Virginia did not enact one green-energy law and move on. In 2020 it created a statutory architecture — renewable mandates, generation retirements, offshore wind, storage, and carbon-market policy — and the years since have repeatedly modified, financed, challenged, accelerated, and expanded pieces of that architecture.
