A chronological political and policy intelligence review of Loudoun County Board of Supervisors records on data centers, 2015-2025. The source corpus is an 881-page merged action-report file.
Loudoun did not simply turn against data centers. The record shows a decade-long move from permissive siting plus revenue optimization to location, compatibility, power delivery, and residential buffers. Data centers are load and tax base. They are not treated here as the cause of Virginia’s energy architecture.
