Pursuant to school board policy 139, school board member participation in meetings by electronic communication. [00:00:15] Jennifer Wall and Lisa Zargarpur will participate remotely in this meeting by electronic communication because they are unable to attend in person as they are out of state. The Prince William County School Board is conducting this special meeting primarily for the purpose of conducting the superintendent's annual goal setting for the 25-26 school year. [00:00:30] Since these discussions relate specifically to performance of the superintendent, an appointee and employee of the board, the board will meet in closed session for that purpose and other purposes as permitted by Virginia code 2.23711. [00:01:43] One, to conduct the superintendent's annual goal setting for the 2025-26 school year under sections 2.2-3711A, one and eight of the Code of Virginia, and two, to discuss with staff the assignment, appointment, promotion, performance, demotion, salaries, disciplining, or resignation of specific public officers, appointees, or employees of any public body pursuant to section 2.2-3711A1 of the Code of Virginia and three, to discuss with Division of Counsel legal matters involving specific public officers, [00:02:22] appointees or employees of the school board under sections 2.2-3711A7 and 8 of the Code of Virginia. - Do I have a second? - Mr. Chair, I second. - Mr. Jesse seconds, any discussion? [00:04:32] Now therefore it be it resolved that the Prince William County School Board hereby certifies that to the best of each member's knowledge, one, only public business matters lawfully exempted from open meeting requirements were discussed in the closed meeting, to which this certification resolution applies, and two, only such public business matters as were identified in the motion convening the closed meeting were heard and discussed or considered by the school board. So on several occasions, Vice Chair Blake engaged in conduct unbecoming of a school board member in violation of sections 1A and D of school board policy 117 and section four of school board regulation 5031. [00:06:38] For this reason, I move to issue a public censure of vice chair, Tracy Blake. I just want to state for the public that I do not support this motion and I will not be supporting this motion due to the fact that I feel as a board, This is the first time that we have addressed this issue as a corporate body and in previous offenses that have mentioned in the motion do not align, [00:07:16] I believe, essentially with the way this board should function in this nature. I also do not believe the options available to the board to resolve this type of conflict or to prevent it in the future are in alignment with that, thank you.
