supervisor Franklin a few questions, I guess, in regards to her. So did you issue a new directive? Without objection, I think the directive is just to come back with some options for what an ordinance could look like. [01:50:38] So you stated that you had mentioned something about a year or so ago. So was that a directive? Yeah, the directive a year ago, and maybe we can send that back around, was to look at what a project labor agreement could look like here in the county. [01:50:54] And I think the response from staff was in order to do that, we would need an actual ordinance. We can't just attach PLAs onto projects. So I do have a little bit of a concern over that because I'm not sure what's the difference between this and the collective bargaining agreement that we have in place? [01:51:11] Does it go together? Yeah, and I'm happy to answer that and feel free to jump in. So, yeah, the collective bargaining agreement is separate. That's pretty much an agreement between public safety, general county employees, and the county, their employers, on what their wages, benefits, and salaries will look like. [01:51:33] Project labor agreements are agreements between a contractor in those that they employ on what those standards will look like in terms of the actual labor. Do they get time off? Do they get, and these aren't related to the county itself. [01:51:50] These are attached to, I guess I can say like, it could be federal projects. It could be county projects, state projects. Right, right. So the collective bargaining is pretty much negotiating like salaries, wages, and benefits with your employers here in the county. [01:52:08] That's what we have recently approved for public safety. But project labor agreements actually go into an actual project, and it's usually a transportation or, like, infrastructure project. It's usually, like, major projects that need to be built out. I actually want to also add one thing real quickly. [01:52:25] We have an issue with wage theft in construction projects. Not necessarily so much as the county, but that is something that I've heard a lot, That is a concern in general, you know, on construction projects. And so that's one of the reasons that, you know, these types of discussions have come up. [01:52:43] It's how do you protect employees, oftentimes who might be a 1099 employee. But Supervisor Vega, if you want to continue. I guess I'm just curious if it's not really a county thing. Why do we want the county involved or need the county to be involved? [01:53:00] Well, I think the directive is for the county to come back with various types of ordinances that we can input. Do we just put them on federal projects? Do we just put them on county projects? Do we only put them on state-funded projects? Do we push, you know, developers to encourage them to put them on their projects? [01:53:17] So I think it's for the county to come back with what those options could look like. I won't object, but I'm certainly going to be on the lookout for that, as I'm sure I'll have additional questions. I'll go ahead and start my supervisor's time. Okay, quickly, I don't know, Supervisor Bodie, did you have something? [01:53:33] Okay, all right. Thank you, Supervisor Vega. Thank you, Madam Chair. So I'm going to go ahead and start with a few notices of intent. Ladies, if you don't have their resumes on file, they're coming as we were waiting for a few to come in. I want to go ahead and appoint Ted Bull to the Veterans Commission. Also Marcus Moyer to the Board of Equalization. [01:53:50] Elizabeth Wilkins McKee as an alternate to the Persons with Disabilities Committee. On 6-6, I had the opportunity to tour Silver Eagle Stables with Supervisor Gordy and his staff. Pretty neat what they have going on there. I had no idea that that's a historic property here in Prince William County. [01:54:05] It has a really neat story. for those that have never been out that way i would encourage you to do so um just want to remind folks that we are partnering this year with the prince william county community foundation and we are still accepting school supplies uh all the way up until uh the 12th of july so um last year we kind of did our own thing in the district um in terms of back to school this year dr gaddis has a pretty impressive operation going on and i think that it would benefit all of our offices to partner in some way shape or form with what she has going on so really looking forward to being able to partner with her this year so um again if you haven't donated your school supplies this year you're welcome to do so until july 12th through the month of july my office will be participating [01:54:45] in the where's waldo hunt so if you guys are not familiar with what that is it's an opportunity for you to go into various businesses here in prince william county and you collect a store stamp if you're able to spot waldo in the business in the establishment so if you're around 234 over by colgan high school and you want to swing by the coals district supervisor's office you might be able to find waldo there once you've collected your stamps you take your cards to richard at mckay used bookstores so if anybody wants additional information you're welcome to call our office email us happy to share additional information with you all and lastly i want to wish everyone [01:55:23] a happy fourth of july it is my desire that this fourth of july is filled with joy gratitude and a renewed commitment really for the ideals that make america strong and the greatest nation on earth so with that madam chair happy independence day thank you thank you so very much and i want to tag on to where's waldo because waldo is also hiding in the court building i'm not going to tell you where but he's here as well um i want to thank everyone who came to the housing roundtable that i co-hosted with senator warner housing is a vital need and unfortunately you know it can be a contentious issue it is something that i feel very strongly having moved to the [01:56:03] county. You know, that affordable housing is something that we really need to talk about intentionally and have discussions around that. I joke that, you know, when I moved to the Hill, I was, you know, moved down here, I was making $2 an hour on the Hill. I think it was maybe like a dollar and change. But anyways, you know, the housing market is what it is. But we do have a supply issue. And I know when we start talking about housing, you know, we're going to have a lot of vigorous, robust discussions around that. But I do want to emphasize, this is about the residents. This is about meeting people's needs. I also want to mention that I participated in a town hall with Delegate Roja Henson with my colleague, Supervisor Bodie. We had a great [01:56:42] discussion about protecting the, you know, our drinking water for those on the east, the Agaguan Reservoir. And quickly, I did go out this morning for the change of command at Quantico with Supervisor Bailey. And I just want to highlight, outgoing Colonel Michael Brooks really emphasized the special relationship that he's developed with Supervisor Bailey, and it was really touching to hear that. You know, I'm glad that you were, you know, able to work so closely with him, because Quantico is a vital asset for our community. And with that, let me quickly touch on, yes, I went to [01:57:18] the George Mason SciTech campus. I heard about the body farm, and I was like, great, that's nice to know. Let's get back on the other side. And quickly, I have two notices to reappoint. Sarah Henry as a regular member and Dave Sinclair as an alternate to the Northern Virginia Health Center Commission. So that's really all that I have. I stayed within my time. And with that, I want to thank everyone. We are going to, before we go into closed session again, would love to get an in proto with all the interns and you know the members of the board of county supervisors because [01:57:56] again we appreciate you your hard work and i hope that a number of you consider public service i mean it's a tough career but it's a very rewarding career and particularly at the local level we touch people on such an intimate level you know i tell people we're the ones you know how are your communities structured or zone how much you know are you paying property taxes you know how much resources are we giving to schools and that's decided here in these chambers so thank you is this is the last day for the intern class or no all right they're hanging out a little longer [01:58:29] july oh july 11th it ends so soon all right um thank you so very much and you know we'll go out in the hall and then after that we'll go we'll take it you know we'll do that take a couple minutes and reassemble uh for the board members um for a closed meeting for our closed session [01:58:46] thank you thank you everyone i first would like to get a motion to certify our closed session [01:59:44] So move. Second. All right, let's ready to vote. [01:59:56] Unanimous. All right, we have two items to report out. The first item. Madam Chair. Yes. I'd like to move to authorize and approve Prince William County's participation in the proposed settlement of opioid-related claims against Kroger and its related corporate entities and directing the county attorney and or the county's outside legal counsel to execute the documents necessary to effectuate the county's participation in the settlements for all magisterial districts. [02:00:25] Second. All right, any discussion? All right, let's vote. Vote unanimous. We have a second item to report out. Madam Chair, I would like to appoint Katab Shamut as the new Public Works Director. [02:00:45] Second. All right. Do we vote or do I go to you? Well, we're going to vote. Any discussion? All right, let's vote. Vote unanimous. And I now would like to turn it over to Mr. Shorter. [02:01:03] Thank you very much, Madam Chair. Members of the Board, I just want to express my sincere appreciation to you and excitement for our new Public Works Director. As you know, we have gone through a very extensive recruitment process. [02:01:20] I want to thank our Deputy County Executive, Wade Hugh, for all of the work that he has done to get us to this point. And I want to invite Katab Shamut to come to the podium to say a few words and welcome Katab and really congratulate him. [02:01:39] I look forward to your leadership of the Public Works Department and the Public Works team. Thank you very much. I'll start by thanking God, thanking my family, thanking the board, Chris Shorter, our county executive, Wade Hugh, and my previous supervisor, Rick Canozales, for allowing me the opportunity to be in this position and to be part of this. [02:02:01] I'm deeply honored and humbled to accept this position. I'm grateful to your trust and your confidence in my ability and in me to be in this position. You know, Public Works is a department that provides a lot of services and a lot of facilities to our citizens and part of the quality of life in Prince William County. [02:02:24] I will make sure that that will continue and projects are being completed as well as services are being provided and our resources are kept and monitored and managed as we move forward. Thank you very much to the board. Thank you very much to our county executive. [02:02:41] I look forward to this opportunity. I'm ready for it, and I will do the best I can to make Prince William County and the Department of Public Works the best it can be. Thank you very much. Thank you so very much, and we appreciate you and your service to the county. [02:03:00] Now we are moving on to our final item. It's to adjourn our meeting. Move to adjourn. Second. All right. any discussion? See, I'm going to get you all back. Any discussion? Come on now. No one. All right. Um, let's vote. All right. Thank you guys so very much. Um, our next meeting will be next week and it's going to be a work session. Have a great day, everyone. ---------------------------------------------------------------------- Coraggio Consulting ยท aguyonx.com
